Elected officials, health care experts say that getting rid of the law would cause undue suffering By IGOR STUDENKOV Contributing Reporter

The officials who spoke at a Feb. 15 hearing on the possible fallout from the repeal of the Affordable Care Act didn’t mince words. Getting rid of the law would hurt major hospitals, healthcare providers and the ability of low-income residents to secure medical treatment. The hearing was convened by the Chicago City Council’s Committee on Workforce Development and the Cook County Board of Commissioner’s Committee on Workforce, Housing and Community Development. During his first week in office, President Donald Trump signed an executive order

saying that ACA should be repealed and replaced as soon as possible. Cook County Commissioner Bridget Gainer (10th), who chairs the workforce committee, said that, although there is no way to know what would actually happen if the law were repealed, she and her counterparts in the City Council wanted to hold the hearing to get a sense of what the worstcase scenario would look like. City employees, medical professionals and public health advocates in attendance said that repealing the ACA would increase the number of patients who use emergency rooms, straining the budgets of every single See ACA REPEAL on page 4

Lawmakers decry CVS closing

CVS Health recently announced that it will start the process of closing 11 of its Chicago stores this month. The Rhode Island-based company is undergoing restructuring, according to a report in the Chicago

Tribune. In all, the company plans to close about 70 of its more than 9,700 stores this year. But the planned closing of one West Side CVS in particular, located at 3146 W. Madison St. in East Garfield Park, would mean more than just business as usual, said Congressman Danny K. Davis (7th). Davis, who held a press conference in front of the location on Sunday, said that his records show that over 5,000 senior citizens live near that West Side CVS. “We are concerned that areas like East Garfield Park continue to lose resources,”

Bill Hampton, brother to Fred, looks back I talked recently with Bill Hampton, the older brother of slain Black Panther leader Fred Hampton, in his hometown of Maywood for a story that we published exclusively on austinweeklynews.com. Fred Hampton was killed on Dec. 4, 1969 in his West Side apartment during a raid conducted by law enforcement officials from Cook County, the Chicago Police Department and the FBI. At the time, Cook County State’s Attorney Edward Hanrahan said that the raid was a “shoot-out” even though virtually all of the bullet holes found in the apartment came from the government’s assault team. Bill Hampton recalled the day he learned of his brother’s death and what Fred’s assassination means today. I never want to experience [that moment] again. I was at work. I had talked to him on the phone the night before. We talked about a lot of family things. The next morning, after I got off work, I saw his picture on the front page of the paper that said, ‘Cops kill panther leader.’ I rushed home and my family was there.

The woman who accused Emmett said he didn’t do those things she claimed he did. We left the door to Fred’s apartment open for 10 days so people could see that all the shots went in. See, Hanrahan thought he was going to advance from [Fred’s assassination] but he just went down, down, down …

‘Replace with what?” from page 1 hospital. Repealing the law would be particularly painful for charities at medical institutions such as Mt. Sinai and Loretto hospitals. The end of Medicaid expansion would leave tens of thousands of people without any kind of health coverage, as Cook County wouldn’t have enough funds to keep it going. When the Affordable Care Act was adopted, Illinois received funds to expand Medicaid program to cover low-income individuals who couldn’t afford health insurance. Applicants could choose from a variety of plans. In Chicago, that includes CountyCare – a health plan managed by the Cook County Health & Hospitals System (CCHHS). ACA also prohibited insurance providers from denying coverage based on existing conditions or dropping coverage when a person gets sick. In addition, it required everyone to have some kind of insurance. Dr. Jay Shannon, the CEO of CCHHS, told the elected officials that ACA has been “integral” to the system’s efforts to reduce the number of people using emergency rooms by shifting resources to local healthcare providers. This way, medical issues could be

treated before they become dangerous and more expensive to treat. And, thanks to ACA, the system spends less out of its own pocket to cover patients that do need hospital care. “In addition, CCHHS has contracts with most other Medicaid managed plans in Cook County,” Shannon said. “These are new sources of revenue for our health system that have once been largely dependent on local taxpayers for support.” This, along with other ACA provisions, decreased the number of uninsured patients, Shannon said. Prior to the passage of the ACA, more than half of patients in CCHHS were uninsured. In a follow-up interview, Shannon said that 67 percent of the CCHHS patients now have health insurance. He said that, if ACA was fully repealed, over 50,000 patients who are currently covered by Medicaid expansion would be left without insurance coverage. In addition, CCHHS’s budget would lose about $100 million. Hospitals and smaller community healthcare providers that aren’t part of the system would be hurt, too, Shannon argued. “It would also mean that we will no longer be able to pay other health care providers who currently give care to ACA adults,” he said. “Virtually every hospital has seen its revenue improve because they are seeing more patients who used to be uninsured but now have Medicaid card.” Ald. Anthony Beale (7th) said that a num-

ber of his constituents were concerned about rising premiums, which Shannon attributed, in part, to the lack of an enforceable individual mandate. Dr. Julie Morita, the Commissioner of the Chicago Department of Public Health, told the elected officials that ACA helped Chicagoans in a number of ways. “As the result of ACA, colon cancer screaming among older adults increased by 10 percent,” she said. “From 2010-2014 has seen fewer hospitalizations a year due to diabetes. Chicago’s teen pregnancy rate has decreased to an all-time low due to [better] access to contraceptives.” Greg Kelley, the Executive Vice President of the Service Employee International Union Healthcare Illinois & Indiana, said that West Side hospitals are particularly vulnerable to the consequences of a possible repeal of the ACA. “Safety net hospitals like Loretta, Roseland and Mt. Sinai are already operating on shoe string budgets,” he said. “[ACA repeal] will dramatically reduce access to healthcare in vulnerable communities and result in suffering and debt.” Angela Waller, Loretto Hospital’s community relations manager, said that the majority of Loretto’s patients have Medicaid. “It would hinder access to care in our community and impact health outcomes that are already challenged in Austin,” she said. Some elected officials wondered whether there was a way to keep CountyCare going,

but Cook County Commissioner Robert Steele (2nd) said that that simply wouldn’t be feasible. “Realistically, we don’t have anything to make up that gap,” he said. On Feb. 18, U.S Rep. Danny Davis (7th) held a press conference to highlight concerns about ACA repeal. He said that he didn’t want the Chicago area’s healthcare system to regress if ACA is repealed. Davis added that Republican lawmakers in Congress lack empathy. “They don’t necessarily want for the taxpayers what they find desirable for themselves,” he said. “They don’t need what ACA has provided, because they already got it.” Illinois State Rep. Marry Flowers (31st), who chairs the House’s Heath Care Availability Access Committee, said that ACA repeal was unacceptable. “There are some things that need to be tinkered, but to repeal and replace — replace with what?” she said. “[Before ACA] we had patients who died because they couldn’t afford access to healthcare. This is America. We shouldn’t [have] that. “ Ald Jason Ervin (28th) said that West and East Garfield parks, which make up most of his ward, have faced issues with access to quality healthcare. ACA helped, he said, but its repeal would be a huge step back. “It will cause more people to lose coverage, and we’ll see more preventable deaths,” he said. CONTACT: igorst3@hotmail.com

Lawmaker proposes naming highway after Obama Rep. Ford’s proposal is one of several Obama honors filed in Springfield

State Rep. La Shawn K. Ford (8th) has drafted legislation to name Interstate 55 the Barack Obama Expressway. A portion of I-55, from Lakeshore Drive to the Tri-State Tollway, is named after former Illinois Governor and two-time Democratic presidential candidate Adlai Stevenson. The remaining 270-mile stretch of roadway from the Tri-State to East St. Louis would be named after Obama, Ford explained in a Feb. 22 statement. “Barack Obama adopted Illinois as his home, becoming a community organizer on the South Side of Chicago and a professor of law at the University of Chicago,” Ford said. “Twenty years ago, on January 8, 1997, Barack Obama was sworn in as an Illinois state senator, his first public office,” he said. “We can imagine that then state Senator Obama made many trips between Springfield and Chicago on Interstate 55, so it is very fitting that we rename Interstate 55 as the Barack Obama Expressway.” If approved, the expressway naming would be just one of several significant roadways across the country that have been named after the 44th president. Last December, state lawmakers in California and New Jersey introduced proposals to name portions of major roadways in those respective states after Obama. Some locales didn’t wait until the president left office. In 2013, a city in Tanzania turned Ocean Road into Barack Obama Drive after the former president visited the country in 2013. month in the Illinois General Assembly by state Rep. Robert Martwick (19th) calls for designating all of I-294 along the Eisenhower Expressway as the President Barack Obama Tollway. That proposal currently sits in the House’s Tollway Oversight Committee. Four other proposals were introduced in the General Assembly to make Aug. 4, Obama’s birthday, an official state holiday. Gov. Bruce Rauner, who expressed support for the holiday, explained that it “shouldn’t be a formal holiday with paid, forced time off,” according to a Chicago Tribune report.

have never professed to be a supporter of illegal immigration. I have known of its harm, especially to the black community, even before the subject became mainstream. I began noticing in the early 1990s how certain Hispanic group members appeared to be seen in places and numbers that were staggering. Everywhere I went, I saw lots of them and it even made me wonder what was going on. Needless to say, it was the campaign of now-President Donald J. Trump that put the entire subject of illegal immigration not only in the news, but in the more honest reporting of the situation. President Obama had been given the nickname of “deporter in chief.” I never bought into that misnomer because the methodology of how the deportations were being counted began changing under the Bush administration and was further refined under the Obama administration. Suddenly those caught at the border and returned to Mexico were counted as being deported. Yet those

Trump had promised, during the entire course of his campaign for president, to deport those living in the country illegally. For those of us who don’t support illegal immigration, it was a welcome departure from

those who had made the government forces like ICE and the Border Patrol turn a blind eye to illegal immigration. I know that I am not the only one who was offended seeing young foreign nationals wearing T-shirts that professed they were “undocumented and unafraid.” It was insulting to see such a flagrant disregard of the laws of this country by those who had no rights to be here. It was not only their illegal presence that was being flaunted, but all the others laws they got to break in order live here. Recently Univision anchor Jorge Ramos, who made a name for himself during the election by arguing with Trump over immigration, told a reporter that those who come here illegally use phony driver’s licenses, false social security cards and other IDs because [the illegal aliens]

want to “benefit our lives.” Huh? Then to top it off, we learned that individuals like Guadalupe Garcia de Rayos, who had been found guilty of working using false papers in 2009 and ordered deported in 2013, had spent the last seven years “checking in” with ICE. I want to know when American citizens can be found guilty and have their sentences delayed while they “check in” with the local police. For black Americans, the jails have always found the room to hold us! I recently learned from a friend that one of her relatives, who had been unemployed for the last 10 years, was finally able to secure a job. She also has a niece who was able to find work as well. With so many stories abounding about those here illegally scared to go to work, it’s time for black folks to step up and begin to apply for the positions that are opening up. A regular paycheck is the beginning to a better life over the haphazardness of irregular work and pay.

Congressman working on bill to lower costs of college

U.S. Representative Danny Davis (D-7) is working on legislation to could make it easier for first-generation college students to pay for their education and he wants West Side residents’ input. The details are still being worked out, Davis said, but the goals are clear. The congressman wants to create something that would not only help cover tuition but also things like room and board, transportation and supplies. Many teens on the West Side and elsewhere in the 7th Congressional District are able to get into college but have trouble staying enrolled because they can’t afford it, Davis said. Since last November, Davis’ Education Advisory Committee has been working out the details. The committee held a public hearing on Feb. 18 at Austin’s Third Unitarian Church, 301 N. Mayfield and the congressman said that residents are welcome to call his office to share their ideas of what the bill should include. As Davis explained during the Feb. 18 meeting, the committee is just one of the many committees he has set up to help him

create legislation. “We have advisory committees on almost everything we can think of,’ he said. “When we run for office we ask [voters] to give us the ability to represent them. The reality is, I don’t know what you think and how you feel, and what your priorities are, so I spent a great deal of time asking people how they feel.” The idea from this particular bill, he said, came directly from conversations with constituents. “Every year, I encounter students who went [to college] for the first semester, but couldn’t go the next semester because they were in debt to the school,” he said. According to a recent study by LendEDU, which describes itself as “a marketplace for student loans and student loan refinance,” 70 percent of college graduates who live in the 7th Congressional District leave school with debt. The average student debt per borrower in Davis’s district is almost $30,000. “In 2017, more than 44 million Americans are working to repay student debt,” the LendEDU study notes. “And, the average borrower is working to repay more than $28,000 after graduation.” Tracey Ginwright is a committee member and Chicago Public Schools’ deputy chief of schools for Network 5, which encompasses the portions of the West Side east of Kenton Avenue. She said she encountered many graduates who were hurt by the high costs of higher education. “We see them on a corner, working [at local businesses] because they started out and

couldn’t persist,” Ginwright said. “We really want them to persist.” The committee member and former Austin High School principal Earl Williams said that he was a first-generation college student and that he went to college on a scholarship. Back then, college was much cheaper. That’s no longer the case even though the value of higher education is still high, he said. “We know if we can get even one person in the family to go to college, that family is changed forever,” Williams said. Committee member Dr. Lois Gueno said that it wasn’t just about helping students pay their tuition. They also need money for textbooks, supplies, transportation and personal hygiene. “There are costs to attending college and those costs all add up,” Gueno said. Wilbert Cook, a self-described community activist, believes that the colleges giving back to the communities they recruit athletes from would help address the problem. “We don’t hold schools accountable for millions of dollars they get off of basketball players,” he said. “We got to tap into that and get them to contribute more to the community.” David Sanders, the president of Malcolm X College, said that more Chicago youth should take advantage of city community colleges, arguing that they offer great programs and that anyone who earns an associate’s degree can transfer to a number of four-year colleges in the Chicago area. “If you have a 17 ACT score, 410 SAT and a B average, and you declare a major, you can

go to college for free for three years,” Sanders said. “If you maintain your average for three years, you can now transfer at reduced tuition or [no tuition] at all.” Nick Alan, a first-generation college student who lives in the West Loop, said that college changed his family. He and his siblings attending college inspired his mother to return to school, he said. “If I hadn’t gotten scholarship money to go to school, I wouldn’t have been able to go,” Alan said. Catherine Jones, an Austin resident and a member of Douglass Academy High School’s Local School Council, said that the experience of seeing her two sons go to college showed her the burdens students face when they try to get an education beyond bachelor’s degree. She asked David to include something to address the financial burden. One resident said she was concerned that even if Davis manages to get some kind of financial help for first-generation college students, he might not be able to keep it in. The congressman said he wasn’t worried. “Once you get an appropriation into the system, it’s not difficult to get it re-appropriated unless you didn’t do a good job,” Davis said. The disabled and seniors will have a long way to go just to receive basic needs to deal with their ailments.” Davis said CVS received approximately $1 million in Tax Increment Financing dollars to develop the 15,000-square-foot store. According to state Rep. Melissa ConyearsErvin (10th), the store’s closing would make the area a “pharmaceutical desert.” “Our families and our seniors will no longer have easy access to their prescriptions and will have to make costly trips to other communities to get the medication they require,” she said. “CVS posted over $177 billion in revenue in 2016 and grew its sales by over 15 percent. It is unacceptable and inexcusable that they, as the only pharmacy in

our community, will be leaving our families and our seniors without access to medication.” The Chicago Tribune reported that CVS will continue to operate about 80 pharmacies in Chicago. A CVS spokeswoman told the Tribune that the company would transfer the pharmacy operations of the shuttered stores to nearby locations in order to minimize service interruptions. “The company plans to post signage in its pharmacies before the closing date for affected locations,” the Chicago Tribune reported. Davis and Conyears-Ervin said that CVS has not adhered to the Worker Adjustment and Retraining Notification Act (WARN), which requires businesses with at least 75 employees to notify state and local officials at least 60 days in advance of closing. “Both the City of Chicago and the Illinois Department of Labor indicated they have not received any notice,” according to a statement released by Davis’s office. Officials with CVS Health, the city or the labor department could not be reached for comment before press time. According to the Chicago Tribune, the oth-

The Third Annual Black History Trailblazer Awards presented by Cook County Commissioner Richard Boykin (1st) honored Chicago-based stakeholders for their continuous contributions to the African American community. The event was held at Columbus Park Refectory, 5701 W. Jackson Blvd., on Feb. 25. This year’s award recipients were: Vera Davis, a member of the Women’s Commission of Cook County; Dr. Willie Wilson, Chicago businessman and former Chicago mayoral candidate; Rev. Janette Wilson, National Director of Push EXCEL: Christian Farr, NBC 5 Chicago news broadcaster; and Tone Kapone, WGCI radio personality. Trailblazer Award recipients were selected based on public input, which a Cook County task force for final recommendations used to make their selections, said Boykin. He called the event “phenomenal” and credited young performers Khloe Janelle Hollins, Christ The King Jesuit College Prep’s choir and Maywood Fine Arts for bringing the event to life. He said he intends to host the Trailblazer Award every year he’s an elected official. “This is a great event on the West Side of Chicago,” said Boykin. “We’ve got to remember our heritage, who we are and

to continue to sponsor the event’s future installments, said Mr. Nelson. “We’re big fans of the commissioner; we think what he’s doing and how he’s representing the community is good for the citizens of the community but also us business people in the community,” said Mr. Nelson. “Obviously, there are a lot of great citizens who are doing great work that are being honored tonight and we just wanted to be a part of that and support that.” The Nelsons received a token of

appreciation from Boykin prior to the award announcements. “They said Black history is really American history and so it makes sense for [the Nelsons] to be involved in the community that patronizes McDonald’s in a big way,” said Boykin. “The Nelsons do tremendous work.” Each Trailblazer award recipient was given a glowing introduction, received a glass statuette and spoke briefly before a capacity crowd. Rev. Janette Wilson, National Director of PUSH Excel, said it was an “honor” to be recognized for her community work. Chicago South Side native Tone Kapone recalled feeling excited after learning he was going to receive a Trailblazer award. He previously partnered with Boykin during the commissioner’s “Endangered Communities Listening Tour,” which sought to assess the needs of disadvantaged communities on the West and South Sides. “It’s an amazing feeling to be recognized for the work that you’re doing,” said Kapone. “You do it because it’s your passion, you really love it, and then to be recognized for it is pretty good. I just do it because it’s in me. God gave me this calling and when you recognize that ‘whoa, someone really appreciates what I’m doing’ it feels good.” Former recipients of the Black History Trailblazer Award include Rep. Danny K. Legler Library to Get Improved Children’s Space Enhancements to the West Garfield Park branch library could be completed by this summer By IGOR STUDENKOV Contributor

The Chicago Public Library system is currently in the process of improving children’s areas at 14 neighborhood branch libraries, including West Garfield Park’s Legler Library, 115 S Pulaski Rd. According to city officials, the improvements could be completed as soon as this summer. Patrick Molloy, CPL’s Director of Government and Public Affairs, said the improvements include enhancements to the children’s areas that would better equip the libraries to provide resources in math, science and arts instruction. In early 2015, the Chicago Public Library Foundation received a $2.5 million grant from Exelon Corporation. Most of that money went into the extensive renovation of the children’s library at the Harold Washington Library, the system’s flagship library. But the library also want- Legler Library ed to make sure some improvements would go into the branch libraries. “It’s about taking elements of what’s happening to Harold Washington [children’s library] and bringing them to other neighborhoods,” Molloy explained. According to a press release put out when the grant was announced, the city is taking direction from the Albany Park branch library, which reopened after extensive renovations in 2014. Molloy said that the idea was to incorporate a focus on science, technology, engineering, art and math (STEAM) into the renovations. “We also try to incorporate five practices of early learning - talk, sing, read, write and play,” he explained. “It’s basically making a place [with] more playing, and more like play-time learning for preschool kids.” The improvements are also meant to benefit parents and guardians, he said. “The big piece of it is to have libraries supporting parents and caregivers, showing them ways to use everyday things in the home, how it doesn’t require them to purchase [expensive] developmental toys, how they can use everyday things to aid in child

development,” he said. The library also plans to do revamp its existing story time program, where kids would learn and play under an instructor’s supervision. “It’s basically a program to encourage branches to do more with the stuff, like the toys and the materials,” Molloy said. “[A story time] is not just about having kids and listen to librarian read. The big part is showing parents and caregivers how their kids learn. [The new program] is an extension of basic story time, where you’re doing the same sort of thing with play-based learning.” The children’s area renovations would be just the most recent improvements at Leger. In February 2015, it became the only library within this newspaper’s coverage area to get a YOUmedia space, where teens can create multimedia art projects. And over the last few months, the library has undergone numerous capital renovations, including Google earth entry stair rehabilitation, the repair and restoration of the building’s historic wood windows, masonry and parapet repairs, and the replacement of front doors. Molloy said that CLP is still working with the City of Chicago to figure out the design details and costs of the Legler children’s area renovations. He said that many improvements would probably be surface-level. “[It] is more like freshening the look, putting in carpet, purchasing toys and materials,” he said, adding that the shelves would be changed to bring the materials to eye level for children. The timeline of the project hasn’t been settled, either, with Molloy only saying that it would probably be sometime this summer. Whenever it happens, he said, the library will have a grand opening, where residents would be encouraged to come in and see the new learning space. “We’re going to treat it like a new branch,” Molloy said. “We’re going to have a day full of activities. Boyer Sophia Kreider, 15, is a sophomore at Oak Park & River Forest High School. She has been studying violin with Jennifer Cappelli for nine years. As a member of the Chicago Youth Symphony Orchestras for five years, Sophia has been a concertmaster in the Debut and Concert Orchestras and is currently playing with the Symphony Orchestra. Her recent accolades include co-winning her high school’s concerto competition. Sophia was a 2017 participant of the Illinois Music Education Association’s All-State Orchestra, and she plays frequently at First Presbyterian Church of River Forest.
