hen only a new home will do, those in the market will be pleasantly surprised by the exceptional value and attention to detail a new home offers. When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint. If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one: ›› Shop the mortgage market to see what you can afford before you start your hunt; ›› Obtain a lawyer who is willing to review your offer as well as help you close the home; ›› Don’t be persuaded by high pressure sales tactics while you’re out shopping; ›› Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; ›› To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction. Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your final decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your first steps in the home-buying process. Resolve to plan carefully in 2013 Still-low rates provide homebuyers with an opportunity to buy, but not at any cost
T
he last couple months of 2012 were certainly interesting – simultaneous talk of slowdowns and soft landings in some markets, increases, upticks and value gains in others. Indeed, now more than ever, housing and economic conditions serve as reminders of how local real estate is. What’s going on in one part of the country or province or in a specific property type, may be completely different from another. On the positive side are interest rates that are still at or near historic lows, with the next Bank of Canada rate announcement to come Jan. 23. Many experts don’t expect rates to begin rising until mid-year at least, while cautioning that Canadians should not confuse cheap money – if they qualify – with free money. The BoC continually keeps a close eye on household debt and other signposts for any warnings we’re taking on more debt than we should. Your best strategy as a prospective homebuyer? Meet with your broker or banker to see how you can take advantage of these opportunities, without getting in over your head.

I
nspired by community, driven by design, Panorama Station is a place where all life’s good things seem to come together. The BMO Household Debt Report shows that 25 per cent of Canadians are debt-free, however 41 per cent say that they have taken on more debt in the past five years as a result of increased spending. “While debt is a part of life for the majority of Canadians, it doesn’t have to be a permanent fixture,” says Nancy Marescotti, director, BMO Bank of Montreal. “Establishing a household budget that includes a debt repayment plan and accounts for other priorities and financial goals such as savings is essential.” BMO Bank of Montreal offers the following five tips to avoid hitting your personal debt ceiling: » Don’t overspend - Spend less than you make.
Develop a budget that establishes how household expenses will be paid and how spending will be managed. Take advantage of free online tools to help stay on top of everyday household spending and saving.
- Pay down credit cards, beginning with those that carry the highest interest rate, and consider using a low rate card for purchases. » Manage credit card debt
- Set up a Tax Free Savings Account (TFSA) or high interest savings account to set aside extra cash in case of an emergency. Currently, the BMO Smart Saver account offers a 1.2 per cent interest rate – the highest rate offered among Canada’s major financial institutions for a full-service savings account, without minimum balance requirements. Also consider using Exchange Traded Funds to reduce management expense fees. » Invest to save
» Become mortgage free faster - Cutting your
amortization and increasing monthly payments on mortgages can help you pay down your mortgage faster while saving you thousands of dollars in interest costs. Homebuying in the year ahead get set for 2013 by Susan M Boyce Did you hear it? Mixed in with the cheering, fireworks and singing of Auld Lang Syne, many gave a long sigh of relief as the clock struck midnight on Dec. 31, thus marking the end to 2012. It’s been a year filled with challenges, changes and yes, controversy. BC’s voters made their choice about the HST, the world did not end on Dec. 21, and in the Lower Mainland we enjoyed a late but record-breaking summer. Now, as we take a look ahead to the upcoming year, most industry insiders and experts predict that while 2013’s housing market is unlikely to be dazzling, it is likely to be steady and stable overall. This issue, New Home Guide looks at some of the broad stroke trends anticipated for the year that’s just begun. Get Where You’re Going Access to rapid transit is the undisputed leader of hot amenities for 2013. “Transit is coming of age,” says Bill Szeto, associate vice-president for new business development with Colliers International in Vancouver. “People are making a conscious decision to cut their carbon footprint, so projects located along SkyTrain corridors will continue to do well.” He points to the success of Marine Gateway as one example, but there are plenty more coming: Wave and 3 Civic Plaza in Surrey, SOLO District and Station Square in Burnaby and, of course, the burgeoning development around the Evergreen Line Station in Burquitlam. Car co-ops are also expected to continue ascending the popularity ladder in 2013, as developers hone in on how reducing – or in some cases eliminating – onsite parking for private vehicles can be an acceptable way to increase affordability. Michael Geller, president of The Geller Group, notes it’s a matter of achieving critical mass: the more municipalities and developments that participate, the more cost effective it becomes for consumers to rely on alternatives like Car2Go or Zipcar. And since owning a vehicle typically involves having a monthly car payment, there’s direct impact on the mortgage amount a homebuyer qualifies for. Translation: ditch even one car, qualify for a higher mortgage. Value in the Burbs Expect the ’burbs to continue strong in the coming year. It’s a simple value equation. “What can you get for $300,000 in downtown Vancouver? A studio suite in an older building?” says

Christy Edmonds, director of sales with Fairborne Homes. “On the other hand, in areas like South Surrey or the Tri-Cities, you can often get a brand new, three-bedroom home for the same amount. Yes, if you work downtown you might be travelling over a toll bridge, but the difference in the price of your new home is a fraction of those costs.” Get Off the Fence Like others in the industry, Edmonds predicts the trend to quick possession of move-in ready inventory will continue into 2013 – no matter what city people choose to call home. “Buyers are out there, and people get to the point where they just aren’t willing to sit on the fence any longer hoping prices will go down. We’re seeing a definite increase in the number of very fast closings –

Chrystal also expressed deep concern about the upcoming HST transition. “I believe it’s going to get ugly for two simple reasons. First of all, I don’t understand (all the nuances) – and I’m in the business. So what’s a buyer to think? And second, the simple, easy to understand tax credit for first-time homebuyers ends on April 1. A $10,000 credit is a very big thing to a first-time buyer – I’m certainly lobbying the government to extend it.” Embrace the Lifestyle Not surprisingly, lifestyle and convenience are expected to become ever more integrated with the home buying decisions of 2013. “Boomers especially want to have the luxuries they couldn’t afford while they were paying off their university loans or raising their families – things like granite counters and gourmet kitchens,” says Lynn Harrison, president of Harrison Marketing. “And while a townhouse or condo may be a bit smaller than the single-family house they’ve gotten used to, the convenience of lock ’n’ go living is becoming more and more desirable as a selling feature.”

sometimes only a week or 10 days after the deal goes firm.” Craig Anderson, Executive Group’s director of marketing and sales, is one of many who believe consumers who act quickly in the first quarter of the year will also still have some time to reap the benefits of creative incentives offered by developers looking to differentiate their project. “After price, the most frequent question we’ve been hearing is: what are your incentives?” he says. “I’ve seen incentives like the chance to win a car, $10,000 decorating allowances and strata fees paid for a year. At the Residences at West, we chose to pay 10 per cent interest on deposit – buyers liked that.” Talking About the ‘E’ Word In a marked departure from the past few years, the always touchy subject of politics was not universally avoided in discussions about the year ahead. The consensus? From developers and builders to financial gurus and number crunchers, construction insiders are concerned about the upcoming provincial election. Speaking at a recent Greater Vancouver Home Builders’ Association seminar, Neil Chrystal, president and CEO of Polygon Homes, included the possibility of an NDP government in the
Carpe Diem Still, as always, the final question remains: is now a good time to buy a new home? Most in the industry answer with an emphatic yes. Mark Belling, president of Fifth Ave Real Estate Marketing, is one of them. His reasons are many. “We’re living in the lowest interest rate environment in anyone’s history,” he begins. “We live in the one of the world’s most beautiful, most livable regions – and that’s not just my bias but is confirmed by experts all around the globe. Plus, right now, you have time to shop and compare among more new home options than anytime I can remember. If you find 12 different homes you like, you can take your time and eliminate ones that don’t make the cut, zeroing in on the ones that do.” However, Belling does add a cautionary note – this window of opportunity won’t last much longer. “During December, I met with six well-known, well respected economists, and they all expressed a common theme: expect the current buyer’s market to gradually shift to a seller’s market in the second half of 2013. Affordability will be further dampened with the expectation of higher interest rates in the second half of 2013. And I expect 2014 will lead the typical cycle of inflation – higher home prices, greater costs of living, as well as higher interest rates. “If all this holds true, buying now makes a lot of sense,” Belling stresses. “Not only do you have choice, you’ll likely end up owning the near perfect home, at the lowest mortgage interest rates of your life. But the longer you wait, the fewer choices you’ll have. So why wouldn’t you buy new and buy now?” And so, Happy New Year to all, and happy house hunting. IT’S TRUE THAT NIKITA IS USING HER
car less these days, but there’s one drive she’ll never forget. “I was out running a few errands and just happened on Toccata,” she says. “My boyfriend, Jason, and I had been looking at townhouses for about a month, but this was the first one I’d seen on my own, and it was love at first sight.” The layout was perfect. “This plan is an end unit, so every room has lots of windows, meaning it’s always bright,” she says with a bubbly enthusiasm. Jason agreed, and although the couple did check out a few more homes before making their fi nal decision to purchase, they say nothing else could stand up to the quality and attention to detail they found at Toccata. Artistic by design “Even little things, like where they put the light switches, made it clear the builder was really cognizant of how people live and where you’d want to put your furniture and other stuff,” Nikita explains. Having plenty of wall niches to showcase
“Being a first-time buyer, I was so hesitant. I really wanted to make sure this was the right decision… and it was.” Nikita
her art was another bonus. “Right now, I work in the mutual funds field, but I’ve been painting since I was 13,” she says, adding that one day she hopes to become a full-time artist. For now, though, she says buying brand new has been “like having an entire blank canvas for our home. The first things we did when we moved in were open a bottle of wine and hang some of my pictures.”

Being a first-time buyer, I was so hesitant. I really wanted to make sure this was the right decision… and it was. There is so much buildup at the end of the
year that it can almost feel like a race to the finish line. Then Jan. 1 arrives, the social calendar calms down and the cocooning begins as you prepare to ride out the rest of the winter. Before you jump right back to everything you were doing before the holidays, take some time to look around and decide what needs to change. Not that you have to go making grand resolutions for the new year – unless that’s your thing – but look at it as an opportunity to free yourself of things that weren’t working for you. Try new methods that may improve your life in little, noticeable ways. Get clear on the year ahead If setting New Year’s resolutions is not your thing, there’s another way of defining what you’d like your life to look like – create a vision board. Get some magazines, glue and a poster board and start cutting and pasting images that you feel drawn to or that represent something you’d like to be or have in your life. Rather than dwelling on the chore itself, turn your attention to how you will benefit once the job is done. If you can come up with two or three compelling ways your life will be better as a result of completing what
Make your ‘someday’ a reality How many times have you wistfully said, “Someday, I’d like to…” It’s interesting how we often procrastinate on doing the things we most want to do. We continue to put it off because something more pressing always seems to come up. But life is short, and habitually putting off doing those meaningful things that bring us joy can literally suck the life right out of us. One thing that I personally find very effective is to catch myself when I say I’d like to do something, and immediately pull out my calendar and schedule it in, even if it’s not for another month or two… or even six. The trick is to allow enough time to prepare for the event in advance and, once the date approaches, treat it as you would any other appointment you’ve booked with someone important – keep it. Make decisions fearlessly Clutter often represents unmade decisions. Many people struggle with indecision because of the fear of making a mistake (especially perfectionists). It may seem easier to avoid making the decision, but by doing so, you are deciding to procrastinate and remain stuck. Whenever possible, make decisions as you go along, before they accumulate. Although there’s no guarantee you will make the right decision, you will be taking the option that appears to be the right thing to do at the time. Avoid berating yourself if the outcome is less than you had hoped, and besides, there’s usually some recourse. See it as a great learning experience and move on. One effective decision-making technique is to ask: “What’s the worse thing that can happen if I make the wrong decision?” and “Can I live with that consequence?” This usually puts the decision into perspective and helps you make it confidently.

RECENT CHANGES IN THE MORTGAGE
industry have led to various lenders reducing the discounts they previously offered on variable rate mortgages (VRMs), effectively making VRMs a little less attractive than they were in the past. Why have lenders increased the cost of taking a VRM in today’s market? Well, the official reason offered by the banks was that there was a lack of liquidity in the markets and the cost of borrowing had increased. Now, of course, we’ll all have to take their word on that since the average Canadian does not have access to the inner workings of a chartered bank and the true costs of borrowing it incurs. But I do know one thing for certain, given the limited exposure that I have, is that many lenders had been grumbling for months about the lack of profitability on the variable rate mortgages with such high discounts. In the meantime, what seems to
have been lost in the conversation was the fact that the bond yields had been steadily dropping for months. This, in turn, led to an increase in the profitability on long-term rates. So while most of the country’s media focused on reporting about the fact the Bank of Canada (BoC) will not likely be moving rates soon, no one was drawing attention to the fact that the banks’ profit margins were steadily rising as the bond yields dropped. Lenders were making significantly more profit on a five-year term than they were selling variable rate mortgages with full discounts. Let me ask you a simple question: if you were running a business that had two products, and one of them was very profitable and one of them broke even or lost money, which would you promote? The end result is that banks would like you to take a five-year fi xed rate mortgage and are now making it more attractive for you to do so.

By the numbers – changing spreads and changing guidelines Talking about the price of a five-year mortgage and the spread on the bond yields can be very confusing for the average Canadian. Since most people don’t understand it, the media tends to avoid writing about it. As a result, some glaring discrepancies go unreported and questions remain unasked. Let’s start with some basics: ›› A bond yield and a bond price have an inverse relationship. Don’t worry about trying to understand that – you simply need to know that if the bond price goes up, the bond yield goes down and vice versa. ›› Canadian banks and lenders use the bond yields to determine their “spread,” or profitability. ›› They like to keep the spread to a certain range. For example, five years ago, the spread would be between 90 and 130. That means you take the five-year mortgage rate (say four per cent) and subtract the current five-year bond yield (say 2.95) and the difference should be between 90 and 130. If the difference is below 90, then that is a signal for banks to raise rates. If it is above 130, then they would lower rates. In the above example, 4.00 – 2.95 = 1.05, so that would indicate the rate is within the comfort zone and therefore not likely to move. Now let’s look at the way things are today: ›› Let’s assume a five-year bond yield is 1.66 per cent ›› And a typical five-year published mortgage rate is 3.59 per cent ›› 3.59 – 1.66 = 1.93 Based on the numbers that were used five years ago by the chartered banks, a spread of 1.93 would be .63 over the comfort zone – meaning very profitable – and a signal to lower rates (arguably to as low as 2.96 per cent for a five-year term). However, lenders are no longer using the same model for spreads. In fact, due to (and I quote) “the uncertainty in the bond market is forcing a wider than normal margin until investors see some stability return” – the current range that lenders are going by is 1.75 and 1.95. As such, the spread of 1.93 for today’s interest rates is actually at the high end of the comfort zone, but still within range. Some lenders are offering a quick close special of 3.39 per cent, which puts the spread at 1.73 and therefore out of the comfort zone. Any increase in the bond yield will result in those rates increasing, not decreasing. Suffice to say, it would appear that the banks are making significantly more profit on five-year mortgages today than they did five years ago. But having said that – they also experienced the global credit crunch of 2008 and saw first hand the impact to global banks when liquidity in the markets disappeared. And although we complain about the profitability of the chartered banks, it was this very fact that made them the envy of the world when their counterparts in other countries suffered. With ongoing credit and financial issues in Europe and the United States, perhaps the Canadian banks are wise to shore up their coffers while they can.
In the meantime, the more investors flock to safe harbours amidst turmoil and uncertainty in the global markets, the more bonds they will buy. The more they buy bonds, the higher the price goes and as such, the lower the bond yields go. Whether this will translate into lower mortgage rates for you is yet to be determined. And while we could argue that the long-term rates could go even lower or in fact that they should be lower, they are still the lowest they’ve been in a lifetime. So, whether you choose to take a variable with a lesser discount or today’s low long-term rate – one thing is certain: rates are low – if you have a mortgage or you’re planning to get one, take advantage of these low rates today and accelerate your debt reduction. Stability will eventually return to the markets and investors will eventually shift back to equities. When that happens, bond prices will drop, yields will rise and so too will your long term rates. In the meantime, enjoy them while they’re here.

Low rates notwithstanding, the banks, financial firms, brokers and other experts still advise homebuyers to practice smart borrowing – everything from putting down a larger down payment to taking advantage of pre-payment options and even “stress-testing” your mortgage at a higher rate to ensure your finances can accommodate rate fluctuations or other unforeseen circumstances. The mortgage market is a complex beast, and as a prospective homebuyer, these are not lessons you’re going to learn overnight – nor do you likely want to. You’re focused on saving a down payment, getting your finances in order, searching potential neighbourhoods, choosing a home and, when buying new, selecting interior finishings. But just as important is to also spend as much time as necessary to find a broker or banker you trust and who knows their business. More so than in any other area of homebuying, you’re going to rely on the advice of this member of your team – now more than ever. It will prove to be time well spent.

Calculate the combined monthly before-tax income of you and your spouse.

Divide by three. This figure is the monthly payment you can afford to make on your home.

Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.)

Multiply this figure by the amount you need to borrow. Divide by 1,000.
Add to this your estimated monthly heating costs and monthly property taxes.

If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home. Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.
