City plans gateway arch to mark ‘Soul City Corridor’

The city is ready to make a bold declaration of the “Soul City Corridor” on Chicago Avenue. It is choosing artists who will design a gateway arch and other markers for the commercial corridor stretching from Austin Blvd. to Cicero Avenue. As it unfolds, it will mark success for local business activists who have long pushed the concept.

The Chicago Department of Cultural Af fairs and Special Events (DCASE) plan calls for a gateway arch at the west end of the corridor at 5946 W. Chicago Ave., near the Chicago/Oak Park border. Smaller signs will be mounted on light poles near the east end of the corridor, near the intersection of Chicago and Cicero avenues. This is something Malcolm Crawford, head of the Austin African American Business Networking Association (AAABNA) has long advocated as part of a broader vision of revitalizing Chicago Avenue as the “Soul City Corridor,” the commercial and cultural hub of Austin’s Black community.

Tension rises as Amazon delays op ening West Side warehouse

Giant facility on Division will open in 2023 is latest promise

For the past several months residents of Side have driven and walked past a massi foot warehouse on the corner of Division and dering when the Amazon facility would open and begin of ing employment to folks in the neighborhood

When the project was first announced in 2021, promised that the warehouse would open in 2022 and create nearly 500 jobs. However, that deadline has come and passed as the building sits in a federal economic opportunity zone that makes it eligible for tax breaks. The project has been supported by Alderperson Emma Mitts, whose 37th Ward includes the warehouse

On Thursday, Jan. 19 community members with groups like Black Workers Matter, Get To Work, Teamsters, and Chicago mayoral candidate Brandon Johnson gathered in front of the building demanding answers to the promises that the company made.

In a statement Amazon said the facility will now open sometime in 2023 citing a variety of reasons from supply chain con-

cer ns to business reasons and more.

Yvette McCallum, a member of Black Workers Matter, lives just down the block from the Amazon facility. She said when she heard it was opening she was excited about the opportunity to have a job so close to her home.

“And now they’re saying that it’s not going to open. So what are we going to do about that?” McCallum said. “We want some answers. We want Amazon to be accountable.”

Edie Jacobs is the CEO of Get To Work, a job placement services organization on the West Side. According to her,

in May 2022 Amazon had promised that 50 jobs at the warehouse would be local hires through Get To Work.

“When Amazon did not follow through on their commitment, this raised a red flag,” Jacobs said.

Activists also claim the company has a burdensome approcess that makes it difficult for locals to even pply for jobs at surrounding warehouses in places like Ciand Melrose Park. According to them all interviews are conducted in Skokie, which makes it difficult for West esidents to even complete the application process due to the distance.

In a statement to ABC7 Ald. Mitts said she “continues to be staunchly supportive of the for thcoming Amazon facilest assured that this Amazon distribution center is scheduled to open during 2023.”

However, organizers with Black Workers Matter are not convinced. In a letter to her office after the press conference they wrote, “we can’t ‘rest assured’ of anything with this Amazon facility, given the non-transparency, lack of information and broken promises around this development by Amazon and city of ficials.”

Local residents have called on the company to sign a community benefits ag reement, but the company has refused. They are also demanding that if the company does not open the facility that they give the facility to the Chicago Park District to run youth programming and offer mental health services.

On June 15, 2022, Danyell Wallace went to punch in for her shift at the Hostess factory in the Galewood neighborhood of Chicago. When she walked in for what she thought was a nor mal shift, she said she was told by a security guard that Human Resources wanted to see her

Wallace, who identifies as transgender, and other Black LGBTQ workers w members of the organization Black Workers Matter are accusing the company of discrimination based on their gender identity

According to Black Workers Matter, in addition to Wallace, four other workers were fired in 2022. This comes as the sweets company has been publicizing its work around diversity equity and inclusion, with a report released in June and the creation of a new inclusion committee

Hostess did not respond to a request for comment.

“I know I was singled out [for my identity],” Wallace said. “I was upset. I was ticked.”

Wallace says she experienced harassment after she used a single stall woman’s bathroom where she feels safer and more comfortable than the men’s bathroom. She says if Hostess had gender-neutral bathrooms she would have felt more comfortable at work

3. However, after he wore a Pride shirt to work, he was placed on Fryer Line 2 where he worked alongside Wallace. Rose was fired shortly after attending the Pride parade in June 2022 with some other co-workers

According to Ramona Hudson, another Hostess worker, segregated Fryer Lines are the nor m at the Hostess bakery Fryer Line 3 is majority Black LGBTQ workers. Fryer Lines 1 and 2 are majority Latinx.

“My thing is, why is this still happening?” Hudson said.

Rose and Wallace claim that the company is holding LGBTQ workers to a double standard and disciplining them for violations that commonly occur among all workers but are not enforced.

Black Workers Matter, the group has raised these issues several times during meetings with Hostess, written letters, held a press conference outside the company, filed a complaint with the Illinois Department of Human Rights, and filed a charge with the U.S. Equal Opportunity Employment Commission.

Additionally, Wallace filed a grievance against the company through her union, the Chemical and Production Workers Union Local 30. However, nearly five months after the grievance was filed and ready to head to arbitration, the union pulled the grievance. The union did not respond to a request for comment.

Election objections clear the eld for Ald. Jason Ervin, all 11th police district candidates

On Jan. 20, the Chicago Board of E lection C ommissioners c ompleted i ts hearings on all o bjections against West Side c andidates for alder man and p olice dist rict c ouncil s. Two c andidates facing Ervin we re kicked of f the b allot and one c andidate withdrew. In the 29 th Wa rd Republican C ommittee person Walter Adamczyk withdrew and the election b oard allowe d Corey Dooley, a Resource C oordinator for U rban Initiatives at Faraday E lementary school, 3250 W. Monroe St., to say on the b allot. 27 th Wa rd incumbent Ald. Walter Bur nett didn’t have any opp onents to be gin with, and there we re no challenges against any c andidates r unning for 24 th and 37 th wards

Adamczyk said he will r un a w rite-in c ampaign and withdrew his for mal c andida cy to avo id le g al fees.

This year will also mark the first time Chicagoans elect p olice c ouncil s. In the

11 th District, wh ich includes all of West Garfield Pa rk and par ts of Nor th Lawnd ale, two of the five c andidates we re knocke d of f the b allot, wh ich means that the remaining three will be elected by default. In the 15th and 25 th district, wh ich c ollective ly include the entire Austin c ommunity, seve r al c andidates faced o bjections, but either the election b oard r uled in their favo r or the o bjections we re withdrawn.

Any re gistered voter living within the area a c andidate seeks to re present ca n file an o bjection. Most of those challenges argue that the candidate didn ’t submit enough valid signatures to q ualify, bu t there have been other lines of objection.

Wards

In the 28th Ward, the ballot originally included four candidates – Erwin, nurse and community activist Beverly Miles, who ran for the 28th Ward in 2019 and challenged Gov. J.B. Pritzker in the 2022 Democratic Party primary, Shawn Walker, w ho ran for the s eat in 2007 , and U.S. Ar my veteran Timothy Gladney All four had their petitions challenged. Retire d Chicago Fire De par tment chie f Car melitta Earls, who is r unning for the 15th police district council, objected to Ervin’s candidacy, alle ging that the alder man didn’t disclose all his assets in the Statement of Economic Interest all candidates must file. Resident Etta Johnson objected on the signature basis. Johnson’s objec-

tion was dismissed because she failed to appear at any of the hearings, while Earls’ objection was dismissed because the paperwork was filed incorrectly and, because she lives in the 37th Ward, she wasn’t qualified to file the objection to be gin with.

Residents Emma Robinson and Charles Enter objected to all of Erwin’s opponents on valid signature grounds. According to Illinois State Board of Elections, Robinson made small, but re gular contributions to the 28th Ward Democratic Organization, which Ervin heads in his capacity as the 28th Ward Democratic committee person, since 2014. When asked whether he played any role in the duo’s challenges, Ervin demur red.

“These are folks living the community,” he said. “They want to make sure things are done right and proper.”

Gladney withdrew his candidacy – because, he told Austin Weekly News, he was frustrated with an objection process that he felt was stacked against the challengers. Miles and Walker were kicked of f the ballot.

In the 29th Ward, Jill R. Bush, property manager at Bush Properties who ran for 29th Ward alderman in 2011 and, according to election records, contributed $200 to Taliafer ro’s unsuccessful 2022 campaign for Circuit Cour t judge, filed objections against Dooley-Johnson and Adamczyk. Aside from the signature requirements alle gations against both candidates, Bush alle ged that Dooley-Johnson isn’t re gistered to vote in Chicago and hasn’t lived in the 29th Ward for a year before the election. She subsequently withdrew those objections.

In an interview with Austin Weekly News, Dooley-Johnson insisted that those alle gations were false. The records examination found that his petitions had enough valid signatures to get him on the ballot.

Police distric ts

In the 11 th District police district, which includes all of West Garfield Park, the section of Nor th Lawndale nor th of Roo-

sevelt Road, the part of West Humboldt Park south of Division Street and most of East Garfield Park, Jacqueline M. Weatherspoon is objecting to two of the five candidates, Tamiko Holt, head of the Near West Side-based Okimat Construction company, and resident Mar tin Coffer.

T he election board took Coffer of f the ballot on the grounds that he never showed up at any of the hearings and alle gedly resisted attempts to be served the notice. Holt was taken of f the ballot because the board r uled that she didn’t have enough valid signatures This means that the remaining three candidates - community eng agement specialist Jocely n Woodards, disability rights activist A lees Edwards and physicist Brian Ramson – are r unning for three spots.

In the 15th police district, which encompasses the section of Austin south of Division Street, Earls filed objections against most other people on the ballot –Elana T hompson, Darius Newsom, Kare n Wi n ter s and for mer 29th Ward candidate O ttis “O.J.” J ohnson For mer 29th Ward Ald. Isaac Carothers objected against Johnson’s candidacy on the grounds that the petition didn’t proper ty identify the district where he was r unning. T he election board r uled that Johnson followed the proper procedure.

Earl’s objections against T hompson, Newsom and Johnson were dismissed on similar grounds to her objection against Ervin – because the petition didn’t have the required le g al language. Her objection against T hompson was also dismissed because T hompson was never properly served. Earls withdrew her objection against Winters on Dec. 17.

In the 25th Police District, which includes Galewood and other par ts of Austin nor th of Division, T homas Simmons, founder of the Citizens for a Better Westside w ho ran in 29 th Wa rd in 2015 , objected to resident Jacob Arena on the signature basis. Simmons withdrew his objection on Dec. 15, 2022.

a win-win for the city of Chicago. Took a lot of bruises, but they were worth it.”

The campus will be used to train first responders from the police and fire departments. It features a “tactical village” that resembles a Chicago neighborhood — with eight “streets” named after police officers and firefighters who have died in the line of duty — and a six-story tower for fire training

Prior to the opening of the new academy, police and fire personnel trained at seven different locations throughout Chicago’s city limits. The main police academy was at 1300 W. Jackson Blvd. in the West Loop

Supporters have also said the new police and fire academy will bring investment to the

West Side, as two restaurants — Peach’s and Culvers — will open there. They also said it will allow local kids to develop relationships with first responders and see if they’re interested in pursuing those careers.

But critics have said the academy — and the officers it’s expected to bring more frequently to the area when they train — could traumatize local children. They have spoken out against plans to open a Boys & Girls Club on the campus; the Mayor’s Office said Wednesday it’s expected to open this summer

At Wednesday’s ceremony, Lightfoot said the academy was ultimately needed to provide greater training to first responders.

“We want to make sure our first responders have everything they need,” she said. “Historically, we have neglected first responders’ training These investments are absolutely critical to do their jobs.”

Lightfoot opposed plans for the training academy in 2018 before being elected mayor. She changed her position after taking office, saying the facility would be key

to improving training for police of ficers.

Officials at Wednesday’s ceremony noted a fire was tearing through a Kenwood highrise even as they cut the ribbon on the facility, and the campus will be key for training

“This is a major step for the department,” said Fire Commissioner Annette Nance-Holt. The facility will be able to train 500 first responders each day, with 30 per classroom.

On Jan. 20, DCASE and AAABNA held a virtual meeting where the community was introduced to the three artists who’ve been selected as the finalists for the project. During the meeting, which was tended by 50-60 people, the artists shared their designs and asked attendees to share thei perspectives on what Austin is like and what they would li to see in the corridor. DCAS is expected to select the finalist in late February. After that, the city will hold community meetings to fine-tune the finalist’ design, with the goal of havin the design in place by May and finishing up construction by September 2024.

Soul City Corridor has been Crawford’s vision for many years. He sees it as a commercial and cultural hub, a destination for Austinites and West Siders in general. In previous interviews with Austin Weekly

News, Crawford compared it to areas such as Chinatown’s Wentworth Avenue, 26th Street in Little Village and the section of Devon Avenue that runs through the majority Indian/Pakistani portions of West Ridge. In recent years, Westside Health Authority and Austin Chamber of Commerce have also embraced the Soul City Corridor concept. The Invest South/West initiative, which works to bring investment to historically under-invested parts of the South and est Sides, set the revitalization the entire Chicago Avenue corridor, including the Austin rtion, as a major priority. DCASE is working with the Chicago Department of Planning and Development (DPD) and Chicago Department of Transportation (CDOT) to build the arches

here are currently three finalists vying for the design contract. Sonja Henderson, of Pilsen, served as an artist-inresidence at the School of the Art Institute of Chicago’s North Lawndale campus and conducted mindfulness workshops in the community

“My work always has a social justice or a social healing [aspect],” she said.

Henderson said community engagement is an important part of all of her public arts projects. When she designed a memorial to Emmett Till and his mother, Mamie Till Mobley, at Argo High School, a southwest suburban Summit school where Mobley was one of the first Black students, she convened discussion groups involving local residents, members of Till’s family and Till’s friends.

Painter and sculptor Bernard Williams, of Chicago, created public art all over Chicago and several cities in Indiana. He said he likes crafting pieces that speak to the history of the location and utilize a combination of words, symbols and imagery. Williams is also conscious of the kind of shadows his pieces create

“In some sculptures, there might be a word, or some symbols that you literally pass through,” he said. “I like the idea that you’re walking through the shadows of history that’s illustrated in the artwork.”

Sculptor Wesley Clark lives in Hyattsville, Md., a suburb of Washington D.C , but he said he has a Chicago connection – his wife grew up in the South Side’s Beverly neighborhood. Clark summed up the theme of his art as “really diving into the African American experience and pushing us forward,” applying the lessons of the past toward future solutions. He used a sculpture

he designed for Washington D.C.’s Calvin Coolidge High School as an example. At a casual glance, it is simply a statue of a young man racing forward with a book in the outstretched hand, but a closer look reveals that the book is the Autobiography of Malcolm X – which imbues the statue with deeper meaning

“[This book] is one of the best examples of written accounts of just a man changing,” he said.

During the course of the Jan 20 meeting, all three artists asked attendees what the Austin community is li ke, what they would like to see on the Chicago Avenue cor ridor and what the Soul City Corridor concept means to the community. They all said that, if selected, they would do community engagement workshops.

Activist Aisha Oliver urged the artists to reach out to local youth.

“Make an ef fort to connect with the untapped potential of youth that are not connected to orgs, parks, schools or churches,” she said. “They deserve to be heard as well.”

Crawford said the turnout at the Jan. 20 meeting bodes well for the project.

“Just the number of people on this call shows how important this is to our community,” he said. “I want to thank you from the bottom of my hear t.”

Forums are for the community

There was a 37th Ward aldermanic candidate for um held this past Saturday. I was anxious to go because I wanted to know who the other people are in the race. I am very serious about who I give my vote to, so I put off some other very important plans just to attend the forum.

The first thing I noted when I walked into Amber Hall is that they only had about 5-6 rows of chairs set up on each side. I felt that was insulting because one should plan for the crowd as opposed to not expecting one. Also you would think after all this time that those giving the debates would know that most candidates bring an entourage. Especially the incumbent. And as could be predicted, they did have to add extra chairs. Poor planning equals a poor debate and that’s just what we got.

the forum was more for the CANTV audience than it was for the people in the community

Finally with less than an hour to hear from four candidates, the forum got started. Remember, if each candidate gets two minutes to respond and the question asked might take a minute, that’s literally ten minutes/six questions

As usual, because Black folks are never allowed to just ask a question directly, we had to put our concerns on the card. The panel posed their own questions, but the audience questions were pretty much overlooked. Personally, I wanted to have my question about the rat situation addressed. We are being overrun with them.

The forum was supposed to start at 10 a.m. All four candidates had taken time out of their busy electioneering cycle to get to the event on time. But the organizations that sponsored the event didn’t respect the candidates’ time nor the time of the people in the audience. By 10:25 they had finished the setup, the delay caused by the man who was filming everything for CAN-TV. Then with less than an hour left to hear from the people who want to represent the 37th Ward for the next four years, precious moments were used introducing the young people on the panel. Trust me, I love seeing young people getting involved. At the same time, those young people got to see how inept older folks are in getting things done right. I felt

I lear ned at the forum that there was a mayoral forum that same day. So I rushed over to the Kehrein Center. That event started on time. The Big Three — Lightfoot, Wilson, Chuy — didn’t come. And paid provocateur Ja’mal Green did his best to undermine Brandon Johnson at every opportunity Just like with the prior forum, community questions were deemed of no interest as the panel instead asked their questions. And when an audience member’s question was finally asked, the moderator was so inept, she could not even phrase it properly.

So to all the community groups that want to host forums, remember this: Many of the questions you guys came up with have been answered before. Do not use forum time to get on TV or to promote your sorority.

Let the community ask their questions the same way these candidates come to the community asking for our vote!

New CEO upbeat about prospects for West Sub

Manoj Prasad says he’s committed to making two hospitals work

A month and a half after Resilience Healthcare took over operations of West Suburban Medical Center and Weiss Memorial Hospital, CEO Manoj Prasad says they are committed to revitalizing the two hospitals.

“I’m of the belief that there should be no hospital in our country getting shut down because of financial reasons,”

Prasad told Austin Weekly News.

West Suburban, considered a safety-net hospital, and Weiss, which is one step above safety-net status, ha beleaguered by financial problems in recent the hospitals’ previous owner, Pipeline Health, filing bankruptcy this past October.

Resilience paid the full $92 million, according to Prasad, acquiring all the hospitals’ real estate, including their offsite campuses, but also their debts — to the tune of $81 million.

“It’s $81 million and counting,” said Prasad. “There’s still some debt being transfer red.”

Prasad and his financial partner, Rathnakar R. Patlola, took on the burden of that debt and did so without a lender secured. They’re in the process of looking for lenders, and state funding will be critical in allowing the hospitals to continue caring for patients. While the debt is large, they don’t view the hospitals as a bad investment. They beli eve it would have been bad not to invest in them.

“What was the other option? These two would be shut down,” he said. “We don’t need more closed-down hospitals.”

Prasad is committed enough to the two hospitals that he and his family moved to River Forest from Michig an. When his daughter was in need of medical care, he took her to West Suburban’s River Forest campus, which he plans to make an “inte gral part” of the Resilience system.

“If I don’t have the confidence that my family can get good care here, I have no business asking others to come and trust their health care to us,” he said.

Currently, he splits his time between West Suburban in Oak Park and Weiss in Chicago’s Uptown neighborhood, serving as group CEO. He spends most of his days meeting with the hospitals’ caregivers to understand what can be

done to make their work easier.

Prasad’s goal is uniting the hospitals into one group that operates out of two primary locations. West Sub’s for mer CEO, Barbara Martin, left the hospital the day Resilience took over, according to Prasad. Irene Dumanis remains CEO of Weiss but is now also the chief financial officer of both hospitals.

Before Prasad, West Suburban’s chief medical officers had never met their Weiss counterparts. Now the teams are working in concert with each other, eliminating the silos that once divided them.

“The collaboration is giving such beautiful results,” he said. “It’s very heartwarming.”

Resilience allows employees the opportunity to work at both hospitals, should they wish to, while choosing one to serve as home base. One West Suburban employee who lived near Weiss was able to switch over full-time to the Chicago hospital, drastically cutting down her commute to work.

When Resilience took over operations of West Suburban and Weiss on Dec. 2, Prasad hosted townhall meetings at both hospitals, hitting every shift to ensure that employees were given the chance to provide input and to hear directly from their new leader. In the days since, he said,

everyone has come together to support one another.

It hasn’t been free of obstacles, however. For two full weeks, West Suburban was without a pharmacy license and could not buy drugs. The situation could have had fatal consequences had it not been for nearby hospitals sharing their supplies.

“I have to put on the record how gracious all the surrounding hospitals have been,” Prasad said, adding that he wants to continue working with them to prove the best possible care to the communities they serve. He has already proposed new joint programs and is discussing them with the leadership of other hospitals.

Prasad said he does not stress about the futures of Weiss and West Suburban because they are staffed by great people who share his desire to see the two hospitals succeed.

“These are going to be community hospitals that will provide care to the community as per their needs — personal care,” he said.

West Suburban has seen a revolving door of owners within the last decade. Prasad said he was told unnamed local leaders had a bet that Resilience wouldn’t last 15 days. That hasn’t deterred him.

“I have no intentions of going anywhere,” he said. “These two hospitals, they will flourish.”
