Police Council candidates make case to have impact

Seven candidates for 3 spots in 15th Distric t

Police misconduct, random stops and improved response times are among the top issues candidates for the 15th District P olice Council promise to address on the West Side

Across the board, candidates speaking at a nonpar tisan community for um Sat., Feb. 4, pushed for accountability, trust and better relationships with the community.

Catherine Jones on parents advocating for their kids

While attending an ev ent on youth violence, Catherine Jones struck up a conversation with me about the importance of parents being involv ed in the li v es of their children. Jones, who is the Illinois PTA Chica go Re gion Director and longtime local school council member at Frederick Douglass Academy High School, expressed her passion for advocating for students.

On what prompted her involvement: I’ve been in Austin for over 45 years and I’ve been advocating for the children in the community

My oldest son is 40 years old and I star ted PTA and the local school council back in the 1980s when he was in elementary school with James Dean and Rev. Flowers.

We were trained by James Dean and I’ve been doing it ever since. My sons have grown and moved away.

My oldest son went to Austin High School and everyone said that was a bad school. My son graduated from there in 2000 and is a colle ge graduate He’s in Georgia now and doing good. He was on the basketball team and his banner is in the auditorium at the school. Ever since then, I’ve just been advocating for children. I love the Austin area; I’ve been here since I was 16 years old. I was a district director and now I’m a re gional director for Belmont Cragin up nor th and DuSable south.

The importance of advocacy: If we don’t advocate for our children then who’s going to do it? We have to advocate for ourselves.

When my kids were in school, they didn’t

have to tell me to get involved. I was involved because I wanted to know what my kids were lear ning. If they’re bad or something, let me know. I didn’t have a problem with it if the school would call me

How do you encourag e parents to get involved?

First, we have to educate them and let them know they have power. You are your

child’s first teacher. It’s your le g al right to know what’s going on in the school. Get on the local school council. You are the ones who pass the budget. We see the budget as elected of ficials Parents need to know this. I guess some of them have lost the adrenaline because some of them aren’t welcomed in cer tain schools I know that for a fact because I’m there and know what’s going on.

City releases redevelopment proposals from Lake and Kedzie nalists

Finalist to be chosen later this year

The City of Chicago last week officially released the details of potential development proposals from the three project teams that hope to redevelop the vacant, city-owned lots around East Garfield Park’s Kedzie/Lake Green Line el station.

The Chicago Department of Planning and Development (DPD) is looking to build mixeduse development, with commercial spaces on the first floor and affordable housing above, but it left many details to the developers.

All three development proposals emphasized they would hire from the community and/or offer opportunities for local vendors, and that, if they win, they will take resident input into account. DPD is currently looking for East Garfield Park residents to be part of the project evaluation panel, which will choose the winning development team. Residents can nominate evaluators using an online form on the project website.

For this project, DPD invited developers and architects to submit their qualifications and put them together into development teams

The first development team is made up of Citizens for a Better Community, an Austinbased affordable housing developer, Botanical City, a Chicago landscape designer, and Productora and JGMA design fir ms, which are based in Mexico City and River North, respectively Their proposal for Site 2 calls for a six-story, 60,020 sq. ft. building with 30 one-bedroom apartments, 22 two-bedroom apartments and a 6,030 sq. ft. retail space that would be split between three tenants. Productora co-founder Wonne Ickx said they took a cue from the Garfield Park Conservatory to build a winter garden in the middle of the building.

“We have envisioned a central winter garden and lush atrium filled with vegetation to promote social interaction,” he said. “The very important source of inspiration for this project is a rich history of East Garfield Park. We believe contemporary architecture works best when it seeks out, respects and understands its local history.”

Community, said the project would continue his company’s long record of hiring young men in the community and training them in building trades

“If they give us their guns, we will give them a hammer or a drill to change their lives,” he said. “We know that, once they take that hammer or a drill and get some viable skills in their life, they will not go back to the life of crime.”

The second team is made up of Chicagobased Evergreen Real Estate Group, the Black-owned, Chicago-based Imagine Group, Los Angeles-based Lorcan O’Herlihy Architects and Chicago-based HED design fir m. Their proposal calls for a seven-story, 72,160 sq. ft. building that includes two forsale townhomes, 60 apartments (including 4 three-bedroom apartments) and 1,700 square foot worth of flexible retail spaces. Each floor will have a laundry and an open-air garden space, and there will be a public plaza facing the el station entrance.

Fred Spencer, the principal at Imagine Group, said “our commitment is to bring minority fir ms, minority contractors, as much as possible” in every phase of the project. He and Imagine Group co-owner Torrey Barrett will use their respective experiences in the wholesale food and restaurant industry to help residents who want to launch a foodrelated business get off the ground

The third team includes Humboldt Parkbased KMW Communities, the Camden, New Jersey-based Michaels Organization,

Dwell, Los Angeles-based Brooks + Scarpa Their proposal calls for a seven-story, 78,000 sq. ft. building with 63 apartments, mostly one-bedrooms and three-bedrooms, and 5,600 sq. ft. of retail space.

KMW owner Bill Williams said he saw the retail spaces as an opportunity for entrepreneurs utilizing the Hatchery food business incubator across the street to take their business to the next level.

“We’re not looking to have a large big box retail,” he said. “We’re looking for smaller spaces with flexibility.”

For the most part, the proposals focused on Site 2 – the lots at the southwest cor ner of the Lake/Kedzie intersection, at 3201-09 W. Lake St. and 201 N. Kedzie Ave., with plans for the remaining two lots left up in the air. All three proposals had certain similarities – wider sidewalks, emphasis on small businesses rather than large retailers, and putting in community gathering spaces for the tenants

The Lake/Kedzie project is part of the latest round of Invest South/West projects, where the city invites developers to submit proposals for vacant, usually city-owned land in communities which haven’t seen much investment in several decades. Aside from Site 2, the proposal includes the for mer location of the Garfield Park Community Garden, 3148-56 W. Lake St., and Site 3 at 112 N. Kedzie Ave. and 3201-15 W. Maypole Ave.

Class is in session at West Side barber school

His and Hers barber school in Austin wants to be ‘Har vard ’ of hair

Jose Gardea, the 43-year-old owner of His and Hers Barber School, 5355 W. Madison St. in Austin, has big dreams for the institution.

“I really take pride in this school,” Gardea said. “I want to breathe breath and life back into Austin.”

Gardea’s goal is to make His and Hers into the Harvard of barber schools He plans on expanding the school and building on the institution’s rich history. One of his ideas is to create a pilot program for high school students to obtain a barbering certificate by the time they graduate

“College is not for everyone,” Gardea said. “I wish people promoted trade schools as much as they do college.”

His and Hers has graduated more than 10,000 students since 2001, Gardea said. The school began as Gollies Hair Palace, a popular West Side barbershop that entrepreneur Elaine Sappington transformed into a fulltime school in 1999.

“Ms Elaine, she’s a tough cookie,” said Don Sappington, her brother-in-law and floor manager. “She doesn’t take any mess, but she’d give you the world. She gave out scholarships and helped out a lot of people.”

Gardea said the school prides itself on instilling age-old values and providing community members with affordable haircuts. Visitors can sense the pride in the atmosphere, as tunes like Smokey Robinson’s 1979 hit, “Cruisin,” play in the background.

“We want to teach [students] how to be gentlemen,” Gardea said. “Like my mom said, ‘Class never runs out of style.’ If you look at back in the day and see old pictures of [people like] Martin Luther King, they were dressed up every day.”

Charles Holiday, 63, said he’s been coming to His and Hers for a decade

“Having this in the community is very needed because the cost of everything is going up and you can come and get a cut for $10 and a line for $4,” Holiday said. “You’re not going to get that in barber shops so it’s good for the community.”

Joe Powledge, 23, received a scholarship to attend His and Hers.

“My goal here is to open up my own shop in the next five years,” he said. “As a Black man, it will feel good to know I will have my license and will be registered with the state

as a barber.”

Najee Scott, 22, is a student at Loyola University seeking to obtain a degree in Social Sciences. He said his dad’s passion for barbering made him want to get into it.

“My father is a barber and he always pushed me to do it,” Scott said. “I used to cu t his hair when I was about 7 years old. I also cut my brothers and cousins hair. When I got out of high school, I knew I could make money from this.”

Gardea said his students keep coming back

to His and Hers because of the structure and love they receive. For example, they’re greeted with a hug when walking in for the day. It’s a family atmosphere that some don’t receive at home, said Gardea.

“We’re looking to teach them something different from the stuff they’re lear ning out there,” Don Sappington said. “This has taken them out of the streets from things that they used to do. I get teary-eyed when I hear their stories. Many guys admit that this place had them going in a straight direction.”

Conser vatory hosts West Side Garden Collective

Community members use nature to get to know one another and contribute to their neighborhoods

About 20 West Side Garden Collective members gathered Jan. 28 at the Garfield Park Conservatory, 300 N. Central Park Ave., to explore gardening methods.

According to the group’s Facebook page, the Garden Collective is a “g roup of gardeners and neighbors in a grassroots effort to grow food, community, networks, and resiliency. Hoping to lear n about soil re generation, food networks, and how the complex systems of our local biome intersect with our re gion at large.”

Maria Sor rell and her friend, Mary Margaret Bar tley, both Austin residents and members of Root-Riot :: Harambee, attended the event. The garden they share with about 30 other families is located at 445 N. Waller Ave. Now in its 14th year, the

indoor baseball diamond and batting practice area, and the Chicago Fire FC Field, which will become the city’s only indoor FIFA-regulation turf arena and the largest turf pitch on the West Side. The Fire, Chicago’s Major League Soccer team, will also offer at least 20 hours of weekly free community soccer programs at the campus, officials said.

It is scheduled to open to families in the spring.

The facility, built partially on the site of a long-closed Glidden paint factory, was developed in collaboration with By the Hand Club for Kids and Grace & Peace Church Revival Center, with support from Intentional Sports and Chicago Neighborhood Initiatives.

The campus is planned to serve 400 children from the community and 25,000 children annually, providing more than 100 hours each week for neighbors to enjoy sports, classes and other activities. The facility will create 150 permanent jobs and will provide competitive sports training and after-school programs, officials said.

“We took on the challenge to transfor m this land and we saw the opportunity to help our children,” Zayas said. “Today you stand in the land that has been cleaned up and restored for our children to have a place to go. They have a place because we dared to dream.”

“As we celebrate the first of its kind center, we reco gnize that we are working towards something bigger and greater,” Stratton said. “Justice is more than just police, jails and prisons. Justice is about breaking down the barriers to a quality education by seeing the whole child and their needs.”

Ald. Emma Mitts (37th) said a youth center was one of the things she wanted for the area when she was elected 20 years ago, and Donnita Travis, founder of By the Hand, said the neighborhood needed investment in a project like this.

“This was a vacant, toxic wasteland for 40 years,” Travis said. “Frankly, something had to be done.”

Race and income long have prevented children from poor backgrounds from being able to play sports.

Soccer in the United States has been criticized for being financially out of reach to many Black and Brown children compared to other countries. And Black representation has decreased in Major League Baseball over the years, with zero Black players on either team during the World Series in 2022, something that has not happened since 1950.

To bridge the gap for low-income fami lies, all revenue generated through program fees at the Austin center will sup port campus operations and charitable activities, officials said. Scholarships low-cost and no-cost programs will be available to local children and their fami lies.

“Seeing someone like myself, as an Af rican American with a 14-year career, feel it’s important to pass it on and show them that it’s attainable,” Heyward said.

“My parents having to drive me from workouts to tutors to physicians [took up a lot of time]. And we have all of that here provided for them.”

Semaj Beecham, a junior at Chicago Hope Academy who has been with By the Hand since first grade, said playing baseball has given him exposure to travel teams, colle ge scouts and possible scholarship programs

“This is what it means to imagine more, and I am so excited to see what this facility can do for other young people like me,” Beecham said.

Her curiosity will illuminate the future

Currently, less than 10% of the STEM workforce is Black, despite the significant impact of Black inventors and scholars in the industry.

24th Ward candidates lay out agendas at forum

Communication and community were issues discussed during Feb. 1 event

Over 100 people gathered inside Collins Academy High School, 1313 S. Sacramento Blvd., on Feb. 1 to see seven of the eight candidates running for 24th Ward alderperson talk about local issues including education and business development.

Candidates Luther Woodruff, Edward Ward, Traci Treasure Johnson, Drewone Goldsmith, Vetress Boyce and Creative Johnson all had criticisms for incumbent Ald. Monique Scott. Candidate Lar ry Nelson was not in attendance at the forum, which the Chicago Westside Branch NAACP hosted.

Rutues is a community organizer with experience implementing community-based policing. He helped launch the Chicago Neighborhood Policing Initiative and leads its outreach efforts in the 11th, 15th and 25th districts, according to Block Club Chicago. Earls, a retired Chicago Fire Department

“Many individuals do not have the information along with precinct captains. We need our block clubs back. We need individuals talking to their neighbors, one on one. Let them know what’s going down the pipe. I’ve actually started doing that.”

“We need to make sure the information gets out,” said Ward, who has inter ned for Alds. Walter Bur nett (27th) and Har ry Oster man (48th), and volunteered with the Coalition for the Homeless. “Let’s show up at doors making sure we’re reaching out to the community.”

Johnson, a small business owner who unsuccessfully ran for alder person in the 24th Ward in 2019, said she ag rees that precinct captains should be brought back to the 24th Ward so that they can help improve communication between residents and the alder person’s of fice.

Creative Scott, the owner of Creative Salon and Start to Finish, touted his past as a promoter and said that experience proves “I know how to bring people out.”

Ald. Scott was appointed last year to the position that her brother, for mer 24th Ward Ald. Michael Scott, had before resigning. Scott, who worked as a park supervisor for the Chicago Park District before her appointment, defended her record on communication while an alder person.
