Dear Reader,

Recently I wrote about a certain god-like dictator who has risen to prominence: Facebook’s Mark Zuckerberg.

You would be forgiven if you thought I was talking about Amazon’s Jeff Bezos, for he is just as powerful, another god unto himself.

Amazon is a parasite that is sucking the vitality out of our local communities. Let’s look at the facts: Amazon was founded in 1995. Initially it collected and paid sales tax in only five states, even though 45 states have statewide sales tax laws. This gave it an unfair advantage over brick-and-mortar stores operating in those states – it could price its products lower because it was not paying the tax. This ended only in 2016, after a Supreme Court ruling told Amazon to stop doing this.

Amazon attacked booksellers, excluding them from its platform if they did not give in to its pricing demands.

Like Facebook and Google, Amazon tracks consumers on the web and uses algorithms to stoke their purchasing behavior, to its advantage.

Amazon has launched its own private labels selling popular products that it also carries. In effect, Amazon used its distribution channel to study its competitors, then copied them and offered identical or similar products.

COVID transition The Wausau School District passed a new tiered approach to COVID mitigation, rejected contact tracing and new virtual options The Wausau School District has adopted a new COVID-19 mitigation plan that takes into account transmission of the virus in schools, but put the brakes on the district conducting contact tracing or starting a new virtual learning option.

The Wausau School Board voted Monday night in a special session to adopt a plan presented by the school district administration, though added some modifications.

Under the original plan, the district would have taken into account community COVID spread as well as that of the school. Amendments made to the plan by the school board eliminated the community spread measure and increased the percentages of in school transmission. Only when 5% of the student body in a school has confirmed COVID cases would schools require mandatory masking for ten days in the elementary grades, an increase from the proposal which called for only seven days. Other measures occur at earlier levels, including recommending masks, limiting visitors and field trips and adding social distance and outdoor learning.

The decision came at the end of a two and a half hour meeting Monday, and that was without any public comment allowed. Board President Patrick McKee silenced applause and outbursts several times, and after the vote one woman stood up and said “You’re a disgrace to Wisconsin; and you don’t have to kick me out, I’m leaving.”

The meeting came as several people have been writing emails to the board requesting increased COVID mitigation policies.

Lance Trollop on Monday pleaded for a compromise in mitigation, knowing that many in the community and on the board have absolute positions. “No one is going to change their minds, but I would like to come up with something we can all come together on,” Trollop says.

No changes were made to the district’s policy of contact tracing and quarantines, preferring to leave that to the health department.

The board also rejected the idea of adding a virtual option to the elementary and middle schools, though administration says ill students can receive video instruction while being ill. The district also already has WAVE, which is a virtual academy with teachers trained in online teaching.

Police investigating robbery outside business

Police are investigating the robbery of an employee of a business in the parking lot where that employee worked.

Officers on Friday morning were dispatched to a business in the 1400 block of 6th Street in Wausau for a report of a strong-armed robbery in the parking lot of that business.

Police say a man about 5’8” to 5’10” tall robbed an employee while the person walked through the parking lot, got into a van as a passenger and fled the scene. The suspect implied he had a weapon in order to facilitate the robbery.

Police say the suspect wore a black hat with a red underbill and a flaming bull logo (possibly Chicago Bulls-related) and the mini-van in which he fled had a missing hubcap from the rear passenger side of the van. The man’s face was covered and he wore a black hoodie and black pants.

The male employee of the business was uninjured, police told City Pages. Police are still investigating the incident and couldn’t yet say if there was any connection between suspect and victim.

29 to review the changes. The email was sent to all who attended the Plan Commission meeting earlier this month, and to those who sent in comments as well.

Also included in the email, Donner says the village spent $922,000 on the failed Camp Phillips Centre project, which was initiated under former administrator Daniel Guild before being shut down by the village board. The costs went to engineering, permitting and relocating power lines. The village spent $95,000 on attorney fees for the project, a little more than 10% of the costs.

Weston actually spent $3.2 million on the project, but was able to get refunds of many of the costs associated with utility relocation, according to a spreadsheet provided by the village.

Library board decides on probation year for WVLS Weston TIF plan comes back, with only one change

Weston leaders have brought forward a new TIF plan after a previous plan was rejected by the village’s plan commission.

The new TIF plan, according to documents provided by village of Weston staff, only makes one change from the TIF plan previously on file: It allows for two lots that are inside the TIF with adjacent lots outside the district to be located outside the TIF. TIF Districts are a mechanism that municipalities can employ to raise funds for projects that otherwise might not happen to address blight. Projects proposed for the districts must meet the “but, for” test, meaning the project must be shown to need the funding in order to happen. In practice, projects are rarely rejected for not meeting that criterion.

Districts operate like this: once a district is set, any new value created in the district after that point generates tax revenue for the district instead of the taxing jurisdictions like the village, the school district, the county, etc. In theory, projects funded through TIF generate new revenue that pays back the amount borrowed against the district.

If that doesn’t happen and the district ultimately closes underwater, the taxpayers ultimately shoulder the burden.

The previous plan rejected by the plan commission earlier this month allowed for several new expenditures inside TIF District No. 2. That plan met with scorn from those attending, who cited the fact that Weston already has 22% of its land value in TIF districts, much more than the 12% recommended by the Department of Revenue.

The Marathon County Public Library will stick with the Wisconsin Valley Library Service for an additional “probation” year.

The county’s Library Board voted Monday to stay with the system for one probationary year, to see if concerns can be addressed with the system before deciding whether or not to make a switch to the much larger South Central Library System.

The board in January voted to switch systems after the task force chose to move to the SCLS because SCLS would be more cost-effective, provide more specialized staff and more services, include Marathon County with more likesized libraries, offer more continuing education and career development opportunities, a larger collection and more efficient inter-library loan model, and a culture that more aligns with Marathon County’s library system.

The board backed away from that plan in order to study the issue further, and in that time, former library director Ralph Illick, who’d pushed for the changes, resigned amidst an investigation which found a toxic work culture at the library.

But Library Board Chair Sharon Hunter said the issues found had nothing to do with Illick, but came as the results of a nearly year-long investigation into the services. Those issues persist and are things the board would like to see addressed.

Because of notification requirements, if the board ultimately chose to switch systems the change wouldn’t happen until 2024.

Under the new plan, some of the districts would change pretty dramatically.

Urban areas tended to grow in population, according to the census, and rural areas tended to lose residents. Kronenwetter had one of the biggest changes percentagewise, gaining almost 1,100 people from ten years ago. The town of Rietbrock lost 107 people, by contrast.

Those maps change in order to more evenly distribute residents among districts. County Planner Dave Mack says the county planning departments usually receive the Census info in March, but this year didn’t get them until August because of COVID delays. That meant planners had to rush to get the maps done, because they must go to a public hearing and be

ed to the Marathon County Board.

The morgue, which would serve as a central location for forensic autopsies in the state, is projected to cost between $6.6 million and $7 million to build.

The good news is projections show the morgue cash flowing at all levels, meaning it won’t cost county taxpayer dollars to run. In fact, the morgue could be revenue positive by between $900 to more than $200,000 per year, depending on how many pathologists the morgue employed and volume of autopsies.

Building a regional morgue, an idea City Pages first reported back in 2015, would address the growing backlog of forensic autopsies that must be performed at one of only three places in the entire state: Milwaukee, Madison or Fond du Lac. Traveling to those cities costs medical examiner time as well as that of law enforcement, which must accompany the body, while death cases continue to add up. And, many medical facilities in the area are no longer performing autopsies for outside agencies.

So far, 28 Wisconsin Counties have expressed interest in using the regional morgue, as have six counties in Upper Michigan. The facility would be much more centrally located for many of the northern counties. “We get a call from one of the counties at least once a week asking us for an update,” says Medical Examiner Jessica Blahnik.

The Regional Morgue Task Force will next be working on identifying some potential funding sources to help build the facility.

A Dane County judge dismissed a suit against a Natural Resources Board member who has stayed past his expiration date A Dane County judge has dismissed Dem Attorney General Josh Kaul’s lawsuit seeking to force Frederick Prehn off the Natural Resources Board, ruling she is bound by a 1964 state Supreme Court decision that allows the Wausau dentist to continue serving even though his six-year term expired in May. Judge Valerie Bailey-Rihn wrote on Sept. 17 there are “very good reasons for concluding a ‘vacancy’ occurs when a person’s term is over.” Still, it is up to the state Supreme Court to decide if the standard has changed over the past 57 years, and she granted Prehn’s motion to dismiss.

Kaul said he will appeal.

Bailey-Rihn made clear she doesn’t condone Prehn’s actions.

Prehn, who was appointed to the board by then-Gov. Scott Walker, has refused to step aside to allow Gov. Tony Evers’ appointment to begin serving. Prehn, citing the 1964 state Supreme Court decision, has argued he can continue serving until the state Senate confirms the appointment of Sandra Naas, an Ashland teacher.

Federal panel denies GOP motions

The three-judge panel overseeing two redistricting lawsuits has denied motions by GOP lawmakers and Republican members of the state’s congressional delegation to dismiss the cases.

But, the panel indicated it was open to “a limited stay to give the legislative process, and perhaps the state courts, the first opportunity to enact new maps.” In this afternoon’s ruling, the panel added it would also “set a schedule that will allow for the timely resolution of the case should the state process languish or fail.”

members of Congress had argued the suits were premature and the Legislature and Gov. Tony Evers should first be allowed to try reaching a deal on a map. Even if they failed, their motions to dismiss argued, the issue belonged in the state courts, not before the federal panel.

But the panel noted the federal courts have intervened in the last three redistricting processes when Wisconsin has had split control of state government. It also pointed out there was no indication the state courts would take a redistricting case “in the face of an impasse between the legislature and the governor.”

First Lady promotes anti-COVID plan in MKE

First Lady Jill Biden in Milwaukee praised the president’s new plan to tackle COVID-19 in schools even as students and teachers around the state experience outbreaks.

The plan includes vaccination requirements for teachers and other employees of schools run by federal agencies. The president also called on states to adopt vaccine requirements for school employees.

“We can’t know what the future holds but we know what we owe our children,” Jill Biden said during her visit to Marvin E. Pratt Elementary School. “We owe them a promise that we’ll do all that we can to keep their schools open, and as safe as possible. We owe them a commitment to follow the science, and we owe them unity.

So we can fight the virus, and not each other.”

But a Republican National Committee spokesperson, Preya Samsundar, criticized

Longtime lobbyist Bill McCoshen says he won’t run for governor in 2022, saying he lost “too much precious time” trying to close the sale of his lobbying firm to mount a serious bid.

Michael Best Strategies announced in mid-September that it had acquired McCoshen’s firm, Capitol Consultants, a deal that had been in the works since spring.

McCoshen, who will remain with Michael Best Strategies as a managing partner, said in a statement running a “positive, issue-oriented grassroots campaign” requires time and money.

“You need both to raise name ID statewide,” McCoshen said. “While I’m confident we could have raised the money, the reality was we lost too much precious time trying to close on the sale of our primary business.”

His decision leaves Lt. Gov. Rebecca Kleefisch as the only high-profile Republican to get into the race so far. State Rep. John Macco, of Ledgeview, and former U.S. Senate candidate Kevin Nicholson are both weighing runs.

Alcohol tax revenues surge during pandemic State excise tax revenues from the sale of alcoholic beverages rose nearly 17% in the 2021 fiscal year, an annual increase that tops any seen in nearly five decades in Wisconsin.

While the impact of the pandemic on alcohol use is difficult to evaluate, this trend may bear watching moving forward — in part because excessive alcohol use is among Wisconsin’s longstanding public health challenges.

Most states have seen alcohol tax revenues increase during fiscal 2021, national data shows. Yet while state-to-state data provides an imperfect basis for comparison, it suggests Wisconsin’s recent increases may outpace most other states.

Revenues from the state’s excise taxes on alcoholic beverage sales rose to $73.8 million in the 2021 fiscal year that ended June 30, a 16.6% increase over the $63.3 million collected in fiscal year 2020, according to preliminary data from the state Department of Revenue (DOR).

According to figures from the state’s Annual Fiscal Report and the preliminary DOR data, 2021 is likely to mark the largest percentage increase in alcohol tax revenues in Wisconsin since 1972. In more than six decades of available data, the only two fiscal years with larger percentage jumps — 1972 and 1964 — had increases in wine tax rates. The 1972 fiscal year also included a liquor tax increase and a lowering of the legal drinking age.

Alcohol excise taxes in Wisconsin are based on the volume of beverage sold, rather than its price. The rates vary depending on the type of alcoholic beverage: beer, wine, hard cider, or liquor. The state’s general 5% sales tax also applies to alcohol sales and is collected by retailers based on price; those revenues are not included in this analysis.

Wisconsin has long ranked among the bottom tier of states for the rates at which it taxes alcohol. Its beer tax

rate is among the nation’s lowest, ranking 48th among the 50 states in 2021, according to the Tax Foundation. Wisconsin’s wine tax rate also ranks low at 43rd and its liquor rate ranks 41st.

One consequence of this is that — despite the historic magnitude of this year’s revenue increase — its impact to state finances overall will be marginal. However, the public health implications of increased alcohol consumption may be of greater significance.

Surveys routinely show Wisconsinites engage in binge drinking more frequently than residents in most other states. Research has shown recent increases in alcoholrelated driving deaths in Wisconsin during the pandemic.

Total deaths related to alcohol in Wisconsin also have been increasing, as has been true nationally, over the last two decades.

Many individuals may have increased alcohol consumption during the pandemic while maintaining moderation.

However, if rising consumption levels continue and additional public health impacts materialize, then policymakers may need to consider taking action.

MOVING OUT A judge ordered Northern Housing Community closed; now residents of the park are scrambling to find a place to live Gloria called on a Monday, sick with worry.

She’d only days before learned that she’d soon have to leave the home in which she’d lived for five years. Gloria, along with at least a couple of dozen households in the Northern Housing Community Mobile Home park on Grand Avenue, would have 60 days to move. By court order, the Grand Avenue mobile home park on the north end of Schofield would need to be vacated in that time, giving folks in the park exactly two months to find a new place to live.

Moving is never fun, but for residents in the park, it’s the latest chapter of an ongoing saga in which many residents for years wondered for how long they would be able to stay in their homes. The current owners, Sustainable Resources, took over the troubled park after its previous owners agreed to sell it.

It was in rough condition under that previous owner, with residents attending Schofield city council meetings to try and glean a sense of whether or not the park would be shut down. Health Department officials came to city meetings armed with numerous documents detailing the many health concerns they had at the park.

The city on April 9, 2018 revoked the owner’s license to operate the mobile home park, which marked the first time resident of the park thought they’d need to move.

Many left the park around that time, leaving today’s population at about half of what it was.

But those owners ultimately sold to Sustainable Resources, and an onsite man-

ager was hired. That manager promised at city meetings to work with city and health officials to help clean the park to city standards. She met with residents at the meeting, and people seemed relieved that a new owner seemed to be poised to make sure those who remained at Northern Housing Community could stay where they are.

That didn’t happen, at least according to court documents filed by the city. Attorneys for the city of Schofield say there was some effort early on to address the issues with the park, but eventually those efforts disappeared. Moreover, attorneys for the city allege, the park’s owners never paid to renew the license, and owed back taxes as well. The park also never paid utility bills, and it never paid what it owed the city for razing vacant homes, the complaint alleges.

Sustainable Resources disagreed and filed a countersuit, saying they were never made aware they needed to renew their license.

That defense didn’t fly with the judge.

Michael Moran on Sept. 7 ruled the company could no longer operate the land as a mobile home park. No residents could be left on the property after the 60 day period expires in November.

And that leaves people like Gloria wondering exactly where to go next. Right now she pays about $600 in rent at the park.

As City Pages illustrated in its feature on affordable housing, or the lack thereof, finding similar rent will be a challenge, especially with so many suddenly looking at once.

The park’s purpose

Mobile home living might not seem ideal for many people. But for some, it’s the perfect solution to owning their own home or living in a separate unit on a budget. My own grandfather sold his house and lived in a mobile home in the Milwaukee area that primarily catered to seniors, and enjoyed it.

And it’s perfect for people such as Gloria.

She and her fiance are both on disability.

Gloria has numerous health problems, pos-

sibly stemming from her time as a cleaner (though she doesn’t make that claim).

That was a different time for her. She’d pull all-nighters on cleaning jobs, sleep an hour, then go back to another job. No one could accuse her of not being a hard worker.

She worked “24/7,” she told me.

But health intervened. The 56-year-old has fibromyalgia, which comes with a lot of pain. And, she told City Pages, she has three lung conditions. Her fiance no longer works and receives social security.

“I don’t know what we’re going to do if I need to live in my vehicle,” Gloria tells me.

She tears up at times during the call. “We’re good people, but this is something that happened through no fault of our own. It

feels like we’re being penalized.”

It’s hard to argue against it. Gloria says her home is maintained, she’s paid her rent as expected and is doing her best to live within the means provided through disability. It wasn’t the tenants who chose not to pay for license renewal and taxes, and it wasn’t they who chose not to address the health hazards at the park, she says. Sustainable Resources will move on to other projects, and the city will make new plans for the park, but meanwhile, Gloria says, residents there need to try to find a new place to live on a limited budget, in a short amount of time.

She tells me she’s worried about the reputation of the park. Because the park’s condition has been publicized in numerous stories for years, she is certain residents of the park will have a bad reputation through no fault of their own.

Gloria is further incensed when she sees reports that agencies have been reaching out — she says she hasn’t heard from anyone.

Help is on the way

I reached out to Diane Sennholz of North Central Community Action Program. The agency provides rental assistance and is working with CARES Act dollars to help address those in housing need.

That demand is starting to increase following the end of the eviction moratorium.

Though people could have sought the funds while the moratorium was still in place, many waited until it ended to seek the rental assistance NCCAP helps

connect residents to.

That funding is available to Northern Housing Community residents as well.

Connecting with residents has been a challenge, she says. One of the employees assigned to Northern Housing Community after the eviction order has been making trips to the park. He received a map from the city but ended up getting a better one from one of the residents there. But it isn’t always easy connecting with the remaining residents there, as the situation that’s been ongoing at the park has made them leery of officials. “There’s a lot of distrust, even with people going there to provide assistance,” Sennholz says.

The last time the park appeared on the verge of closing, NCCAP held a resource fair to help provide residents with info about how they could get assistance. They even provided free food and drink. But attendance was pretty slim, Sennholz says.

So this time they choose a more direct approach.

NCCAP has been keeping an eye on the situation because they knew if the order came down to vacate, they’d want to be in

a place to help. There is money set aside specifically for rental assistance for folks at the park. Once that happened, NCCAP was ready to help.

“We wish people had a little more time but they don’t,” Sennholz says.

Conditions

Though there was some improvement in the early days of the new ownership, there are still some health hazardous conditions at the park, says Marathon County Environmental Health and Safety Director Dale Grosskurth says. Many of the issues just never got addressed.

Gloria tells me the new owner had set up a meeting to meet with all the residents of the park following Sustainable Resources’ take over. He never showed. In retrospect, that wasn’t a good sign, Gloria tells City Pages.

excavated mobile home was never filled. A mobile home with a collapsed roof was left to rot, possibly harboring rodents.

Gloria tells me she and other residents tried to keep their homes up as best as possible. Her fiance even mowed lawns of vacant lots so the grass wouldn’t get out of control.

The last inspection was in May, Grosskurth says. They’ve been going more often since the problems at the park have been known.

Help for Gloria

I told Sennholz about Gloria when we spoke on the phone. She was eager to have her contact information in order to reach out.

Getting in touch with residents at the park has been challenging. Not everyone answers their door for a stranger these days, especially one who looks like they’re visiting in some official capacity. Trust at the park is a bit low these days, perhaps understandably.

I email Gloria’s contact information after I get off the phone with Sennholz. In less than 16 minutes I get a message back from Sennholz. Sounds like the call went well.

It turns out, Gloria had all the required documents and would be getting Sennholz the documents over the weekend, and the same for her fiance by this week. Sennholz seemed pretty confident they would be able to get rental assistance based on being on a fixed income.

Hopefully, it works out that well for the other residents.

So basically everyone’s life is messed up here. And it’s about to get worse. Along the way, they contend with shark investors, genius hackers and then, of course, Freeman himself. Freeman is a corrupt FBI agent who becomes tangled up in GenCoin because of his ties to Talman’s father, who Freeman blackmailed into getting a big cut of his latest drug deal. That’s the same money, by the way, that Talman invested into GenCoin.

Are we getting the impression this is one crazy ride of a show? If Mayor Francis Suarez’s vision of Miami is a tech and crypto-friendly haven for startup culture, Startup is the underbelly of that culture.

It’s tech fortunes built on the back of corrupt developers and drug cartels, all with the FBI playing along with it and taking its own cut.

At one point, Freeman leads a new FBI recruit up to one of Miami’s rooftops and lays out the corruption map for her.

Everywhere he points, he explains how the landscape was built through various methods of corruption. She has no idea he’s one of the most corrupt of all of them.

There are three seasons, and I’ve only watched one so far, but Freeman and the GenCoin three are becoming further entangled. Their situation sounds like a hot mess that gets perpetually messier, but one thing is for certain: it’s hard to look away.

I’ve always enjoyed the actor Martin Freeman, in both works you’ve likely heard of, and works you quite possibly haven’t.

Everyone knows his role in The Hobbit; and you might know his role in the original British version of The Office as Tim. You probably enjoyed his run in the second season of Fargo (the TV series of course).

Massage renovation

Massage Associates opened in the former DaySpring Spa space in the Third Street Lifestyle Center

In 2009 massage therapist and fitness instructor Kristy Medo had started the Salon Spa and Fitness Studio at 530

McClellan Street in Wausau. She sold it in 2015. During the pandemic the owner of Apex Wellness (who had renamed at that address) struggled to maintain staff and asked Medo for help, she says.

“I was already at capacity myself because unlike many other massage therapists I

chose to continue working the entire time through the pandemic,” she says. The exact opposite happened of what one might think would. “In our industry instead of massage collapsing, since it’s therapeutic touch, it actually exploded,” says Medo. “We were serving people who were really starting to feel very disconnected and, with the stresses of all the new adaptations, like kids at home, working from home, those sorts of things.”

Then recently the space opened up in Washington Square in downtown Wausau where DaySpring spa once resided. “I took on that energy once again to grow.” Medo, who likes to go with the ebb and flow of things, saw this as an opportunity coming to light. “If you’re too forward-thinking then you might miss what is really meant to be, so I just went with it.”

Medo moved Massage Associates from the McClellan address and on Sept. 1 opened the luxe Washington Square spot.

The location has seven treatment rooms, six for massage, and one room for Verve, who is using the space to expand their growing clientele needs. Verve offers esthetic services such as lashes, facials, brows, and more.

Medo is already exceptionally busy. “I’m doing probably three times the amount of sessions I’ve ever done in my life and it doesn’t seem to be slowing down.” When people who were regularly getting massages lost their practitioners in the pandemic they sought out Medo. “So most of my clients will typically book out one year or more, at a time with me,” she says. According to Medo, she’s been booked before she even opened the new facility. “To get on my calendar now could take close to three months.”

Medo renovated the current space into a calming, ethereal surrounding with the help of Evolutions in Design and EchoScapes Wausau. “We involved Randy from Evolutions in Design and he was pretty much a catalyst for the color choices, in the com-

mon areas, as well as our exterior. He chose a lot of the pieces that you see around here,” says Medo.

One thing that catches the eye is the bright and vivid murals on the backs of the treatment room walls. “There’s a lot of scientific studies done on the importance of exposure to different colors for a healthy mindset and brain stimulation and whatnot,” says Medo. “In a typical environment, massage therapists are usually working out of rooms that are brown, they’re all dimly lit, they’re very, very muted tones,” she says. “So there’s not a lot of peripheral stimuli for the therapist.” In other words, therapists like Medo who are working nine to 11 hour days in rooms with all the calming sedation find it’s hard to keep their energy up. The mural is for the therapist, she says. The guests most of the time are going to have their eyes closed, or they’re going to be face down so they’re not really going to experience the wall. What the guests do experience is the soothing front lobby and the atrium with the massive and unique metal tree sculpture by EcoScapes Wausau.

Price-per-session, as well as monthly memberships, are offered and Medo found that during the pandemic many clients were coming in religiously every month.

“Rather than paying $90 for deep tissue massage, with the membership it’s $77,” she says. Massage Associates offers Swedish, Deep Tissue and Sports massage. They also include Cupping, Hot Stone, Myofascial release, Couples and Pregnancy massage.
