Nurturing the body and the soul Dear Reader,

There are a lot of people these days that are trying to live longer. They exercise in many different ways such as walking, running, workouts, even events such as triathlons. They choose healthy foods like kale, and they control their portions and they skip meals whenever they can so that they don’t put on weight. They even monitor sleeping routines and how they might add a few more years by getting on a regular schedule of sleep. What really is the point? Why do we want to live another five or eight years beyond a normal life? Do we want to be burdens on our children and those that may have to take care of us because we are unable to take care of ourselves? Maybe it is best to accept one’s natural longevity and plan for after death by living life for others, in bodily service to those in need. Maybe we should search for wisdom beyond the usual foolishness of humanity, and nurture the soul that will carry us gracefully into that life beyond, in eternal fulfillment. PATRICK J. WOOD

School Board punts to next week on a $182 million referendum ask that would fix its schools The Wausau School Board put off until next week a decision on the final referendum question that voters will see in April. That plan next week will come with a reduced cost, but what those will be haven’t been yet made clear. The initial price tag of $182 million covers items that most board members agree are important, but based on feedback many believe it will be unlikely to pass at that price, Board President Patrick McKee says. School administration presented a set of potential cost savings. They include $6.8 million for LED lights, which would save on energy costs $8.4 million for classroom displays and furniture $15.3 million for separate gyms and cafeterias in the elementary schools $1.8 million for community rooms and STEAM labs $18.6 million for high school work (wouldn’t cut secure entrances, athletic turfs and lighting). The board didn’t make any specific recommendations on a new price target for the district, only that it should not include elementary school items except for classroom expan-

sions at west side schools like Stettin where enrollment is actually growing. Many board members expressed concerns about spending a lot of money on the elementary schools without looking at the building needs of the district in the face of declining enrollments. But those considerations have so far proven politically unpopular. The first version of the first building referendum the district tried to pass, which would have significantly changed the school layout and closed several schools never made it to voters because it was so unpopular. District officials later said even the second attempt made last spring failed partially because some voters still thought the school closing plans were still included. Not everyone agreed on what should or shouldn’t be included or cut. Lance Trollop told the board he’d rather pass a version of the referendum with a strong majority, even if it wasn’t the version he preferred. The district will hold a special meeting next week to make a final decision on the referendum.

Stevens Point schools shut down in COVID response

The Stevens Point Area School District this week closed all schools in its system in a response to rising COVID-19 cases amongst its students and staff. The district in a statement said it was closing the schools from kindergarten through high school. All students will learn virtually instead. Students also had an e-learning day on the Friday before the virtual week, listed as a catch-up day. The district doesn’t take the move lightly, it said in a statement, and will move toward operating in person as soon as possible. Virtual learning led many districts, including Wausau’s and Stevens Point, to see a major rise in failing grades. According to the district’s dashboard on Friday, 147 students and 43 staff had an active COVID case. That’s 2.54% of the total population of the school (students and staff collectively). In contrast, Wausau School District had 99 students and 26 staff with a positive COVID case. According to the dis-

Proposed marijuana ordinance change going back to committee

A proposed marijuana ordinance change that would have lessened charges for marijuana possession is heading back to another committee for reworking. The proposal, presented at a joint meeting of the county’s Public Safety and Health and Human Resources committees Jan. 5, would have made the penalty for possession of marijuana up to 25 grams a $50 fine — currently it’s a $250 fine but state law allows for a range of penalties from $5 to $500. The change also, at least as intended, avoided court costs by being an ordinance violation and not a state offense.

Testing in Marathon County has been strong despite national shortages of COVID tests. Marathon County tested 2,111 individuals in the week between Dec. 31 and Jan. 6, an average of more than 300 per day. And many of them are coming back positive. Of that number, 1,429 tests came back positive, or a 7-day average of 204. Although the people most likely to seek out tests are those who have symptoms or have reason to believe they’ve been exposed, that’s still a very high number, health experts say. A community testing event on Thursday had more than 300 people in attendance seeking tests, says Marathon County Health Department Public Information Officer Aaron Ruff. Marathon County had a spike in cases higher than last winter, and a seven-day moving average of 300 cases.

But after an hour and a half meeting, most of which was dedicated to the ordinance, many seemed confused on how it would actually work. The committees at the behest of County Board Chair Kurt Gibbs elected to send it to the county’s Criminal Justice Coordinating Committee to rework it. “I don’t think this is ready for prime time,” Gibbs says. Other communities such as Milwaukee County and the city of Madison have enacted similar measures.

Grant could fund needed firefighters

A plan to increase the number of firefighters to match the increase in call volumes took a step forward Tuesday. The City Council approved the application of a grant that would help pay for an additional nine firefighters. That would provide $2.7 million if approved this year, and go a long way toward the department’s goal of adding 12 new firefighters to the department. Fire Chief Robert Bartek told the city’s finance committee Tuesday, prior to the city council meeting, that the additional firefighters would help cover vacations without using overtime, which would boost morale. Right now there is more available vacation time than slots for vacation to be filled, Bartek explained. Bartek sounded the alarm last fall that the Wausau Fire Department is woefully understaffed. While call volumes have continued to grow over the years — calls for service nearly doubled from 2001 to this year — the

number of firefighters have stagnated since the 1970s, Bartek explained. Applying for a grant for all 12 firefighters was considered, Bartek says, but the grant was more likely to be approved with a smaller ask, Bartek told the committee.

City approves Riverlife deals

The city council approved two deals related the Riverlife development area Tuesday. The city council Tuesday approved a new timeline with the T. Wall Enterprise project. According to Economic Development Director Liz Brodek, the company has a planning option on the site until March, giving them time to conduct due diligence. T. Wall would then have until May 1 to develop an agreement to move forward with the project. The project, which in its original proposal would have built 123 market rate apartments and some commercial space, was chosen last year as the third project for the development area. But the project came into controversy when Wausau Opportunity Zone announced T. Wall would be prioritizing a new development on the mall site instead. And, the council approved a new agreement with Riverlife LLC and Mitch Viegut to develop condos on the site. The new agreement doesn’t include a planned ampitheater. City leaders say that will be handled separately, but some warned the ampitheater had better not be forgotten about, since it was a key reason Riverlife LLC was chosen in the first place.

Ron Johnson, R-Oshkosh, addresses breaking his pledge to serve just two terms in the first ads he launched of his reelection. In both, Johnson says he decided he “can’t walk away” because of the nation’s troubles. Johnson’s campaign said the 60-second spots will run statewide starting today on broadcast TV, cable and digital. It didn’t release how much it’s spending on the initial buy. Both ads are narrated by Johnson, who says “Democrat policies have been disastrous for America.” One mentions the violent protests in Kenosha in the summer of 2020, growing murders in Milwaukee and “the Waukesha Christmas parade turned into a terrible tragedy.”

So that means I really need his report by the end of February for us to be able to utilize that as part of the evidence we present to the people of Wisconsin as to why we need to make the changes that are necessary.” Vos told WISN’s Matt Smith he routinely updates former President Donald Trump on the investigation. “Oh yeah, I’ve talked to him,” Vos said. “I wouldn’t say on a regular basis, but half-adozen times just to keep him up-to-date to make sure he understands what’s happening but to know we are doing our very best.”

A Dane County judge has rejected Assembly Speaker Robin Vos’ request to block depositions for him and his legal counsel over records related to the 2020 election review being conducted by former state Supreme Court Justice Michael Gableman. Vos, R-Rochester, had sought an order blocking the Jan. 12 depositions sought by the liberal group American Oversight of him and legal counsel Steve Fawcett. In seeking the depositions, American Oversight argued the speaker and his staff had failed to adequately search for the records in one of several requests it had filed under Wisconsin law. Vos attorney Ronald Stadler called the depositions a “fishing expedition.” But Dane County Judge Valerie Bailey-Rihn said the public deserves to know what efforts were

made to find the records and if any were destroyed after the requests were made.

Foxconn to get $28.8M in tax credits

Foxconn will receive $28.8 million in state tax credits for 2020, just shy of the maximum award the Taiwanese manufacturer could receive under the revised deal Gov. Tony Evers signed last year. WEDC CEO Missy Hughes said the state certified 579 jobs the company had created at its Racine County facility, which was within the target range. But it fell short of the target capital investment of $268.6 million by nearly $2.5 million. Had the company hit that target, it would’ve qualified for $29.1 million in credits. This is the first time the company has qualified for state tax credits since signing the original incentive agreement with former Gov. Scott Walker in 2017 after it consistently fell short of job hiring targets.

Thompson to resign in March

Interim UW System President Tommy Thompson will resign his post in March, writing to Regents President Edmund Manydeeds that doing so will allow the university to put its full attention on his successor. Thompson, the longest serving governor in Wisconsin history, was brought in to lead the system on an interim basis on July 1, 2020, after a failed search to find a permanent replacement for the retiring Ray Cross. In his letter, Thompson wrote he agreed to accept knowing two things: “that I was needed, and that it would be temporary.”

With all the talk about post-rock and post-punk, it’s great to hear a band that’s just straight up modern punk, of the kind hitting the scene in the late 90s. The Cryptics music is loud and heavy on guitars, with a tight distortion sound that’s as high-energy as it is loud. These guys are making the rounds on their tour, heading around the state and the Midwest this month before heading down south to Texas and beyond. Joining these punk rockers is local punk band CASHED, who came out with their own album this past spring, and Elms. How often do you get a chance to rock out on a Sunday? 8 pm.

And while the conversation today is flooded with NFTs like NBA Top Shots, there’s still a place for those old cards of our sports heroes. This is the first year of the Center of the State Sports Card Show, and the name might be a touch misleading: According to the description, there is a place for all kinds of cards and memorabilia. Merrill’s youngest-ever mayor loses it at meeting, on Facebook… and residents are looking for a change If there is one thing many Merrill residents seem to be able to agree on, it is the general statement that “Merrill City government needs change.” Exactly what that change should look like, who should be running the City (as both elected and appointed personnel), and what they should do, however, is the source of great controversy, and that controversy is likely to heat up even more as the Spring Election on Tuesday, April 5 draws near. Last week on Dec. 28, Merrill’s current Mayor, Derek Woellner, posted on his personal Facebook page. The post began with the sentence: “Your city government is being taken over by ignorant radicals and nobody is stopping them.” His lengthy post went on with Woellner describing some of the events of the Dec. Common Council meeting as “F***ING DISGUSTING;” calling out and publicly shaming four City Aldermen by name; saying, “I’ve been dealing with these ignorant radicals for years;” and concluding with a call to action for more residents to run for office. The call to action, though readers had to get through more than a dozen paragraphs of personal opinion and harsh criticism that did little to elevate the public’s positive impression of Merrill City government, was to, in Woellner’s words, “Please, please consider running for office. Merrill needs you.” Woellner singled out four Merrill city aldermen with whom he has had long-standing differences of opinion and said, “I’m writing because most of these guys are running again unopposed. I can’t run in four different districts. I need you.” [At least one of those Alderman has publicly stated he took offense to Woellner’s post.] At one point, Woellner tried to temper the harshness, but that read like a veiled insult, as well: “They aren’t bad guys. They aren’t evil. But they’ve shown their ignorance, and they’ve demonstrated how radical they’re willing to be. They have no place on our council.” His post concluded with: “Get your papers before Friday. Hurry.” And then an “Edit: members of the same group are also running for county board. We need you there too.” Local businesswoman, Tina Warner Dengel, responded to Woellner’s online post saying, in part: “How is a Mayor swearing and bashing city council members on Facebook the right thing to do? … By you acting this way does not help Merrill’s population at all. I just don’t understand all these officials bashing each other and then our children thinking

that’s ok. Just my opinion. I am just hoping that every city doesn’t have this happen on Facebook as it’s pretty childish.” Woellner opted to respond to some of the comments readers made on his Facebook post. For instance, LaDonna Fermanich, who will be running for office in Merrill’s City government in the upcoming election, said she did not disagree with some of the Mayor’s comments but added: “But I definitely don’t understand how your method of handling the situation could be seen as civil, professional, or productive, yet alone not embarrassing. But of greater curiosity is this; this meeting occurred on Dec. 14. Why have you waited until today to revert to your public ranting practices?” Woellner responded to her directly saying, in part: “Are you forgetting the whole discussion before I went off ? I asked direct questions. I informed the alderman that their resolution was unconstitutional. The other Aldermen informed them. The city attorney informed them. I made sure that I 100% understood them, that they were knowingly doing what they where doing. I took special care to give them the benefit of the doubt, that maybe there was some misunderstanding, but their responses could not be more clear. They know the constitution has the courts make that decision, and that they simply don’t trust the courts, so they want to violate the constitution. So yea, I lost my sh**. Frankly I’m disappointed that papers are due in a week and the people that would do something so blatantly wrong are running unopposed; that’s why today.”

A clerk resigning

Merrill’s City Clerk, Bill Heideman, submitted his letter of resignation on Dec. 20. His last day of work at City Hall was Jan. 3, and his resignation became effective when he “clocked out” for the last time at 4:30 p.m. that day. The upcoming Spring Election will be held April 5, and Heideman had been undecided about running for office again. He decided he will not, but that also begs the question: Why resign now instead of just waiting until his term of office expires the end of April 2022? Heideman was elected to the office of Merrill’s City Clerk more than 23 years ago, in April 1998. He remembers having a party with family, friends, and supporters to celebrate that night. “After the election returns were in, and it was

apparent that I had won, my sister Barb asked me at the party if she could speak to me privately for just a minute,” he recalled. “She then told me two things that remain with me to this day: 1) ‘Don’t ever forget all the people you now represent.’ And 2) ‘Don’t ever forget how much you love Merrill.’” “I can’t honestly say I remember her advice every day, but I can honestly say that they were a guiding influence,” Heideman said. Barb passed away less than two years after that night and that conversation, he said, “But her passing did not erase her advice from my memory.” Heideman said he ran for office nearly 24 years ago because he loves Merrill and the City’s people. It’s the place he calls home. And he still loves Merrill – the place and the people. But the changes he has seen in City government, and the way the City’s government is run today, are no longer something he is proud of. “In fact, I am ashamed,” Heidman said. “My decision to resign was not made in haste, nor was it an easy decision,” he said. “However, after deep thought and prayerful consideration, I came to the conclusion it was the right thing to do. It was also the right time.” “When I took office in 1998, there seemed to be a spirt of cooperation in City government,” Heideman said. “Yes, there were disagreements. It was not all rainbows and lollipops. But, in my opinion, it certainly was a different atmosphere than exists today. Back then people might and did disagree, but by and large [they] did it in a civil manner.” The lack of civility in City Council meetings and by some City officials, both elected and appointed, has been duly noted with increased frequency in recent months. And it is not just City employees who are noticing; residents are commenting, writing letters, and lodging complaints. “We should be addressing and making decisions on current issues as well as planning for the future,” Heideman said. “Instead, valuable time continues to be spent addressing problems. I’ll be blunt about this. In many cases, the problems were of our own making. The people of our fine City deserve better. I have decided I no longer want to be associated with this type of activity. In fact, I am ashamed.”

Remedying a tangled title can be relatively straightforward if the homeowner of record was the sole property owner, they left a will, and the will specifies to whom ownership of the property passes upon the homeowner’s death. The deceased’s property goes through a court process known as probate. At the end of probate, a new deed is drafted and recorded, and the heir becomes the owner of record. But a number of factors can complicate probate, including lack of a will, multiple heirs with an ownership claim, intrafamily conflicts, and shared ownership of the property. A probate lawyer is not always required, but it may be in your best interest to get help from an attorney. A tangled title should be addressed promptly, before a situation arises that further complicates things. proposed resolution declaring Merrill to be a Constitutional Republic City. A lengthy discourse ensued because the Mayor, in particular, took offense to this. He responded with a proposed amendment to the resolution that was an entire rewrite, which Woellner presented at the time of the meeting. Discussion, disagreements, the Mayor accusing members of the Council of trying to circumvent the constitution and the courts, some heated comments and desk-pounding on the part of Mayor Woellner, and motions to table or postpone indefinitely ensued. Ultimately the Mayor’s amendment was voted down. Then the original resolution was voted down by a 4-4 tie vote, with Aldermen Hass, Blake, Weix, and Russell voting no, ended in the Mayor also voting no to break the tie. The discourse and length of time on this matter may interest many citizens. Videos of all City of Merrill public meetings [since they started videotaping them] are available for review on the City’s webpage at https://www.ci.merrill.wi.us/ under “Public Meeting Portal.” For those who prefer just the briefest of recaps, the most telling quotes of the meeting came from the Mayor and Merrill’s Chief of Police. When called upon by Mayor Derek Woellner to support his stance, Police Chief Corey Bennett responded: “This is an argument amongst yourselves. You guys can either choose to come together and find terms you agree on or not.” “I understand the concerns … I get it,” Bennett said. “I think everyone here had the same intention at the beginning

of this … You just want to reiterate your support for the constitution and make sure that there’s nothing unfairly or unduly forced upon our citizens. That’s the intent here. Find a way to talk about it and come up with language that you can all agree on or table it.” That was before the votes. After the votes, Mayor Woellner raised his voice and began a new discourse, after scolding the Council and the public. “ … January 6th we almost lost our democracy because a bunch of buffoons were believing lies! I know the polling – they say that – I don’t want to point it on Republicans, but the majority of your frickin’ party believes that the election was fake. Are you kidding me? You guys don’t believe in the elections?” Woellner said. So began a rant at which point several aldermen made a motion and second to adjourn, which was initially entirely unheard by the mayor as he continued. Members of the public got up and left; members of the council left. Despite the mayor’s upset, no one else in the room even raised their voice. When asked if the mayor had any announcements, Mayor Woellner threw his hands up in the air and said, “I am not running, so I’m unhinged now. Aren’t you guys lucky? … I was hoping we had a couple more months before I let loose, but this sh**’s ridiculous.” [Asterisks mine; the Mayor used full words.]

February Primary Election As of Thursday, Jan. 6, 2022, there will be a Primary Election on Tuesday, Feb. 15, 2022, to decide the two candidates who will face off in the April 5 Spring Election for City of Merrill Alderman for District 8 and also for Lincoln County Board Supervisor for District 12. Three candidates filed papers to run for office in each of those races. The two candidates in each race who receive the highest number of votes in the Primary Election will go head-to-head against one another on the April 5 ballot. If additional candidates file paperwork to run for Supervisor positions in Lincoln County Board Districts 4 and 15, there is a possibility of those races being added to the Feb. 15 ballot, as well.

City of Merrill races/candidates Merrill will elect a new mayor in April. Derek Woellner, the City’s current Mayor, has filed a notification of non-candidacy and will not run for re-election in 2022. Former Merrill Mayor William R. Bialecki [2010-2018] and current City of Merrill Alderman for District 2 Steve Hass are both running for Mayor in the Spring Election. Steve Hass has filed non-candidacy paperwork with regard to his position as Alderman and will not run in that race this year, giving preference to his bid to become Merrill’s 37th Mayor. Former City Clerk Bill Heidemann, who resigned effective Jan. 4, 2022, has filed non-candidacy paperwork and will not run in this election. Instead, two new names in City of Merrill politics will be on the ballot: Lori L. Anderson-Malm and John Guenther are both running for election to be Merrill’s next elected City Clerk.

Araceli will serve as the front manager and noted the interior was so degraded when they first arrived they have had to replace a lot during development. “We have worked on the floor, walls and ceiling,” she said. “Things have also changed for the roof and even the kitchen. We threw away all the old equipment and bought brand new items.” Food on the planned menu includes spots for breakfast, lunch and dinner and the traditional items which go along with those meals at a pancake house. They will serve waffles, crepes, French toast, ribs and even steak.
