Metamorphosis Oscar Wilde wrote, in his book The Picture of Dorian Gray, that “Every little action of the common day makes or unmakes character.” Within our current situation, life as we once knew it has effectively been put on pause, and perhaps with it, our sense of place and purpose in the world. While each daily action or inaction may feel like a repetition of the mundane, we are reminded through the words of Oscar Wilde, that we are not without effect or influence and that every small occurrence shapes our own growth or regression.

Time may feel as though it is standing still and yet spring is upon us, serving as a visible reminder of the constant state of change that we are in as our lives move forward to the rhythm of nature and time. Each day, we determine what that looks like, in the smallest or largest of ways, by how we handle the difficulties we face and, in turn, how we impact the world around us. We are in a unique period of metamorphosis.

A new dawn will be coming. At some point, we will pick up from where we left off, as best as we are able, and we will resume many of the activities we engage in from before. The world will start over again.

But when it does, will we be more sensitized to each other because of what we’ve experienced together and apart? Will we see our humanity in a different light? Will we treasure and cherish that which we still have before us? The answers to these questions are individually determined but the manifestation of their responses will shape whether we remain within our cocoons or choose to rise above the struggle of transformation and fly.

Dramatic school changes proposed

A proposed referendum project would consolidate the Wausau District’s 13 elementary schools into seven K-4 sites A new proposal for the Wausau School District would drastically revamp its 13 elementary and two middle schools.

District leaders presented the proposal to the Wausau School Board Thursday. The plan — slated for a referendum in November — calls for consolidating its 13 elementary schools to seven remodeled schools, and split the two middle schools into one for 5th and 6th graders, and the other for 7th and 8th graders.

Remodeling the elementary schools would cost $53.3 million, according to documents from the district. Remodels of the middle schools would cost another $31.6 million. But the district would also save $23.2 million on one-time deferred maintenance costs and $2.5 million on recurring costs following the merger, according to data compiled by the district. And it would save $17 million by not needing to modernize those schools.

According to a summary of the proposal, the referendum project would: • Remodel and merge the district’s elementary schools into seven K-4 schools (Stettin, Thomas Jefferson, South Mountain, GD Jones, Riverview, Hawthorn Hills and John Marshall). This means some schools, such as Lincoln Elementary, would be vacated.

• Remodel John Muir into school for 5th and 6th graders • Remodel Horace Mann into a school for 7th and 8th graders • Remodel Maine Elementary into a 4K–8th grade Montessori school • Remodel Franklin Elementary into a single alternative school site • Build a new environmental learning center at the school forest • Remodel Thom Field, adding a turf field, showers, concessions and increased parking • Address deferred maintenance and technology replacements across the district The plan also calls for updating the district’s curriculum to “reflect 21st century themes” and help prepare students for the jobs of the future.

Wausau School District Superintendent Keith Hilts says the proposal came out of the information gathered by the school district as part of a series of listening sessions he

and staff held with community members. Addressing the district’s school boundary issues were the number one thing they heard from residents. Safety and communication were next on that list. “We know the Wausau School District is a great district,” Hilts says, “But we want it to be even better.

That’s the purpose of this proposal.”

Data from the Applied Population Lab in Madison, a consultant the district hired, shows the student population decreasing in Wausau, as it is in a lot of places in the state. “We’re building something that’s the right size,” says the district’s Chief Finance Officer Bob Tess. “We think we found the sweet spot.”

Tess says because the district has been planning ahead, it should be able to borrow for the projects while still decreasing its property tax mill rate. “When need meets affordability that’s a recipe for a good referendum,” Tess says.

Board member Patrick McKee pointed out that under the proposed school reorganization, some students would attend four different schools before ever reaching high school.

The district will put out an information video in May to explain the proposal to residents, and develop the project with a lot of community and local leader input, including with a follow up survey. A task force will meet over the summer.

The full board would need to approve the final proposal

by August in order to schedule a referendum in November. Hilts said at a meeting Monday that an alternative proposal is also being developed and would be presented to the board in May.

Nine Mile Mountain Bike trails open this weekend

If you’re looking for some good news out of all this pandemic business, things are looking up: mountain bike trails will open on Friday, leaders of the local mountain bike club say.

Nine Mile Trail will open at noon Friday, May 1, says Aaron Ruff, President of the Central Wisconsin Off-Road Cycling Coalition. Before that, according to Ruff, the Ringle mountain bike trails will open at sunrise. The Underdown mountain bike trail in Lincoln County is slated to open as well, Ruff says.

Ruff says that with the county offices physically locked, but still open for business, riders should call ahead to buy their season passes for Nine Mile and purchase them over the phone.

There is no fee to ride the Ringle trails.

Dozens of downtown businesses could go under, River District survey shows

More than 50 small businesses in Wausau’s downtown are at risk of closing within the next two months, according to a survey conducted by the Wausau River District.

Those are the sobering findings of the Wausau River District’s report, The Impact of COVID-19, released last week.

According to the findings, 54 small businesses within the district are at risk of closing over the next two months as the pandemic and resulting lockdown continue. That number jumps to 104 over the next five months.

The survey question specifically asked how soon each business would be at risk of closing permanently if the restrictions continue. Of those asked, 4% would close in less than a month, and 33% said it was not a concern. Roughly half of the River District’s downtown businesses said they would close within one to five months.

Nearly 60% of businesses surveyed said their revenue had dropped by more than 75%. And nearly 75% of businesses laid off at least one employee. The survey also found that nearly 49% of small business employees in the downtown area are at risk of unemployment. The report says that business owners most need financial assistance and penaltyfree extensions on expenses.

Doctor suspended for attending rally faced online hate, vandalism

An Aspirus cardiologist suspended from his job for attending a rally in Mosinee decrying the Safer at Home order extension says he’s faced hate online and vandalism at his home.

David Murdock was suspended for a week without pay after attending the rally outside the IROW facility in Mosinee April 19, where hundreds gathered to protest the governor’s extension of the social distancing lockdown.

Murdock in a Facebook post says he received hateful comments the like of which he hasn’t heard since high school.

Someone also apparently spread feces over the front steps of his home, for which he filed a police report. “Nobody should have to put up with this evil,” Murdock says.

According to his Facebook post, Murdock told Aspirus administrators about his having attended the rally the following day, and was placed on leave.

He decided to take another week off using vacation time, Murdock wrote. Murdock says by attending the rally he was able to better understand the devastating effects of the coronavirus shutdown order.

Murdock agreed with the initial order, he says, but the number of cases have been few in Marathon County and in nearby counties, and Murdock believes that policies after the initial order should have taken regional variation into account.

Good week for: Ponderosa Motel will be gone soon ▲ The burned out former Ponderosa Motel on Grand Avenue is slated to be razed within a few weeks. Wausau Community Development Director Chris Schock says the motel would most likely come down by mid- or late-May. The city’s Community Development Authority earlier in the year sought bids to redevelop the former Ponderosa Motel and chose Emmerich Associates, which plans to build an eight-unit site for Pastika Guardianship and Independent Living.

The motel was gutted by a fire in 2015, and ultimately the CDA bought it after the county repossessed the property in a tax

lien. According to the negotiated terms approved by the CDA Tuesday, Emmerich will build an apartment building with a constructed value of at least $600,000, and work would be completed on the site by Dec. 31, 2021. The CDA is responsible for demolishing the site. Emmerich is buying the site for $10,000, according to the term sheet.

Emmerich is also working on buying the adjacent vacant restaurant property (former site of the Eagle’s Nest), and if so would construct a 16-unit building there.

The demolition is good news for southeast side neighborhood residents, who have long raised concerns about the dilapidated building.

Rental reality As more and more people look for apartment living, demand remains high around Wausau, especially for urban units like the soon-to-open Apartments at Riverlife.

Demand for single family housing remains strong in the Wausau area.

Demand for apartments is just as high, if not higher. In fact, despite all the new apartments and condos being built, there’s still a severe shortfall in Wausau, according to developers, landlords and officials interviewed by City Pages.

How severe? According to Chris Schock, the city’s Community Development Director, the city needs another 800 units to keep up with demand in the city, even though around 400 have been built in the past three years.

Studies the city commissioned, such as the Towers Study last year, also show the city lags in available rental units compared to peer cities. That’s especially true of housing diversity—meaning a variety of different types of rental housing— something that’s been a rallying cry from city officials in the past four years. Schock points out recent new projects such as Urban West, the townhouses on Third Street, and the new apartments in the former Sav-O supply building as examples of that type of building.

“Nationally, multi-family demand had been at record highs, driven by the two symbiotic demographic trends,” Schock says. It’s a two-punch trend happening at the same time: young professionals are starting families and buying homes later in life, and empty-nesters downsizing to urban options. Both sets are seeking smaller living space with the convenience of walkable amenities, Schock says.

But interest in downtown living is the strongest.

S.C. Swiderski, a Mosinee-based developer, is counting on that demand. The company has four buildings under construction right now, says Business Development Manager Jacqui Miller, including sites in Wausau and Marshfield. The demand is strong across the board, from both entry level rental prices to luxury apartments.

Located just north of the Wausau West High School campus, Swiderski’s 65-unit Urban West apartments completed last year have seen a mix of empty nesters and young professionals, Miller says. And many younger adults are staying in rentals longer these days, she says. The biggest demand so far has been from the empty nesters. A project soon being built in Weston offers luxury single-floor apartments, specifically aimed at empty nesters who told the company they prefer a single-level living space.

Higher-end apartment living is a trend the company is expecting to continue, Miller says. Swiderski plans to break ground on two more buildings, and possibly a third this year yet, and has 15 total projects in the works.

“Since the economic downturn of 2008, we’ve seen strong demand in multi-family housing,” Miller says. The demand in Wausau has tended toward luxury rentals, where in other areas it’s a mix. A project ongoing in Eau Claire, for instance, has a multi-building site with different price ranges all in one neighborhood — from price points ranging from $750 to $2,000.

Demand from suburbs to downtown Increasing the number of rental units is also a priority in Weston, says Planning and Development Director Jennifer Higgins. According to the Housing Affordability Report completed in 2019, nearly 60% of the total units in the Weston area were owneroccupied, leaving only 36.9% rental occupied units. (Nearly 4% of units were vacant.)

Higgins says there are three multi-family housing projects under review and development currently, and the village updated its comprehensive plan with more zoning availability for rentals. Two plans the village created — the County Road X Corridor plan and the Schofield Avenue Corridor plan — both call for more, and more diverse, multifamily housing units, Higgins says.

“As a village we have lots to talk about in regards to housing,” Higgins says “We have a definite need for more single family and multi-family housing options of all kinds.”

But many of those conversations will have to wait while Weston, like everywhere else, prioritizes the response to the pandemic.

Meanwhile, one high profile residential project has proceeded through the pandemic lockdown: Riverlife in Wausau, now in the final stage of construction, with a July 1 scheduled opening.

Special election for Congress

On May 12 voters will choose between a school board president and state senator Although the May 12 special election for Wisconsin’s 7th Congressional District is not between a challenger and an incumbent, it can almost feel like it.

Tricia Zunker, an associate justice with the Ho-Chunk Nation Supreme Court, and Wausau School Board president, faces an uphill battle running as the Democrat in this GOP-leaning district that covers much of northern Wisconsin. And she’s running against an entrenched northwoods Republican, State Sen. Tom Tiffany of Hazelhurst.

Tiffany has served in the state Senate since 2013, previously held a seat in the state Assembly for one term, and served on local governmental boards in Oneida County. He owned and operated Wilderness Cruises for 20 years, and also worked as a dam tender on the Willow Flowage.

Zunker and Tiffany both were traveling the northern half of the state on the campaign trail until the coronavirus pandemic hit and the state went into a lockdown in late March. What was a battle of car miles has shifted into one waged over bandwidth.

On that front, it seems Zunker is winning. She has outpaced Tiffany in sheer number of Facebook posts in April, as well as unique types and number of virtual events. Zunker has appeared on podcasts, used Zoom to host digital fundraisers, town halls, and major endorsements.

U.S. Sen. Tammy Baldwin appeared via Zoom video to offer her endorsement of Zunker. Dave Obey, the Congressman who held the seat for decades before retiring in 2011, appeared via Zoom video to help with an online fundraiser. Even New Mexico’s U.S. Rep. Deb Haaland, one of two Native American women sworn in last term as the first Native American women in Congress, sent in a video endorsement.

Zunker also has the endorsement of U.S. Sen. Elizabeth Warren, and has received support from native American tribes from Wisconsin and across the nation, both in terms of endorsements and financial support.

Though Tiffany hasn’t posted as much on social media, that might not matter.

(He did receive an endorsement from President Donald Trump via Twitter.)

Tiffany has severely outraised Zunker.

In the reporting period until March 31, Tiffany raised $1.2 million. In that period Zunker raised only $298,130, and had fewer total donations — 327 to Tiffany’s 709. And many of Tiffany’s donations were much bigger than Zunker’s, which makes sense since Zunker has stated her campaign won’t take corporate PAC money.

Tiffany has the endorsements of the National Rifle Association, the Club for Growth, and the U.S. Chamber of Commerce, among others. Former U.S. Rep. Sean Duffy, whose resignation for family reasons last fall prompted this special election, endorsed Tiffany over his Republican primary opponent, Jason Church.

Tom Tiffany A large number of donations toward both parties are now further obscured by online fundraising platforms — WINRED is the Republican version, and ActBlue for Democrats. Tiffany received $74,920 from WINRED, and Zunker received $23,962 through ActBlue. Tiffany’s biggest donations came from the Club for Growth Political Action Committee, totaling $19,302 through 14 donations. Zunker’s biggest came from the Democratic Party of Wisconsin, at $4,568.

There’s an ongoing debate among political nerds about what’s more important: energizing your party’s base or earning crossover votes. Both Tiffany and Zunker say that people in the 7 th CD tend to vote for the person more than the party. “I’m hearing from people who typically vote Republican or had voted so in the past few elections, who are picking up signs for me,” Zunker says.

That said, Tiffany is considered a solid conservative in a “safe” Republican district (thanks largely to 2010 redistricting that carved out Dem-leaning areas such as Stevens Point). He supports President Trump and avoids questions that relate to criticisms of Trump. For example, Tiffany did not offer comment when asked about Trump’s suggestion that sunlight and disinfectant might treat COVID-19 patients.

Instead, Tiffany is following the GOP’s national election playbook of criticizing and blaming China for issues even beyond the coronavirus.

Tiffany suggested one of his first priorities was to get tough on China, and wean the U.S. off its economic reliance on China. He pointed to intellectual property theft and poor handling of the coronavirus pandemic early on.

Zunker didn’t mention Trump by name much in our interview, but attacked some of his policies, such as his trade war with China. Zunker agrees there is a trade imbalance, but suggests

After announcing her campaign at the Eau Claire Dells last fall, her very next stop was to a ginseng farm in Edgar, where she met with farmers worried about Trump’s trade war.

Both Zunker and Tiffany said their first priority if elected is to focus on keeping Americans healthy and back to work safely following the coronavirus pandemic.

Beyond coronavirus, Zunker says health care is her top priority — solidifying protections for those with pre-existing conditions, taking on big pharma over drug prices, and ensuring affordable health care for all. She also wants to tackle rural internet access. While campaigning on the road she saw many areas of the state that struggle without broadband.

Recently, mining came up as a source of contention. Zunker submitted public comment at a county meeting in Oneida County last week over the first steps in creating a sulfide mine, something she says can cause irreparable harm to the environment.

Tiffany has not only supported legislation to open mining in Wisconsin, but he’s authored them, including the removal of the ban on metallic mining.

Tiffany says law allows for maximum local control. But direction to counties was quite clear, as Marathon County Corporation Counsel Scott Corbett pointed out: play ball, or we will remove that local control. An actual ban on mining, based on correspondence received from the state, Corbett said at the time, would be unlikely to survive a legal challenge.

The biggest point of contention between the two is the very thing that changed the nature of the race in the first place: coronavirus, and how it impacted elections.

Zunker says that last minute court decisions, prompted by Republican lawsuits, to hold the regular spring election on April 7 election in person was a huge mistake, forcing voters to choose between risking their lives or not voting. Tiffany counters that polling places had more protections than many grocery stores (he’s quick to point out that grocery stores have done a good job though).

Whoever wins the May 12 election will have just a brief campaign respite.

The seat is up again for the regular fall election in November.

The United Way of Marathon County is encouraging people to grow plants as a safe and solo volunteer opportunity. Simple seedlings can be started in your home with supplies typically already found in your kitchen or garage. Containers such as used egg cartons, paper cups, plastic food containers or water bottles can be used to start seeds. The United Way can send seeds to you while supplies last, such as lettuce, basil and other vegetables. In the summer, you’ll donate your plants to The Neighbors’ Place or Wausau Community Garden. State parks & forests update OPENING MAY 1 | WISCONSIN

Due to unprecedented crowds, litter, vandalism and the need to protect the health and safety of visitors and staff, the DNR previously closed 38 Wisconsin State Parks, Forests and Recreational Areas on April 10. To minimize overcrowding, the parks will reopen under special conditions on May 1, with State Park camping remaining closed thru May 26.

Restrooms are closed along with all other facilities including shelters, playgrounds, nature centers, concession buildings and more. Parks have pre-determined safety capacities and visitors may be denied entry into the park until existing visitors leave.

Most state parks and forests are open 6 am-7 pm daily, except on Wednesdays when they are closed for maintenance and upkeep. Annual park sticker or trail pass is required. Annual vehicle admission stickers $28 for vehicle with Wis. license plates, $38 without. Stickers are available to purchase with credit card 8 am-3 pm daily at 1-888-305-0398. Annual passes are not available to purchase on individual properties. Visitors must have an annual admission sticker adhered to their vehicle or proof of purchase for entry. Details at dnr.wi.gov.
