Plan commission rejects Weston TIF expansion plan as opposition mounts Weston has been overleveraged on TIF Districts for some time, based on Department of Revenue best practices.

It’s one of the many things residents pointed out Monday night as Weston’s Plan Commission struck down a proposal to expand Weston’s TIF District No. 2. The amendment would have allowed for millions of dollars in new expenditures for potential mixed-used development and resurfacing of the Schofield Avenue corridor, which is the main thoroughfare of the district.

TIF Districts are a mechanism that municipalities can employ to raise funds for projects that otherwise might not happen to address blight. Projects proposed for the districts must meet the “but, for” test, meaning the project must be shown to need the funding in order to happen. In practice, projects are rarely rejected for not meeting that criterion.

Districts operate like this: once a district is set, any new value created in the district after that point generates tax revenue for the district instead of the taxing jurisdictions like the village, the school district, the county, etc. In theory, projects funded through TIF generate new revenue that pays back the amount borrowed against the district. If that doesn’t happen and the district ultimately closes under water, the taxpayers ultimately shoulder the burden.

The Plan Commission appeared swayed by a lengthy public comment period in which 100% of speakers were opposed to amending the district. Consultant Mark Roffer told the public that the amendment only allows for potential projects, but doesn’t guarantee them. Any projects would still need to come before the village board.

Several people including plan commission members pointed out many concerns with Weston’s finances. They include the $16 million new municipal center, which many residents said they didn’t have a say on and several called a “Taj Mahal”; the fact that Weston has nearly twice the recommended amount of property value in TIF than state guidelines suggest; and the failed Camp Phillips Center retail corridor plan.

City leaders choose a new version of environmental justice

A new version of a controversial new resolution could be heading to the city council soon.

A Committee of the Whole last week approved a new version of the Environmental Justice Resolution, which seeks to codify environmental best practices for the city.

City Council Member Tom Kilian introduced the first version of the Environmental Justice Resolution earlier this year. The original version borrowed heavily from a similar resolution in Evanston, Ill., which Kilian says is the first he knows of in the entire Midwest.

The resolution seeks to apply environmental concerns equitably and to foster public involvement.

Two new versions were considered in addition to Kilian’s original last week Wednesday. Lisa Rasmussen developed a version she said was more friendly to commerce and Mayor Katie Rosenberg developed another that tightened up some of the resolution’s language.

Business leaders from firms such as 3M and Kolbe and Kolbe, as well as the Chamber of Commerce, opposed the resolution, saying it would stifle innovation and workforce talent recruiting, largely through the argument that Wausau would have more stringent environmental regulations than other communities.

The committee (effectively the entire council acting as a committee) chose Rosenberg’s version but with several tweaks including substituting “equity” for “equality.” The word “equity” has become a hot-button word stemming from the debates around the Community for All Resolution.

The resolution was also amended to remove a section about earmarking future federal infrastructure bill dollars for environmental concerns.

Winter named East baseball coach Career and Technical Education Coordinator Jon Winter has been named Wausau East’s new head baseball coach, the school district reports.

Winter, a former Wausau East player himself with Major League experience, will be replacing longtime coach Steve Heinrich.

Wausau East finished last in the Wisconsin Valley Conference last year, despite early wins against Wisconsin Rapids and Merrill.

Committee OKs increased funding for ash treatment/removal

The city’s Parks Committee has OK’ed more funding for the treatment and removal of ash trees as the city seeks to mitigate the effects of emerald ash borer.

The Parks Committee Monday approved adding $63,000 to next year’s budget to treat and remove ash trees. The city earlier adopted a 12-15 year plan to remove ash trees and replace them with other tree species.

Emerald ash borer was first found in Wausau in November, but city leaders have been planning for the bug’s arrival for some time. Emerald ash borer infests ash trees and eventually leaves them dead, making them a safety hazard.

Even with the extra funding, believe it or not, the city’s efforts will be slower than the original timeline, Polley says.

The original budget turned out not to be enough to continue at the current pace. City foresters are treating trees until they can remove them. To continue the pace, it would actually cost $253,000. The final city budget has not yet been approved.

Pool extension approved for next year At least one city pool will stay open an extra two weeks next summer after the rest of them close for the season.

The city’s Parks Committee Monday approved keeping one pool open for two weeks, in response to complaints the city gets about the pools closing so early in summer. Right now, city pools close in early to mid-August. Staffing all three city pools longer wouldn’t be possible because of staffing issues, Parks Director Jamie Polley says, but keeping one pool open two weeks is a solution to giving folks a late summer pool option.

Keeping one pool open two more weeks would cost about $9,000, Polley says. Staff will determine which pool to keep open.

County board member resigns then wants back in

Another Marathon County Board member resigned this

month — but now wants back in.

Randy Fifrick, who served on the Marathon County Board for District 15, resigned recently because he was a candidate for a job that required him to resign, County Board Chair Kurt Gibbs says. But that job didn’t pan out, and Fifrick asked county board leaders if he could resume his post.

Though there was no legal reason they couldn’t have done so, Corporation Counsel Michael Puerner said the county board would have needed to suspend its rules around appointments.

But most members of the executive committee didn’t want to do that. Most felt it would only be fair to open up the position to anyone who wants to apply. District 15 covers wards six through 10 of the village of Kronenwetter.

Robinson warned not to take too long filling the position as the county would soon be wrestling with the budget and the seat being vacant would mean Kronenwetter would be without representation during the budget process.

Fifrick’s is the third resignation this term, following resignations from E.J. Stark and Romey Wagner. Two more resignations came at the end of the last term, according to the county clerk’s office.

Mobile home residents get move-out date as health department recons with health hazards

The Marathon County Health Department is looking at ways to mitigate health hazards at the Northern mobile home park as residents have been given notice to move.

Judge Michael Moran ruled on Sept. 7 that residents of the Northern Community Mobile Park on Grand Avenue must move out within 60 days of the order, giving them until Nov. 7 to find new residences.

A resident of the mobile park told City Pages there are roughly 40 families still remaining at the park and not all of them have somewhere to go. And, the reputation of the park is something that’s making it more difficult for them to find new residences, the resident told City Pages.

The ruling came as the city of Schofield sued current owner Sustainable Resources, alleging Sustainable Resources didn’t renew its license to operate the facility and allowed a number of health issues to persist. Sustainable Resources filed a countersuit.

Kleefisch declares for guv

The former lieutenant governor kicked off her campaign in Waukesha, vows election bills on day one At a campaign kickoff in Waukesha County, GOP gubernatorial candidate Rebecca Kleefisch vowed to sign a series of election-related bills on her first day in office if elected.

Republicans approved a series of bills earlier this year to overhaul election procedures. Many of them addressed issues that Donald Trump cited in his unsuccessful attempt to overturn the November election results through the courts.

Gov. Tony Evers vetoed the bills, and Kleefisch knocked the Dem incumbent for refusing to sign the legislation.

“Legislators in this room, I see you,” she said. “On day one, I ask you: send me the bills.”

Kleefisch, who was lieutenant governor for eight years under Gov. Scott Walker, said she wants to improve safety in the state, improve educational standards in schools and bring “flatter and fairer” taxes.

She added her strong work ethic will help prove her leadership skills over Evers and President Biden’s “weak leadership.”

However, she warned voters will have to fight hard to elect her the same way they fought to elect Tea Party candidates in 2010 and Donald Trump in 2016.

“We are going to need to fight, we are going to need absolutely every effort,” she said. “But that’s OK because I’ve been told I can’t do things before.”

Kleefisch was referring to the 2010 GOP primary for lieutenant governor, when she defeated rival Brett Davis by 21 points.

As Kleefisch launched her bid, Wisconsin Dem Chair Ben Wikler announced a new website “Radical Rebecca” painting her as the proponent of a radical right-wing agenda.

Frederick Prehn, fighting an attempt by Dem Attorney General Josh Kaul to force him off the Natural Resources Board, canceled this month’s meeting after the agency informed him it saw no issues that needed to be addressed and wouldn’t provide staff if he proceeded with one.

Prehn, the Republican-appointed board chair whose six-year term expired in May, slammed what he said was a political move “contrary to state statutes, which say that the Department is under the direction and supervision of the NRB.” He said the board’s September meetings typically have a “robust agenda in the heart of the hunting seasons.”

Last September the NRB discussed three informational items on wolf management, deer management and deer hunting.

“The NRB operates as partners with the Department, and without their participation we cannot do the work of the people of Wisconsin,” Prehn added.

NRB Liaison Laurie Ross told WisPolitics.com since January 2000 the board has not canceled any meetings, but it has rescheduled meetings for weather, building and COVID-19 related issues.

Prehn sought to tie the agency decision to the fight over whether he can continue serving on the board. In a statement, Prehn said he didn’t believe the department had ever before made such a decision and that nothing “like this happened the last time NRB members held over, pending Senate confirmation of their successors.”

Kaul last month filed a lawsuit in Dane County Circuit Court in an attempt to force Prehn off the board. He requested a decision before the Sept. 21 meeting the board had planned.

Judge Paul Reilly of the 2nd District Court of Appeals is resigning in January, six months before his term was set to end.

Gov. Tony Evers announced he is seeking applicants for the pending vacancy on the court, which is based in Waukesha. The appointee will fill out the rest of Reilly’s term, which ends July 31.

office and violating campaign finance laws for co-mingling political donations and personal money.

The four felonies and one misdemeanor stem from allegations Lewis used her campaign finance account to cover personal expenses, put political donations into her personal checking account and improperly seek reimbursement from the city for travel she covered with campaign funds.

She faces charges of misconduct in office, theft and embezzlement for the misuse of $21,667 in campaign and city funds.

Lewis, who announced this summer her intention to run for U.S. Senate, said in a statement that she has fully cooperated with the Milwaukee County District Attorney’s office after being notified of “potential campaign reporting errors.”

“We will make the necessary corrections. But make no mistake, I am innocent of any criminal wrongdoing,” Lewis said.

She is scheduled to make her first court appearance on the charges Sept. 29.

Common Council President Cavalier Johnson announced he is relieving Lewis of all committee duties.

“Make no mistake that our judicial system presumes that every individual is considered innocent until proven guilty in court,” Johnson said. “However, until this matter is resolved, I am moving without hesitation to protect the institution of the Milwaukee Common Council, as well as the City of Milwaukee.”

The sounds of the marching band wafted out of Thom Field early Friday evening, as students and adult fans wandered into the stadium. Students throughout the stadium dressed in Hawaiianthemed clothing: unbuttoned Hawaiian shirts and faux grass skirts. Cheers for the home team erupted in the pine tree-lined stadium in a largely residential neighborhood that at the same time somehow seems tucked into the woods.

It could be a typical Friday night in America, where football teams around the country take to high school stadiums and try their might on the gridiron. But for East, it was an extra special night: it might be the only home game the team plays all season.

Last summer a press release from the Wausau School District announced that Wausau East would not be fielding a standard varsity team. Instead, East would field an 8-man football team. Why? There weren’t enough players to yield a full team safely.

The main culprit was the junior class.

Only two juniors went out for football for the 2021 season. Faced with a choice, playing 8-man seemed the best viable option to still play football, especially for the seniors, many of whom for which it might be their last chance. It means no conference play, and anything but a set schedule.

The game Friday night, against crosstown team Newman Catholic, came with less than a week’s lead time.

Wausau East’s Coach Henry Kremnitzer is optimistic it will be a one-year change.

Though national statistics don’t look optimistic for the sport in general, the numbers of sophomores and middle schoolers look promising, he says. The team fully plans to return to 11-man football next year.

But for this year, Wausau East is trying its hand at an interesting variation on football — playing with only eight players instead of 11. Fans Friday night didn’t seem to enjoy it any less, though they might not have loved the score.

Building back

Coach Kremnitzer is enthusiastic in a meeting at the Wausau School District’s Longview Administration building. The 8-man program is going well, he says, and all the numbers indicate the change will be temporary.

He becomes animated when talking about the initial reaction to the news that the Wausau East Lumberjacks would not have a varsity team for the 2021 season.

Indeed, some headlines were misleading: one read that east had canceled the 2021 varsity season.

And that’s not wrong, but many people seemed to be under the impression that it meant there would be no football at all this year. Kremitzer is clear that’s simply not true.

A number of factors led to East deciding not to play 11-man football this year. The team only ended up with nine seniors, but more critically, only two juniors going out for football this year. The sophomore class is much bigger, with 18, and the middle school programs are more robust, but that would have made for an impossible varsity season.

So instead, the school decided to pursue eight-man football.

It turns out, as Kremnitzer points out, 8-man football in high school isn’t as uncommon as it once was. Newman Catholic Football has been running an eight-man program for several years, and has reached the state championship level for eight-man football. cratic, Kremnitzer told City Pages. During the team’s contact days in late July, team officials discussed the potential for eight-man with the players, and with the seniors’ parents. Other options included the players becoming coaches for the middle school team. “The seniors wanted to have a season,” Kremnitzer says.

Building young athletes

A new thing that is going on at the youth level has Kremnitzer excited for the future of football. It’s called tacklebar, and is a way to teach younger children the fundamentals of tackling without taking the fall.

Tacklebar works like this: Young players wear a belt around their waists and two bars run parallel to their bodies on their backs. When a young football player tackles someone, they must still wrap their arms around them like in a normal tackle, but instead of taking them to the ground, Kremnitzer says, they pull the two bars out and that completes the down.

That allows young athletes to start being in-

troduced to tackling without the fear of getting hurt, something that is starting to slow participation in football in general. Participation in football in the high school level has steadily declined over a ten-year period and COVID-19 didn’t help matters much. Sports participation in general has declined over the last decade: More than 80,000 girls and nearly 119,000 boys played sports in the 09-10 season in Wisconsin; those numbers dropped from 73,500 for girls and 105,300 for boys in the 18-19 season.

And 23,154 Wisconsin players participated in football in 18-19, according to the National Federation of High School Associations. That’s much less than the 30,823 who participated in 08-09.

But eight-man football has risen from nothing in 08-09 (according to the NFHS anyway) to 623 in the 18-19 season. Wausau Newman, which East played Friday night, has played in the state championship in eight-man football.

Which made them a tough opponent. The score was pretty lopsided at the half, with only one touchdown chalked up on the East side (the final score was 49-22). But the cheers for that touchdown weren’t any quieter than one would expect of a home crowd. It’s likely many in the stands were just happy to have a local football game to cheer for, in person.

The switch has also meant a lot of travel. So far the team has traveled more than two hours to both of their games. They’re too big to be allowed in an 8-man league conference, so they basically pick up games when other teams drop out for various reasons.

Luckily for last weekend, one of those teams that had an opening was Wausau Newman. That allowed a rare eight-man football game right at home at Thom Field, the closest its seniors will have to a homecoming game. Kremnitzer says they found out the Sunday before about the game, and made it the team’s parents night.

What’s the eight-man game like? It’s a fastpaced game, Kremnitzer says, and there’s a lot of hitting. “The fast pace keeps you in the game the whole time,” Kremnitzer says. The smaller numbers on the field allow for a number of unique formations — a fifth man is allowed to take the line but is eligible to run out for a pass, for instance. An offense could run a threeman line up to a five-man line. It’s also a more narrow field: 40 yards wide versus the 55-yard width of a standard field.

Kremnitzer, a defensive coordinator before taking over as head coach two years ago, says it means teams need to be ready to call a lot of audibles and react on the fly.

Quarterback Noah Stroming, a third-year varsity starter, told City Pages he was excited at the prospect of eight-man football. When the decision was made, he and other players were shown film of Wausau Newman playing eightman football and Stroming thought it looked fun.

So far, Stroming says, it’s actually been fun and not much different from the 11-man game — but on defense, it’s very noticeable because the offense can get the ball out really fast.

“They’ll snap the ball and in around 4 seconds they can have a running back with the ball already at the sidelines,” Stroming says. “You really do have to react a lot quicker.”

Sawyer Trevillian, a senior and captain on the Lumberjacks team, says he tried to remain optimistic and was excited about the prospect of playing new teams. He thought they would roll to wins easily but those teams want wins just as badly as East does, Tevillian told City Pages. “If anything I learned this year not to underestimate my opponent,” he says.

Trevillian agreed that the pace is much faster than 11-man varsity. And more players end up playing on both sides of the ball, which means strong conditioning is a must.

Lost Estate Planning Documents Although some attorneys retain a client’s original documents for safekeeping, that is becoming rare as more law offices are storing only digital copies.

Generally, if a will is lost or has been inadvertently destroyed, there are legal avenues for allowing a copy to be used in place of the original. However, if there are disagreements about whether the photocopy represents the decedent’s will, the copy may be rejected, and the default intestacy laws will govern how the property will be distributed among the heirs.

Typically, a legible copy of a properly signed power of attorney for finance or power of attorney for health care can be used in place of the original.

The bottom line is that there is still great value in having the most recent original signed document. Always keep your originals safe, and let your trusted decisionmakers know where they are.

How to sell drugs online (in German!)

How to Sell Drugs Online (Fast) | Three Seasons | Netflix I had no idea when clicking on How to Sell Drugs Online (Fast) on Netflix that I was signing up for a German language show. Which for me, means reading a lot of subtitles. (And unlike Japanese programs, I have no understanding of German other than “guten morgen” for good morning.)

Three seasons in, I can say one thing: it’s worth reading a few subtitles. How to Sell Drugs Online (Fast) is funny, quirky, and has what I could only describe as German sensibilities.

There are some cultural subtleties one picks up while watching shows from other countries, which I always find fascinating. One example here is how high school students apparently must give an interpretation on Faust upon graduation. Maybe it was just that school, but the show presents it as a right of passage for German high school students.

How to Sell Drugs Online (Fast) might sound a bit self-explanatory, but by means of summing up the story: Mortiz Zimmermann is a high school student in Germany who dreams of being a CEO like Steve Jobs or Jeff Bezos.

Teamed up with his best friend Lenny, who has cancer and is a coding whiz, the two are struggling to start up an ecommerce business together. His girlfriend meanwhile just returned from a year in the U.S. and is a little bored of everything in her hometown, including Moritz.

What begins as an attempt to buy out all the ecstasy from the dealer of the boy who his ex-girlfriend likes so that he has none to offer Lisa, he turns his and Lenny’s ecommerce site into an online drug business instead.

Then the money starts rolling in, bigger players become involved, all while Moritz is trying to hide his business from everyone including his father, who is a policeman, and his Instagram influencer 12-year-old sister.

If that sounds convoluted, it gets crazier from there.

Each episode (roughly 30 minutes, interesting for a drama but it very much works) is packed with plot and character development as Moritz’s situation gets more and more complicated. The relationships between all the characters are constantly changing and evolving, but Moritz spends

more and more time being disliked by the other characters as the show goes on.

It seems clear that Mortiz is somewhat based on a real online drug dealer in Germany — Maxmillian Schmidt ran the website Shiny Flakes from his parents’ apartment in Leipzig. Netflix also hosts the documentary about Schmidt, called Shiny Flakes: The Teenage Drug Lord. The format is similar in that Max and Moritz both do talking head explainers followed by plot.

Both took payments in bitcoin and both were paranoid about being caught mailing their product.

A key difference is that Max was a solid loner, with no friends outside of those on his computer. Moritz has friends but spends a lot of time estranged from them.

Which makes sense. It wouldn’t be a very interesting show if it was just him.

The added cultural element makes How to Sell Drugs Online (Fast) really interesting too. Like in Japan, Germans often add English words for emphasis or their exoticness. This is part of what made Ultraviolet, a Polish crime show, so interesting. It’s a window into another culture - not because it’s a direct facsimile of that culture but because of the deliberate choices made in the show. How do the showrunners view their own culture? That’s what we get a glimpse into when we watch shows like this.

But if Drugs Online were a show entirely in English, it would still be very good. The added culture element only makes it that much more interesting. Just make sure to put your reading glasses on.

Bolenbaugh got his start with bicycles at 16; today he owns his own bike shop

When Matt Bolenbaugh was 16 years old, the age most teens are getting their driver’s licenses and cars, he says he bought a “crummy” thrift store bike and pedaled it the 25 miles home. From that moment he was hooked on biking.

That bike became the springboard to propel him on the path and trajectory of bike mechanics and to now owning All About Bikes, the bike repair shop he started in his garage, he says. “It’s wonderful,” says Bolenbaugh of being on a bike.

“There is infinite joy in cycling. There is no job, no outer world at that moment on the bike,” he says. At 36 he still feels that freedom when he rides that he first felt 20 years ago. “It’s no secret I am enthralled with bikes.”

Bolenbaugh started learning how to “wrench” (fix) bikes after a lucky find at a Wausau garage sale where he stumbled upon some high-quality bike tools and stands. The person selling the tools also happened to be a master bike mechanic in

town. One conversation led to another and Bolenbaugh began a mentorship relationship with him. He took Bolenbaugh under his wing and helped him learn the trade, nurturing the passion he had for biking and fixing bikes. “This is my 15th season of working on bikes,” he says smiling.

“I knew pretty well early on from the first time I worked at Rib Mountain Cycles starting back in 2006, I knew this was going to be my lifetime career.”

Bolenbaugh’s love for biking, fixing and building bikes took him in and out of several bike shops in the Wausau area. “There are some personal things going on in my life where I felt like it might be a good time for a switch.”

He had bandied about the idea of starting a mobile bike repair and then with a stroke of luck, a friend told him about a store in southern Wisconsin that was closing and tossing out all their repair equipment. “They had massive amounts of tools and stands and they were just going

to throw them into a dumpster,” he says.

Bolenbaugh grabbed them up and began to fashion a bicycle repair shop in his garage in Wausau. “I felt like the stars aligned.

Like it was meant to be.” Two years ago, Bolenbaugh opened All About Bikes and says he is busy and has all the work he wants all the time.

Bolenbaugh, a bike-polo, road and mountain bike athlete himself is happily watching this area become more and more renowned for its biking. “The Strava numbers [for biking around this area] have gone up quite a bit from 2020 to 2021... there was a big jump.” Bolenbaugh believes the area has done a phenomenal job creating a great environment for cycling. “There are more off the street paths and electronic bikes help a lot, too, which I am all for. If we can get more butts on bikes, then that’s great.”

More bikes mean more customers for Bolenbaugh. While he does offer bike pickup with his van, Bolenbaugh is focused

on working on bikes in his shop as well as holding one-on-one repair clinics or smallsized classes. “I am thinking of doing clinics and sharing the knowledge that I have,” he says. In the future, he would like to also expand his business to include rentals and high-end bicycle sales. At present Bolenbaugh offers tune-ups, repairs and custombuilds of wheels or complete bikes from the frame and fork on up.

Bolenbaugh has had specialty training with the brands Trek and Specialized but says he can repair almost any brand or make of bike. “I specialize in newer technology. I like trying to keep up with the newest trends and I like the continuous training and have helped quite a few people on retro rebuilds, like an old cruiser that somebody is fixing back up, where we tear it down to the frame and then build it back up with new parts.”

UW is looking for someone to clean our Community Closets for 1-1.5 hours/week. Package Up Meals: ADRC Meals on Wheels. Do you enjoy working with a group of friendly volunteers?
