Have you ever been hungry – I mean really hungry, when you hadn’t had a meal all day or even longer? Have you ever had food insecurity – wondering whether you will have enough food to last between now and the next time you have money to buy more? How about shelter – have you ever wondered where you would sleep at night? Not in the adventurous “let’s wander the countryside” way; more of the “I don’t have anyplace to go and it’s getting dark” way. Homelessness and food scarcity are real concerns in Wisconsin. There are over 4,500 Wisconsinites without a home right now. We are a strong and prosperous State, we have adequate resources, and we are smart people. We need to come together to solve the homelessness problem in Wisconsin. Please help by buying a homeless person a $25 Badger Pack. This survival kit contains necessities that will help a person down on their luck. While it may not solve the problem entirely, it will help ameliorate the suffering in the short term. You can make a contribution by going to The Go Fund me titled Wisconsin Newspapers Supporting Homelessness. 100% of your gift will go to supply resources to homeless people. I hope you can join us in this important and worthy effort.

Mount View Care Center opens
Work wrapped up on the new county nursing home as part of the $72 million campus expansion The newly renovated Mount View Care Center opened its doors this week, as part of a multi-phase, $72 million campus renovation that will see nearly the entire campus overhauled when it’s complete. The four-story Mount View Care Center is the the county’s nursing home, and serves patients the county deems unable to afford care at a private nursing home. The old nursing home was built inefficiently, and many residents needed to share a bathroom; the new 96-bed facility has individual rooms, as well as a first floor bistro and many efficiencies such as a kitchen built right near the facility, versus on the other side of campus. The new Mount View Care Center came about as part of a decision by county leaders to keep the nursing home as is and renovate, versus attempting to privatize the home or sell it. Contrary to common sense, projections from consultants with Clifton Larson Allen showed renovating the nursing home would actually be the most cost-effective. Former CEO Michael Loy in announcing the campus overhaul said the construction costs would be offset by savings made because of the renovations, so that they shouldn’t cost county taxpayers any money. Interim CEO Jill Meschke told City Pages with confounding factors such as COVID-19, the cost savings now might not offset the costs of the renovation, though the savings over the old campus are still substantial. And those costs might still be realized over time, just a longer time horizon. Residents will soon start moving into Mount View in stages, Communications Director Jessica Meadows told City Pages, and then work can begin on transforming the old Mount View Care Center building.

completed construction and residents will soon move in.
A Republican candidate looking to take on Josh Kaul for attorney general announced he’s dropping out of the race following reports that he deleted some podcasts. Owens cited “wrong-headed and false claims” were taking a toll on his family, and that he was putting family first in deciding to drop out. Owens didn’t specify to which false claims he was referring, but appears to be referencing allegations that he deleted podcast episodes from his time in Madison in which he and guests criticized former president Donald Trump. Guests included Charlie Sykes, a conservative radio host who was critical of Trump during the Presidential race. Owens announced his candidacy at the Jefferson Street Inn in Wausau since he graduated from D.C. Everest High School before graduating from UW-Madison law school.

Organizers of the Community Partners Campus project say they’ve closed on a building on Grand Avenue to house their project. The project aims at putting a number of non-profits in the same building, to both help those non-profits operate more efficiently through shared costs, and to make it easier for those seeking services to have a one-stop solution. Construction at the 364 Grand Avenue location is expected to begin in March 2022, and occupancy to follow in the fall.
State Party files complaint against progressive SuperPAC
The Republican Party of Wisconsin has filed a complaint with the Federal Election Commissions over spending by the Minocqua Brewing Company Super PAC. In a release last week, RPW officials say a report has been filed with the FEC alleging SuperPAC founder Kirk Bangstad misspent and misreported SuperPAC funds. Rules are fairly loose around Super PAC spending but they can not be spent on political campaigns per federal election rules. According to the Super PAC’s latest filings examined by City Pages, roughly $9,500 of the Super PAC’s funds were spent with Minocqua Brewing Company, of the $130,000 spent this year so far (through June). Another $5,500 went to Bangstad for Wisconsin. “It appears that Minocqua Brewing Company Super PAC has repeatedly failed to play by the rules,” Executive Director Mark Jefferson says. “Though their spending hasn’t yielded any significant results, ineffectiveness does not excuse illegal activity and the FEC needs to take action.” Bangstad in a response to City Pages questioned being questioned about the allegations and told City Pages the complaint amount to nothing but a smear campaign. He declined to answer any specific questions until a reporter looks into the Koch Brothers’ Super PAC. “Everything we have filed is completely above board and legal, and there’s an explanation for everything, but we are under no obligation to disclose anything more than what we report to the FEC,” Bangstad wrote to City Pages.

Candidates for governor should prioritize stable housing for desperate people Abortion. The pandemic. Crime and policing. Wisconsin’s economy and worker shortage. Lots of important issues are getting attention from the candidates for governor as they launch their 2022 election campaigns. Today we add another big challenge to the list -- one that neither Gov. Tony Evers, the Democratic incumbent, nor his leading GOP challenger, Rebecca Kleefisch, addressed in their campaign announcements: Homelessness. The problem hasn’t improved much in recent years since the state launched an unprecedented yet largely unfinished effort to ensure stable housing for thousands of desperate people across Wisconsin, including many children. The human misery from not having a safe place to sleep, eat or study for school is intense and traumatic. At the same time, the tragedy of homelessness costs taxpayers more in social and emergency services than adequately addressing the problem would. That’s why the candidates for governor -- along with municipal leaders, state lawmakers and members of Congress -- must do more. And now is the time for our political leaders to outline their plans and commitments as the 2022 election cycle approaches, and as World Homeless Day arrives Oct. 10. The good news is that Evers and Kleefisch understand this difficult issue and have tried to address it in the past. Evers sought $70 million in his latest two-year state budget for affordable housing, shelter grants and other programs aimed at assisting homeless individuals in the state -- most of which Republicans rejected. Instead, the GOP increased housing assistance programs by just $1.2 million and suggested the governor steer more federal stimulus money to the cause. Kleefisch chaired the Interagency Council on Homelessness when she was lieutenant governor in 2018. The council’s strong work led to eight homeless bills clearing the
GOP-led state Assembly. Unfortunately, the Republicancontrolled Senate approved only one of those measures, adding $1 million in support for emergency homeless shelters. The problem isn’t going away. In Madison, more than 65 people have crowded Reindahl Park on the Far East Side, turning it into a makeshift campground of tents that has led to violence and frequent calls for emergency responders. The city hopes to move the homeless campers from the park to a safer location using $2 million in federal coronavirus relief money. The city also is pursuing a permanent and modern shelter with robust services to steer people to better lives. A developer and social service agency want to convert a hotel into affordable housing. In Oshkosh, advocates are pushing for a larger, full-time shelter and more affordable apartments. The city’s vacancy rate is less than 2% -- a much tighter market than in past years, the Oshkosh Northwestern recently reported. Near Green Bay, the Oneida Nation used federal COVID relief money to renovate a tribal building into a shelter, the Green Bay Press-Gazette reported. In Milwaukee, more than 90 people living in a “tent city” under the Marquette Interchange have received help finding apartments, transitional housing or moved in with family members, according to WISN-TV (Ch. 12). Wisconsin needs to step up its search for lasting solutions as winter approaches, and as the coronavirus pandemic continues to limit how many people can be housed indoors together. What will the candidates for governor do for the homeless, and how will they get it done? We want to know. We’ll be asking them for their ideas and commitments in the coming year. Voters should demand answers, too. This column comes courtesy the Wisconsin State Journal Editorial Board, provided as part of the statewide homelessness coverage in October.

FRIDAY 11/5 | WHITEWATER MUSIC HALL, WAUSAU
The Amazing Kreskin
An Evening with Windsor Drive
Considered the “world’s greatest mentalist” for more than 60 years, The Amazing Kreskin has a showman’s flair and a comedian’s wit. During the past 50 years, Kreskin has had a TV series, his own board game, published 20 books, and had a major motion picture inspired by his work. One of his signature tricks is letting the audience hide his payment for the performance anywhere in the theater while Kreskin is held outside by security. If he can’t find it—he doesn’t get paid! It’s a night of mental game, mind-reading, and tons of fun. Those under 10 years old not allowed. 3 pm. $15 student; $28 adult. CampanileCenter.org.

The four-piece band began playing as teens in the Wausau area in 2006 performing at local churches, youth events and family friendly festivals. They later moved to Texas, worked with big names in the industry, headlined a tour in Japan and even performed at the Vans Warped Tour. After logging hundreds of concerts and several recordings between 2010 and 2014, Windsor Drive stepped back from performing as a band. They made a comeback in 2019, when they released their new album, Young One. They were slated to play at Concerts on the Square last summer, but it was cancelled due to rain. They are making it up to their fans with this performance at Whitewater Music Hall. Enjoy old songs, new songs, and some fun covers. 7 pm. $10. Tickets and details at whitewatermusichall.com.

Divestments are asset or income transfers (or gifts) for less than fair market value. Most divestments made during the lookback period result in a disqualification period from Medicaid benefits, also known as a penalty period. If a gift is subject to a penalty period, then the individual who made the gift is not eligible for Medicaid benefits during the resulting penalty period. Some examples of allowed divestments include gifts made pursuant to a pattern of giving, transfers made to a spouse or a blind or disabled child, trusts established by a will, and the purchase of certain annuities and promissory notes. Other transfers are excluded from the definition of divestment, such as transfers of business assets and one vehicle. Note that there isn’t an allowance or exception for annual exclusion gifts. Call our office to schedule an appointment if you have questions about divestments.

The return of Sears
THE BUZZ
By Pat Peckham
Sears Hometown opened in the space once home to a fitness business an emergency need, will come into the store and pick out something like a kitchen range and have that model shipped directly to them from a regional warehouse. An appliance can be shipped to the store for pick-up or can be be shipped to the customer’s home where it’s brought in and set up. Customers who order online and have the item shipped to the store can usually save shipping charges. The web address for that to happen is searshometownstores.com. They plan a grand opening weekend

Sears Hometown has a narrower focus; hard goods only, so no clothing items but plenty of tools, appliances, mattresses, lawn mowers and already in, the first of the snowblowers. Merchandise was still arriving last week as they worked to get the most out of their 9,000 square feet of floor space. Glancing around the showroom, a shopper will see mowers, grills, snowblowers, appliances, water heaters, lawn care equipment, tools for the mechanic and home fixer-upper, vacuums, air compressors and mattresses.

Friday and Saturday, Oct. 23 and 24, offering a live radio remote and additional discounts. Store hours are 9:30 a.m. to 5 p.m. Monday through Saturday and 11 a.m. to 4 p.m. Sundays. The Sears Hometown in Wausau uses some of the company’s standard signage saying “locally owned and operated,” but Banks says this one is company-owned. It is available for purchase, he says, and is advertised on the store’s Facebook page. Three-quarters of the approximately 400 Sears Hometown stores across the country are locally owned.
