Manufacturing’s dirty little secret? It works for residents seeking stable, high-skilled jobs, say leaders By IGOR STUDENKOV Contributing Reporter
As the leaders of the Logan Square-based Chicagoland Manufacturing Renaissance Council see it, there are two things that are holding manufacturing back in the city of Chicago. First, the companies struggle to attract employees that have the skills they need. Second, as owners age, many of them don’t have a plan in place for what happens next, threatening the future of the industrial businesses that are already there. During CMRC’s May 24 meeting, they talked about the concrete steps
they are taking to resolve these problems. The organization is teaming up with Chicago Teachers Union Foundation, the Manufacturing Connect program and the City Colleges of Chicago to train more instructors that could teach teens and young adults the skills they need. Many people in the room agreed that the key to continued manufacturing viability in Chicago is to show teens that manufacturing careers can be rewarding and financially lucrative; moreover, those jobs don’t have to involve dirty, lowskilled work that’s typically associSee MANUFACTURING on page 6

The group just wrapped up its annual garden sale, designed to fund a host of summertime programs By MICHAEL ROMAIN Editor
It might be said that on the West Side, the Austin Green Team is to summer what the groundhog is to spring. The sight of Green Team volunteers cleaning out the secondfloor greenhouse inside of Austin Career & Educational Academy High School, 5352 W. Chicago Ave., on May 25 is a sign that summer’s ahead in Austin.
Each year, the venerable community group, which has been planting flowers and other vegetation across Austin for nearly 30 years, holds a 2-week garden sale out of the greenhouse to raise money for their summer activities. Last Friday marked the sale’s final day. Tina Augustus, the Green Team’s newly elected vice president, said that, in particular, the money funds everything from gloves, food, See GREEN TEAM on page 4

Summer shaping up from page 1 drinks and tools for volunteers, among other expenditures. “Our volunteers will take what’s left of those plants and start planting them throughout the community in our other gardens,” Augustus said, adding that the Green Team maintains six other community gardens in Austin. This summer, Augustus said, the Green Team host more than 25 young people through One Summer Chicago, a summer jobs program sponsored by the City of Chicago. Augustus said the Green Team will put on workshops in the greenhouse at the high school and at the 15th District police station. The group also plans on hosting a garden tour, which would entail leasing a bus and transporting participants from one site to the next. “This will be a block club-style event,” Augustus said. “We’ll be inviting different groups from the community to setup tables at the event and we’ll also give away plants.” It’s been a busy month for the Green Team, which also held its annual memorial service on May 20. Each year, the organization lays bricks engraved with the names of influential community members who have passed
on in the walkway of its Memorial Garden on Laramie Ave. and Washington Blvd. “The memorial service was widely attended by guests from all over the Austin community area, the greater West Side and across the country,” Augustus said, adding that 29th Ward Alderman Chris Taliaferro and Illinois State Rep. Camille Lilly (78th) were also in attendance. Mary Peery, who founded the Austin Green
Team three decades ago, was also in attendance. Peery, who is in her 90s, now lives in West Dundee, Augustus said. Late community members who were honored with bricks include Agnes Robinson, Minnie Coleman, Hattie Kidd, Dorothy Daniel and Ruth Webber. Coleman, Augustus said, was a longtime advocate for seniors and block club leaders. Kidd, a member of the South Austin Coali-
tion Community Council, was a longtime community activist. For many years, Daniel worked as a social worker, a liaison for New Homes on Quincy, a senior citizen advocate and SACCC member. Webber was an Austin Green Team volunteer and a member of her block club association. Augustus said that the Green Team still needs funding for its summer programming.
Mentoring youth on the West Side
‘Coach Isaac’ plans to serve 500 kids this summer By TOM HOLMES Contributing Reporter
Thanks to Isaac “Coach” Baker, violence isn’t the only thing kids on the West Side of Chicago have to look forward to this summer. He will be serving up to 500 boys and girls in his youth program called “Youth Bubble.” The Forest Park resident grew up in Englewood in the 1980s, so he’s acutely aware of the challenges kids on the West Side face. “It’s a war zone,” he declared. “In Forest Park you can sit on your porch in the evening and enjoy yourself, but over there when a car comes around the corner, you look because they might be shooting at you from the car. It’s not play time. People are dying for real.” Coach Isaac understands how an environment with a lack of healthy institutions encourages violence, but he refuses to allow the young people in his program to blame the system for making bad choices. “I’m trying not to blame anybody for our condition even though we are in a toxic condition,” he explained. “All children have to learn to take responsibility for themselves and stop blaming other people for their mistakes.” His motivation for starting Golden Points
Productions, the umbrella organization for Youth Bubble, came partly from what he was hearing from young men hanging out on street corners. “I’ve never been in school,” one young man told him. “I’m almost 20 years old and I have a criminal record. You tell me what I should do.” “That’s when I started Golden Points Productions,” Baker said. “We have a class sitting down learning how to read together, learning how to write, learning how to do whatever idea comes up in the room. We made a video, our own TV show. We bought a generator and a camera and built our own lighting system.” His program is all about mentoring. He is not big on preaching “sermons” to his children, preferring to let them see him act as an adult instead. One of his daughters asked him a while ago if he knew any cuss words. When he said, “Why do you ask?” she replied, “Because I never hear you using any of them.” “I try to show the kids in my program a different way of handling situations,” he explained. “They have to learn to think before they make a decision instead of operating off emotion. It’s a challenge because there are a lot of distractions.” Isaac refers to himself as a “behaviorist” and cites the work of Abraham Maslow, John B. Watson and Albert Bandura to explain where his “educational psychology” comes
from. “Kids only do what they are taught to do,” he said. “On TV they are watching shows like the Walking Dead [about an epidemic that has swept the globe causing the dead to rise and feed on the living].” “The news tends to highlight crimes that black people are doing. It paints a picture of us to the rest of the world. I tell the kids, ‘You are not criminals,’ and they say, ‘But they show it on TV.’ “I don’t act very emotional,” he said, explaining how mentorship works. “When I’m coaching basketball, my children never see me fussing at the referees. They never see me in a confrontation with anybody. You don’t see my team arguing with the referees. I’ve got to be a mentor. If I do see them arguing with the ref or being confrontational, I say, ‘Who taught you to talk like that?’ and they reply, ‘Oh, you right, coach. We don’t act like that.’” Working with the youth on the West Side is a big challenge for Coach Isaac for two reasons. One is that when they’re inside his “Youth Bubble,” he is the mentor they look up to and he’s able to redirect their behavior. But when they leave the bubble, they’re back in an environment in which they see adults acting violently, eating poorly and responding to stress with emotion rather than thinking. “The police in Forest Park are helpful,” he said, describing the difference between

The police are scared of the people who live there and the people who live there are scared of the people who live there.” “You can’t imagine it if you’re not living there,” he said. “That’s why I bought the van I call the Tank. I bought the Tank because I’m trying to get children to a safe place. Somebody actually shot at my van even though I have a big sign on the side that says ‘Youth Bubble.’ I pull up in front of a house and say, ‘C’mon you all, hurry up and get in.’ I’m trying to take them to a place that’s safe,

so we can do something productive.” A second reason is that when he tries to bring, for example, a basketball or baseball team out to a tournament in the suburbs in order to expose them to a different environment, his kids sometimes encounter discrimination. For example, he brought two basketball teams to a tournament in Berwyn and both teams went undefeated. The next year they were “disinvited.” “When I try to combine communities,” he noted, “people start showing their true colors. One time we stopped at a McDonald’s in the suburbs and as soon as our kids started getting off the bus, someone called security. People get afraid when we come around. If you have never experienced it, you might think it never happens. The children say, ‘They don’t want us here.’ It’s heartbreaking.” Those kinds of disappointments don’t deter Isaac from trying to show his kids a different way of life. For example, he’s taken youth on trips to Yale and Boston College and to historically black colleges like Spellman, Morehouse and Tuskegee. By showing his kids possibilities, he is saying to them, “You make choices. Don’t let anybody limit you.” Coach Isaac has tried to do things in Forest Park, but up till now has had a hard time. “I’ve being trying to do a station right here,” he said, “but it’s very hard to get into this particular community when people don’t know you.” How did he manage to avoid the pitfalls of

Englewood growing up? “I was in that environment. We all make mistakes. When I made one, I said, ‘God, you get me out of this and I will serve you the rest of my life.’ God is real. When I got out of that situation, the voice that speaks to us in the back of our heads said, ‘Remember that pact you made with me.’” He’s also motivated by a sense of urgency. “I operate out of a state of emergency,” he explained. “If this building is on fire, I’m not going to sit on my recliner and let someone else take care of it. We at Youth Bubble aren’t going to wait for anybody to do it for us.” One of his frustrations is the criminal “justice” system. Say a 12-year-old gets picked up for shoplifting and is sent to the juvenile center on the South Side. There, instead of getting his life straightened out, he learns how to be a thief, is arrested again at 16 and is incarcerated again and now learns how to sell drugs. When he is released at 19, he has no diploma, no marketable skills and a criminal record. What he does know is where to buy drugs and how to sell them. Isaac is also frustrated that he cannot get funding from the state or nonprofits. “We’ve asked for funding,” he said. “We are a 501c3 based at 501 N. Central. We tell donors what we are doing and they come back and tell us, ‘What you are doing is wonderful, but we can’t help you right now.’ “Nobody has given us a chance, so we just have to put our pennies together.”

West Side iron-maker looks to expand
Why Not Iron is seeking a tax incentive for a build-out project, which could create up to 20 jobs By IGOR STUDENKOV Contributing Reporter
Why Not Iron, the West Garfield Parkbased iron fabricator, is looking to renovate its existing facility and build a new one nearby, hiring a total of 22 more people in the process — but only if it gets Cook County Class 6(b) property tax incentives. On May 17, the Chicago City Council’s Committee on Economic, Capital and Technology Development voted unanimously to send the applications to the full City Council. While it will be up to the Cook County Assessor to determine whether the company gets the incentive, it must get the city council approval first. As of press time, the vote had been scheduled to take place at a May 24 meeting, where it was expected to be approved. Why Not Iron is located in the Northwest Industrial Corridor, at 4425 W Kinzie St. According to its website, the company builds fences, gates, fences, stairs and custom architectural designs. The examples include several high-profile projects, including ornamental fencing for the fountains at Navy

Walter Burnett (27th), whose ward encompasses the union’s headquarters and the surrounding Kidzie Industrial Corridor, said that he understands the importance of the mission. “The challenge we have in this city and in this country is trying to get folks to do the work, to try to help folks in the city to get jobs, instead of big companies giving visas to [hire] workers from foreign countries,” he said. “There are jobs in Chicago. We just need to be prepared to get them.” Burnett pledged to give the project his full support. Victor Dickson, president of the Safer Foundation, talked about the council’s Manufacturing Succession Conversion Project, an initiative designed to ensure that, when industrial business owners retire, their factories will continue to operate under someone else’s ownership. “We’re [now] facing another risk, and it’s called the Silver Tsunami,” Dickson said. “A large number of people are planning to retire and they haven’t identified a succes-

During the May 17 meeting, Ed Lewis, a coordinator of industrial economic development at the Chicago Department of Planning and Development, explained that Why Not Iron is looking to renovate its existing facility, which would allow it to hire more people and to expand. “The business employs 15 workers and expects to create 12 full-time permanent jobs,” Lewis said. “Construction is scheduled to start in spring of this year and be completed in the fall.” The company is also looking to build a brand-new facility a few blocks further east, at 4217-19 W Kinzie Street. According to the application documents, it will be about 5,000 square feet. Lewis said that the company expects to spend $571,000 on the project, and that the new investment would create 10 construction jobs and 10 permanent jobs. In order to offset the costs, the company is applying for Class 6(b) property tax classification. In Cook County, different properties are taxed at different rates, and industrial properties are assessed at 25 percent. The Class 6(b) tax classification temporarily lowers the rate in order to encourage the construction of new industrial buildings or the rehabilitation of existing ones. Under this classification, the property gets assessed at 10 percent of its market value for
10 years, 15 percent during the 11th year and 20 percent during the 12th year. Although it would automatically return to 25 percent in the 13th year, the property owner can apply for an extension. There is currently no limit on how many extensions they can get. Both the current facility and the future site of the new facility are located in the Northwest Growth Zone, which means that Why Not Iron would be able to receive technical assistance with hiring locally and it must
pay all of its employees a living wage. While new businesses applying for Class 6(b) classification must commit to hiring at least 20 employees, this requirement doesn’t apply to existing businesses like Why Not Iron. Lewis said that Why Not Iron expects to save a total of $93,000 in property taxes. He also said that even with the Class 6(b) classification, the new building will generate approximately $40,000 property taxes. Ald. Jason Ervin, whose 28th Ward encompasses Why Not Iron, said during the May 18 meeting that he supports the company’s application. He said that Sean Kelly, who is listed on the application as Why Not Iron’s co-owner, vicepresident and manager, has been a positive force in on the Kinzie Street industrial corridor “Mr. Kelly single-handedly looked at this stretch of Kinzie and made great improvements in that area,” he said. The only citizen to make a public comment was activist George Blakemore, who raised an issue he has raised at many other development-related meetings. “I think it’s good, too, because you are keeping some manufacturing in the area,” he said. “But I want the aldermen to be cognizant of the people who work manufacturing in these wards. Dickson added that the council is especially interested in getting black, Hispanic and female entrepreneurs involved. Erica Swinney discussed the Manufacturing Connect program, which works to establish partnerships between communities, schools and area manufacturers so that local students will be able to train in skills that would be useful in manufacturing and find out about opportunities that are available. Those opportunities include internships, summer jobs and fulltime job opportunities after graduation. Swinney, Manufacturing Connect’s program director, said that the organization operates a program in Austin College & Career Academy. According to the school’s website, the program allows students to connect with mentors and earn credits that would transfer to the City Colleges of Chicago. Manufacturing Connect is currently in the process of creating something similar in South Chicago’s Bowen High School and Belmont Cragin’s Prosser Career Academy. But any expansion of programs to teach students industrial job skills requires instructors, which is where the council’s partnership with CTU Foundation and the Rich-
ard J Daley College comes in. Michael Moriarty, of the CTU Foundation’s Quest Center professional development program, explained that their goal is both to teach instructors the necessary skills and to ensure that they are good teachers who can engage students. Moriarty explained that one teacher told him that the training program “wipes away some of this masculinity.” Before, if a student came to him in distress, the teacher would advise the student to tough it out. Now, he was more willing to actually hear the student out and try to support him. “Now, he’s giving that shoulder for students to cry on,” Moriarty said. “If [the students] don’t feel the teacher in the classroom appreciates them, it doesn’t matter what the instruction is. “This is not just ‘We need more shop classes,’” Swinney added. “We need great shop teachers who can inspire people to change the world.” Moriarty added that they hope that this would help to increase a number of black and Hispanic students who get into manufacturing and trades. Art Lyons, of the Center for Economic Policy Analysis, said that the directors of manufacturing programs at seven schools throughout Cook County told him that schools tend to emphasize college at the expense of everything else. There is also the issue of geography. The
schools may have programs, but there aren’t any nearby manufacturers they can partner up with. The program directors also said that safety rules for teens under 18 limit what they can do in terms of manufacturing, so some factories shy away from giving opportunities to teens at all. But the biggest issue, Lyons said, was the stigma surrounding manufacturing. “All of the program directors and administrators identified the social stigma that attached to manufacturing [as a problem],” he said. “[The perception is that] manufacturing is a dirty, low-wage job with no future. Parents not only don’t want kids in manufacturing, they want them in 4-year colleges. So you have kids who go to 4-year colleges and fail, when they could have gone into [manufacturing] and succeeded.” Jim Nelson, vice president of external affairs at the Illinois Manufacturers’ Association, argued that the skill gap is always going to be a challenge due to how quickly technology changes. He agreed that getting kids involved in manufacturing when they are younger is the key. “We really do need to build that integrated system that really starts at the middle-school level to introduce kids to wide array of occupation and career opportunities [in manufacturing],” he said. “Now that we have the right people in the room, we have opportunities to build an integrated system that’s fully aligned.” CONTACT: igorst3@hotmail.com

Body pulled from Columbus Park Lagoon This is the second body pulled from the lagoon in less than four months

The body of a male was pulled from Columbus Park Lagoon in Austin, on May 24, according to Chicago police. Police responded to an alert around 9:30 a.m. last Wednesday. The department’s marine unit pulled the body from an area in the 500 block of South Central Ave., Officer Jose Estrada told the Chicago Tribune. This is the second body that was pulled from the lagoon in less than four months. In February, the body of a suburban Broadview man was pulled from the lagoon. As of press time, police had not identified the body or the cause of death. On

have to admit the visuals are enticing when I think of a successful pairing that would merge Austin and Oak Park into one common area called the “Greater West Side.” My vision of tree-lined streets that slide from city living to suburban dwelling with no discernable difference is a throwback to the 1960s when Austin and Oak Park were then mirror-image twins. White flight, along with racial block-busting, changed the complexion of the east side of Austin Boulevard to a darker shade almost overnight. Add in predatory lending practices, combined with homeowners unprepared to take on housing costs, and a city government that turned a blind eye on making sure the neighborhood was kept up, led to the assumption that Austin would shortly become another West Garfield Park or North Lawndale. But surprise! Austin’s weak points were balanced out by good people who did take care of their property. Austin never had substantial parcels of vacant land until several years back when the city implemented its “Red X” labeling of buildings and fasttracked demolitions. Once those homes were torn down, we had streets with parcel after parcel of vacant land. That wilderness is a visual salivation for developers who could easily make mad money from it. But not with the community as it now stands. The question that lingers in my mind is how much Austin will lose or gain if the Greater West Side community becomes a reality? Will we lose our identity as Austin as the other name becomes the terminology that is used most often? There is a tendency for areas that were once predominantly black to get renamed when whites move in. An example of that is occurring in Harlem where the new white residents want to call an area of south Harlem “SoHa.” Gentrification is the word that is the huge elephant in this room. Can we force our politicians to make major changes to how property is taxed so as to allow long term homeowners the ability to stay in the community? The need to change the structure is not only relevant to us here, but also to communities like Washington Park and South Shore as they, too, look forward to many
changes with the Obama library looming as a future mammoth in the neighborhood. Oak Park has a lot of annual movement in and out of it because of rental units. Will rental units in Austin remain affordable or will demand for such units in a Greater West Side make the rents increase beyond affordability? An influx of white people will also mean a change in the school system. Will Oak Park and River Forest High School be opened to allow students from the Greater West Side to attend? Will Austin High School be restored to its former glory as the premiere location for secondary education? Will the mishmash of schools that now exists still continue? Will we get the funding and, more importantly, the parent participation that is needed to make sure the schools function as they should? I can imagine Oak Park salivating at the idea of getting the Columbus Park land under its influence. Are we ready for that reality? Crime is another major elephant in the room. Are we willing to truly address the problem and take action against those living in our households who are the instigators of that activity? We can’t be called “Greater” if we have individuals and groups who make us “lesser.” How can we connect the talents of people in Oak Park with those in Austin who could benefit from mentoring or the sharing of knowledge? Our major common business strips could use an influx of capital. It would be nice to again see reputable small businesses appear. What effect would that have on the plethora of storefront churches that currently exists? The questions and answers to these and many other issues lie in the planning and implementation of the idea. I have the feeling that, because it was the topic at our On the Table discussion, the odds of it happening is more likely than not. But how it happens will depend on who is at the table to make sure that Austin doesn’t lose out and become a mere item on the menu!
