City Council approves Dixon Ridge rezoning By Loretta Cozart On Tuesday, November 28, Kings Mountain City Council approved the 384acre Dixon Ridge rezoning request with a few amendments. The property is located just south of the I-85 bridge on Dixon School Road. The project has received opposition for over a year, and Thrive Kings Mountain
collected more than 700 signatures urging the council not to approve the project. Kings Mountain’s Planning and Zoning Board also recommended not to support rezoning. Several citizens spoke against the project during the meeting. City manager Jim Palenick shared a history of the project, saying, “This project actually became very public and very
known about a year ago. Last year, the owners and developers first came forward with a request to rezone 384 acres to light industrial. A plan was floated at the time that would have contemplated a series of very large warehouses, about 5,000,000 square feet. We made it clear to the developers that it would not be well received at all, that it would not probably make it.”
So, the city of Kings Mountain met with staff to do strategic planning related to the long-term land use of that area. The city’s new Unified Development Ordinance, UDO, had done away with conditional zoning districts, specifically one that was traditionally called the Planned Urban Development, or PUD. “We wound up creating See REZONING, Page 2A

Kings Mountain Family YMCA’s 23rd annual community Jingle Bell Rockin’ Run 5k Run/Walk was held on Saturday, December 2, at First Baptist Church at 605 W King Street in Kings Mountain. This year, the event drew 535 participants. This annual family-friendly race drew runners, walkers, strollers, and leashed pets. All proceeds from this event go to Kings Mountain Family YMCA’s financial assistance and scholarships programs.

Daniel Glenn Dixon KINGS MOUNTAIN, NC – Daniel Glenn Dixon, 75, of Kings Mountain, NC, passed away on November 30, 2023 at Wendover Hospice House in Shelby, NC. He was born in Gaston County, NC, son of the late Delbert Barnett Dixon and Annie Sue Baker Dixon and was preceded in death by a brother, David Dixon. Daniel served his country faithfully in the United States Air Force as a jet engine technician. After his service ended, he was employed by Dallas AirMotive where Daniel continued his
career and served as an aviation and training specialist for nearly forty years until his retirement. Daniel enjoyed working closely with the Kings Mountain Little Theater for over 15 years. He especially enjoyed working on the technical side of productions, running sound and lights for many plays. Daniel also served as a past president and on the board of directors for many years. An avid Kings Mountain football fan, he was a member and great supporter of the KMHS Touchdown Club. Daniel was a wonderful husband, brother, uncle and friend to many people. He will be missed dearly by all who knew him, as well as the community of Kings Mountain. He is survived by his wife: Shonni Penland Dixon, of the home; siblings: Teresa Williams, and Greg Dixon and wife Sheila, both of Kings Mountain, NC; 2 nephews, 3 nieces, and a multitude of grand nieces and nephews.
Graveside service will be held on Friday, December 8, 2023 at 2:00 PM at Mountain Rest Cemetery with Pastor Perry Hines officiating. Missing Gastonia teen Gastonia Police are looking for Ruth Torres-Hernandez, 15, of Gastonia. She is described as being 5’02” tall and weighing 120 pounds. She was missing by Ashbrook High School. She lived at 981 Mobile Lane in Gastonia. She recently arrived in the US from Honduras. She left with Greilin Rodrigues to his home in Austin, TX, on October 27. Her parents gave her permission to go with the male subject. The parents currently live in Honduras. Officers were unable to speak to them. They do not believe she is in any danger. REZONING From Page 1A a new zoning district called Plan Development, or PD, that contemplated properties greater than 50 acres with three uses or more,” Palenick explained. “Then, we contemplated a whole series of conditions that would go along with the actual zoning, which would be built into what we call the PD text so that the text would include many of these conditions.” The discussion took place over six months and included several developer requirements: annexation of all properties into the city, purchase of public utilities, paying all system development fees, paying by the developer of all of the infrastructure, dedicating a whole series of additional lands that would go to recreational properties, trails, parks, etc., agreeing in advance to a payment in lieu of taxes if parts of the land were ever de-annexed that goes with the land, so any successors and assigns (would honor those requirements), and approving a development agreement. The city manager concluded, “So the idea was to acknowledge the fact that this landowner could do a high-quality development, but only so long as it met all these various needs. That was in the best interest of the city, and we felt we accomplished that essentially.” Councilman Keith Miller explained further, ”Since the last meeting, there have been a lot of discussions back and forth about trying to clarify,

That the entirety of the negotiated development agreement terms between the city and the landowners for the project be labeled as Exhibit 1, shall be added to the PD text, and become a condition to the PD re-
zoning, provided, however, that if the development agreement is recorded and later amended following the adoption of the PD zoning, the recorded development agreement shall control over this, Exhibit 1. 4. That in addition to the development agreement terms referenced in #3 herein, the set development agreement terms shall be further amended as follows: A. Section 4.8, dedication for reservation of land for public purposes shall be revised to add an additional paragraph which shall read: developer shall dedicate up to two acres of property to the city for the development of a new publicly owned and operated fire station. The fire station land: The location of the fire station land shall be acceptable to the city and the developer. On Friday, December 1, around 5:00 a.m., officers with the Gaston County Police Department responded to a callfor-service at 1718 County Line Road, Kings Mountain, in reference to gunshots. The resident, 50-year-old Robert Joseph Rice, was outside discharging a firearm, which led to a dispute with neighbors. As police arrived, Rice fired a shot and retreated into his house. The Gaston County Police obtained arrest warrants for Rice. He was charged with two counts of Communicating Threats, one count of Discharging a Firearm, and one count of Resist,

ROBERT JOSEPH RICE Delay, Obstruct a Public Officer. Gaston County Police Telecommunicators and Crisis Negotiators were able to
speak to Rice by phone. After several hours of negotiations, Rice exited his residence and was taken into custody. Rice is currently being held at the Gaston County Jail on a $10,000 secured bond. “The safety and security of the citizens of Gaston County is our primary mission,” GCPD released in a statement. “The Gaston County Police Department would like to thank our community for their patience and concern during this incident.”

Beware of carriage ride scams By Loretta Cozart City of Kings Mountain Special Events posted on their Facebook page on Wednesday, November 29, for citizens to beware of scams centered around its carriage ride tickets. Within
an hour, three posts were made by scammers trying to sell fake tickets. The Special Events staff advises, “If you have purchased a ticket and must sell (it) before your reserved date, please contact us before
posting a sales notice on our page. Posts made without our knowledge will be deleted.” Take special care during the holidays to be on the lookout for scams. If something seems too good to be true, it is probably a scam.

The hope of the world, Jesus, was born in Bethlehem long ago. But He did not remain as an infant. He grew from childhood into adulthood where He taught His disciples and other followers the truths of God and who

Hope in Jesus motivates us to keep going on even against the odds. Without hope we want to give up…to quit… to throw in the towel so to speak. On the other hand, when our hope is in Jesus we have something to look forward to. We serve a risen Savior and He walks with us through every circumstance of our lives. No one knows what may occur in our lives but with Christ we don’t go through these times alone. He fills us with His hope! Our hope in Christ is a hope that not only abides with us now
but forever! In this Advent season, I trust that you too have this hope in Jesus as well. If not, open your heart and invite the hope of Jesus into your heart as your Savior and Lord. I close with the words of a hymn that I trust you can either sing or repeat as your very own: “Jesus, my Lord, will love me forever, From Him no power of evil can sever, He gave His life to ransom my soul, Now I belong to Him. I belong to Jesus, Jesus belongs to me, Not for the years of time alone, but for eternity!”

GWU Founders Day honors J.D. Huggins The founders of Gardner-Webb University were men and women with a bold vision to establish a Christian school in western North Carolina. On Dec. 2, 1905, they chartered Boiling Springs High School, which has evolved into a nationally recognized university and leader in Christian higher education. Those who helped build GWU into what it is today generously gave their time, talents, and critical financial support. On Nov. 30, the Gardner-Webb community celebrated Founders Day to honor the names and legacies of the persons and groups who played formative roles in the University’s development. The day of celebration was highlighted by the posthumous presentation of this year’s Founders Medal to

I am proud that we now pause each year on Founders Day to remind ourselves that we are stewards of a very impressive and distinctive historical legacy.” Founders Day also featured a ceremony placing a historical marker at the Washburn House, at the corner of Huggins Street and West Branch Avenue. The Washburn House was built in 1941 and is the second oldest building on campus, next to E.B. Hamrick Memorial Hall. The Washburn House was given to Gardner-Webb University by Seaton Washburn, who owned Shelby’s Washburn Hardware Store. He gave the house in memory of his wife and two daughters, who had all passed away in the years before ’41. Their names were Mintie Missouri “Sudie” Hamrick Washburn, Sarah Oeland (sometimes

PECAN PIE Barbara Falls 9-inch unbaked pie shell 1 cup dark corn syrup 3 Tbsp. all-purpose flour 1 Tbsp. vanilla 3 eggs 1 cup sugar 3 Tbsp. butter, melted 1 cup chopped pecans Beat eggs until frothy. Gradually beat in corn syrup and sugar. Add flour, butter, and vanilla; beat until well combined. Stir in pecans. Pour into unbaked pie shell. Bake at 400 degrees for 10 minutes. Reduce heat to 350 degrees. Bake 30 minutes more. Do not over bake. GREEN BEAN CASSEROLE Beverly Waller 1 1/2 cans green beans, drained ¼ can milk 1 can cream of mushroom soup Pepper 1 can Durkee French Fried Onions Mix beans, milk, soup,
pepper and ½ can of onions in medium bowl. Pour into 1 ½ quart casserole dish. Bake at 350 degrees, uncovered, for 30 minutes or until heated through. Top with remaining onions. Bake, uncovered, for 5 minutes or until onions are golden brown. Makes 6 servings. MARINATED VEGETABLE SALAD Tammy Hatley 1 can shoe peg corn, drained 17 oz. LeSeur peas, drained 1 cup chopped celery, chopped 1 bunch green onions, chopped 3 oz. jar pimento, diced 1 cup chopped red/yellow bell pepper Boil: 1 cup vinegar 1 tsp. salt 1 cup sugar 1 tsp. black pepper, or less Cool. Pour over salad. Let stand overnight before
serving. Keeps a long time refrigerated. SLOW COOKER BOSTON BUTT Vicki Whitley 3-4 lb. Boston Butt 1/3 cup Worcestershire sauce 1/3 up brown sugar Place meat in slow cooker; saturate with Worcestershire sauce. Sprinkle all over with brown sugar. Cover and cook for 8 hours on low or until done. HONEY GLAZED HAM Cheryl Raper 6 lb. smoked ham 1/3 cup packed brown sugar 1/3 cup honey ¼ cup orange juice, concentrate Score ham. Place fat side up on rack in shallow baking dish. Bake in 325 degree oven for about 2 ½ hours. mix honey, brown sugar, and orange juice. Bake 30 minutes longer basting frequently with honey mixture.

Bradley Floyd scores 27 in KMHS win over Burns Kings Mountain High’s men's basketball team opened its season last week with a 67-48 victory over the Burns Bulldogs. The game was close for most of the first half but the Mountaineers outscored the Bulldogs 23-16 in the third quarter to turn a 31-17 halftime lead into a runaway. The Mountaineers carried a 54-34 lead into the final quarter. Bradley Floyd led the Mountaineer attack with 27 points. Tucker Robinette also hit double digits with 14. Jordan Floyd contributed
seven points. J’Myun Huskey six, Caleb Nixon five, Nic Cole four, Charlie Foster two and Linney two. Burns had three double-digit scorers, led by Clay with 12 points. Norris and Ka. Surratt had 10 apiece, Self five, Beam four, Johnson three and Putnam and Ke. Surratt two. Burns won the girls game 43-17. The Lady Bulldogs jumped out to a 17-5 first quarter lead and were on top 25-9 at intermission and 33-12 going into the fourth quarter.
Hailey Dixon-velez led the KM ladies with seven points. Farri Martin scored four, Christian Williams and Paige Fleming two each and Allysia Pettis and Janice Smith one each. Earl led the Lady Bulldogs with 16 points and Greene added 12. King Mountain was scheduled to face Cox Mill yesterday. The Mountaineers will travel to East Lincoln December 9 for a men’s only varsity game at 4:30 and will be back in Parker Gym on December 12 to battle Shelby.

Kings Mountain finished first among the boys teams with a score of 232. Callie Stimpson won the girls 200 yard freestyle event with a time of 2:25.88. Mason Demetro won the boys 500 yard freestyle in 6:02.12. The boys 4x400 relay consisting of Wynn McConaghy, Ian Maddox, Jamari Vines Nolan and Hunter Ruppe also

KM Christmas Parade By Loretta Cozart Due to predicted rainy weather, Kings Mountain Special Events rescheduled the Christmas Parade to Sunday, December 3, at 3:00 p.m. Over 100 groups participated in the parade. The city named the Kings Mountain Lady Mountaineer High School Volleyball Team and 3A NCHSSA State Champions the grand marshal for the 2023 Kings Mountain Christmas Parade. Under the direction of Coach Heather Pasour, the 2023 team finished this season with a 34-1 record overall after winning the Big South Conference Championship with a 14-0 record. Crowds lined S. King Street, from Sims Street to the Overhead Bridge, and down Railroad Avenue to Patriots Park, awaiting the arrival of Santa Claus. Afterward, the festivities continued on Railroad Avenue and in Patriots Park, where family activities continued, along with food trucks and Katie and Grady’s Christmas Lights Extravaganza that kept everyone in the holiday spirit.

CCC receives $50,000 grant from ARC Cleveland Community College has received a $500,000 grant from the Appalachian Regional Commission, a federal agency. The funds will help support renovations to former labs and classrooms that are necessary to relocate two programs: Audio and Video Production Technology and Plumbing. The project will renovate approximately 4,915 square feet, including former manufacturing labs and classrooms vacated by programs that moved into the new Speaker Tim Moore Advanced Technology Center. In addition, renovations to the Spirit Shop’s former location will also be included in this project. The Plumbing program needs expanded space to ac-
commodate growth and the Audio and Video Production Technology program needs an updated studio space. Plans include placing the studio in a highly visible area to generate more awareness and interest in the program. Plumbing and Audio and Video Production Technology occupations are growing in our region, and the mean annual wages are slightly higher than Cleveland County’s average wage. Further, the total demand over seven years for these occupations is high, with progressive average annual growth rates of 1.3% to 2.6% expected for linked occupations in Cleveland County and the region. The federal funds will comprise approximately 68% of the total cost of the project.

Prepare now for Governor Cooper launches Medicaid expansion winter weather Winter Weather Preparedness Week is Dec. 3 - 9, and Governor Roy Cooper is encouraging North Carolinians to plan and prepare before potentially dangerous winter weather arrives. “North Carolina weather can be challenging, especially in winter when extreme cold increases your risks,” Governor Cooper said. “The best way to meet these challenges is to prepare by updating emergency preparedness kits and staying informed by paying attention to trusted and official sources of information regarding weather forecasts and alerts. If you don’t have a family emergency plan, now is the time to make one and review it with your family so you all know how to stay safe. And don’t forget your pets, if you’re cold, they are as well.” This winter, North Carolina will likely be impacted by an El Niño pattern, which favors above-normal precipitation across the state. The North Carolina State Climate Office predicts that it will take a while to see most of the impact of these weather changes. However, expect a shift to wetter-than-normal conditions to arrive in January/February. While seasonal snow forecasts are complicated, historical odds favor at least one
measurable snowfall for most of the state this winter. Governor Cooper urges residents to monitor winter weather conditions and forecasts by listening to local media and paying close attention to winter weather watches, warnings, and advisories. While the criteria for these may vary across North Carolina, the premise is the same, so remember: • Winter Storm Watch is issued when conditions are favorable for either heavy snow, sleet, or freezing rain within the next 24-48 hours. • Winter Storm Warning is issued when confidence is high that a winter storm will cause significant impacts within the next 12-36 hours. • Winter Weather Advisory is issued when wintry weather is expected, and residents should exercise caution as light to moderate amounts of snow, sleet, or freezing rain are expected within the next 12-36 hours, causing travel difficulties. To help ensure you are ready for winter weather, North Carolina Emergency Management officials urge you to: • Always keep at least a three-day supply of nonperishable food and a supply of medication in your home.
• Keep fresh batteries on hand for weather radios and flashlights. • Dress warmly. Wear multiple layers of thin clothing instead of a single layer of thick clothing. • Properly vent kerosene heaters and ensure any electric generators are operated outside and away from open windows or doors to prevent carbon monoxide poisoning. Never burn charcoal indoors. • Use a National Oceanic and Atmospheric Administration weather radio or a weather alert app to monitor changing weather conditions. • Keep alternative heating sources and fire extinguishers on hand. Be sure your family knows how to use them. • Store an emergency kit in your vehicle. Include a scraper, jumper cables, tow chain, sand/salt, blankets, flashlight, first-aid kit, and road map. • Make an emergency supplies kit for your pet, including medical records, a first-aid kit, enough canned/dry food and water for three to seven days, and a pet travel bag or carrier. • Do not leave pets outside for long periods. • Ensure your pet has a well-fitting collar. • Bring pets inside when temperatures drop below freezing.

Of those individuals, 300,000 North Carolinians were receiving limited Medicaid Family Planning benefits and have been automatically enrolled to receive full health care coverage through NC Medicaid starting today. Governor Cooper and Secretary Kinsley marked the start of Medicaid expansion at an enrollment event in Charlotte at the Goodwill Opportunity Campus co-hosted by the NC Navigator Consortium,
the Charlotte Community Health Clinic, and the Charlotte Center for Legal Advocacy. Gov. Cooper said, December 1. Today, a dream a decade in the making finally becomes a reality. Today we make real the promise of affordable quality health care. Today, North Carolina officially expands Medicaid to help close the coverage gap. “It’s been a long and winding road, folks. But we’ve arrived. There are a lot of people to thank and I especially want to recognize the legislators here who supported this effort and helped us get it across the finish line,” he continued. “Beginning today, up to 600,000 North Carolinians are eligible for quality, affordable health care. People who are working hard, making money for themselves and their families. People who deserve health care. About 300,000 of those people now receiving limited family-planning
benefits will be automatically enrolled in Medicaid as of today. “Others who are eligible can now sign up by going to Medicaid.nc.gov. That’s Medicaid.nc.gov. Or visiting an enrollment event like the one being held here today. I will let Secretary Kinsley tell us more about his department’s innovative work to help reach as many eligible people as possible. “Medicaid expansion is THE working families bill of the decade. For the workers in our communities who perform some of our most essential tasks – caring for our children, tending to the sick and elderly, stocking our grocery shelves, staffing our restaurants, all not getting paid enough as it is – this law will bring many of them the opportunity for better health and a better life.”

One man is in custody following an animal abuse investigation. Calvin Todd Moore, 38, is facing a charge of felony cruelty to animals. The Gaston County Police Department and Gaston County Animal Care & Enforcement were called to 109 School Street in Belmont on November 28 in reference to an anonymous tip. The tipster provided information about a domestic violence situation that had led to the killing of a family pet. An investigation was started, and the Gaston County Police Criminal Investigations Unit was notified. Detectives were able to determine

How a Health Savings Account Can Boost Your Retirement Savings Dear Savvy Senior, I’m interested in contributing to a health savings account to help boost my retirement savings but would like to better understand how they work. What can you tell me? Almost 60 Dear Almost, A health savings account, or HSA, is a fantastic financial tool that can help you build up a tax-free stash of money for medical expenses now and after you retire. But to qualify, you must be enrolled in a high-deductible health insurance plan. Here’s an overview of how they work and how you can open one. HSA Rules HSAs have become very popular over the past few years as the cost of health care continues to skyrocket, and because more and more Americans have high-deductible health plans. The great benefit of a HSA is the triple tax advantage that it offers: Your HSA contributions can be deducted pretax from your paycheck, lowering your taxable income; the money in the account grows tax-free; and if you use the money for eligible med-
ical expenses, withdrawals are tax-free.

Unlike a flexible spending account, an HSA doesn’t require you to use the money by the end of the year. Rather, HSA funds roll over year to year and continue to grow tax-free in your HSA account for later use.
To qualify, you must have a health insurance policy with a deductible of at least $1,500 for an individual or $3,000 for a family in 2023. In 2024, the deductible rises to $1,600/individual or $3,200/family. This year, you can contribute up to $3,850 if you have single health insurance coverage, or up to $7,750 for family coverage. Next year (2024) you can contribute significantly more – up to $4,150 for single coverage or up to $8,300 for family coverage. And people age 55 and older can put away an extra $1,000 each year. But you cannot make contributions after you sign up for Medicare. The money can be used for out-of-pocket medical expenses, including deductibles, co-payments, Medicare premiums, prescription drugs, vision and dental care and other expenses (see IRS.gov/pub/irs-pdf/ p502.pdf, page 5, for a complete list) either now or when you retire for yourself and your spouse as well as your tax de-
In fact, you’ll get a bigger tax benefit if you use other cash for current medical expenses and keep the HSA money growing for the long term. Be sure to hold on to your receipts for medical expenses after you open your HSA, even if you pay those bills with cash, so you can claim the expenses later. There’s no time limit for withdrawing the money tax-free for eligible medical expenses you incurred any time after you opened the account. But be aware that if you do use your HSA funds for non-medical expenses, you’ll be required to pay taxes on the withdrawal, plus a 20 percent penalty. The penalty, however, is waived for those 65 and older, but you’ll still pay ordinary income tax on withdraws not used for eligible expenses. How to Open a HSA You should first check with your employer to see if they offer a HSA, and if they
will contribute to it. If not, you can open an HSA through many banks, brokerage firms and other financial institutions, as long as you have a qualified high-deductible health insurance policy. If you plan to keep the money growing for the future, look for an HSA administrator that offers a portfolio of mutual funds for long-term investing and has low fees. Some of the top-rated HSA providers in 2023 are Lively, HealthEquity, OptumBank, Fidelity, HSA Bank and Bank of America. After setting up your HSA plan, adding money is pretty straightforward. Most plans let you do online transfers from your bank, send checks directly, or set up a payroll deduction if offered by your employer.
