elcome to the September edition of Meridian Cuttings which, in line with the year we are enjoying, is something of a ‘historic’ issue. By the time you read this the Olympics will have passed into history but, with its legacy still in the melting pot, to keep you focused on how the IWA can influence the outcome, Roger Squires shares some wonderful photographs he took from the Thames Cablecar, launched in June, and during his visit to the Olympic Park in July - see page 13.

Although the summer took a long time to arrive and it may be cooling off again now, don’t forget there are still waterways events which need your help and support: South London will be taking its Waterways Game and sales stand to Eltham, The Angel Festival (North & East London will be there too), the Mayor’s Thames Festival, Lambeth Country Fair and The Great River Race at Ham. There’s Wendover’s Walk an Arm’s Length and The Slough Canal Festival. So wherever you are, you can make the IWA’s presence felt by lending a hand - see pages 5, 6, 7 and 15.

Your Committees need you! South London needs a Treasurer and both branches need more Committee members - if you can spare some time in convivial company every couple of months do please contact Alan or Tim.

A View from the Chair From The Region Chairman, Paul Strudwick I have been your Region Chairman for nearly a year now. A lot has happened in that time and I have enjoyed getting round to meet you all at branch meetings. We have seen the launch of the Canal & River Trust in July and have run a successful campaign to keep Commercial Road Lock and hence a safe passage for boats going to and from the Lee during the Olympics. The Region has also made a number of donations including two of £500 one to the Wendover Arm Trust and the other to the Chelmer and Blackwater Navigation.

Some people have said to me “isn’t IWA redundant now that the C&RT has been formed and are going to run the waterways”. They have even suggested that IWA has become C&RT’s lapdog. My answer is always NO. We are hopefully looking at the end of the beginning of our long campaign for a national waterways trust but there is a long way to go. The presence of boats makes navigable waterways distinctive and attractive to a wide range of users.

We believe that effective maintenance of our waterways for navigation is fundamental to encouraging leisure use by the widest range of people, including users of both the waterspace and the bankside. Navigation requires the maintenance of navigable depth to set standards, both for safe passage of boats and to promote the establishment and conservation of aquatic life, together with the maintenance of a stable bank and towpath so that all users can benefit from safe access to the waterways. WE will continue to campaign to maintain and improve access to all waterways. London Region is a large area and we have a number of campaigns going on. A few examples might give you an idea of what we are doing. To the west of London we have a continuous campaign to ensure the Slough arm is dredged to allow broad beam boats to get to Slough. In the north we continue to support the Wendover Trust raise money to carry on the restoration of the Arm - particularly important this year as they have had to cancel their main fundraising event due to the Diamond Jubilee. Out in the east we continue to maintain and run IWA’s only waterway the Chelmer and Blackwater Navigation. This is a continuing demand on volunteers’ time but allows us to show how a charity can run a canal.

Finally in Central London we are supporting C&RT in manning Commercial Road Lock during the Olympic Period. We need more help for this, and all our campaigns, so if you can spare a few hours a month please get in touch with your branch chairman or with me.

From North & East London Branch Chairman, Tim Lewis The branch was pleased to see that our Branch Secretary, Roger Squires, has been awarded a British Empire Medal in the Queen’s Birthday Honours List for his service to Inland Waterways.

Also, former branch member Beryl Windsor has been awarded the BEM for services to the Angel Canal Festival, which is held within the branch area (see page 6).

A number of branch members took part in the Thames Diamond Jubilee Pageant on 3rd June. It was a very well organised event unfortunately let down by the weather on the day!

All praise must go to Andrew Phasey and his team from St Pancras Cruising Club (SPCC) for the organisation of the narrowboat section, which included carrying out rehearsals over the weekends leading up to the event.

Branch members also attended the main launch of the Canal and River Trust at Camden on 12th July, the IWA is currently considering impacts of this new organisation on the IWA’s current ways of working. The branch is concerned that the C & RT had shown little commitment to holding User Group meetings.

At the time of writing the main Olympic Games are over with mixed reports on the working of the Olympic Transit arrangements. Branch members reported significant transit delays because of Olympic Security Guards’ shift patterns, although the SPCC cruise to Barking Creek went off without incident. We were concerned that the middle lock at Camden was being locked without consultation on this.

We are awaiting a formal invite from the ‘harmony’ consultants employed by C & RT to enter into dialogue on the problems of illegally moored and overstaying boats on London’s waterways.

The branch has recently made a £500 donation to the Wendover Arm Trust ‘Block Aid’ appeal.

The branch recently supported a Waterways Fun Day at Laburnham Boat Club which created considerable goodwill but, as with many events over the summer, suffered from the rain!

The branch continues to hold monthly social meetings at the Pirate Castle in Camden.

Tim North & East London Branch Chairman Note from Ed: Sincere apologies for the omission of Tim’s item in the last edition - it got lost in the ether in all the excitement of the Jubilee Pageant!

From South London Branch Chairman, Alan Eggby So far this summer the branch stand has raised over £700 from events, a large proportion of this from Eric Garland’s stand at Little Venice, for which we thank him. Alan Furber has now moved and attended his last Committee meeting in May. This has left us with a very small Committee, which urgently needs some new faces. So far, we have had no offers to take on the post of Treasurer from next March.

Branch social meetings restart in September and continue to November. This year we have moved the annual Dinner to January, to avoid the busy pre Christmas period after last year’s long wait for service. Therefore there will be no branch social meeting in January 2013.

SLOUGH CANAL FESTIVAL: 8th/9th September Middlesex Branch is covering the role of Harbour Master, taking their sales stand and providing support to The Friends of Slough Canal, who are working in partnership with Slough Borough Council to organise this year’s Slough Canal Festival.

They are inviting all other London Region members to bring their boats to the festival too, as by having more boats at the event we can demonstrate to the Canal & River Trust that this is a used part of the system and that the proposed dredging MUST go ahead.

IWA with London Walks Programme Towpath Walks Group is looking for volunteers to guide small parties of walkers on short walks along the towpath of the Regent’s Canal (and elsewhere).

This introduces newcomers to the pleasant world of waterways - which most outsiders don’t realise is here! It is also a good way of recruiting new members to the IWA and an excellent method of raising funds for IWA branches in London Region. No experience? South London Socials Our last social before the summer break was on 13th June, when Jeremy Batch, lock keeper at Limehouse, gave us a fascinating talk about the area around his workplace. He showed us by a series of maps how the Regent’s Canal Dock developed over the years, how the locks had changed, the changes to the Limehouse Cut and how the road pattern and industries had altered. When we next visit Limehouse Basin we should now have a better appreciation of our surroundings.

On 23rd June the IWA/Norbury & South London Transport Club party was about half the complement of passengers aboard the Kingswear Castle Paddle Steamer as it zigzagged around the Medway estuary visiting various jetties, wharves and creeks. We had good weather, with only a short shower - not bad for this year’s summer.

Our programme of socials restarts in September, as listed opposite. Our first speaker Richard Thomas - will be known to many of you and will be talking about the Manchester Ship Canal. Please come and support these meetings - we will be delighted to see some new faces - and some old ones as well!

Thames Tideway Tunnel Finalised proposals for the Thames Tideway Tunnel (the new name for the Thames Tunnel project) have been unveiled for a 12 week public preview. The plans are due to be submitted for scrutiny by the Planning Inspectorate early next year. This independent process will determine whether the project can progress to the construction phase, currently scheduled to get under way 2015/16. From Monday 16th July to 5th October 2012, details of the updated plans will be available on the Thames Tunnel Consultation website. Hard copies will be available at town halls in the 14 potentially directly affected boroughs. The project team has identified 24 preferred construction sites, from Acton in the west to Abbey Mills in Stratford, in the east. There the proposed 15 mile tunnel ... would join up with the Lee Tunnel, already under construction. From 13th July adverts publicising the revised proposals for tackling the 34 most polluting discharge points through central London will run in local papers along the proposed tunnel route, in line with the requirements of the Planning Act (2008).

100 Years of History Afloat

Ilkeston is a historic boat making the journey from the National Waterways Museum in Ellesmere Port, Cheshire to the London Canal Museum as a centenary celebration of her life on the waterways, and as a thank you to the London Canal Museum who have generously supported her recent restoration. Various celebrities are taking part in the event and she is due to arrive at the Canal Museum, near King’s Cross, on 23rd August.

Because of the length of this journey, Ilkeston is being towed by a relay of engine-powered boats crewed, in the main, by volunteers from the Boat Museum Society, at the National Waterways Museum, and Rickmansworth Waterways Trust.

About Ilkeston Ilkeston is a horse-drawn narrow boat, built in 1912 by Braithwaite and Kirk of West Bromwich as one of 24 iron composite craft ordered by Fellows Morton and Clayton Ltd. The construction used all riveted iron plate sides on forged iron frames and with an elm bottom. The boats were delivered between May 1912 and April 1914 at a cost of £190 each and would have been used for carrying general goods on the canal system.

Ilkeston was built at a time when engine power was beginning to replace horses. With no means of self-propulsion, Ilkeston was later used as a ‘butty’ and would almost certainly have been towed by steam-powered narrow boats like President and, later, the motor boats owned and operated by the company.

Heritage Boatyard The Heritage Boatyard Partnership brings together representatives from the National Waterways Museum, the Boat Museum Society, The Waterways Trust, West Cheshire College, and the National Historic Ships Register. Aims of the Partnership are to conserve the national historic collection of the Museum, and to establish a training and skills centre involving young people to work on the boats and, in the future, on non-collection working boats.

Ikeston’s restoration work has been carried out by the Boatyard staff, volunteers, and Heritage Lottery Fund supported Boatyard trainees.

National Waterways Museum The National Waterways Museum is operated by The Waterways Trust, a registered charity, and is home to the national collection of historic inland waterways boats.

The Museum is supported by, and works in partnership with, the Boat Museum Society who founded the Boat Museum (now the National Waterways Museum) and whose volunteer members are involved in all aspects of the Museum’s activities.

London Canal Museum London Canal Museum is an independent museum in the heart of London, located near King’s Cross station alongside Battlebridge Basin, Regent’s Canal. The building is a former ice warehouse with two large commercial ice wells preserved below ground so, in addition to telling the story of London’s canals, it also tells the story of the Victorian trade in natural ice from Norway that once kept London’s food cool. The Museum is active in education, offering a range of programmes to schools, and activities for families. There are regular evening talks, towpath walks, and other special events including tunnel boat trips in summer.

Rickmansworth Waterways Trust Established in 1991, Rickmansworth Waterways Trust is a Heritage Education Charity serving the community near Rickmansworth in SW Hertfordshire. In supporting the journey of Ilkeston they are meeting one of their main objectives, being to allow people to experience and understand the heritage of the waterways and the boats and people who made them work.

The Route through London Ilkeston will be horse-drawn through London on the last leg of its journey. The route is through the outskirts of Regent’s Park, Camden Locks, St. Pancras, to King’s Cross and is due to arrive at the Canal Museum at 13:00 where the broadcaster Kate Adie will officially welcome the boat to the museum for its month-long stay.

The Regent’s Canal Two hundred years ago, on 13th July 1812, the Regent’s Canal Act received the Royal Assent.

The Regent’s Canal was seen as part of a major new highway for freight between London Docks, north London and the Midlands, and a big improvement on the old route via the Oxford Canal and the Thames.

John Nash, the architect, is famous for his work on Buckingham Palace, Regent Street and Regent’s Park. He was also a driving force in promoting the Regent’s Canal. While his bust looks south from his All Souls Church, down the length of Regent Street, he is very well remembered for working with James Morgan, Thomas Homer and others to overcome all sorts of problems to get the Regent’s Canal approved and built. Although the canal took a further eight years before it was fully opened, 1812 is a key date in the story.

Tercentenary of Newcomen’s Engine In September this year it will be 300 years since Thomas Newcomen invented the atmospheric engine which bore his name.

Initially used in the West Midlands - and subsequently throughout Britain and Europe - to pump out water from deep mine workings, it heralded the start of the industrial revolution. The coal thus produced was the main cargo carried on canals.

Newcomen’s engine was only replaced when James Watt improved it in 1769.

Watt’s design did not eliminate Newcomen engines immediately, however. Watt’s vigorous defence of his patents resulted in the desire to avoid royalty payments as far as possible. The expiry of the patents led to a rush to install Watt engines in the 1790s, and Newcomen engines were eclipsed, even in collieries.
