Landfill lamentations

Mosinee paper mill Expera wants to expand its landfill for paper waste, but residents are concerned about the potential for environmental contamination Dozens of Mosinee residents packed
the Marathon County Public Library’s Mosinee branch last week for a public hearing on a proposed landfill expansion on paper company Expera’s property. Their chief concern: the potential for environmental contamination. Several residents spoke at the July 19 meeting and some afterward spoke of gathering a petition against the expansion, which would accept paper mill waste, waste water treatment sludge and boiler ash from the Mosinee paper mill, and also take similar waste from the Rhinelander facility. The new landfill would be 15.9 acres—a new “cell” in Expera’s existing solid waste disposal facility. It would be accessed by the mill’s entrance at 100 Main St. in Mosinee, and involve about a mile of internal roads on Expera’s land. Residents at the meeting say they’re concerned about the landfill’s lining staying intact. Several said that they regularly feel the ground shake from nearby quarry blasts, and doubted a lining around the landfill would survive that kind of shock. They also worry about the landfill being less than 10 feet from groundwater and from bedrock. Ten feet is the minimum distance per DNR regulations, requiring Expera to request a variance. “When they [the quarry] blast, my knick-knacks fall off the wall,” says Marie Swita of Mosinee, who says she lives right across from the proposed landfill site. “I feel the blast three miles away. This liner won’t crack? Really?” Really, says Michael Ruetten, Vice President of GEI Consultants. His team measured the seismological activity from the quarry blasts and found it’s not the kind that would damage the liner. He pointed
out that of all the people talking about the quarry shaking their house, none mentioned cracks in their foundation. And the reason the landfill will be less than 10 feet from the groundwater or bedrock is because the company is planning for a larger-than-typical liner—a two-foot-thick clay liner to ensure water doesn’t leach out, says Andy Cychosz, environmental engineer for Expera. Furthermore, both the groundwater level and bedrock in that area is quite high. The DNR will review the public comments and those submitted in writing and will issue a decision within 60 days of Thursday’s hearing, says DNR Attorney Supervisor Cheryl Heilman. The DNR will accept written comments about the landfill through July 30. Meanwhile, Expera announced this week that the company was sold to Finnish firm Ahlstrom-Munksjo.
Weston commerce center developer asking for $8M incentives
The wetland permit was submitted this month for Weston’s proposed commerce center, which would bring three big box retail locations along with several ancillary retail, mixed use and residential buildings to the area east of Camp Phillips and near Highway 29. But now developers want $8 million in tax incentives to complete the project. Forward Development Group CFO Ron Henshue said the project, estimated to cost about $30 million to complete, would be a net loss for the development group without public assistance. “You won’t find a developer that will come in and lose $3 million on a project,” Henshue says.
Mosinee residents are concerned about Expera’s proposed new landfill built in an area where the groundwater and bedrock levels are unusually high, and near a quarry that often shakes the ground with blasting.
The village of Weston developed the vision for the commerce center under recently-departed Village Administrator Daniel Guild’s leadership in order to take advantage of what consultants called a regional retail hole east of the Wausau metro area. That process started in 2015 but has been slow going because of the high cost of the project, Henshue and other officials say. FDG Development Manager Dennis Steinkraus says the development group has three companies strongly interested in the three big box retail pads, and others also have expressed interest. Steinkraus couldn’t yet reveal who those retailers are. Members of the village’s Plan Commission asked Steinkraus about the decline of brick and mortar retail, and whether that would impact the new commerce center, but Steinkraus says retailers are retooling their stores and building new ones to have a heavy online pickup component. The commerce center would need the wetland fill permit approved by the DNR, which would happen in October. The

development group could start building the site, and close on properties by midto-late 2019. The first retail sites could be ready by late 2020, early 2021. The project also involves improving the Tax Increment Financing district to include the Camp Phillips site and the project itself, including a potential $98 million in other projects. Ehlers financial consultant Greg Johnson says that’s just a wish list of possible improvements that need to be identified in case the village wants to undertake the projects. The TIF district was underwater but as of this year no longer carries a deficit, Johnson says.

funds the CDA has at its disposal. Those programs include boosting the Live It Up home loan fund to improve the city’s aging housing stock, creating loan funds for transitional housing, and constructing additional housing for independent living for disabled residents in partnership with North Central Health Care. Community Development Director Chris Schock says the CDA will add $250,000 to the Live it Up loan fund, which provides loans to first-time homebuyers and offers forgiveness of the final year’s payments if the homeowner makes improvements on the house. The program is designed to encourage homeownership in the city and help improve the city’s housing stock. More than $467,000 has been loaned as part of the program, which started three years ago, Schock says. That has gone to 33 homeowners so far in houses with a combined $4.5 million value, Schock says. Another $250,000 will go toward transitional housing for the homeless, which local homeless advocates have identified as an important need in the community. And up to $1 million will go toward constructing housing for disabled adults. Riverview Towers, which currently provide housing to that population, has a nine-month waiting list with 89 residents on it, says Public Housing Manager Betty Noel. That latter project will depend on an outside group bringing a proposal forward, Schock says.
Hit and run driver facing charges
A Wausau woman is behind bars after police say she struck a jogger while driving and fled the scene. Josie Romero, 27, of Wausau faces charges Josie Romero of hit and run, causing great bodily harm. Police say she struck 22-yearold Molly Viehweg at the intersection of North First Avenue and Knox Street 12:31 pm Thursday, July 19. According to police reports, Romero fled the scene, returned but saw police cars and left again. Viehweg was taken to Wausau Aspirus Hospital with life-threatening injuries, police reports say. According to a GoFundMe account created for her, Viehweg underwent surgery to treat blood clots in her brain and was put in a medically induced coma. Her skull was fractured and the amount of brain damage can’t be determined until she wakes up, according to the post. Police identified Romero with the help of a piece of the car’s taillight left at the scene. Through a Ford logo and a DOT number, and detectives learned that the model of headlight cover only fits a Ford Focus manufactured between 2012-2014. The car Romero is alleged to have driven was a 2014 Ford Focus.
An anonymous tip pegged Romero’s car as the one involved in the crash, and when checking with her workplace, investigators found out she hadn’t been at work the day following the crash, which was unusual for her, the police report says. The car had been stored at a friend’s house near the crash site; police found a text from the owner of the property where the car was stored that expressed much concern about the car being the one involved in the crash. Police arrested Romero Friday, when she returned to her mother’s house in Antigo. She requested legal counsel and did not speak with police, according court records. Romero remains in custody on a $150,000 cash bond. If convicted, Romero could face up to 15 years in prison and up to $50,000 in fines.
Good Week For: Voters weighing in on medical marijuana
Audience members at the Marathon County Board meeting Tuesday cheered loudly, despite admonitions to stop, after the board voted to add a question about medical marijuana to the ballot. The advisory referendum question, which will appear on the ballot in November, will ask Marathon County voters if they think the state should allow medical marijuana with a recommendation from a licensed physician. The language was taken from a State Assembly bill that was shelved last session that would have put the question on ballots statewide. The referendum was controversial and only passed by a narrow majority Tuesday. Opponents on the board, including several who said they were in favor of medical marijuana, said it should be the state to put the question on the ballot, not the county alone. Several other counties have also added the question to the ballot.
But others said the county shouldn’t ignore the will of the county residents, many of whom contacted county board members to tell them to add the referendum to the ballot. Supervisor Jeff Johnson said he heard from a total of 30 residents demanding it get added on the ballot. “A significant number of residents showed a great interest in this,” Johnson says. “I’m going to do what my constituents ask me to do: to support having the referendum.”
Bad Week for: Nasty weed that’ll burn you
Local horticulture experts are warning about an invasive species that is seeding right about now and can give you a nasty skin rash. The tall, yellow-flowered wild parsnip starts seeding toward the end of July, and getting any of the plant’s sap on your skin, combined with sunlight, can cause a nasty rash and even scars, according to UW-Extension Horticulture educator Brianna Wright. Her office has received numerous phone calls about wild parsnip and others have brought plant samples down to the UW-Extension office at River Drive. Experts advise handling the plant with long sleeves, pants and gloves to ensure avoiding the rash. You should see a doctor if you experience burn-like symptoms. The plants are about 4-5 feet tall and can be identified by their yellow flowers and seeds that look similar to sunflower seeds.

AG candidates joust over ACA Dem candidate for attorney general knocks GOP incumbent Brad Schimel’s ongoing lawsuit against the Affordable Care Act The Democratic candidate for attorney general, Josh Kaul, is knocking Republican incumbent Attorney General Brad Schimel’s ongoing lawsuit against the Affordable Care Act in light of a new study showing Wisconsin and other states involved in the suit would be among the hardest hit if protections for pre-existing conditions are cut. The report, from the Kaiser Family Foundation, shows many of the 20 states that have signed onto the lawsuit to repeal the ACA have some of the highest rates of pre-existing conditions in the country. Citing 2015 data on each state’s rate of pre-existing conditions, the report notes Wisconsin’s rate is 25 percent, while the highest of the 20 states is West Virginia at 36 percent. Kaul, who was joined by Rep. Chris Taylor at a news conference on July 19, noted Schimel’s lawsuit argues that the entire law is unconstitutional now that the penalty associated with not having health insurance coverage has been eliminated. If successful, Kaul said, it would mean insurance companies “will once again be able to deny healthcare coverage to Wisconsinites with pre-existing conditions.” “This suit is wrong and I don’t think our attorney general should be part of it,” he said. But Schimel’s campaign hit back at Kaul, noting that prior to Obamacare, the state had a “successful” high-risk pool. Schimel in a statement from his campaign added the ACA “has brought skyrocketing premiums and has cost thousands of jobs here in Wisconsin.” “I brought this challenge to the misnamed Affordable Care Act because, as Wisconsin’s attorney general, I swore to uphold the rule of law and protect our state from overreaching and harmful actions from the federal government,” he said, adding: “If Josh Kaul wants to make laws, he should have run for the Legislature.”

Trump recognizes Walker at White House Gov. Scott Walker got a shout out at the White House from President Trump as he signed an executive order to create a new council addressing workforce issues. During the July 19 event, Trump introduced Walker as “a favorite of mine” and praised him for the state’s deal with Foxconn and the Taiwanese tech company’s pledge to create 13,000 jobs. “He’s building the most incredible place you’ve ever seen in Wisconsin. Right, Scott?” he said, according to the pool press report. The executive order establishes a group tasked with developing a national strategy to give individuals access to affordable, relevant education and job training. A series of business leaders signed onto the agreement today. Also in attendance was Trump’s daughter, Ivanka, U.S. Rep. Sean Duffy, RWausau, and other elected officials, as well as various Cabinet and business officials.
The Legislative Audit Bureau is recommending the state Department of Public Instruction do a better job of following statutory provisions in administering the Special Needs Scholarship Program. The two-year-old program, which provides taxpayer-funded vouchers for K-12 students with disabilities to attend private schools regardless of income, doled out $5.6 million last year to 26 private schools. Private schools typically receive anywhere from $6,000 to $12,000 per participating student, depending on how frequently he or she attends private school, per the report. The program then requires DPI to reduce equalization aid — general state aid — for the public school district in which the scholarship student resides by the total scholarship amount in the district. To compensate for the reduction in aid, DPI is then supposed to increase the district’s revenue limit — the amount a district can collect from local property taxes — by the amount equal to the equalization aid reduction. But state auditors found DPI failed to reduce equalization aid by $147,000 for five school districts in the 2016-17 school year. DPI explained to auditors it chose not to reduce equalization aid for those districts, because doing so would have been unfair, according to the report. ►
◄ That’s because schools determine revenue limits for property taxes based on student enrollment and scholarship participation in the fall. An increase in the number of scholarship students between then and January would mean a further reduction in state equalization aid, but since schools determine local tax levies in the fall, it would be too late to compensate for the funding reduction. Because of the discrepancy, LAB officials recommend a statutory change to allow reduction in equalization aid and an accompanying increase in local tax revenue, as auditors say both are required by statute.
Former Senate leader Mike Ellis dies Former GOP state Sen. Mike Ellis, a longtime lawmaker known as much for his personality as his penchant for deal making, has passed away. He was 77. Tributes poured in from both sides of the aisle for Ellis. Ellis, who was a teacher before he joined the Legislature, was renowned for the blackboards he used to have in his Capitol office to track the state budget. Former GOP Sen. Alan Lasee, who like Ellis served as the Senate president, said no lawmaker understood the budget quite like his former colleague. “Maybe he thought we were his students,” Lasee said, recalling the lectures Ellis would give fellow lawmakers on the state budget in front of his blackboard. “I never knew anybody who could take charge like he could. He was a good leader and a good senator, too.” Ellis was elected to the Assembly in 1970 and the Senate in 1982. Along with serving as Senate president, he led the GOP caucus as both majority and minority leader during his three decades in the chamber. Lasee recalled his former colleague “wasn’t afraid of dealing with the opposition,” unlike the partisan atmosphere he said has enveloped the state Capitol. “He cut deals with anybody who would deal with him, which would sometimes tick off Republican colleagues,” Lasee said. “But he did what he had to do to get things done as a leader.” Ellis announced he wouldn’t seek reelection in 2014 after video from a hidden camera showed him suggesting creating a super PAC to attack his Dem opponent that fall, which would have been illegal. Outside of the Capitol, Ellis and his wife ran a horse farm in Neenah. Inside the building, he was known for holding court with reporters and lawmakers alike. And he continued to stay in touch with his former GOP colleagues even after leaving the Legislature, often weighing in on issues before them.

Doing business offline
How some local companies thrive without the internet We’ve all heard it before: If your business isn’t online, it’s basically invisible. Without a website or Facebook page, how will you sell anything? How will people find you? It’s as invaluable as the Yellow Pages directory was 20 years ago. And social media? Get on it! You absolutely must respond instantaneously to every single message that comes in through all variety of apps, including email, Facebook messenger, text, and so on. And yet there are businesses run by people who completely defy that notion. They don’t use the internet. Their phones in fact are set up specifically to block internet access. Even their computers are designed not to log on to the web in any way. Mennonites and other “plain clothes people” (as one member of the Mennonite church describes Mennonites and others in similar religions, such as the Amish or German Baptists), defy the idea that the internet is completely essential for business. Despite choosing not to have internet access, these businesses are not only surviving but thriving. One local Mennonite business owner even said they’re cutting back on print advertising because they have more business than they can handle. To most people, Mennonites stand out because they dress plainly, in clothes that look anachronistic by modern standards. They’re often mistaken for Amish, though other than eschewing the internet, they do use most of the same technologies many others do: cars, appliances, power tools, etc. It’s hard to find exact numbers of Mennonite, Amish and German Baptists in the county or state, since the U.S. Census bureau doesn’t track religious preference. A report in the Pittsburgh Gazette estimates there are roughly 320,000 Mennonites in the U.S. The Athens Mennonite Church, for example, is comprised of about 40 families, and the church in Gleason has about 25 families. In that church, one of its members tells City Pages, once a congregation reaches a certain number of families, some families are encouraged to “swarm”— to spread to new areas and start new congregations. In Gleason, there are only Mennonites; in Athens, there are Mennonites, German Baptists and Amish, the latter of which forego most technology. Amish and Mennonites share common roots in Switzerland, and split off at various points in times over disagreements in how strict each should be. Mennonite entrepreneurialism has changed in recent times, according to a study in Ethnology, a journal through the University of Pittsburgh. While agricultural occupations once dominated Mennonite and other plain clothes people’s occupa-

tions, a survey in 2007 revealed only 8% were involved in agricultural occupations. Mennonites interviewed by City Pages for this story included wood craftsmen, greenhouse owners and grocery store owners. None were strictly farmers, though obviously running a greenhouse has an agricultural component and its owner before running the greenhouse cultivated and sold seed to farmers. The one theme running through all the interviews with Mennonite business owners is that their children are taught in Mennonite-run schools, usually part of their church, and they are taught integrity and the value of hard work at a young age. Though many chose to work and live among other Mennonites—which provides a strong support network—their services are sought out by the general public because of their reputation for getting the job done quickly and competently. These business owners say banks often extend that same trust because Mennonites are known for paying their debt. In a time when many are questioning the wisdom of being constantly connected to the internet, one can’t help but be intrigued by the way of life of a society that has intentionally chosen to ditch the internet (or really, not adopt it in the first place). Throughout the interviews, I’m tempted to say “Well, you’re not missing much. Just a lot of angry comments and cat videos.” Apparently, at least in terms of business, they aren’t missing much business either.
Business disconnected
Mennonites in Gleason don’t even have to tell the phone companies to block the internet on their phone service any more, says Prairie Pines Bulk Foods owner Luke Martin. They’ve known the Mennonites in the area long enough that workers there are already familiar with their disconnection requirements. That holds true for all their devices, Martin says. Sure, they have computers for the store, where they can track inventory and keep the books. But try logging on to the internet on one of those computers and you’ll be sorely disappointed, Martin says. He and his family started Prairie Pines Bulk Foods in 2001 on the main road in Gleason. It didn’t take long for the business to get a reputation, and now customers travel from Merrill and Wausau to buy fresh flowers, cherries from Washington State and blueberries from Michigan, as well as bulk spices, sugar, flour and other snacks. Reputation has spread via word of mouth, and not using the internet hasn’t seemed to hamper business, Martin says; in fact, they’re planning to cut down on the amount of advertising

they’re doing because they can barely keep up with the amount of business coming in, Martin says. “They often say, ‘I looked for you on the internet, but I couldn’t find you,’” Martin says. “But they find us anyway.” Prairie Pines is on Facebook— not by Martin’s doing. Loyal customers posted the business there themselves. The basic page has 15 reviews, and a nearly perfect five-star rating. It has 299 likes and 104 visits, and Martin and family don’t know much about it. Even in Wausau and Merrill, people will call out to Luke Martin by name, even though he doesn’t always recognize the person calling out to him. Prairie Pines isn’t the lone business benefitting exclusively from the power of word of mouth. Many Mennonites in the Gleason area are involved in the building
trades and sought after for their skills. The Mennonite roofing company in town gets work from a 50-mile radius, and is booked through the end of the year, Martin says. One local company hired five young Mennonites to tear down an old greenhouse — they completed the job so quickly that the owners told them they could have work any time they want it. And business is going strong for Martin Woodcraft just east of Athens. Martin Woodcraft started in 1990 by Wilfred Martin’s father, Paul, who since started a store in Two Rivers. The company is run in a partnership with the seven Mennonites who work there, says Wilfred, who runs the company with his brother. Like most businesses, Martin Woodcraft experienced a downturn during the Great Recession between 2008-2010,
but overall the business has stayed steady or grown incrementally over the years. Customers don’t seem to have a problem finding their business, which primarily focuses on bedroom and living room furniture; the dining room furniture division spun off into its own business, Wilfred Martin explains. Not being on the internet can be a challenge, Wilfred Martin says, but for the most part it doesn’t impact them much. About 75% of their business comes from wholesale customers where business-tobusiness trust is key, so phone and fax work just fine. And for those rare occasions when the internet can’t be avoided, the Athens Mennonite Church has exceptions where two people can go together to a public setting like a library to take care of whatever internet-required business needs doing. Wilfred Martin pointed to a similar phenomenon that Luke Martin experienced— that enthusiastic customers posted information about the business on the web anyway. “I have people say that they Googled us and found us,” Wilfred Martin says. “Even though there isn’t much, it’s still there.” It’s that power of word of mouth that Edwin Leid is counting on. Just opened in January, Leid’s Greenhouse and Garden Center has 5,700 square feet of plants and two large greenhouses along County Hwy. A east of Athens. Edwin and his wife, Ruth, are originally from Pennsylvania, have lived in Iowa, and located to Athens in 2014. Edwin and Ruth, with their son Erwin, look pretty traditionally Mennonite. They also have an accent, and speak Pennsylvania Dutch at home sometimes, a dialect of high German. “We’ll have people ask about the way we live,” Edwin says. Most people are just content to buy their plants. Leid acknowledges that there are plenty of ways they could spread word about their business if they go online, but their beliefs forbid it. But so far, business has been steadily growing. “People are finding us, though it might be at a slower pace,” Edwin Leid says.

Taking care of their own
The Mennonite way of doing business is unusual in other ways, too. Mennonites generally don’t carry insurance on their businesses. That’s because their community essentially acts as their own insurance companies, Luke Martin says. For example, when a barn belonging to a member of the Mennonite church in Gleason burned down, Mennonites across the U.S. pitched in to help pay for building a new one. Banks are familiar enough with this that most allow exceptions into their loans where insurance is concerned, because a Mennonite defaulting on a loan is almost unheard of. “It’s all covered by Mennonite commitment to making good on our losses,” Luke Martin says.
“Whenever there is a loss in one state, that deacon asks what the needs are so we can help each other. I hope we never lose that.” Being charitable and operating with integrity is part of the Mennonite schooling system, Luke Martin says. Martin is 73, and attended school in the public school system when he was young; now Mennonite children attend schools especially for Mennonites that are connected to their church. Before the shift to its own schooling, only 25% of Mennonites stayed with the congregation; that changed to 91% staying after adopting its own school system, Luke Martin says. “The school made all the difference.”
Both Martins chuckle when asked about free time; Mennonites don’t tend to have a lot of it. “We could use barrels of free time,” Luke Martin jokes. Mennonites travel a lot; Luke Martin and his family have traveled all over the country and around the world, and he has children living in Guatemala, Africa and England. But most of the time, they’re working hard on their respective businesses. And those businesses often will be the only contact the outside world will have with Mennonites and other plain clothes people. And based on the online reviews that they’ve likely never seen, they seem to be largely positive ones.

Insanely fun, relentless action Tom Cruise keeps upping the ante in the Mission Impossible franchise

No actor working today is more bold, courageous and daring than Tom Cruise. We thought it was cool when he climbed the outside of the tallest building in the world, the Burj Khalifa, in the fourth Mission: Impossible. Then he hung off the side of a plane at the start of the franchise’s next installment. That was child’s play compared to what he does in this sixth film, the supremely entertaining Mission: Impossible – Fallout. Here he jumps out of an airplane at 25,000 feet and opens his parachute at 2,000 feet (called a HALO, or high altitude, low opening jump). Later, after a helicopter takes off, he climbs up a rope descending from the copter in order to get on board. Then he pilots the copter himself, including a steep descent and 360-degree spin. Yes, he really does these stunts himself. We take it for granted when he also rides a motorcycle against Paris traffic in an audacious chase; to him (and us viewers) it’s almost routine, and we lose sight of the fact that this sequence would be the highlight of any normal action movie. This doesn’t happen without bumps and bruises, of course. In August 2017 Cruise broke his ankle while jumping onto a rooftop in London, stopping film production for two months. I’ve said it before: Thank you, Tom, for risking your life to entertain us.
Best of all, he does these crazy stunts in darn good movies. Picking up two years after the events of the last film, Rogue Nation, villain Solomon Lane’s (Sean Harris) disciples are planning to detonate three nuclear weapons in heavily populated cities. It’s up to Ethan Hunt (Cruise) and his team (Simon Pegg and Ving Rhames) to intercept the sale of plutonium before it’s too late. At least, that’s what the exposition tells us. Writer-director Christopher McQuarrie gives us a plot twist right at the start, that you will not see coming, and the movie only gets better from there. In addition to Cruise, Rhames and Pegg, also returning are Alec Baldwin as IMF chief Alan Hunley, Rebecca Ferguson as Mi-6 agent Ilsa Faust, and Michelle Monaghan as Ethan’s ex-wife, Julia. New to the franchise are Vanessa Kirby as a black market broker, Henry Cavill as a CIA assassin, and Angela Bassett as his boss. Figuring out whom to trust (or not), is part of the fun, as are the worldly locations and futuristic technology. Collectively, the Mission: Impossible movies represent the best action franchise in the film industry today, and Fallout only strengthens that assertion. Its action scenes showcase tremendous imagination largely without the aid of visual effects trickery, and they are riveting. We’re talking palms sweating, “oh-my-goodness wow that’s awesome” riveting, and because you’re engaged with the story as well, it means something. You are wholeheartedly encouraged to see Mission: Impossible – Fallout on as big a screen as you can.

Prescription: Yoga Rishi Yoga and meditation features an owner who was trained in India and is also a medical doctor Dr. Shailly Rishi has been practicing yoga since she was a young girl growing up in Patiala, a city nestled in the foothills of the Himalayan mountains in northern India. As a doctor of internal medicine and then obstetrics and gynecology in India, “I was teaching yoga to my patients in the medical clinic to provide a comprehensive treatment plan,” she says. Rishi now uses that medical background in her yoga practice in Wausau. Both Rishi and her husband, Daljeet, are doctors. He has been a hospitalist at Aspirus for 15 years. Shailly did her observership in internal medicine at Aspirus Hospital, but is currently not practicing.
