Taking advantage while you can Use low interest rates to your benefit

T

he Bank of Canada’s latest announcement to hold its interest rate target at one per cent does not come as a surprise. The rate has been holding at that level since September 2010, which is good news if you’re in the market for a mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and are likely lower than posted bank rates which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have to wait to get financing approval on a home when you put in an offer. This is an especially good tool to have in markets that are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. So, when will rates rise? It’s anyone’s guess, but most experts agree it’s unlikely there will be much movement until early 2014. The Bank will make its next scheduled rate announcement on March 6. Don’t wait until then to get pre-approved for a mortgage. It can take a few days. Many lenders now offer online pre-approvals to make the process faster and easier.

New-home buyers should take the time to look into who’s building your home and what’s covered

magine buying a new car, TV or other big-ticket item without first inquiring about the manufacturer’s warranty. You wouldn’t dream of it, would you? But when it comes to buying a new home, many consumers are not always as diligent. Perhaps it’s a matter of some people being so excited about buying a new home that they’re more interested in choosing finishes than reading the fine print of a sales agreement or warranty. Or maybe they assume all builders are created equal, and that certain things are covered, when in fact they may not be. Or it might be a lack of awareness of just how newhome warranties work. Indeed, taking the time to learn about your new-home builder, what kind of warranty it provides and what is covered, is time well spent. Too often, buyers don’t examine this part of the homebuying process until they need to – when an issue arises. Just like for cars or electronic devices, all manufacturers and products are not created equal. Learning about your new-home builder and warranty is a crucial part of the homebuying process.

Five Ways to Get the Most Out of Your Home Warranty Insurance Buyers of new homes in B.C. are protected by Canada’s strongest construction defect insurance. Those who learn as much as they can about their home warranty insurance will get the most out of their coverage. 1. Make note of each coverage expiry date. The home warranty insurance provided on new single-family and multi-family homes built for sale in B.C. protects against different defects for specific periods of time, including 2 years on labour and materials (some limits apply), 5 years on the building envelope (including water penetration) and 10 years on the structure. Review your policy for details. 2. Know what’s covered and what isn’t. Make sure you understand the extent and limitations of your coverage by reading through your insurance documents. You can also search the HPO’s free online Residential Construction Performance Guide. 3. Make a claim. If you need to make a claim for defects not otherwise taken care of by your builder, be sure to send details in writing to your warranty provider prior to the expiry of coverage. 4. Maintain your home. Maintain your home to protect your coverage, and if you receive a maintenance manual for your home, read it and follow it. 5. Learn more. Let’s face it – your electronic

devices make the world go round, and in the moving business, we realize how important those items are to families. One of the most common questions we get is… how to transport electronics safely, especially big-screen TVs. During a move, whether it’s across town or across Canada, it is important to give these items special treatment so they arrive in one piece and in good working order. The best advice we have for accomplishing this goal requires some forethought: to keep the original boxes and foam spacers the electronic items came in. That is truly the safest method for moving them. Of course, people rarely keep these boxes, so at Two Men and a Truck Canada, we have specialty boxes and crates designed specifically to move big-screen TVs safely. People who do their own packing and moving should


be aware of how easy it is to damage one of these units. Spending a few dollars extra to purchase or rent one of these special boxes can make all the difference. They can accommodate any size TV, so there is a solution for every unit. I had an interesting conversation with a colleague the other day regarding property values in Vancouver. He relayed me a story of a friend who had bought a house on the west side of Vancouver in the mid 1990s and it is now worth more than four times the amount he paid. In terms of equity, it was the equivalent of winning the lottery. We pondered the question, what will people be saying 20 to 25 years from now? Is it quite possible that a young 25-yearold couple today might look back in the year 2033 and say “If only we had bought that house back in 2013? Why didn’t we? Oh yeah, there were new mortgage rules and a lot of global uncertainty….” here are a few things that i’ve learned about real estate 1. Real estate has peaks and valleys, but there has never been a future peak that is lower than the past one. Just give it time. 2. Time is your ally. Time can turn any bad real estate decision into a good one. 3. Equity is your safety net. It can supplement a pension and give you financial options in later years. 4. Your mortgage is a forced savings program.

It’s community that celebrates active, outdoor living as much as sophisticated, urban culture and hosts one of the largest, most spirited Caribbean festivals in the Lower Mainland – a city that looks to the future while honouring the past. This issue, New Home Guide chats with Mayor Ernie Daykin, a lifelong Maple Ridge resident whose family pioneered here, about what’s coming up for this vibrant, diverse municipality. Q: At one time, many Vancouverites considered Maple Ridge to be a long, long way from anywhere. Now it’s not only a desirable municipality to call home and the Real Estate Investment Network has rated it number two in BC and number five in Canada for investment. What’s changed? A: One of the most important changes is our increased accessibility. When the freeway was built south of the Fraser River, it defined how we developed. But with the new Pitt River and the Golden Ears bridges now open, you

don’t have to loop through Abbotsford or wait for the Albion Ferry to get onto the freeway or to Langley/Surrey. Suddenly Maple Ridge has excellent accessibility to everywhere in the Lower Mainland. Q: What other factors draw people to Maple Ridge? A: We do a survey every three years and the number one thing people say they like about living here is the community feel. We also have fantastic proximity to the great outdoors – things like Golden Ears Park, hiking, and close to 300 km. of equestrian trails. I’ve heard some people will trailer their horses across the river from Langley and Surrey just so they can have a different riding experience. And Maple Ridge is not only more affordable than many communities in Metro Vancouver but we have a broad range of housing types available – from condos to rowhomes, townhouses, and large houses on large lots. So we see young people and families moving here because they can get a larger house, and we have empty nesters who want to be close to their kids who’ve already moved here or who simply appreciate the lifestyle.

Q: Downtown Maple Ridge has undergone significant change and revitalization during the past four or five years. What’s happening there now? A: When we developed our Smart Growth on the Ground strategy in 2003-04, our dream was to more than double our population to 20,000 people, and that’s starting because successive councils have stuck to their guns to make it happen. Right now we have $77 million in building permits just in the town centre and about 1,100 residential units either in construction or under application. Thrifty Foods opened in July of last year, and when Zellers was purchased by Target they indicated they will put $8 million to $10 million into renovating and expanding the existing store. We’re also fortunate because we have a wonderful Business Improvement Association, and two years ago we received funding from the federal government that allowed us to redo 224th – new planters and trees, new sidewalks, and even develop a historic walking tour. It’s not so much that it’s any one item or initiative, it’s that when you take them all together, over time the change is huge.

Q: Your family’s history is rooted in Maple Ridge. How far back does it go? A: A long way. My dad’s grandfather moved here in 1879, and I have a second cousin who still farms the same property. Then my mother’s grandfather came in 1915. I was born in Maple Ridge and only moved away twice – once when I was five and once when I got married in 1974. Back then my wife and I were looking for a fixer-upper as our first house because they’d raised the rent on our Marpole apartment from $215 a month to $250 – which I thought was unreasonable. We found one house in Cloverdale for $45,000 and one in Maple Ridge that was a little bigger for $29,000. We came back here.

Q: Are you concerned Maple Ridge will lose its distinctive nature as it grows? A: I believe growth is inevitable because if you aren’t growing and adapting, you’re decaying. It’s how you manage growth that matters. I’m realistic enough to know not everyone is going to be in favour of change. What I do believe is that Maple Ridge is the right place and the right time. “It’s encouraging to see Canadians are planning to maintain or increase their personal savings this year, particularly as we look to balance increasing debt loads and turn around decreasing rates of savings,” says Ernie Johannson, senior vice-president, personal banking, BMO. Yet, despite the positive nature of the findings, the poll shows the optimism is tempered by the fact that only half (48 per cent) say they are saving enough to meet their goals, with high expenses (71 per cent), low income (65 per cent), and debt repayment (52 per cent) cited as the top barriers to increased savings. The personal savings rate in Canada, calculated by Statistics Canada, Canadians who are planning to save currently lies near historic lows at 3.9 per cent. By comparison, the rate in 2013 are aiming to put away an average of $9,859 climbed above six per cent during the height of the latest recession, and in order to meet their goals – an increase of nearly reached almost 20 per cent in the early 1980s. $600 over last year, or approximately seven per cent.
