Property, real estate taxes It is the county treasurer’s duty to collect all taxes, which include real estate, mobile homes, special assessments, buildings on leased land, equipment assessed as real estate, utilities and grain handlers. Taxes are segregated in taxing districts, and the amounts collected are apportioned to the various funds: state, area schools, ag extension, assessor/ appraiser, county, school, corporate entities and townships. The city clerks’ offices handle the licenses for dogs and cats. â– Waterloo Any owner of a dog or cat within the city limits is required to license their pet the ďŹ rst of each year, or at any time a pet has come into the possession or ownership of the applicant or if a pet has reached the age of 6 months. The owner will need to provide the breed, sex, age, color, markings and name of each pet; the address of the owner; the most recent rabies vaccination; the type of vaccine administered; and the date the dog or cat shall be revaccinated. A written certificate from a licensed veterinarian is required to prove a dog or cat is incapable of breeding and has been vaccinated for rabies. Fees: Jan. 1 through March 31, $5 altered/$10 unaltered; April 1 through Dec. 31, $10 altered/$20 unaltered. â– Cedar Falls City ordinance requires all dogs and cats 4 months old or older be licensed annually. Pet licenses must be renewed January through March to avoid penalty. Proof of vaccinations and altering is required. Fees Jan. 1 through March 31, $5.50 altered/$11 unaltered. Fee amounts also can be obtained at the city clerk’s office for $10 a year. Paw Park permits: $15 per dog.

The townships in Black Hawk County are Fox, Union, Mount Vernon, Washington, Bennington, Lester, Cedar Falls, East Waterloo, Poyner, Barclay, Black Hawk, Orange, Cedar, Lincoln, Eagle, Big Creek and Spring Creek. Property taxes may be paid in two installments. The ďŹ rst half is due Sept. 1 and becomes delinquent Oct. 1; the second half is due March 1 and becomes delinquent April 1. Delinquent interest accrues at the rate of 1.5 percent per month, rounded to the nearest dollar with a minimum of a dollar. Payments may be mailed to the Black Hawk County Treasurer, 316 E. Fifth St., Waterloo 50703. A secured drop box available for payments is located in the parking lot near the northeast corner of the courthouse. It may be used during and after office hours. Discover credit card payments are accepted for taxes and motor vehicle transactions. Payments for redemption from tax sale must be paid by guaranteed funds. The rate of interest required by Iowa law to be paid in a redemption is 2 percent.

Do not tie together or bag recyclables. Materials accepted at drop-off centers: corrugated cardboard (flatten boxes), chip board (cereal boxes), brown paper bags, mixed office paper, newspapers and magazines, empty metal cans, clean foil (pie tins, foil covers), clear, empty glass containers, grades 1 through 7 empty plastic containers. These sites do not accept garbage, grease, paint, lubricants, liquids, appliances, construction and demolition materials,carpeting, dead animals, sharp objects (such as hypodermic syringes), Styrofoam, motor oil and waste oil filters and batteries. Curbside cart program: This voluntary program is designed to assist residents with yard debris removal and collection of recyclables. For more information on ordering a blue cart, contact Waste Management Services at 291-4553. A schedule is available of when the city will pick up recyclables and when it will pick up yard waste. Containers will be collected on your regular garbage day, but by a different vehicle. Carts should be placed curbside, 4 feet apart, by 6 a.m. on garbage day. No glass is allowed in the blue carts. THE COURIER of three sizes of automated containers. The smallest is 32 gallons at a cost of $9 per month. The medium is 68 gallons at a cost of $17 per month. The largest container is 95 gallons at a cost of $26.50 per month. Residents should place carts by the curb before 7 a.m. on their scheduled garbage day. Yard waste: The city collects yard waste year-round on Mondays. Yard waste carts are picked up during the months of December through March on a call-in basis. To schedule a pickup, call the Public Works Department at 273-8629. The yard waste cart is a 95-gallon cart and is a $7 fee per dump. This charge is added to your monthly CFU bill. The months billed will be January, February, March, May, June, July, August, September and December. The months of April, October and November will be free. Yard waste carts will be collected free as often as possible starting the last full week in April for a one week period and the first full week of November for a two week period. Paper biodegradable yard waste bags will be collected curbside starting the last full week in April and the first two full weeks in November. Paper biodegradable bags can be purchased from area retailers. Bulk items: The city provides a large item pickup on weekdays. Residents must call the Public Works Department at 273-8629 between 7 a.m. and 4 p.m. Monday through Friday to obtain a reservation for pickup. The city has a list of no-charge items, and items for which it will charge. Transfer station: Located at East 15th and State streets, it is open for yard waste only from 7 a.m. to 6 p.m. Mondays. Solid waste and small quantities of yard waste may be brought to the transfer station from 7 a.m. to 6 p.m. Tuesday through Friday and from 8 a.m. until 3 p.m. on Saturdays excluding holidays. Recycling: The recycling dropoff center next to the transfer station in the 1500 block of State Street is open from 7 a.m. to 6:30 p.m. Monday through Friday and from 8 a.m. to 3 p.m. Saturday.

Items accepted: cardboard, newsprint, magazines, tin cans, co-mingled plastic (No. 1 through 7), clear glass, office paper. All containers should be clean and labels removed. The city operates remote recycling sites at Panther Parkway on the University of Northern Iowa campus, the west side of Walmart Super Center, Point West, Thunder Ridge Fareway and Wind Grace Community off south Main Street. All sites are operational 24 hours a day. ■ Waverly Garbage pickup: Garbage is picked up once a week. If you are unsure as to the day your garbage is picked up, call 352-6247. Garbage is collected from an alley if you have an alley or the curb next to your driveway. Collection begins at 7 a.m. Garbage can be placed in garbage cans or garbage bags (garbage tag required) of no more than a 33-gallon capacity and weighing no more than 50 pounds each. Each can or bag needs a garbage sticker placed on it. The city-owned garbage container does not require a garbage tag. Choice of containers include 35-gallon for $13 per month and 65-gallon for $19 per month. Any extra bags of garbage that are placed outside of the container will require a garbage tag. To rent a city-owned garbage container, call 352-6247. Yard waste: The city’s yard waste site is at 2800 Fifth Ave. N.W. Leaves, grass clippings, garden waste, trees, branches and brush are accepted there at no charge. (The Bremer County Landfill does not accept yard waste.) The yard waste site also accepts large bulky items that are not to be picked up by the city’s garbage trucks. There is a fee for disposal of these items. Hazardous waste: Bremer County has a Regional Collection Center for household hazardous materials located at the Bremer County Landfill, 2049 200th St., Waverly. This site is open for Bremer County residents only (no businesses) at no charge. Call 352-4574 for an appointment before taking items to the hazardous waste site. Iowa’s property tax laws can be a head-scratcher The Waterloo-Cedar FallsWaverly area has a lot to offer in the way of recreation and education, but there’s still no way to avoid taxes. Iowa’s property tax laws are among the most complex in the nation and could leave homeowners scratching their heads each fall when tax bills arrive from the Black Hawk County Treasurer’s Office. Seven different local governments eventually get a share of those property tax payments, which are payable in two installments — one in September and the other in March. The payments finance governments that operate on a fiscal year starting July 1. The property tax system starts with the assessed value of a property as determined by the county assessor’s office. That value can change annually either by an
assessor’s review or by equalization orders, which are mandated changes in value ordered by the Iowa Department of Revenue and Finance. Property owners can appeal values they deem unfair at the Assessor’s Office in the Black Hawk County Courthouse. Anyone who owns a home they live in also is eligible to have a small portion of their value removed for taxing purposes by applying for a “homestead tax credit” at the Assessor’s Office. Several other tax credits, such as one for military service, also are available. But some property owners don’t pay taxes based on the full assessed value. The state sets different “rollback” orders each year for the various classes of property.

LIBRARIES Waterloo, Cedar Falls libraries The Waterloo and Cedar Falls public libraries are two valuable assets for residents in the metro area. Founded in 1896, the Waterloo Public Library began service in two rented rooms, one on the east side and one on the west side of the Cedar River. In 1906, the library moved to its new Carnegie buildings, which saw extensive remodeling and
Iowa, incorporated in 1859 by the Cedar Valley Horticultural and Literary Association. In 1877, W.C. Bryant moved to secure a vote of the city to make the library forever free and to be controlled by the city. Cedar Falls applied for and received a Carnegie grant, and on Aug. 25, 1903, the finished building was accepted by the City Council. Cedar Falls voters approved a $3.25 million bond issue October 2001 to help finance the con-
struction of a larger building. CFPL, which moved into a new home at the same location in March 2004, now houses a collection of more than 120,000 books, as well as a large collection of magazines, books on CD, videos and CDs. There is no fee to obtain a library card; fill out the application and present an ID with your current address.

Six of the local taxing bodies set property tax rates each winter or early spring when budgets are adopted. Those bodies are the city government, school district, county government, assessor’s office, Hawkeye Community College and agricultural extension service. The state of Iowa has a standing small property tax rate. Those seven tax rates are multiplied by the taxable value of a property to determine annual tax bills. Meanwhile, people purchasing goods and services — excluding groceries and certain other items — pay a 7 percent sales tax in Black Hawk County. Five percent of the sales tax is statewide and supports state government operations. One percent is statewide and supports school building construction and renovation. The remaining 1 percent comes from a 1-cent local option sales taxes approved by voters to be used by city governments as determined by the voters. Both Waterloo and Cedar Falls use their share of the sales tax for street reconstruction and resurfacing. State government operates largely on a state income tax and numerous “use taxes,” which include a tax on gasoline sales. While Iowa appears to have a larger income tax rate than many other states, it is one of the few states to allow a deduction for federal income taxes paid.
