Whether you’re new to the Cedar Valley or a longtime resident, we hope you’ll hold onto this guide for the next year to use as a reference tool for community services, government, education and leisure activities. Our goal is to make it easy for you to find your way around the area as well as provide a comprehensive guide to commonly asked questions, varying from where to vote to ideas for fun activities on a Saturday afternoon. Property, real estate taxes It is the county treasurer’s duty to collect all taxes, which include real estate, mobile homes, special assessments, buildings on leased land, equipment assessed as real estate, utilities and grain handlers. Taxes are segregated in taxing districts, and the amounts collected are apportioned to the various funds: state, area schools, ag extension, assessor/ appraiser, county, school, corporate entities and townships. The following cities are located in Black Hawk County: Waterloo, Cedar Falls, Dunkerton, Elk Run Heights, Evansdale, Gilbertville, Hudson, La Porte City, Raymond and a portion of Janesville and Jesup. Unincorporated towns include Dewar, Eagle Center, Finchford, Glasgow, Washburn and Voorhies. The townships in Black Hawk County are Fox, Union, Mount Vernon, Washington, Bennington, Lester, Cedar Falls, East Waterloo, Poyner, Barclay, Black Hawk, Orange, Cedar, Lincoln, Eagle, Big Creek and Spring Creek. Property taxes may be paid in two installments. The ďŹ rst half is due Sept. 1 and becomes delinquent Oct. 1; the second half is due March 1 and becomes delinquent April 1. Delinquent interest accrues at the rate of 1.5 percent per month, rounded to the nearest dollar with a minimum of a dollar. Payments may be mailed to the Black Hawk County Treasurer, 316 E. Fifth St., Waterloo 50703. A secured drop box available for payments is located in the parking lot near the northeast corner of the courthouse. It may be used during and after ofďŹ ce hours. Discover credit card payments are accepted for taxes and motor vehicle transactions. Payments for redemption from tax sale must be paid by guaranteed funds. Old piping, as in cast and copper sewer/vent piping. Iowa has many older homes and these have piping that is getting to the end of its life span. Over the last few years, we have had to remove sections of kitchens and baths that were remodeled by some local contractors to replace piping that should have been done when the initial remodel was completed. Unfortunately, sometimes this is after the warranty has expired and the consumer pays twice for the work. Old piping, as in copper and galvanized water lines. Not too many years ago, waterlines were sized 3/8th and 1/2 inch. When you flush a toilet or your washing machine runs, do you lose pressure in your shower or other parts of the house? Are you starting to have periodic leaks in the piping? All of this could be due to the age of the lines. And like your sewer/vent lines, when these are exposed, the cost of upgrading them at that time is far less than if you have to remove new floors and walls twice.

Ask questions of your contractor and your local inspectors, as they are willing to answer questions, as long as you do not drive them to distraction. Remember, they have a lot of ground to cover. Have a great spring and summer.

Iowa’s property tax laws are among the mo st complex in the nation and could leave homeowners scratching their he ads each fall when tax bills arrive from the Black Hawk County Treasurer’s Office . A number of chang es to Iowa’s tax code were in debate at the Iowa Legislature as of this writing, but as yet, none have been approved. Seven different local governments eventually get a shar e of those property tax payments, which are payable in t wo installments — one in S eptember and the other in March. The payments finance governments that operate on a fiscal year starting July 1. The property tax system starts with the assessed value of a property as determined by the county assessor’s office. That v alue can change annually either b y an assessor’s review or b y equalization orders, which are mandated changes in v alue ordered by the Iowa Department of Revenue and Finance. Property owners can appeal values they deem unfair at the Assessor’s Office in the Black Hawk County Courthouse. Anyone who owns a home the y live in also is eligible to have a small portion of their value removed for

The library’s current building, constructed in 1938, began as Waterloo’s post office and federal building. It served as such until 1979 when the post office was relocated. In 1977, Waterloo voters approved a $3.65 million bond issue to renovate the building for use as a library. The Waterloo Public Library now houses a collection of more than 175,000 books, numerous magazines and an ever-growing collection of videos, DVDs, books on CD, audio CDs, along with downloadable audiobooks and eBooks. It also provides free Internet access and computer classes and has a staff of librarians ready to answer questions. To get a library card, fill out a short application form and show staff members an ID containing your name and current address. There is no fee to get your first card.
