he Bank of Canada’s latest announcement to hold its interest rate target at one per cent does not come as a surprise. The rate has been holding at that level since September 2010, which is good news if you’re in the market for a mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have to wait to get financing

approval on a home when you put in an offer. This is an especially good tool to have when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. So when will rates rise? It’s anyone’s guess, but most experts agree it’s unlikely there will be any significant movement until mid 2014. However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier. Start the New Year off right by taking advantage while you still can.

When Alison and Ian first discovered Secret Ridge, they fell in love immediately. “We loved the high ceilings, the wide floorplan and the fact it was two levels rather than three,” Ian says. It was the perfect transition from the one-bedroom Vancouver loft they’d been living in. There was just one problem. The couple wanted a single-family, detached home and the showhome was a duplex. But fate, it seemed, was on their side, because one of the two single-family homes in this phase of the community was still for sale. By noon of the following day, it was sporting a bright red SOLD sign, and Ian and Alison were homeowners.

“Never touch this money” and “An RRSP is a long-term investment” echoed through the pages of the popular press. And, for as long as RRSPs were just for retirement, investing the assets accumulated were a simple exercise in balancing your willingness to take some risk against the kind of return you expected to earn. But RRSPs aren’t just for retirement anymore. The government allows you to use your RRSP as a savings plan for a down payment on a home. It allows you to use your RRSP to finance your on-going education. And those who wish to raise a family or go on sabbatical have long employed the RRSP as an income-averaging tool. It’s even used as an emergency fund by those who have suddenly found themselves unemployed. It would be fair to say that the RRSP has become Canadians’ favourite savings account. The problem with an RRSP being all things to all people is that its wider scope, its greater flexibility, its move from a hands-off-don’t-ever-touch-the-money retirement plan to a you-can-use-itwhenever-you-can-justify-it savings account is that the process of identifying your investment strategy has become more complex. Most people say they don’t have enough money to maximize their RRSP

and set aside a non-registered emergency fund, which at least in part, explains the overlap between retirement savings and other types of savings that often takes place within an RRSP. One of the first questions you have to ask yourself when you’re trying to choose investments for your RRSP is, “When am I going to use this money?” If you’re using a portion of your RRSP savings as your emergency fund, then you’ll need to keep that portion of the RRSP assets fairly liquid so you can get at the money if an emergency arises. And if you’re going to tap your RRSP within the next year or three to buy a home, that money isn’t destined for long-term investment. You’ve got a short- to medium-term

investment horizon and must choose investments that suit. So you’ll have to forgo equities in favour of a more conservative investment portfolio. Since you don’t have the time to wait out the bumps in the road that are part of the equity-investment experience, you’ll have to settle for less return. Being clear on how you plan to use your RRSP dollars is especially important when those dollars are being contributed to a spousal plan or the contributing spouse could find money withdrawn from that plan taxed in his or her hands. That’s because the rules for withdrawals from a spousal RRSP state that if money is taken from a spousal plan within three calendar years of a contribution to ANY spousal RRSP, that money could be taxable in the hands of the original contributor. And that of course would completely defeat the income-averaging strategy the couple had set out to use. Make spousal contributions by the end of the calendar year, as opposed to the first 60 days of the new year since spousal contributions are measured on a calendar year basis. If you delay your contribution until January, you’ll end up extending the withdrawal period by another calendar year. If you’ve recently lost your job, you may be thinking of using your RRSP as a source of income while you search for another. That can be a good plan, particularly where you received a severance that is eligible for rollover to an RRSP. Keep a portion of any severance you’ve rolled to your RRSP fairly liquid until your probation period [at a new job] is over. Did you get laid off late in the year? Try to hold off taking withdrawals from your RRSP until the new year if you think you may be in a lower tax bracket. Most advisors agree you should rollover as much of your severance as you’re eligible to. For those people who have more severance than rollover room, this would be the time to catch up all that carry-forward room. Perhaps the toughest part about using your RRSP for myriad purposes is keeping track of which of your RRSP dollars are for what. Here, consolidation may work against you. Instead, consider opening up a separate RRSP for each of your purposes

and file your statements based on what you’re trying to accomplish. So all those Bank of Montreal statements would go in your “Home Ownership RRSP”, while your TD Canada Trust statements would go to your “Retirement RRSP.” Separate accounts will not only help you stay focused on the purpose for which you are saving, it will allow you to keep your time horizon in perspective. As you get closer to your objective for that plan your investment horizon changes and so, too, should your asset mix. If you’re planning to return to school seven years down the road, you might remix your portfolio at the five-year, three-year, and one-year marks. Finally, while the money in your RRSP is your money and you get to decide how to spend it, it’s important not to sacrifice your long-term goals for short-term ones. It’s easy to get focused on a single objective to the exclusion of all others. But to be balanced, you need to be taking a look at what you want your savings to do for you long-term, as well as short- and mediumterm. So, if you’re saving for a home, instead of putting this year’s total RRSP contribution into your “Home Ownership RRSP,” consider dividing it equally between home ownership and retirement. Yes, it will take a little longer to get into your dream home. But when you do, you won’t be behind the eight ball in terms of retirement planning.

Accessories can be anything that complement a design and add to the aesthetic value. When you think of accessories, imagine the impact of wall art, throw pillows, antiques, sculptures, vases, collectibles or even memorabilia. An accessory can be something timeless or, on the contrary, a piece which varies seasonally. I like to pull the accessories together last or at least once all major pieces have been selected. This gives you the freedom to contrive a more organic design, almost allowing the accessories to find you. Once the major pieces have been chosen, you have a better sense of how the room feels and ultimately what is missing from the mix. I like to plan the mood of a space right from the get-go so when I get down to the details, it’s simple to reinforce the initial design. Accessories can be very personal things so there is no right or wrong answer; however, there are a few “rules” I like to follow. I like to group items together: odd numbers work best and combining multiple items creates volume and adds visual weight to your space. I also choose objects with a common design element to create repetition, which is key to consistency, allowing

the eye to see a balanced flow from one side of the room to the other. Tension is one of my favourite elements of design when it comes to accessorizing. If you have a minimalistic space and your taste is modern, try to suggest tension between one standout accessory and the rest of your decor. Using an ornate mirror, vase or even a lamp in your space to produce tension within the overall minimalist aesthetic will provide high contrast and generate a memorable design. The key to apt execution is placement and proportion.

Like everything else in design, plan ahead — pull all your fabric swatches and floorplans together and bring them shopping with you. Having your floorplans or drawing will ensure you’re purchasing pieces that will actually fit into your space. However, it is the smallest details that will make the biggest impact. Show off your individuality by purchasing pieces that represent you and your lifestyle. I love unique pieces, whether they come in the form of a vintage tray table or an abstract vase: anything to evoke conversation. Typically, it is these pieces, the smallest items in your space which will make your room truly unique. Vancouver has some fantastic vintage and consignment shops where you’re bound to find distinctive objects no one else carries. Townhomes are increasingly offering the right mix of amenities and lifestyle for younger families who are starting out or for baby boomers who may no longer want to maintain a single family home, yet want to have a private yard or balcony and easy community access. Defined as several similar single-family homes, side-by-side, sharing at least one common wall, a townhouse offers less privacy than a single-family detached home but well-designed complexes can offer such amenities as a common games room, tennis courts, clubhouse, exercise facilities and swimming pools with easy outdoor access. With the attributes of a condominium and single-family home, the configuration and footprint of townhouses can result in a lower construction cost and selling price when compared to a single-family home. That lower cost may allow a family to live in an area that they would otherwise not be able to afford with a single-family home. Whether you have a sprawling home with plenty of room or a cosier place with less extra space, you can create a system so that your home functions to accommodate your needs. Chances are there’s a favourite spot in your home that sees more than its fair share of action. It could be the corner of the sofa you curl up in or the spot at the breakfast counter that has a pile of things you’ll get to ‘one day,’ and it might need a little bit of organizing. Without designated spaces you’re forever tucking things away that don’t have a real home – and wasting time trying to remember where and when you go to retrieve them. Develop a place for each activity you do and space to keep those items that go with it to add some organization to your home – and your life! Everyone needs a home office. Using your kitchen or

dining room table as an office? It can be frustrating and time consuming to constantly have to pack up your papers and bring them out again. You need a space in your home specifically designated for processing paperwork. If you don’t have a room devoted entirely to this purpose, you can also use an armoire in the family room that closes up when not in use or a closet that has been refitted with a countertop and drawers. You’ll also need good lighting, a comfortable chair and a functional filing system.

Where did I put the... Have you ever stored a special item in a safe place and then forgotten where you put it when you need it? A simple solution is to create a document in a word-processing program on your computer to record the location of seldom-used articles. Be sure to name the document something obvious so you can find it on your computer. Name that room. Rooms that don’t have a specific purpose become dumping grounds for clutter. Before you begin de-cluttering, go through your home, room by room, and determine how you want to use each space. Identify which items support the purpose of the room and which should be moved. Keep a few boxes handy to transport smaller items to their appropriate rooms. A shoe-in for office supply storage. Use the pockets of a clear vinyl shoe bag to hold just about everything you need for the office, from spare scissors to extra batteries. Whenever you bring a new item into your home, immediately find a permanent place for it to live. To help you determine the best spot for it, ask yourself what else is like it, and where you will use it. Keep a label maker handy to label drawers, shelves and containers so you don’t have to rely on your memory when you need to find something quickly. What did I do with that

and electronics to your collection recently? Staple the receipt and warranty to the instruction manual and tape it to the bottom of the item so it’s easy to find if you need to refer to it. For portable items like cell phones and MP3 players, store the manuals in an accordion file by category. Where did I leave my keys? The

most common excuse for lateness? “I couldn’t find my keys.” Save yourself the frustration and embarrassment by simply making an extra set of keys and keeping them in a special place. Give another set to a relative or neighbour in case of emergency. Create a home for your keys and always keep them there. You can use a bowl, a small basket or a hook. If all else fails, attach a beeper to your keys that you can activate when they go missing.

The two most common methods consumers use to obtain their mortgages in Canada are directly with a bank or through a licensed mortgage broker. The main reasons many people deal directly with the big banks are brand familiarity and existing relationships. The lending environment has changed considerably over the last few years, shifting the consumer focus towards mortgages. Although we are still enjoying historically low interest rates, clients looking to buy now are finding it harder than ever to obtain financing and are overwhelmed with the amount of documentation required. Income qualification is tighter, stated income and net worth programs are more stringent, fewer lenders are working with multiple property investors and the list goes on. Clients that were approved easily three years ago are now finding themselves declined by the major banks. Most people don’t realize that bank mortgage specialists are typically unlicensed bank employees with the bank’s interest in mind and their knowledge extends only to their employers’ product offerings. There is a misconception that mortgage brokers cost the client money. This is not the case: mortgage brokers offer a free service to clients and get paid by the lender only when a deal is closed. A fee may be charged for handling challenging files that necessitate unique funding solutions. Mortgage brokers are licensed professionals regulated by The Financial Institutions Commission (FICOM) and must follow strict rules and guidelines. We are required to continually educate ourselves and are held to high ethical standards.

• Independent financial advice on your options with multiple lenders. • Your credit bureau record is pulled only once, saving you time, hits on your credit score and enabling them to work on the best overall package for your situation. • Things move quickly! A broker can work all angles and spearhead communication. • Brokers negotiate on your behalf, making a case with the lenders working on rate and prepayments, as well as working out deals with lower penalty structures and even applying for exceptions or leniency and fighting for your deal. • Service goes beyond one transaction: good broker follow up mid-term and ensure all is going well and remain your trusted advisors. • Brokers don’t work 9 – 5. Brokers are often available in the off hours when major lenders are closed.

It should be about you! The major lenders don’t often offer their lowest rate, even for great clients on renewal. Call a broker when you get your renewal notice and get a second opinion, you might be surprised. Bank specialists will often offer you a higher rate that you may accept and suggest you shop around, indicating that they will match a lower rate. Why should you do the leg work? Rate sites quote low rates that you may or may not qualify for. Beware that the lowest rates may be tied to less portability, low or no prepayments and higher penalty calculations, costing you thousands more overall! Despite my caution about major lenders and rate sites, I nevertheless suggest that you look at what those offerings are, so that you’re informed about the current range of rates. Times are tough, but we’ve seen tougher! The advantage of the mortgage broker shines now more than ever. Perhaps this is why the mortgage broker market share has risen from 26% in 2003 to 40% in 2013. If your health were the issue, you would likely seek a second opinion. It often comes as a surprise for new homebuyers leaving condominium life behind to learn that their new townhouse is still governed by the Strata Property Act. This is the same legislation that governs condominiums. Fortunately, the Strata Property Act allows many townhouse owners to experience the best of both worlds. Townhouses typically offer lower monthly maintenance expenses than condominiums because they often have fewer amenities such as elevators or centralized water systems. When purchasing a townhouse in a development featuring both townhouses and condominiums, you will want to review how expenses are allocated between the different styles of strata lots. By reviewing your strata corporation budget and bylaws, you can figure out whether your new townhouse is over or under contributing to common expenses. The default position under the Strata Property Act is that all owners must contribute to common expenses, even if they do not receive a direct benefit. Where different styles of strata lots incur different kinds of expenses, this can become a source of tension between owners. To help deal with this difference, the Strata Property Act and the Strata Property Regulation allow owners to create and use special tools to help them allocate common expenses. Condominium- and townhouse-style strata lots can be treated as different “types” of strata lots. They can also be separated into different “sections.” When strata corporations allocate common expenses based on types, they are permitted to allocate expenses in the annual operating budget that relate to, and benefit, a single type of strata lot to the owners of those strata lots. When a strata corporation creates “sections,” it creates separate governing bodies for townhouses and the condominiums. Each section is a separate legal entity with its own executive council. Sections have the same powers and duties as strata

corporations for those matters that relate solely to each section. Sections can manage their own budgets, create contingency reserve funds and charge separate section maintenance fees. They can also create and enforce their own bylaws, enter into contracts, sue and arbitrate in the name of the section.

For many owners, the most important difference between sections and types is the ability for sections to raise funds through special levies of section owners. In developments that don’t use sections, all owners must contribute to all special levies, regardless of whether the funds raised will only benefit a single type or style of strata lot.
