HISTORY AND LIMITS The Town of Farragut was incorporated by referendum on Jan. 16, 1980, and a charter was adopted. The Town is named in honor of U.S. Navy Admiral James David Glasgow Farragut, the first admiral of the Navy who was born in the Farragut area. The Town also is well-known with Civil War historians. The battle of Campbell Station took place Nov. 16, 1863. Although not considered a defining win for the Union, the battle was a strategic fight for the passage to Knoxville and control of two key East Tennessee railways. The Town initially encompassed an area of 9.5 square miles, expanding by annexation to about 16 square miles by 1993. Farragut is bounded to the north by Interstate 40 except at Campbell Station Road, Snyder Road and the Outlets Drive area; to the south, by the Southern Railway railroad tracks and Turkey Creek Road; to the east by some areas of Lovell Road, the back of Sweetbriar subdivision, Concord Road, including Thornton Heights and Concord Hills and a line west of Campbell Station Road, and to the west by the Loudon County line.

GOVERNMENTAL FORM The Town Charter establishes a Board of Mayor and Aldermen as its form of government. An election is held in April every two years in odd-numbered years. The mayor is elected at-large to a four-year term. Four aldermen are elected, two each from two wards to four-year staggered terms. The board elects a vice mayor to a term of one year from among its members.

BOARD OF MAYOR AND ALDERMEN The mayor presides over BOMA, but all members have equal voting rights. The board adopts all ordinances, town policies and the annual budget. Advisory commissions and committees are created and members are appointed by the board to serve on them. However, the mayor appoints members of the Farragut Municipal Planning Commission. The Board meets at 7 p.m. on the second and fourth Thursdays of each month at Town Hall. These meetings are open to the public.

TOWN STAFF Town Administrator — David Smoak Executive Assistant –– Valerie Millsapps Associate Town Administrator — Gary Palmer Town Recorder — Allison Myers The Administrative Department is responsible for handling the town’s budget, personnel, intergovernmental relations, town ordinances, record-keeping from alcohol licenses, permits and finances and other activities.

Parks and Leisure Services Director — Sue Stuhl The Leisure Services Department coordinates activities to encourage citizen involvement and enhance the quality of life in the community. Responsibilities include the FUN (Farragut’s Unsung Navy) Volunteer Program, citizens’ request program, parks and recreation and public relations.

Town Engineer — Darryl Smith The Engineering Department has various responsibilities. The Engineering Division’s projects include road construction, street surfacing, review of commercial, residential and subdivision plans, drainage improvements, traffic signals and street lights.

Community Development — Mark Shipley, Interim Director The Community Development Department is a combination of planning and codes enforcement. The planning staff is responsible for maintaining the zoning ordinance, sign ordinance and other ordinances. They also review all plans for development, both commercial and residential. Members of the office of Community Development are responsible for enforcing building, plumbing, mechanical, gas, swimming pool and fire codes. The officers also assist in the enforcement of all town ordinances. In addition, a fire safety inspector works with the office and is responsible for fire safety education and fire inspections of commercial buildings and businesses. FYI • AUGUST 29, 2013 • 3

The Public Works Department provides services relating to the town’s public facilities. Crews are responsible for street maintenance, street signs, drainage maintenance, snow removal, maintenance of town parks and responding to emergency situations. The division consists of a public works director, two public works foremen and two public works crews.

Farragut Folklife Museum Committee Human Resources Manager – Janet Curry The Town of Farragut Human Resources Development Department’s manager oversees and coordinates several programs and services for Town employees. The HR Manager also facilitates the risk management component of Town administration.

Traffic Enforcement Program Manager – Ben Harkins The Town's Traffic Enforcement Program was enabled by the Automated Enforcement Ordinance. Four intersections were targeted due to the high traffic volume and number of red light violations surveyed by the Town's staff. These intersections were submitted to Redflex, which then conducted two additional surveys, confirming the violation data collected by the Town. TOWN OF FARRAGUT CITIZEN COMMITTEES The Town currently has 12 standing committees, councils, boards or commissions, which contribute to the success of the Town through various areas. These citizen volunteers share in the pride of Farragut’s accomplishments. All citizen committees are appointed by the Board of Mayor and Aldermen with the exception of the Farragut Municipal Planning Commission, which is appointed by the Mayor. Appointments are made by the Board of Mayor and Aldermen in late May and early June of each year. The purpose of this committee is to supervise a permanent museum for the collection, preservation and exhibition of artifacts relating to Farragut. The committee serves as the staff for the museum and gift shop, making decisions about fundraising, exhibits, special events and other areas vital to preserving the heritage of the area. Knox County does not support its own firefighting force. Fire protection is provided by three volunteer fire departments and by the Rural Metro Fire Department. Rural Metro is a private company providing subscription fire and ambulance service to county residents and businesses. The service operates 13 stations in the county. KARNS VOLUNTEER FIRE DEPARTMENT In west Knox County, the Karns Volunteer Fire Department operates four fire stations covering 60 square miles, with certified firefighting volunteers. Non-emergency calls may be directed to 691-1333; emergency calls 911.

KNOXVILLE VOLUNTEER RESCUE SQUAD The KVRS provides rescue and emergency medical.

The Knox County Sheriff ’s Office provides patrol services primarily for the county outside the Knoxville city limits, and to Farragut, since the Town does not employ a police force. The department also serves criminal and civil warrants throughout the county, and staffs the Knox County Detention Facility, which can be reached at 281-6700. Within Farragut, the sheriff ’s office has an active role. Crime prevention officers are available to assist residents in forming neighborhood watch organizations. The sheriff ’s office provides instructions on how to have an effective neighborhood watch and customized signs for the watch area. For businesses, the sheriff ’s office offers the Business Locator System Program. Four digits are displayed on participating businesses and those numbers, as well as the corresponding owners’ names and phone numbers, are kept on file at the E-911 office. If an emergency occurs at a business, the officer can give a 911 operator the locator number and the operator can reach the business owner. Chief Ron Chamberlain is commander of the patrol division and handles organized traffic enforcement. He can assign radar enforcement or additional patrol coverage to an area if people have concerns about drivers speeding, running stop signs or committing other violations in their neighborhoods. Voter Registration To register to vote in Knox County, a person must be 18 years old, a resident of Tennessee for at least 20 days and have a permanent address in Knox County. To register to vote, a person must provide the county with a Social Security number and a birthdate. A person may register to vote by going to the Knox County Election Commission office at Room 218 of the Knox County Courthouse, 300 Main St., or by obtaining a voter registration form at any post office and mailing it. Tennessee has a permanent voter registration system. Voters need to re-register when they change counties of residence, haven’t voted in four years or have legally changed their names, as in marriage. A move within a city or county requires only a change of address on the voter registration form within 90 days of moving. Most polling places are handicapped-accessible. If a polling place isn’t, handicapped voters can vote at the Election Commission office during the early-voting season (generally 20 days to five days before election) and on election day. Handicapped voters wishing to cast a ballot on election day need to make arrangements with the Election Commission within 30 days of the election. If a voter is homebound, his or her name can be put on a permanent absence list. A written request, along with a doctor’s letter confirming the fact that the patient is homebound, is needed to be put on the list. Voters on the list are mailed a form every election to be returned if they wish to vote. A ballot is sent to the voter, and the person returns the completed ballot to the Election Commission by mail. The Election Commission also goes to nursing homes and hospitals on election day to help people vote. The six utility districts provide water and sewer service to Knox County. Knoxville Utilities Board may be reached at 524-2911 for the switchboard. First Utility District services the southwestern portion of Knox County (Farragut, Concord, Bluegrass, Ebenezer) and may be reached at 966-9741. West Knox County Utility District serves the northwestern portion of the county (Hardin Valley, Ball Camp, Cedar Bluff) and may be reached at 690-2521.

If you are a new resident of the state of Tennessee, you must obtain a Tennessee driver’s license within 30 days of establishing residency. This can be done through the Department of Safety, either in the old Knox County Courthouse downtown at Main and Gay streets (215-2695; non-commercial only).

Gas

Drivers’ licenses must be renewed every five years, on any driver birthday that ends in a 5 or a 0 (i.e., age 20, 25, 30, etc.). If you purchase a license between these years (i.e., age 23), your fee will be pro-rated until your next eligible birthday (in this case, 25). To obtain a license, you will need to provide proof of identification, surrender your current driver’s license if it is out-of-state and pass an eye exam.

KUB operates natural gas service lines in West Knoxville and Knox County. For information on setting up an account or other questions, call 524-2911.

Electricity Two utilities provide electricity for west Knox County residents. The Lenoir City Utilities Board serves the western portion of the county (roughly to Karns, Peters Road and Toole’s Bend Road), and may be reached at 986-6591. KUB serves east of those locations and in the city limits, and may be reached at 524-2911

GREENWAYS The Town of Farragut continues to add greenways and sidewalks as development occurs. Multiple small segments of greenway trails and sidewalks have already been constructed throughout the Town and additional links will be added to complete longer sections.

Grigsby Chapel Located on Grisby Chapel Road, this two-mile greenway connects many of the Town’s northern residents to the library, Campbell Station Park and Farragut Primary.

Parkside Greenway Located along Parkside Drive, this two-mile greenway runs parallel to I-40/75 from Lovell Road to the sidewalk on the northwest portion of Parkside Drive.

Turkey Creek This shady 1.6-mile trail connects several neighborhoods to Anchor Park, with an additional .3mile spur to Turkey Creek Woods.
