Emmet reuse plans in doubt The building had been targeted by healthcare providers for redevelopment

Chicago Public Schools is moving to sell off all of the shuttered schools as soon as possible – including Emmet Elementary School, 5500 W. Madison St. Last October, Ald. Chris Taliaferro held a town hall meeting on a proposal put together by a group of healthcare providers to turn the former school building into the Emmet Community Health and Wellness Center. Although the response to the proposal was mixed, the alderman said at the time that, if anyone else had other proposals, he would consider them.

But during a recent community meeting, held Jan. 4 at the Columbus Park Refectory, 5701 W. Jackson St., Taliaferro revealed that all of that planning related the reuse proposal may be moot. CPS is looking to sell off all of the closed schools that haven’t been sold off already as quickly as possible, regardless of what local aldermen may want.

Four charged in ‘Facebook live’ hate crime The video, filmed in a West Side apartment, has sparked national outrage

Four people accused of kidnapping and torturing a mentally disabled man inside of a West Side apartment building were ordered held without bail last week by a Cook County judge last Friday, according to media reports.

Jordan Hill, 18, of Carpentersville, and Tesfaye Cooper, 18, Brittany Covington, 28, and Tunisia Covington, 24 — all of Chicago — can be seen in a live video posted to Facebook last Wednesday kicking, stabbing, punching, slapping and taunting an 18-yearold who prosecutors said has attention deficit hyperactivity disorder and schizophrenia.

During the 28-minute video, one of the four offenders says “F— Donald Trump” and “F— white people” as the victim, an 18-year-old white male, crouches in a defensive position, his hands apparently tied together with electrical tape.

Chuy Garcia, 60, late bloomer During an International Rotary Club meeting held last week in suburban Maywood, Cook County Commissioner and proud West Sider Jesus “Chuy” Garcia (7th) — who came in second in a headto-head runoff race, the city’s first, against Chicago Mayor Rahm Emanuel in 2015 — spoke about his political education, gained earlier in life and later on in the classroom.

My purpose in life since I was in high school has been to be a catalyst for change — to bring people together; to work to overcome racism and prejudice and ignorance; to provide opportunity and social justice to as many people as possible; and to become the first person in my family to receive a college education.

I did that, but it took a long time. After being elected to the Chicago City Council, after being elected the first Mexican American member of the Illinois State Senate — I finally got my bachelor’s degree.

The best thing that happened to me was my first defeat in political office (I was running for my second term as a state senator). After I lost, I went back and sat in classrooms with people much younger

than me and I paid my dues in order to get my bachelor’s degree.

The reason I didn’t have a degree in the first place was because I was such a busy body. I had two incomplete grades in what subject? Political Science.

I had signed up and dropped them because I was so busy protesting the university, taking over the chancellor’s office, negotiating to get a Latino center on campus, fighting for the recruitment and retention of more minority students on campus — stuff like that.

But once I went back to school, I was totally focused. So much so that after getting my bachelor’s degree, I immediately enrolled in my master’s degree program. I had perfect attendance. And again, I was sitting in classrooms with people much younger than me.

I taught them about life, politics and betrayals and how to follow your own path even though, at times, you’re the only person marching. The proudest moment of my master’s degree experience, though, was when I graduated — I wore the cap and gown and everything — and my mother attended the ceremony [before she died].

Hill was charged with possession of a stolen motor vehicle, robbery and, along with Cooper and Covington, residential burglary, police say.

At a press conference last week, Chicago Police Superintendent Eddie Johnson called the actions in the video “reprehensible” and that they, “along with racism, have no place in the City of Chicago or anywhere else, for that matter.”

According to police, the 18-year-old suburban man had been picked up on Dec. 31 in a van Hill had reportedly stolen in Streamwood. The victim, police say, didn’t know the van was stolen. Hill used the van to drive himself and the victim to the West Side, where they would eventually end up at the Covingtons’ apartment on the 3300 block of West Lexington Street.

According to numerous media reports, the torturing happened after the victim and Hill had gotten into a “play fight” that escalated into a more serious confrontation. Hill reportedly stole the victim’s phone and demanded that his mother pay a $300 ransom.

Authorities believe that the victim may have been tortured for several hours before a 911 call made by downstairs neighbors who were disturbed by the noise tipped off the police.

Assistant State’s Attorney Erin Antonietti described for reporters the graphic video footage, which has since been taken off of from Facebook.

Someone, Antonietti said, “shoves the victim’s face into a toilet bowl and the victim is told to drink toilet water. The victim is punched in the head. The victim is screaming ‘no’ in fear when the male walks over to him with a knife and states, ‘Should I shank his a**?’”

After the offenders ran from the apartment in attempt to evade the police, the victim escaped and police eventually found the

In the wake of the video, a slate of national media outlets have converged on the West Side. Speaking to USA Today, West Side pastors Rev. Ira Acree and Marshall Hatch both urged calm and reconciliation.

“My church members have called me sickened by what they saw in the torture of the boy walking less than a block away from the apartment, bloodied and disoriented.

The crime precipitated a national wave of outrage, particularly among right-wing media personalities, who almost immediately attempted to connect the attack to the Black Lives Matter movement — despite the lack of evidence showing a connection.

The condemnation of the attacks, however, was universal, crossing political and ideological lines. During a recent interview with CBS 2, President Barack Obama called

the video “despicable.”

“What we have seen as surfacing, I think, are a lot of problems that have been there a long time,” Obama said. ”Whether it’s tensions between police and communities [or] hate crimes of the despicable sort that has just now recently surfaced on Facebook, I take these things very seriously.”

Obama also struck a note of optimism, adding, “I think the overall trajectory of race relations in this country is actually very positive. It doesn’t mean that all racial

“The residents want others to know that their hearts are touched and want give to help the healing of the victim.”

“There is no excuse for kidnap and abuse,” said Acree. “Our phones are ringing ... people want to help. Many of our families have children with special needs and feel it could have been their family.”

Betts used the Penn State sexual abuse scandal as an example of an institution whose reputation had been damaged, but that was slowly reforming its image.

The commander added that, as part of an effort to improve community-police relations, the department has allocated resources to increase CAPS [XXX] staffing. Betts said he

The Community Health and Wellness Center proposal was put together by Cook County Health and Hospital System, the Sinai Health System and the Oak Park-based PCC Wellness Center. While all three have medical facilities are located in Austin, they are looking to expand their operations and offer services they haven’t been able offered before.

The proposed center would have included a “community classroom,” a senior center, a fitness center, a daycare center and a community garden.

During the Jan. 4 community meeting, Taliaferro said that CPS officials informed him that it was planning to sell off the closed schools, including Emmet, as soon as possible.

“CPS decided that, rather than continue spending on upkeep and maintenance of the properties, they would put 40-something remaining [unused] schools on the market for sale,” he said. “So they’ve essentially taken a lot of discretion from the aldermen.”

Taliaferro said that CPS was looking to launch a nation-wide bidding process this month.

“They’re going to be selling them to the biggest bidder,” he said. “Each of those bids will go to the board [of education] for approval.”

Before the bids go out, the schools will be open for 40 to 45 days, allowing prospective bidders to inspect them, Taliaferro said.

The alderman explained that he was told that CPS was spending about $1 million a year on maintenance and securing the buildings.

“I talked to [CPS’] real estate department, and they said ‘we need money and we’re losing money,’” Taliaferro said.

He said he would push for CPS to give aldermen some say in the process. Attempts to contact CPS officials for comment on this story by deadline were unsuccessful.

“I am going to ask them for some deference on schools in my ward, but I don’t think I’m going to get that,” Taliaferro said.

Resident Curlee Reed wondered if the Austin schools that are still open would get any money from the sales.

“No, it’s going to CPS,” Taliaferro replied. “I imagine those buildings aren’t going to be sold for a whole lot of money. A lot of those buildings have been stripped of anything that’s valuable.”

Husband and wife Dwayne and Cata Truss, both of whom campaigned heavily against the closing of Austin schools in 2013, expressed skepticism about the Emmet reuse proposal.

Cata Truss wondered whether zoning would affect how the buildings would be used. Taliaferro said that it would and that, in keeping with established protocol, he still had the final say over any zoning changes.

Dwayne Truss said that the proposed Emmet development was proof of something he and other opponents of school closings were worried about all along.

“Those schools should have never been closed,” he said. “And now CPS is going on to sell them. They spent more money on schools when we closed them. We got to stop letting them come over with plans and policies that hurt us in the long run.”

“If you are against the proposals, you can reach out to them,” Taliaferro replied, which prompted laughter from some residents in attendance at the Jan. 4 meeting, where the alderman revealed that he put together an advisory committee to look into the existing Emmet reuse proposal. The Trusses said that they hadn’t heard about the committee until that point.

“We came to your offices saying we want to be [involved] and now you’re saying you have an advisory committee?” said Dwayne, adding that, given his and his wife’s history of fighting for Austin schools, it didn’t make any sense that they would be left out of the process.

Taliaferro responded that he would welcome the couple’s involvement in an education advisory committee, but that the Emmet committee was “an economic development issue” and not an “education issue.”

Taliaferro mentioned that the advisory committee included Amara Enyia, executive director of the Austin Chamber of Commerce and a regular Austin Weekly News columnist; Mildred Wiley, who the alderman brought on board in her capacity as chair of the Austin Childcare Providers Network; and representatives of Cook County Health and Hospital System and Mount Sinai Health System; among others.

“I want to see more youth programs developed, because this is the time we want youth programs developed — when it’s cold,” he said.

The commander also touted the Strategic Anti-Violence Missions, a program that allocates more resources to areas where officials believe there is high potential for increased violence. Those additional resources included not just more patrolmen and investigators, but also more infrastructure improvements.

“It was very successful,” Betts said. “Guns were removed from the street, violent offenders were removed from the street. At the same time, [there were] wraparound efforts as the city improved lighting significantly, and replaced

signs that had fallen down or were damaged.”

Taliaferro said that, in the areas where the program was implemented, some of the crime moved away from the intersections.

The alderman said that he was concerned what, while violence decreased in some areas, it flared up in others.

“A lot of the time, the situation can feel like a whack-a-mole,” Betts conceded, adding that the program is designed to move more resources into locations where violence flares up.

Betts explained that flare-ups in violence tend to stem from a handful of factors, including retaliation, conflicts over drug selling territory, and released convicts re-igniting old conflicts in the neighborhoods they return to after prison.

New law makes haircare pros get domestic violence training

West Side hair professionals, patrons greet new mandate with mixed reactions

The next time you need someone to talk to about a domestic violence issue, you may want to consider your hairstylist.

“Women talk to their beauticians about ‘personal stuff ’ anyway so it only makes sense to have them trained to talk about domestic violence stuff, too,” said 42-year-old Garfield Park resident Cinnamon Brown.

“I talk to my beautician every week about stuff going on in my life from relationships, my job and even my sex life,” the West Side resident said. “And she gives me good advice every time.”

A new state law that took effect on Jan. 1 requires haircare professionals — such as barbers, beauticians, aestheticians, hair braiders, and nail technicians — to complete a free, one-hour domestic violence course before their state license is issued or renewed.

The new law does not make hairdressers or cosmetologists submit mandated reports. Rather, it seeks to provide resources

and tools to those in the field to pass along to their clients if and when they’re needed.

And hairstylists cannot be held liable either for any advice they provide to customers.

The haircare professionals and patrons in Austin who were interviewed about the law said it’s a good idea for them to be educated about a rising problem in the black community, but not everyone welcomes the legislation.

Since 1992, Michael Henderson, a barber at Divine Stylez Hair Studio, 5457 W. Madison St., said he has counseled clients from divorce to raising their kids.

“We deal with a bunch of issues and domestic is one of them. That’s why I have no problem with the new law. I think it’s great,” said Henderson. “Some of your customers become friends after time and friends help one another. The way I see it barbers are ‘community doctors’ anyway and should be prepared to discuss life issues with customers.”

However, one barber, Thomas Tone, who has been cutting hair for 14 years, said he is opposed to the new mandate.

“I don’t think it’s a good thing. Everybody is involved in a domestic situation at some point,” said Tone, a barber at TJ’s Barber and Beauty Salon in Austin. “These are my people and I’m going to talk to them about their problems regardless, so there’s no need

for the class.”

In 2015, the last year data was available, there were 61,334 domestic violence offenses reported in Cook County, and 103,546 domestic violence offenses reported in Illinois, nearly 100,000 more cases than were reported the year before, according to the Illinois State Police Criminal History Record Information System.

The new law will affect 88,000 haircare professionals over the next two years, according to Kristie Paskvan, founder of the nonprofit Chicago Say No More, which worked with state Rep. Fran Hurley (35th) to craft the bill Gov. Bruce Rauner signed into law last August.

The bill amends the Barber, Cosmetology, Esthetics, Hair Braiding and Nail Technology Act of 1985 and will be enforced by the state’s Department of Financial and Professional Regulation.

The first opportunity for hairstylists to take the course is at the America’s Beauty Show from March 25 to March 27 at McCormick Place.

“But for those that do not attend we will be announcing other locations where the course will be offered, which may include training sessions at hair salons,” said Paskvan. “Keep in mind that there are different types of abuse besides physical people need to know. There’s verbal and financial abuse

as well.”

One Austin resident, Angelique Williams, 42, said the state should not mandate hairstylists to be trained counselors.

“I think the training is a good thing but I also think it should be on a voluntary basis,” said Williams. “You have to remember not everyone opens up about their personal life and I know being in an abusive relationship can be embarrassing and make a person feel too ashamed to tell anyone.”

National statistics support Williams’s notion that abuse victims, especially women, choose to keep the matter private. Each year, more than 4.7 million women are physically abused by a partner, but only 34 percent seek medical treatment and only 25 percent report the incident to police, according to the National Coalition Against Domestic Violence.

Vernell Davis, a veteran hairstylist, said he’s unsure if the course will make a difference in advice he gives clients.

“I’ve been doing hair for 36 years and I have seen it all and heard it all from my clients,” said Davis. “I’m not sure if a course will make a difference in how we talk to our clients about their problems. Then again, I don’t think it will hurt us to take a course on domestic violence.”

Just because a person labels their posts as private and for their friends only doesn’t mean the police are unable to view those pages. Worst are those who want everyone to see what they did/are doing.

I’m going to believe that Brittany Covington, 18, must have been under that same delusion when she and her sister Tanishia, 24, along with Jordan Hill, 18, and Tesfaye Cooper, 18, began to film themselves torturing a victim on Facebook Live. I watched some of that video and shook my head in disgust.

At some point during the taping, Brittany admits that her younger sister tells her that what they are doing is wrong. Younger sister also tells them that they will be going to jail. Yet younger sister doesn’t tell Grandma, who is later shown on television claiming the girls weren’t “raised that way.”

Sorry, granny, but with three Covington girls (Brittany and Tanishia in person and the third one watching over the internet) all participating in the stupidity, your words don’t match the actions on display. As my own granny used to say, “The apple doesn’t fall far from the tree!”

I haven’t seen the parents of the other two individuals blasted all over the internet.

But it is time that folks raising these kinds of young people be held accountable.

Lastly, when a judge can grant Jason Van Dyke bail after he shot Laquan McDonald 16 times for no apparent reason; these four should have been offered bail as well. No matter how heinous their act, it paled in comparison to the shooting death of McDonald. That judge was grandstanding for the publicity.

henever I write a column during the Thanksgiving thru Christmas holiday season, at some point I always like to write about the need for folks to speak with their young people.

In days of old, families got together more often and discussions were ongoing. But in the fast-paced world of the 21st century, the entire family getting together is becoming rarer and rarer. So when the opportunity arises, those who have wisdom need to impart it. One of the reasons I always bring up the subject about speaking with young people is the murder rate here in Chicago. In rare instances we do have old people acting like young fools and killing one another. But the truth is that those dying and those doing the killing are young people who are usually pretty close in age. The saddest part is that far too often they are in their teenage years.

I had the opportunity to attend Danny Davis’ New Year’s Eve meeting where we brainstormed about what to do regarding the ongoing violence within the black community. My comment to him was that social media fuels a lot of the violence because that is where threats and counter-threats are made. When one goes to the movies, each movie has been given a rating to indicate the content. We can choose between a PG film all the way to an X-rated one. Yet people are allowed to post videos on social media with no regard to content. As social media is utilizing the public airways, there should be a method to control and limit what people can post. The controlling and limiting is based on individuals acknowledging that what they upload can have consequences.

Social media has also become the 21stcentury version of the confession booth.

‘Hidden Figures’ is a wonderful film worth watching The film, which highlights the struggles of NASA’s black women engineers, is an all-star team effort

The film “Hidden Figures” tells the story of Katherine Johnson, the African-American mathematician who calculated flight trajectories for Project Mercury and the 1969 Apollo flight that finally sent a man to the moon. The story has been told and retold throughout history classes for years and is getting yet another adaptation to the big screen.

If you aren’t familiar with the story, you’re in for a treat. The film, based on a book by Margot Lee Sheerly, stars Taraji P. Henson as Johnson — a shy and unassuming, but professionally confident, mathematician whose fluency with computerized celestial navigation made her the ideal fit for NASA in the early 1960s during America’s space race against the Russians.

Henson is wonderful in the role, really capturing Johnson’s socially unassuming nature while using her expressive face to hint at the character’s resentment toward the indignities she still had to endure because of her race. This is in spite of her spectacular contributions in aiding America’s effort to

send a man into space.

One of the film’s on-going montages is when Johnson has to use the bathroom while working at the predominantly white NASA facility. There are no colored bathrooms in the building, and she is forced to travel a few miles across town to use a “colored” bathroom at college a campus.

Director Theodore Melfi uses the Pharrell Williams song, “Running,” to excellent effect in each of the montages, as he links them together to create a visual that is startlingly impactful without being preachy.

Along with Henson there are two other significant figures in the film.

Octavia Spenser plays Dorothy Vaughan and Janelle Monáe plays Mary Jackson, both of whom were also African-American mathematicians who worked at the National Advisory Committee for Aeronautics (NACA) and its

predecessor agency, NASA. Vaughan was the first African-American woman to be promoted as a head of personnel at NACA in 1949, while Jackson would become an aerospace engineer and make significant contributions to the space program.

Spenser and Monáe are wonderful in the film, portraying the brilliance and humanity of these historic women who were forced to overcome tremendous institutional racism even while they were demonstrably more than capable of handling the challenges of working for NASA. If the film doesn’t quite reach greatness, it would be because of moments and characters that could have been better handled.

The film contains straw men like Vivian Mitchell (Kirsten Dunst) and Paul Stafford (Jim Parsons) who seem to exist in the film for no greater purpose than to be adversaries for Vaughan and Johnson respectively.

Even if you haven’t seen the movie you know it will contain a scene where Stafford seriously doubts that Johnson knows how to solve a complex mathematical conundrum that “their best men have already checked and couldn’t solve,” only to have Johnson figure it out on a chalkboard while onlookers gawk and the soundtrack music swells.

There are moments like this that prevent the film from truly achieving greatness, but it is still pretty great regardless because of the excellent acting of its three leads and Kevin Costner, who plays Al Harrison, the director of the Space Task Group.

“Hidden Figures” is, in a lot of ways, the movie we need right now. Similar to the current political climate in America, it is set at a time of great polarization and racial divide.

It is a perfect example of a time when brilliant minds were able to accomplish great things together for the good of the country.

It reminds us that when we share a common goal, we can all contribute to a shared cause regardless of race and political leanings.

Much like the success of Apollo 11, its strength really is in numbers.

Trump’s Inauguration Day, but was changed to ensure the march’s message was not lost, according to Williams.

By marching on the day after Trump’s inauguration, she said, it sends the message to him and to Congress that “we are here and we aren’t going anywhere,” she said, adding that the march is estimated to include 100,000 people — women and men.

“Some people look at the march and see it as a White feminist issue, but I don’t believe that,” said Williams. “I think all women are going to be affected by this administration and so our national campaign includes women of color.”

The Women’s March on Washington includes roundtrip bus fare to the nation’s capital which will immediately depart following the rally. Williams said the price of the trip can fluctuate between $150 and 200 depending on the number of confirmed riders.

The march is set to take place at the United States Capitol, Independence Ave. & Third St. SW, starting at 10 a.m. EST, according to the March’s Facebook event posting.

The Women’s March on Washington, to take place on Jan. 21 — the first day after President-elect Donald Trump takes office — has inspired a West Side resident to make a local impact on a national movement.

Annie Williams described the morning after President-elect Donald Trump’s shocking Nov. 8 victory over Democrat Hillary Clinton as “devastating”. In the days following, she transformed her feelings of melancholy over the election results into action. She said she used to believe charismatic leaders like Dr. Martin Luther King, Jr. were necessary to spearhead movements for social causes, but that she’s since had a change of heart.

“We have to be the change we want to see in the world,” said Williams, who regularly challenges people to examine themselves to discover the best ways to make change in their own sphere of influence.

Williams first began giving voice to her thoughts by participating in “The Rally to End Racism” in front of Trump Tower in downtown Chicago in mid-November. She said her attendance at the rally was in response to what she calls “divisive” messages from Trump during his campaign.

Upon returning home from the rally, she volunteered to participate in the Women’s March in Chicago, a “sister march” of the Women’s March on Washington. The March was organized in response to the divisive rhetoric of the past election cycle, according its Facebook page.

Currently, Williams is serving as the outreach leader for the march by using social media, emails and other forms of communication. To date, she has spoken in front of chapters of Black Greek sororities Alpha Kappa Alpha and Delta Sigma Theta, the Rainbow P.U.S.H. Coalition, the non-profit Bethel New Life, among others, about how the march is just the beginning of a new movement. Most of all, she said, she wants to touch West Siders.

“One of the things said at [The Rally to End Racism] that really touched me was, ‘Don’t just sit at home and post Facebook memes,’” said Williams. “You have to be active and get out there and do something.”

Williams, 60, a retired web developer for the federal government, has been involved in local politics one way or another since her 2013 retirement. She has worked on the board of elections in Cook County as an election judge and an equipment manager.

A silent harm: Diesel pollution from freight trains More voices from Austin needed to speak up on the matter say local leaders

Commuters waiting for the Austin Green line are already facing frigid winds this winter without having to worry about inhaling hazardous fumes.

But when freight trains idle less than 20 feet away from the platform, none of them can escape the diesel pollution.

The train platform places commuters in Austin right between “L” tracks and tracks shared by the Union Pacific Railroad and Metra. While only the “L” train has a designated stop, the Union Pacific freights frequently sit and idle alongside the platform for hours at a time, commuters say.

These idling freights emit diesel particulates that pose health risks to those close enough to inhale them, especially for the crowds standing on the platform.

These diesel particulates lodge in the lungs and can lead to health problems, such as asthma, chronic obstructive pulmonary disease (COPD), heart disease and lung cancer. Children and adults with compromised lungs are at an even greater danger for health problems.

“If you were to pick a place to idle, this is not a good place,” said John Kukla, who uses the Green line stop daily to commute to his job as a financial manager.

For Kukla, 48, the idling freights have an even greater impact: he lives right across the street from the Austin stop and can see them from his living room window.

At night, when the freight trains often idle, the noise is so loud he’s unable to hear his TV or sleep.

There are no prominent signs on the “L” platform with information for commuters to call and complain about pollution and health concerns.

With some research, Kukla found the call number for “reporting unusual or suspicious occurrences and environmental hazards” on the Union Pacific website several years ago and has been calling (888) 877-7267 to report idling freights located at the intersection of North Austin Boulevard and West Corcoran Place.

Over the course of the 10 years he has lived in Austin, Kukla has noticed some improvement in the railroad company’s response to his calls.

While five years ago locomotives would idle for an entire weekend, he now sees them two to three times a week, and they usually move within 20 to 30 minutes after he calls to complain.

While calling the railroad company seems

to be effective about half the time, Kukla said he believes strength in numbers might make a difference in getting the train operators to be more responsive.

“I don’t know if it’s on everyone’s radar,” Kukla said. “People are not even aware of what they’re breathing in.”

Ald. Chris Taliaferro said he has not heard any complaints about the freight idling or any other environmental concerns in the 29th ward. The alderman has communigty meetings every first and third Wednesday of the month, and individual meetings on Mondays at 6272 W. North Ave., where citizens can share complaints. He said these issues have not been raised with him.

“I think [the railyard] might [do more to stop the idling] if 50 people were calling the call number instead of just one,” Kukla said.

Kukla voiced his concerns recently at a Central Austin Neighborhood Association meeting – a community organization focused on improving the quality of life for its residents.

According to President Serethea Reid, the group has a Facebook page and sends out a monthly email but has no other way to publicize the call number to complain about exposure to harmful pollution.

Taliaferro said residents should call Union Pacific directly to alert them.

Union Pacific did not return calls for comment.

While the city of Chicago limits idling for on-road diesel vehicles to three minutes within any 60-minute time period, no such anti-idling ordinance currently exists for freight trains.

“The absence of an anti-idling ordinance for freight trains – and the lack of enforcement of the existing anti-idling ordinance for on-road vehicles — make it very difficult to make progress towards lowering the levels of diesel pollution in the city,” said Susan Mudd, senior policy advocate for the Environmental Law & Policy Center (ELPC).

The Chicago-based non-profit group works with other local advocacy groups to call attention to the dangers of diesel pollution and the need for more protective city ordinances.

Kukla hopes that raising awareness of the health risks posed by the idling freights, as well as publicizing the call number, will help eliminate future idling. Tougher city ordinances would be a good remedy as well, he added.

“You want to feel like you have some power when a big thing is sitting outside your house. You don’t want to just call and call and call.”
