CEO shuffle NCHC CEO/CFO resigns — the second to leave the organization in less than a year North Central Health Care’s interim Chief Executive Officer has resigned, making her the second CEO to step down in less than a year. The organization announced Jill Meschke’s resignation Friday. Meschke had been named interim CEO last summer after the organization announced the resignation of CEO Michael Loy in July. Loy resigned following an investigation into a loan program he launched aimed at retaining employees. The handling of the situation and investigation caused one board member, Wausau Police Chief Ben Bliven, to quit the board in protest. Prior to being named interim CEO, Meschke had served as Chief Financial Officer for NCHC, and it appeared she still retained that title while also serving as the CEO of the organization. Prior to coming to NCHC, Meschke had been a director of accounting and financial services for the Mayo Clinic in Minnesota. In response to questions about whether the board had made any efforts to recruit a permanent CEO in that time, NCHC Board Chair Kurt Gibbs told City Pages that the board planned to meet Wednesday afternoon, past City Pages’ editorial deadline,

to discuss the next steps in regards to hiring a CEO and CFO. Meschke’s resignation leaves the organization without either. The resignation comes at Jill Meschke what has been a troubling time for NCHC. The organization in 2020 saw a $3.9 million loss, after finances had earlier begun to turn around under Loy’s leadership. And the organization is in the midst of wrapping up a major campus overhaul that began in 2019.

The imaginarium organization has raised $3.6 million, or 94% of the organization’s fundraising goals. The Children’s Imaginarium, formerly known as the Marathon County Children’s Museum, will be the first project in the Wausau Center mall redevelopment area that is also supposed to eventually attract housing and commercial development to the downtown. The imaginarium will co-locate with HOM Furniture, which is

shifting to a smaller footprint in the building left standing after the mall was torn down last year. The imaginarium will feature “commissioned exhibits supported by educational programming and hands-on activities, ample parking and accessibility for children and families,” imaginarium officials say. “The museum is working with nationally recognized exhibit fabricators to design exhibits rooted in Science, Technology, Engineering and Math (STEM), and will offer programming geared toward children ranging from two to twelve years of age, and their families.” Those interested should contact the Imaginarium’s founders at info@chlidrensimaginarium.org. “We are excited to bring on a leader who can champion our vision for the project as it enters its final phase,” says President and co-founder Maggie Gordon. “This position will play a key role in working closely with the Board to develop and implement the strategic plan, establish policies and provide leadership support for staff and volunteers.”

Pot proposal morphing into deep look at fine structures What started as a proposal to “decriminalize” marijuana possession in Marathon County has now turned into a deep dive looking into fines and forfeitures in the county. The county’s Criminal Justice Coordinating Committee made that decision after looking at a proposal brought up earlier this month aimed at reducing fines for possession of marijuana from $250 to $50 and making it a county-level offense.

But the committee elected to take a step back and look at all the fines and forfeitures. So much of the fines paid by Marathon County residents ended up going to the state, despite the county spending so much money on resources to fight crime here. The Committee takes up the issue again in March.

Survey: Most riders looking for weekend, other community routes Most adult riders are looking for weekend bus service along with routes to other communities, according to a survey by a transit consultant looking at the city’s bus service Metro Ride. The survey, conducted by the consultant RLS and Associates, found adult riders’ number one improvement was service on Saturdays, followed by service to other communities, says RLS consultant Laura Brown. The company surveyed 253 bus riders to gather the data. The city hired RLS last year to look at the transit service from an outsiders view and make recommendations on how the service can be improved. RLS will make a series of recommendations based on its study of Metro Ride, which included the surveys, public input meetings, committee meetings, studying the system and a public survey that is set to go out soon. Those recommendations are expected later this year, and the consultants will also help the city find funding for any expansions and improvements and stay through August to help with the process. The consultants’ hiring comes as Metro Ride ridership has continued to decline. The service has been caught in a catch 22: limited service hours, only operating Monday through Friday, and only within the Wausau city limits (without service to even the city’s industrial park) make it hard to attract new riders; but low ridership makes it harder to expand those services that would attract new riders. The consultant’s final recommendations are expected in July.

Fiscal surplus Evers administration touts higher revenues, record-low unemployment The Evers administration in midJanuary predicted revenues for the 2021-22 fiscal year will come in higher than expected with collections from income, corporate and sales taxes all running ahead of projections so far. Department of Revenue economist Emily Camfield noted income tax collections will be impacted significantly in the coming months as the tax cuts and changes in withholding tables kick in. Even with that, she predicted the Legislative Fiscal Bureau will revise upward the overall tax collection picture for 2021-22. The news comes as the state’s unemployment rate dropped to a record low 2.8 percent in December; the departments of Revenue and Workforce Development gave reporters an overview of the developments. Sales tax collections were projected to grow 4.2 percent in fiscal year 202122 compared to the previous year. But through December, they were up 13.2 percent. Meanwhile, corporate tax collections were expected to drop more than 25 percent after a record run of growth. So far this year, those collections are actually up 6.8 percent over 2020-21. Income tax collections are also up 13 percent. But that’s before taking into account the impact of the tax cuts and changes to withholding tables. Updating withholding tables is expected to drop revenues by nearly $710 million, and Camfield said that will be reflected in the coming months as tax refunds start to go out. “I don’t think anyone should be alarmed by those” coming revenue reports, she said.

Drop boxes reinstated for primary A state appeals court has reinstated the use of unmanned drop boxes for the Feb. 15 primary, ruling a change in procedures so close to an election ran the risk of causing “confusion and uncertainty” for voters. The Madison-based 4th District Court of Appeals noted 8,398 absentee ballots had already been mailed to voters as of just before 8 a.m. yesterday, and at least 1,845 had been delivered or were out for delivery. That means there may be voters who had already put their absentee ballots in drop boxes or given them to a spouse, caregiver or other person to return. Along with banning the use of unmanned drop boxes, Waukesha County Judge Michael Bohren’s ruling barred ballot harvesting and allowed only voters to return their ballots. “If the current guidance is withdrawn at this stage of the election process, there is significant uncertainty as to whether these votes would be counted,” the court ruled. “Given this situation, the risk of confusion — and possible disenfranchisement — is compelling.” According to an affidavit from Elections Commission Administrator Meagan Wolfe, the agency was aware of 430 municipalities that used 528 drop boxes in the November 2020 election. By the spring 2021 election, that was up to 570 drop boxes. In a Jan. 13 ruling, Bohren sided with the conservative Wisconsin Institute for Law & Liberty in ordering the Elections Commission to withdraw the guidance it

Vos strips Ramthun of staffer over election ‘lies’

Regents tap Rothman as next UW prez

Assembly Speaker Robin Vos told WisPolitics.com he disciplined Rep. Tim Ramthun by taking away his only staffer for lying about fellow GOP members and using taxpayer resources to put out political screeds. The move comes after Ramthun, RCampbellsport, has put out a series of videos and releases from his office calling for rescinding Wisconsin’s 10 electoral votes for Joe Biden even though Leg Council has said that’s not possible. That includes releases that Ramthun has dubbed “Let There Be Light.” In the latest, he accused Vos and former Senate Majority Leader Scott Fitzgerald, R-Juneau, of approving the use of absentee ballot drop boxes. Vos said in an interview Ramthun has also falsely accused him of signing a deal with Hillary Clinton’s lawyer authorizing their use.

The UW Board of Regents voted unanimously today to name Jay Rothman, chair and CEO of Foley & Lardner, the new System president. He is the first non-interim leader in the System’s more than 50-year history to come from a non-academic background. Rothman earned a bachelor’s degree from Marquette University and a law degree from Harvard Law School. He joined Foley in 1986 and became CEO in 2011. In a video introduction, Rothman recalled growing up on a small farm in Wausau and working on it until going to law school. “Having been nearly a lifelong resident of the state of Wisconsin, I have seen firsthand the value that the UW System delivers to this state,” Rothman said. “It’s safe to say the economic vibrancy and success

Art Deco Glass from the Huchthausen Collection March 5-June 5 | WOODSON ART MUSEUM

You may or may not be able to define Art Deco if questioned, but you’d definitely recognize it if you saw it. Art Deco is the distinctive style that emerged in France right before World War I. It’s bold, geometric designs have become synonymous with an older era, and now convey a vintage look in things such as posters. In architecture, the Chrysler building is a great example (and there’s an art deco district in Miami that’s worth checking out if you’re ever in town). And if you’re looking for examples in glass — the Woodson has you covered with its Huchthausen collection. Hailing from the Tacoma, Wash.-based Museum of Glass, this collection of glass are the words of David Huchthausen, an artist with Wisconsin roots who “altered the history of glass,” according to the Woodson’s curators. Charles Dickens was a literary superstar; one of the few canonical authors studied in literature departments who was popular in his time. One of his most famous is Oliver Twist, and like many of Dickens’s novels, his characters jump off the page. Lionel Bart’s version of the tale, Oliver!, is a coming of age story based on Dickens’s… um, Dickensian 1836 novel. This was the first-ever stage adaptation of a Dickens novel, debuting at the Wimbledon Theater in 1960. It still tells the tale of Oliver, an orphan born in the workhouses of London, who escapes to join a gang of pickpockets. If you’ve lived in Wisconsin even going back to the 1980s you’ve probably heard of Vic Ferrari — the band is a perennial powerhouse in the Cheese State’s music scene, starting in 1988. This big rock band — seven members at present — puts on a big rock show when those kinds of things weren’t happening much around the area. The band has collectively played 2,500 shows in its time, ranging from festivals such as Octoberfest and Summerfest to places all over the U.S., Mexico and the Caribbean. The end of the swing era in the United States was a dark and edgy time in Berlin as the shadow of the Third Reich loomed on the horizon. Cabaret was dark and edgy at the time itself, a show that pushed the boundaries of theater at the time. For instance, as the audience entered the theater to see this 1960s Broadway musical, they encountered the curtains already opened and found themselves staring into a giant theater. Fire up “Montage” in your YouTube window and you’ll be taken aback — the band looks and sounds every bit like Fleetwood Mac as you can imagine. Everything from the outfits, the mannerisms and beyond channel Stevie Nicks, Lindsey Buckingham and Co. They bill themselves as the world’s top Fleetwood Mac tribute band and it’s easy to see why. Mutts Gone Nuts is the brainchild of Scott and Joan Houghton, and their daredevil and silly pack of pooches who put on a thrilling comedy show like no other. The show is both breathtaking and side-splitting, and will leave audiences clamoring for more of their furball exploits. The story is the one you’re all familiar with: A young Russian girl teams up with a pair of conmen as she searches for clues to her past, taking us from the twilight of the Russian empire to the middle of Paris in the 1920s. Riverdance started as an interlude dance at the 1994 Eurovision Song Contest and exploded into an international sensation featuring the likes of sensational Irish dancers Michael Flatley and Jean Butler. Gordon Lightfoot

Gordon Lightfoot essentially invented the pop-folk sound of the 1960s, and while his name might not be one you’d throw out when thinking of 60s-era protest songs, he wrote many hits that were played by the likes of The Beatles, Bob Dylan, Eric Clapton, Peter, Paul and Mary, and too many to name here. “Early Morning Rain” and “Steel Rail Blues” are among his earlier hits, as are later ones such as “The Wreck of the Edmund Fitzgerald.” And the notoriously cantankerous Dylan even called Lightfoot his favorite songwriter. About to release his first album in 14 years, now is a great time to check out this legendary Canadian songwriter as he makes his way through town. 8 pm. Starts at $48. Grandtheater.org.

COMMENTARY A Sobering Trend:

Alcohol deaths up sharply in Wisconsin Alcohol-induced deaths rose nearly 25% in Wisconsin in 2020, the biggest one-year increase in at least two decades. This exacerbated a pre-pandemic trend of sharply rising deaths due to alcohol, nationally and in our state. Over the last two decades, Wisconsin’s rate of such deaths has increased more sharply than nationally and now exceeds the national rate. Data from the U.S. Centers for Disease Control and Prevention (CDC), drawn from U.S. death certificates, show 1,077 Wisconsinites died in 2020 due to alcohol-induced causes, up from 865 in 2019. These include only the deaths that were most directly attributable to alcohol use, such as from liver disease, but exclude others where alcohol may have been a factor, such as accidents or interpersonal violence. In 2020, we saw the largest year-over-year increase in data going back to 1999; monthly data shows the large spike in deaths began in the early months of the COVID-19 pandemic, in July 2020. These findings fit a broader picture of previous research that alcohol use rose considerably amid the stress and isolation of the pandemic. They also raise the possibility of additional and potentially more extensive health and economic impacts from drinking that fall short of death but are still significant. Alcohol-induced deaths have risen over time among virtually every demographic cohort in Wisconsin, by age, race, gender, and geography. Middle-aged Wisconsinites have seen the most pronounced impacts — likely reflecting the fact that many alcohol-induced deaths occur after many years of heavy drinking. Long-term increases in deaths from alcohol use also occurred among all racial and ethnic groups. Yet a particular point of concern is the sharp rise in the rate of alcohol-induced deaths for Black Wisconsinites over the last decade, when it began to diverge from the rate for all Black Americans. In Wisconsin, alcohol-induced death rates for Black Wisconsinites largely tracked those for all Black Americans until 2012, after which they rose more sharply here than nationally.

A biting commentary, but not in the way the film’s writers hoped Don’t Look Up | Netflix | Rated R Hobbes terms: A giant space kablooie. After recovering from their shock, the team, led by Dr. Randall Mindy (Leonardo DiCaprio) and doctorate candidate Kate Dibiasky (Jennifer Lawrence), set out to tell the world so something can be done to stop this catastrophic event. And the world gathers its resources, puts away their differences, and comes together to battle the comet with science. Right? Um, er, not exactly. Instead what proceeds is a comedy of errors as they meet up against self-obsessed politicians more concerned with how the comet could politically benefit them, a media more obsessed with the duo’s appearance and clickbait headlines than the destruction of the Earth, and a tech billionaire that most certainly isn’t a mashup of Mark Zuckerburg and Elon Musk. (Hint: oh it totally is.) If I nearly lost you at climate change, stick around. The writing is sharp, witty and funny and the performances in the film are top notch. That DiCaprio, a veritable lady’s man, could not only believably

I’d heard a little something about Don’t Look Up before watching it, and I’m afraid it nearly kept me from watching. From things I read or heard clips of, the film sounded like a heavy-handed climate change allegory; and while I’m no fan of climate change and think it would probably be a pretty good idea if we can reduce it… in fact, because of that… I don’t need to sit through two hours of more lecturing. Then I heard a short interview with the film’s co-writer David Sirota, and his explanation of the film. I decided it was worth a look after all. And while the film is exactly that — Sirota was pushing writer Adam McCay to produce a climate change film that went beyond the Mad Max postapocalyptic genre — what we get here instead is something truly special. It’s basically a send-up of contemporary American society. First, the plot. A team of university astronomers discover a comet is headed straight toward Earth, and is large enough to cause an extinction-level event on Earth. That’s right, to put it on Calvin and

pull off being a schluppy scientist, but one who is suddenly transformed into “American’s Sexiest Scientist” is a truly spectacular feat. And Lawrence’s Kate is strong yet vulnerable, funny in both her science smarts and naively shocked at how the world outside of science works. Although intended as a climate change allegory (which I honestly don’t think it works well as), what we really have here is a send-up of American society itself. And that’s what drew me in. As climate change allegory, it misses the mark. A comet headed toward Earth in six months is a disaster people can understand and would react to. Climate change is more of a frog in boiling water problem. Those are notoriously less legible to people, much harder to spark reaction to. And it’s also one that will likely be solved incrementally. Remember how popula-

tion explosion was going to lead to mass famine? Now people are worried about the opposite. But as a critique on current American society, it’s brilliant. No one escapes the film’s lance. The clickbait nature of online national media outlets; the myopia of cable news programs; politicians bowing to their corporate donors over solving real world problems; over-confident tech billionaires who long ago lost anyone not afraid to stand up to them and tell them they might be wrong; society’s tendency to make EVERYTHING political; dipstick conspiracy theorists shouting into their phone cameras; scientists who frankly are terrible at explaining their science to the lay public (if only more of them would look to Richard Feynmann for inspiration). Either way, it’s a send up you can enjoy.

Pour-Over Will: Not Your Average Will Wills and trusts are the two basic legal instruments that people use to pass accounts and property on to their loved ones at death. Although a revocable living trust is often used in place of a will, the two are not mutually exclusive. You can have both a will and a trust, and in fact, a special kind of will—known as a pour-over will—is often used alongside a living trust. If you neglect to transfer any accounts and property into a living trust during your lifetime, or fail to designate the trust or anyone else as a beneficiary at your death, the pour-over will ensures that those assets end up in the trust after you die. If you do not set up a pour-over will to go along with a living trust, any money or property that does not pass to the trust or other beneficiaries at your death could be treated as though you had died without a will and will pass to your heirs under the default laws of your state.

Dear EarthTalk: The shower is a place of rejuvenation and relaxation for many of us, but it is also a big water hog, accounting for roughly 17 percent of the average U.S. household’s water usage. Of course, we use a lot less water in our showers nowadays thanks to a Clinton-era law mandating that new showerheads sold in the U.S. could not top a flow rate of 2.5 gallons per minute (GPM). While some showerhead manufacturers attempted to circumvent these new restrictions by utilizing multiple nozzles, the federal government eventually revised the legislation (in 2013) to limit entire fixtures to 2.5 GPM. During his term in the White House, Donald Trump often complained about his dissatisfaction with the water pressure in his showers. In December 2020 Trump reversed the Obama-era amendment; this restored the federal limit of 2.5 GPM to be applied to individual nozzles instead of the entire fixture. This meant that a shower head with three nozzles would be permitted to use 7.5 GPM. Although Trump’s law did not have a significant impact on the market demand for luxury shower heads, the loophole posed detrimental environmental impacts. Americans take about 200 million showers every day. The Alliance of Water Efficiency estimates that under Trump’s rule the country’s water usage would increase by 161 billion gallons per year. An increase in water usage also results in more energy use to heat that water, which in turn increases greenhouse gas emissions. According to the U.S. Environmental

Protection Agency (EPA), homes that have switched out older less efficient showerheads with newer models have realized savings of some 2,700 gallons of water per year. This equates to a savings of 330 kilowatt hours of electricity annually, which is enough to power an entire house for 11 days. The Natural Resources Defense Council (NRDC) estimates that the average American household stands to save $500 per year on utility bills after switching to low-flow shower heads. The group estimates that the nationwide transition to lower flow showerheads now underway can generate annual savings of $2.9 billion in water utilities and $2.5 billion in energy costs. Saving water by using a low-flow shower head is a great start, but if you’re looking for more ways to maximize your impact, the EPA has a few suggestions. When it comes to appliances, making sure to fix leaks is one easy way to save water. Additionally, whenever you need to run your dishwasher or washing machine, make sure you are optimizing for water- and energy-efficiency by only running it with a full load. Lastly, landscaping is always a talking point when it comes to reducing residential water use. If you have a lawn, it is recommended to save water by replacing it with native plants that don’t require additional watering. If you’re not ready to part with your lawn, the EPA suggests keeping the grass two to three inches high to ensure the soil retains water, reducing the need for frequent watering.
