IWA’s National Campaign Festival 2014 Programme Announced IWA is pleased to announce the programme for the National Campaign Festival being held in Chester. Over 125 traditional canal boats will gather in Tower Wharf on the Dee Branch of the Shropshire Union Canal for the festival, which takes place over the weekend of 6th - 8th June.

IWA News IWA Submits HS2 Bill Petition

On 19th May 2014, IWA formally submitted its Petition to the House of Commons against the High Speed Rail (London – West Midlands) Bill.

IWA’s Petition summarises the position the Association has taken on HS2 Phase 1 in its responses to previous consultations and at meetings with HS2 Ltd. IWA does not object to HS2 in principle but the current proposed HS2 route could have an extensive negative impact on the built heritage, tranquillity and amenity value of various wterways, their access and enjoyment by the public and their commercial interests.

• Waterway Design Principles, IWA wants to see good design, rather than ‘lowest cost’ design, used on canal crossings to ensure minimum negative impact at locations such as Curdworth and Colne Valley.

• Clearances for boats and towpath users around permanent and temporary works to be maintained.

• Redesign of the HS2 link line canal crossings at Fradley to avoid the canal.

• Specific attention to the HS2 underbridge over the Grand Union Canal at Saltley Viaduct, to ensure a positive space is created rather than a dark ‘hole’ everyone avoids.

• Careful design of the Curzon Street Station deck, which arches over Digbeth Branch & Ashted Lock, again to create a positive rather than negative space and to take the opportunity to put something attractive in this part of Birmingham’s inland waterway network.

IWA has and continues to follow a number of routes to object to the Bill. Submission of a formal Petition is just one of these. This is an agreed Parliamentary process that provides individuals, groups and organisations with an opportunity to oppose the Bill or to seek its amendment by appearing in person before a specially-convened Select Committee in either or both Houses of Parliament.

The next step is for the Promoter’s representative, HS2 Ltd., to be provided with a copy of all the Petitions and to respond to petitioners with their counter proposals. Petitioners may then either withdraw, because they are satisfied that their concerns have been addressed, or continue with their Petition. Eventually the Select Committee will consider the specific Petition, and determine what it thinks should be done on the issues raised, before the Bill becomes law.

IWA Bulletin - June 2014 The principle of HS2 has already been approved by Parliament, in its second reading of the Bill at the end of April this year. The length of time it may take for the Select Committee to consider all the Petitions is not clear.

IWA’s Petition has been carefully drawn up in discussion with other interested inland waterway organisations to ensure the ‘waterways voice’ is heard clearly in this difficult debate.

Olympic Waterways Inaugural Cruise On behalf of IWA, St Pancras Cruising Club (SPCC) organised an inaugural cruise around the Olympic Park waterways on Saturday 10th May 2014.

Nearly forty boats took part in the cruise, which was organised in two parts to allow navigation of the entire park around the obstacles of Crossrail constructions and the un-restored Carpenters Road Lock, which currently split the navigation. SPCC Commodore, Andrew Phasey, devised a strategic plan for two flotillas separately, but simultaneously, to negotiate the two sections, crossing over seamlessly, to enable both groups to complete their transits of all the available waterways.

Legacy Development Corporation (LLDC), which is responsible for the Queen Elizabeth Olympic Park, temporarily removed the two booms that block access to the Olympic Park waterways, and the two flotillas began their cruises.

The LLDC has indicated that, until all the works are completed, the waterways will not be on open access. However, it has indicated that similar organised group events will be considered in the immediate future.

IWA wants to see the Olympic Waterways fully available to boaters as quickly as possible and in the short term is encouraging further organised cruises.

WRG Volunteer Selected as Volunteer’s Week Ambassador IWA’s Waterway Recovery Group (WRG) is pleased to announce that volunteer George Rogers has been selected as one of thirty Volunteer’s Week Ambassadors.

In 2014 Volunteer’s Week will

run from 1st - 7th June and is organised by NCVO (the National Council of Voluntary Organisations) in partnership with Volunteer Development Scotland, Volunteer Now (Northern Ireland) and Wales Council for Voluntary Action. As part of celebrations marking the thirtieth anniversary of Volunteer’s Week, the organisers have chosen thirty volunteers from across the country to be Volunteer’s Week Ambassadors.

George first volunteered with WRG in the summer between him leaving school and starting university. In just the few years since then he has been on over thirty Canal Camps and progressed to become a leader on the Camps.

New WRG Vehicle WRG has recently replaced its Beavertail lorry and Land Rover with a new Iveco van.

The decision was made to replace these vehicles due to the strict regulations relating to the operation of Beavertail lorries and the age of the Land Rover.

First Annual Restoration Workshop a Great Success On 10th May IWA held, in conjunction with CRT, the first of what is hoped to become an annual waterway restoration workshop.

Over eighty delegates representing more than forty waterway restoration projects as well as a small number of key representatives from IWA and CRT attended the workshop.

The principle objectives and purpose of this year’s conference were: • To advise the local restoration groups of what strategic support and help is available.

• For the groups to let IWA and CRT know what further support they might need.

• To further develop networking between the groups.

• To share good practice and acknowledge success.

Those at the workshop also heard from speakers from Cotswold Canals Trust, Wiltshire, Swindon & Oxfordshire Canal Partnership (covering the Wilts & Berks Canal) and the Herefordshire & Gloucestershire Canal Trust sharing some of their experiences. To give a different perspective Glyn Cornish from the Gloucestershire Warwickshire Railway gave an interesting presentation on how other heritage sectors successfully develop and expand their business at a time when potential financial resources are diminishing. There were also sessions on the practical considerations facing restoration

groups such as securing funding and making the most of training opportunities.

In conclusion, it was announced that there would be a progress review of all restoration projects based on the reports produced by The Inland Waterways Advisory Council before its abolition.

Questionnaires designed to record the progress of waterway restorations are to be sent to all known waterway restoration projects shortly. The purpose of the survey would be to gather information to help potential funders make reasoned judgements when considering funding applications.

The workshop was considered a success and the plans to run the event again next year are underway with a date to be announced shortly.

WRG Exhibition at The London Canal Museum The London Canal Museum’s latest exhibition, Restored by London, showcases the work of IWA’s London WRG in around fifty photos by waterways photographer and WRG volunteer Tim Lewis.

Montgomery Canal Triathlon is Best Yet

entrants who had completed one, two or all three sections of the triathlon.

The 2014 Montgomery Canal Triathlon, organised by Friends of the Montgomery Canal and IWA Shrewsbury, District & North Wales Branch, was the biggest yet with nearly 300 people taking part.

The Triathlon is organised to support the Maesbury Canal Festival, planned for 6th and 7th September this year.

IWA at Braunston Historic Boat Rally

The participant who completed the thirty-five miles in the shortest time was Moses Tumukende, who ran the entire length in four hours and forty-eight minutes. The fastest triathlete was Jean Ashley, who completed the course in five hours and fifteen minutes, thirty minutes faster than the previous best time.

Essex Waterways Ltd., a subsidiary of IWA and navigation authority for the Chelmer & Blackwater Navigation, was pleased to support the fundraising efforts of Farleigh Hospice by allowing its Walk for Life route to include the waterway’s towpath.

CRT Chief Executive, Richard Parry also entered the event to raise money for CRT. After he had finished the thirty-five mile course, Mr Parry presented medallions to

£114,000 has been pledged in sponsorship from the event so far, money that will help to fund the free services that the hospice provides to those living with terminal illnesses in Mid-Essex.

More than twice as many people participated in the triathlon held on 10th May than in previous years. Entrants came from across the country and were supported throughout the event by a team of volunteers.

WRG and IWA’s Freight Group plan to attend Braunston Historic Essex Waterways Boat Rally on the 28th and 29th June. IWA Volunteers contributed 10,000 days in 2013 6

IWA Bulletin - June 2014 to recover the original bricks for use by WRG volunteers this autumn. The bricks recovered are oversize “Wilkes Gobs”, a local brick made by Joseph Wilkes, one of the original promoters of the Ashby Canal.

Five CRT Partnership Chairs Come to the End of their Volunteering Term This autumn, the chairmen of four of CRT’s Waterway Partnerships (Manchester & Pennine, North Wales & Borders, South Wales & Severn and West Midlands, plusits Museums & Attractions Partnership), are coming to the end of their first volunteering term. Each is eligible to apply for reappointment for a second term as part of an open recruitment process.

The Partnership chairmen, who have a seat on CRT’s governing Council, lead a group of local volunteers that help shape plans for their waterway, or museums, and guide the Trust’s decisions. The Partnerships include people with relevant business experience and expertise in areas such as boating, local government, volunteering, fundraising, environment, heritage and community engagement,

as well as core waterways and museums experience.

West Midland Waterborne Taskforces

CRT plans to advertise each of the positions in July with shortlisted candidates invited for interview in early September. Appointments will be effective from November 2014.

CRT West Midlands volunteer team plans to set up a waterborne taskforce to carry out regular rubbish sweeps from work boats.

Re-watering Begins on the Buckingham Arm After over twenty-two years of work, re-watering of the Buckingham Arm of the Grand Union Canal began at Cosgrove on Saturday 17th May 2014. Water is being taken from the Grand Union Canal via two siphon pipes to fill the arm, which is a slow process.

Volunteers with Buckingham Canal Society have been working on the Buckingham Arm at Cosgrove for many years carrying out a variety of tasks that have included vegetation clearance, fencing and preparing the canal for re-watering.

CRT plans to base the volunteer taskforces at Icknield Port Yard in Birmingham, Dunns Bridge Yard at Wind Mill End in Dudley, Henwood tip at Catherine de Barnes in Solihull and Broad Street in Wolverhampton. The taskforces’ aim would be to keep the canals clean of floating debris.

Second Wardle Lock Work Party Continues Good Work

On Sunday 11th May, IWA Guildford & Reading Branch volunteer, Verna Smith, joined 1st Wargrave Guides to help at their first work part at Garston Lock on the Kennet & Avon Canal.

1st Wargrave Guides have adopted both Sheffield & Garston Locks on the K&A Canal, which are both near Theale. Garston Lock, is one of only two surviving turf-sided locks in Britain. This early lock design was most often used on river navigations in the early 1700s, before the advent of canals. The sides of the turf-lock are sloping so, when full, the lock is quite wide.

Consequently, this type of lock needs more water to operate than the now more common brick or stone-sided variety.

Wednesday 14th May brought a bright sunny day as sixteen willing volunteers gathered for the second Wardle Lock work party in Middlewich. Volunteers from IWA North Staffordshire & South Cheshire and IWA Shrewsbury and North Wales Branches, together with members of the Trent & Mersey Canal Society continued the work started two weeks earlier at their first Wardle Lock work party. The aim of this series of work parties was to work on the lock and surrounding area so that they once again resembled the days when the late Maureen

On this second work party, the lock gates were finished off with a fresh coat of paint and with the use of a CRT work boat, the team were able to make significant impact on the offside vegetation that had become very overgrown over the years restricting navigation below the lock entrance. So much vegetation was removed that the work boat was left full at the end of the day. In addition, volunteers collected and removed over ten bags of rubbish that had been deposited under the road bridge at the junction of the Trent & Mersey Canal and Wardle Canal. Boaters approaching the locks from the Trent & Mersey at the end of the day commented that it was like arriving at somewhere totally different from what they were used to. A great example of IWA branches working together with both local canal societies and CRT.

Work Party at Falling Sands IWA Birmingham, Black Country & Worcestershire Branch’s monthly work party on the Staffordshire & Worcestershire Canalon Wednesday 14th May saw a good turnout of volunteers returning to Falling Sands Lock, just south of Kidderminster, to finish the painting on the footbridge across the tail of the lock. As well as completing the footbridge, one volunteer litter picked along the towpath between Falling Sands Lock and the railway viaduct above Falling Sands Bridge, collecting four bags of litter. On

discovering that the Himalayan Balsam growth was well advanced in this area, other volunteers decided to make a start on clearing that and made a good start around the lock. Himalayan Balsam will form the focus for the next two monthly work parties in this area, meeting at Falling Sands Bridge on 11th June and 9th July.

Work Party at Brindley Bank, Rugeley

On 16th May fourteen volunteers joined IWA Lichfield Branch’s work party at Brindley Bank on the Trent & Mersey Canal in Rugeley.

CRT’s Barry Keight was there to support the work party with a welfare van, supply truck, cement mixer and the rest of the gear

from the branch’s extensive ‘wish list’.

Lots of work was completed over the day. The bricklaying team built the canal wall to within one brick height of the level needed, the aqueduct and ‘Bloody Steps’ railings were painted by a second team, one of the steps which has been wonky for years was straightened, undergrowth was cleared, grass cut and litter picked. At the next work party the volunteers should be ready to complete the wall with blue heritage bricks to match up to the existing heritage wharf, and give the railings a second coat of paint.

This was the first work party planned as a new venture between IWA North Staffordshire & South Cheshire Branch, CRT, Congleton Town Council, Congleton Sustainability Group, Cheshire East Council and Northern Rail as part of a broader project to enhance the whole area around Congleton Station and the canal. It is hoped that this will encourage use of the canal as it becomes a more attractive destination for boaters, cyclists and walkers, visiting the local town or using the railway station.

With endorsement from those volunteers who supported the idea of further work parties, further dates are planned in what is expected to become a new series of regular work parties working along the Macclesfield Canal between Congleton Wharf and Buglawton.

London WRG Volunteers on the Chesterfield Canal Fourteen volunteers from IWA’s Waterway Recovery Group

London Regional group spent two days, from the 31st May -1st June, working on the Chesterfield Canal at Staveley. The aim of the weekend was to build part of a retaining wall, on the section of canal below the Staveley Town Lock using concrete blocks. Volunteers laid over 100 blocks during the weekend as well as adding brickwork sections for drainage. The dig was a great opportunity for London WRG’s experienced volunteers to refresh their bricklaying skills whilst other volunteers got the chance to learn new skills.
