Review your contract
Know what you’re signing for – beforehand
H
ome-shoppers may not realize that the contract for a new home is different from the traditional resale version. Since a new home is not always built when the contract is drawn up, it’s often based on the lot and a model that you, the buyer, have selected. Builders often offer several versions of one model and different variations on the exterior appearance as well, so be sure to verify that your contract describes the right home and the elevation type and floorplan specifications you want. The lot and orientation of the home are also important to verify, since a builder may assign certain models to specific lots in order to create an attractive streetscape. This may result in a reverse floorplan to fit into the overall community design, which means the entire home will be reversed when compared to the floorplan you reviewed. Check with your builder if this is the case with the home you are considering if you are concerned about this being a possibility. Some people don’t mind, while others do. A good sales representative will review your specific home and contract with you, and a proper new-home contract will include all of these details. Since contract agreements differ from builder to builder, be sure that all is in order by having your contract reviewed by a real estate lawyer to make sure all the details are documented properly and accurately.

Next year looks stable, if somewhat challenged, all things considered
I
t’s certainly been an interesting year, 2012. As I write this, the U.S. economic expansion continues gradually, Europe remains in recession, growth in China is stabilizing and the Bank of Canada has once again held its overnight lending rate at one per cent. And somehow, despite it all, the Canadian economy and housing market continue to hold their own, albeit somewhat tenuously in some areas more than others. RBC Economics Research says homeownership affordability improved in many markets in the third quarter of this year, and Canada Mortgage and Housing Corp. forecasts that 2013 will be a year of moderation in some areas, continuing growth in others. Most importantly, Canada’s economic fundamentals remain strong and supportive of housing demand. In Vancouver, specifically, employment and population growth over the long term will continue to support real estate here. Indeed, against the backdrop of what’s going on elsewhere in the world, Canada’s performance in 2012 is worth celebrating. Not that our industries and housing markets are immune from international developments – in fact, far from it. But with smart fiscal policy and prudent lending practices – and awareness of key market fundamentals by Canadian homebuyers – here’s to more of the same in 2013.

Year in review A Look Back at 2012 by Susan M Boyce As we approach the end of 2012, Metro Vancouver and Lower Mainland housing remains, if not a hot market, a hotly debated one. Despite persistent “Chicken Little” rumours that the sky is about to fall, industry watchers are describing the close of 2012 as a market that’s “more balanced” or “returning to stability.” Some are also pointing out that it also presents some excellent opportunities for consumers. Mortgage rates have defied the naysayers and remained at historic lows throughout the year – the lowest, in fact, in many people’s memory. Housing starts are up, and many developers are offering outstanding incentives, ranging from decorating discounts to prepaid strata fees for a year and even a free car. Low pressure market With the days of frenzied, sell-out launches and multiple offers on resale product now less common, the 2012 homebuyer also gained the commodity of time. “Right now, you can shop and compare more multi-family and single-family options than during any period I can remember,” says Mark Belling, president of Fifth Ave Real Estate Marketing. “If you find 12 different homes you like, you can take your time – eliminating the ones that don’t make the cut and zeroing in on those that do. So, not only do you have choice, you’ll likely end up owning the near perfect home at the lowest mortgage interest rates in the history of your life.” By the numbers According to Canada Mortgage and Housing Corp. (CMHC), detached single-family sales dropped across every market compared to 2011, with the most significant declines in West Vancouver (48 per cent), Richmond (45 per cent), Vancouver Westside and White Rock (38 per cent each) and Burnaby (35 per cent). Langley, Abbotsford/Mission and Maple Ridge/Pitt Meadows felt the squeeze least, with Langley being the only municipality to show no change from last year. Townhomes, which represented 17 per cent of all Metro Vancouver sales and 23 per cent of Fraser Valley sales, were a different matter. Richmond and Vancouver Westside sales were down 29 per cent, with Delta, the Tri-Cities and Maple Ridge/Pitt Meadow all declining by slightly more than 20 per cent. Surrey, Langley, the Fraser Valley and Abbotsford/ Mission showed slight gains (ranging from two to five per cent),

but the surprise winner was West Vancouver with a whopping 15-per-cent increase in townhome sales for 2012. Buyers and sellers, however, are both keeping a watchful eye on one emerging trend in the resale market. Many sellers are now digging in their heels, choosing to take their property off the market rather than drop their asking price. Since buyers are expecting ever-deeper discounts, stalemates and standoffs are emerging. Taxing ups and downs Spring 2012 ushered in some much-anticipated changes on the tax front. “On February 17, the provincial government finally listened to industry concerns and raised the HST rebate threshold from $525,000 to $850,000, capturing 90 per cent
of all new homes in the province,” says Peter Simpson, former president and CEO of the Greater Vancouver Home Builders’ Association. “They also raised the rebate from $26,250 to $42,500.” Four days later, BC sweetened the pot even more, announcing a first-time homebuyers bonus of up to $10,000 on newly constructed homes – a move Simpson notes was “a nice complement to the rebate threshold changes.” However, the summer brought another round of tightened mortgage regulations, including loss of the 30-year amortization option. Once again, it was first-time buyers who felt the squeeze most acutely. For many who had scrimped to save a down payment, it meant they no longer qualified for the home they had envisioned. And while Simpson notes the Canadian Home Builders’ Association has repeatedly requested a dialogue with the federal government, there’s been no response to date. Small is beautiful Size matters in the affordability equation. And during 2012, a new breed of compact, detached homes made some significant inroads in the marketplace. Advocates believe laneway or coach homes represent an affordable alternative to traditional forms of densification. “When you look at any movement focused on sustainability, small is always the model used,” says Jake Fry, president of Smallworks Studio/Laneway Housing Inc. “In many ways, we’ve experienced a cultural amnesia about how much space we really need to live comfortably. When I grew up, it was very common for a family of four to live in a 1,200 or 1,400 sq. ft. house and we didn’t think anything of it.” Thomas Frauenberger, owner of Lanecraft Lane and Coach Homes, says these homes make good financial sense for everyone involved. “Consider a laneway house that costs $300,000 to build. With a minimal down payment, current costs to finance it would probably be in the range of $1,400 per month. “First things first, define your style,” says Dawson. Contemporary Traditional is the direction for the A1-showhome with designers taking off on renowned designer Barbara Barry’s iconic style of home with all-white furniture contrasted against rich dark wood. There’s upholstered dining chairs, plush sofa and a chic marble coffee table that emits an air of quiet confidence. Dawson suggests shopping at William Switzer Furniture or Liberty in Vancouver for this decor look. The approach seems simple enough. It’s not about fashionable items, but rather about choosing understated items, quality over quantity and dressing walls with beautiful art, like the oversized Jamie Evrard “Begonia” oil on canvas painting featured in the dining room or the winter scene by Joseph Plaskett. “Art makes a place sing, and gives it character,” says
Dawson. “Every one of our showhomes is filled with original art, which is actually very accessible to buyers with similar pieces available to buy or even rent from the Vancouver Art Gallery and local galleries like Bau-xi and Winsor Galleries. Both Dawson and Michael Audain, Polygon’s Chairman are avid collectors and look to art as a means to complete a space while also keeping people present in the room as they enjoy and appreciate its form and colour.

Q: No matter how many times we do it, buying a home is such an emotional experience that it’s easy to get caught up in the heat of the moment. What’s your top tip for someone who’s looking for a home they can stay in far into retirement – whatever their ideal retirement looks like? A: Pause for a reality check. That means considering your lifestyle not only in terms of what’s important to you now, but what’s going to be important in the future. People often ignore the fact they’re going to feel differently in their 70s than they do in their 50s – no matter what their health is like. Unfortunately, that oversight frequently means they end up moving more often than they need to.

Q: Are downsizing and moving to a condo synonymous? A: Not at all. Although many people do, not everyone wants to move into a condo or even a townhouse when they’re ready to sell their large, single-family home. What they do want are features that adapt to a changing lifestyle – which can be easily achieved with some pre-planning and some creative, outside-the-box thinking. Q: So you’re talking about the ability to age in place, a concept that’s beginning to come to the forefront of people’s awareness – especially aging Baby Boomers. Doesn’t increased accessibility mean you’re sacrificing an attractive living environment in order to stay in your home for a longer time? A: Accessibility is important, but it’s a misconception to think accessibility equates to an institutional look. Simple steps like making sure your hallways are 36 in. wide at a minimum, having at least one walk-in shower instead of all soaker tubs or installing lever-style door handles instead of small, round knobs not only look sophisticated and contemporary, but they help all generations. Let’s face it, if your hall is wide enough for a doublewide stroller, it’s also wide enough for a wheelchair or walker. Plus there are simple things you can do during construction – like putting extra bracing inside the walls anywhere you think you might need a grab bar or railing in the future – that you’ll never even realize are there until you need them. Of course, you can also take proactive planning even further. For example, Sandro
Stefanucci, who owns Abstract Homes and Renovations, recently built a four-storey, frontto-back duplex with stacked closets that can be converted to an elevator in the future. The 03 entire concept was a response to seeing his parents being forced to move out of the neighbourhood they loved simply because their house didn’t work for them any longer. Q: How are today’s active retirees and semiretirees different than earlier generations when it comes to choosing a home for the future? A: Not so long ago, no one would have thought of moving into a more dense neighbourhood as they get older. But now, whether it’s for environmental or medical reasons, many buyers want to park their car most of the time and walk to amenities like shopping or entertainment. For them, more urban setting makes sense. It’s also often easier to make new friends when all you need to do is walk across the street to that cool coffee shop or funky boutique. Even if you choose not to go out everyday, the fact you could creates a sense of connection – a connection we sometimes lose as we age, and friends and family move away. The other side of that question is when you see parents moving to the suburbs so they can be closer to their children and grandchildren. But ultimately, a move is usually about lifestyle. In addition more mature buyers want the nice things they put off while they were paying for the kids to go through school. A simple luxury like the beauty of quartz counters wasn’t practical with a young family because it would break too many dishes. Now they can have it and enjoy it.

Canadians resolve to better manage their finances in 2013: RBC Canadian Consumer Outlook Heading into 2013, more (37 per cent)
Canadian consumers feel their personal financial situation will improve than they did at this same time last year (32 per cent) and they are taking steps to be in better financial shape, according to the quarterly RBC Canadian Consumer Outlook. Looking ahead, one-in-three Canadians (31 per cent) are planning to focus on reducing their debt, 26 per cent on spending less, 25 per cent on saving
or investing more, and another 20 per cent intend to take all of these actions in 2013. Canadians are also sending out a strong signal that less money will be going toward major purchases in 2013, with 44 per cent reporting they will spend less on big ticket items such as cars, household appliances or vacations. This is consistent with findings released earlier this month that Canadians intend to be more frugal this holiday season and that managing their

debt is a key priority. “Canadians may believe brighter days are ahead because they are making resolutions to better manage their finances by reducing debt and curbing spending not because of their outlook on the Canadian economy,” says Richard Goyder, vice-president of personal lending, RBC. “While new Year’s resolutions may start with great intentions and fizzle out later in the year, setting out a plan to reduce your debt, keep it under control and save more for that rainy day will help keep you on track.” The most recent economic and Fiscal update issued by the federal government in november estimated that Canada’s real GdP will grow by two per cent in 2013. It’s a natural check-point to assess how Canada’s economy, industries, real estate market and other sectors have performed this year, and what may lie ahead in 2013. Various housing agencies, realty fi rms, major banks and other stakeholders continue to release reports, reviews and forecasts of the months passed and those about to unfold. Meanwhile, there’s interest rates and prices of consumer goods to monitor, some sectors face challenging conditions and there’s still some concern about overall Canadian and global economic performance. How to make sense of it all? Welcome to the first steps of becoming a homebuyer. Long before you visit your banker or start attending grand openings, model previews or open houses, experts say you should undertake a thorough self-education process that involves learning the basics of mortgages, reviewing your personal finances and researching your prospective home
market. It’s time well spent, for all of this due diligence will prepare you for one of the most important steps you’ll ever take, and will help you make the necessary decisions from an informed and confident point of view. Managing this process also includes keeping abreast of financial news, as well as any developments in your job security and credit-worthiness, and in the neighbourhood you’re considering buying in. Remember, when you buy a home, you don’t buy a national market. You don’t even buy a provincial, regional or even metropolitan one. You buy one property on one street in a particular area of a city or town. What happens in one neighbourhood may be completely different from what’s going on in another in the same city, or from one street to the next, and certainly from house to house. What’s challenging to one market might be a cause for growth in another. That’s why it’s important to not be overly concerned or excited by national trends and averages – be they positive or negative, disconcerting or glowing, about employment, home prices, housing starts or other important factors. Yes, pay attention to them all and file them as part of your research, but it’s more relevant to watch local developments that truly affect you and your market. Experts suggest you take a long-term view – five to seven years – of your home-buying decision. This will likely produce a brighter and more stable picture than anything caused by short-term vacillations.
