Insurance tailored for at-risk subbies In the wake of the Stonewood Homes Christchurch collapse, a specialist trade insurer is urging all building subcontractors to take out insurance to protect themselves from the cost of such an event. Builtin New Zealand, a boutique insurance provider that specialises in cover for builders and tradespeople, introduced their Subcontractors Payment Guarantee in the wake of the collapse of Hartner Construction in 2001. In February 2013, Mainzeal Construction collapsed, leaving subcontractors out of pocket to the tune of around $70m. Last month and almost three years to the day since the collapse of Mainzeal, Stonewood Homes NZ, along with its Christchurch franchise, were placed into receivership, owing an estimated $15m to unsecured creditors, including hundreds of subcontracting firms. Builtin’s marketing manager, Ben Rickard, says these large, high profile collapses are the tip of the iceberg and that dozens of firms go bust every year leaving their subcontractors unpaid for work done. Two other regional Stonewood franchises are currently in liquidation, along with at least a dozen other building companies nationwide. “It may seem counterintuitive but there’s as much risk of a building company failing during the boom times as there is during a downturn, and Stonewood is a prime example.” Customers are given a very competitive fixed price, but if the project is delayed, as they can often be when tradespeople are in demand, costs continue to rise to the point that the builder isn’t making any money on that contract. “This is just one example of the ways building firms can get into trouble, sometimes through no fault of their own. But irrespective of the cause, it’s their customers and

Builtin New Zealand is a boutique insurance provider specialising in cover for builders and tradespeople. subcontractors who end up suffering.” A building company’s customers can be protected if they have taken out a guarantee, such as those provided by Master Builders in the case of Stonewood Homes. Builtin also operates a builders guarantee scheme for accredited building companies that is

underwritten by NZX-listed CBL Insurance Limited. Builtin’s Subcontractors Payment Guarantee reimburses 75% of a subcontractor’s unpaid invoices in the event that their main contractor becomes insolvent. Limits of $25,000 and $50,000 are available and cover can be applied for online via Builtin’s website.

The policy is also underwritten by CBL, New Zealand’s largest credit surety and financial risk insurer. Whilst the policy doesn’t cover retentions, these will soon be given greater protection by changes to the Construction Contracts Act, and subcontractors can always opt to provide a bond in lieu of retentions.

Summit to focus on sustainable building Andrea Reimer, the deputy mayor who’s helping transform Vancouver into one of the greenest cities in the world, will share lessons learned and inspiring ideas at the Sustainable Housing Summit (Auckland, June 15; Christchurch, June 17). The biannual summit, now in its third year, is presented by the New Zealand Green Building Council (NZGBC), a not-for-profit industry organisation dedicated to creating a sustainable built environment. The summit focuses on the vital role sustainability plays in building better homes and communities. As the international keynote speaker, Andrea Reimer will share insights on the city’s award-winning Greenest City Action Plan. Vancouver has become a leader in urban sustainability and resilience – already, more than 50 per cent of trips around the city are made by bike, walking or public transport – and Andrea is the lead councillor involved with the plan. She was awarded the Queen’s Jubilee medal in 2013 for her leadership on the initiative. Andrea joins a line-up of prestigious international and local speakers, who will demonstrate why sustainability in the residential sector is a must-have, not a niceto-have. They’ll discuss real-life examples – innovative projects, inclusive development and density done well – as well as the critical challenges and opportunities facing housing in New Zealand. Other international speakers: •Sustainable communities pioneer Adam Beck, director of Brisbane’s Centre for Urban Innovation, will discuss some of his projects in the United States and further afield. •James Legge, director of Melbourne’s Six Degrees Architect, will talk about upsetting the status quo with the Nightingale model,

where architects act as developers to deliver affordable, well-designed apartments that are environmentally and socially sustainable (and still provide a fair return to investors). •Kristian Edwards, of Norway’s Snohetta Architects, will appear via live video link (Auckland summit only) to talk about the ZEB Pilot House, a net positive energy house that offsets all its CO2 emissions through using methods such as innovative passive design, solar and geothermal energy, and water heat recovery. •Richard Palmer, WSP Sydney’s Associate Director Sustainability, will talk about how emerging district utility infrastructure can support sustainable urban renewal. NZGBC CEO Alex Cutler says housing is currently a hot topic, given the issues around affordability and urban sprawl in Auckland, Christchurch’s ongoing rebuild, and the Government’s proposed changes to the Residential Tenancies Act. “There’s a pressing need for better-quality, affordable housing in New Zealand, and embracing sustainability is the best way to deliver this. Registrations for NZGBC’s residential sustainability rating tool, Homestar, have jumped substantially in the past six months, so there’s a growing appetite for change,” says Ms Cutler. “This is an opportunity to look at the wider picture and decide what kind of homes and communities we want to live in. The speakers at our summit will discuss inspiring solutions that are already showing results, and I look forward to the insights they’ll share with our residential building community.” Panel discussions will feature lively debate between a range of Kiwi experts on housing health and affordability. Tight team culture part of firm’s success Kelly Deeks Residential and commercial construction company Auckland Building Group (ABG) has been built up on the belief building excellence is not just in the quality of the workmanship, but also in the experience of working with the ABG team on site. Professionalism is key and ABG founding director Darryl Montgomery says it has two positive effects. “One, it makes your staff trust you, which is really good for the company culture. A lot of staff are treated really badly in the trades, and have been for a number of years. They are under-appreciated and undervalued, they’re not told the truth, and they’re not being brought in in terms of the input that every single person in the company is able to give you, whether they’re your best project manager or your newest labourer. As a company director you need to listen to what they say or you will miss something. On the other side of the coin, it makes your clients trust you. They know you’re going to deliver what they requested you to do and even when you get it wrong, you sort it out and make sure you communicate with them all the way through.” Darryl has more than 20 years of building industry experience, working his way through the ranks from his trade certificate to licenced building practitioner. He is an unstoppable self-improver, and encourages the same in his team. “There are so many interesting people who have done it all before, we’ve just got to pick up their stories and read them and we can learn so much,” he says. Darryl receives a daily motivational email from success mentor Darren Hardy which he shares with the ABG team, and he has also followed the words of ‘rags to riches’ motivational speaker Jim Rohn since the 1980s. Former General Electric chairman and CEO Jack Welch is another mentor who has taught Darryl much about leadership and management. “One of the best things he ever gave me was you should always be looking at your bottom 10 per cent, as they are the ones who are dragging you down,” Darryl says. “I was always looking at the leaders and

encouraging them, while it was the bottom 10 per cent that really needed my attention.” Training is a huge part of ABG, and when Darryl bought his partner out of the business in the early 2000s and was able to start running the business the way he wanted to, one of the first things he did was start providing additional training, building up and educating the team that was going to be supporting him, and supporting the culture of the company. “The culture at ABG is very much based around a team culture, in terms of performance and in terms of support,” he says. “A team is always about helping one another, and in a team where you’ve got A grade players, a B grade player is not going to be tolerated!” While ABG’s staff enjoy a supportive and positive work environment, its clients enjoy working with a group of people who get the job done the way they said it would be done, and keep them informed the whole way through.

Students get connected to the workplace Karen Phelps A newly released employer-led work exploration programme called Work Inspiration could bring significant benefits to businesses, particularly the construction industry. Piloted last year by Westpac, Toyota and Grow Wellington, early findings indicated a number of key benefits for businesses that took part, says Mitch de Vries, Careers New Zealand general manager – education to employment connections. “Employers found it gave them the ability to connect directly with schools and young people in the community who might be interested in a career in their business. It also boosted staff morale having young people coming into the workplace who were interested in the jobs they did. For construction companies in particular it would help to attract much-needed new blood to the industry,” explains Mitch. The programme gives secondary-aged students a connection to the world of work and the chance to see all aspects of a business in action. It is unique in that the programme is entirely employer-led so it can be adapted to suit the particular business with Careers New Zealand supplying the necessary resources. “Work Inspiration focuses on inspiring and motivating secondary students through conversations and active engagement with people in the workplace while they explore career pathways and learn the importance of skills and qualifications. It helps improve transitions from compulsory education to work or further training,” says Mitch. She says that the programme structure has been carefully constructed based on solid research and theory and is based on a threestep structure. “Firstly, students work through a personality style quiz with an employer, which helps them discover their talents, passions and interests. Discussing the results with the employer builds rapport and flows into a conversation about where the students might find suitable opportunities in the employer’s business. “Employers then introduce their business to the students, who get to see the breadth of opportunities available. “Finally, students talk to staff about their work journeys with the aim of helping students to build confidence. It also increases their awareness of how diverse a working life can be,” explains Mitch. As the programme can be tailored to suit the particular business, other benefits for employers that choose to participate include raising the profile of the business in the community and increasing the understanding of how to market to young people creating new business ideas. Careers New Zealand supplies all the workbooks necessary, as well as a how-to guide, which outlines how to organise and run the programme. Careers New Zealand also liaises with

New arena gives kids a leg up Kelly Deeks Eighty five children with physical, intellectual, emotional, and social challenges are now enjoying a brand new, Olympic sized, covered equestrian arena right on the lakefront at Ngongotaha, Rotorua, as they participate in therapeutic horse riding sessions offered by the Rotorua District Riding for the Disabled Association (RDA). Rotorua RDA is one of 56 RDA member groups nationwide, and has been helping people to develop confidence, independence, and a sense of well-being through horse riding and horse care since 1978. The $1.1 million project, which also includes an attached operations centre and covered boxes for grooming and preparing Rotorua RDA’s 14 horses, was completed in February following a six month build by local commercial construction company, Burton Construction and Maintenance. “The construction of this new riding arena has been in the wind for three or four years before we started building, while Rotorua RDA undertook a large fundraising effort after accepting our proposed design and build project,” says Burton Construction and Maintenance managing director Andrew Burton. “It was a great project to be involved in.” Rotorua RDA has moved from its previous site on Transit-owned land next to Rotorua Airport. “RDA had been there for nearly 40 years, where they operated from an open paddock,” Andrew says. “There was a half round barn they could have used, but it was unsafe. Often during the winter months, the children would only get two of their 10 rides because of bad weather and their progress would go backwards. Also, when the runway was extended at Rotorua Airport it came very close to where they were operating from, and low flying planes were always frightening both the children and horses.” Now Rotorua RDA has a 20-year lease on a beautiful 17 acre lake-front block where the new facility is now in operation. Rotorua RDA operates on a school term basis and plans to hire out its new covered

Personalised flooring service with no pressure Pioneering flooring installer Malcolm Pearce has brought the benefits of being New Zealand’s first fully mobile carpet and vinyl retail service back into the showroom, giving clients a personalised service which aims to inform and assist rather than harass. Malcolm has been covering the floors of Rotorua since 1978, starting out as an independent flooring installer. By 1982, he had started the country’s first mobile flooring service, supplying product direct from local manufacturers, after seeing the idea in action while on a wind surfing holiday in Hawaii. Around the same time, Malcolm says he bought one of the first mobile phones, a Panasonic unit which actually took up his entire briefcase. “There was very poor reception in those days, and I could only get service on my phone in certain parts of town,” he says. “But I persevered. The way I was running my business, I needed to get in touch with my suppliers while I was still in my customers’ houses, organise delivery then go back to install their flooring.” He says the mobile business was very well received by Rotorua residents, particularly by the customers who preferred not to go into a shop to be pestered by pushy sales people. “They wanted someone to come and help them, and give them an opinion and some advice,” he says.

“That’s the way I continue to run the business, and even today in the shop we make sure customers are not pressured.” Malcolm opened Pearce Flooring Carpet Store in Old Taupo Road in 2005, and brought contract installers on board allowing him to dedicate his time to ensuring the shop is fully stocked with high quality carpets and vinyls, providing customers with the best ranges at competitive prices. The mobile operation is still running, with two mobile showrooms on the road taking samples out to clients, so they can see how different products fit within their home or business. “Of course we have a lot more ranges available now, so we get an idea of what people are after first and load up a range of samples we think they could be interested in,” Malcolm says. He says Burton Construction and Maintenance is a down-to-earth company that doesn’t play the contracting game, ‘which can almost require you to be a lawyer’. “We try to do things simply and make things work, and hopefully we make a small profit at the end of the project,” he says. Andrew is supported in the business by his two sons Robert and Jeff, who have over the past couple of years started to take over the company’s construction management, and a team of about 20 builders. Burton Construction and Maintenance has been working in Rotorua for more than 25 years. Over that time it has completed projects at nearly every school in the Rotorua area, and has gained a group of large and loyal clients who often call on the firm to help with expanding and upgrading their facilities.

Previously leasing a property next to Rotorua Airport, runway extensions saw planes flying low over the area and frightening both children and horses. With no indoor arena, the children would miss out on sessions during bad weather. The kids now have a brand new, all-weather facility to continue with their sessions rain or shine. Burton Construction and Maintenance was the main contractor for the project and completed the build of the administration facility attached to the arena. Wide Span Sheds drew on its specialty experience in designing and building rural and industrial sheds, providing site specific engineering to custom design a premium quality covered riding arena. Following construction of the basement level last year, CMP Construction then spent five months working closely with the project’s design team, to assist in redesigning the project with value engineering to bring it back in line with the client’s budget. `Sustainable growth’ behind $2m build Kelly Deeks Project management company Miro Construction has recently completed its largest education project to date, with the build of Northern Auckland Kindergarten Association’s Hobsonville Point Early Learning Centre, opened in October 2015. Company directors Mick King and Rob Howdill have been working up to a project of this size since they established the business in 2009. “When we started Miro Construction, we wanted to create a sustainable business,” says Mick. “We kept everything very personal, we kept it small and tailored the jobs we took on around our capabilities, rather than taking on everything we could get.” The directors have some 50 years of construction industry experience between them, and have worked in almost every sector of construction from residential building, education and public sector projects, to major refurbishments and fit-outs. However as a new company, Miro Construction’s reputation was yet to be established. “When you first start out and you’re not known, you’re not going to get the big jobs,” Mick says. “We started off working on $50,000 to $100,000 projects, then moved on to $250,000 projects, then $500,000 projects. Now we’re taking on jobs worth between $2 million to $3 million, and we’ve managed to keep our growth sustainable.” Miro Construction runs a team of 25 staff out on the tools, while the office is managed by Mick and Rob, and one junior quantity surveyor. Last year, the team at Miro Construction, already having about 40 education projects under their belt, built Hobsonville Point Early Learning Centre for the rapidly growing township in North West Auckland. A project worth just under $2 million to Miro Construction, it has led the company to up the ante once again and it has already

The architect expressed these as three whares, rotating and overlaying to form a village, with a central piazza at its heart.

Mike Greer Commercial was established more than five years ago and completes a lot of specialised work, investing and developing with its business partners and subcontractors. In collaboration with Fulton Hogan, Mike Greer Homes has been a major player in the

Dyers Road ITM Commercial manager Andrew Reeves says commercial development is the next phase in the rebuild of Canterbury, and the company wants to help to get it done right. “We’re different because of the service and experience our staff provide,” he says. “They’re present and they’re helpful, and amongst them are decades and decades of experience, not just in the building industry, but specifically in Canterbury.” He says even though the company is part of the large ITM chain, it is still a family owned business. “Most of our people are from the east side of Christchurch, and it’s almost a sense of duty for a lot of us.” The commercial division is not only supplying builders of large, multi-storey buildings, but also the commercial and industrial developments that are beginning

A recent project Dyers Road ITM Commercial supplied for was the Mike Greer Commercial build of 12 high stud warehouses with office spaces at the new Central Business Park subdivision in Sockburn. Dyers Road ITM provided timber, plywood, and structural steel for the project. “For the structural steel, it was imperative for us to be ready when they were, as they made all their own tilt slabs on site,” Andrew says. The structural steel component of the project was detailed at Dyers Road ITM’s own structural steel plant, which has been in operation for four years, and is located across the road from the main store, by the company’s pre nail plant, which is also among the largest in the country. “One of our primary focuses is on timing, and we’re working in partnership with our customers to try to reduce any onsite delays,” Andrew says. “We do both structural steel and pre nailed timber, so for any project, both are ready from day one. It can save up to two weeks on a residential build, and even longer on a commercial build.” Dyers Road ITM Commercial is upgrading its drive through, timber yard, and showroom this year, increasing its stock holding and ensuring it can always provide continuity of supply to its customers.

Quality construction pays dividends A focus on high-quality concrete floor construction has created a booming business for Auckland commercial concrete flooring specialist Conslab. General manager Tim Walker says the company’s considerable growth during the past 15 years is a result of demand for its expertise in consultancy, design and building of concrete floors to the finest internationally recognised tolerances, particularly in industrial buildings such as large warehouses. “In a warehouse environment the floor has a really big role to play in the business performance. The flatness of the floor is really, really important, the durability, the smoothness, all those features have a direct impact on the efficiency of the business.” Tim Walker says. An example of this type of work is a warehouse floor built by Conslab as a subcontractor for Timaru company Thompson Construction & Engineering , for Davis Food Ingredients, Christchurch. Davis Food Ingredients use a racking system known as VNA (very narrow aisles) with aisles about 1700mm wide. Global giants such as Amazon operate from VNA warehouses where the logistics and exactness of floor construction is crucial. “It means that the floor has to be superflat. We had to construct Davis’ floor to a tolerance of Fmin100, an American standard, which is the flattest in the world.” The special Fmin system of tolerance definition and measurement is used for defined traffic floors where the forklift path is restricted and requires the correction of any transverse or longitudinal defects which are as little as 0.2mm out of tolerance.

Conslab established a Christchurch branch with 30 staff three years ago and employs about 140 full-time-equivalent staff in total. “If you’ve got something like a 2mm difference in the floor across the aisle that could mean a 30mm lean at the top of a forklift because they operate so high. “Because the aisles are so narrow, if you are outside of that floor specification the system really doesn’t work. You can’t get your full speed out of your forklifts, or you can have trouble actually picking up a pallet.” Building Fmin100 floors is extremely specialised work for which Conslab is the only company in New Zealand with the expertise to undertake, Tim says. The company has worked hard to stay

at the forefront of technological advances in flooring and as part of this focus has partnered with flooring companies internationally in order to have access to the technology and processes required to build floors to such fine tolerances. This requires the use of specialised surveying equipment, laser-guided screeds, and vibrators with automatic laser-levelling, which are used in conjunction with highlytrained staff. Visits by Conslab staff to buildings in the United Kingdom, United States Europe, Asia and Australia show that Conslab is producing world class flooring, Tim says.

‘Frost heave’ protection system part of a challenging array of specs for firm • From page 24 mid-floor and precast panels conclude the exterior reaching 7.66m high. Behind the office is the large chiller and freezer area which has refrigeration panels 12m high. The concrete floor area is designed to manage frost heave which includes a 150mmthick chiller panel sandwiched between two 150mm-thick concrete floors with pipes containing warm air running underneath. The frost heave protection system works to prevent the earth under the floor from freezing and applying upwards pressure. There are three sealed loading docks attached to this area, each with an inflatable system for improved energy savings and climate control. This system locks around the vehicle by inflating bags to provide an air and thermal seal. It prevents any contamination

from dust, dirt and keeps the cold air from escaping. To the west of the freezer is a large dry goods storage area. This area reaches up to 14m at the apex and creates room for highdensity storage with racking to a height of 11m.The racking system is supported by a structurally engineered concrete floor, 250mm thick. The floor has a 3mm tolerance for flatness which was maintained throughout the concrete pour. The flat surface of the floor optimises the drivers’ efficiency when operating a very narrow aisle (VNA) forklift between the racks. The main criterion from the client was to eliminate the need for the operator to slow their productivity by braking. A sprinkler system has been installed throughout the storage areas. It is designed with the capability to deliver 9600L/min for two hours at full flow. This capacity is to

provide fire protection from the high hazard products that may be stored in the building. To avoid frozen pipes in the freezer area the fire protection incorporates a dry pipe sprinkler system that holds the water out until a fire causes the sprinkler to operate. Attached on the outside of the dry store, in the afternoon sun, is the dispatch office containing space for packing and dispatch, receiving inwards goods and a lunch room for warehouse employees. On the shady side (east) of the main warehouse is a plant room that houses the pump for the sprinkler system and refrigeration equipment for the freezer/chillers. The plant room is constructed entirely from precast panels including the roof. The exterior of the entire warehouse is clad in coloursteel iron with precast panels to 3.7m high. Overall, this building incorporates many facets and meets all aspects of the client’s requirements.

Worms, oxygen, behind power-free sewage system Waterflow NZ Ltd.’s best workers are unpaid, never need a holiday and have probably been in existence since the dawn of time. These biological workers happily toil away in the company’s NaturalFlow sustainable and odourless waste-water and sewage treatment systems, developed for both domestic and commercial use. Waterflow NZ director Dean Hoyle, of Maungaturoto, Northland, explains how the power-free system works, with the help of worms and natural aerobic processes. “It’s a waste-water treatment system that uses completely natural aeration processes and natural medias that exist in the environment, instead of pumps and mechanical aerators like conventional powered systems commonly known as AWTS [aerated water treatment systems],” Dean Hoyle says. NaturalFlow consists of ventilated modular chambers incorporating the Wormorator module which is an enclosed eco-system that simulates the decomposition processes of forest floors. NaturalFlow uses two or three in-ground modules, depending on the level of treatment required. The natural media used consists of the likes of bark, peat and lime, with composting worms also being introduced when the system is installed; during the treatment process solid waste is converted to valuable liquid fertiliser. “The end product is a resource that is fed back into the soil the same way the eco-systems of the forest floor turn rotting matter into rich, fertile substances. We’ve installed over 800 systems throughout New Zealand and demand is increasing.”

In researching the system, Waterflow NZ came to the conclusion that, moving up the chain of life-forms capable of digesting solid matter from human wastes, vermiculture and biological processes offer the best means of low-tech treatment for solid waste. “I guess in one sense, the technology we are using would be the oldest technology on earth.” Keys to NaturalFlow are the introduction of oxygen through passive ventilation and the vermiculture processes, making the system aerobic rather than anaerobic, which also assists in the complete breakdown of waste. It has been shown through extensive trialing that the NaturalFlow process reduces solids by up to 95 percent, which is claimed to be unmatched by other systems such as septic tanks and AWTS systems. NaturalFlow meets the New Zealand Building Code regulations G13 and G14, as well as AS/NZS 1547:2012 standards for on-site domestic wastewater management and is accepted by local authorities at advanced primary and secondary treatment levels. Dean says gaining official approval for the system was “quite a journey” requiring education and detailed information to be provided to local authorities because NaturalFlow does not fit in to traditional pigeon-holes, but consenting agencies are quickly understanding and seeing the benefits that come from using the all-natural approach to disposing of waste. Because NaturalFlow uses entirely natural processes, it requires 75% less maintenance than most other systems and operates without monitoring or the need to empty sludge.

“We source our lift componentry options from Spain and each lift is built to individual specifications from the wide range of structural and aesthetic elements that can be chosen to personalise the lift to each unique home situation,” Gareth says. While residential lifts have been common features in homes in Australia, it is only in the last couple of years that the New Zealand market has begun to gain traction and Gareth says there are several reasons for this. “With the building boom we’re seeing and smaller pockets of land available more and more homes are going up rather than out. But there are other reasons these days why interest in having a lift in your home is growing, he says. “There is a growing group of home owners who see installing a lift as a real investment option, either enabling them to stay in their home through their elderly years or adding value to the resale of the property. What surprises many of them when they look at our customised approach is that it doesn’t impact negatively on the price to get exactly what you want.” The intergenerational nature of households with elderly parents living with their family

Fellow director Lee Eagle focuses on managing installation and marketing, while Gareth’s electrical engineering background comes in to play with the design engineering processes. Positive comments about the aesthetic qualities of the many options available were received when the The Lift Company exhibited at the Auckland Show Home with a heartening number of clients placing orders. “One of the great things about how our lifts operate is that they don’t impact greatly on the homes structure. “Usually just some extra timber is all that is needed and all our lifts are designed to fit in to the standard 2.4m stud. “There is no need to dig out a large pit either.”Gareth says that safety is the company’s number one priority. Every lift has a back-up battery which, in the event of an electrical outage occurring, will carry the lift to the ground or first floor and open the door. All lifts come with a phone and all brakes have automatic locking systems. “There are extensive fail-safe systems throughout. For instance, if the door is not closed completely the lift will not move.” A key focus Gareth says is honing the lifts internal processes with a shift toward greener motor technologies providing further savings with lift running costs. “As it is our lifts don’t use much power.” The company has a network of installers around the country. Whenever a lift is installed it is checked over twice before an independent qualified inspector signs it off.

As a result of bringing the Mason handles into production, Graham went on to service the local and export markets for superbly styled door hardware with precision components. Chant Productions is now well-established in New Zealand and internationally, with showrooms primarily in Australia, United Kingdom, United States, Canada, Middle East, Europe, Asia and Jamaica. “I don’t think any of us expected [the company] to be as big as it is now. Our forward orders are driving growth even further,” Byron Chant says. While facing his first hurdle to build on the site when a neighbour opposed resource consent, Nic emailed TV3 with a brief of his plans - “Impossible section, impossible budget and impossible neighbours. Do you think there’s a story in this?” - which piqued the channel’s interest. With engineer, John Wilson from King & Dawson, on board and fellow Wellingtonian Phil Stewart of PLS Consulting as the project’s manager, who also “got the vision”, construction got underway.

The site’s precipitous nature meant there was none of the usual accessibilty or platform for construction workers. “It was an incredibly difficult logistical project. We had a 25 metre high scaffold built which the house was hanging on for large parts of the project.” “We had to work out how to build it. The engineer was an integral part of that and there’s no way it could have happened without the imagination of the engineer.” The 220 square metre, four level house is a vertical wedge shape grounded 17 metres below street level on a small foundation, which extends vertically 12 metres, to connect with the suspended garage slab above.

“Conceptually the house is a normal house tipped on its side. Normally you have a concrete slab on the bottom, now we’ve got that on the side and normally you have a roof at the top and we’ve got that on the side.” A lift shaft acts as a hallway through the four levels. The houses’ north elevation opens to a fully mature native Mahoe forest at the fringe of the site and can be seen all the way from canopy to undergrowth depending on which level it is viewed from; it is not uncommon to see kereru, tui and kaka. The house was completed in exactly one year, despite Phil Stewart’s enthusiastic estimation of a six month completion. The project began with an initial budget of $630,000, but despite Nic aiming to make savings to have the house built for under $600,000, the completion cost was $730,000 because of the complexity of construction and extra labour costs. Nic says the lessons learnt from the project will be useful in his architectural practice for the design of buildings on similar Wellington sites.

He agreed the budget blow-out was not exorbitant, but issued a caveat. “It’s not too bad unless you are paying the mortgage.” He believes every architect should build a house because of the lessons that can be learnt, including the need to be more aware of the implications of extra costs to clients. “It becomes a little bit more personal when its your own project.” BBC Architects comprises New Zealand Institute of Architects registered directors Nic Ballara, Amanda Bulman and Denis Chin, who have been in practice together since 2001, working from the Wellington waterfront’s historic Shed 21. As well as undertaking residential work, the directors enjoy working with community organisations, where they are able to engage with a wider group of people working with a common goal, allowing them to reach to reach those who might not otherwise have access to architecture. The Ballara house and a community project, a purpose-built youth facility for Zeal Youth Trust Hamilton, have been shortlisted for the 2016 New Zealand Architecture Awards.

Reward for builder who takes on a challenge Russell Fredric Wellington builder Matthew Palmer’s love of a challenge and can-do attitude has led to some interesting projects since he launched his company two years ago. Since Matthew Palmer Construction Ltd started with just one other builder in 2014, a steadily increasing workload means six building staff are now tasked with working on the company’s projects, which include renovations and new house builds. Matthew Palmer’s more than a decade of building experience includes working for Pearson Group, where he completed his apprenticeship; during this time he was a nominee for an apprentice of the year award and gained experience working on awardwinning houses. Pearson Group eventually became Pearson and Palmer Ltd before Matthew, who is a Registered Master Builder, started Matthew Palmer Construction Ltd. “It’s been a really good two years and it’s grown a lot faster than I thought it would,” Matthew Palmer says. “I’ve got some great Wellington architects behind me who are sending a lot of work my way. “I’m really excited about the interesting projects we’ve got coming up”. One of the first jobs to put Matthew Palmer Construction on the map was a tremendously complex entrance way in to an existing house in Hataitai. The entrance way, which is surrounded by extensive landscaping, included floating concrete stems, pushed the boundaries in terms of its engineering and design details, Matthew says. As with much of the work being undertaken by the company, the project came through word of mouth and as a result of Matthew’s excellent working relationship with a respected Wellington architect. The Hataitai project was followed by a radical renovation and alteration of a 105 year-old house in Kelburn, which involved removing 140 cubic metres of soil from underneath the house in order to create another level for a kitchen, bathroom, bedroom and studio. Matt Palmer, from Matthew Palmer Construction, is particularly proud of the end result of this Wellington home’s entranceway. reinforcing to be built while the work was undertaken and for the soil to be moved 40 metres by a conveyor to the street. “It was a calculated risk, but it was another really well planned and designed job which went extremely smoothly.” “I love the satisfaction of watching something coming together and I love seeing the smiles on the client’s faces. “I get a huge amount of satisfaction from watching something coming to life from nothing, or from an old house that’s been transformed into something quite special.”

Because of the company’s focus on a high standard of workmanship and its fast growing reputation, there is no shortage of work. “At the moment we’ve got three jobs on the go; we’ve got a brand new house at Days Bay that we are building and two good size renovations in Wadestown, and more in the pipeline.” The Day’s Bay house, which is 230 square metres, is a complex, contemporary design using high-end materials, but also incorporates old timber. Matthew says a good result on any project

is created by more than just building skills; having a great team who enjoy working together who relate and communicate well with the clients has been an important part of the company’s success so far. “Working closely with my clients to deliver their dream is what it’s all about.” With the increasing work load, there is a corresponding increasing amount of paperwork to deal with which takes up about half of Matthew’s time, while Matthew’s fiancee Angela McClelland takes care of wages and accounting.

Asbestos removal a job for specialists Karen Phelps After KiwiRail inadvertently purchased locomotives containing asbestos it hit the headlines. But it was Wellington based asbestos removal firm Clear Air that was responsible for coming up with a plan and executing the problematic clean up. “We tend to specialise in the difficult jobs, jobs other companies say can’t be done,” says company director Deane Shute. The KiwiRail project has been a case in point. Clear Air has been responsible for decontaminating the trains and Deane admits it’s been a major undertaking. It took months to come up with a suitable asbestos management programme in conjunction with the Rail and Maritime Transport Union and Worksafe New Zealand. The trains have been pulled apart under safe conditions and the asbestos successfully removed. Deane says it’s a complicated task involving meticulously removing every component that makes up the locomotive highlighting the company’s vast experience in asbestos related issues. Clear Air is a family business which Deane’s father Merv, who had extensive experience working in the industry in Australia, started in 1998. The company was founded after Merv returned to New Zealand and saw the need for a professional asbestos removal and survey company. Deane, who took over the company around seven years ago, also brings decades of industry experience including working across the Tasman. Clear Air provides safe and effective asbestos removal and decontamination services primarily throughout the Lower North Island. Services include asbestos removal, surveys including asbestos hazard register development and asbestos management programmes, asbestos consultancy, testing, maintenance and removal. The company works for commercial, industrial and residential clients nationwide and has performed asbestos removals/ decontamination of residential homes, large-scale commercial and industrial redevelopments and asbestos contaminated soil remediation. Presently Clear Air is undertaking a major project at Victoria University of Wellington, completing a strip out of floors back to the concrete and removing asbestos at Rutherford House. Although the importing of raw asbestos was banned in the mid-80s in New Zealand some imported building products are still slipping through the gaps as KiwiRail experienced, said Deane. Most asbestos issues he deals with are historic problems though. With changes to the Health and Safety Act to be released on 4 April Deane expects that this will really tighten up the industry and bring it into line with international requirements. This combined with an increase in seismic strengthening projects taking place after the Christchurch earthquakes will mean increased demand for the company’s services.

New regulations in force for asbestos Are you running a business (for example, building, roofing, plumbing or demolition) with workers who may disturb or remove asbestos or asbestos containing material (ACM)? Here’s a heads-up about changes to asbestos-related work in April. Asbestos regulations are being updated to bring New Zealand into line with other countries. With more than 170 New Zealand workers dying each year from asbestos-related diseases, our work practices need to improve. Under the new regulations, coming in on 4 April 2016, a licence is required to remove more than 10sqm of non-friable (bonded) asbestos or ACM in one job, or any amount of friable asbestos. The licence will be issued by government health and safety agency WorkSafe New Zealand. You can register now with WorkSafe New Zealand to get up-to-date information on the new licensing process, including when and how you can apply. (Please note that registration is not a licence application.)

New nationwide licensing system for asbestos removal The new licensing system for asbestos removal is aimed at ensuring people removing asbestos have the necessary skills and experience to keep themselves, and others, safe.

I have a Certificate of Competence for restricted asbestos work. What do I need to do? If you have a current Certificate of Competence, you don’t need to do anything yet. Your certificate will allow you to work under the new asbestos regulations (under the categories listed on your certificate), until your certificate expires. At that point you will need to apply for one of the new licences or to work on another business’s licence.

Laboratory sees huge exponential growth Since establishing in Christchurch two years ago, hazardous materials testing company Precise Consulting & Laboratories has experienced exponential growth. National Sales Manager Doug Daly says he isn’t surprised that what began with two people in one facility has expanded in that time to four centres straddling the country with a fifth due to open shortly. “We have received excellent support from parent company HRL Holdings based in Australia. However, if it involves removing more than 10sqm of non-friable asbestos or any amount of friable asbestos then a licence is required.

WHAT ASBESTOS CAN BE REMOVED?

New obligations with asbestos regulations

The unique qualities of asbestos have been known since Roman times. However, it was the Industrial Revolution at the end of the 19th Century that accelerated its production. Since then it has been used extensively, including a wide range of construction applications in New Zealand and most other counties around the world. There has been a ban on the importation of ‘raw’ asbestos into New Zealand since 1984, however, there is still no ban on the importation, supply, use or re-use of asbestoscontaining products in New Zealand. You may also be surprised to learn that the latest version of Clause F2 (Hazardous Materials) of the New Zealand Building Code has no prohibitions on the use and re-use of asbestos building materials. Consequently, many building materials including texture coatings, pipe lagging, insulation, wall panels, cladding, roofing, floor coverings and many other products are known to have been manufactured using asbestos, so are generically referred to as asbestos containing materials (ACM’s). Recognising that there is an urgent need

New regulations covering asbestos in the workplace come into force in April. to control asbestos in the workplace, the draft Health & Safety at Work (Asbestos) Regulations 2015 (August 2014) were circulated last year for consultation. The finalised regulations were made publically available on February 18, although they do not come into force until April 4, this year. The regulations will cover the licencing of asbestos removalists contractors together with the requirement for building owners to know where ACM’s may be found within their buildings. They affect all commercial and industrial buildings (excluding private houses) built before December 31, 1999 (for the purposes of Section 19(1)), and are also relevant when any work that disturbs and potentially releases asbestos is undertaken to ACM’s, anywhere. The 2015 draft regulations included a

provision for an asbestos register to be maintained in all workplaces together with an asbestos management plan. In late December 2015 the Cabinet Economic Growth & Infrastructure Committee published a paper in which they recommended that Cabinet delay the implementation of the asbestos register and associated Management Plan parts of the regulations until officials have completed further work to assess the cost benefits of the register or any alternative. A review of the newly published Health & Safety at Work (Asbestos) Regulations 2016 confirms that the requirement to produce an asbestos register has been removed. Furthermore, the duty to prepare and review an asbestos Management Plan has been postponed until April 4, 2018 (Schedule 1). The new Health & Safety at Work Act 2016

and these asbestos regulations will identify a new role of the ‘person conducting a business or undertaking’ (PCBU). The PCBU will be responsible for implementing the new safety measures around the control of asbestos in the workplace. The precise definition of a PCBU is open to interpretation and in many cases, a single building or business will have more than one or multiple PCBUs. It is strongly recommended that legal advice be sought by business and building owners to identify their individual responsibilities and obligations. The regulations state – unless already identified and recorded, the location of asbestos in the building then PCBU/s with management or control of a workplace: • Must not carry out, or direct or allow a worker to carry out, work involving asbestos; • Must ensure, so far as is reasonably practicable, that all asbestos or ACM at the workplace is identified by a competent person; • May identify asbestos or ACM by arranging for a sample of material workplace to be analysed for the presence of asbestos or ACM the presence and location of asbestos or ACM identified at the workplace under regulation 7 are clearly indicated; and if it is reasonably practicable to do so, the presence and location of the asbestos or ACM are indicated by label. Given that the first confirmed asbestosrelated death occurred in the UK in 1924, the health risks associated with asbestos fibre exposure are not new. Here in New Zealand the implementation of these new regulations and the tighter control of asbestos will provide greater safety in the workplace. NKBA members at forefront of kitchen trends Russell Fredric Soft neutral colours and natural textures along with increasing use of interactive technology are predicted to be prevailing trends in kitchen and bathroom design in New Zealand this year. In outlining these trends, National Kitchen and Bathroom Association (NKBA) member Trish Frankland is singing the praises of the association’s designer-members who are at the cutting edge of kitchen and bathroom trends internationally, she says. Some NKBA members attend international events such as the EuroCucina trade show which is held in Milan every second year, in order to keep up with the latest trends and technology, which are quickly adopted in New Zealand. The NKBA has a broad membership, from designers to product suppliers, fabricators and manufacturers. It also offers continuing education in conjunction with the Building and Construsction Industry Training Organisation (BCITO). “New Zealand is very much in the forefront of design and we’ve got some extremely clever designers in New Zealand,” Trish Frankland says. A palette of neutral colours, which has been a trend in kitchens and bathrooms for several years still predominates, but Trish notes a subtle change. “It’s more soft greys or soft neutral colours coming through. Traditionally when you thought of neutral you may have thought of white, but now it’s what is known as greyedout whites; softer white with grey undertones.”

Soft, neutral colours and textures are predicted to be prevailing trends in kitchen and bathroom designs.

She also notes the layering of textures such as combining timber with laminated surfaces. “Texture is very predominant, heavily grained timber looks are popular, certainly the patterned timbers are coming through.” “We are seeing a natural look even though they may be man-made materials; a lot more concrete colours and concrete looks coming through, light and dark timbers, both natural and laminated.” Kitchens are trending towards becoming a focal point in homes where “everything happens” as well as a place to socialise and interact with family, friends and technology. Kitchens can be built to incorporate benchtop re-charge zones for mobile phones and tablets, along with ceramic hobs on which cookware can be placed anywhere on the hob and which incorporate colour touch-screens. Trish says the next step is tablet-like displays built into cooktop hobs which can display recipes, be used for social media or to play music while a person is cooking. Tapware is another product embracing electronic features, from sensor taps which turn on automatically when a hand is placed near, to those which “disappear” under the

benchtop when not in use as part of a hidden kitchen. “You press a button and the benchtop moves either back or forward or to the side, and underneath that you’ve got your hob and your sink. When its shut it just looks like a bench or a table.” Bathrooms, once a purely functional part of a house, are also receiving the special attention of designers and home owners. “Now (bathrooms) are almost like a retreat. They often have a gorgeous view and a lot of stand- alone baths; that’s the centre-point of a bathroom.” Another focus is an increasing push towards products which are environmentally sustainable. Trish issues a warning that people should carefully check warranties on kitchen and bathroom products and that quality usually comes at a cost. “With anything that people buy the consumer needs to realise there’s a reason why one product is more expensive than another and it’s very often in the lifespan of a product and the guarantees that are being offered.”

Seismic upgrade ticks all the right boxes Russell Fredric Naylor Love’s $22 million seismic upgrade of the Hutt City Council’s administration building has ticked the boxes of a project which involves a major modernisation while retaining the external character of the 1950s building. Naylor Love project manager Scott Duncan says the redevelopment had a large focus on the retention of important heritage. “It was vital that the significant historical features including the council chambers and the north and south facades were retained and enhanced. While we preserved the character of the building, the interior has been completely transformed with the demolition of all the floors and beams and new piles,” Scott Duncan says. “It was a complete strip-out of the building, including the demolition of all the floors and beams; basically a complete new internal build with new piles,” Scott Duncan says. “It’s re purposing a building that was a whole lot of little corridors and independent spaces and it’s made it light and bright and open plan.” All the building’s foundations were replaced with large foundation beams on piles, along with seismic upgrading of its exterior walls. All existing concrete floors were removed and replaced with a Comflor 80 flooring system A new four-storey annex on the south houses core services such as lifts, services rooms, a kitchen and toilet areas. Naylor Love was the lead contractor, with up to 64 sub-contractors and 600 workers involved during the 18 to 19 months it took to complete the upgrade, after it started June 2014. Some leading-edge energy saving technologies were part of the upgrade, including a large-scale ground source heat pump. The system involves re circulating heating and cooling water within the building’s 72 structural screw piles, known as energy piles. This technology has been used successfully for many years in the United Kingdom and Europe. “It’s the first time it’s been done on this scale in New Zealand. We’ve got eight

By taking ground heat that is stable, and often different to the outdoors, the efficiency can be twice that of a typical electrical heat pump.

One of the project’s challenges was how the facade was to be retained in relation to the demolition and rebuild of the remaining building. “The structural engineers came up very early on with putting the structural steel in early so that we could then use that to prop the facade so it saved a lot of money in not

having to put a big frame on the outside of the building.” Hutt City Council staff, who viewed the building before its completion, were “rapt” with the new annex area and the light, modern workspaces they would be working in, Scott Duncan says. “It keeps the back and front facade, but the rest of it’s new and modern. It still keeps the character of the original building. It’s definitely a good looking building.”

BCITO appoints new Chief Executive The Building and Construction Industry Training Organisation (BCITO) has appointed Warwick Quinn as its new chief executive. Mr Quinn is a former chief executive of the Motor Trade Association (MTA) and was the chief executive of Registered Master Builders Association for seven years. He is well-known and respected in the building and construction industry. BCITO is the largest provider of construction trade apprenticeships in New Zealand. It is dedicated to leading the construction industry to create the best-skilled workforce possible. Enphase offers cutting-edge solar power technology Enphase Energy is now offering micro inverter technology for solar power systems which increases energy production, simplifies design and installation, improves system uptime and reliability, reduces fire safety risk, and provides a platform for intelligent energy management. United States-based Enphase Energy has been operating in New Zealand since 2011, and has a new research and development facility in Christchurch, now the company’s largest establishment outside of the United States, where a team of about 30 power electronics engineers (expected to grow to 50) are developing, testing and verifying new products to further improve and enhance solar systems around the world. Enphase Energy strategic account manager Chris McArthur says Christchurch boasts a great community of highly experienced power electronics engineers, a legacy of pioneering radio technology company Tait Communications, as well as the University of Canterbury producing a good number of engineers. Enphase Energy has improved the reliability of solar power systems by using a telecommunications approach in developing its micro inverters. “Most other companies have had trouble achieving reliability, because the micro inverters aren’t located in a nice dry place: they’re up on the roof and exposed to the elements,” he says. “Enphase Energy is a Silicon Valley company and its founding directors have strong telecommunications backgrounds. They applied that knowledge to developing solar systems and were able to achieve a reliable system that generates more energy and provides greater cost savings.” While solar power systems have

Enphase Energy has also eliminated the traditional solar power system’s weakness, the Christmas tree light effect, where if one goes down, they all go down. “Traditionally, solar panels are connected in a series, but with our system,

Trust boosts house stocks for needy Jo Bailey In one of New Zealand’s most unaffordable regions, the Nelson Tasman Housing Trust has aspirations to increase its property portfolio from 39 to somewhere in the region of 250 houses, and extend its offering of housing services and provisions to people in need across the top of the South Island and the West Coast. Nelson Tasman Housing Trust opened its sixth scheme in December 2015, with the build of four new homes on St Lawrence Street. The $1.2 million project was funded by a $550,000 grant from the government’s Social Housing Fund and an ASB mortgage. The trust’s seventh scheme, opening this year, is the first to be funded independently of the government. The Rata Foundation, formerly known as the Canterbury Community Trust, has given a generous donation of $200,000 to help Nelson Tasman Housing Trust to build six new homes on a site at the Orchard Estate, Stoke. The new project will build one fourbedroom, two two-bedroom, and three onebedroom houses. Nelson Tasman Housing Trust director Keith Preston says there is an oversupply of three-bedroom houses in Nelson that are too large for some people. “We’ve never built one bedroom houses before,” he says. “In Nelson, quite a lot of three-bedroom houses are under occupied, and we have people rattling around in large houses which are expensive to run.” The project will also be funded by the proceeds from the sale of two of Nelson Tasman Housing Trust’s current houses, and the Trust will also take out another ASB mortgage to finance the build, which it aims to begin in April. The scheme will benefit from the Ministry of Social Development’s Income Related Rent Subsidy, which tops up the amount of rent a tenant can afford to pay to current market rent rates. Nelson Tasman Housing Trust was established as a community response to declining housing affordability in Nelson and Tasman. One of the founding directors, Carrie Mozena, is set to take over from Preston as trust director this year. She says the cost of housing across New Zealand has doubled since 2008, but incomes have not. “That has put huge stress on people on low incomes,” she says. “The providers of social housing weren’t increasing, but the people and families in need were.” As well as general housing, Nelson Tasman Housing Trust also provides emergency

Mozena says she has big shoes to fill in her new position, since Preston is one of New Zealand’s most experienced people in the community housing industry. “My focus will be continuing to build the important relationships we have in the community, and really upping our game in terms of the skill with which we continue to provide what we do.”

Team champions collaborative activities Auckland Council’s drive to become the world’s most liveable city has taken another leap forward, with the appointment of a dedicated urban activation team. Led by Place Activation Manager Barbara Holloway, Barbara’s team of five are responsible for urban place activations, which are collaborative activities in the central city working with residents, community groups, businesses and Auckland Council divisions. “Place activation is about influencing the use of the public areas to maximise shared value. An effective place activation programme is working with the community to leverage the energy of a space. “The programme should identify the physical patterns of the activity, which could be cultural, economic, social or ecological,” says Barbara Holloway. “Activities also need to create character, as well as initiatives that draw people to them. Some common examples include events, installations, place-based recreation or learning opportunities, pocket parks and digital media.” Another key component of activations is the ability to work with city centre businesses and forge new relationships. Barbara says businesses have been very supportive of the new programme. The desire to establish a dedicated activations team falls under the council’s city centre master plan, which identifies a need to improve social and economic performance. Barbara’s team sits within the city centre design unit of the council’s design office. The programme itself is funded through a targeted rate supported by the city centre

advisory board. “Everyone has been thrilled to hear about our approach of what we’re able to do for them within our model of co-creation and collaboration. The great thing is anyone or any business can contact us and pitch an idea. So far we have worked with the central library, local business representatives, community service groups and large private organisations. Our door is always open to ideas and suggestions.” There has already been a number of successful activities rolled out in the five months the team have been operating. Some of these examples include: •Thursdays On O’Connell: Vintage Fashion Edition The O’Connell Street shared-space businesses closed the street for the evening and hosted street-side dining, entertainment,

and extended retail hours. Auckland Council provided support through a funding contribution and management support. The event included High Street district retailers and featured retro-style fashion shows and a living tableau for budding sketch artists. •Fort St Fridays: A collaboration with Fort St shared space with local restaurateur Yael Shochat coordinating the surrounding eateries. Fort St Fridays was a series of live music offering drink and food specials during the performances. A local artist was commissioned to create colourful banners with superb typography to add life and colour to the street. •Book Bike A joint project between the council’s Central Library and the Auckland Design Office. The Book Bike is a Tuk Tuk-like bike, which travels to city centre locations with

books that can be borrowed, as well as withdrawn books that can be given away free in exchange for an idea. The bike’s books are curated for events and locations such as the Pride Festival, the Globe Theatre and Neighbours Day. These examples are just some of the positive work Barbara and her team have been involved in a relatively short space of time. Looking forward, Barbara, who has expertise in digital activation and media architecture, is planning a 3D projection mapping event for Matariki curated by the Central Library and Ngati Paoa. “We want to bring people and businesses together. Auckland can truly become the world’s most liveable city, and including place activations that fit within Auckland Council’s policies and framework, we’re connecting Aucklanders and businesses to enjoy the benefits of being in the city centre, which is the heart of the city.”

Community involved in repair programme Christchurch City Council faces a huge undertaking repairing or rebuilding the 1000 community facilities damaged in the 20102011 Canterbury earthquakes. These range from larger facilities such as libraries, community, recreation and sport centres to smaller community facilities such as toilet blocks on local parks. Getting the local community involved in their development is integral to the success of the repair programme. One example of this is in Halswell, a suburban centre to the south-west of the central city. Te Hapua: Halswell Centre is a new library and community facility which opened in November 2015. It includes a library with varied spaces for a range of activities, several large meeting rooms, inclusive community spaces and a Customer Service desk. There is also a 5000sqm outdoor area that includes a swimming pool. From the location, design and types of facilities, the community was actively involved in its development — right down to a competition to select a name for the centre. The building is just over 3000sqm, which includes 1800sqm for the library and 1000sqm for the community facilities. Construction on the $23.1 million project started on site on 21 July 2014 and was completed by mid-November 2015.
