through age 12. In every situation, services are designed around each child’s specific needs and can include intensive oneon-one or group training and therapies and family support and training. In combination, all of these services are designed to enhance and build on the child’s skills while promoting an

increased level of independence. Developmental day activities are designed to help delayed children meet the accepted or expected milestones in child development. The day program offers services for children from birth to age 5 who are at risk for developmental disabilities. Families are referred by local mental health centers, the public school system and other educational or human service agencies. The early identification and screening provided often leads to improved performance and higher accomplishments later in life.

JUDGES BARBECUE ON-SITE JUDGES BROWNIE FUTRELL B r ow n i e i s a r e t i r e d P u l i t z e r Prize-winning newspaper publisher who now has time to pursue his passion for barbecue. He’s been judging barbecue for more than 10 years and is certified by the N.C. Pork Council, the Kansas City Barbecue Society and the Memphis Barbecue Network. While each organization is different in its approach, and each has its own endearing qualities that make it both unique and commendable, his heart remains with the N.C. Pork Council. He believes whole-hog cooking is the best test of a chef’s overall cooking expertise, and he particularly enjoys on-site judging. He’s judged at competitions from New Hampshire to Mississippi and has been seen on the Discovery Channel.

SPENCER STANLEY Spencer Stanley has had a life-long affection for barbecue of all kinds, and has taken the time to sample barbecue from every region of the country (and some foreign countries). From Texas to Memphis, he believes they all have their unique flavors, but feels that eastern North Carolina whole-hog barbecue is superior to all. Certified by the N.C. Pork Council as a judge for almost eight years, he has judged numerous contests, including ECU’s Pigskin Pigout, the North Carolina State BBQ Championship, Kinston’s Barbecue Festival on the Neuse, and of course, Washington’s Smoke on the Water (among others). In addition to sampling great barbecue, he also enjoys the camaraderie that comes with judging, as well as the banter that takes place among cookers. He’s looking forward to judging SOTW barbecue once again!

CHARLIE MARTIN Charlie is a popular judge on the North Carolina barbecue circuit, not

only for his breadth of judging expertise, but for his friendly banter with competitors and judges alike. Having judged in Newport, Kinston, Edenton, Murfreesboro, Clinton, Washington, Kenansville, Swansboro, Seaboard, Greenville and others, his knowledge and experience speaks for itself. While Charlie has been judging barbecue for more than 15 years, he’ll probably tell you that his first judging experience occurred when hogs were first brought to North America. While that’s not entirely true, he became an N.C. certified judge at the suggestion of John Adams, a great friend and a top N.C. certified judge who passed away a couple of years ago. Since then, any funds given to events he judges are donated to the John Q. Adams V Ag Scholarship Fund, N.C. Cooperative Extension Service, in Raleigh. When he’s not judging barbecue, Charlie is a consultant for Team PRP, Premium Recycled Parts. He retired as a claims manager with State Farm Insurance after 35 years.

JUSTIN HEMBREE Justin Hembree is a native of Mitchell County, where his Scots-Irish roots trace back to the late 1700s. Professionally, he has 17 years of experience in municipal, county and regional government management. He holds a BS

and a MPA, both from Appalachian State University, and served as a cavalry scout in the U.S. Army. Justin currently serves as executive director of Land of Sky Regional Council. Land of Sky Regional Council is a multi-county economic and community development organization that serves the counties of Buncombe, Henderson, Madison and Transylvania in the mountains of western North Carolina. Justin previously served as county manager of Mitchell County, assistant county manager of Henderson County and town manager of Taylorsville. He is active with the North Carolina City and County Management Association, serves on the board of directors of the National Association of Development Organizations, is a past chairman of the Western N.C. Managers Association and served a term as president and currently serves as treasurer of the Appalachian State University Local Government Alumni Association. Justin occasionally competes on the professional barbecue circuit and is a member of Mac’s Smoke Shop and Fast Eddie’s Fine Swine. Mac’s placed second in the Whole Hog category at the 2017 Memphis in May World Championship Barbecue Cooking Contest. He is a N.C. Pork Council certified judge and is one of the founders of the Carolina BBQ League.
