he family tradition of hunting in Pennsylvania began before Penns Woods had even become a state. In 1683 hunting was permitted as a right of ownership on all land covered by Mr. William Penn’s Charter. The family tradition of an actual “deer season” in the Keystone State did not begin until 1869. At this point in history, the men did the hunting to put food on the table, and it served as a rite of passage from boy to manhood. The Pennsylvania Game Commission was founded in 1895 to govern the state’s outdoors and hunting population. Since then, hunting in Pennsylvania has been evolving and changing with each passing season. The most significant change that produces the monster bucks we see today occurred in 2002 when Dr. Gary Ault’s antler restrictions and deer management program were put into effect. This helped to eliminate the harvesting of so many young bucks, allowing the deer to grow older and produce bigger antlers. Tip of my Webb Weekly camo hunting cap to this year’s Uncle Ron’s Monster Buck winner, 14-year-old Haley Mumma. Her 18 point, 183 2/8 SCI scoring monster is an example of our Game Commission’s deer management success, the tradition of family hunting, and the changing face of the Pennsylvania hunter all coming together. If you missed Ken Hunter’s column about Haley, you can find it in the February 6th edition or at webbweekly.com. Monster bucks have become commonplace in Penns Woods and so have lady hunters. Last year it was then Liberty High School
senior Abby Heatley winning our contest with an 18-point tank scoring 173 7/8 SCI. Our sisters, daughters, mothers, and even grandmothers have taken the family tradition of hunting in Pennsylvania and across our Country to a whole new level. How fantastic is that! Currently, in Pennsylvania, just over 11% of the hunters are female. Since 2010 there has been a 44% increase in lady hunters in our state. This season right around 100,000 women hunted in PA. Across our great Country female hunting is up over 19%. It is estimated that there are 3.5 million ladies currently hunting in our Nation. Since the year 2000, the sisterhood of hunting has grown by 85% across the United States. Now that’s what I call empowerment! For this many young ladies and women to be involved in hunting is amazing. A true testament that the American family is alive and well and that women, from sea to shining sea, will protect the outdoors and our great hunting tradition. Young ladies who love the outdoors can aspire to be anything they want to be today. Maybe Haley or Abby will be the next Taylor Drury as seen on The Outdoor Channel’s “13 Hunting” and “Drury Outdoors.” Taylor is a teenage star in today’s world of outdoor TV. There is also Lee and Tiffany Lakosky, The husband-wife Duo of “The Crush.” Tiffany is the co-star that has gone from hunting wife to a mother raising future hunters right before the viewers’ eyes. “Raised Hunting” on the Discovery Channel features the Holder family in Iowa. Their
motto is, “A family that hunts together stays together.” Karin Holder is the matriarch of the household and does everything from hunting and filming hunts to keeping the peace in a household full of men. The one thing all these shows have in common is the tradition of an All-American Jim hunting family with strong Webb, Jr. Christian values and a love for our great land. The opportunity now for women in outdoor and hunting related careers is endless. There are lady game conservation officers, whitetail wildlife biologists, hunting guides — the list goes on and on. Women are now professionally involved with everything that is hunting. One thing is definitely for sure — it is now fashionable for the ladies to wear camo and orange. One last item in wrapping up our Uncle Ron’s Big Buck Contest, we had 68 entrants this season. Thank you to everyone for sharing those trophy bucks with us. I am proud to say Webb Weekly will be donating $1,320 toward the fight against MS. This equates to twenty bucks each for each buck registered. Hope to see you again in next year’s contest.
An Evening Out to Help Our Wounded Warriors
If you enjoy the outdoors, wild game cuisine, and supporting the men and women that provide our freedom, I have just the event for you. Barry Sones, the owner of Nightingale Hunting Preserve, will be holding his 7th Annual Wild Game Dinner and Auction –
benefiting the Pennsylvania Wounded Warriors. The event will take place Saturday, February 23rd at the Hughesville Volunteer Fire Hall, at the corner of South Railroad Street and Water Street. Doors open at 4 p.m., dinner is at 5, and there’s a live auction at 6 p.m., with a big game hunting slideshow to follow. The auction this year will include a mountain bike donated by Marty’s Bicycle Shop, hunting and fishing themed baskets, numerous gift cards for area businesses, and my favorite, an outdoor print courtesy of my good friend Ken Hunter. The Big Game menu will feature moose BBQ, venison hot sausage, venison Swedish meatballs, mule deer bologna, venison chili, chukar noodle soup, and more salads and desserts than you can shake a stick at. If you go away hungry, it’s your own fault. The best part about the event is that all proceeds will benefit the Pennsylvania Wounded Warriors, the money staying right here at home to help those veterans that have given so much for our Great Nation. Through your support and generosity over $70,000 has been raised by the Dinner and Auction through the years. Tip of my Stars and Stripes Wounded Warrior cap to Barry, Rachel and all the good folks that have organized and helped with the event over the years. Tickets for the event are a minimum $15 donation. Teen Dating Violence Awareness Month
O
ne in three high school students will experience some form of dating violence in their relationships. One in ten high school students has been purposefully hit, slapped or physically hurt by a boyfriend or girlfriend. According to breakthecycle.org 81% of parents said they didn’t think or didn’t know if dating violence was a problem. For parents and teens, being able to tell the difference between healthy, unhealthy and abusive relationships can be difficult, but recognition is key. Although there are many signs to pay attention to in a relationship, look for these common warning signs of dating abuse: • Checking cell phones, emails or social networks without permission • Extreme jealousy or insecurity • Constant belittling or put-downs • Explosive temper • Isolation from family and friends • Making false accusations • Erratic mood swings • Physically inflicting pain or hurt in any way • Possessiveness • Telling someone what to do • Repeatedly pressuring someone to have sex
If you see any of these signs please make sure that you talk with your child about it immediately. It is Steph important that teens Nordstrom understand that this behavior is not OK and that they don’t have to accept it. It is also important that teens understand the difference between healthy, unhealthy, and abusive relationships. They need to understand and recognize the signs of abuse so they can get out of the relationship and seek help if needed. Whether they are in a serious relationship or casually dating, teens should understand that all relationships should be free of fear, and that healthy relationships are built on trust, honesty, and communication. That the people involved are respectful of one another, their privacy and their boundaries. Relationships are meant to be fun! They should make you happy! A relationship should never be filled with jealousy, or a lack of trust. You shouldn’t be made to feel guilty or like your thoughts, ideas or feelings don’t matter. They should certainly never be violent, disrespectful or degrading. Never ignore a gut feeling. If you suspect
your teen or a teen you know is involved in an abusive relationship, step in now. The impact of teen dating violence is severe. Among high school students who have experienced sexual and physical abuse by a dating partner, 9 out of 10 have seriously contemplated suicide, and over 80% have attempted suicide. Teens should also understand that having disagreements with a partner isn’t uncommon, but the key is how you react to the disagreements. Knowing how to resolve conflict in a healthy way is something that will serve teens well today and in adulthood. The YWCA, as always, is a great resource for help with teen dating violence. Wise Options Prevention Educator Brady Huff is available to do presentations across Lycoming County about dating violence and healthy relationships. To schedule a presentation for your class, club, or scout troop, please contact Huff at 570-322-4637 ext. 112 or bhuff@ywcawilliamsport.org. As a way to provide a safe place for teenagers, the YWCA started a free after school program for seventh-12th grade students. The program is on Mondays through Fridays from 3-5:30 p.m. at the YWCA, 815 W. Fourth St. Students will have the opportunity to get help with homework, socialize, play basketball and unwind after a long day at school. To register for the program, parents can visit www.ywcawilliamsport.org to download a form that must be completed for a child to attend the program.

A Last Salute To Lycoming County’s “Mr. Flag”: Tony DiSalvo By Lou Hunsinger Jr.
L
ycoming County lost a giant in the realm of patriotism and Boy Scouting in the death last week of Tony DiSalvo, who would have turned 90 in April, more importantly it lost a good man, period. Perhaps no one in this county has been more zealous and diligent in promoting patriotism and love for his country’s flag and celebrating the goodness of America than Tony did. He came by this naturally. He told me as a youngster, he made the mistake of not getting up off the curb as the flag approached during a parade that saw the local National Guard unit go off to fight in World War II. He was chastised severely by his Italian immigrant father, who berated him in broken English about this seeming disrespect for our nation’s flag. Even though Tony’s dad’s English was broken his unbounded love of his adopted country was not and he instilled in his son a love for that flag and the country it represents. This incident also served as catalyst for Tony to become a Boy Scout, since his father was impressed with their proud carrying of the flag in that parade. Tony went

on to become an Eagle Scout and later a scoutmaster. For 35 years he was the sparkplug, catalyst and spiritual father of the City of Williamsport’s annual “God and Country Flag Day March.” He restarted this patriotic celebration when patriotism seemed to be on the wane. It was his drive and strong persuasive powers that would make this into a highly anticipated occasion that helped to kindle and rekindle love of country and love of our country’s flag. He is most certainly among the first rank of patriots to have walked among us. His other great passion was the Boy Scout program. He was a member of that venerable program for over 75 years, first as a Scout himself and then as one its most active leaders in the area, leaving a positive imprint on hundreds of Boy Scouts over the years. Many of the Boy Scouts that Tony mentored and encouraged became prominent in our community in many walks of life. And what they learned from him helped to make Lycoming County a better place. One of his Scouts and a relative of his, Tony Rampulla, wrote a moving post on Facebook on what Tony DiSalvo meant to him. “He will be sadly missed by family,

been with great pride and humility that Tony received the “Distinguished Eagle Scout Award” from local Boy Scout officials at his bedside. Tony remembers he and other kids of Italian heritage being made fun of and picked on because they were Italian, he never forgot that, and always strove to fight prejudice and promote brotherhood. He took that to new levels with his enthusiastic involvement with the Lycoming County Brotherhood Alliance. He was a great family man but he also believed strongly in the Family OF Man. It stated in his obituary that “It can’t be overstated his value to the community, the lives of the people he touched and the lives he changed through the organizations he served.” It is hard for me to improve upon that sentiment. In the Bible it says “Serve the Lord with gladness.” Tony certainly did that and he served his community and his nation well. When you see “Old Glory” fluttering in the wind think of Tony. It is a sign that he is still casting his love of country and sense of duty upon us.

friends and his community that he proudly served. He had molded many boys and young adults over his lif time in scouting and his love of the flag and patriotism. He dedicated his life to volunteerism. It is very evident he was a terrific leader and cheerleader as I was working on my Eagle rank at Camp Kline trying to get my swimming merit badge to complete the 21 badges to receive my Eagle rank. Without much experience in swimming two miles in Pine Creek he strongly convinced me in his commanding voice, “damn it Ramp you can do this, there is boat that will be near you if you get in trouble”! His words rang true and I completed the couple hour swim in the cold Pine Creek. Spent many winter and summer camps with Troop 50 and with cousin Tony, sometimes I think he was harder on me than some of the other scouts because I was family! I am truly grateful for the memories for what he taught me and have carried these values through my life time. Without a doubt he was demanding but had a heart of gold. I will miss his animation as he talked about community, God and love of his country. He had molded many young boys and men over 75+ years. He was very instrumental in making me what I am today, I have passed down these values to my children! Rest in eternal peace “Mort.” Tony DiSalvo was always very proud of all the national Boy Scout Jamborees he attended going back to 1936. It was a point of pride for him, and rightfully so. FILING THE DEATH CERTIFICATE A death certificate, which is a document that declares the deceased’s name, address, date, location, and cause of death, as well as other important information, must be signed by a medical practitioner within a prescribed period of time. While processing this document is routine in a hospital, deaths that occur at home may require calls to the deceased’s personal physician or, if necessary, the county medical examiner or coroner. In the days immediately following death, the funeral director prepares the death certificate, which is filed with the county before the body can be buried or cremated. The funeral home usually files the certificate, certified copies of which will be needed later for insurance, probate, and other purposes. The easiest way to get certified copies of a death certificate is to order them through the funeral home or mortuary at the time of the death. If you are in charge of winding up the deceased person’s affairs, you should ask for at least 10 copies. To learn about our funeral services, please call Michael R. Gardner endeavors to continue giving back to the community when he is able by supporting local elementary and high school scholastic programs, raising and donating money to equip the patrol division of the Williamsport Bureau of Police with new outer carrier vests, and providing pro bono legal representation for victims of domestic violence as well as individuals subject to mortgage foreclosure. Gardner takes tremendous pride in his family’s deeply rooted ties to and longstanding
residency in Lycoming County. He was raised on the same working grain farm as his ancestors where he spent countless hours assisting his Father planting and harvesting corn, soybeans, straw and hay. Gardner never doubted that following law school he would return home to Lycoming County to raise his family and instill the same small town conservative blue-collar work ethic and values in his children that his mother and father instilled in him and his three siblings. Gardner graduated with honors from Montoursville Area High School and Lycoming College and received his law degree from the Temple University Beasley School of Law. He developed a passion for the sport of wrestling at an early age and has dedicated many years as a participant, volunteer coach and fan. An avid outdoorsman, Gardner is a member of the NRA, Consolidated Sportsman of Lycoming County and the Dunwoody Big Bear Fish and Game Club. A current resident of South Williamsport, Gardner devotes as much of his spare time as possible to enjoying the extracurricular activities of his three children and running and biking with his wife, Erica, and three Labrador Retrievers. While you may not wear them, they can live on as a memento from your concert-going days. Besides jeans and t-shirts, think about the fabrics you have outgrown. Material like tulle and fast-fashion poly mixes do not age well, both in terms of durability and style-wise for women in their 30s. I’m no longer willing to put up with itchy or odd-feeling material on my skin. I want soft cotton and smooth silk, fabric that looks good, feels good and needs little maintenance. So, it’s goodbye to wrinkly satins and drycleans only scratchy wools. You can also bid farewell to garments that no longer serve your needs. In my 20s I “made do” with the clothing that I could afford. Now that I’m older and wiser, I know that it’s better to spend a bit more for pieces that give me function in addition to fashion. My biggest functional need is pockets. I’ve been on a personal boycott of dresses without pockets. I know that not all silhouettes lend themselves to have pockets, but the basic cuts like shifts, wraps, and A-lines can handle them. And don’t even get me started on pants

Yes, I’m very passionate about pockets. As I press on with my closet purge, I’m also looking to clear out overly embellished items, like glittery sneakers, and heavily-sequined shirts. The former is a bit too juvenile, while the latter can be rough to wear. Those trendy tight dresses from my 20’s are more cringe-worthy now that I’m in my 30s. Instead, I’m opting for frocks that skim instead of hug, and shoes that support my feet rather than kill them. The words “need” and “function” and “support” keep coming up in this rundown for a reason. Thirtysomething ladies do not have time for pieces that do not serve their needs. And those needs run the gamut of practical—hello pockets— to emotional, like feeling confident in what you’re wearing. So, as you commence with your closet cleanout, ask yourself: “How is this dress/blouse/ shoe serving me?” If the answer is “it’s not” then chuck it, because you are over 30 and you don’t have time to suffer fools, both in life and in your wardrobe.

Cars, Patriots and Freedom By Andy Kline
F
rom the time I was a teenager, my Aunt Wilma and Uncle Mitch cofounded and operated the spring/ fall Turlock Swap Meet in — wait for it, Turlock, CA. Around 2008, I flew to their home in Idaho to attend the swap meet for the very first time. I drove about eight hours with them to Galt, CA; this was the first time I met Ed and Cindy. ‘Big Ed from Merced’ as he was called, lived up to that nickname in many ways. He is 6’ 8’’ and larger than life. Over the next ten years, I made numerous trips, spring & fall to stay with them and to
attend the Swap meet, helping Mitch and Wilma in numerous tasks from lining out the swap meet spaces, collecting money and tickets to guarding the cash. I looked forward every six months not only to taking a week’s vacation but to seeing the regular attendees and of course spend time with ‘Big Ed’ and his wife. Ed and Cindy live about an hour north of Turlock, so this was always the first stop on the trip. Ed is a retired Air Force Lt. Colonel who flew over 100 Combat missions in Vietnam. Originally from Oregon, he spent some time traveling the western United States before settling in California

during his last duty assignment. I always enjoyed staying at his house and listening to anything he would talk about. Their home is part car museum, part military history memorial. Ed’s father was also a pilot, and flew combat missions in WWII. Everything from pictures and paintings of WW II era to Vietnam era warplanes fills the halls and walls. In addition, there are flight helmets, medals, photos, and awards. It was during these visits and side trips to see his friends I started to realize there was a correlation between veterans and car collectors — especially pilots. Most pilots spend a considerable amount of time going very fast in the air and want to continue that feeling on land. There is also a large amount of patriotism among car buffs. Many car shows still display the flag, play the anthem at events, and also honor veterans. To say Ed is a patriot is an understatement. In fact, he has been known to drive one of his red Chevy convertibles in Veterans Day parades wearing his original flight suit with helmet and facemask. During my almost six years of attending the Turlock Swap meet, I also met two other veterans that both setup swap meet spaces at all the events. Mr. Bacon was a small gentleman that was in his late 80s, but still sharp as a tack. He sold reproduction Mustang parts for mid60s to early 70s Mustangs. Mr. Bacon was a Pearl Harbor survivor, and after speaking with him several times, he would only say that no one — let alone
a 19-year-old — should ever see the horrors he experienced. What I learned and took away from Mr. Bacon was that no matter what you have been through, there is always a way to move forward and enjoy life and that is just what he did. Everyone at the swap meet knew him, and he was a friend to all. The second veteran I remember from Turlock was Mr. Mack, an African American who was in his mid-90s. Age didn’t stop Mr. Mack, and I would always try to find him and help him unload his truck in order to make his day easier — even though he could have done it himself. It was during a visit with Mr. Mack that I thought I would buy something from him in order for me to remember him. It was at this time I started my Chevrolet dealer plate collection with my purchase from him. He also never spoke much about his time in WWII other than that he went there to fight so his family didn’t have to fight them here; I have heard that same statement from several veterans. My visits to Ed and Cindy’s are always a chance to talk cars, look at cars, and of course, see other car collections of their friends. Ed’s primary focus was always Tri-Five (‘55-’57) Chevys, and he has some beauties! Convertibles, two-door hardtops, Bel Airs and one in my favorite color combination — India Ivory/Tropical Turquoise. Like many car collectors, their collection stems from the cars they loved as a kid but

could never afford. Ed’s next love, by my estimation, has to be ‘63-67 Corvettes, followed closely by the ‘bubble top,’ 1962 Chevy Bel Air. In 2015, when I was ready to purchase my first Corvette, I bought a ‘73 Coupe from Ed — he not only gave me the “family discount,” but had the car went over and everything fixed in order to ensure I got a good one. It was not only a great joy to buy my first Corvette, but to own one of his made it even more memorable. Each year, Ed and I would climb into his Suburban and travel the back country roads to see his friends. Joe lived close
by and owned a ‘49 Lincoln he built and customized himself as a tribute to his daughter that was killed in a traffic accident. The mural on the rear deck lid is the best I have ever laid eyes on; it is a picture of his daughter at around six years old and 16. ‘Burnout Bill’, as his friends call him, is also a Vietnam veteran who got the nickname from the tire burnout picnics he holds each year, the only requirement is you do a burnout coming in and leaving his long driveway. ‘Hemi’ is one of the most colorful characters of the entire bunch. You could estimate he got his nickname from several things —
the fact he looks like Hemingway or his love for Hemi powered Dodge vehicles, but it is actually just a short form of his last name. Hemi has so many cars and storage units that he has actually lost cars for several years. A recent visit to Greg’s proved to be one I will not forget, not only does Greg have several old cars but in his garage, he has a walk-in gun vault. Now this may not be too unusual but keep in mind, it’s in CA, so when Greg asked if I wanted to shoot anything, I figured I better not pass up this rare chance, so I shot his Ruger Super Redhawk pistol. Nights are always spent at Uncle Ed’s playing his vintage jukebox, singing along to 50’s and 60’s rock and roll and
country classics with an occasional guitar solo by Ed. It is very true that car collectors always buy what they wanted when they were ‘kids’ and in some cases, these ‘kids’ never really grew up. They may have fought in wars, performed acts of heroism as teenagers or young adults but when they got back, they just wanted to be normal. They wanted to get back to enjoying their freedom and that included buying, collecting and restoring cars and selling, searching for and trading parts. But most of all, no matter where or when, these men always honor the fallen, and support the veterans. That, combined with their personal service and sacrifice, makes them true patriots in my eyes!

hat thing? You’re ready to let it go. It sparks joy, but not enough. Or it doesn’t, and you’re not sure why you didn’t donate it before. Indeed, boxes of things are ready for giveaway and you’re looking at sparkling-clean digs. Did you do it yourself or, as in the new memoir, “Maid” by Stephanie Land, were you assisted by a stranger in your space? When she was a young woman, Stephanie Land dreamed of becoming a writer. In the meantime, she tended bar and thought of moving from Washington to Montana, where so many writers found home. She took odd jobs to get by, applied for college, and met a man who fathered her child, a girl that neither had planned on having.
Shortly after the baby was born, he told Land to leave. Newly homeless and with daughter in tow, she landed in emergency housing, then in transitional housing, awaiting final paperwork that might’ve allowed for more stability. Her predicament was embarrassing and exhausting; she wanted to work, to pay her bills, and buy basic necessities. Instead, Land

This, however, isn’t a new story: author Stephanie Land begins with a few hindsight-regretful decisions and a paycheck-to-paycheck existence that’s lost, along with reliable shelter. Readers are likely familiar with this, and the seemingly-endless bureaucracy that comes next. The narrative shifts considerably, once we reach the part in which Land takes a job as a housecleaner, but it’s not always a good shift. There, readers get an eloquently-written look at uncomfortable, complicated processes that seem designed to keep people from getting out of poverty. We also get a peek inside the life of a maid, but Land makes the work seem like last-ditch, last-chance employment. Housekeepers who love their jobs might beg to differ. In her foreword, author Barbara Ehrenreich points out a happy ending inside this book; getting there will open your eyes wide. You’ll absorb “Maid” like a sponge. You won’t be able to let it go.

This Week’s LION Commissioner & Candidate Jack McKernan By Larry Stout ommissioner Jack McKernan has officially announced that he is seeking a second term of service on the Board of Lycoming County Commissioners. In his announcement, he emphasized his commitment to improving the financial stability of the county, addressing long-standing problems such as the river levee, the White Deer Golf Course, and regional solutions for EMS, Volunteer Fire, and EMT service. As chairman of the board, McKernan states, “During my term, this team of Commissioners has earned a reputation of being one of the most active boards in the last twenty years.” Active is a good word to apply to Commissioner McKernan himself. He has worked hard at learning while serving these past four years, participating in training programs ultimately resulting in the County Commissioners Association of Pennsylvania (CCAP) Academy of Excellence certificate. At the same time, he has also served on the CCAP’s Energy, Environmental and Land Use Committee as well as the National Association of County Commissioners Health Advisory committee. Locally, Jack McKernan has represented Lycoming County on the STEP Board of Directors, STEP Aging Committee, and the multi-county development agency SEDA-Council of Governments. He also takes pleasure in presiding over many Eagle Scout

Ceremonies and involvement in the Flag Day and Veterans Day parades these past four years. It has been quite a transition for the Loyalsock business owner. A Williamsport native, he graduated from Williamsport High School in 1976 and earned a degree in accounting from St. Bonaventure University in Allegheny, New York. At that point, Jack had a number of options, but made the decision to come back to the Williamsport area and work in the family business, the Williamsport Moving and Storage Co., which he still continues with today. Young Jack threw himself into the job and in addition, got fully involved in the Williamsport Jaycees. There he gained valuable leadership training and also discovered the benefits of taking risks to move an organization forward. But perhaps one of the best lessons he received was the values of the Jaycees, articulated in the creed which concludes with the statement, “service to humanity is the best work of life.” Through those formative years, Jack McKernan continued to work in the moving and storage business, but also served on the Williamsport Zoning Hearing Board and on the

chairman of the board has added additional stress, as the meetings have sometimes resembled an angry roller derby. But despite the drama, McKernan wants to finish what he has started, and the recent EIP study (see the County Hall Corner on the same) shows that there is still much work that needs to be done. So, his hat is in the ring for another term, and in this turbulent election year, winning another term might be as difficult as untying a double-knot of wet rawhide. Fortunately for Jack, he has a good home team behind him; his wife of 31 years, Phyllis (Deitrick) and two daughters, Erin (Ryan) and Megan. Oh, for extra measure, Jack also has in his corner the family dog, Josie. Josie understands what Jack is going through — Josie knows what it is to work like a dog.

Williamsport YMCA’S board of directors. In addition, he served on committees and boards of several nonprofit organizations, such as United Way and the First Community Foundation Partnership of Pennsylvania. Then, in 2010, something just clicked. His involvement in the county caused him to be concerned about how county government monies were being spent. lmost a year ago, Mya Toon, Lycoming County’s Chief Procurement Officer, asked in a work session of the Board of County Commissioners to “award contract for EIP to PFM contingent upon EIP grant award.” The mind blurs in the barrage of abbreviations, but the commissioners acted like it was a Christmas gift. Commissioner Jack McKernan not only wanted the board to consider the line item, but he also made a break in protocol and moved to vote on it immediately. Commissioner Rick Mirabito, who had been fighting the flu, came alive and sat straight up in his chair and remarked, “I believe this is the most exciting thing we have worked on as a commissioner board.” EIP stands for the Early Intervention Program. It is designed from the Pennsylvania Department of Community and Economic Development (DCED) known as the Early Intervention Program and was originally set up to assist local municipalities experiencing financial difficulties. It has proven so helpful, however, that now some of the healthiest counties in the state use it to improve their management, operational, and financial practices.

in downtown Williamsport. But, unfortunately, there was much more news that was not so good. Lycoming County has experienced several years of budget deficits due to rising contributions to employee pensions, employee health insurance expenses, and capital improvement costs. The primary source of funds comes from property taxes, and this is not growing, at the same time that federal and state revenues have declined. The future will be challenging, as the county government will be attempting to balance service demands with constrained or declining revenue sources. There is more bad news, too. An attorney from Harrisburg, Crystal Clark, addressed the issue of county employees in relation to retention. She noted that there were lots of negative comments during the employee interviews. The report stated bluntly that employee morale is low, with individuals feeling like they are always being asked to do more with less and not being recognized for that work. So what happens next? Good question. There are some serious leadership challenges ahead given the extensive review of county government operations and finances, and the public is asked to give their voice. At the meeting, Commissioner Mirabito stated bluntly that “everyone has a right — and I would argue — a responsibility to read the (EIP) report.” Care about your county? After months and months of looking under the hood of the county government, the PFM Group made their presentation of findings at a special meeting held at the Executive Plaza Commissioner’s Chambers on Thursday, January 31st. Despite weeks of public announcements, highlighting the meeting on the county website (lyco.org) and even putting copies of the findings at all the county’s libraries for public viewing, there was a very meager attendance at the official unveiling. Admittedly, it did seem hard to get excited about. The report itself runs 138 pages. Even the presenter from PFM Consulting who made the report on the findings, Director Gordon Mann, warned that some of the material was “Snooze City.” So, without relating every detail and causing the reader to fall into a boredom-induced coma, here is the good news and the bad news. The good news is that the Lycoming County Board of Commissioners has done well in the area of fiscal discipline. During the departmental interviews, the county employees emphasized that any expenditure had to be justified as being necessary and adding value. The same emphasis was shown in staffing decisions and revenue collection. Also, the financial picture is brightened by the ability to generate some revenue from the landfill that serves a six-county region, natural gas impact fees, and rental revenue from commercial office space the county owns

layton Rue, a sporting clays instructor from Alaska, recently related having witnessed a catastrophic failure of a shotgun. The failure occurred when a 20-gauge shell was inadvertently dropped into a 12-gauge shotgun, then a 12-gauge shell was loaded on top of it! When this occurs, the 20-gauge shell hangs up down in the barrel- allowing the 12-gauge shell to be loaded on top of it with no indication to the shooter. Then, when the 12-gauge is fired, the obstruction (in this case, a 20-gauge shell), is set off and ruptures the barrel. This incident resulted in very serious injury to the shooters hand, and realistically, could have been much worse. The shooter was a very responsible adult with significant experience as a shooter. I learned about this terrible disaster exactly one week after a very similar and very unnerving incident occurred to me! I had recently acquired 3 new shotguns — all were the same brand and all were semiautomatics, one each in 12-gauge, 20-gauge and 28-gauge, to shoot in competitions. The 12-gauge and the 20-gauge were working just fine, but the 28-gauge was hanging up during the cycling of the second shell into the chamber. All too frequently, the second shell would come up part way and the bolt would slam against the side of it,
jamming the action. Fortunately, there was a qualified gunsmith nearby and I took the gun to him to inspect and adjust. After polishing several of the working parts and making some adjustments, he test fired the shotgun and was satisfied that everything was working properly. However, when I went to the range, the gun malfunctioned for me, just as it had before. A return trip to the gunsmith resulted in changing out several of the moving parts and making additional adjustments, with a test firing to verify its proper operation. My follow-up test firing at the range, however, resulted in the gun still hanging up from time to time. Frustration, annoyance and doubt were setting in. I hoped that the third trip to the gunsmith would be a charm! This time, he enlarged slightly the one gas port, allowing more of the gas to be used in operating the action. Optimistically, I raced back out to the range, assured by the gunsmith that all was now finally operating normally. This time, I was in a bit of a hurry. The shooting range was closing soon and I needed to fire a good volume of shells through the gun before they closed so I could shoot it in competition the next morning. I loaded four boxes of 28-gauge shells in to my shooting pouch, for a total of 100 shells to run through the gun, then grabbed the gun and raced over to the shooting station.

a dimpled primer. Suddenly, there were goose bumps on my arms and the hair had risen up on the back of my neck! As I closely examined the gun, it startled me to realize that the gun I had in my hand was the 20-gauge, and I had been attempting to fire 28 gauge shells in it! Because I was in a rush to test fire the gun, I had mistakenly grabbed the wrong gun! The first 28-gauge shell I had loaded was now stuck part way down the barrel and if one of the later shells I loaded had gone off, it would have ruptured the barrel and, most likely, would have severely damaged my hand, or worse. Never, never, never allow yourself to be rushed or hurried when handling firearms! Period. One simply cannot be too careful!

I dropped a shell into the side of the action, and then pushed the release button and the action slammed shut. After loading the second shell, I raised the gun and called “Pull.” I swung the gun in front of the path of the clay target and squeezed the trigger. “Click!” Not “bang!” Now what? With the action open, there was no visible hang-up or jammed shell and the chamber was empty, so I loaded a shell into the chamber and tripped the action shut. Again, when pulling the trigger, the only sound was a click, not a bang. This time, however, the primer on the shell had a slight dimple from where the firing pin had lightly hit the primer — not hard enough to set it off. I changed brands of shells to try something different, with the same result of

two or three holes, and before I even rig my rod I drop my sonar unit in the hole; I want to know what is or isn’t down there right away. While fishing, I watch and feel my line very intently, but I’m just as intent watching the sonar screen. If I’m fishing six inches off the bottom in 18 feet of water and I see marks on the screen at nine feet, I’m moving my offering up to that depth in hopes of attracting a strike. If set up properly you can even see your own lures moving up and down the column as marks; match the marks, and you are in the right spot. Certain species like crappies will often suspend, and the sonar can put you on those suspended fish in a hurry; without it, they could pass by without you ever knowing. Now, before you assume that the sonar is going to “catch” all the fish for you, remember-all the sonar does is tell you where the fish are at any given time; it does not tell you what species of fish is there. Many a time we will see fish (marks) on the screen and move our jigs to that location with absolutely no strikes to follow-it tells you fish are

Introducing My Young Friend Mikey
I
was working at White Deer Golf Course in the spring of 2013, and a local youngster wanted to know if we were hiring. We told him no at first, but then this kid kept on calling. He literally dialed us every day for the next three weeks until we finally caved. Our relationship started from there, and it blossomed when I learned about his passion for the great outdoors. We became real tight when he got to high school. This young man was a reserve on my Montgomery hoops team. He wasn’t
the greatest athlete, but he will go down as one of my all-time favorites. The fans absolutely adored him, and the place went crazy when this 5’4” power forward stepped onto the floor. He would either dazzle the crowd with an amazing play or simply fall down in the paint. My man had the best attitude, and I always looked forward to our conversations. He never missed a practice, and he was quite entertaining. I vividly remember a time when we were getting throttled. He turned to me late in the second half just to ask a
few questions on what I used to catch smallmouth bass. You can’t make this up. This young lad loves to fish, and he is also a very successful trapper. We are constantly sharing information and swapping pictures. I am Jamie Spencer what you would call a novice when it comes to trapping, but I was fascinated by his dedication. He checked his lines before school, and I made the mistake of asking him to keep me posted on his successes. I

A form of bone cancer that is rather common. “It was a very scary time,” Mikey continued. “I immediately started chemotherapy, and we made several trips to the Janet Weis Children’s Hospital in Danville. It was a long and tiring process, but after one year I can now proudly say that I am cancer free.” Mikey and his family were introduced to many great people during the journey. One of his doctors encouraged him to reach out to the Make A Wish Foundation. “I wrote a short essay,” Mikey described. “Then I had an extensive interview. They asked me several questions. We talked a lot about golf, and I told them that I had never been to a PGA tournament. A few months passed, and I didn’t hear anything, so I just thought it wasn’t going to work out. “Then one day I got a random call, and they told me they were flying us out for the Phoenix Open. I was so excited. When we got to the hotel, they picked us up in a limousine and took us to the course. There I was inside the ropes at a major PGA Tour event. “I got to meet several big names,” Mikey related. “Everyone was so nice, and they took the time away from their practice just to hear my story. I got to hang out with Justin Thomas, the world’s 4th best
