PACIFIC ISLAND DEVELOPMENT FORUM STRATEGIC PROFILE VISION A United, Distinctive and Sustainable Pacific Society MISSION Enabling Green–Blue Pacific Economies through Inclusive Strategies, Multi-stakeholder Governance, and Genuine Partnerships.

Purposes The PIDF shall drive, through national, regional and international frameworks, transformative changes by focusing on the sustainable and inclusive development of Pacific Islands by:

Advocating the very real and pressing significance of climate change for the lives and livelihoods of Pacific Islands and Pacific Islanders;

Implementing policies for sustainable development and especially poverty eradication that respond to the challenges posed by climate change and globalisation;

Accelerating the integration of the three pillars of sustainable development namely environment, social, and economic, to harmonise the pursuit of economic growth with the needs of societies and the sustainability of the environment; and

Facilitating the use of tools, approaches and innovations, such as Green-Blue Pacific economies, leadership and genuine partnerships to stimulate robust debate while fostering an inclusive change agenda.

Functions The PIDF shall:

Serve as a dynamic regional partnership platform that recognizes, celebrates, promotes and preserves the diversity of Pacific cultures, their history and the challenges they face from climate change, globalisation and development;

Provide an inclusive regional multi-stakeholder forum to enable collaboration between leaders and representatives of Pacific governments, civil society and private sector to take ownership of their decisions and actions to address their special development needs;

 

Provide an inclusive regional multi-stakeholder forum for leaders of the public sector, civil society and private sector;

Advocate for a robust, effective, inclusive and transparent follow up and review process to connect activity at national, regional and international levels;

Secure the support of development partners through formal agreements for technical assistance and financial resources to achieve sustainable development and poverty eradication outcomes.

Promote innovation through the adoption of robust policy designs, good governance practices, and scalable and adaptable technology choices to deliver transformational changes.

 

Support the development of national infrastructure of development to connect with regional and international institutions.

Serve as the Pacific regional counterpart for the south-south groupings and other regional and international arrangements that focus on sustainable development and especially poverty eradication in Pacific Islands to ensure policy coherence at all levels;

Develop an information hub for the dissemination of information on Green-Blue growth, sustainable development and especially poverty eradication.

Governance  The Conference is the apex decision-making body of the PIDF. It meets every two years. The Conference comprises members of the Leader’s Summit and Member’s Representative Council.

 

The Leader’s Summit comprises Leaders of Pacific Islands governments and Pacific Organisations. The Summit meets once a year.

The National/Local Sustainable Development Boards implements the PIDF purposes and ensures that national and local priorities influence the agenda. The Board meets quarterly.

The Member’s Representative Council comprises three members from each National/Local Sustainable Development Boards or their equivalent, a member from each Pacific Organisation and the Secretary General. The Council meets twice a year.

elcome to the first PACIFIC ISLANDS DEVELOPMENT FORUM LEADERS’ SUMMIT (Leaders’ Summit) since the inauguration of the PIDF charter in 2015. On behalf of the PIDF Summit Committee, we want to congratulate you on your decision to attend this Summit.

We anticipate participation from within and beyond the region. This Handbook has been developed to help you make the most of your Summit experience. The value of the Leaders’ Summit and what you take away are in direct proportion to what you contribute. 2016 PIDF LEADERS’ SUMMIT

The 2016 PIDF Leaders’ Summit is the first meeting of Leaders under the new governance structure since the inauguration of the PIDF Charter on the 4th of September, 2015. The Leaders’ Summit comprises Leaders of Pacific Islands governments and Pacific organisations as defined in the Charter. The Summit meets once a year. It provides policy oversight of the PIDF when the PIDF Conference is not in session.

THEME OF THE 2016 PIDF LEADERS’SUMMIT The theme of the 2016 PIDF Leaders’ Summit is “Stewardship for Healthy Oceans and Healthy Nations”. Pacific Islands’ health, wealth, history, culture and identity are greatly supported by the ocean and their survival and in the future it will continue to do so. The biodiversity of our common ocean is a significant resource. Our sustainable development is inherently connected with the health of the oceans. Careful management of this essential global resource is key to a sustainable future.

This year’s theme is also meant to initiate the Pacific Islands Leaders’ preparation to the First 2017 Pacific Blue Economy Conference and the First Triennial UN Conference on Oceans and Seas to be held in Fiji in June 2017.

STRUCTURE OF THE SUMMIT

The programme of the Summit has been devised to bring together Pacific Leaders’ to discuss emerging issues of mutual interest to form part of PIDF’s Strategic Plan. The Leaders’ Summit oversees the functioning and development of the PIDF and will approve policies, the strategic plan, budget and work programmes of PIDF for the years to come. Climate resilience and follow-up on the Paris agreement in preparation for COP22 of the UNFCCC will remain a key topic of discussion. This year, the theme of the Summit will be “Stewardship for Healthy Oceans and Healthy Nations”. The Summit will also include special sessions on the Oceans and SDG 14 to initiate the Pacific Islands leaders’ preparation for the First Triennial UN Conference on Oceans and Seas to be held in Fiji in June 2017. The 2016 Leaders’ Summit will comprise two parts:  Pre-Summit: Tuesday 12th July;  Leaders’ Summit: Wednesday 13th July.

Pre-Summit The Pre-Summit programme has been developed to enhance high-level discussions, maintaining momentum on the PostCOP 21, sharing opportunities on accessing adaptation financing, and drawing attention on the importance of Oceans. The program also offers an opportunity for other stakeholders and the public to share their views and interact with policymakers in a regional setting. The Pre-Summit will be made of high-level panels, with tok-tok sessions on the follow-up for COP 21 and the access to climate adaptation funds, but also with one session on the value of Oceans and one special Leaders Session on Enhancing collaboration in achieving SDG 14 targets. An outcome document highlighting recommendations will be generated from this pre-summit day. The objectives of the four sessions are as follows;

2016 PIDF LEADERS’ LEADERS’ SUMMIT SUMMIT

The Leaders’ Summit brings together regional public sector, private sector and civil society leaders to discuss issues of regional concern, discuss progress on the work of the PIDF and decide on major policy issues related to the future work of the organization. It provides an inclusive forum at which leaders of government, the private sector and civil society can formulate and exchange views on future directions and priorities for the PIDF.

The 2016 PIDF Leaders’ Summit will be held at Kitano Mendana Hotel, Honiara, Solomon Islands on 12th and 13th July 2016.

Solomon Islands The Solomon Islands form an Archipelago in the southwest Pacific Ocean about 1,200 miles northeast of Australia. The capital, Honiara, is located on the Island of Guadalcanal. The Solomon Islands are a parliamentary democracy within the British Commonwealth. The population of Solomon Islands, estimated to be about 555,000, is predominantly Melanesian (about 95%) although there are also small Polynesian, Micronesian, Chinese and European communities. There are 63 distinct languages in the country, with numerous local dialects. English is the official language but Solomons Pijin is the lingua franca for the majority of people.

PARTICIPATION

Participation in the Pre-Summit events on Tuesday 12th is open to the public by registration. Due to limited space, registration is limited to first come, first served basis. Participation in the Summit is by invitation only.

REGISTRATION All persons wishing to participate in both the pre-Summit events and the Summit are requested to register online in advance through the conference web page at www.pacificidf.org. In addition, they must send a completed Registration Form (ANNEX 1), together with an ID-size color photograph (JPEG format) via email to the Secretariat by Friday 17 June 2016. Registration is free of charge. Pre-registration will close on Friday 17 June 2016. Thereafter, late or on-site registration may be possible, but you are advised to check in advance with the Secretariat. Participants who have pre-registered may collect their program and identification badge at the Registration Desk at the meeting venue on Monday 11th July 2016. Identification badge must be worn at all times in order to gain access to the Meeting area. DUE TO SPACE LIMITATIONS PLEASE DO NOT MAKE ANY FIRM TRAVEL PLANS UNTIL YOU HAVE RECEIVED CONFIRMATION FROM THE SECRETARIAT THAT YOUR REGISTRATION HAS BEEN APPROVED.

CREDENTIALS Credentials of delegates, alternates, associates and advisers, and of the representatives of participating organizations together with the registration form in ANNEX 1 for each participant need to be deposited with the Secretariat by 17th June 2016. Credentials can be validly communicated through documents such as a letter signed by the competent authority of that country, territory or organisation, Notes Verbales, and in electronic form, on the understanding that formal credentials in original form be submitted to the Secretariat.

SPONSORSHIP PIDF Members The PIDF Secretariat will meet the return air fares and accommodation costs for Heads of Delegation of members of the PIDF as follows: Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Tokelau, Tonga, Tuvalu, Vanuatu, Pacific Islands Association of Non-Governmental Organisations, and Pacific Islands Private Sector Organisation. The return air fares will be based on the most direct route and economical fare, between the Participants Island and Honiara, Solomon Islands. The PIDF Secretariat will also provide a limited per diem to Heads of Delegation of members of the PIDF. The DSA office will be located at the Secretariat and will be operational during meeting hours. PIDF Non-Member Pacific Islands Countries and Territories The Solomon Island government will meet the accommodation costs of one delegate from each of the following Pacific Islands Countries and Territories invited by the meeting host: American Samoa, Northern Mariana Islands, French Polynesia, Guam, New Caledonia, Niue, Palau, Papua-New-Guinea, Pitcairn, Samoa, Timor-Leste, Wallis & Futuna. These National Delegations however are required to cover their own travel to Solomon Islands. 12

Sponsored Delegates Sponsored PIDF members1 and non-members2 will be accommodated at the Kitano Mendana Hotel, Honiara. Transportation will be provided on arrival and departure. For the convenience of self-funding participants, the Government of Solomon Island has also made arrangements with a number of hotels in Honiara whose contact details are given below. King Solomon Hotel The King Solomon Hotel comprises of 73 modern, air-conditioned rooms built overlooking the beautiful and historic Iron Bottom Sound. SHUTTLE SERVICE

A shuttle service will be available to take delegates from the conference venue to the hotels listed above and social events outside the conference venue. The timetable for the shuttle will be available from the Secretariat. The shuttle may be used by delegates wearing badges.

MEALS & SOCIAL EVENTS Complimentary morning and afternoon tea and lunch will be provided at the Pre-Summit and Summit venue for all registered participants. On Tuesday 12th July, a welcome reception will be hosted by Prime Minister Manasseh Sogavare at Kitano Mendana. On Wednesday 13th July, the PIDF Chair will host a private lunch for PIDF Charter members and invited guests. In the evening a Farewell Reception and Dinner for the delegates will be hosted by Manasseh Sogavare, Prime Minister, Solomon Islands at the Heritage Park Hotel, Mendana Ave, Honiara.

MEETING PAPERS The meetings will be paperless in keeping with the principles of environmental sustainability. All materials will be available from the Summit website as well as on flash drives. Printed documents will not be available at the meetings. Only Heads of Delegations will receive printed meeting materials at the conference venue and electronically through a secure page at the conference web site. Access instructions (password and username) will be provided by the Secretariat.

LANGUAGE & ATTIRE The official language of the meetings will be English. The dress code for the meetings is Tropical Formal Wear (Bula/Island shirts). Heads of Delegation ONLY of PIDF member countries and territories will be provided with two shirts for the meeting days. Please indicate your shirt size by completing ANNEX 2 and returning it to the Secretariat with your Registration Form in ANNEX 1:

BILATERAL MEETING ROOMS FOR HEADS OF DELEGATIONS A limited number of small meeting rooms may be reserved for use by Heads of Delegations for bilateral or multilateral meetings. Meeting rooms may be reserved by Delegations on an hourly basis and will be assigned on a first come first served basis until available. To reserve meeting rooms, Country Delegations are invited to send an email with a clear indication of the date, preferred time, delegations to be met and number of attendees to the Secretariat. Final confirmation of booking will be given via email before the meeting. 15


TELEPHONE & INTERNET FACILITIES REGISTRATION

Wi-Fi coverage is available in the meeting room. Participants with laptops, smartphones or tablet with Wireless Local Area Network (LAN) capabilities may use this service. The user name and password will be provided by the Secretariat. Delegates however will be responsible for the costs of telephone and Wi-Fi in their hotel room.

IMMIGRATION, ARRIVAL FORMALITIES, CUSTOMS & BAGGAGE

A visitor wishing to visit Solomon Islands must satisfy the following requirements: • Must be in possession of a valid passport or other valid travel documents • Must have an onward air ticket which can be used to travel from Solomon Islands • Must have sufficient funds to sustain himself/herself whilst in Solomon Islands. For countries that needs visa prior to entry to Solomon Islands please visit the Department of Immigration web site or check the list in ANNEXURES 3 and 4. VIP arrivals/departure courtesies (provision of VIP lounge and customs and immigration facilitation) will be provided to sponsored PIDF member and non-member delegations and diplomatic representatives. A liaison officer will be assigned to each sponsored PIDF member delegation throughout the meeting. A welcome desk will be set up in the arrivals area of the airport to provide information and assistance to all other arriving participants. Participants are requested to indicate their travel plans (date, time of arrival and flight number) when pre-registering. Any change in travel plans should be transmitted by fax or telephone immediately to the Secretariat who will adjust arrangements where possible.

LIST OF DELEGATIONS A list of delegations that have attended the meeting will be prepared by the Secretariat and made available on its web site soon after the closing of the meeting at the following link: http://www.pacificidf.org. Participants not wishing to have their full coordinates appear on the list of participants should notify the Secretariat staff at the registration desk.

MEDIA Media participation at the meetings is subject to accreditation by the Solomon Island Government which can be reached through the Secretariat. A Media Centre will be provided at the conference venue and can be located through the Secretariat.

Required Vaccinations: A yellow fever vaccination certificate is required from travellers over 1 year of age arriving from infected or endemic areas. Recommended Vaccination: Hepatitis A: Recommended for all travellers >1 year of age not previously immunized against hepatitis A. Hepatitis B: Recommended for all non-immune travellers at potential risk for acquiring this infection.

Malaria Mosquito-borne illnesses are common in Solomon Islands. Malaria is prevalent in most areas of Solomon Islands and occurs throughout the year. You will need to take prescription medicine before, during, and after your trip to prevent malaria. Please seek your doctor’s advice on which medicine is right for you, and steps you can take to prevent malaria. You should consider the diagnosis of malaria if you develop an unexplained fever during or after being in this country. We encourage you to ensure your accommodation is mosquito proof; and take measures to avoid insect bites, including using an insect repellent at all times and wearing long, loose fitting, light colored clothing. Medical Services Nurses will be on site for the duration of the meeting from 8am – 9pm. A Doctor will be also on call for the duration of the Summit.

ANNEX 2: ISLAND SHIRT SIZE FOR PIDF MEMBERS Head of Delegation ONLY

Shirt Measurement Instructions To determine your shirt size you need to take four essential measurements: Base of the neck, Chest, under the arms, Waistline, Sleeve. Place the measuring tape flat and keep your posture straight while taking measurements. Remember to measure in inches to match the men's shirt sizing. Neck Size: Place the tape around the thickest section of your neck. Chest Size: Keep your arms by your sides and place one end of the tape at the center of your neck, at the back. Come till the shoulder, then the elbow, and all the way to the wrist. Waist Size: Stand straight and circle the tape around your natural waistline. Hold the tape slightly loose; don't tighten the grip. Sleeve Size: Keep your arms relaxed at your sides and slightly bent. Measure from the center of the back of your neck till your shoulder and entire length of the arm.
