The Power of Positivity and Keeping Local Business Strong
B
efore I get started this week, I have a quick suggestion on how to start your day in a more positive way. When you’re getting going in the AM, grab that cup of coffee, let the dog out and go about your everyday morning ritual with one little twist. If you have a fourlegged friend, simply follow them right out the door. If you don’t have a son or daughter with paws, start your day the same way with the smell of the Spring air and sounds of Mother Nature coming alive all around you. Even if it’s only for a moment, go out on your front porch or maybe just outside your back door and just take it in. Listen to the birds singing as they serenade the world with all their different songs. Try to identify which harmony goes with different species of our fine feathered friends. Maybe you even have a woodpecker on percussion like I do at my house. Of course, you have to name him Woody. If you’re an early riser like I am, enjoy the sunrise, then as things brighten, try to locate where all of God’s creatures are around you. Maybe it’s the squeak of a chipmunk, a squirrel with their unique
morning chatter, or God’s alarm clock, the crows, announcing to all it’s time to get up. A lot of times, you can even hear a wise old owl leftover from the night before. Every morning is truly a blessing. We can all feel a little bit happier just by taking in the dawn of a new day. As you’re doing so, take a breath, give some thought to all your blessings and say a short prayer of thanks. I guarantee you will feel 1000% better than starting your day with the morning news. Within the pages ahead, you may find local businesses that are doing what is currently being asked of them and are unable to be open. As we were going to press, there was much uncertainty of what would be going on as you’re reading this week’s publication and what would be open for business. We will continue to promote, support, and encourage our area’s business community. It is my hope that you can take advantage of all the great savings that are currently being offered when the Webb Weekly reaches your mailbox. There has never been a more important time to support businesses within our communities. From the

smallest of storefronts in the West Branch Valley right on up to the car dealerships and real estate agencies. It is of the utmost importance that we all patronize these businesses in any way possible. We have so many great Jim people that have spent Webb, Jr. lifetimes building family businesses, like the Crouse family at The Villa restaurant. They have changed their approach and hours of operation, as many restaurants and eateries have done to stay open. Many are now offering takeout, delivery, or both. See pages 24 & 25 for more info. Americans enjoy going out for dinner and a drink, an early morning breakfast with friends, or a bite for lunch during their workday. At this time, we need to support our local folks that make this happen each and every day by enjoying a little take out at the family table or office, if open. Besides, it’s a nice way to say thank you and give the cook of the house a welldeserved break or an I-appreciate-you to the staff at work. We are fortunate to have great ownership across the board at area car dealerships. Most are family-owned, family-operated, and generational fixtures within the community. Their
economic impact and contribution to the local tax base are immeasurable. They are huge contributors to every community by supporting almost every non-profit and charitable organization, area athletic programs from elementary age to the college level, and pretty much every good cause when asked. This is not intended to take anything away from other business sectors that all contribute so much to the West Branch Valley. Our area is truly blessed by generosity. However, asking the neighborhood dealership seems to be first on everyone’s list. If you are looking for a new or newer vehicle, now may be a good time to take advantage of all that is currently being offered. It is imperative we keep this commerce and the revenue created from it, right here at home. If you do choose to shop outside of our area, please get your last price from a local dealer, not your first. Make sure you take all factors into consideration, especially service after the sale. And most importantly, know who you’re doing business with. The ownership and staff within the local automotive industry want to sell you your next vehicle, not just make a quick sale and then move on to the next deal. bviously, at Webb Weekly, we depend on local business. We have hundreds of local businesses that run with us each week. Boroughs, townships, cities, municipalities all depend on local business. Right now, however, your local businesses are depending on YOU. Things are weird right now to say the least. Businesses are closed, you can’t sit down and have a meal in a restaurant, grocery stores are a bit insane — though admittedly, my personal experiences so far haven’t been bad. *knock on wood* It’s a lot to take in. But instead of focusing on all the things that are no good, awful and terrible right now, let’s talk about what we can all do to help. First and foremost, keep supporting local businesses however you can. Maybe you can’t go shopping at local retailers, but maybe you can go online, or call and purchase a gift certificate. That helps keep the cashflow coming in for them now, and you get to treat yo self after all the craziness passes — and it will pass. If you generally stop at your favorite local restaurants or eateries a couple of times a week, keep doing that! Just get it to-go. Not only does this keep income flowing into that business and our local economy, but it also gets you out of the house a bit — and in a safe manner — if you have been cooped up and are getting a bit stir crazy. If you don’t want to go out, again, look at purchasing a gift card to use at a later time. The coming weeks are inevitably going to be
different than what we are used to or have experienced before. Please be patient and be kind. Remember, that teenager working the checkout line at the grocery store is a child. They Steph don’t have any control Nordstrom over what is and isn’t in stock, or when things will be available again. There is no reason to be anything but kind to them. Between people’s behavior and their risk of exposure, they should probably be making time and a half to be there anyway! If your food delivery is taking longer than usual, be kind to your driver. A lot of places that have never offered delivery before are starting now and there is going to be a learning curve for them. Also, again, please utilize these services that restaurants are offering. Starting delivery service is a way for these places to keep people employed when they would normally be laid off. So, take advantage of what they are offering and tip them! A little louder for those in the back — TIP THEM! But above and beyond most things, please use commonsense caution. Wash your hand frequently. Disinfect high-touch areas often. Stay home when you can. Keep your distance from others when you are out and about. Stay home if you are sick. One last thing on the subject of local restaurants. Can we talk about what absolute ROCKSTARS a bunch of local restaurants
have been in helping to make sure that local kiddos have places to eat lunch while schools are closed? I know that the schools have implemented plans to have lunches for kids, but I also know that for some kids, getting to these restaurants is easier than getting to the schools that are supplying lunch. So, THANK YOU to all the businesses that have opened their doors to our little ones. And if you are feeling extra generous consider stopping and making a donation to these folks to go towards keeping our kiddos fed! And when things start to normalize again, please remember who helped out in a time of crisis and give them your business! Oh! And for the LOVE — stop hoarding things. Once again for the people in the back — STOP HOARDING THINGS! I can’t be more blunt about it. Stop it. It’s not helpful, nor sensible. There is absolutely NOTHING to indicate that we are going to have a shortage of supplies, food, utilities, etc. Go to the grocery store, by all means, but there is no reason to be over stocking and running stores out of basics, leaving none for people who need them. Editor’s Note: You’ll notice that this week we don’t have a Community or Arts & Entertainment Calendar. Due to a plethora of cancellations and closings, we decided to eliminate the calendars until everyone is able to get out and about as usual. We’ll be back up and running soon! In the meantime, stay home, play a board game, or a group phone game (I suggest Head’s Up or Jackbox Games). Take a walk with the family or make Andrea’s cookie recipe on page 24. Whatever you choose to do, remember your social distancing, don’t shake hands, and be safe and healthy!

I-TEC – Supplying Power to the Underserved By Scott N. Lowery
W
hile it may be most likely the majority of area residents have no knowledge of the whereabouts of Green Hollow Road, for millions of residents of Third World countries, the Lycoming County rural back road has literally been the launching pad for a precious service that has both improved and saved the lives of their fellow countrymen. Located a few hundred yards east of Route 87, three miles north of Montoursville, in what once housed a lumber yard, sits the worldwide nerve center of I-TEC, a Christian based, volunteer-driven, not-for-profit 501C 3 charitable organization serving its mission to provide electrical support to hospitals, orphanages and Christian mission stations in Third World or developing countries across the globe. Like so many ideas and innovations over the years, what today is known as I-TEC was born when one man saw a need and had both the expertise and inspiration to do something about it. That man was Tom Garber, a lineman with 32 years of utility service for PPL, who had traveled to Peru in 1986 to

assist in putting in a power line to a large facility that had lost the generator that supplied them with power resulting in several hundred people being totally out of power for almost a month. A line needed to be built to connect the facility with the national power system that was located miles away. After the task was successfully completed Garber realized the significance of what they had done. “These people couldn’t run power lines. They were missionaries. Their whole focus is starting churches, running hospitals and helping people survive. But I knew how to run power lines and wanted to do what I could to help in these kinds of situations. So out of that 1986 experience, the roots were planted that grew into what became Tech-Serve in 1989 and then into I-TEC — what we are today — in 2006.” The Montoursville location is the home base for the entire I-TEC operation. It has no paid employees and is a completely volunteer-driven mission with between 150-200 volunteers participating from across the USA. According to Garber, “We have not run into another mission around the world that does what we do. “Our primary mission is to come along side of Christian hospitals, orphanages and mission stations worldwide and

amount of time each day or each week. Simply put, what we do is to power missions worldwide. “The people that are faced with these dire situations did not have the capabilities of addressing their power needs. But we have the expertise to help them, so we began to put together teams of volunteers and pretty soon individuals from all across the country joined us in what we were doing. “We don’t advertise, but when, through word-of-mouth, we receive a request for help somewhere in the world we begin a conversation to find out if it is possible for us to be involved in what they are doing. If it is determined that we might be able to help, we will send a survey team of up to eight people to the location. We will then put together a proposal and give that to the mission organization. It is then up to them to raise the funds needed to purchase the materials needed for the project. Some of these projects exceed a million dollars and we are too small of an organization to engage in those kinds of fundraising activities. “Once our proposal is accepted and the funds are raised our warehouse goes to work. We put together shipping containers that contain everything that is needed and tested so that when we get to the installation site we will be set to go. Depending on the needs of each

support them with their electrical needs,” Garber explained. “In most of these third world countries an electrical grid is either non-existent or so inconsistent that a lot of these places can’t function, especially hospitals that really require good power. “Even though we are organized as a 501 C 3 humanitarian organization, we simply do not have enough volunteers to provide power everywhere it is needed so we focus on Christian organizations.” Many missions contact I-TEC to install a new electrical infrastructure, or to replace or repair an existing system that is inadequate or damaged from years of neglect. I-TEC’s network of qualified, volunteer electricians install overhead high voltage and underground low voltage systems. Additionally, they repair and upgrade disconnects, panels, and internal circuits. They also will install systems that are powered by batteries and inverters; backed by standby generators. “We try to really focus on Christian orphanages and hospitals because they are the ones that we feel provide both physical and spiritual healing. They serve a much-needed purpose and do it well, but they can’t do it if they are limited by a lack of electricity,” stressed Garber. “We see it over and over again, even in good quality hospitals, where their equipment burns up just because the voltage fluctuates so much, or they may only have power for a limited

project the containerized power systems (PowerPac) will either be 20 or 40 feet long. Once those containers have been sent and cleared through customs, we will send a volunteer work team. Many of those folks will be from right here in the Williamsport/Montoursville area. Others will come from inquiries we put on our web site or we might directly contact electricians or other technicians needed for the project. “The volunteers pay for their own airfare. Most of the time, the missions will provide the housing and meals. To date, I-TEC has installed power facilities in over 35 countries round the world, noting that in Africa 85% of the population is not served by a power grid. While some have been located in cities the majority are rural areas because in these countries the power lines don’t go into the countryside. Many of the projects have been located miles away from the nearest power line. But even in some of the cities there are instances that because there isn’t enough power, the power will be on for six hours and
off for 12 hours. “Wherever we’ve been we are there because of power issues,” added Michael Fisher an I-TEC volunteer since 2009 “They lack power and at some point, they contact us because they need more power. The power we provide will give them electricity on a 24/7 basis. “It’s just overwhelming the need for reliable power. Imagine your worst health crises and arriving at the front door of the hospital only to find that the power has been out for several days. There are people inside the hospital, but yet the treatments of serious issues are going unmet because there’s no electricity. Having the knowhow and the technology required for life-saving surgery at hospitals can only be used when electricity is available. That is what we do, provide that vital electricity. “Solar energy has become the primary source we use. If it is not solar it will be provided by a generator. Once we setup the solar panels the energy collected will be stored in battery packs that are very large, 50 thousand pounds, so it can be inverted to AC and used at night. “Solar power can mean life or death in the countries served and has resulted in thousands of lives being saved.” While conflicts with government entities around the world have been few

Garber reflected on some Honduras red tape that delayed the completion of a project for almost a year. “There have been instances where we’ll run into some governmental restrictions. In Honduras, we ran a fourmile power line and we turned it over to the government to take care of as they had agreed to do. They didn’t have the material to build the line that went to a boys’ school for street kids. When the line was completed, they wouldn’t allow us to attach onto their power line. They wanted to do that. Then they wanted money to complete the connection. The mission did not have the money, nor was it legally required, so they refused to hook onto the line for quite a while. It took nearly a year before they completed the hook-up which was like a oneminute job. “Some countries are very code-driven while in others there aren’t any codes what-so-ever. We build our power units based upon the codes in the USA and, for the most part, are able to duplicate that in the countries we have served. “ Asked how I-TEC volunteers are received in their missions around the world, Garber painted a positive picture. “90+% of the places we go we are received very positive. We went to Afghanistan in 2003 and in the middle of what was going on we were received well. We try
to include the national people wherever we go and have them work alongside us. Needed jobs such as trenching, digging and concrete pouring, all that can be done by national workers and they take pride in helping us. “The next project we are working on will be in Liberia, which will be a very, very large project. It will be a Tesla micro-grid system with 1,500 or so solar panels that will take several months to complete. We will be having volunteers who will come for two or three weeks, with some staying much longer. Some will come with their families while others will just be regular people that want to be involved with the mission.” Goods and services produced by Lycoming County worksites are wellknown around the world. Airplane engines from Textron, vacuum cleaners from Shop-Vac, Pop Tarts from Kellogg’s and the goodwill of Little League Baseball have helped put our area on the international map. But none have provided the life-saving service emanating from I-TEC’s little-known site on Green Hollow Road. County Hall Corner: Keeping the Ship on a Steady Course By Larry Stout
T
he Lycoming County Commissioners are doing their very best to keep a steady hand on the helm, and they should be commended for their efforts. The work session on Tuesday, March 17th was heavy on substantial work. Among other things was the approval of Tom Heaps’s reorganization of the Prothonotary/Central Collections/Assessment office. Similar to the money-saving and process-improving design of DA Ryan Gardner’s restructuring
of the District Attorney’s office done in January, Heap’s efforts will eliminate three positions plus Heap’s old position as director of Assessment/Tax Claim Bureau and Central Collections Office which is now under the Prothonotary’s office. This may seem like a lot of administrative rigmarole, but the result will be substantial cost savings and increased efficiency in this critical office. At that same meeting, they also approved a long, long list of grants and monitoring agreements for organizations such as the Lycoming County Library System, the

Lycoming County Industrial Development Authority, Veterans Memorial Park Commission, the West Branch Fireman’s Association, and a number of others. The spirit of the meeting was upbeat and positive, and besides some county officials communicating via speakerphone, none would be the wiser that there was a fullblown crisis they were dealing with. That would be addressed the following morning at the press conference called by the County Commissioners to note the actions the county is taking on COVID-19. Each of the commissioners spoke one-byone, providing encouragement during these trying times and practical advice such as utilizing reliable information sources such as the CDC and the PA Department of Health. They were followed by the newly appointed Director of Public Safety Jeff Hutchins. His most valuable tidbit was that we can all trust the mail service, as the virus is not spread through the mail. He introduced President Judge Nancy Butts, who emphasized that everyone should limit their visits to the courthouse to the absolute minimum and that many services could be utilized online (lyco.org). This site also contains phone numbers for a host of county services that could save a trip. Following Judge Butts was District Attorney Gardner, who warned any potential perpetrators that law enforcement will not be compromised during this time. Gardner was followed by Matt McDermott, Director of Administration and Chief Clerk, who spoke rather encouraging words that Pennsylvania is being recognized on a

national level as one of the most prepared states in the union. County Prison Warden Brad Shoemaker noted that all inmate visiting and outside volunteers for inmate programming has been discontinued until further notice. Sheriff Mark Lusk closed out the parade of officials by noting all this activity is not panic but good sound judgment. But holding to the concept of keeping your powder dry, Sheriff Lusk also noted that though his office is currently not issuing gun permits or renewals, a “little known fact” is that gun permits are still valid for six months after expiration. But he closed his comments with some reassuring words, and that was that all those in the county associated with public safety and protection are meeting several times daily to continue to share information and ideas. No stone is being left unturned. Commissioner Scott Metzger, who opened the press conference, closed it by reading from the Bible, Joshua 1:9, “ Be strong and courageous. Do not be frightened, and do not be dismayed, for the Lord your God is with you wherever you go.” Amen to that.

This Week’s LION: Coronavirus Chronicles By Larry Stout

e are in truly remarkable times. Consider the past one hundred years, and what events stopped this country in its tracks. There was Pearl Harbor (1941), Kennedy’s assassination (1963), the 911 attacks (2001), and now the COVID (Crisis/ Scare?) of 2020. Yes, there have certainly been headline-grabbing events over past decades such as Watergate in the 70s, the OJ Simpson trial in the 90s, and major sports events such as the US Olympic hockey team’s victory over the USSR in the 1980
Winter Olympics. Still, they did not impact people to the degree that is happening now. No, these are historic times, because nothing quite like this has EVER happened in our history. Never has there been a “stop-dead-in-your-tracks” situation like America is currently experiencing. Schools, colleges, libraries, shops, restaurants, and even churches are practicing “social distancing,” which means they are closed for business. If someone had told me even in February that in just a few short weeks, the NCAA Basketball March Madness, the PGA Masters golf tournament, as well as the NBA and NHL playoff games were all going

to get put on hold, I would have called 911 to get that guy hauled away. Anxiety, loneliness, uncertainty are widespread because of all the conflicting messages, and no one really knows what is going to happen next. But rather than sit around home and view these days as wasted, I would like to suggest a way to do something that is very meaningful as well as very therapeutic at the same time. We are all suffering from ‘social distancing’ which is a very nice term for ‘social isolation,’ and since we are all in the same boat, we do not believe our experiences are anything special. However, this is not true. Fifty, a hundred years from now, people not yet born will be reading about the Great 2020 Whatever-it-will-be-called. They will read about all the cancellations and the disruptions, the volatile stock market, and the resulting repercussions in the United States and the rest of the world. History teachers might very well be teaching their students that this was the turning point of the 21st century. And those not-yet-born might ask, “I wonder what it was like to go through all that? What were they feeling when their world was being turned upside down? How did my (grandfather, grandmother, etc.) cope with all that day-to-day stress and uncertainty? I wish there were someone around who still remembers those times.” We can be their answer - each and every one of us. If we would keep a daily journal and just write down our thoughts, it will preserve this time for future generations. It does not have to be eloquent; it just needs to be honest. Share with “Dear Diary” exactly
what you are thinking and feeling on a day-by-day basis. It will help you unload, and when this is all over, seal it up and put it away in a very safe place and mark it “to be opened when I’m gone.” It may very well be one of the most valuable assets you may leave your future prodigy. There is a historical precedent for this, and that was the American Civil War. I have been fascinated for some time with the Battle of Gettysburg and have at least a dozen books on that great turning point in the war. What has amazed me about the history of that event is how much detail there is on virtually every single unit that fought in the battle. On some of the engagements, we have an almost minute-by-minute account of what happened between relatively small units fighting each other. The reason for this is because these regular soldiers wrote letters afterward to their loved ones and shared what happened. They knew that what they experienced was worth remembering. Lazy historians simply research the ‘official’ accounts of the generals or the later memoirs where they try to paint themselves in the best light. But the great historians mine the treasure trove of information that is found in the thousands and thousands of letters that tell the story with painful honesty. We are like those soldiers right now, and we can be the LIONS (Leaders in our Neighborhood) for future generations. Pick up a pen and write it down! Don’t trust electronic media to record your thoughts, because our technology today might be like 8-track tapes in the future. We are history in the making, let us all tell the story.

Never Give InResilience in Troubled Times
W
ith all of the doom and gloom in the news and on social media lately, I would be remiss if I did not mention the grit of this great community. Surely, it is not perfect. Like everywhere else, there is crime, and the darker side of humanity occasionally comes to the fore, but there is also hope. When we are faced with hard times, we also know how to come together and become stronger than we thought possible. There is no doubt in my mind that we will get through this temporary crisis. Businesses will rebuild, schools will be back in session, sports will resume, and life in the Susquehanna Valley will once more get back to some sense of normalcy. When one thinks about what this country, and community, has been through — many wars both home and abroad, terrorism, disease — there is no possible way that we will not also persevere through the current pandemic. In fact, we will not just survive, but thrive. Though we are grateful for strong leaders in times of crisis, the strength and resiliency of this community lies not with our government, nor its leaders. It resides in its people, for it is the people of this nation that make it great. This is
plainly in evidence with the scores of restaurants and small businesses that have volunteered to feed the kids that will go hungry with the state-mandated school closings. As I was doing my research for this article, I remembered a speech given by Winston Churchill at Harrow School, an independent boarding school for boys, that Churchill attended in his youth. Churchill was invited to speak at the school, and as he was going through some of the old school songs, he discovered a verse had been added to one of them in his honor. “Not less we praise in darker days The leader of our nation, And Churchill’s name shall win acclaim From each new generation. For you have power in danger’s hour Our freedom to defend, Sir!” He mentioned this to the students while he was speaking to them and went on to say that in the year since he had been invited by the headmaster to speak to them, a lot had happened. World War II was in full bloom, but in spite of that, they had persevered, and the country was in a better place than it had been. In his speech, Churchill said that the British can endure, “But we must learn to be equally
good at what is short and sharp and what is long and tough. It is generally said that the British are often better at the last. They do not expect to move from crisis to crisis; they do not always expect that each day will bring up some noble chance of Dave war; but when they very Bellomo slowly make up their minds that the thing has to be done and the job put through and finished, then, even if it takes months — if it takes years — they do it. Another lesson I think we may take, just throwing our minds back to our meeting here ten months ago and now, is that appearances are often very deceptive, and as Kipling well says, we must ‘...meet with Triumph and Disaster. And treat those two impostors just the same.’ You cannot tell from appearances how things will go. Sometimes imagination makes things out far worse than they are, yet without imagination, not much can be done. Those people who are imaginative see many more dangers than perhaps exist; certainly, many more than will happen, but then they must also pray to be given that extra courage to carry this farreaching imagination. But for everyone, surely, what we have gone through in this period — I am addressing myself to the School — surely from this period of ten months this is the lesson: never give in,

never give in, never, never, never, never — in nothing, great or small, large or petty — never give in except to convictions of honor and good sense. Never yield to force; never yield to the apparently overwhelming might of the enemy.” As Churchill was closing his speech, he went on to say that he had asked the headmaster for permission to change one of the words in the added verse. “You sang here a verse of a school song; you sang that extra verse written in my honor, which I was very greatly complimented by and which you have repeated today. But there is one word in it I want to alter. I wanted to do so last year, but I did not venture to. It is the line, ‘Not less we praise in darker days.’ I have obtained the Headmaster’s permission to alter darker to sterner. ‘Not less we praise in sterner days.’ Do not let us speak of darker days; let us speak rather of sterner days. These are not dark days; these are great days, the greatest days our country has ever lived, and we must all thank God that we have been allowed, each of us according to our stations, to play a part in making these days memorable in the history of our race.” So, take let us all take Winston Churchill’s words to heart and never give in, never give in, never, never, never, never — in nothing, great or small, large or petty — never give in except to convictions of honor and good sense. We shall survive and thrive together!

Some Notable Women of Lycoming County History By Lou Hunsinger, Jr.
M
arch is Women’s History Month and before the month is completely over, we at Webb Weekly would like to highlight in capsule form some of the notable women of Lycoming County’s history. The first two were around before there was even a Lycoming County. The first is Madame Montour, born Elizabeth Catherine Couc, at Quebec, Canada, in 1667 the daughter of a French trapper and an Algonkian Indian wife. Madame Montour would later become an important interpreter for New York Governor Robert Hunter. She later married an Oneida chief and eventually made her way to the Susquehanna Valley. She ended up living near the present day Montoursville with her son, Andrew Montour and her niece French Margaret. She died in 1744 after a very interesting and colorful life. Rachel Silverthorn was kind of a “female Paul Revere” of the Susquehanna Valley. In August 1778, during the Revolutionary War, what would become Lycoming County was menaced by vengeful Indians, seeking to recapture their lands from white settlers. This culminated in the “Plum Thicket Massacre” in what would be Williamsport in June 1778. Silverthorn came upon some Continental soldiers who had been attacked by Indians, one of which was dying from wounds he
received from marauding Indians. She then rode off and warned the settlers of the Muncy area and beyond of the danger. Moving forward in time, many professions were closed off to women, so it was notable when any attained success and established them in their chosen professions. The first two women physicians in the Williamsport area were, Dr. Rita Church and Dr. Jean Saylor Brown. The two were friends from their days at the Women’s Medical College Hospital in Philadelphia. The two doctors were instrumental in the founding of the Williamsport Hospital, now UPMC Susquehanna. Brown has the distinction of having performed the first operation “worthy of mention” in 1881. Louise Larzalere Chatham became the first woman attorney in Lycoming County in 1923. She was also very active in the civic and social affairs of the county. She was the first woman to become vice chairman of the Republican County in this county. Carile Cone Higgins Brown can be rightfully called the “mother” of the James V. Brown. Carile was married to prominent lumberman, James Vanduzee Brown. She thought that a city the size of Williamsport should have a nice, free and decent sized public library. She persuaded her husband to help put up much of the money that made the library possible. Unfortunately, she did not live to see the library completed. She died in 1902, five years before the library’s
completion. Jerusha Bailey Mussina, known as “Mother Mussina,” in 1874 she led crusading groups of women to confront the owners and patrons of Williamsport’s hotels and saloons, urging them to give up the sale and use of liquor. Mary Slaughter, was born into slavery in Virginia, this Williamsport woman founded and managed the first home open to elderly African-American women, called the Home For Aged Colored Women, even travelling to the state capital to successfully secure state funding. In the field of arts local women have also excelled. One woman, Julia C. Collins, wrote in 1865, the first novel ever written by an African-American woman, called “The Curse of Caste,” or “The Slave Bride.” She also taught school to Williamsport’s AfricanAmerican children. Collins reportedly died in late 1865. Frances Tipton Hunter is one of the most acclaimed artists to evert come from Williamsport. She was a 1914 Williamsport High School graduate. Her artwork was seen on the covers of such noted national magazines as: the “Saturday Evening Post,” “Ladies Home Journal,” “Redbook” and “Good Housekeeping,” to name a few. Mamie Sweeting Diggs, who died in 2011, did much to highlight and educate both school children and the public at large about the role that her great-grandfather, Daniel Hughes played as a conductor on the Underground Railroad and the role he and it played in local history. She was given an honorary doctorate by Lycoming College for
her efforts. In the political and governmental realm there are several women trailblazers. Constance Snyder was the first woman elected to Williamsport City Council in 1973. Marlyne Whaley was the first AfricanAmerican woman to be elected to city council in 1995. Jessie Bloom was the first woman mayor of Williamsport, serving from 1988 to 1992. In 1983 the first two women were elected as Lycoming County Commissioners, Dolly Wilt and Lora Morningstar. The first woman judge in Lycoming County was Nancy Butts, elected in 1995. She is currently the President Judge of Lycoming County. These are just a few of the most notable women who have made a difference in our county over its 200 plus years of existence. There is an excellent resource if you wish to learn more about the role of woman over the years in this area and that is through a website called the Lycoming County Women’s History Project: “Williamsport Women Images, Voices, Actions.” The project is a cooperative effort of Lycoming College Snowden Library, the James V. Brown Library, the Lycoming County Historical Society, and Pennsylvania College of Technology Madigan Library. Other partners include the Williamsport Home, the Williamsport Hospital School of Nursing Alumni Association, and the YWCA of Northcentral PA. The project is directed by Snowden Library and the website is hosted by Lycoming College.

PA 2-1-1 Assistance for COVID-19
C
OVID-19 is the latest crisis and has garnered plenty of media attention with good reason. Public health emergencies are just one way that the 2-1-1 information and referral service is helping. 2-1-1 is part of a nationwide network, and in Pennsylvania, PA 2-1-1 is powered, and in large part funded by United Way of Pennsylvania and the United Way network, including the Lycoming County United Way. PA 2-1-1 is a free, confidential, 24-hour information and referral service that connects Pennsylvanians to health and human service needs. While 9-1-1- is reserved for emergency services, 2-1-1 is
the call to make for health, human services and disaster relief. 2-1-1 is designed to serve three major objectives: 1. Connect people in need to health and human service assistance available through government programs and private nonprofit organizations in their communities; 2. Provide assistance to communities in time of disaster, allowing 9-1-1 to work primarily with first responders; and 3. Connect volunteers and donors with organizations who can leverage these resources to meet the needs of the community. According to Kristen Rotz, President of
United Way of Pennsylvania, one of the ways PA 2-1-1 can assist is with community members that are Asset-Limited, Income Constrained and Employed, or ALICE. “The United Way of Pennsylvania ALICE report shows us that 37 percent of Pennsylvania’s households are employed but still struggling to afford all the essentials. As we take measures necessary to protect the public health, the consequences of lost income will hit many of the very same households that already struggle at a full paycheck. These are workers in the service industry, the retail industry, and other sectors such as child care centers which will be closed. These are also small business owners and people who string together a series of gigs
to earn their living. Meanwhile, other ALICE households are headed by essential workers such as direct care workers, nurses assistants and nonprofit employees who will have to continue to work their full schedule, and potentially overtime – while child care centers close making it more difficult to earn a living and assure the health and safety of their families. The impacts to ALICE households are likely to last for months after we return to our normal routines. “PA 2-1-1 is there for everyone, including ALICE, regardless of need or income, to try to connect people in need to support in their community. 2-1-1 also helps document needs and provide data so that

Pandemic
W
ell that escalated quickly! I hate to be one of those people since everywhere we go it’s talk about the coronavirus. People are scared, worried and concerned. I get it. When you go to the store and all the eggs, pasta, toilet paper, and meat are gone from the shelves of all the local grocery stores, it’s worrisome. That’s a minimum of what is missing nowadays. Will we go next week, and they still not have the groceries we rely on each week? As a community we have to stick together
and help neighbors, friends and family. Plus, God’s got this. I know everything seems like we are living in another life right now, but trust me, there is always a reason for everything he does. Look how we are all pulling together! All these amazing local businesses giving lunches to kids who need it because school is out. I swear it wasn’t an hour after the news was out that all schools were shut down and social media was blowing up with businesses in our area for kids to come get free lunches. It’s incredible! THANK YOU to all
the businesses who are willing to lend a helping hand! Remember these small local businesses during this time that can’t have us dining in. Take out will help them a lot! These are places we count on when life is going good; we can’t let Andrea them down now. Just be McElroy smart doing it, and don’t forget to tip if you can! Kids are off school and us as parents are trying to keep them busy. We took our kids to the store before the whole shutdown happened just so they could

While they are home, have them read each day. How about writing little notes or coloring pictures to folks in nursing homes who can’t get company right now? Make cookies! You would be teaching them how to bake. Baking is teaching them how to measure. Count out the eggs. Roll them into shapes if you want. You are teaching them patience while they bake, and the bonus is they will get a delicious snack! Leave

And, if stores don’t have regular raw chicken in the meat department, get a cooked rotisserie chicken if you can at Wegmans, Weis or Sam’s Club! You can freeze them also. Be safe out there folks! Today, that all seems so very insignificant and trivial, doesn’t it? The coronavirus is targeting all of us — the entire world. Facing a common enemy has brought us all together and is proving again that the greatest human value of all is unity founded on selflessness and love. In Matthew 12:25, Jesus said, “Every kingdom divided against itself is brought to desolation, and every city or house divided against itself will not stand.” I remember the months that followed the terrorist attacks of September 11, 2001. Everyone was united, compassionate, generous and patient. That good will slowly faded, but this storm is once again awakening our better selves. It’s time for us to lay down our political and religious bickering and moral superiority and simply love and serve each other. Friends we’re all in this together — and seriously, the only way out is together. Jesus said… “I have told you these things, so that in me you may have peace. In this world you will have trouble. But take heart! I have overcome the world.” John 16:33 “A new command I give you: Love one another. As I have loved you, so you must love one another. into the campground dumpster and head for home. It’s a sad sight. Our decades of experience causes us to follow certain routines while camping. We know what the weather can do, so we make sure we’re prepared — and then some. People have sometimes made sarcastic comments about my heavy-duty ratchet straps and oversized stakes and my habit of always lowering our screen tent and roping it to the ground before going to bed. That’s okay. They can say whatever they want - when a sudden thunderstorm strikes with fury in the middle of the night, I rest easy. Well, I wish I could. Instead, Heather and I get out of bed and start helping those who weren’t prepared. It’s what veteran campers do. When we were newbies, others came to our rescue. I guess it’s our turn to pay it forward. Friends, we are in a major storm right now. Some of us our seasoned veterans who have weathered other storms and we have been toughened. We have made preparations for times like this and we are ready. And some of us are newbies who find ourselves caught in a storm we weren’t prepared to face. Yeah, we veterans can harp and complain about how the newbies are weak and soft — or we can get behind them and help them through — just like others did for us back in the day. Friends, we’re all in this pandemic together — and the only way out is together. Let’s keep getting behind each other — sacrificing so everyone can

illiamsport, PA… Public transit operations will continue with a small reduction in River Valley Transit bus service during non-peak times beginning on Wednesday, March 18, 2020. Until further notice the service changes begin at 5:30a.m. as follows; 5:30a.m. – 10a.m.: Normal service

ayor Leo Williamson and Police Chief John G. Good conferred in the office of the mayor this morning concerning reports that gambling, a vice, is existent here. The conference was still in session early this afternoon. Prior to the meeting, Chief Good, however, the mayor indicated that “he will not tolerate professional gambling or commercialized vice in Williamsport.” Whether or not the warning is to be followed by police raids appeared today to depend on the future activity of suspected characters. The mayor was positive in his assertion of disapproval and is understood to have outlined his attitude and policy in detail to the Police Department heads.
He said to newspaper reporters this morning, “I do not intend to allow such unlawful practices to flourish in Williamsport. If the reports that I have received are found to be true and if the parties involved of their own accord, promptly bring their activities within the law or get out of Williamsport we will act. The mayor indicated that reports of improvement in other communities that Williamsport had become a fertile field for those interested in the operation of gambling establishment and devices. He expressed his determination to use the police force to combat any belief that those engaged in such operations are free of molestation in Williamsport. It is understood that the mayor in his conference with the chief said that competent men be assigned to investigation into the situation and that plans for imperative action be formulated at once.

W
e are in the midst of rather difficult times, with indications that things are “out of our hands” and we must be patient as the medical industry develops an answer to this current medical pandemic — the Chinese coronavirus. Directions and guidelines are relayed to us daily and sometimes almost hourly that strongly suggest “social distancing” and limiting travel and instead remaining at home as the best thing we can do to avoid
contracting this virus. Hopes are, that if we all play our part and respect what we are being told and comply with the suggestions, then there is a real opportunity to see this pandemic slow, level out, and begin to be under control. There is no doubt that everyone is being affected — many suffering more than others, and yet, no matter what your individual circumstances might be — if you look hard enough and deeply enough, there just might be a “Silver Lining.” I do not mean to make light of any difficulties that many will be dealing with, but I do want to point out that
even in the worst of negative situations, there are positives — if you make an effort to find them. Just a few days ago, I had a great conversation with a young man in the San Francisco Bay area. Three years ago, he had started his own company in advertising and video production. Things had been going very well, with travel to production sights all over the world and projects completed and forecast with major corporations. The staff within his business had grown steadily. And then the coronavirus hit! Employees were flown home from numerous cancelled projects, and then directed to work from home, and now, the San Francisco Bay area was put on lockdown, further restricting their movements. And yet, through the entire negative, this
young man had decided to focus on the “Silver Lining.” Having done whatever he could regarding the business and now being stuck at home, he decided to work on himself. He stocked up on fresh vegetables and meat and began preparing healthy meals at home. He returned to a regimen of jogging and biking to be outside in the fresh air and focus his attention on becoming more fit. Instead of sitting around moping and worrying about things he had no control over, he took action to make himself a better and more fit person! Working on your own physical fitness is just one of the many things you can do to occupy your time if you must remain at home these trying days. How many times have you said or heard someone else say that they wished

again, it would be something to work on with the entire family. And, then, there is the idea of a vegetable garden. Whether you only have room for a few patio plants such as tomatoes and peppers or if you are fortunate enough to be able to plant and maintain a full garden plot, it will produce months of fresh vegetables. Additionally, if you have an excess of produce, you could share some with friends or can some for later use. While you are canning, consider canning some of the frozen game meats like venison for long term storage for use later on. Use your time wisely. Find the silver lining that you can focus on to help occupy your thoughts and time. Get outside and get some exercise in the great outdoors.

worm to ride a little higher above the bottom. Rigged weedless, these lure presentations can be very effective in weedy bottoms. A variation of the plastic worm is the wacky worm rigthe worm hooked through the middle; this has become a top producer, and without weight, it can be easily skipped cast under docks to reach bass that may be overlooked. Another rig that’s a good choice on or near the bottom is the drop-shot rig where the weight is at the bottom of the line, and the plastic lure spaced somewhere above the weight. The rig is generally fished straight down in deeper, weedy water. Bear in mind too that there is a huge
selection of metal spoons that can be fished on or near the bottom. They can be vertically jigged or cast and retrieved slowly near the bottom. One of my best producers for northern pike in the St. Lawrence River was a weedless spoon allowed to sink to the bottom or close to it and then retrieved near the weedy cover. Even a spinnerbait, if allowed to sink, can be a real strike producer when worked near the bottom. I’m sure I haven’t covered all the possibilities, but these are certainly some good choices for producing some bottom or near bottom action, and I hope to get out and put some of them into action real soon.

I read, hear and experience myself, it’s probably safe to say that tungsten or lead head jigs are one of the top lure choices when it comes to fishing bottom structure; they get to the strike zone fast, and they are effective. Jigs come in a wide variety of sizes and variations. About the only thing they have in common is the weighted head, and even that now has a multitude of shapes and variations. While the lead or tungsten jig is often tipped with some type of plastic, hair jigs are also good to have on hand. The simple round head jig with a plastic grub has been one of my top producers in both lakes and rivers and for a variety of

Recent studies indicated more than 2-million fans attend the spring games generating a $373-million economic bump. A median spending tab of $405 each day is largely spent on game tickets, hotels, food and drink. But the last few weeks have provided a vivid reminder that sports are not as important as many things we take for granted – like toilet paper. Indeed, whether it has been the postponement or cancellation of the sports world sometime, hopefully soon, things can return to normal and the vicarious enjoyment we gain from following our favorite teams and players will return to our daily lives. Obviously, MLB’s cancellation of Spring Training and the indefinite postponement of the 2020 season was a huge financial blow to the Arizona economy. The Cactus League is a ‘tourism driver’ for the entire region.

hese are scary times. Unprecedented kids. The good folks at the Webb Weekly ask me to chime in each week. I usually write an article on something that deals with sports. But man, there really isn’t much to talk about. We have been without any professional play. MLB, MLS, the NHL, the NBA and the PGA Tour have all suspended their operations entirely. College sports are in the same boat. Not only did the NCAA cancel March Madness — they have postponed all of the spring seasons for all three divisions. The PIAA State
Basketball Tournament has come to a halt. The braintrust of Harrisburg will need to make another decision here soon. Youth sporting organizations are also impacted. Little League Baseball encourages their charters to hold off all practices and games until this passes. These are serious times friends. Many of us aren’t afraid of becoming sick, but the entire sporting realm is in dire straits. We need sports to help us cope. It saddens me to relive and watch games from the 2016 Big East Tournament. It’s crazy to think how important sports are to our culture. You do not realize this

until they are sadly gone. The Coronavirus has created many uncertainties. Not only with sports, but now our everyday lives in Lycoming County have been INFECTED. I went into work this morning to finish up a Jamie few things. Yes. I broke Spencer the law. Sorry Tom. My employer, Susquehanna Marble & Granite, decided to completely shut down. We are a small family run business consisting of 10 employees. We have suspended operations as required by the state to help combat the spread. This is a scary unprecedented situation and unfortunately, we do not know when we will return. I had to make several phone calls to relay this message. I have the gift of gab, but this was hard. Most folks got it. Very few did not. Many of our great customers were experiencing the same emotions. There are far more questions than answers right now. I feel terrible for the children within our community. Our area school districts are in a very challenging predicament. Some schools are equipped to go online, but the majority simply do not have the resources. What will we do? I don’t think we are going back anytime soon. Jensen is doing quite well with his assignments and activities. They are not of the curriculum. He is one of the lucky ones
because he has access and two loving parents. Tough. My lovely bride is a teacher. I may be biased, but she is outstanding. She works with the little youngsters who need some additional guidance. Teach has been taking this hiatus very rough. She cares about her students and she misses them dearly. Mrs. Spencer got to reach out to several this morning. Not to provide instruction just to say hello. This meant the world to her. The same goes for her kids. Unchartered territory. I wish I had some more answers. I told you last week that this CORONAVIRUS is not a hoax. Please take the necessary precautions. Nothing will ever get back to normal unless we take these restrictions seriously. Stay at home. Cheers.
