Retail Development

The Anderson County Chamber of Commerce Retail Development Initiative was established in January of 2013 to promote retail and commercial growth as well as the retention and development of existing businesses throughout Anderson County.

Anderson County is a part of the Knoxville Metropolitan Statistical Area and is located approximately 15 miles northwest of Knoxville, Tennessee. The area has shown steady, solid growth over the past decade. The population in Anderson County rose 1,994 to 77,123 with the 2020 Census.

Countywide sales tax collections were 16% above 2020 as of September 2021.

The new Lewallen Bridge over the Clinch River opened to traffic on October 12, 2021, and an official ribbon cutting with TDOT was held on November 1. The three-year plus project began in September 2018.

Maude W. Brown Memorial Park, a new pocket park on Market Street, opened to the public in May thanks to the generosity of Cathy Brown. The Gazebo and Historic Marker for Marketplace of Pearls has been set in the park.

The City of Clinton was designated as a TN Main Street in June of 2021 after completing two successful years as a TN Downtown. Katherine Birkbeck was named the Historic Downtown Clinton Program Director. The TN Main Street Program follows the proven downtown revitalization model developed by the National Main Street Center, a subsidiary of the National Trust for Historic Preservation. The Carden Farm Dog Park opened on November 5 with large and small dog sections and a walking trail. Built on 17 acres obtained by the City of Clinton several years ago from TVA, the dog park was largely paid for by a $25,000 grant from the Knoxville-based Randy Boyd Foundation. Additional amenities will be added in the future.

The construction of Aspire Park, which began in September 2019, continues. Aspire Park will offer a combination of special experiences throughout the park. Estimated completion spring of 2023. For more information visit: www.alwaysaspire.com.

New businesses opening in late 2020-2021: Anderson County Nutrition, new location of Dogwood Carpentry & Friends, The Baker’s Rack, Shear Grace Salon and The Velvet Pug on N. Main Street, FARM Market (Farmer’s Market) in downtown Clinton, Fast Pace Urgent Care in Rocky Top, Kook Hibachi, Hometown Hardware in Andersonville, El Indio Mexican Grill & Bar in Centre Plaza, The Norris Market in Norris, and Wendy’s on S. Charles Seivers Blvd.

Scheduled to open late 2021-2022 and beyond: A2Z Early Learning Center, Anderson Oral Surgery new location, Appalachian Ridge RV Park & Campground, Dairy Queen, Lirio Chocolate, Hammer’s relocation, MS Wine & Liquor, Market Street Market, Pascal’s Pizza, Sonic, SPs Liquors, and Starbucks. Retail Development efforts have always emphasized shopping local as a way of life for residents, encouraging support for local businesses that reinvest in our community’s economic vitality and strengthen our tax base. Research indicates that $.67 of every dollar spent local stays in the community. A ribbon cutting was held to open the new Anderson County Higher Education Training Facility in I-75 Industrial Park on December 10, 2021. Site work began in May 2020 for the 47,000 square foot joint TCATKnoxville, Anderson County Campus/Roane State

Community College. The new facility is expected to be an asset to local industries and prospective employees alike by offering courses geared toward the industries operating in this area.

A major focus for retail development has been to increase the number of affordable housing options.

The Village at Hinds Creek began site work in August of 2019 for 60-90 attached housing units and 127 detached homes. New homes are expected to be under construction in early 2022.

Frank Price Landing features 56 single family homes.

As of December 30, 2021, forty-eight homes have been built and sold. The remaining are nearing completion.

Brookstone Ridge, Patriot Place, and the Village of Arcadian Springs continue to fill empty lots.

Additional housing options are on the horizon.

The City of Clinton has been approved for Phase I,

Phase II and Phase III of the Tennessee Alternatives

Program Grant (TPO) that will offer pedestrian improvements from E. Broad at Charles Seivers to N.

Main to N. Hicks and Cullom as well as Market Street, and N. Main to S. Charles Seivers Blvd., replacing 100-year-old infrastructure, repaving and new sidewalks. Construction scheduled to begin fall of 2022.
