H T T E ME CHARLOTTE BATSON Charlotte Batson is Owner / Principal of Batson & Company, an energy and economic development consulting firm located near the Gulf of Mexico in the heart of the nation’s energy corridor. Ms. Batson brought the significance of Shale Oil and Gas to the economic development and site selection community in a series of groundbreaking articles in Site Selection magazine beginning in 2009. The latest in the series, titled “Shale Oil and Gas: Revitalizing Inland Transportation Networks” and “Channels on the Rise” were published in the September, 2012 issues of Site Selection magazine and The Site Selection Energy Report, respectively. She just wrapped up a Best Practices in Shale Oil and Gas Development project for Amite, Pike, and Wilkinson Counties, and has also worked with Columbus2020! and the Pittsburgh Regional Alliance to assist with their attraction efforts targeted at supply chain companies developing the Marcellus and Utica Shales. Ms. Batson was appointed in 2009 to the Mississippi Energy Policy Institute (MEPI) by Gov. Haley Barbour. Before launching Batson & Company, Ms. Batson worked as a petroleum engineer for Tenneco Oil Company, during which time her experience in the oil and gas industry included evaluating the economics of exploration and development projects, and managing producing oil and gas fields in the Gulf of Mexico. Ms. Batson is frequently requested to speak on energy topics, and most recently addressed the Shale Gas South Africa conference in Cape Town, South Africa and the Area Development Consultants’ Forum in Lubbock, Texas. She also addressed events hosted by the Texas Economic Development Council, the Houston Chemical Association, the Economic Development Association of Alabama, and the 11th Annual Conference on High Technology by the Mississippi Technology Alliance.
DW MAXWELL DW Maxwell is a Professional Certified Petroleum Landman and President of Maxwell Energy, Inc., Manager of Eagle Resources, LLC and Manager of Eagle Operating Company, LLC. Mr. Maxwell is also in his second term as City Alderman for the City of Brookhaven. He has extensive experience in petroleum land titles and oil and gas exploration contracts and is also a proficient explorer of oil and gas as well as a log analyst in the interpretation and evaluation of oil and gas well bores in the geological area of south Mississippi. He attended Whitworth College, Millsaps College, the University of Oklahoma, and many petroleum land and technical training schools. DW is a member of the Mississippi Association of Petroleum Landmen and the American Association of Petroleum Landmen. DW served his country in the military, serving six years with the Mississippi National Guard. During his National Guard Service he served as a Non-Commission Training Officer being responsible for the preparation and development of all class and field training for Company C, of the 155th Infantry. DW is a lifelong resident of Brookhaven, Mississippi and an Honor Graduate of Brookhaven High School. In addition to oil and gas activities and market trading, DW likes giving back to the community by striving to make this a better world for all us to live. He has served his community as a Planning Commissioner for the City of Brookhaven, and his hobbies include market trading, dining out, movies, sports, reading and traveling.
Her previous positions include Taimerica Management Company, the University of Southern Mississippi, the Georgia Tech Research Institute and Independent Project Analysis, Inc., of the Washington, DC metro area.

KEN BECKER Ken is currently the Executive Director of Sweetwater Enterprise for Economic Development, Inc. Previous positions include owner/ operator of Becker & Becker General Contractors, Executive Vice President of the Sweetwater Chamber of Commerce and the Convention and Visitors Bureau, Director of Training at TSTC – West Texas, Associate Vice President of TSTC – West Texas’s Brownwood Campus. Ken has been active in the communities of Sweetwater and Brownwood where he has served on several boards including United Way, West Central Texas Workforce Board, Nolan County Coliseum Board, Sweetwater Municipal Auditorium Board, Texas Midwest Community Network Board, Big Country RC&D Board, The High Ground of Texas, and many others. Ken has spoken on the subject of community involvement in economic development and workforce issues to wind and economic development groups across the state of Texas. Ken Becker was born in Auburn, Indiana on June 30, 1954. He graduated from Northwood High School in Nappanee, Indiana in 1972 and three years later married his wife Carla Anne Slabaugh on May 3, 1975. Ken has two daughters; Jennifer Ann, and Erin Michelle. He also has five beautiful grandchildren. Ken is an active member in the First United Methodist Church and enjoys spending time with his family, volunteering in the community, riding a bicycle, and dabbles with woodworking and construction.
REP. VICKY STEINER Rep. Vicky Steiner, from Dickinson, N.D., was elected in November 2010 to the North Dakota House of Representatives representing District 37 and is now in her second term. She is also Executive Director of the North Dakota Association of Oil and Gas Producing Counties, and has worked on state energy taxation and oil impact issues since 1987. She is an alternate board member of the Lignite Energy Research Council and has attended several national Interstate Oil and Gas Compact Commission meetings on oil development best practices. Rep. Steiner has a Bachelor of Science from Moorhead State University, Moorhead, MN and is a member of the Dickinson Rotary. Rep. Steiner has lived in Dickinson since 1978. She and her husband, Calvin, also own a small Internet business renting condominium lodging to tourists in Big Sky, Montana. She and her husband have four grown children, two granddaughters and one grandson.
KEITH LUND Keith Lund is the Vice President of the Grand Forks Region Economic Development Corporation (EDC), a position he’s held since 2006. In his role, he facilitates regional business expansion, attraction and retention initiatives, coordinates workforce retention programs, and manages organization marketing and budget development. Before joining the EDC, Lund worked with the City of Grand Forks Urban Development office for nine years, managing housing programs, and special projects that addressed community and economic development strategies. He served as the deputy director for two years immediately prior to joining the EDC. Lund is a member of and the current chair of the North Dakota Public Finance Authority Advisory Board. He has served on the board of the Economic Development Association of North Dakota (EDND) board of directors since 2007 and is currently the organization’s vice president. He also represents the EDC as a member of the Industrial Asset Management Council (IAMC). Lund holds a B.S. in management and organization leadership from the University of Mary, Bismarck, N.D.
BARRY WILFAHRT, CCE, IOM Barry was named President and CEO of The Chamber Grand Forks/East Grand Forks in January of 2008. During his time, The Chamber has achieved financial strength and plays a lead role in key community issues. In addition to many chamber Boards and Committees, Barry serves on many local boards including the Community Foundation, Economic Development Corporation, Base Realignment Impact Committee, CDBG, Altru Health Systems Advisory Board, East Grand Forks EDHA and others. He is an honorary commander to Grand Forks Air Force Base. From 1985 to 2005, Barry served in the dual position of President & CEO of the Watertown South Dakota Area Chamber of Commerce and Executive Director of the United Way of Watertown South Dakota. Under his leadership the Chamber and United Way increased membership and the amount of money raised 20 consecutive years. Before moving to Watertown he served as the Chamber Executive in Crookston, MN. Barry has served on more than 110 national, state and local volunteer boards over his career.
