A new West Garfield Park eatery, located at 2858 W. Madison St., opened on April 1 with a bang and a serious mission. Owner Joseph Black said that he hopes his new restaurant, called LiFE, improves the collective health of West Side residents and encourages them to treat each other better. In the summer months, Black said, a

vacant lot next to the restaurant will be open for yoga, Zumba and boxing classes. The North Lawndale native said that he ultimately wants his establishment to anchor a small renaissance of local economic growth that would entail refurbishing vacant buildings and creating job opportunities for area residents. Black, a North Lawndale native who graduated from Southern Illinois University in 2006 with a degree in mass media and communications, is a serial entrepreneur who has launched a range of businesses, including film and landscaping companies. On most days the BP gas station at 100 Chicago Ave. is a real convenience for Christina Waters, who lives across the street and frequents the business regularly for milk, cheese and other household goods. But over the last several months she’s grown worried about the business and the criminal activity it attracts. Between June of 2016 and mid-February, the 24-hour gas station has experi-

enced at least seven motor vehicle thefts – worth a combined $87,900 in stolen property – and two separate incidents involving guns – a nonfatal shooting of a gang member in February and an aggravated discharge of a firearm a month earlier.

Gunshots twice in under a month Waters, who has lived 10 years near the gas station, said her fears worsened after returning home on Feb. 11 to find the gas station cordoned off with yellow police tape. Earlier that evening, at just after 8 p.m., a 21-year-old man, who claims to be a gang member, was shot in the leg at the gas station. Open for business from page 1 the hard reality he confronted when he’d drive around his neighborhood looking for healthy food. “I got tired of driving around looking for something healthy, or at least something healthier than average, to eat,” he said. “So, I decided to open my own place.” The current menu includes salads, tacos, sandwiches, seafood dishes, meat and vegetable bowls, smoothies, wraps and loaded potato meals. It also features vegetarian options. Black mentioned that he deliberately avoided fast food staples such as jerk chicken or wings, because he didn’t want to undercut local fast-food stands. Many of LiFE’s menu offerings are named after community leaders and other inspiration figures. The turkey burger is named after 28th Ward Alderman Jason Ervin. One of the smoothies is named Akkeem, the middle name of Black’s father, Reginald, a former gang member who served nearly 20 years in prison for murder before becoming a respected community activist. Black said that leaving the ‘I’ lower-case in the eatery’s name is a design detail that carries with it a deliberate message. He wants

to emphasize the pronoun in order to encourage customers to take responsibility for their choices and actions. “Too often, we blame anyone, but we don’t blame ourselves” he said. The lowercase ‘I’ might also emphasize respect for each person’s individual humanity, which he alluded to when referencing his restaurant’s design. “You see there’s no bulletproof glass here,” Black said of the eatery’s open layout. “We are not animals, we’re people. We don’t need to be served through a cage.” “This is nice, very nice, and clean,” said Ervin after the ribbon-cutting ceremony. “This is something different. Healthy food is good for the neighborhood.” Michael Cohen, who mentored Black through a United Airlines youth mentoring program, said that he thought LiFE would benefit the community. “I think it’s a great place to open, because it’s obviously a poor, poor area,” he said. “[LiFE] is going to help kids who might not get a job anywhere else.” In addition to serving food, Black said, the restaurant will serve up opportunities with programs like the ambitious “I got a $5 on it” initiative. “If we can get one million people to donate $5 once a month, we’re going to get $60 million [a year],” Black said. “We invest it in small business projects. We can open 5,000 business in United States, and we can hire

New dance studio brings fresh rhythm to Austin Annie’s Little Angels Dance Company will offer instruction in a range of dance styles

Art has such a way of imitating life for Valencia Roman that she wants to share her passion for dance with African American girls in her community. Roman, a classically trained dancer in multiple disciplines, recently celebrated her 28th birthday with the opening of her own dance studio in the heart of the Austin neighborhood — Annie’s Little Angels Dance Company, located at 4544 W. Washington Ave., where she will serve as the primary instructor of a range of dance styles, including ballet, modern dance, praise dance and hip-hop dance, among others, for girls ages 4 to 14. She said she wants to establish ALADC as a nonprofit with the intention of maintaining affordable prices for classes. As part of the celebration, raffle tickets were sold to sponsor dance classes for low-income families who would also be given payment options as necessary. The studio’s name originates from Roman’s late aunt and grandmother who both had the name Annie. She said it was her grandmother who encouraged her to start dancing when she was six years old. “I feel like I have two Annie’s angels watching over me,” said Roman. As a youth growing up on Chicago’s West Side, Roman did not find viable dance options available to her in her neighborhood, she said. She ultimately learned ballet at Boitsov Classical Ballet School’s downtown location and later through an After School Matters program at Gallery 37. “The environment [downtown] wasn’t as equal and it was

Company, where she said she learned the skills she needed to be successful. She called the Joe Hall staff “mentors” and credited them for helping her start ALADC. However, ALADC isn’t the only thing on Roman’s plate. She also works as a daycare teacher, a job that, along with her dance schedule, entails a work week of around 80 years. Yet, despite the rigorous hours, she encourages youth and adults alike to pursue dance if that’s their passion. “A career in dance has its ups and downs, but most of all it’s about the passion in your heart; so matter what, when you get on that stage everything is gone, it’s like there’s no one else there. Dance like no one is looking,” said Roman. Currently, ALADC is renting space at a community center until a brick and mortar location is established. Roman’s business partner, Marseil Jackson, said an application with the Chicago Neighborhood Opportunity Fund is in the works, with the goal of creating a community center for ALADC and other activities. Khaleta Magee, whose daughter Jurnee Williams, 12, has learned under Roman for roughly three years, called Roman’s efforts “inspirational”. Malcolm Crawford, president of the Austin African American Business Networking Association (AAABNA), praised the opening of ALADC. “To have a place where people can learn African, modern, hip-hop, and the like — I don’t know if there’s anything of the like in our community,” said Crawford. “If the kids can dance even remotely like [Valencia] can then they’ll be great.” To learn more visit http://www.aladancecompany.com/. West Side business one step closer to receiving tax break Quality Armatures, in the 37th Ward, is considering leaving town if it doesn’t receive the tax incentive By IGOR STUDENKOV Contributing Reporter

The Chicago City Council signed off on a Class 6(b) tax incentive for Quality Armatures, an electronic motors manufacturer based in the 37th Ward, near the Austin/Belmont Cragin border. Emma Mitts, the ward’s alderman, introduced the measure. The council’s approval of the incentive clears the way for the Cook County Board of Commissioners to vote on the measure, although when that vote will take place isn’t clear. During a recent interview, Rocco Rubino, Quality Armatures’ operations manager, said that the more than 40-year-old company will consider leaving the city where it was founded if it doesn’t receive the incentive. Rubino said that the company applied for the incentive in order to expand its business and hire more workers. He said that the company has always hired from the community and that it intends to keep things that way. Even though the incentive hasn’t been fully approved, the company was confident enough to go forward with renovations and hire three out of the six workers its planning to add if the county signs off on the incentive. Quality Armatures, located at 5259 W. Grand Ave. in a small section of 37th Ward that jots out north of the Milwaukee District West Metra Line tracks, has been around since 1973. It has been at its present location since its founding. Rubino said that the company recently acquired an industrial property located right next to the factory at 5255 W. Grand Ave. “We’re planning on opening a warehouse

and keeping Quality Armatures [where it is],” he said. “We are expanding next door, but, at the same time, adding to the business.” He said that the move will allow the company to expand into areas it wasn’t able to get into before due to lack of space. “It’s going to be pretty much new business,” he said. “Right now, we don’t stock anything and we don’t sell anything. We will be able to stock stuff and resell.” But turning a then-vacant building into a warehouse required considerable renovations, he said. That’s why the company asked for a Class 6(b) tax incentive. In Cook County, different properties are taxed at different rates. Industrial properties like the 5255 W. Grand Ave. building are assessed at 25 percent. The Class 6(b) tax classification temporarily lowers the rate in order to encourage the construction of new industrial buildings or the rehabilitation of existing ones. Under this classification, the property gets assessed at 10 percent of its market value for 10 years, 15 percent during the 11th year and 20 percent during the 12th year. Although it would automatically return to 25 percent on the 13th year, the property owner can apply for an extension and there is currently no limit on how many extensions property owners can receive. According to the Cook County Assessor’s Office website, Quality Armatures successfully appealed to have the property value lowered from $61,370 to $20,203 for the 2016 tax year. This is before the Class 6(b) classification kicks in. Rubino said that the company expects to save $140,000 after the lower tax rate kicks in. CONTACT: igorst3@hotmail.com

NUISANCE BUSINESS?: A BP gas station on Chicago Avenue in Oak Park that’s open 24 hours has been the scene of a rash of criminal activity. Residents in Oak Park and Austin have recently banded together to deal with the problem.

mitted to police that the shooting was “probably gang related” but said he would not testify in court against the shooter or cooperate with police in the investigation. Waters said she already was aware of criminal activity at the gas station, but it was the Feb. 11 shooting that made her decide to take action. Within a few days, Waters and others organized a march from the gas station to New Life Ministries church, 634 N. Austin Blvd., to show that residents in Oak Park and Chicago’s Austin neighborhood are unified in stopping crime. All it takes is “one stray bullet” for her three children or anyone in the surrounding area to lose their life, Waters said in a recent interview. About a month prior to Feb. 11 shooting, shots were fired outside the gas station, but no one was reportedly hit. On Jan. 4, at approximately 5:07 p.m., video surveillance at the store captured two men exit the store. One of the men is seen in the video pointing a handgun eastbound on Taylor and ducking “while several patrons are observed running in different direction indicating that a shot was fired,” according to the report. The man seen shooting in the video then handed a gun to his companion before the two

got into their light-colored [possibly silver] SUV and fled westbound on Chicago Avenue. One witness to the incident was standing on the east side of North Taylor Avenue when he heard a person say, “You need to stop tweaking, bro.” The witness reportedly looked up and saw a black man around the age of 20 holding a silver handgun with a black handle. He ran north on Taylor and heard one or two gunshots, according to the report.

Looking for answers Waters said that after the Feb. 11 shooting, she and others began organizing the march and community meeting. She routed the march down Austin Boulevard to “show our strength in numbers and unity and solidarity,” Waters said. “We should not be afraid,” she said. Waters went door-to-door inviting residents

in the area, many of whom were not aware the shooting had taken place, she said. “I find that alarming,” she said. “We have all these families here, and if you’re not aware of what’s going on, how do you know what to tell your kids?” She said one the meeting was attended by a resident Oak Park beat cop in the area and one of the employees of the BP gas station. Waters and others requested that police not only step up patrols in the area but that they use a low-cost policing trick of parking an unmanned patrol car near the gas station when an officer is unavailable. Police have done both, she said. She said the police presence near the BP is so noticeable now, she sees a manned patrol car on Chicago almost every day when she leaves for work and again when she returns home. Waters said she’s also encouraging BP

ITW David Speer Academy, a Noble Charter School campus located in the Belmont Cragin community, recently announced a partnership with Northwestern University that entails the two schools offering a fullride scholarship each year to a high school senior who wants to pursue a STEM-related degree in college. The inaugural scholarship will go to a member of the 2017-18 graduating class. “ITW has been a longstanding supporter of Northwestern Engineering and of STEM education more broadly,” said Julio M. Ottino, dean of the McCormick School of Engineering at Northwestern University. “Their support of this scholarship at Northwestern helps further our shared interest in improving the number of Chicago-area students who choose science and engineering programs,” he said. “We are proud to have them as a partner.” During the 2015-16 school year, Speer earned Chicago Public Schools’ highest rating, Level +1, while serving a predominantly low-income student population. Jordan Kruger, an assistant principal at Speer, said 2,000 students applied, but only 800 were accepted, to the school last year. He said admittance isn’t based on any tests and that all students who attend a CPS school are eligible to apply. Jeanette Kerr, a college counselor at Speer, has taken the expression “year-round education” and supercharged it as a means to prepare her students for opportunities like NU’s scholarship offer as part of Speer’s Summer of a Lifetime (SOL) program. SOL strives to match students’ passions with a collegial summer program. Last summer, Kerr helped 200 students attend college programs at 48 different colleges across the country. This year, she’s working on sending 496. She said getting parents’ buy-in is the most critical component to making SOL trips happen. “I’m as competitive as anyone in this school, so I always go for the best, most selective programs,” said Kerr. Kerr said her goal is to assist her students get into as many collegial summer programs outside of Chicago as possible. For example,

in a few months, Speer students will attend summer programs at Stanford University and John Hopkins University for the second consecutive summer. “My focus is to get students outside of Chicago, because we know that there are opportunities here but that there are students who have never left the city,” she said. “When it comes to STEM, it’s not about being exposed to STEM as a discipline and career field option, but it’s also about what the world can give you.” Speer sophomore Bruce Smith, an Austin resident with an interest in software engi-

With the assistance of Kerr and his mother, Smith wrote an impassioned letter to the University of Missouri to participate in one of their summer programs. Smith said he wrote about how receiving a STEM education and attending Speer has elevated him into being a better student and person. “Kerr wanted me to go deeper,” Smith said. “She thought I was beating around the bush so I looked at the [letter] prompt again and answered it. The opportunity to be at a STEM school is hard to put into words. You feel like you’re the future.” “You don’t work in schools unless it’s your vocation, this has to be a calling first of all, and when you see a student like Bruce, you see all the potential, hard-work, and his commitment and engagement to school it makes it even easier to find opportunities for students like him and say, ‘Ok, you can do this’,” said Kerr. Yvette Young, a support specialist at Peace Corner Youth Center, said if she had taken the human trafficking training held at the center last month, she may have been able to help students she served. “Had I had this about six years earlier, it could have been total different outcomes,” Young said, referring to a group of students she believes may have been involved in a human or sex trafficking operation. But, she said, “we can’t worry about yesterday, we can just become more empowered so we can create a safer tomorrow.” The Cook County Human Trafficking Task Force, in partnership with the Peace Corner Youth Center, 5022 W. Madison St., held a training session in March on identifying and responding to human trafficking in Austin. Young said she learned a lot and is grateful to have more tools to help keep young people safe. The task force is a joint project of the Cook County state’s attorney’s office and the Salvation Army STOP-IT Program; it is also partly funded by the federal government. The task force includes subcommittees dedicated to training, victim services, labor trafficking and the LGBTQ community. Young said she believes youth in Austin, and other communities, too, are particularly at risk. “The students are really at a vulnerable age, an impressionable age, and they could get caught up in it very easily,” she said. The United States is considered a major destination for human trafficking, according to information published by the Univer-

sity of Illinois at Chicago. Dr. Charles Hounmenou, an assistant professor at UIC, said a majority of human trafficking victims are from the U.S. Many people think human trafficking is an international problem and that victims come from outside the U.S., but that’s simply not true, Hounmenou said, adding that education is critical but identifying victims is not easy. “When you see a victim, you can’t always recognize [them],” Hounmenou said. “Victims do not recognize themselves as victims. They tell lies because they have been prepared . . . not to tell the truth.” Human trafficking research needs to involve victims and children, but that is not currently possible, he said. But not allowing children to be part of research, among other issues, makes research difficult and often inaccurate. “They suffer in silence . . . It’s good to go directly to the victims and hear their stories,” Hounmenou said. Last month, ABC 7 reported that a man and his twin sons were in federal court on charges involving trafficking minors in Chicago, the fifth-largest center of trafficking in the U.S, according to the Chicago Tribune. Are you guilty of misprision of a felony?

f there is one thing the black community desperately needs right now, it is a voice of reason and truthfulness. Sadly, the majority of those in high-profile positions who could take to the bully pulpit and speak “truth to power” or “truth to the masses” only seem to come out of the woodwork if we have a boogeyman to blame. If the police are involved in a shooting, no matter the criminal nature of the victim, certain folks are quick to have something to say. If the shooting involves individuals within the same community, aka black-on-black crime, church mouse quiet is the norm. As many of you are aware, we are having a horrific epidemic of violence in this city. In less than one 12-hour period around March 25, we had 12 people shot. The other day in South Shore, four were killed at a restaurant. It doesn’t take a rocket scientist to know that the majority of folks doing the shooting are living in someone else’s household. They aren’t paying rent or going to work every day. Can those who shelter the criminals be criminally charged themselves? Are they innocent victims themselves or are they “turning a blind eye” and thus concealing the truth? There is a federal statute called “misprision of a felony.” What is it? “Title 18 U.S.C. § 4. Misprision of felony: Whoever, having knowledge of the actual commission of a felony cognizable by a court of the United States, conceals and does not as soon as possible make known the same to some judge or other person in civil or military authority under the United States, shall be fined under this title or imprisoned not more than three

years, or both.” This country has tons of laws on the books. We are constantly told that the “no snitch” mindset permeates the community, so folks who are wreaking havoc do so with impunity. I had never heard the term “misprision” used, so I, too, questioned whether people are being charged with a crime for failure to report a crime. Then I read of the sentencing of Joey Meek. If Meek’s name isn’t familiar to a lot of you, that is understandable. Meek is a friend of Dylan Roof, the Charleston church shooter who killed nine people at Emanuel AME Church. In the weeks prior to the shooting, Roof told Meek of his plan to start a race war. After the shootings, Meek told family and friends about Roof ’s plans, but tried to stop them from saying anything. Meeks was found guilty of misprision and sentenced to 27 months in federal prison. Chicago’s violence and its continued occurrence have a lot to do with those with Meek’s mindset. If a Facebook Live video of the rape of a 15-year-old girl has 40 viewers, how come those 40 people aren’t charged with “misprision?” When the killers and shooters who are terrorizing this city are caught, how come their relatives who put the roof over their heads aren’t charged with “misprision?” How come the police whose written statements about the Laquan McDonald shooting look nothing like the actual video aren’t charged with “misprision?” Until everyone who needs to be held accountable are held to the same standards, we are hypocrites, and those committing the carnage will continue to so do.
