Chiefs and Members of Parliament are asking questions and calling for action over a Parliamentary Budget Office report detailing education spending at Indian and Northern Affairs Canada. “This report clearly lays out the problems that First Nations communities have been facing for years,” said Timmins-James Bay MP Charlie Angus, who had requested the Parliamentary Budget Office look at how educational spending decisions were made at INAC. “There’s no plan of action, no criteria for needs-based funding, no set of data to support decision making – it’s a complete farce. It’s no wonder that a community like Attawapiskat is still without a real school three decades after a toxic spill poisoned their elementary facility.” Based on discussions with INAC officials and a review of information provided by INAC, the Office of the Parliamentary Budget Officer determined there is no method to determine capital budgeting for any school related expenses for First Nations. The report also says there is an absence of formalized asset management of school infrastructure including building condition reports. It also found there is no integrated portfolio strategy for various
school infrastructure and how it affects the needs of the First Nation schoolgoing population. Attawapiskat Chief Theresa Hall was appalled at the report, which is available online at the Office of the Parliamentary Budget Officer website.

“We have met with INAC many times offering solutions that we feel are workable and their response is always the same,” Hall said, “no funding and that Attawapiskat is not a priority.” Now that the findings of the report are public, Hall and Mushkegowuk Council Grand Chief Stan Louttit are hopeful INAC will be open to a process to address the long-standing education issues in Attawapiskat. INAC has indicated the ICMS (Integrated Capital Management System) database which was used to obtain information for the report is in development. “It contains incomplete information at this time,” said Margot Geduld, INAC media relations. see EDUCATION page 24
