Businessman puts up $150K for struggling homeowners

Willie Wilson is offering up to $1K loans for Cook County homeowners to pay down delinquent taxes before April 3 deadline By WENDELL HUTSON Contributing reporter

The latest project by a nonprofit foundation to help economically challenged individuals and families came too late for one homeowner who said he lost his home due to back taxes. “No one wanted to loan me any money because I had bad credit. My friends and family wouldn’t even loan me a few bucks,” recalled Bruce Brown, 49. “Just because you are a homeowner does not mean you are financially solid. You’d be surprised how many people lose their homes because of taxes.” Businessman Willie Wilson said he wants to help as many people WILLIE WILSON keep their homes as God allows him title to during an announcement last week of and his latest initiative. Through his “Dr. Willie Wilson Foundation,” the businessman and former Chicago mayoral and U.S. presidential candidate donated $150,000 to help Cook County homeowners pay their (2015) delinquent property taxes by the April 3 deadline. Cook County Commissioner Richard Boykin (1st) said that in the past homeowners had a 12-month grace period to pay their back taxes, but state lawmakers changed it to eight months. “This change affects 50,000 homeowners with delinquent tax bills for 2015,” added Boykin. “It would be good if banks See WILLIE WILSON on page 8

Austin 14-year-old, shot for second time in two years, dies Laquan Allen was a student-athlete at McNair Elementary who aspired to play pro basketball By MICHAEL ROMAIN Editor

A 14-year-old Austin resident was fatally shot last Saturday for the second time in less than two years, the Chicago Tribune reported. Last year, Laquan Allen, of the 4200

block of West Augusta Boulevard, was shot in the thigh, but he ultimately recovered from that gunshot wound. Last Saturday, Allen was standing near a playground in the 4900 block of West Hubbard Street when someone opened fire from a vehicle, hitting the teenager in the buttocks. The incident

Erskine Reeves, 37, on mastery at an early age During a recent job fair hosted by Cook County Commissioner Richard Boykin (1st) in Austin, Erskine Reeves, the owner and operator of a barber academy in suburban Hillside and the director of the Illinois Association Of Cosmetology Schools, shared how he impacts the lives of his students and what led him to personal success. We deal with the hiring process by working on the training. We train barbers to certify their hours in the state of Illinois. Our approach to the job market is empowering them with a skill that they can use. We have a program with local high schools in the suburbs that helps the community, because the quicker they understand that they can work with their hands and that they’ll never be broke, the better. If anyone wants to be successful we all know you need multiple strings of income and this will definitely take care of one of them. We work with Proviso Township High Schools District 209 [in suburban Maywood] and we have students that start as juniors and they get out high school early. Our school is essentially one of their electives. They start junior year and finish their senior year, with all of their hours paid for. All they have to do is take a state board test and they will graduate with a high school

diploma and a state barber’s license. My personal testimony is that I started when I was 12 years old. I started working in a barber shop when I was 15 years old, and now I’m 37 years old with three businesses. The only reason I am in that position is because I started early so that, at 37, I am 25 years into my craft and I am considered an expert. So if you’re lucky enough and wise enough to just get started early, you’ll have plenty of time to make mistakes and grow. An early start beats a late finish any day.

LAQUAN ALLEN Fatally shot from page 1 pronounced dead, according to the Tribune report. Luciana Sanders, 40, told Tribune reporters that her son loved playing basketball and had aspirations to play professionally someday. “He wasn’t no bad kid,” she told reporters. “He likes to do what others do and we speak to him about this. We speak to him about this every day, every month, every chance we get, ‘please stop.’” According to the Tribune, Sanders said her son was getting pressure from his friends to join a gang and had been in trouble in the past for stealing a car. Sanders said she believes her son was targeted. “Whoever it is that killed my son, they

need to come forward,” Sanders told Tribune reporters. “Even if it was an accident, just please come forward and say that you done it … My son did not deserve this.” Allen’s murder prompted numerous reactions on Facebook from those who claimed to have known him. John Kierig, who said that he’s a “former special education teacher” at McNair, “the school where I taught before retiring,” noted that one of his aides called Allen “Skittles.” “Too often we see the news and then turn the page or click over to the next item, but these are real kids out there being shot at an alarming rate,” Kierig wrote. Several people shared a photo of Allen, a football player who wore the number 33, posing with his McNair teammates. According to the Tribune, Allen is “at least the fourth person fatally shot [on the 4900 block of West Hubbard Street] since November 2011, and at least the 15th person shot on the block in that time.” CONTACT: michael@austinweeklynews.com

Bad weather wasn’t enough to stop more than 400 youth job seekers from filing into the Christ The King Jesuit High School gymnasium, 5088 W. Jackson Blvd., for a job fair hosted by Cook County Commissioner Richard Boykin (1st) last Saturday. The Youth Career Expo featured companies, agencies and organizations, such as NIKE, Chicago Transit Authority, Brookfield Zoo, Target, One Summer Chicago, among others, for summer and year-round jobs, internships, and mentoring programs. For many of the attendees, the event came just in time. In 2015, according to a recent Chicago Tribune report, employment rates among 16- to 19-year-old blacks was around 15 percent, and just 40 percent for 20- to 24-year-old blacks. Among Hispanics, ages 16 to 19, the employment rate was around 19 percent, but the rate was nearly double that of blacks among 20- to 24-year-olds. Anthony Beckham, Boykin’s community outreach director, said one of the goals of the Expo was to find careers, not just jobs, for those in attendance. “This is just a starting point,” he said. “We have to judge these companies on how many jobs and opportunities these young people get.” He highlighted that Brookfield Zoo hired 300 individuals last year for temporary, parttime and full-time employment. Prior to the Expo, NIKE hosted a job-readiness soft skill summit. Representatives from One Summer Chicago, which was launched by Mayor Rahm Emanuel, were on-hand to register hopeful applicants for the 31,000 jobs that officials project the organization will offer this summer. Lisa Davis, the supervising manager of One Summer Chicago, explained that youth from communities with a higher numbers of applications receive greater resources. “What we do is we have over 43 delegate agencies that manage the programs for us and for each delegate agency we assign them community areas because we’re looking to employ all of Chicago,” said Davis. “We are aware that, within the last three years, Austin has had the highest number of applicants to apply. We do address those concerns

In order to be eligible, an individual must be a Chicago resident between the ages of 14 to 24, fill out an OSC application and, if they’re underage, obtain the permission of a parent or guardian. Leila El-Badawi, director of YES! Chicago, a youth employment program under Tap In Leadership Academy, said she was pleased with the number of applicants who visited the Expo. YES! Chicago - which stands for youth employment service in Chicago, offers career readiness training, job placement, conflict resolution workshops, resume building, interview preparation and courses in financial literacy, for 16- to 24-year-olds in Cook County. “There are definitely job opportunities out there but it’s a matter of knowing the right people and knowing the right places to go to find them,” said El-Badawi. “We’ve worked employers who thought they wouldn’t be able to bring on any employees in the next couple of months and have worked with them and subsidized those wages.” YES has the capacity to service up 150 clients this year with 50 slots still outstanding, said El-Badawi. Job placement and career services will still be available to individuals after all job positions are taken. Local resident Kianna Spearman, 20, said she enjoyed participating in the Expo but would have preferred if the companies in attendance hired immediately instead of directing job seekers to online applications. The Malcolm X College student and aspiring nurse said she hoped older applicants were given job opportunities as well. CONTACT: leeme117@gmail.com

an you believe that Donald J. Trump has only been president for a little over two months? Truthfully, even I had to rethink that timeframe as it seems as if his inauguration and presidency has been going on for much longer. America was created by those who were politically savvy. The Revolutionary War had severed this country from being a colony of Great Britain. Those who came together as part of the Continental Congress had lived under English Common Law. That experience and their subsequent desire for freedom had them first give us the Articles of Confederation, later followed by the Constitution. A comparison between those two documents shows the thought processes that went into each. Especially when one takes into consideration that both documents had pretty much the same people involved. There is a reason why this country is a republic and not a democracy. In a republic, we have certain inalienable rights which a government can’t take away even if that government were elected by the majority

Keeping America great

of the people. In a democracy, the majority rules even at the expense of the minority. One of the things I am seeing since the election of Trump is the involvement by those who previously had very little interest in the political process. Take “involvement” with a grain of salt as that involvement ranges from a lack of knowledge, partial knowledge, or even headline news knowledge. Whichever is the case, people are becoming more involved and even if it is because they don’t like the current president, involvement is where citizens of this nation need to be. I, for instance, am researching American history with renewed interest. In high school it was a mandatory subject that I took every year during summer school to satisfy my graduation requirements. Now as I watch the political back-and-forth, I can see even more clearly how the history of this country plays a role in where we are

and where we are going. I find myself enjoying news articles that previously were rarely reported on or were hard to find. Reporting standards, because of the internet, are not what they were say 20 years ago. News organizations have changed because of it. People are so wirelessly connected in today’s world, they don’t purchase newspapers. In the meantime, the need to fulfill a voracious appetite for news in a digital world has to be met. Thus we are given stories that have no meat to them. To me, nothing is more frustrating than reading a crime story that doesn’t have details. On the other hand, those same stories are at least being reported on. Thus the tenuous balance between the two sides. Some of my friends, whom I have met because of social media, are still in a tizzy over Trump as president. They post negative articles about him daily. They also post reminders to tell everyone to pay attention

ARLENE JONES

to what Trump is up to as what makes the news is a distraction to take our attention away while other things are snuck through. They are reading the budget and analyzing it, page by page. No matter whether you love him or hate him, Trump has invigorated Americans to be involved in the political system. And in so doing, that is helping to keep America great!

Engage Christian Church Welcomes You To Engage God, His Family, His Mission

After nearly 20 years of ministry in Indiana and Michigan, Pastor Dawayne Choice has returned to his Chicago roots to plant the Engage Christian Church, whose worship services launch this Sunday, April 2, at Beye School in Oak Park in time to celebrate the new life of the Easter season. A non-denominational Christian church, Engage’s name and purpose flow directly from its stated mission: Engaging God, His Family, His Mission. Pastor Choice described how the church’s mission translates into action: “I saw the play ‘Crossing Austin’ at the high school [Oak Park River Forest] and I thought: A lot of our challenges can be overcome if we can learn to love each other authentically. We believe that to love one another authentically requires first experiencing the love of God. Once we experience that love, we are challenged to live in a way that communicates and demonstrates that love in our surrounding community.” Demonstrating its mission in the surrounding community is part of the reason Engage chose to locate in Oak Park. “We want to be a part of the great things that are happening in Oak Park,” said Pastor Choice. “We want to collaborate with other organizations to help serve and contribute” to the community. Pastor Choice sees a great need for mentoring for young people and support for families. The church envisions “Reclaiming lives, Restoring Families, Transforming Communities.” For Pastor Choice, in addition to his ministry at ECC, living out this vision includes his mentoring through Y.E.M.B.A. (Youth Educational Mentoring Basketball Association), which offers programming at Gwendolyn Brooks and Percy Julian Middle Schools in Oak Park. Describing the decision to start a new church, Pastor Choice explained, “People have a spiritual need to experience the love of God and Jesus. Even with all the churches available, there is still a need. There are more people who are not in church than there are in church. God graced us with the passion to meet that challenge.” At ECC, that means a community of “people who love people--who hug them, love them, and welcome them; people who are excited to be together and be a representation of the love of Jesus; and people who are challenged to engage with and serve their community.” Long term, ECC envisions having a permanent worship space that serves as a gathering place for its vibrant and welcoming community to host a variety of community service partners and organizations. Engage Christian Church will be Engaging God through Worship at 10 a.m. Sunday Services at Beye Elementary School, 230 N. Cuyler Ave. Oak Park, IL 60302 starting Sunday, April 2. donated to the program since some of them are responsible for issuing high-interest mortgages.” The purpose for the program, said Wilson, is to help people and nothing more. “I am doing this not for political reasons but because there is a need for the community to do something,” said Wilson, who added that he is not interested in running for governor despite rumors to the contrary. “If I did decide to run for office again it would not be for governor,” Wilson told the Austin Weekly News. “I think being governor is a boring job.” But regardless of why Wilson continues to use his personal money to help people, residents applauded his efforts. “It’s not many Willie Wilsons in Chicago,” said Georgia Gordon, 62. “Here’s a black man with a lot of money and instead of keeping it to himself he’s sharing his wealth with us ‘common’ folks.” Marvin Tapps, 50, said he paid off his past due property taxes in November. “If I was still behind, I would have applied for a loan with the foundation,” he said. “He’s using his wealth to bless other people and God will look kindly on him for doing so.” Last week, Wilson’s foundation along with the West Side Justice Center, located at 601 S. California Ave. in East Garfield Park, reviewed more than 100 applications they received for an interest-free loan and will make payments on behalf of homeowners to the Cook County Treasurers Office, said Tanya Woods, the Justice Center’s executive director. Each eligible applicant could receive up to $1,000. If they don’t receive the maximum, “we will try to give them as much as possible,” added Woods, whose organization serves as the administrator for the program. Woods said they won’t utilize credit checks to determine a person’s eligibility for a loan. To apply, a homeowner must complete a onepage application, available at the justice cen-

Wilson said he is not worried about it. “I am not looking to get it all back,” he said. “If people pay it back great. But if not, that’s fine too.” Boykin donated $5,000 to the program and several West Side pastors were expected to make donations in the days ahead. “I donated my money because I believe this is a worthy cause that is long overdue,” said Boykin. “This program gives people hope and government should be figuring out ways to help people (and not hurt them).” For homeowners who do not pay their back taxes, an auction will be held that allows investors to purchase the debt. If that happens, the homeowner must then pay interest on their taxes to the purchaser, who could possibly own the property if taxes are not paid within a reasonable time frame, according to Cook County Treasurer Maria Pappas. Austin residents open suburban food truck

Chris and Kesha Jossell acquired the first food truck license suburban Maywood has ever issued

Kesha, who manages the operation’s social media, marketing and other administrative demands, said that navigating the licensure process in Maywood was relatively smooth. “With Maywood, it wasn’t very long to get our license,” she said. “They were very helpful, they told us what we needed and helped us get it accomplished. So, we’re very proud to have started somewhere that is food-truck friendly.” Kesha said her husband, who previously operated a nonprofit, through which he taught young people how to cook, will be serving up ribs, rib tips, pulled pork, brisket and fried chicken made to order. You can also purchase sides, such as baked beans and French fries (both the regular kind and sweet potato). The couple is hoping to attract hungry customers from all over the Chicago area, including the West Side, Kesha added. So far, she said, food trucks need a license to operate in each town they stop in, so actual sales will be limited to Maywood. The Jossells, however, may consider expanding and acquiring licenses to operate in nearby suburbs — perhaps even on the West Side — as well. In the meantime, you can always go to them. When Austin resident Chris Jossell decided that he wanted to put his culinary education to use and open a food truck, he didn’t go to area food truck hotbeds like Chicago’s Loop or North Side. Instead, said his wife, Kesha, he decided to return to his hometown of suburban Maywood. The couple’s intention is to use the food truck as a stepping stone before working up enough capital to open a brick-andmortar restaurant. Hence, CJ’s BBQ Cruiser. Kesha said that Maywood officials, who confirmed during a phone interview earlier this month that the license was issued, told her that CJ’s would be the first licensed food truck to operate in Maywood. It could be the only operating in the western suburbs outside of Oak Park. “His whole idea was to have a restaurant, but those require a lot more capital and finance,” Kesha said. “So to get started in the

But since Chris is from Maywood and [the village] doesn’t have any food trucks, we came here.” Kesha, 40, said that she and her husband discovered that, while Chicago is something of a hotbed of food truck activity nowadays,

the regulations for actually starting one are vastly more complex than in the suburbs. In addition, the licenses are a lot more expensive and more difficult to obtain. “Some of your suburbs are less costly in terms of getting a license to run a food truck,” Kesha said. “The suburbs are also friendlier to new businesses.”

During a March 22 Chicago City Council hearing on police-community relations, West Side Ald. Jason Ervin (28th) offered his perspective on a resolution, introduced by Ald. Ed Burke (14th), that is ostensibly designed to improve police-community relations. Last June, Burke, a former Chicago police officer, introduced the controversial “Blue Lives Matter” ordinance, which have made first-responders a protected class—meaning crimes committed against them could be prosecuted as hate crimes. The ordinance prompted considerable backlash from residents and city officials alike, including Ald. Chris Taliaferro (29th), himself a former police officer. Many of the measure’s opponents felt that it was unduly divisive. This most recent proposal introduced by Burke sets a much more conciliatory tone, but at least one prominent community activist said that it still doesn’t get to the heart of why the relationship between the police and the community is broken in the first place. Burke’s resolution calls for all Chicago Public Schools to incorporate the Support Teaching of Principles, or STOP, lesson designed to teach youth how to properly interact with police officers. It also called for the representatives of various city departments to appear before a joint committee and explain what they are doing to mend the broken relationship between police and the public. Perhaps the most talked about aspect of the resolution is a proposed summit organized by the Chicago Bar Association and called, “The Bridge to Justice: Closing the Divide between Civilians and Police.” During the March 22 hearing, Chicago Bar Association Board President Danny Katin testified that the idea for the summit came from one of his organization’s members. Although originally designed to focus on police-community relations, it has since expanded to explore the root causes of violence and the ways to address it. Currently scheduled for May 19, this allday summit would involve representatives of city, county, state and federal law enforcement agencies, members of the city council and other governing bodies, religious leaders, community activists and social workers. “The key, ladies and gentlemen, is that we’re only going to focus on solutions,” Katin said. “We are not going to ask anyone to waste their breath complaining.” Ervin said that he wants to make sure that members of the ex-offender community, and the organizations that represent them, are invited to the summit as well. “I think, a lot of times, we like to make broad strokes with the brush. And sometimes, in some respects, we do more harm than good,” he said. “I live in the heart of the 11th [police] district on the West Side of Chicago. I

see every day the challenges people face and [issues] that breed a lot of violence. I think we need to look at both sides of the issue so that we can come away with the solutions.” “There are some terrific ex-offender organizations,” Katin said. “It’s important, from my perspective, that [the summit] involves all stakeholders.” Ald. Raymond Lopez (15th) wondered if there was a way to force social media networks do more to curb online taunting and other interactions that lead to violence. Ald. Emma Mitts (37th) proposed a resolution last fall calling for the city council to pressure social media networks to do just that, but the legislation has been stalled ever since. Katin replied that there were constitutional issues involved, which is why the summit would have legal experts who can address that issue. Dwayne Bryant, the president of Inner Vision International mentoring program, testified that he started thinking about ways to improve community-police interactions while talking to elementary school students. When he asked students what they would do if a police officer came to the playground, they said they would run, even though they didn’t do anything wrong. A few hours later, he got stopped by a police officer for speeding while on the way to a speaking engagement. Bryant said that he was nervous, particularly because Sandra Bland’s death was still fresh in the news at the time. “I was thinking, ‘Should I back away, or should I run?’” he said. “I, as an educated man, was thinking those thoughts.” Bryant noted that he wants to make sure that young people understand their legal rights and that they don’t hesitate to take officers to court, if necessary. Barbara West, CPD’s Bureau of Support Services chief and former District 15 and District 11 commander, said that the Community Policing Advisory Panel, which includes officers and community members, have been working on revising CPD’s approach to community policing. Some of its major goals include creating community partnerships, teaming up with other city departments to pour resources into communities that are particularly hardhit by increased violence, making sure CPD has manpower and resources to meet community needs, developing a method to evaluate the impacts of crime and eliminating barriers between police and youth. While aldermen were mostly complimentary of officials who testified, the only resident to speak, community activist George Blakemore, accused everyone of dodging the real cause of the rift. “One of the main problems in police violence, in community-police relations, is racism,” he said.” The police is part of the problem, Children and Family Services is part of the problem, Cook County Court is part of the problem.” CONTACT: igorst3@hotmail.com
