CAPACITY BUILDING FUND BACKGROUND The Capacity Building Fund (CBF) was established to support National Private Sector Organisations (NPSOs) in building their capacity to provide better services to its members, to strengthen NPSOs, build capacity of members when engaging in private and public dialogue and partnerships, build capacity of NPSOs to contribute effectively to national policies related to private sector development and investment at the national, sub-regional and regional level. OBJECTIVE To facilitate the assistance provided to NPSOs for capacity building and to ensure that such programs are implemented according to their approved strategic plan. Such assistance will increase the NPSO’s skill set and thus enhancing private sector development. These would be consistent with PIPSO’s vision of the Pacific as a region of opportunities for all people to grow and prosper. PIPSO encourages that all NPSOs have a strategic plan in place that clearly outlines the priority of programs that needs to be implemented by the NPSOs. ELIGIBILITY CRITERIA To be eligible for the CBF, the applicant should be: • A Member (NPSO), Associate or Affiliate of PIPSO • Fully settled its subscription fees are fully paid for the current year • Completed any outstanding reports required DURATION OF THE PROJECTS Projects must be completed within 12 months of approval of the application. INELIGIBLE PROJECTS • Projects concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, congress • Projects concerned only or mainly with individual scholarships for studies or training courses AMOUNTS TO BE AWARDED Any funds awarded under the CBF must fall within the following amounts: • Minimum amount FJD $3,000.00
• Maximum amount FJD $15,000.00 in a year
No assistance may exceed 70% of the total costs of the project. The project must be co-financed from the applicant’s or partners’ own resources, or from other funding sources including the donor communities.
APPLICATION PROCESS A call for proposals will be made by PIPSO for project proposals from the NPSO, Associates and Affiliates. Applications may contain a series of activities for the capacity development of the NPSO however the application MUST clearly demarcate Key Performance Indicators for each activity to measure effectiveness. Applications will be assessed by the PIPSO Secretariat after the submission of an application proposal with relevant supporting documents submitted by the member country NPSO. Applications should be e-mailed to: cbf.prog@pipso.org.fj Incomplete applications will not be processed and will be returned to the applicant. Incomplete Applications include: - Failure to submit typed applications - Providing very limited information without much detail - Lack of necessary supporting documents including quotations, travel plans, meeting schedules financials as appropriate - Lack of proper disclosure Applicants will be informed of the success of their application within four weeks of the date of submission. DEADLINE FOR APPLICATIONS All applications must be received before the set deadline. Applicants must strictly comply with the deadline date for submissions.
