What is the 16-19 Bursary Fund? The Bursary Fund is made available from the government through the Education Funding Agency (EFA) for 16-19 year olds. The aim of the Fund is to provide assistance to students whose access to, or completion of, education is inhibited by financial constraints or barriers. The Bursary scheme has been put in place as a replacement for the Education Maintenance Allowance (EMA). Who is eligible for 16-19 Bursary Funding? Students following government funded full time or part-time courses, who are 16 years and over and satisfy one of more of the following criteria: Students aged at least 16 and under 19 years of age on 31st August 2013 who are in care, are leaving care, are in direct receipt of Income Support or are disabled and in receipt of both Employment Support Allowance and Disability Living Allowance. Students who are economically or socially disadvantaged and at risk of not taking up or continuing in their education. This group includes students with physical or other disabilities, medical conditions and / or learning difficulties. Students who have been in care, on probation, are young parents or are otherwise considered at risk. Lone parents. Who is not eligible for 16-19 Bursary Funding? Students under 16 years of age or over 19 years of age on 31st August 2013. Students who do not meet the residency qualifications (see above).

How does Wallasey School assess applications and allocate the 16-19 Bursary funding? The 16-19 Bursary Fund is a limited fund and Wallasey School will prioritise allocation. There will be 3 priority groups, categorised as (A), (B) and (C), as follows: GROUP A Students aged over 16 and under 19 on 31st August 2013 and who fall into one of the following categories: Student is currently in care (as defined by social services) Student is leaving or has recently left care Student is in receipt of Income Support in their own name Student is disabled and in receipt of both Employment Support Allowance and Disability Living Allowance Eligible students will be awarded a guaranteed Bursary (as dictated by Government), plus support for other costs such as transport, equipment etc. Payments will be made on a monthly basis. GROUP B Students aged over 16 and under 19 on 31st August 2013 and who fall into any of the following categories: Student is currently in receipt of Free School Meals Student is a young carer for a member of their family GROUP C Further applications may be considered for students / families who fall into the following categories: Student lives a considerable distance away from Wallasey School and incurs significant travel costs Evidence of low household income (via P60 or relevant benefits information) Please note that all applications made within Groups B and C will be considered for funding based on the School’s allocation from the Government. Under Groups B and C, eligible students may be awarded a Discretionary Bursary to help towards the cost of essential course equipment, uniforms and transport. Regular payments will be made on a monthly basis; ad-hoc payments will be made on a needs basis.

What are the criteria that must be met in order to receive Bursary payments? All students who are awarded a Bursary will be required to meet the following criteria before payment can be authorised. 1. Attendance at all timetabled lessons including Form time and enrichment activities. 2. Students must be up to date with all work in lessons and with independent study requirements / assignments. 3. Students must have their own bank account as this is where funds will be released via BACS payments.
Who will make the decision about Bursary awards? Wallasey School has appointed an awarding panel to authorise Bursaries on their behalf. The panel will consist of: Mrs E Edwards, Head of Sixth Form Mrs LA McMullen, Business Manager Mr JP Davies, Premises Manager (to confirm Free School Meal eligibility where needed)
Is there an appeal process should a Bursary not be awarded? Wallasey School has appointed Mrs AJ Cawood, Headteacher, to conduct appeal hearings. Mrs Cawood will be supported by a member of the Governing Body. All appeals must be addressed to Mrs Cawood in writing, within 7 days of receipt of the Award of Bursary notice.

Financial Support for Students in 2013-14 The following information applies to students aged 16 and under 19 on 31st August 2013, taking a full-time or part-time further education course in 2013-14. Guaranteed Bursary (Group A – page 3) The Government has announced that some students will be entitled to a Guaranteed Bursary. You could get this if you are in one of the following categories:
You are living in care You are leaving care You are receiving Income Support You are disabled and receiving both Employment Support Allowance and Disability Living Allowance
If you think you are eligible for this, please complete the Application Form and return to Ms V Whitfield, Sixth Form Administrator, by Monday 7th October 2013.
16-19 Discretionary Bursary (Group B or C – page 3) You may be eligible to receive extra financial support if you meet the criteria as set out on pages 3 & 4. Apply now and you could get support towards the costs of transport, books, meals, trips etc. If you believe you are eligible, please complete the Application Form and return to Ms V Whitfield, Sixth Form Administrator, by Monday 7th October 2013.

NOTE: The application form must be completed by the student and also parent / carer for verification. Unfortunately, we are unable to accept late applications, so please don’t miss the deadline of Monday 7th October 2013.
