Conceptual drawing of casino area released By Loretta Cozart A conceptual drawing of development around Catawbas Two Kings Casino Resort shows plans for the area, with adjacent development that encompasses a live, work, and play concept in close proximity of one another. The development allows casino guests to stay nearby, while workers could lease apartments or buy homes within a short distance of their jobs. While these plans are subject to change, developers currently plan apartments, hotels, restaurants, outparcels, resi-
dential housing, and a gas and travel center. Single family residential lots, 50’x150’, are part of the development. As of now, 671 lots are planned, with the potential for another 160 or more lots depending upon land acquisition. Eleven apartment buildings, two outparcels, and six hotels are also planned. Each hotel will have four levels with 120 rooms according to the drawing key, which equates to 720 hotel rooms. The drawing also indicates that Dixon School Road will be rerouted through the complex to allow for more
residential housing at the perimeter. Tim Mine Road will also be extended to a new road adjacent to I-85 to bring traffic past the gas and travel center. The developer is also paying for a new a diverging diamond interchange (DDI) at I-85Exit 5/Dixon School Road. “The DDI moves high volumes of traffic through an intersection without increasing the number of lanes and traffic signals while providing easier access to an interstate,” according Larry Carpenter, Jr. Professional Engineer for the NC Department of Transportation. In an Economic Impact
Study done by London and Associates, they predict advantages for Cleveland County to be: • 2,600 direct jobs • 656 indirect and 323 induced jobs • $273 million Facility investment • $208 million in economic activity • $100 million total labor income annually • $5.1 million per year in total sales, property taxes • $428 million in annual impact

Kings Mountain Family YMCA hours of operation are Monday - Friday 7:00 am - 7:00 pm, Saturday 8:00 am - 2:00 pm, and Sunday 1:00 pm 5:00 pm. At their website, the YMCA shared, “While we are excited to welcome members back inside, we recognize that the fight to stop the spread of COVID-19 isn’t over.”
“North Carolina’s YMCAs have spent 24 weeks preparing to reopen facilities responsibly to ensure the safety of employees and participants. To keep indoor numbers small, the YMCA will continue their virtual and outdoor fitness opportunities, keeping pools open for as long as possible and delivering programs that improve spirit, mind and body,” they wrote. “The pandemic has hurt many, including the Y. Because of donors and members who stayed with us, the Y has remained on the front lines, serving the most vulnerable members of our communities.” What should you expect See YMCA, Page 9

Kings Mountain Historical Museum reopens
Reverse Raffle and Auction days away The Kings Mountain Historical Museum re-opened on Tuesday, September 15, just days before their biggest fundraiser of the year. Kings Mountain Historical Museum celebrates its 20th anniversary this year and will also hold their 17th Annual Reverse Raffle and Auction between September 18 through 27. Due to the COVID-19 restrictions on the museum and the need to social distance for safety measures, they have moved the reverse raffle and auction to an online format. The museum will not have an in-person event this year. To celebrate their 20th an-
niversary, KMHM also had a special logo created. The logo utilizes a design that spells out KMHM with historically significant themes for Kings Mountain. The top left block with tools is for the mining history, the top right is for the settlement of the area with a wagon wheel, the bottom left
tracks is for the railroad history, and the bottom right is a loom for our textile history. The museum’s mission is to collect, preserve, and interpret history through exhibits, educational programs, tours, and other appropriate means, in order to foster a deeper understanding of the history of our community and the region. If you’d like to support the museum and purchase a ticket for the raffle or get more info on their auction, contact the museum at 704-739-1019 during their new hours: Tuesday through Friday from 10 am to 3 pm.

City utilities update By Loretta Cozart In a special called session of city council on Thursday, September 10, a utilities update was presented by Energy Services Director / Assistant City Manager Nick Hendricks. Updates were given on Electric Utility Capital Projects and two new substations. The city currently has three substations that are in excellent shape, according to Hendricks. However, growth along Kings Mountain Boulevard is coming and the city needs to prepare for it now by adding two additional substations. The city plans to tap onto
Duke Energy’s 100,000 volt transmission line near the AT&T Datacenter. The route would come into town near Dick Elam Road and King Street. It will travel along King Street to a substation that is planned in that area, but the city hasn’t yet chosen the location. “By the way we build and landscape the substation, folks won’t even know it is there,” Hendricks said. The second new substation will be further down Kings Mountain Blvd., closer to the Margrace Roundabout. Work on the project began in August on the engineering and design phase. During the

first quarter of 2021, the project will be let out for bids. Construction is slated to begin in the second quarter of 2021 with completion planned for September 2022. Cost for the project is estimated at $15.2 M. With financing, the cost is projected to be $16.75M over 20 years. Yearly payments are estimated at $870,000 beginning with the 2021-2022 budget year. The cost for rights-of-way land purchases and substation purchases are not included in these costs. Plans are for the city to bring bid packages to council for approval with plans on how to finance, in the second quarter of 2021. According to Hendricks, the city’s electric and gas have recovered 100% from the challenges brought on by COVID19 and he assured council and citizens, “There will not be an electrical increase to build out this capital project.” The city’s three substations can handle the current load because the city can switch between them when demand gets high. However, Henricks advised council that “economic development is coming, and we have to be prepared for that capacity.” The new line along Kings Mountain Boulevard will eliminate what Hendricks referred to as back alley exposure. Both Country Creek and the Life Enrichment Center will be moved onto the new line on Kings Mountain Blvd. in the next few weeks. Other capital projects will remove Mountain View Townhomes from the mainline and create a loop within the complex. This should improve

The Cost Of Unforgiveness (Part 3 of the “Offense” Series) When a person is offended or wounded, forgiveness is usually not the first word that pops into their mind. Crushed or infuriated, a propensity to justify hanging on to the anger is common. However, to receive freedom in your soul and purity in your hearts, cling to forgiveness. Unforgiveness works like cancer - a deadly disease in the soul that spreads DANYALE PATTERSON its ugly head and festers other emotional tumors such as bitterness and hatred. Then, it branches out to sabotage other relationships and even causes physical illness. Unforgiveness has a colossal domino effect unless it is shut down by forgiveness. It also affects us spiritually. Did you know that unforgiveness and undealt with offense will hinder your prayers? I don’t know about you, but I can’t afford to not have my prayers answered, especially when I pray for my family. In Mark 11:25, Jesus states, “But when you are praying, first forgive anyone you are holding a grudge against, so that your Father in heaven will forgive your sins, too.” FORGIVING AS WE ARE FORGIVEN Forgiveness is a choice. It’s not about our emotions. God will not always supply the mushy feelings for the person and that’s ok. Again, it’s not about feelings, but our willingness to forgive and our obedience to carry it out. I Peter 4:8 states, “Most important of all, continue to show deep love for each other, for love covers a multitude of sins.” The following is a forgiveness prayer I say…
“Dear God, I forgive them for the transgression (name the offense) against me. I ask that you forgive them. Lord remove the sting of the pain and the memories even at the cellular level of my very being. Wash me completely and create in me a clean and pure heart in Jesus’ name. Amen.” God may even put it on your heart to do something special for the person. This doesn’t happen in all circumstances, but if God leads you in that direction it will bring healing to your soul. Proverbs 17:9 states, “Love prospers when a fault is forgiven, but dwelling on it separates close friends.” PRAY THIS PRAYER: “O LORD, God of Israel, there is no God like you in all of heaven above or on the earth below. You keep your covenant and show unfailing love to all who walk before you in wholehearted devotion. For you Lord are good and forgiving, abounding in steadfast love to all who call upon you. Father, when I am angry with someone, remind me that I have sinned and fallen short of your glory. Give me a desire and the strength to forgive others. Meet future Firefighter Grady Hopper By Janet Hart City of Kings Mountain
Seventeen-year old Grady Hopper from Kings Mountain is a junior firefighter with the Kings Mountain Fire Department. “You have to be 18 years old to be a firefighter, so I’ve been learning how to be a firefighter in the junior training program,” said Hopper. Hopper knew he wanted to become a firefighter after meeting a firefighter from Charlotte who is also a parttime employee with the Kings Mountain Fire Department. “After speaking with him and learning about what would be involved, I knew that being a firefighter was what I wanted to do.,” added Hopper.
“I am a first generation firefighter,” Hopper said. “My family supports my decision to become a firefighter, although my mom worries a little.” Hopper is a senior at Kings Mountain Senior High School, and he plans to obtain a 2 year associate degree after graduation. Recently, Hopper received the George M. Barlett Scholarship for $2,000 from the North Carolina State Firefighter’s Association (NCSFA), which provides a variety of scholarships and grants to qualified North Carolina firefighters, including college scholarships for the children of qualified firefighters. “I appreciate the scholarship so much; it will help pay for the firefighter academy at
Cleveland Community College,” said Hopper. Hopper volunteers for both the Kings Mountain Fire Department and the Grover Volunteer Fire Department. “From the first fire service call that I went on, I fell in love with being a firefighter.” Hopper said. “Being able to save lives and help people is very rewarding,” he added. Hopper is one class -36 hours- away from earning his North Carolina Firefighter certification. The North Carolina Firefighter certification requires 24 classes and involves 382 hours, on various skills required to be a firefighter. Hopper has already completed a 6-month long, 252 hours, Emergency Medical Training (EMT) class and

obtained his North Carolina Registry of Emergency Medical Technician Certification. “For a young person in their junior year of high school to devote this amount of time to training speaks volumes of Grady,” said Kings Mountain Fire Department Chief Thomas Harmon. “He obviously has the drive and determination to achieve his goals,” Harmon added. “The certifications that Mr. Hopper has earned are exemplary for anyone, but especially for a young man who is 17 years old,” said Harmon. “Grady has earned the same credentials that are required of a career firefighter while he was still in high school.” “I hope to graduate in the fall of 2021 or the spring of
The Catawba Indian Nation’s proposed economic development project, which will encompass an entertainment and gaming center in our community, has now broken ground. I NEISLER thought it was time to explain what it will truthfully mean to the City of Kings Mountain. This project will provide many needed jobs for our area as we are still in a transition from a textile-based economy, but more importantly it will raise income levels for our citizens. I would like to share some statistics with you. Approximately 13.4% of families and 19.2% of the population are below the poverty line. This project will help reduce these numbers. Thirty percent of the students at Kings Mountain High School come from disadvantaged households. For many weeks now we have been
velop as a firefighter,” Harmon added. For more information about the Junior Firefighter Program with the Kings Mountain Fire Department, please call 704-734-0555.
bombarded with mailers and ads by DefendNC talking about how a South Carolina tribe doesn’t belong in North Carolina and to urge City Council to reject this project. The City of Kings Mountain does not have, and never has had, the authority to make that decision on the tribal land. It was solely the Department of Interior in Washington, DC that made the ruling. The Catawba Tribe has been a part of North Carolina and South Carolina for hundreds of years, long before state lines were even established. Their culture is rich and like the Cherokee, they deserve the opportunity to continue their legacy. Just as the Cherokee established a Cherokee school to teach their native language, so could the Catawba if the resources were available. This project will give them the means to do so, enriching all of our lives with their culture. In the decision by the Department of Interior, several points were made that underscore the value to our city and county in economic development. An economic
impact study prepared by London & Associates concluded that the proposed facility operation would create approximately 2,600 new direct jobs, with an additional 656 indirect and 323 induced jobs. Total labor income is estimated to exceed $100 million annually, and the total increase in spending (or value of industry production) in Cleveland County is expected to be $428 million. At the local level, it is expected to be $5.1 million per year in local sales, residential, and supporting property taxes, making this project bigger than the gaming facility itself. The City has obtained utility of choice from the Catawba tribe, as well as landowners and developers surrounding the complex, with much of the land being annexed into the City of Kings Mountain. Since the City is dependent on its utility revenues for its operation, it is my belief that within the next 5-7 years our electric system will double in size; therefore, keeping taxes stable.

I know there are moral arguments against this project, and I pledge to combat every negative aspect if it becomes a problem. It is the responsibility of Cleveland County, the City of Kings Mountain, as well as the Catawba, to make sure we have the resources, so the bad elements don’t become a problem. Quality of life for us is the most important thing. I believe it is each individuals responsibility to conduct themselves properly in a Christian way and that moderation in life is the key. This is like anything else in life, such as alcohol, eating, etc. Gaming itself is not evil unless someone abuses it. All available evidence points towards a substantial improvement for our City’s well-being on almost all measurable dimensions. I look forward to adding this cultural aspect to our lives while raising the bar with many opportunities for our citizens. G. Scott Neisler Mayor, City of Kings Mountain

Natural Gas Awareness and Safety Notice “City of Kings Mountain Natural Gas Division” The City of Kings Mountain owns and operates a natural gas system that provides service to industrial, commercial, and residential customers in and around the city limits of Kings Mountain for use in manufacturing, space heating, water heating, and cooking, etc. Kings Mountain’s natural gas pipelines quietly, reliably and efficiently deliver natural gas throughout the City for domestic and industrial use. As part of the greater industry’s 2.3 million miles of natural gas and liquid pipelines, Kings Mountain operates natural gas distribution and transmission pipelines that safely deliver large quantities of energy to fuel the economy and keep us warm every day. Pipelines are the safest and most cost effective way of delivering energy in existence. The City of Kings Mountain would like to inform residents about the accident prevention efforts that are undertaken to maintain the excellent pipeline safety record of the industry. Kings Mountain inspects mains and services that are excavated as well as monitors above-ground piping for corrosion. We apply and monitor corrosion prevention measures to prevent steel from deteriorating below ground and regularly patrol surface conditions for hazards to the pipelines. We also use leak detection equipment that can detect the tiniest quantity of gas to determine whether a leak may exist below ground. Equipment is inspected and maintained regularly as well, including below-ground emergency valves. In its “natural” state, natural gas is colorless and odorless. The natural gas received by the City of Kings Mountain for its distribution system is mixed with an odorant, so it is easier to recognize a natural gas pipeline release. The odorant added to the natural gas gives the gas a distinctive smell, often described as “rotten egg”. The City monitors the existence of this odorant to ensure its presence. Accidental releases of gas do occasionally occur, and in addition to the distinctive smell, other indications of a release may be a hissing sound, roaring sound, or blowing of dirt or dust. Persistent bubbles in water or pools of liquid with possible bubbling can also indicate a pipeline leak. If you smell, see or hear any indications of possible natural gas leak, please call the City of Kings Mountain’s Natural Gas Division at 704734-4516 or emergency officials at 911 immediately. If there is an unintended release of gas, the main hazard is the chance of fire or explosion. If you have a gas release situation, immediately walk away, warning others to stay away or leave the area. Extinguish all sources of ignition such as, open flames, cell phones, pagers, motor vehicles or any other item that may cause a spark or static discharge. From a safe location contact the City of Kings Mountain at the number listed above or emergency officials. The leading cause of accidental release of gas is due to damage of a below ground line by someone performing excavation or earth moving. The “ONE-CALL” system was setup to help prevent this hazard. If you dig, please contact the NC One-Call Center toll free at 811 or log on to the website http://www.nc811.org to request a location of underground utilities. North Carolina STATE LAW requires that excavators give at least a 3-Day Notice (3 full working days not including the day of the call) prior to excavation. If you have any other questions or concerns about the City’s natural gas system, pipeline safety, or how to recognize or report a pipeline leak please give our office a call at 704-734-4516 between 7:30 a.m. and 4:00 p.m. Sincerely, Nick Hendricks Jr. Assistant City Manager / Energy Services City of Kings Mountain, NC

mainline circuit to connect to new build. After the meeting, Mayor Neisler shared a slide he used in a presentation on C19 regarding the impact of the new substations on the City of Kings Mountain. Currently, the city has an electrical capacity of 40 MW. The two new substations will increase the capacity by 30 MW, bringing the capacity to 70 MW. Hendricks pointed out, “Economic Development is coming our way, whether you
like it or not. We have to be prepared for the needed capacity. We are preparing for growth on the 74 fallout area, down Kings Mountain Blvd., out to the Bethware area along with the eastern part of Gaston County. Those areas are our growing points.” “You’ve got to get yourself in a position to not only serve the customers that are growing in our town,” he said, “you’ve got to have the capacity to handle any folks that may be coming in.”
“The casino will be served off of the transmission. We will build a line over to them with their own substation. Even if there were no casino, everything we’ve talked about today would have to be built,” Hendricks concluded. Next week, the Herald will report on the city’s Natural Gas update, a purchase agreement for additional natural gas capacity and commodity, and a proposed new wastewater rates for specific customers directed to Gastonia.

Videos highlight new aspects of KM battle If you have lived in Cleveland County for very long, you probably think you already know the story of the battle of Kings Mountain. But a new video series is poised to offer new information and insights into the fight that took place 240 years ago this October. Offered through the Kings Mountain Historical Museum (KMHM), the video trilogy will be released in three installments Sept. 18 – Oct. 18, 2020. Each 40-minute episode will be released in sequence with the previous episodes remaining available for the duration of the offering. All will be free to watch via the link on the museum website, www.kingsmountainmuseum.org. “This video trilogy is especially appropriate for those who think they already know the story of Kings Mountain,” says video producer Randell Jones. “In this series we reveal new stories and new heroes and expand the story onto new landscapes. If you think you know Kings Mountain, we invite you to watch and hear what you’ve been missing.” Jones, along with two other independent scholars, carefully researched the new history revealed in the video series. Shelby native John Robertson, a well-known Revolutionary War aficionado, was among the contributors. “This year is the 40th anniversary of the establishment of the Overmountain Victory

new story is the reason for the second video, ‘A Broader, Bolder Kings Mountain Story.’” Jones says that the third video starts where most people stop paying attention to the story. “This is the story of what happened after the loyalists surrendered,” says Jones. “The patriot militiamen marched 800 prisoners away on a death march across the NC countryside for two weeks. So, the story continues and gets larger.” January Costa, KMHM director and curator, says that this video series works well with the museum’s goals. “The Kings Mountain Historical Museum was contacted by local author Randell Jones with a proposal for us to host this video trilogy,” says Costa. “As soon as I saw the proposal, I knew that it would be a perfect fit for us this fall. Since this fall is the 40th anniversary of the Overmountain Victory National Historic Trail, we wanted a way to educate the public and commemorate the Battle of Kings Mountain. The pandemic has caused a lot of restrictions and the closure of our museum, so this is a great way for us to continue to get this story to the public in a virtual manner.” For more information or to view a trailer for the video series, visit the KMHM website at www.kingsmountainmuseum.org/events.

National Historic Trail, and it is the 240th anniversary of the Battle of Kings Mountain,” says Jones. “If it had not been for the pandemic, commemorative events would have been held throughout North Carolina along the trail, including presentations to school groups by reenactors in period dress telling the story of the Overmountain Men of 1780 and the Battle of Kings Mountain. With so many museums and libraries closed, we thought this would be a way we could still tell the story during a time of social distancing.” According to Jones, the story of the battle of Kings Mountain is an involved tale. “It is more than just the battle,” says Jones. “In fact, the story of the men gathering from across western North Carolina, including what is now eastern Tennessee and southwestern Virginia, is what prompted the creation of the Overmountain Victory National Historic Trail in 1980. That story of the muster, the march, the pursuit and the battle is what is shared in the first video, ‘The American Spirit, 1780.’” South Carolina militiamen were also at the battle in great numbers, along with militiamen from Lincoln County. “We now know that these two groups of militiamen marched as far as anyone else to get to a battle that was in their own backyard,” says Jones. “And that

Former KMHS star Alex Goff Kentucky Amateur champion Kings Mountain’s Alex Goff shot a 12-under-par 204 to win the 106th Clark’s Pump-N-Shop Kentucky Amateur championship Friday in Lexington, KY. Goff, a scholarship golfer at the University of Kentucky, shot a two-under 70 in the final round to win the title by four strokes over former champion Andy Roberts. They were the only players to shoot under par. Goff was a four-year standout at Kings Mountain High School, finishing among the top players in the state 3A championship each spring. After a 67 on Thursday, Goff took a three-stroke lead into Friday’s final 18hole round. He basically wrapped up the championship on the front nine, making four birdies that put him seven

Why are electric bills so high? During the Special Called Meeting of council last week, Energy Services Director / Assistant City Manager Nick Hendricks addressed the question he keeps hear-
ing, “Why are the power bills so high?” Henricks pointed out that that June was a particularly hot month with 26 -28 days of 90-degree temperatures. In addition, many people
are working from home due to the Coronavirus. In addition, children are home more and that contributes to higher electric bills, as well.

Outdoor basketball goals missing By Loretta Cozart The Herald was recently contacted by a reader regarding Gantt Street’s pocket park. The caller said that the basketball goal in the park was missing. After a discussion with Councilman Jimmy West, it was learned that all the basketball goals have been removed in all of the city’s outdoor parks. Due to COVID-19 and executive orders enacted by Governor Cooper early in the pandemic, all basketball goals were removed to encourage social distancing. The park itself was in good condition overall otherwise. Swings throughout the property were in very good shape and only those nearest the basketball court were locked together.
