MESSAGE FROM THE HEADMASTER Welcome to Cape Town and Wynberg Boys’ High on the occasion of our annual Ian Melliar Cup. The continued support for our U15 water polo tournament from our brother schools across South Africa has been a tremendous motivation for the event’s ongoing development. Because of the water shortage in the Western Cape there was some doubt as to whether this event could take place this year but thankfully a method was devised which enabled us to use our borehole water in the pool and we were given permission to proceed as per usual in 2017 It is both a privilege and an honour for Wynberg Boys’ High, one of the founding members of Western Province Schools’ Water Polo to present this exhibition of Water Polo. Over the years many of the stars of the future have featured in the tournament and I have no doubt that this will be the case again as this tournament affords all players an opportunity to test their skill against the best in the U15 division in the country. This tournament is all about “friendship, rivalry and competition”. It’s an event where lifelong friendships are made, from the players giving their all for their schools, through coaches, staff and managers working together, to all the parents, Old Boys, and Water Polo fans building a great sporting future... and culture for our youth and our country. To the players: this is your event, dig deep and be heroes in the pool, for yourselves and your school pride; enjoy your down time, socialise with the other teams and enjoy the weekend and take home the best memories of a job well done. Message From The Patron Of Wynberg Water Polo Dear All Welcome to Wynberg Boys’ High School, and the 11th Ian Melliar Cup Water Polo Tournament. This event has grown in popularity since its inception and we are delighted to host all the schools to another fantastic week-end of water polo. Behind every participating team there are teachers and coaches who are inspired by their passion for people and this wonderful sport. They deserve our sincere thanks for giving their pupils this wonderful opportunity to learn and grow. We welcome parents and friends to the Mother City who have travelled from around the country to join and support the players. I would like to take this opportunity to thank the local organising committee for all the hard work in putting together this fantastic programme. They have all worked tirelessly to ensure that everybody has a rewarding experience and this continues to be the best U15 boys’ water polo tournament in the country. Finally, I want to encourage each player, coach, and spectator to participate in a spirit of true sportsmanship. Play hard and fair. TOURNAMENT RULES: PLAYING FORMAT The Playing format will be 4x5 min stop / start unless otherwise stipulated below. The result of each section will be determined as follows: Win= 2 points Draw= 1 point Loss= 0 point At the completion of the Round Robin Pool matches, the teams with the most points shall be the winners of their pool. If there is a tie, then the position shall be decided in the following manner: 1. 2. 3. 4. 5.
Goal difference. The team who won the round robin fixture. Goals for. Goals against. Flip of a coin.
The teams finishing first and second in each pool will progress to the Quarter-finals. In the event of scores being level at the end of any play-off matches, (excluding games 51 - 54 and 59 - 62), there will be two additional periods of three minutes each. If the scores are still tied, there will be a penalty shoot-out in order to determine a winner. In the event of a tie in games 51 - 54 and 59 - 62 the team on the highest goal difference will be awarded the top position. TOURNAMENT RULES: FORMAT OF GAMES Games 1 - 40, 47 - 50, 55 - 58, 63 and 64 will consist of four chukkas of five minutes actual playing time each, with no time-outs except in games 63 and 64 (as listed below). Games 41 - 46 will consist of two chukkas of 10 minutes running time each with no timeouts. Games 51 - 54 and 59 - 62 will consist of two chukkas of 7 minutes running time each with no time-outs. There will be only one time-out for each team in games 63 and 64, and if there is extra time there will be one additional time-out per team. All games will have one minute between chukkas, two minutes at half time Games may be shortened or rescheduled if rain or lightning delays play.

TOURNAMENT RULES: COACHES & MANAGERS Each Coach and Manager has received a “Code of Conduct” which outlines the expectations of them as staff as well as of the players under their control. These codes of conduct are to be adhered to throughout the duration of the tournament. A “Zero Tolerance” approach will be taken with regards to the behaviour of coaches and managers while on the pool deck. Any coach who accumulates three yellow cards over the duration of the tournament will automatically be suspended for 1 game. A red card during a game means a two match suspension for a coach/ manager, and in addition, this counts for two yellows and as such will remain on the record. This means that should a coach who has received a red card and sat out his two match suspension go on to receive a yellow in his comeback game, he will be on three yellow cards and have to sit out the next game as well. Only 1 member of the coaching staff may be standing at any given time during a match. The manager or assistant must be seated on the bench along with the rest of the team. Managers and coaches need to try and stick to the same attire as far as possible when involved in a match. TOURNAMENT RULES: PLAYERS All players need to wear their school costumes. Cap numbers must be 1 - 13 with no duplications. The second goal keeper must wear a no. 13 red cap. White Caps will start on the mountain side of the pool deck. Any player found guilty of misconduct, violence or brutality shall be dealt with in the following manner: Misconduct - The punishment of exclusion of the game shall be deemed sufficient punishment. Violence - The punishment of exclusion of the game shall be deemed sufficient punishment. A disciplinary hearing shall only be deemed necessary at the discretion of the technical delegate. Brutality - Any player excluded from a match for brutality will be immediately suspended for that match as well as his next match and will face a disciplinary hearing. The Disciplinary Committee shall be appointed by the Tournament Director. No player shall play for more than one team during the duration of the tournament. No player may turn 16 years or older during any part of this year.

No player is permitted to smoke, drink alcohol or use drugs at any stage during the tournament. Unsupervised visits to places of entertainment will not be allowed. No girl or boy visitors will be allowed into the rooms where players are accommodated. Unsavoury remarks or actions towards fellow players, opposition players and officials are unacceptable and will not be tolerated. Bad language, both on and off the pool-deck will not tolerated Schools will be held liable for any damage caused by their representatives to hostels and other private property. Hostel and normal school rules must be strictly adhered to. Littering is unacceptable. Please leave all areas litter free. Vandalism will not be tolerated. Team initiation is not allowed as per the SA Schools’ Act. Players whose appearances, fashions (e.g. hair colour), are unbefitting the image of Water Polo, will not be allowed to take to the pool. Players not observing the code of conduct will be viewed in a serious light and dealt with accordingly and could result in a player being sent home. Any report of misconduct, both on and off the pool deck, will be heard by a Disciplinary Committee as constituted by the Tournament Director. Misbehaviour and continual complaints pertaining to a particular Team will be dealt with by the Disciplinary Committee and could result in that school team being disqualified. Any player found guilty of contravening this code will not be allowed to continue with the Tournament. Inappropriate conduct befitting a School Water Polo Tournament will result in a school /team being expelled from the event, and not being invited back next year. WARNING: It is strongly recommended that energy drinks with a warning on the label against intake by children be avoided by all participants; they contain a high caffeine ontent, which is a banned substance, and could result in a positive drug test reading. Beware of medication - check for banned substances with your doctor and chemist. The onus is on the player to inform the Manager of any medication that the player is taking during the tournament. It is the individual team members, manager and Captain’s duty to make sure that the above codes of conduct are adhered to.
Good Polo, making new friends and sportsmanship is the ultimate name of the game for this Tournament.

CODE OF CONDUCT: MANAGERS AND COACHES Thank you for all the work done in preparing your respective teams for this Tournament and for accepting responsibility for them whilst they are here. Managers are required to acquaint themselves with the tournament rules and various codes of conduct, and ensure all team members comply. As a coach or manager may be new to a tournament of this nature, a number of points need to be made for the record: During a Game: • • •
Remember that players will take their cue from the way you behave on the pooldeck and on the bench. There may be no smoking or drinking of alcohol while on the team bench. Unsavoury remarks towards players, opponents and officials are unacceptable, as is bad language, and will be dealt with according to a “Zero Tolerance” policy.
Off the Pool-Deck: • • • • •
Bad language is unacceptable. Alcohol may be consumed in moderation - but NOT in the company of the players. Schools will be held liable for any damage caused by their representatives to hostels and other private property. The manager needs to take responsibility for his/ her team’s behaviour, and to make it clear that vandalism will not be tolerated. Hostel / hotel and school rules must be strictly adhered to. Team initiation is unacceptable, as per the SA Schools’ Act.
Managers and coaches are required to behave appropriately at all times. Any report of misconduct, either on or off the pool-deck, will be heard by a Disciplinary Committee as constituted by the Tournament Director. At the discretion of the Tournament Director, a manager or coach may be removed from the bench during a game, or may even be removed from the tournament. If incidents come to light subsequent to a tournament, these will be referred back to the representative’s own School Executive for investigation, and could result in individuals / schools being banned from this tournament in the future.

CODE OF CONDUCT: PARENTS AND SUPPORTERS The playing of School Sport is primarily of an educational nature. The aim of school sport is to encourage participation and to engender in players the highest standards of sportsmanship, self-discipline and control. Parents and supporters need to support these ideals in the way in which they behave on the sidelines. Thus, at matches: • • • • • •

Positive support will be appreciated. Parents and supporters are requested to refrain from directing negative comments at Referees, officials, players or opposition supporters. Parents and supporters are asked to position themselves well clear of the pooldeck and refrain from standing or sitting behind the goals. Parents are instructed to stay out of the Technical table area for the duration of the Tournament. Parents and spectators are subject to the control and regulations imposed by the Tournament Director and / or designated Tournament Officials. In the event of an injury, parents and supporters are not allowed on the pool-deck and must stay out of the Technical Table area. The Manager of the team will be called onto the pool deck by the Referee and the Tournament Director/Officer will communicate with you - you have given consent to the Manager to act “in loco parentis” for the duration of the Tournament. Parents are not to interfere with the Coach’s team selection for any game and should refrain from communicating directly with players during a game. Any supporter found in contravention of these guidelines will be asked to leave the pool enclosure immediately.
Parents and spectators should address their concerns to the Tournament Director. Please do not approach individual officials, referees and coaches. Water is a precious resource and should not be wasted. Here are a few tips to look after your pool and the water in it to still enjoy your investment the whole summer long.
#Check for leaks. This is applicable to your swimming pool equipment and the physical pool structure. Only 1cm drop a day in a 7 x 4 size pool is 280 litres per day water loss. #Use a pool cover Options available are the normal pool blanket or liquid pool blankets. Using a pool blanket will reduce evaporation water loss by 50% and above. A single square meter of unprotected water surface can easily lose up to 8 litres to evaporation every day in summer. Energetic play and diving causes excessive amounts of water loss due to splashing. #Cut the heating Turn off the solar pipes and or heat pump and reduce your water temperature. Warm water evaporates more rapidly. # Reconsider the frequency of backwashing Some people backwash more regularly than required and it wastes water.
