Public Safety Commission to hold police superintendent search town hall on West Side

Commission wants to know what West Siders want in superintendent

Community Commission for Public Safety and Accountability (CCPSA) will be holding a town hall in Austin on April 11 at 6 p.m., to give West Siders a chance to share what they want to see in a new police superintendent.

The town hall will be held at the Kehrein Center for the Arts, 5628 W. Washington Blvd., and it will be open to everyone, including local police officers. The commission is planning to hold several town halls in other parts of Chicago and online, but this is the first town hall where the locations have been set. During the commission’s March 30 meeting, held at Truman Colle ge, 1145 W. Wilson Ave., commission president Anthony Driver said they want to avoid presentation-style meetings and give residents a chance to talk, with commission members guiding the discussion and asking follow-up questions

“She saved so many lives and made our church more relevant than ever,” Acree said. “She was one of the people pivotal to kee ping these doors open. She risked her life in the middle ofa pandemic to help people out.”

This week, Per nell Showers said he and his f amily hope for justice and are doing their best to heal from their loss. They hope someone is held accountable, he said.

Acree said while the arrest will not bring Tracey Showers back, it offers closure to the family

“I am glad the wheels of justice are rolling,” Acree said. “We’re grateful for the hard work ofthe detectives, and hopefully this gives hope to others in our city who have unsolved homicides for their loved ones.”

Acree’s church has created the Tracey Showers Faithful Servant Award, which will be given annually to a woman in the community who provides outstanding public service to the community, he said.

Lurie Children’s Hospital is planning on building a new community health center on Chicago Avenue as part of an ongoing collaboration focused on youth health. On April 12, the renowned children’s hospital along with community par tner Stone Development Corporation will host a community conversation at Stone Lively Church to present the idea to residents and listen to their needs

“This is the first time that we’ve really brought everyone together not only to introduce the idea, but to introduce the team of people working on this, both from Austin and Lurie Children’s,” said Aisha Oliver, community engagement specialist for Lurie Children’s Hospital.

Oliver, a community organizer, has worked with Lurie Children’s for the last two years, convening with residents to tackle issues affecting Austin children and youth.

The hospital noticed that since 2016 teenagers and younger children made up almost 15% of the number of victims affected by violence in Chicago

From 2016 to 2018, the hospital recorded over 7,000 emergency room visits for violence-related injuries, the majority of them af fecting Black and Latinx youth, according to data by the Patrick M. Magoon Institute for Healthy Communities, Lurie’s center for community health.

Since then, the hospital has strengthened its community par tnerships with Austin and Belmont-Cragin residents to bring neighborhood-based violence prevention and health initiatives, mostly for the benefit of local youth.

Oliver said during the pandemic she noticed an increasing need for mental and behavioral health services, especially for

kids and teenagers she works with. The proposed health center could work as a joint clinic and community center, simultaneously offering clinical and mental health services and community services

For several years Oliver has org anized and hosted progr ams for Austin youth. She has worked for Lurie Children’s to center Austin residents from the start of the project, understanding their needs rather than bringing preconceived projects without considering residents’ real needs.

“A lot of times we get left out of the process, so it was always my passion and purpose to make sure that Austin residents specifically, and not just org anizations, were the ones making decisions and being made aware of what’s happening,” she said.

T he exact location for the proposed center on Chicago Avenue is yet to be deter mined, Oliver said. At the community conversation, residents will hear from the par tners in this project and be asked to share their feedback, with the hopes of setting an example of true community par tnership.

“In any community, especially a community of color there should be a truly c ollaborative ef fort at a par tnership versus someone coming in and saying, ‘here’s what we wanna do and we want to g et your feedback on something that’s already kind of been put in place,’” Oliver said. “That’s not how we’re doing it.”

Austin Chamber regains city business development funding

Multiple West Side organizations get development center grants for rst time

The Austin Chamber of Commerce is once again slated to receive a Chicago Neighborhood Business Development Center (NBDC) grant – something that the chamber’s current board has sought for years.

The grant, which is issued by the Chicago De par tment of Business Af fairs and Consumer Protection (BACP) helps neighborhood chambers of commerce and other local business development organizations fund free training programs for aspiring entrepreneurs. The grant seeks to encourage the growth of minority-owned businesses by teaching them about workforce

development, marketing, applying for start-up funding, as well as the basics of getting a small business of f the ground. The Austin chamber lost access to the grant at the height of the pandemic due to inactivity.

Continuing West Side grantees include the Austin African American Business Networking Association (AAA-BNA), the West Side Forward business development organization, and the Northwest Connection Chamber of Commerce, which, as the name suggests, mostly covers Nor thwest Side neighborhoods, but its service area also includes North Austin and West Humboldt Park.

AAA-BNA’s and Nor thwest Connection’s grants are paying for Place-Based General-

ists, while West Side Forward got funding for industry-specific supports.

AAA-BNA Executive Director Malcolm Crawford said the NBCD grant allowed his organization to hire Eric Strickland, for mer head of the Lawndale Business and Local Development Corporation, and he’s been happy to g et a professional of Strickland’s caliber. T he most recent funding was used to renovate AAA-BNA’s business center, which is located in the east portion of the Sankofa Cultural Ar ts Center, 5820 W. Chicago Ave.

“It’s a beautiful place and the city put a lot of resources into it,’ Crawford said. “They put in a lot of work in that section of the building. It’s been used quite a bit. We got quite a lot of walk-ins looking for funding oppor tunities.”

Also receiving grants are three West Side business development organizations – the Hatchery Chicago, an East Garfield Park food business incubator, 135 N. Kedzie Ave.; Lawndale Christian Development Corporation, 3843 W. Ogden Ave., and Lawndale Business Renaissance Association, 906 S. Homan Ave. The exact use of their grants varies de pending on the application, with some looking to fund more general business suppor t services and other asking for industry-specific services, or something that focuses on innovating beyond the traditional business models

As previously re por ted by Austin Weekly News, the Austin Chamber of Commerce fell on hard times after then Executive Director Amara Enyia ste pped down after an unsuccessful 2019 mayoral campaign. By 2021, two board members had retired, leaving only three members: Crystal Dyer, Ed Coleman and Anthony Scott. T he chamber than lost NBDC funding. By f all of 2021, the chamber grew its board, and it hired a new per manent executive director, Khalilah Johnson, in the spring of 2022. Johnson and the new board have been trying to do more in the community and provide business servic-

Johnson said the chamber got $24,000 in NBDC finding – though she mentioned that they haven’ t received the money as of March 22.

“We’ ll be helping [entrepreneurs] in the community who are right at the star t-up phase of the business,” she said. “We’ ll help them with the business plans, help them with [setting up] the LLC, g etting their business star ted.”

Johnson said the chamber already star ted to of fer services at DLV Printing Service of fices, 5825 W. Corcoran Ave., as it waits to receive the money. Entrepreneurs can schedule an appointment on weekdays, between 9 a.m. and 5 p.m.

T he Hatchery was opened in 2018 by the Industrial Council of Nearwest Chicago (ICNC) as a business incubator specifically built to serve the needs of food-related businesses According to the BACP website, the grant will be used to pay for an “industry specialist” - a business advisor that specificizes in a specific industry, in this case, making and selling food and/or beverage s.

Lawndale Christian Development Corporation was established in 1987 by the Lawndale Christian Community Church to develop and manage mixed-use housing and support business development. It currently operates a business co-op, that, according to its website, “specializes in the incubation and support of worker-owned cooperatives of fering back-of fice support services such as gover nance training, technical support, tax preparation, and other services.”

LCDC’s grant can be used to pay for an “innovation specialist.” This can include providing support for new business models and/or business incubator services.

According to its website, Lawndale Business Renaissance Association seeks to attract new businesses and support existing businesses in Nor th Lawndale in order to revitalize the community Much of that involves helping area businesses secure city, county and state funding and tax incentives.

As part ofthe police reform package approved in July 2022, the newly for med CCPSA took over the Chicago Police Board’s responsibility for selecting police superintendent candidates. Whoever is elected mayor will choose one ofthe candidates from the commission’s list, and the Chicago City Council will confirm his choice. Unlike the Police Board, CCPSA can request the superintendent’s firing – something the mayor and the city council will be legally required to consider.

On March 1, one day after the Chicago mayoral election went into the runof f and it became clear that current mayor Lori Lightfoot would not make it to the runof f, Supt. David Brown announced he would resign effective March 16. Both run-of f candidates – for mer Chicago Public Schools CEO Paul Vallas and Cook County Commissioner Brandon Johnson (1st) said they would hire from within the department, but CCPSA indicated that it was keeping its options open.

CCPSA is planning four community meetings – one online, one on the West Side, one on the South Side and one on the North Side. As of March 30, the commis-

sion hasn’t secured the location for the latter two meetings. Driver said they are also putting together a meeting specifically for police officers, since it would make sense for them to weigh in on what their new boss should be like.

Driver said, for the community meetings, the commission wants to hear from residents about “what qualities you’re looking for in a superintendent” and “what issues you would like to raise.”

“My promise to you all is that your input is valuable,” he said. “We’re all coming into this with an open mind.”

Driver also said that CCPSA would be transparent about the application process timeline and how many candidates are being considered – though they wouldn’t disclose their identities before officially sending recommendations to the mayor.

“We want this to be the most transparent process that the city has ever seen,” he said, adding that they hope to set the standard for future commissions.

Once the commission completes the meetings, Driver said, they will hire search fir m to help them with the process.

“A firm that is community-driven, community focused, and [know] how to engage the public,” he said.

“So I hear you have a concert on May 17 in Chicago,” Honesty Nash said at the start ofa video shared on the Chicago Arts and Music Project social media pages.

“Will you come sing with us?” Tylon Cavanero asked the singer ofhits like “Truth Hurts” and “About Damn Time.”

Nash and Cavanero are two of55 students -grades 3rd to 9th -- who will perform in their May 18 concert, the day after Lizzo performs at United Center as part ofher tour “The Special 2our.” Two oftheir orchestra groups will perform Lizzo’s “Better in Color,” and they hope the singer will join them.

The students are great Lizzo fans, with the song “Better in Color” perfectly re presenting tolerance, this year’s orchestra theme, executive director Lindsay Fredrickson said.

“ ‘Better in Color’ is just the message that we want to get out, you know,” she said. “It is very much in support of people of color and it’sby Lizzo, who is just an amazing role model for our students.”

Every spring, students share what they love about their community and what they would like to change to pick a theme that will determine the songs they’ll learn in class. After repeatedly sharing they don’t like how people of color, the LGBTQ community and people with disabilities are treated, the group determined the theme to be tolerance ofdifferent types of people. “So all ofthe songs we’re playing is by or for someone in those communities,” Fredrickson said.

In the video, several students cheerfully greet Lizzo and share they need a lead singer, followed by clips from their orchestra practice held at the West Side’s Beidler Elementary School.

Every week, the students participate in six hours of rehearsal, in addition to private lessons at the elementary school located in East Garfield Park. All programs are free and The Chicago Arts and Music Project provides students with the instruments, offering access to musical education that is often not available in local schools.

Fredrickson said the idea to try to reach Lizzo through social media came from the students who received great support from their instructors to start filming.

“The kids just had a lot of fun,” Fredrickson said. “We made sure they know it’s a very long shot but we have to do a good job if we want it to work at all.”

e election is over, time to heal

I’m writing this column on Monday, April 3. The election is on Tuesday. The question on everybody’s mind is who will be the next mayor of Chicago? Will it be Brandon Johnson or will it be Paul Vallas?

I had seen something that said there was a lot of vitriol going on re garding this election. Truthfully, I didn’t think that people were taking it too seriously. I guess my perspective goes back to the days of the Bernard Epton and Harold Washington race. That was definitely a time when Chicago was superse gregated based on race. But in today’s world, I see signs for both candidates all over the city. Not only on public property but in front yards as well. Chicago is changing for the better in that re gards. But … election chicanery is a Chicago tradition. So to see that there are signs that link Paul Vallas to Donald Trump and MAGA placed on the South Side is not sur prising. It is sad that for some folks, all they can do is try and practice “scare” politics. Nor is it surprising that in the Black community, Vallas’ yard signs are being defaced with red spray paint. I experienced firsthand the heightened super-sensitivity that is ongoing when I put up a post and people did not ag ree with my viewpoint. One man cussed me out, and I became everything but a child of God because I did not concur with his thought patter ns. I became hear tless when I posted a meme picture where they

combined the faces of Brandon Johnson and Lori Lightfoot into one figure to make Johnson-Lightfoot 2.0. Whatever results Tuesday brings, a lot of reconciliation is going to have to take place between people. I hope and pray it starts with the concession speech and that the losing candidate has the class to lose gracefully as well as tell his suppor ters to do the same. For the winning candidate’s supporters, I hope they don’t spend time gloating as there is much work to be done to address all the issues ongoing in this city. As adults, I think it is of the utmost impor tance that we show the younger generation the correct behavior for them to emulate.

I hope the spirited conversations that occurred before the election continue so that people stay aware of what the politicians are up to. The mayoral election signals the beginning of the 2024 Presidential campaign. There are certain incumbents who need to experience the Lightfoot ef fect and lose out on their reelection bid.

I hope the winning candidate has a plan to do something that will unite us as one Chicago. The problems are many and it’s going to be interesting to see which aldermen jump on board with the new mayor.

Congratulations, Mr. Mayor, on your winning campaign! It has been a long, hard fight and now we expect a lot out of you.

The City of Chicago has selected a development team with some experience in cityled projects to redevelop vacant land at the southwest corner of the Lake Street/Kedzie Avenue intersection, at 3201-09 W. Lake St and 201 N. Kedzie Ave.

The Invest South/West initiative, one of Mayor Lori Lightfoot’s signature initiatives, aims to bring development to historically disinvested neighborhoods by inviting developers to submit redevelopment proposals for vacant, usually city-owned land. As part of the second round of proposals, the city is looking to redevelop the three sites around

the Kedzie/Lake Green Line el station. The development proposals ended up focusing on the southwest cor ner

The winning team was announced on March 27 and has members that are no strangers to Invest South/West. KMW Communities is part of the team chosen to build a mixed-use development in West Humboldt Park, at 3601-17 W. Chicago Ave.

The team’s proposal, known as Hub 32, calls for a seven-story, 78,000 sq. ft. building with 63 apartments and 5,600 sq. ft. of retail space. It will have 14 one-bedroom, 34-twobedroom and 15 three-bedroom apartments that, in keeping with the project requirements, would be affordable to households earning no more than 60% of the Area Median Income for the entire Chicago area. The third development team, which included Citizens for a Better Community, an Austin-based affordable housing developer. Michael Bailey, the company’s head, told Austin Weekly News that, while he was disappointed, he bears no ill will toward the Hub 32 team.

“I understand that Michaels is a huge org anization, they have a track record, long as a train, I get it,” he said. “But if we never get a shot to build a bigger project, we’d never get a chance [to prove ourselves]. I’m happy for the other guys, I’m not going to put them down. I would love to prove myself, and eventually, we’ ll get a chance.”

Webb that he believed the fact that Hub 32 proposals had more three-bedroom units than the others worked in their favor. He said he noticed that many newer developments don’t have units suitable for families, and he wanted to avoid that. Webb believed that the business tenants they brought on board helped them as well.

“We did a lot of work to of fer up to the community what we thought was a good plan,” he said.

In a statement to the media, DPD Commissioner Maurice Cox said that, while all three finalists had good propos-

als, Hub 23 won out, in large part, because of its design.

“Hub 32 really demonstrates how high-density investment near transit can leverage public realm improvements like wider sidewalks and plazas, while also reflect-

ing more traditional housing typolo gies like the Chicago cour tyard building, which will provide future residents with semi-private outdoor space that opens to the sk y,” he said.
