Bidding for Power

W

hat counts in Washington isn’t necessarily about “who you know” but “what you know about who you know.” Strategy, posturing and appearances all play major roles in wielding power on the local, national and global stage. Our attempt to define and demystify those on our “Power 100” list in the nation’s capital relates to decisions and choices these individuals make while impacting the worlds of electoral politics, business, media, defense, foreign policy and diplomacy. As Christine Lagarde, the new managing director of the International Monetary Fund (and our cover subject), is wont to say, “It’s a Washington moment; you have your work cut out for you.” Unquestionably, it’s a “lobbying year” as both parties gear up for what will assuredly be fierce campaigning to win control of the White House and Congress. Quite used to weathering political maelstroms, many of our “Power 100” are actively engaged in directing or contributing to the top “super” political action committees (“Super PACs”) that have changed the political landscape by virtue of their power to collect and spend unlimited funds on campaign messaging. Our power theme continues with a special feature on Washington’s growing female power club. As Washington Life’s Anne H. Kim reports, more women are running for high office and filling an ever-increasing number of top posts in all fields. We were also fortunate to be invited into the home of very private “eye” Terry Lenzner and his wife Margaret. As the former assistant chief counsel of the Senate Watergate Committee and a preeminent investigator, Terry Lenzner is accustomed to working with powerful people. He takes us on an exclusive and rare tour of his modern, artfilled home and shares a few sleuthing tidbits. We were also fortunate to share some downtime with an influ-

ential media personality (and Power 100 notable) Atlantic Media Group’s David Bradley, who shares his favorite local spots and some insights on his work in this month’s “My Washington.” Our social coverage features many top events, most notably the Elle/Giorgio Armani dinner at Villa Firenze, the residence of the Italian ambassador, and the French ambassador’s celebration of the 10th anniversary of Alliance Francaise Educational Initiatives that have exposed more than 5,000 students in the District to French culture and language. We were happy to support the J Street National Gala Dinner and the welcome reception for Joel Klein at the Friends of Choice in Urban Schools. Sheila Johnson and William Newman also pulled off a splendid event that included a special performance by vocalist John Legend to benefit Inova Hospital’s efforts for children’s health care. May boasts a bounty of not-to-be-missed spectacular events. We’re especially looking forward to the May 4 Phillips Collection Gala that supports the gallery’s educational programs, Kennedy Center’s Spring Gala on May 8 honoring 16-time Grammy Awardwinning artist David Foster, and all the other top events on our calendar. We hope to see you there.

I

t’s no wonder that Eliza Gray was a curious and creative child. After all, her father, lawyer C. Boyden Gray, served at the center of power with both Presidents Bush (as 41’s White House counsel and 43’s ambassador to the European Union), while her mother, Carol Taylor Gray, explored the Washington art and design worlds with well-remembered panache. “Both of my parents read advanced books to me when I was really little,” she says, “so storytelling became very important in my life.” After obtaining degrees from Harvard and Columbia Journalism School, Gray, 26, explored the wonders of interning at The Wall Street Journal before settling down at the New Republic where she has been casting a cool — and remarkably keen — eye on the Washington political and social scene.

WHY JOURNALISM? My dad was always talking to reporters and even though he wasn’t always treated well, he had a strong appreciation for what they did. Once, when he was speaking to my class at NCS about the three branches of government, he ended up talking about the press — the fourth estate — the whole time. I was impressed by that.

A POLITICAL CAREER DIDN’T INTEREST YOU? I am not that bold a person. I didn’t want to work on Capitol Hill and be vying for power. HOW DID SOMEONE FROM A POLITICALLY CONSERVATIVE BACKGROUND END UP AT THE NEW REPUBLIC? The writing there is top notch, the best that is available in this

country today. The more conservative journals didn’t jump out at me. They put less effort into their reporting. DESCRIBE YOUR GENERAL BEAT I do long-form narratives, mostly about political figures — Gov. Susannah Martinez of New Mexico, whose name has been floated as a Republican vice presidential candidate; Sen. Mark Kirk (R-Ill.); former presidential contender Herman Cain. I’ve also written about Rima Al-

Sabah, the wife of the ambassador of Kuwait, and Barry Landau, a con-man interested in the circles of power, and who has been accused of stealing valuable historical documents. WHAT HAS SURPRISED YOU ABOUT YOUR REPORTING SO FAR? Having a creditable source give me data that was totally untrue was a real eye-opener. I couldn’t believe someone would do that. Of course I will never trust them again.

‘Speak Up!’ ‘BULLY’ documentary sounds a nationwide battle call to stop bullying of all kinds B Y J A N E T D O N O VA N

ULLY follows the life of five children and their families through a school year, and confronts bullying’s most trag ic outcomes, including the stories of two families who’ve lost children to suicide, and a mother who waits to learn the fate of her 14 year-old daughter incarcerated after bringing a gun onto her school bus. National Education Association President Dennis Van Roekelm, American Federation of Teachers President Randi Weingarten, and Sundance and Emmy award-winning director and producer Lee Hirsch held an exclusive screening and panel discussion moderated by

Washington Post and MSNBC contributor, Jonathan Capehart.“This film,” Hirsch said,“is the culmination of a journey that took three years to make and to build this movement. I was bullied as a kid and felt I needed a film that gave a voice to this experience. The statistics are overwhelming: 13 million children in America experience bullying each year.” Controversy followed the film when the Motion Picture Association of America gave it an “R” rating based on its use of profanity. Hirsch challenged the ruling and went on to win the battle. “It was a huge blow to us,” he said. “This is really a film for America, a film for families, for teens, for educa-

tors. We fought it powerfully. So many voices were heard: 35 members of Congress, Justin Bieber, Meryl Streep, Chris Dodd, Ellen de Generes.” Eventually the MPAA gave it a “PG-13” rating in time for the national release. “Kids get bullied for a million different reasons,” Hirsch explained. “They get bullied because they’re different, they don’t fit in, they’re smart; it could be anything, their sexuality, their disabilities. There are just so many reasons, but it doesn’t matter, it’s not the victim’s fault.” The film’s biggest message, the mother of a bullied child said, is to tell people they’re not alone.

WE’RE NOT BROKE, or so they tell us. Karen Hayes is the co-director of the documentary film that explores how multibillion-dollar corporations are able to shi profits overseas and not pay any taxes to the U.S. government. It’s an abuse of power that affects our economy and all Americans across the country right now. The film premiered at the 2012 Sundance Film Festival, and was shown at a private screening in Washington, D.C. “This differs from other films that we have done,” Hayes says. “It is a whole new realm for us — the corporate tax policy and how corporations are legally able to take advantage of loopholes and end up not paying any taxes to the U.S.” The corporations are able to use accounting practices and use a thing called ‘transfer pricing’ to shi either patents or intellectual property or other things into subsidiaries. The U.S. corporate tax rate is 35%, but they’re able to make it so that their tax rate is zero percent. If that sounds complicated, it is. The questions the film goes on to propose are about why we are essentially subsidizing the corporations in our own country. “In our film,” Hayes says, “we present how the situation of what’s happening with corporate taxes affects small businesses, and every American in this country. The tax burden falls on the shoulders of the average American, while corporations take advantage by “using our legal system to protect their patents and copyrights.” Asked if there is any hope for a be er and brighter America, she said “the premise of our film is that we are not broke. The monies are out there if only there was the political will to collect it.” That, of course, takes us to Congress and we know where that story goes! “It’s a really challenging situation to be up against,” she concluded.

The neo-classical building familiar to many Washingtonians from receptions and dinners of yesteryear was originally built to serve as the vice president’s mansion, but Congress refused to approve the purchase. Instead, the Spanish government bought it in 1927 as both the ambassador’s residence and chancellery.To give it a Spanish flavor, its new occupants added an enclosed patio with a colonnaded fountain and tiles imported from Seville. But, recalls former Spanish ambassador Jaime de Ojeda, now retired and living in the Shenandoah Valley, the 16th Street neighborhood deteriorated, and successive ambassadors were often awakened at night by the music of gunfights in the street between rival drug gangs. Col. Robert Gillard. WINDY SUMMIT For Italian Ambassador Claudio Bisogniero the NATO summit in Chicago on May 20-21 will be old home week. Before moving to Washington in February, he was deputy secretary general of the Atlantic Alliance. Among his many responsibilities was developing a key NATO program called Smart Defense to help member countries make the best use of their defense spending. “Smart Defense will be one of the ‘deliverables’ at the NATO summit,” the ambassador said. “The objective is for several countries to combine their resources on joint projects. It doesn’t make sense for each country to design its own tank. So, NATO leaders will hear several proposals for collaboration.” Meanwhile, Chicago is determined to get more than gridlock and the anticipated antiwar demonstrations out of the 28-nation summit. Last month, a group of leading citizens headed by Illinois Gov. Pat Quinn and Mayor Rahm Emanuel’s wife Amy Rule established a bridgehead at the NATO Alliance headquarters in Brussels to sell their city. In April, more than 600 NATO officials made a familiarization trip to the Windy City, famous for its architecture, beer, hospitality and night life. It’s a good thing U.S. Secret Service staffers are now required to take a vow of chastity.

Obama’s top advisor on China in the National Security Council. Two heavy hitters from Obama’s 2008 campaign — Anthony Lake, former national security advisor to Bill Clinton, and former Sen. Sam Nunn — are not on the list, and may not be providing input this time around, at least, not publicly. Others from that 2008 winning team such as Susan Rice and Denis McDonough (“Obama’s foreign policy guru,” according to the New York Times) are now in the administration. On the Republican side, one notably missing voice is that of Condoleezza Rice. There were reports that she was being considered as Romney’s possible running mate, but — for what it’s worth — she has been quoted as saying, “thanks, but no thanks.” Obama, of course, is running on his record. The general lines of his foreign and national security policy are unlikely to change significantly should he be re-elected for a second term. He is pragmatic (realistic?) about the limits of projecting American military power around the world, relying instead on — as he says — the “many tools, diplomatic and political and economic and financial and law enforcement, and our moral suasion.” Romney’s foreign and national security team draws heavily on former members of the George W. Bush administration, spearheaded by a platoon of neocons, among them the bristling John Bolton (former U.S. ambassador to the United Nations), and Eliot Cohen, Robert Kagan and Robert Joseph, all three founder members of the now-defunct advocacy group Project for the New American Century that was urging the removal of Saddam Hussein even before George W. Bush did. Also, Eric Edelman, national security adviser to Vice-President Dick Cheney; Dov Zakheim, the defense department’s money man under Defense

Secretary Donald Rumsfeld; Meghan O’Sullivan, point person in the Bush White House on Afghanistan and Iraq; and Coffer Black, the CIA’s specialist in counter-terrorism in the Bush years and later an executive at Blackwater, the security company close to the Pentagon. To be fair, there is some balance in the Romney foreign policy attack — notably Paula Dobriansky, the soignée former undersecretary of state for democracy and global affairs in both Bush administrations and the “closer” on the U.S. side of the highly intricate Ireland peace negotiations that put an end to decades of sectarian strife. If Romney wins, she has the stature and maturity to be the administration’s voice of reason as secretary of state. Some feel that Romney has exhumed perhaps too many of the folks that brought you rendition, torture, the fiction of Saddam Hussein’s weapons of mass destruction and Francophobia. The sabers are rattling already. In April, Bolton told Greta Van Susteren in an interview that President Obama “specializes” in American weakness. Dov Zakheim’s recent blog that “Obama bashed the Chinese on trade, but said nary a word about their military buildup” raises and leaves unanswered some nagging questions. In the same blog Zakheim suggests that Obama’s planned build-up of forces in Asia and the Pacific is not enough. Enough for what, he leaves to the imagination. Even without considering Afghanistan, there is plenty of unfinished business around the globe for us to want yesterday’s cowboys — as they have collectively been called — to go beyond political rhetoric in spelling out how they would deal with today’s major challenges: Iran, North Korea, Syria, the threat of an Islamic takeover of the Arab Spring. Romney is not George W. Bush, but like Bush he has so far not shown himself a natural when it comes to foreign policy and national security issues either. Calling Russia “without question our number one geopolitical foe” isn’t very reassuring because it puts more weight on the advice he receives. The Romney camp made capital of Obama’s promise to outgoing President Dmitry Medvedev to be more flexible on the European anti-missile shield issue after he was safely back in the White House. That’s the kind of thing you say when you have to rely on Moscow’s continued cooperation to keep open the only reliable supply route to Afghanistan – and both leaders knew it. U.S. C-130s make some 200 flights a month across Russian air space carrying troops and military equipment to (and from) Afghanistan. Every day, Russian trains deliver non-military supplies from the Latvian port of Riga to the Afghan border where they are loaded onto trucks; there is no railroad in Afghanistan. Whether he wants to observe the 2014 deadline for withdrawing from Afghanistan, or reverse it and stay put in that benighted country, Romney would have no choice but to continue that reliance.

It is the currency for those with an enhanced ability to manifest, motivate, listen and influence decisions. In this, Washington Life’s 7th annual Power Issue, we look at the many faces of power and its impact on the country. The major arc of this year’s Power 100 includes 80 political players — some of whom are enjoying the fruits of unlimited fundraising activities — while the remaining 20 are equal opportunity non-partisans and standout business leaders. As in past years, we continue the tradition of eliminating anyone drawing a government paycheck (as this is not intended to be a government directory), and we never assume that wealth necessarily begets power, as it ultimately depends on how one uses it. hristine Lagarde has made history in many ways. A class act on both sides of the Atlantic, the 6-foot former synchronized swimming champion who never drinks alcohol and is a vegetarian, cuts a striking presence in Washington. “I’m going to make a difference,” the trailblazing managing director of the International Monetary Fund (IMF) joked recently at a National Portrait Gallery event, “because I’ve got much more white hair than many of you here.” According to Lagarde, an impeccably dressed labor lawyer turned politician, “the degree of risk taking among women is significantly lower than among men.”

“Anonymous,” suggest that the chamber’s political activities were perhaps deeper than previously known, allegedly entertaining discussions with security contractor HB Gary Federal for plans to “target its opponents with an apparently nefarious slime campaign.” Regardless, the chamber will be a major player in the upcoming election.

Women’s issues are once again trending, but the current discourse over the ‘better half’ belies the true strength of female power BY ANNE H. KIM

MORE OFTEN KNOWN FOR COMMENTING ON THE DAY’S NEWS, Hilary Rosen, managing director of SKDKnickerbocker and a frequent political pundit, recently found herself in the unusual position of being the day’s news herself when she criticized Republican presidential hopeful Mitt Romney’s wife Ann for never having “worked a day in her life.” The Twitter-verse, blogosphere and traditional media were instantly abuzz over the resumption of the so-called “Mommy Wars,” made infamous by another Hillary’s similarly incendiary 1992 remark about working instead of staying home to bake cookies.While politicos argued about this most recent newsy piece of non-news, many women couldn’t help but wonder: Haven’t we laid this to rest already? Unfortunately, the answer is no, and as Election Day nears, there’s no sign that discussion of this coveted electoral demographic — a group that will likely decide who the most powerful person in the world will be in November — will cool down any time soon.This latest kerfluffle caps weeks of debate over everything from traditional gender roles to birth control (Sandra Fluke anyone?) and abortion. Coincidentally, Rosen’s unfortunate remark came just before National Equal Pay Day in which many women celebrated by taking home a paycheck that — despite President Obama’s 2009 signing of the Lilly Ledbetter Fair Pay Act — still pays women an average 77 cents for every dollar a man makes for doing the same job. Forty

years after Ms. Magazine first gave many of these issues a public forum, it feels like the national discourse has traveled back in time. Of course the truth is that much has changed since women burned their bras and marched in the street. Despite these inequities, they are steadily chipping away large chunks of the proverbial glass ceiling. The latest Fortune 500 CEO and Forbes wealthiest lists include more women than ever before. Business watchers are also expecting 2012 to be the “Year of the Woman” in big tech as Meg Whitman attempts to get back to her roots at the helm of Hewlett Packard and Virginia Rommetty steps in to succeed Sam Palmisano as the CEO of IBM. On the campaign front, more women are running for high office thanks to organizations like Emily’s List and charismatic politicians like South Carolina Governor Nikki Haley, whom many view as a rising star in the Republican Party. In Washington, the center of power, Christine Lagarde is settling in as head of the IMF, rounding out Washington’s growing female power club, which includes, of course, Secretary of State Hillary Clinton,White House Senior Advisor Valerie Jarrett, U.N. Amb. Susan Rice and many more high heels filling posts in all fields (See our Power 100 list). argaret and Terry Lenzner’s 6,500-squarefoot modernist home in Cleveland Park may look ordinary in its dimension and siting, but it is very different from a traditional house both inside and out.That could also be said of Mr. Lenzner, a preeminent private investigator who served as former assistant chief counsel of the Senate Watergate Committee and is president and founder of Investigative Group International (IGI) – called “the gold standard of private financial detection.” A master fact-finder, Mr. Lenzner has enjoyed a varied career, and humor comes naturally to him. “I am sometimes even amused by the greed, narcissism and pride that motivates situations I investigate,” he says. “Reducing a complex situation to clear, straightforward reporting is always satisfying, even if the client doesn’t want to hear it.” Applying the lessons learned from Watergate – “follow the money” and “when did he know it?”– are often key to unraveling dense machinations. One of the scandals revealed by the Watergate investigation, he says, “was the use of illegal contributions to pay for ‘dirty tricks’ to undermine the Democratic

If this decision stands,” he says, “I fear for the future of our democracy.” For their new home, the Lenzners asked architect Travis Price for a design that makes them feel outside when they’re inside. “The whole house is a focal point, like a piece of sculture itself, all about space and light,” says Price, author of the new book “Mythic Modern: Architectural Expeditions into the Spirit of Place.” He designed the poetic space to reflect the lives of its owners’ immense love of art and sculpture, mostly 20th century bronzes and related drawings and prints by Barlach, Kollwitz, Zorach, Chaim Gross, Chana Orloff, Rodin and Baskin. “Travis was successful especially in the living room with its placid view looking across the garden to the National Cathedral, and the calmness of the canal seen through the floor level windows along the side,” says Mrs. Lenzner. The basic concept for the interior is different from traditional

houses. An element of Price’s different approach is the curve of the exterior walls. He envisioned the house as two hands embracing a glass box. Each opposing hand is wide at the thumb joint and pointed at the finger end. The house replicates these embracing hands; on the east side, the front width incorporates the kitchen, narrows and terminates with a point of copper wall at the rear. Mrs. Lenzner, who learned to play the cello at age 50, says “sharing our three grandchildren’s delights and discoveries is a sublime pleasure.” She describes herself and her husband as “pretty ordinary people, and wouldn’t expect anyone to think otherwise. Despite what some imagine, Terry has never been the center of any conspiracy.”

WHY ARE YOU COMMITTED TO WASHINGTON WHEN YOU COULD MOVE ANYWHERE? Upon turning 40, my wife Katherine said, “It’s possible we both could change careers and our friendship group, but likely won’t. We could move cities, but probably are here for the duration. So, what if you knew that this was the run for the rest of our lives, how would that be?” We knew, together, that this was right and good.

WOULD YOU EVER RUN FOR POLITICAL OFFICE? I’ve wanted to be the member of the House from the 6th district of Maryland for 40 years. Now, one of our closest friends, John Delaney, is about to win that election. Living the race vicariously through him is proving easier. And, cheaper.

MY TOP SPOTS 1. My favorite place to work is Silver Diner in Clarendon. Preferring white noise for serious thought or writing, I spend as many as 12 hours a week, alone, at booth 21. Not exactly alone; I’ve known the same waitress, Dorothy Johnson, since she served me in the old Howard Johnsons in the ‘70s during my first year at law school. 2. Bistro Français in Georgetown is where chefs from around the city go at 3 a.m. after closing their own restaurants. I’ve not tested 3 a.m., but midnight on Friday is perfect there. 3. My first job, at age 13, was as a groom at Meadowbrook Stables in Chevy Chase. I loved the horses but found that I loved work — evidently any work — even better. 4. I have my most intelligent conversations walking the Streets of Adams Morgan with Leon Wieseltier from the New Republic. 5. The Kennedy Center Terrace, around 2 a.m. on a summer morning, is where I courted Katherine Brittain. 6. My most profitable conversation was at a Roy Rogers (now a McDonalds) on Wisconsin Ave., where Jeff Zients talked me through taking a company public.

7. The Clara Barton Parkway is —

apparently — the best place to hit a deer in Washington.

8. The Watergate’s B-2 garage,

which is open to the public, is where the great scandal began.

9. The city’s best shortcut is the Kennedy Center’s private entrance onto Route 66.
