Ski fees for emergencies?
Local governments asking Granite Peak to help pay for ambulance runs Skiers at Granite Peak might pay a
dollar extra for their lift tickets, under a new proposal to fund ambulance service to the ski hill. The Weston Village Board gave the OK in December for South Area Fire District (SAFER) to ask Granite Peak to add $1 to lift tickets to help cover the volume of emergency calls to the ski hill. SAFER Deputy Chief Josh Finke says it’s not uncommon for responders to make as many as 5-10 trips to the ski hill on a busy Saturday. The ski area sees about 100,000 tickets per year, and a $1 addition would bring in $100,000 for ambulance services, Finke says. Weston’s approval was the final step before SAFER moves forward with the request, he says. SAFER is the fire and emergency responder unit that covers Rib Mountain (where the hill is located) Weston, Kronenwetter and six other surrounding localities. Right now, it doesn’t charge anything extra to Granite Peak for ambulance services, and the company doesn’t pay much local taxes that would help cover the costs of ambulance services, says Finke. Granite Peak rents the land (Rib Mountain State Park) from the state, but does pay about $100,000 in personal property taxes for equipment and such, as any business would, says Peter Biermeier, Granite Peak’s expansion project manager. Rib Mountain Administrator Gaylene Rhoden says $22,622 of that goes to the town. SAFER charges users for ambulance services, but those fees are difficult to collect in general, and especially from skiers, given that so many are from out of town and even from other countries. Finke told the Weston board that SAFER has written off nearly $1 million in total uncollected ambulance fees. Granite Peak representatives say they appreciate the work SAFER staff perform, but said in a statement to City Pages that any suggestion of a fee is “disrespectful” and “misdirected.” “We understand that transport fee collections is an ongoing issue with many of the emergency transports in SAFER’s district, and we support efforts to increase collections,” a statement from Granite Peak sent by Marketing Director Lisa Zilinsky reads. Granite Peak made a donation to SAFER of $5,000 last year, for the 2017-18 ski season, to help support emergency services, according to Zilinsky. The ski area also approved a similar donation for the 2018-2019 season. “But any suggestion that skiers from Central Wisconsin or elsewhere in the Midwest who choose to ski in Rib Mountain State Park, who are already paying hundreds of thousands of dollars in direct and indirect taxes to local governments, should pay an additional fee is disrespectful of their already enormous contribution to greater Wausau and its governments,” the statement reads.

Badger Games kick off with new ceremony and medals The Badger State Games were in pretty dire straits when the Central Wisconsin Visitors and Convention Bureau took over for the 2011 season. The CVB based in Wausau has been building the games back up ever since, adding new events and encouraging more participants as well. What the CVB did not do was resurrect the winter games’ opening ceremony, which used to be a pretty big deal in Wausau (the competitions are mostly centered around Wausau). Now, approaching the winter games’ 30th anniversary, the games will once again have an opening ceremony. Speakers, the torch lighting and other festivities will be held Thursday, Jan. 10 in Wausau Center Mall, 2-3 pm. The games themselves begin this week and continue into spring. With the addition of the winter triathlon (cross country ski, snowshoe and fat bike) as well as indoor BMX, the Badger State
Games now offers 25 sports — from the traditional cross country skiing and figure skating to more unique offerings such as pickleball, corn hole and billiards. Adding sports has helped attract participants every year since the CVB brought the games out of bankruptcy in 2011, says Nick Ockwig, project manager at the CVB who is organizing Badger State Games. In 2018 the games saw 3,983 competitors and more are expected for 2019. The games in 2017 had only 22 sports, according to an archived version of the Badger State Games website. Displays in Wausau Center mall highlight the history of the Badger State Games, including a display of all the programs from BSG history. Also special for the 2019 games, Ockwig says, are enhanced medals for bronze, silver and gold winners. The medals are big round medallions that include a center that spins. Ockwig says the CVB wanted to pull out all the stops for the 30th anniversary of the winter games.
Deadline week for: School board elections
At least six people will be running for Wausau school board next spring, and one current board member decided not to run again. Mary Thao turned in non-candidacy papers to the Wausau School District. She had announced in summer that she wouldn’t seek re-election. Six others—incumbents Jane Rusch and Theresa Miles, and challengers Mark Holdhusen, Liberty Heidmann, Jim Bouche and L. Voigt Smith — filed their intentions to run. The deadline to run for school board and was 5 pm Wednesday, after City Pages’ deadline. The top three vote getters in spring will be elected to the three seats up for election.
Good week for: Colossal Fossils astronomy
Colossal Fossils already handled the task of bringing dinosaurs to Wausau. Now it’s turning to outer space. The non-profit science organization announced today the creation of a new astronomy club called Colossal Cosmos. The program is armed with a set of telescopes, and in partnership with the Wausau Area Science Alliance, will launch astronomy-themed events this spring or summer, says Colossal Fossils founder Dave Daniels. The programs will be free and open to the public. The program is completely funded by grants from the Marvin and Ruth Schuette Fund of the Community Foundation of North Central Wisconsin. “Ultimately, Colossal Fossils wanted to organize this because there are a lot of people in town who want an astronomy club, but they don’t necessarily know how or want to run it,” Daniels says. “As a local non-profit museum, we have a responsibility in Wausau to provide people with opportunities to experience science and nature. Heading up this new program just made sense.”
Bad week for: Mall parking ramp
Work should begin in spring to repair the JC Penney wing ramp at the Wausau Center mall, as parts of it are fenced off to protect the public from the potential for falling concrete. Wausau Public Works Director Eric Lindman says the mall’s ramps, which the city owns, are structurally in good shape but some of the steel tendons are exposed and need repair. Crews will be cutting concrete, repairing any structural steel and then replacing the concrete. The area needing repair was fenced off as a precautionary measure in case any additional concrete would fall off, Lindman says; no incident has occurred so far. Work is expected to begin in spring when temperatures begin to stay above the freezing point. The work is part of an assessment of all the parking ramps the city owns, performed by Walker Parking of Minneapolis. The city has spent $375,000 on city ramp repairs so far, Lindman says. Much of the work done was simple maintenance similar to street repairs, Lindman says, but the JC Penney ramp’s repairs are more extensive and likely to cost around $300,000.

2018 news in review
Some local stories and issues that aren’t quite settled Last year saw one administrator depart and another nearly was sent packing by a mayor who called for his resignation… on Facebook. In May 2018 the village of Weston put out on an agenda that it was considering disciplining its administrator. The meetings that followed weren’t exactly telling: Even administrator Daniel Guild himself wasn’t sure why it was happening, though both parties in the end reached a sort of no-foul agreement to go their separate ways. Weston still hasn’t decided whether or not to hire another administrator. Merrill’s staff battle became public when the mayor—elected that spring at age 25—used Facebook to call for the administrator to step down. A raucous public hearing ended with both parties agreeing to try to make it work. Those things are settled more or less. Rather than a rundown on all the “top stories” of 2018, here are the big ones you’ll likely still keep hearing about in 2019: Riverlife washes out The delay-plagued private development on Wausau’s newly revitalized riverfront started out the year with uncertainty and ended the same. Developer Mike Frantz tried to gather the capital to make the project work but after news that his financier was convicted of real estate fraud, it became clear Frantz needed to go. City leaders then very carefully weighed proposals from others competing to take over the project. The year came and went without a decision but one is expected soon. UWSP restructuring The order from the Board of Regents to restructure two-year UW-Colleges under several of the four year universities was a surprise itself. But the plan at UW-Stevens Point, which is taking on UW-Marathon and UWMarshfield/Wood Co. as branch campuses, drew national criticism and faculty backlash because UWSP also proposed to end 13 majors, including basics like history, as it sought to add more work-ready programs. The university scaled back and now plans to cut six of those majors: French, German, Geoscience, Geography, History and Art concentrations. The Wausau campus lost some faculty, but the full extent of the merger will be more evident in 2019. Schofield Mobile Home Park Hundreds of health and building code violations came to a head this year at the mobile home park on Grand Avenue, causing Schofield to revoke the license from the park’s owners. The violations had been going on and went unaddressed long enough that the city no longer felt it could license the park. That left residents —a few dozen families and individuals—wondering where they would live. A new owner, Sustainable Resources of Wyoming, was granted a license to run the mobile home park and cleaned up most of the remaining violations. The mall is dying. Long live the mall! Two sets of plans involving Wausau Center Mall kicked off — one that focused on what the eight block area could become if it closes for good, and another that
focused on the downtown area around the mall. The implication seemed to be that the mall was on its way out and city leaders were planning for what comes next. But the mall, which had lost its last anchor, Younkers, earlier in the year, now has HOM Furniture moving into the former Younkers’ space. Thomas Street and contamination It started with the long-delayed street reconstruction project, but concerns about contamination in and around Wausau’s Thomas Street area, including at Riverside Park, continue to grow as a new citizens group, Citizens for a Clean Wausau, formed over the summer. The group released a letter from a toxicology expert questioning the findings of two state toxicologists who told city officials

the area was relatively safe. State toxicologists are reviewing the letter and plan to deliver a response to the city this month. City officials will likely discuss additional soil testing at Riverside Park in February. Olympic training in Wausau? Yep, a private company is looking at the Wausau area for an Olympic level training facility, which could also house other sports and entertainment. Right about the same time, the village of Weston was mulling the possibility of a baseball complex. Now a consultant is looking into the feasibility of both projects and what they could entail. The results are expected soon from the two studies. YMCA/Aspirus development The YMCA and Aspirus made a big announcement in August — a $40 million project that includes the expansion of the downtown YMCA and the building of a new Aspirus clinic. The project got complicated because it required the closing of two blocks of McIndoe, meaning rerouting a state highway route (it was later changed to closing
one block.) The first phase of construction, which will include the senior activity center called “The Landing” and the Aspirus Fieldhouse, is slated to open in July 2019. The child care center should follow in September, and the whole shebang should be done by May 2020. Metallic mining Marathon County scrambled to put rules in place by July, the deadline it imposed on itself as that’s when the state’s new law erasing the moratorium on metallic mining went into effect. Debating how strong a stance the county should take in terms of regulations toward mining (the town of Easton was the most likely site of a mine), it ultimately took the strongest regulations it felt it could without drawing possible legal challenge from the state. No mine has yet been proposed for Easton or anywhere else in the county. County uniform addressing The uniform addressing battle with Rib Mountain continues all the way to the Supreme Court. The case is expected to be heard Feb. 14.

This string band has punk sensibilities, so even if you’re not a folk fan check these guys out. It’s rollicking modern stuff and their most high-paced songs blast as intensely as any rock band. The group was formed in 2003 in Duluth by frontman Dave Simonett as a side project after most of his music gear had been stolen leaving him with only an acoustic guitar. Soon, he created a new band inspired by genres that didn’t rely on amplification, such as bluegrass and folk. Never having played this genre before, he filled the band with other folk newcomers. Each member brings a deep musical history to the table, with rock, metal, punk, jazz and jam influences inevitably and fortunately seeping into their songs. The group has been touring nationally for several years now including at popular festivals such as Coachella, Bonnaroo and Stagecoach. Celebrating both innovation and tradition, this exhibit features the work of more than 50 artists, showcasing diverse styles, techniques and sizes ranging from three-inch artworks to extensive and intricate installations. Cutting into and through surfaces, artists alter items from opaque to transparent, flat to sculptural, rigid to delicate, and ordinary to exquisite. During a celebratory dance, Laurie and Martin fall in love and plan to run away together. Soon rumors being to swirl about drifters’ backgrounds, and accusations of rape are levied against the two men. It’s the 10th anniversary tour of this rollicking, uplifting rock show that captures the iconic era of the 1980s in Hollywood with music from knockout bands such as Styx, Poison, Twisted Sister, and Whitesnake, among many others. The plot: At one of the Sunset Strip’s last epic venues, Stacee Jaxx takes the stage and groupies line up to turn their fantasies into reality, including aspiring rock star Drew. Sadly, German developers sweep into town with plans to turn the neighborhood into another strip mall. The gang tries to save the place before it’s too late. Deemed as “Absurdly enjoyable” by The New York Times, this rockin’ musical has been nominated for five Tony Awards, including Best Musical. A lot of you know the folk duo Patchouli for their years of performing in the area, on the 400 Block in Wausau for a Marketplace Thursday concert for many years running. The duo of Julie Patchouli and Bruce Hecksel has stretched out in recent years with their acclaimed music and visual art experience, Terra Guitarra. It’s an animated painting concert experience, as paintings come to life to the fresh folk music of Patchouli. The internationally touring, Wisconsin/Chicago-based guitar duo are renowned for this visual art concept with exhibitions on three continents. Watch as guitar birds soar through guitar canyons while guitar mermaids frolic in guitar oceans. The paintings, created and animated by Bruce, were composed to the music, so the visuals fit seamlessly with the tunes you hear. According to the Chicago Tribune, these gifted artists combine “guitars of the Gipsy Kings, the harmony of Simon & Garfunkel and the colors of Van Gogh” in a show that “inspires the Human Spirit.” 7 pm. $22 in advance, $27 at door. Why might I want a marital property agreement?
Many people think a marital property agreement is just for divorce planning. Although that can be one purpose, another reason can be to save on taxes. A marital property agreement can greatly reduce or even eliminate capital gains taxes for a surviving spouse. Classifying certain property as marital property will increase the tax basis of that property when one spouse dies. If the surviving spouse then sells that property with a stepped-up basis, there may be no taxable gain. This “full step-up” in tax basis is available only in marital property and community property states. Although there is a presumption under the law that all of a married couple’s assets are marital property, the law has many exceptions. The 2010 documentary Marwencol surely must do a better job of telling the true story of artist Mark Hogancamp than Welcome to Marwen does. The problem isn’t that Hogancamp’s deeply internal, intensely psychological reality has been fictionalized for cinema, per se. It’s the way that it has been fictionalized. Director and cowriter Robert Zemeckis has melded the plasticky animation of The Polar Express with the kooky charm of Forrest Gump to tell a tale of trauma and recovery, of the power of imagination to help and to heal. It doesn’t work. The horror that Hogancamp experienced and the ways he found to cope might have been better served with the kind of restraint Zemeckis showed with Cast Away which rendered extreme human experience and survival with exquisite humor and pathos. You see, Hogancamp (here portrayed by Steve Carell) barely survived a beating by five especially vicious attackers after telling them that he likes to wear women’s shoes. He was left with terrible losses, in his memory and physical capabilities. He could no longer draw, so as part of his recovery—a sort of self-devised art therapy—he constructed in his yard a scalemodel WWII-era Belgian town, which he dubbed Marwen, and began photographing its inhabitants — made with dolls, GI Joe and Barbie types — in an ongoing story about violence and trauma and rescue and magic and endurance. The real Mark Hogancamp’s dolls are just dolls with generic faces. They are, however, analogs for people in his life, including his attackers (they’re the Nazis). In Welcome to Marwen, Zemeckis gives the dolls the actual visages of his cast:
Hogancamp’s stand-in looks like Carell; a woman Hogancamp met at rehab who inspired him looks like Janelle Monáe; another doll looks exactly like an extrudedplastic version of his new neighbor (Leslie Mann). And while the real Hogancamp’s stories exist only as still photos, Zemeckis has chosen to animate them. Perhaps this seemed like a good way to bring to life the fantasy that allows Hogancamp some control over horrors too acute to confront in any other way. But what it means is that half of Welcome to Marwen— the CGI-animated bits — are fantasies that don’t really resonate for us, even if we can clearly appreciate, in a purely intellectual way, their appeal for Hogancamp. For us they’re like looking at someone else’s very personal porn: the dolls are absurd delusions of sexiness and dominance, scantily clad and constantly rescuing the Hogancamp doll. These fantasy bits speak only to Hogancamp, and are too uncomfortably like peering into daydreams that should have remained private. This is all offered with the best of intentions, but it comes off forced, overenunciated, and sometimes so lost in the fantasy world that the movie forgets to clue us in to what’s really going on with Hogancamp. Something about an addiction to unidentified pills, for instance, suddenly turns up in the last few minutes of the movie, and we have no idea what that’s about: Hogancamp hadn’t seemed to be suffering in that sense. Carell’s deeply moving and sad performance is pretty much the only reason to see Welcome to Marwen. There’s a delicate sensitivity to how he shows us the hangover Hogancamp is left with after his trauma, in how he’s unable to deal directly with his emotions. His tenderness, inarticulate though it may be, becomes a sharp contrast to the cruelty he endured.

There’s a story behind every business. For 401 Flow Yoga, you could say the owners started writing a new chapter while keeping the plot line of its predecessor, Community Soul Yoga. The new studio, still located in the Washington Square building in downtown Wausau, has reopened under a new name, directly after Community Soul Yoga owner Kirsten Holmson decided it was time to “retire” so that she could focus on her family before her son and daughter (both in high school) leave the nest. The transition turns the page in the studio’s story, says Ashlie Zeidler, co-owner of 401 Flow with Sonja Gasper and Stephanie Fandrey. The new trio of owners will teach classes and share in running the business. In terms of the yoga experience, not a lot will change, they say. “We really wanted to keep the whole ‘everyone is welcome here’ vibe the same,” says Fandrey. “Our main goal is to make sure that people who come in feel seen, and they have a place to feel safe and feel like they matter to us.” Gasper reiterates that while the name on the studio wall may be different, they’ve kept the flavor of the space. “The door closes, the door opens, we have the same schedule, the same classes, the same faces, and the same community.” Community Soul Yoga had been around for almost eight years and was one of Wausau’s pioneering studios when Holmson opened it. This fall, Holmson approached the trio with her plans to retire from teaching, which would mean the studio would close. Gasper was the only one with experience running a business (she owns a market
farm), but all three knew they had to take over to continue the studio’s legacy without missing a beat. “Our why behind this, was ‘This can’t not happen’,” says Gasper. “We needed to keep this open, we can’t just let it go. This space means so much to us.” All three owners have been teaching for several years at Community Soul. “We all got our 200-hour yoga certification together with Kirsten, that is how we all met,” says Zeidler. They each will still keep their day jobs as well as teaching classes at the studio. “It’s a big step, it really is. We hope to continue to extend the love and support that was modeled for us by this community,” says Zeidler. The three, along with Holmson’s husband, Eric Holmson, will teach a variety of classes during the week. “It looks a lot the same, with the same schedule and class styles,” says Zeidler. “We kept the same pricing, and we are trying to keep a lot of the structure.” The schedule includes a Power Flow class; a Long, Slow Deep recovery Yinbased class which is perfect for athletes looking for a good stretch; a Foundations class; Slow Flow, which is slower paced and great for people still learning the poses; and a Happy Hour class on the weekends, which incorporates arm balances and is more playful and less structured. 401 Flow Yoga will host a grand opening celebration on Jan. 11 with two classes that day, 9-10 am and 4:305:30 pm, followed by a reception after each class. 401 Flow Yoga is located at 300 N.
