Welcome We are delighted that Watford was chosen by The Inland Waterways Association to host its annual celebration of the nation’s inland waterways. The Grand Union Canal through Watford forms a small part of the 145-mile route from London to Birmingham. It is Britain’s longest canal and passes through rolling countryside, industrious towns and peaceful villages – and our very own Cassiobury Park here in Watford. Cassiobury Park was recently voted the nation’s third favourite park! It is described in The Shell Book of Inland Waterways as ‘one of the loveliest sections of canal so near a town anywhere in Britain.’ Watford is the largest and most significant town centre in the county of Hertfordshire. We are a free standing town - but situated very close to London, within the M25 boundary and connected by mainline railway and London Underground tube. Our significant regional role is particularly impressive given the compact nature of the borough. The borough of Watford offers a wealth of places for you to visit. We have the only producing theatre in the south east, in a splendid refurbished Edwardian setting – Watford Palace Theatre; a top quality entertainment venue with world renowned acoustics – Watford Colosseum; a regional shopping centre intu Watford; and an annual arts festival, featuring exciting performers from across the globe. Nearby we have one of the UK’s top visitor attractions at Warner Bros. Studios in Leavesden, where you can see ‘The Making of Harry Potter’ studio tour. I would like to welcome everyone to this year’s National Festival and Boat Show at Watford and say how honoured I was to be asked to be Event Chairman. I have been involved in Nationals, wearing one hat or another, since 1977 at Reading and have always been amazed at the professional way the event, which is entirely built and manned by volunteers, is put on every year. The event simply could not happen without the 18 months of hard work and planning which goes into it. The time put in by IWA members over this period, as well as the total commitment to the success of the show, would put many ‘professional’ organisations to shame. During the build up to the event, a small army of Waterway Recovery Group (red shirts) and IWA volunteers (blue shirts) take over the site and transform it into a professional show ground so that the waterways trade can come and show their wares – from boat builders to interior designers, rope makers to engine parts – a shop window of the waterways to the general public. After the show they are still here to remove the site and clear the litter. Two weeks after the show closes you will not even know it had been here. I have to pay tribute to this army of ‘doers’ who give up their time to make this event possible every year. Well done. This event, being on the outskirts of London, has the potential to be one of the most successful for years because of the access available to not only local residents, but those from further afield using the Metropolitan Line. Given good weather we should expect thousands to attend over the three days and create both a fun atmosphere with the entertainments and craft stalls as well as the serious boat trade to showcase their goods and services to the public. I do hope everyone has a great time at Cassiobury Park. My only regret is that the railway could not have been extended for the weekend to connect the Show Site to the canal and car park. That would have been fun!

Welcome As National Chairman of The Inland Waterways Association (IWA) I would like to welcome you to our 2013 National Festival in Cassiobury Park, Watford. Our Festival is an annual event which moves around the country to promote and support the inland waterways. Thank you Watford for hosting the event in 2013. In late April I passed through the site by boat on a delightfully sunny Sunday morning. Families were out in force and as we passed through Iron Bridge Lock many of them came to see how the lock worked and to help us on our way. Boats bring colour and vibrancy to our inland waterways and the spectacle produced by the boats at the Festival on the Grand Union Canal will add to the enjoyment and excitement of the Festival weekend. Whilst boats are an important part of the waterways there are many other ways to enjoy them for example walking, fishing and even just sitting by them and watching the world go by. The relaxed pace helps bring a different perspective to life. IWA believes strongly in ‘Waterways for All’ and wants to see all users get the maximum from them. Children very much enjoy the waterways but they need to understand that they must be treated with respect. At the Festival we offer through Wild over Waterways (WoW) an opportunity for children to both enjoy themselves and to learn in practical ways more about our waterways and how they work. I hope many families will take advantage and that as a result the waterways will develop many more young enthusiasts. IWA has been fighting to protect the interests of our canals and rivers since 1946. There has been much to do so that the public can enjoy the network

available to us all today and IWA has worked tirelessly and effectively to ensure the future viability of the waterways. We will continue to do so and welcome your support to achieve our objectives. Festival Highlights
The annual celebration of the nation’s inland waterways is coming to Watford this summer with hundreds of beautiful boats and attractions for all the family to enjoy. The Waterways Festival is being staged at Cassiobury Park, Watford from Friday 19th to Sunday 21st July 2013. It is a great day out for all the family, so come on down to meet the people who are passionate about our wonderful waterways. Run by volunteer supporters of The Inland Waterways Association, the three day Festival expects to attract thousands of people and promises family fun and entertainment beside the Grand Union Canal and beautiful open park land.
The Grand Opening We are delighted that The Mayor of Watford, Dorothy Thornhill, will officially open The Waterways Festival at the Spotlight Stage on Friday at 1pm. IWA National Chairman Les Etheridge, IWA Festivals director Ian West and this year’s Festival chairman Michael Stimpson will also welcome visitors to beautiful Cassiobury Park and the Festival will then be declared open. Beautiful Boats Around 400 boats, many decorated, will line the water’s edge, with a number of historic working boats on display. 8
Fun for Children Children are well catered for with Wild over Waterways (WoW) activities including bricklaying, toy diggers and a chance to complete their own WoW Passport at the event. Pick up your WoW passports at Passport control. A Victorian Fairground will offer traditional rides for children. There’ll also be water zorbing, boats for children in their own pool, Sheridan the Robotic Sheepdog and Robin with his close-up magic. Learn to Drive a Digger on the Waterway Recovery Group Stand! WRG volunteers will be running 15 minute FREE ‘learn to drive a digger’ sessions for children and adults. See page 18 for details. Shop ‘til You Drop! A great range of exhibitors are anticipated so whether you’re interested in boats and fittings or just wish to browse the many speciality stalls, including clothing, crafts, jewellery and food and drink, the choice is extensive.

Music and Dance We are particularly pleased to present both amateur and professional entertainers from the local area. These include The Phoenix Morris side, the squire of which is our very own festival chairman, Mike Stimpson. The pupils of Dan Tien Performing Arts School and Rise Studios will perform on our Spotlight Stage and The Daughters of Hathor belly dance troupe are set to dazzle. To complete our local line up we also have the excellent Phoenix Jazz band. Chucklefoot Look out for this international street entertainer on the Spotlight Stage. He is a colourful one man band outfit comprised of Banjo, Harmonica, Kazoo, Bass Drum, Tambourine, Cymbals, Dancing Dolls. He also plays the Ukelele, Guitar, Melodeon, Penny Whistle, Teapot and many other weird and wonderful items.....including the Musical Saw!
Sunday Service Christians Across Watford will hold their annual open air service in the middle of the festival themed around ‘the feast’. Many local churches are taking part and looking forward to the chance to come together in this unique way. We are expecting hundreds of people to join the congregation for this unique occasion. Don’t miss it. Vibrant Craft Workshops There is a vibrant mix of heritage and modern day crafts for people to try at this year’s Festival. From painting traditional roses and castles or making your own fenders, knitting or decorative rope the courses have been specially designed to appeal to those who wish to learn more about the traditional crafts of the inland waterways. The Canal in Watford By Michael Stimpson
Many people who live in the Watford area know that we have a canal. Rather fewer of them know much about it, beyond being a pleasant place where you can sit on the towpath watching the wildlife, the passage of pleasure craft and the occasional freight-carrying vessel. It is somewhere to find peace and tranquillity, ideal for fishing or walking.

The Industrial Revolution could never have started without a cheap and efficient method of transport. Canals were the answer and within a generation a maze of inter-connected man-made waterways was serving most parts of England and Wales. These early navigations made it possible to move goods to London from the Midlands. Originally, the only route was via the Oxford Canal and the Upper Thames. Parts of the canal wandered around the contours of the hills, avoiding expensive tunnels, embankments or heavy concentrations of locks: cheaper to construct but adding many wasteful miles to the overall distance.
But what about its history? Why is it there and when was it built? Long ago, it was the M1 of its day, shifting huge quantities of cargo between Birmingham and the Midlands and London. In the early years of the 19th century, and originally known as the Grand Junction Canal, it formed part of a national transport network. An important feature of the first Industrial Revolution, it moved raw materials and distributed the subsequent finished products throughout the country and via our coastal ports to a worldwide market.
Fully completed in 1790, the Oxford Canal connection between Birmingham and London (via Fazeley, near Tamworth, and Oxford) was 248 miles. Even as it was declared open, plans were being formulated for a much more direct route. Of various projects considered, the successful contender was the Grand Junction, proposed in 1791. Running from the tidal Thames at Brentford on the outskirts of London, it formed a link with the Oxford Canal at the village of Braunston in Northamptonshire. The distance by water from Braunston to Brentford was slashed to 70 miles, compared with the previous 154 miles via Oxford.
Canals were first built in Roman times, but it was not until the Duke of Bridgewater promoted a waterway to carry coal to Manchester (opened in 1761) that ‘Canal Mania’ started.
This second generation variety of canal, using a more direct line, was more expensive to construct but offered a far quicker journey for boats.
In the Watford area there were two possible routes proposed. The original line surveyed by James Barnes and later William Jessop passed close to Harrow while the other went via Rickmansworth and Uxbridge. An early intention was for the main line to run west of Watford with a branch-line into the town. Alterations to the route rendered the branch unnecessary. Watford landowners, the Earl of Clarendon and the Earl of Essex agreed to the canal passing through their estates, so avoiding the cost of a tunnel at Langleybury and an expensive flight of locks just north of Rickmansworth. Essex received £15,000 in compensation for use of his land at Cassiobury Park while £5,000 was granted to Clarendon for Grove Park. Both peers imposed requirements for ‘landscaping’ on their respective properties: hence the ornate ‘prettified’ bridges and exaggerated sharp bends to be found in the two locations. There was a wharf for loading and unloading goods at Cassio Bridge and a coal wharf at Lady Capel’s which was just outside the London Coal Toll boundary, resulting in coal being delivered by cart at a reduced cost to properties in Watford. South of Watford, John Dickinson built his third paper mill at Croxley. The unloading wharves here were only demolished in recent years when the area became a new housing estate. In addition to through traffic, the canal served local sand and gravel quarries. These deposits resulted from an ancient course of the Thames as it flowed towards its junction with the Rhine (long before the English Channel had been formed).
The concept of the Watford Branch of the canal was replaced by an Act
passed on 2 June 1795; instead a line to St Albans was authorised. In spite of strong support from the Earls of Clarendon and Essex and the St Albans Town Council, the Grand Junction Canal Company eventually scrapped this plan on grounds of cost and invested in a railway instead.
The Grand Junction Canal was opened to traffic between Brentford and Hemel Hempstead in 1797. By September 1800, the southern section had reached the Northamptonshire village of Stoke Bruerne. Here, for several years, goods had to be transferred to a tramway over
Blisworth Hill. Finally, in 1805, the 3,056 yards-long Blisworth Tunnel was completed and the new waterway linking London and Birmingham became fully operational although there were also problems with the crossing of the River Ouse, just south of Stoke Bruerne, which were not finally resolved until 1808. The Grand Junction was merged into the newly formed Grand Union Canal Company in 1929. Other canals involved in this major undertaking included London’s Regent’s Canal, the Napton & Warwick and the Warwick & Birmingham Canals. Now there was a direct link on a single company’s water between Birmingham and the Black Country and the London Docks. Determined to turn their assets into a profitable concern, the G.U.C.Co. began, in the 1930s, a programme of building the biggest fleet of longdistance cargo narrow boats that English canals had ever seen. By 1938, various shipyards had constructed no fewer than 372 boats. Working as one motorised vessel towing its un-powered ‘butty’, this resulted in 186 pairs. 106 of these craft, all with wooden hulls, were launched at the Rickmansworth yard of W.H.Walker & Bros. Ltd. The site is now a Tesco supermarket.
With competition from rail and road the Grand Union was never destined
to regain its former status as a major goods carrier. After Nationalisation in 1948 commercial traffic on waterways in Britain was a sorry tale of mismanagement and decline. However, as recently as 1981 there was still a regular trade in transporting lime juice by narrow boats between Brentford and Rose’s works at Boxmoor. Today, remaining traffic include coal and gravel and so a tradition that began more than two centuries ago is still just surviving. The work of The Inland Waterways Association (founded in 1946) and other bodies has resulted in a comprehensive regeneration of the canal and river network. Now, our local waterway, the Grand Union Canal is an important leisure resource bringing pleasure to thousands and jobs to hundreds of people. Hire boat bases, boat yards and marinas all make a valuable contribution to the economy. No longer is ‘Canal’ something dirty and unmentionable as it was seen frequently to be in the 1950s. We have come a long way on the water.

Waterway Recovery Group Volunteers restoring the canals! Waterway Recovery Group had its origins in waterways restoration working during the 1960s, but formally came into being in 1970. The aim was to be the coordinating force, not centred upon any individual project but backing up and assisting local groups on any worthwhile restoration project. Since then considerable knowledge and experience of restorations methods have been built up. WRG has helped restore many derelict waterways throughout Britain - one of WRG’s largest projects has been the complete rebuilding of the four Frankton Locks and the three Aston Locks on the Montgomery Canal, which passes through the spectacular Welsh Borders. Other projects include the construction of Over Basin on the Herefordshire and Gloucestershire Canal and more recently the restoration of Droitwich Barge Lock in the Midlands. Thanks to the hard work of the volunteers, many canals have been reopened, while others are well on the way. Many more have not yet reached that stage - it is up to us, the volunteers, to demonstrate what can be done. We are not only doing useful work - and there is plenty left for us to do - we are also helping to convince those with the money (like the local authorities, and the National Lottery funds) that canals are worth restoring.
Canal Camps Waterway Recovery Group runs week long canal restoration holidays called ‘Canal Camps’ and weekend digs for volunteers aged 18
between 18-70. No two canal work-sites are ever exactly the same - every canal has its own distinctive features, and canal builders used whatever building materials were available to hand. Combine this with the many different jobs involved in restoring a canal, and you will find that Canal Camps offer a wide variety of different types of work. This year over 400 volunteers will be spending the year restoring locks, repointing damaged brickwork, constructing landing stages, rebuilding towpaths and reprofiling sections of canal on various restoration projects across England and Wales.
WRG activities are a great experience for anyone who loves being outdoors and enjoys meeting new people from different backgrounds and of different ages. They also offer you a fantastic chance to learn new skills such as bricklaying, stone walling, machine operation and restoration techniques. WRG volunteers will be running 15 minute FREE ‘learn to drive a digger’ sessions on the WRG stand from 11am-1pm and 2-4pm each day. Kids (and adults!!) are welcome to come along and try a few fun digger games or just sit in the cab and have your photos taken. Big thanks to Hewden Plant Hire for donating a 3t excavator for the duration of the festival!
WRG in Action this weekend! WRG volunteers are helping restore Lady Capels Bridge (Number 163) on the Grand Union Canal. The bridge is a grade 2 listed bridge desperately in need of repairs and repainting. Currently staff from the Canal & River Trust are removing the damaged paintwork and preparing the site for Waterway Recovery Group volunteers to come along and restore the bridge back to its former glory! Work will include repointing and repairing damaged brickwork as well repainting the bridge in a white, breathable paint.

“We are really pleased that we can help restore this iconic bridge in Watford as part of the Waterways Festival celebration of the Grand Union Canal. This is the second time we have worked with the Canal & River Trust on a bridge restoration and this is a great project to demonstrate the work we do as a volunteer organisation.” The works will take place over the weekend of the Waterways Festival and will involve a team of 15 volunteers, all of whom are skilled in heritage restoration and bricklaying. Members of the public are invited to come along during this time to find out more about the works, chat to volunteers from WRG and staff from the Canal & River Trust and learn more about the history of this bridge!

Harry Potter A noteworthy employer in the town is the Warner Bros Studios; housed in a former aircraft factory, where eight of the largest-grossing films of the past decade came to life. The Harry Potter series, based on the novels by JK Rowling, have captured the world’s imagination. A £100 million expansion programme created a permanent European film production base for the company. As part of the redevelopment, by prior booking, visitors now have the opportunity to tour several of the original Harry Potter film sets and see many things the camera never showed. History The town centre is home to Watford’s oldest building - the Church of St Mary, which has elements dating back to the 13th century. The similarly Grade 1 listed Holy Rood Church, also in the town centre, was designed in the late nineteenth century by the eminent architect John Francis Bentley, who also designed Westminster Cathedral. Watford is a prime destination for shoppers. The High Street has all the

Festival of London Waterways 2013 The Festival of London Waterways is IWA’s invitation to come to the capital in 2013 and discover the city from a waterways perspective. Ownership of a boat is not necessary, although at London hotel prices this may be an advantage. All that is needed is an interest in the waterside environment and a desire to get outside. In addition to all of the normal and well known attractions of London, there is a quieter, more secretive view from the waterways.
IWA’s invitation is to come; to attend; to watch; to experience, to participate - whatever level of involvement is wanted it can be found in the vibrant and varied nature of activity that exists on the waterways of London. St Pancras Cruising Club are hosting a series of discovery cruises for boats around the waterways of London. Waterway Recovery Group runs week long canal restoration holidays called “Canal Camps” and weekend digs for volunteers. We travel the country in our bright red vans carrying out canal restoration work from Lancaster in the north to the Wey and Arun Canal in the south, all the way across to the Swansea Canal in Wales and back again to the Chelmer and Blackwater Navigation in Essex.

IWA Campaigning & HS2
IWA campaigns and lobbies for support and encourages public participation in the inland waterways. The Inland Waterways Association’s vision is to see a widely-appreciated and well-maintained network of inland waterways available for the benefit of all. We are therefore constantly campaigning to achieve this in a number of ways. As a part of this we often undertake campaigns to work on specific issues that have or may in the future have a real impact on our inland waterways. Campaigns focused on HS2 and Himalayan Balsam are currently our largest, alongside our ongoing work to achieve our vision of appreciated and maintained waterways. IWA is organised into 33 local branches covering geographical areas across the country, through which volunteers coordinate activities locally, as diverse as policing planning applications likely to be detrimental to the waterway corridor, providing engineering expertise to local waterway societies, raising money for restoration schemes and educating the public on the value and benefits of their local waterways.

HS2- The Waterways View… ‘HS2’ is the high speed and high technology railway planned to run from London on a new route up to Birmingham, and as part of a second phase from there north west to Manchester, and north east to Leeds describing a rough ‘Y’ shape on central England. To achieve and maintain the high speeds, the route is made up of more gentle gradients and sweeping curves than our existing railways, with fewer stations; 4 on the London - Birmingham route, 3 on the Birmingham - Manchester route, and 3 on the Birmingham - Leeds route. The project has been in detailed planning since its formal announcement in 2010, and is politically controversial. Britain, it is claimed, has moved from a leader in railway development to a laggard, and is missing out on economic benefits such as quicker journey times and increased freight capacity as a result. The first part of the route up to Birmingham was announced in January 2012, and the second part to Manchester and Leeds in January 2013.

Our position on whether or not Britain needs a high speed railway is neutral; others have to make those decisions. However, as the route marches out across the countryside and waterways of England, our mission demands we engage with those responsible for approving, planning, engineering and operating the system to ensure that, on balance, our waterways get a fair deal.
The initial preferred routes from Birmingham to Manchester and Birmingham to Leeds (together ‘HS2 phase2’) were announced by the Department of Transport in January 2013, and a consultation is scheduled for late in 2013. IWA will respond to this consultation.

IWA in Action - Get Involved!
In the first half of 2013, IWA recorded 642 volunteer days worked at our work parties! There’s a huge range of ways in which you can volunteer with IWA. Whether you are a lover of all things practical or think your time is better spent inside there will be something to suit you.
IWA canal clean-ups
and work parties are at the heart of what our volunteers do. IWA Branches arrange these events across the country and throughout the year, with like-minded people gathering together to have a good time and make a visible difference to our waterways. Work can be carried out on the towing path, waterway or both with tasks including litter picking, vegetation clearance, lock painting and pulling items from the canal – as you can see there’s something for everyone! Equipment is provided and volunteers are asked to wear strong shoes, old clothes and to bring waterproofs. Tea and coffee is often available but a packed lunch should be bought if you intend to be out for the whole day.
The benefits of work parties
are many. The physical work improves navigable waterways, but it’s also an opportunity to get new people involved. A work party is a great place to make new friends, discover your local waterway and get out in the fresh air and have some exercise.

Case Study: Last summer IWA Chiltern Branch volunteers helped control the spread of Himalayan Balsam by spending a day clearing the plant from a Grand Union side pond. They spent a morning volunteering alongside Canal & River Trust staff near Lock 44 on the Marsworth flight. Some of the plants were over 2 metres tall! The Branch is returning on 24th July to carry on the good work at Marsworth so why not come along and help!

Overstaying Mooring in the London Region
Demand for residential mooring in London has always been high.
proposal we advocated a new regime of mooring in London based on a mixture of greater enforcement and self-regulation where this can be achieved.
In recent years there has been a growth in the numbers of “continuous cruisers” staying within a narrow geographical area near London to the extent that visitor moorings are now virtually saturated.
We are now working closely with Canal & River Trust, other groups, such as Residential Boat Owners Association, and local residents to find a solution.
The combination of the lack of affordable housing and the better employment prospects in the south east means that this problem is likely to get worse unless action is taken. To try and stimulate a debate on this issue and to help find a solution to the problems the London Region of IWA produced ‘A Proposal for Reducing Overstaying Boats in the London Area’. In the
