Welcome Ringed by citrus groves, cattle ranches and the Atlantic Ocean, Indian River County has a friendly, unpretentious atmosphere. Centrally located 70 miles south of the Kennedy Space Center and 135 miles north of Miami, our 543 square miles contain beautiful beaches, groves of renowned Indian River oranges and grapefruit, immaculate oceanfront estates and riverfront communities. This unique setting, combined with a burgeoning retail and tourist industry, plus a dynamic business community, continues to attract national and international attention. Approximately 138,028 people reside in Indian River County, enjoying a climate moderated by the warm tropical waters of the Gulf Stream. Balmy winters combine with the summer’s fresh ocean breezes to keep the average temperature a delicious 74 degrees, allowing residents to swim, golf and play tennis all year long. In addition, the 26 miles of unspoiled beaches, the serene waterscapes of the Sebastian and Indian Rivers, and miles of pristine woodlands and fields provide an endless array of recreational adventures. Free from urban sprawl and congestion, Indian River County offers the ideal setting for living life to its fullest. While agriculture and tourism play an important role in our economy, there are an increasing number of firms in the health care and information technology industries along with light manufacturing and service sector jobs. Relatively low labor costs, inexpensive building sites, and the absence of state income tax, continue to attract industry. Our workforce of semiskilled and trained technical workers points to a community that is productive and business-friendly. Quality education is an essential factor in measuring a community’s commitment, not only to its young people, but to its own future. Higher education is well-served by Indian River State College, where students may choose from over 150 twoyear and four-year degree programs. In addition, the college provides vocational and technical training for some of the fastest growing occupations in Florida. The Mueller Campus in Vero Beach offers a full schedule of on-site classes, as well as on-line programs for in-home study and a dual enrollment program for high school students. The college’s high-tech business and conference center, the Richardson Center on the Mueller campus, provides state-ofthe-art visual and audio technology for use by local businesses. The Kight Center for Emerging Technologies at the Indian River State College main campus in Ft. Pierce offers handson training in cutting-edge fields such as cybersecurity, digital media, advanced manufacturing, and photonics. Indian River County was established in 1925 and today is comprised of five incorporated municipalities, all governed by a Commission of five elected members representing each of the county’s five districts. Vero Beach is the county seat with a population estimated at 17,300 people and a council-manager form of government. Incorporated in 1910, Vero Beach was a rail stop along the Florida East Coast Railroad. Since those early days, the city has become the center for Indian River County’s flourishing economic and cultural growth. Picturesque residential communities, planned open space for community outings, along with unspoiled beaches and breathtaking landscapes, have contributed to the popularity of Vero Beach as a destination and a place to call home. Sebastian, north of Vero Beach, is the largest municipality with a population of approximately 20,500. Residents here enjoy a warm, friendly hometown atmosphere. Starting off as a fishing village, Sebastian is now focused on a growing tourist industry where visitors and residents enjoy boating, swimming, fishing, surfing and many other water-oriented activities. Sebastian is run by a council-manager form of government. Fellsmere, the most rural incorporated town in Indian River County, is located in the northwestern part of the county with a population of 5,000. community, but in recent years the emphasis has shifted to citrus and cattle. Fellsmere is proud to be host of the famous Fellsmere Frog Leg Festival, held in January. Fellsmere Day is held in April with a parade and a variety of family-orientated activities. Soon, Fellsmere will become the home of the National Elephant Center. The National Elephant Center is the result of a unique collaboration among zoos accredited by the Association of Zoos and Aquariums, individuals and organizations to ensure elephants remain a part of our future. Indian River Shores and Orchid are residential communities, both incorporated and both with a council-manager form of government. Indian River Shores is home to approximately 3,450 year-round residents, with that figure doubling during the winter months. Orchid is a golf and beach community on the barrier island north of Vero Beach. Their residents enjoy pristine beaches, spectacular ocean vistas and golf courses around the luxury home sites. The lure of pedestrian-friendly communities is quickly being rediscovered in Indian River County. In the established areas of Vero Beach, an active Main Street Vero Beach Association is successfully working to restore and revitalize the historic downtown business section. On the barrier island, the Oceanside Business Association promotes the popular beachside businesses, and both of these commercial zones are within easy walking distance of attractive residential areas. Royal Palm Pointe is a destination area for shopping, dining, business services and condominium living. In Sebastian, the riverfront has become a prime destination for strolling, shopping and dining.

The 19,000 square foot center has 12 exam rooms, eight work-up rooms and a 7,000 square-foot surgical center. Cataract Surgery Torsional ultrasonic technology, the safest, most efficient technique for cataract removal is used at New Vision Surgical Center. Once the cataract is removed, it is replaced with a permanent intraocular lens implant. LASIK – Laser Vision Correction New Vision Laser Center owns the ALLEGRETTO WAVE™ Eye-Q excimer laser, the most advanced FDAapproved, LASIK surgical system in the United States—and the only system from Brevard to West Palm Beach. The system has revolutionized LASIK surgery with treatments times of only 2to 20 seconds, resulting in more comfort for the patient, reduced healing time and more standardized results. Dr. O’Brien served as an FDA study investigator for new system who says the Eye-Q was in development for 15 years and utilizes missile tracking technology. “It’s very safe because of the tracking and rapid treatment,” said O’Brien. “This technology is a great advance in laser vision correction. The FDA has approved the Eye-Q to safely and accurately treat the most broad range of prescriptions allowing excellent outcomes for the vast majority of patients desiring more visual freedom.” The net result is more patients will be able to get this procedure and not wear corrective lenses.

Retina Health New Vision Eye Center offers the most advanced technology available for retinal evaluation and diagnostics, the Heidelberg Spectralis, which employs three-dimensional imaging, not the normal two-dimensional imaging. According to Dr. Meyer, head of New Vision Retina Center, the Spectralis can pinpoint areas of concern more accurately so that treatment and surgical procedures are less intrusive. In addition, because a number of tests can be performed in one brief sitting, it’s faster and more comfortable for patients. The Retina Center focuses on diseases of the eye including glaucoma, diabetic eye care and macular degeneration. Dr. Meyer stays on the forefront of emerging treatment modalities and offers the latest, FDA approved medical treatments to his patients.

New Vision Surgical Center New Vision Surgical Center occupies over 7,000 square feet of the New Vision Eye Center facility. The location is convenient for their patients, being directly across from Indian River Medical Center, with quiet access and egress. It was designed by architect Mike Gordon of Gordon & Associates, who has designed over 400 ambulatory surgical centers. The Center is licensed by the State of Florida and accredited by the Accreditation Association for Ambulatory Health Care, Inc. (AAAHC), with Medicare Deemed Status. This certification means that they have met nationally recognized standards for quality of care. The Center is devoted entirely to ophthalmology. Their experienced surgeons, nurse anesthetists, registered nurses, and surgical ophthalmic technicians have worked together for well over a decade. They provide their patients with the total surgical experience, beginning with the surgical consultation, pre-operative evaluation, and ending with their surgery. Glaucoma Glaucoma is a potentially blinding eye disorder that is unfortunately usually asymptomatic until it is very advanced. In addition to treating glaucoma patients with eye drops, New Vision also offers safe and effective glaucoma laser treatment. “You can treat glaucoma with eye drops, but people who don’t respond to eye drops are good candidates for a laser treatment,” said Minotty adding that a lot of patients currently on eye drops can stop using them when they have the glaucoma laser procedure. For patients that don’t respond to eye drops or laser therapy to control their glaucoma, Dr. Stephen Tate provides surgical options including Canaloplasty and the ExPRESS Mini-Shunt. These procedures are performed in New Vision’s state-of-theart surgical center and can be done as a standalone surgery or combined with cataract surgery.

ABOUT THE INDIAN RIVER COUNTY CHAMBER OF COMMERCE O n the evening of March 10, 1922, a group of individuals met in the city council chambers to establish the Chamber of Commerce. According to newspaper stories written for the Vero Press, in September of that same year 30 Chamber members gathered for dinner to mark the first six-month anniversary of the Chamber. Following dinner and cigars, the group began their plans for the first publicity piece to promote the area.

Today, our Chamber has grown to represent hundreds of businesses and thousands of employees. We provide our membership and the community with valuable and timely information and services to keep our county competitive into the next century. FIREFIGHTERS’ INDIAN RIVER COUNTY FAIR An iron giant of a locomotive huffs and puffs its way into town, at long last satisfying the hordes of eager eyes straining for a first glimpse of the milelong train. As the engine and its accompanying cars pull into the Vero Beach, North 65th street railroad spur with a groan of straining gears and brakes and one last lingering, melancholy whistle, onlookers assembled there break into cheers and applause. James E. Strates Shows has arrived, and that means one thing: It’s time for the Firefighters’ Indian River County Fair. You could be forgiven for thinking this is a moment straight out of the past, circa 1934. But it could be from 1950, 1980 or 2010 just as easily – Vero Beach and Indian River County crowds have been gathering to welcome Strates Shows, the last traveling railroad carnival in the nation and the midway provider of the Firefighters’ Fair since 1987. Strates has been coming to the area bringing their 40 amusement rides, combined with approximately 50 independently owned game booths and food vendors they manage. “When you talk about magic, well this is it” said Toby Turner, the Firefighters’ Fair general manager. “Here we take a vacant piece of property and in 4 -5 days we have transformed it into an entertainment venue for families. It creates a lot of memories for a lot of people.” “While here we have something that caters to every single person. It doesn’t matter if you’re here for the midway rides, it doesn’t matter if you’re here for the food, if you’re here for the exhibits, the entertainment or the animals... there’s something here for everyone. Give it a chance; we are confident you will find something that appeals to you” said Turner. For more than 85 years, Strates Shows has provided a kaleidoscope of entertainment with an unfailing foundation -- the rides may change, but the innovation, customer satisfaction and consistent management don’t. “The things that make us who we are -- we haven’t forgotten,” said George Weston Jr., who has been the general manager of Strates Shows for 30 years. “This is what we do, this is who we are. What you have is your reputation, so you need to guard that, protect that.” Another aspect that makes Strates Shows exceptional among other carnivals is, of course, its train. Though the company is making the transition to transporting more over the road so it’s not so dependent on the railroad system, Weston said the train will always be a part of Strates Shows, for the practicality as much as the nostalgia. “We kept the train because we’re still moving very large and sophisticated European rides that most other carnivals have gotten away from -- they’ve gone to one-trailer rides because of the expense of moving the equipment up and down the road,” “If you take a small town and move it every two weeks, that’s basically what we’re moving,” Weston said. “We’re moving a community.” One of the stand-out rides or spectaculars Strates Shows features is its 125-foot-tall Dutch giant wheel, which was recently outfitted with a state-of-the-art, custom-designed LED light system. This alone is a four-trailer ride; one-trailer Ferris wheels come in at just half that height. New this season to the Firefighters’ fair is the Sky. Flyer, a swing ride that flies riders more than 100 feet in the air, this is another spectacular Strates Shows wouldn’t be able to transport if not for the train. 24 2012 Who’s Who in Indian River County Business ■ www.indianriverchamber.com


Strates Shows, which has been family-owned and operated since its inception in 1923, plays fairs and carnivals up and down the East Coast, including the New York State Fair, the Erie County fair in New York, the Dixie Classic Fair in North Carolina, the North Florida fair in Tallahassee and the St. Lucie Fair in St. Lucie County Florida. “I can say this without any reservations: There are a lot of people out there who do a good job, but I don’t think anyone does it any better than the firefighters,” Weston said, who specifically praised the fair’s management team. “If you want to be amazed, come out to the county fairgrounds and stand there before we open, then come out on opening day and stand there, and you’ll say ‘Oh my Gosh, how did this happen?’ Well it happened with a whole lot of work and a whole lot of insight and a whole lot of planning -- it didn’t just happen. That’s teamwork.” Over the years, we’ve met a lot of friends here at the fair. Folks who attended as kids with their parents are now parents themselves and return to enjoy the sights and sounds. People think you have to have a lot of money to go to the fair, but if you do it right, you can do it economically. With advance purchasing of gate admission tickets for adults or children or purchase the Power-Pass which is admission and rides for just $20. In the end, it’s not one specific piece of the fair that makes it such an extravaganza -- it’s the experience as a whole. Everyone involved is driving toward one common goal: to create some fair magic. When you walk through those gates, there’s a lot of people working very hard to put our program on, from the firefighters families, the livestock barn and 4-H families, the county administration, the entertainment folks, the food vendors to the midway providers ... everybody’s out here to please YOU, the customer.

divisions, committees & task forces ECONOMIC DEVELOPMENT

As the designated county agency for economic development efforts, the Chamber provides leadership and resources to encourage a healthy local economy through the attraction and retention of industry. The Division works in cooperation with the county’s government leadership and the Commissionappointed Economic Development Council. Primary funding is generated through our private investors, county general funds, private sector contracts and in-kind services. Economic development tours are scheduled for local residents several times each year. In September each year our Industry Appreciation Awards recognize local industries and employers, renovations, new construction and architectural accomplishments. The Indian River County/City of Vero Beach Enterprise Zone program is administered by the Chamber’s Economic Development Division. The program offers certain tax credits, tax refunds and other incentives to businesses operating in the zone.

AMBASSADORS

The “Ambassadors” are a group of active Chamber members who serve as the liaison between the Chamber board and staff and the membership at large. They are welcome agents for new members at Chamber functions and make contact with members throughout the year about upcoming events and activities. They participate in membership retention and the development of new memberships and serve as official emcees at such Chamber networking events as Good Morning Treasure Coast Breakfast, Business After Hours and Ribbon Cuttings.

TOURISM PROMOTION & MARKETING

Also a designated county agency, the Chamber is the county’s national and international visitor promotion and marketing arm. With a focus on off-season visitors and staycations, the primary concentration is the attraction of quality, overnight visitors and special segment markets like destination weddings and small group meetings. This Chamber function is funded by the county bed tax as well as in-kind contributions from the Chamber and visitor industry businesses.

GOVERNMENTAL AFFAIRS

Through a representative group of members, the Chamber monitors local, state and federal legislation. They study, recommend and communicate Chamber positions on pending legislation affecting the business community to appropriate government officials and propose legislation when needed. They host public forums to educate voters, legislative luncheons and meet with local elected officials throughout the year to discuss specific items.

BUSINESS AND EDUCATION

The Chamber partners with educators in pursuit of educational and career opportunities throughout Indian River County. The Business & Education Committee provides input to help schools graduate work-ready employees. They develop, promote and provide programs to enhance relationships and partnerships between the business and education communities, and communicate educational needs for the present and future workforce. LEADERSHIP PROGRAM

Leadership Indian River County is a community leadership program offered by the Chamber. The 7-session training program brings together a diverse cross-section of our county’s residents for a hands-on, multi-disciplinary study of Indian River County. Participants gain insight into our county’s infrastructure, natural resources, local governments, and current issues. The program prepares participants for active involvement in public and private sectors, and civic responsibility for a better informed and vigorous leadership with an understanding of county needs - now and in the future. Over 100 community leaders have graduated from the program since 2006.

LATIN BUSINESS COUNCIL

The Latin Business Council of the Chamber provides networking opportunities that help Latin businesses and promotes programs, events, resources and activities aimed at improving the development of Latin businesses in the county. They recognize the achievements of Latin individuals and companies that have a positive influence on our community. Council members are available to assist Latin speaking students, their parents and school administration and to help in translation for area businesses.

BENEFITS & BUSINESS TOOLS NETWORKING OPPORTUNITIES The Chamber sponsors dozens of events to help members get to know and do business with one another. Networking with other members is an effective way of generating new clients and business leads. Monthly networking events open to the entire membership are Business After Hours and the Good Morning Treasure Coast Breakfast. YOUNG PROFESSIONAL NETWORK The Chamber’s Young Professionals Network provides professionals in their 20’s and 30’s with the opportunity for monthly networking with one another on a regular basis while receiving valuable information that will help them advance in their careers. Mix and Mingle events and community service rounds out the regular YPN activities. The Chamber understands the importance of educating young professionals and providing them an opportunity to establish and build relationships with others in their community. Encouraging volunteerism, education and community involvement will help this group make their way to the top. MEETINGS The Annual Membership Meeting brings members information about the plans and goals for the upcoming year. It provides an opportunity to introduce new Chamber leadership and recognize outstanding contributions made by Chamber members. Our General Membership Meetings may feature business speakers, educators or area legislators addressing timely business issues or areas of interest to the community. The annual Industry Appreciation Awards Luncheon held in September recognizes the best new commercial and residential projects, redevelopment and restoration projects, and architectural and landscaping achievements. The “Manufacturer of the Year,” “Latin Business of the Year” and “Company of the Year” awards are also presented at this event. The effort, organized by the Indian River Chamber of Commerce, is a collaboration of the Indian River County Sheriff’s Office, the Police Departments of Vero Beach, Sebastian, and Fellsmere, the Public Safety Department of Indian River Shores, along with Florida State Police, the Federal Bureau of Investigation and the Sebastian River Area Chamber of Commerce. The information sent by the chambers provides detailed information on the number of suspects, suspect descriptions, type of crime, vehicle descriptions and other pertinent information. The communities of Vero Beach, Sebastian and Fellsmere also offer retail districts with many boutique and specialty shops. The county is known for its charming, independently owned shops that continue to thrive along the barrier island and on the mainland. The Indian River County/City of Vero Beach Enterprise Zone (#3101) encompasses 4.7 square miles, including properties in and around the Vero Beach Municipal Airport and the adjacent Gifford Community. Business Equipment Sales Tax Refund A refund is available for sales taxes paid on the purchase of certain business equpment, which is used exclusively in an Enterprise Zone for at least 3 years.

Building Materials Sales Tax Refund A refund is available for sales taxes paid on the purchase of building materials used to rehabilitate real property located in an Enterprise Zone. The property can be commercial, industrial, or residential.

Property Tax Credit (Corporate Income Tax) New or expanded businesses located within an enterprise zone are allowed a credit against Florida corporate income tax equal to 96% of ad valorem taxes paid on the new or improved property.

Community Contribution Tax Credit Program Allows businesses a 50% credit on Florida corporate income tax, insurance premium tax, or sales tax refund for donations made to approved local community development projects. Businesses are not required to be located in an Enterprise Zone to be eligible for this credit.

It is the only children’s theater in the state that has its own building and is one of only 10 free-standing children’s theaters in the nation. Outreach programs go into the schools with their productions and to give classes. Classes in all aspects of theatre–acting, voice, dance and backstage skills–are given year-round at the Agnes Wahlstrom Youth Playhouse for pre-kindergartners through age 18. Some adult classes, including many private lessons, are also given in the Youth Playhouse. The popular summer day camp culminates in productions suitable for each age group. Five to seven concerts are offered, featuring at least one international orchestra in addition to the performances of the Brevard Symphony Orchestra. As the third-largest, producing accredited professional theater in the state, Riverside Theatre offers its audience over 255 performances each year. These performances range from the popular dramas, comedies and musicals that light up the Acting Company season to a variety of stars that come to Riverside each year as part of the Celebrity Series.

In addition, the society has awarded scholarships to talented young Treasure Coast musicians to further their education. The TCJS Jazz at Noon concerts are festive affairs for members and their guests. Performances are open to the public. Programs for kids, families, teachers, schools, and school transportation funding are available. Museum Art School studios are utilized to introduce the arts to young people in the community offering classes throughout the year, as well as, at its Summer Art Camp. The Museum’s annual Children’s Art Festival, held in April, is a 30-year tradition for the young-at-art and families.

The award-winning Under the Oaks Art Show, is produced by the club and draws more than 200 artists from all over the U.S. It is attended by more than 80,000 spectators and has become one of the largest events in Indian River County. The event was named “Best Arts & Crafts Festival of 2010” by Florida Magazine. Concerts featuring professional singers are performed during the winter season, and at holiday times. The concert locations may vary. The guild also sponsors workshops in various theatre disciplines, and sends a mini-troupe called “Guild on the Go” into the community to entertain. RESIDENCY REQUIREMENTS You are considered a Florida resident when your true, fixed, and permanent home and principal establishment is in Florida. Filing a declaration of domicile, qualifying for homestead exemption, or registering to vote in Florida can establish residency. Other actions, such as obtaining a Florida driver’s license, only indicate an intent to establish residency. Some employers require proof of residency. To establish state residency, applicants are not required to live in Florida a minimum amount of time, but do have to file a Declaration of Domicile certifying that he/she lives at a given address. TAXES Florida residents pay no personal income tax, nor do they pay inheritance taxes unless they are subject to a federal estate tax, in which case the Florida inheritance tax is limited to an amount allowed as a deduction from the federal estate tax. The tax year corresponds to the calendar year. Real estate taxes are due and payable November 1st of the current year. In Florida, homeowners may be eligible for a $50,000 exemption from real estate taxes on the assessed value of a home, if it is their primary residence and if they meet certain other criteria. Sales Tax The state sales tax is 6% on the dollar with food, medicine and professional services exempt. Indian River County has added a 1% sales tax to be in effect until December 31, 2019, making the total sales tax 7%.

Bus Service GoLine is the Indian River County public transit system with bus service on 14 fixed routes throughout the County, Barefoot Bay and St Lucie. GoLine buses operate weekdays 8:00 a.m. to 6:00 p.m. Saturday service is offered on specific routes 9:00 a.m. to 3:00 p.m. Riders under the age of 12 must be accompanied by an adult and all passengers must be able to board, disembark and carry their own packages on and off the buses in one boarding. Highways I-95, U.S. Highway 1 and State Road A-1-A run northsouth. County Road 512 and State Road 60 run east-west, with access to I-95. Florida’s 460 mile Turnpike runs south to Miami and northwest to Central Florida. Ocean-Access Ports The Port of Fort Pierce provides a deep-water terminal just 12 miles south of Indian River County off U.S. 1. As a Foreign Trade Zone, the area offers sub-zone opportunities for the county’s industrial sites. International importers and exporters based locally now have access to the global marketplace. Port Canaveral, north of Indian River County, is the fourth most active deep-water port in Florida, with a modern passenger terminal complex serving an active, vacation cruise industry.

Airports Sebastian and Vero Beach airport terminal buildings make very attractive gateways to our county. The Sebastian Municipal Airport has a 4,000-foot runway and a 3,200-foot runway. The airport is located one mile west of the city of Sebastian and is also home to the Sebastian Municipal Golf Course. Airport services include a Fixed Base Operator (FBO) Sebastian Aero Services, Velocity Aircraft, SheltAir T-Hangers, Skydive Sebastian, LoPresti Speed Merchants, and NationAir Insurance. Vero Beach Municipal Airport, a general aviation airport with a 7,300-foot runway and instrument approaches, has facilities for a wide variety of aircraft up to large corporate jets. Ground transportation is available via rental cars or limousine. Restaurants are available at the airport.
