The driver took off in an unknown direction, police said. An investigation is ongoing.

Neighbor Keith Gerald said he was across the street building a playground in a vacant lot when the crash occurred.

“I heard the bang,” Gerald said. “I thought [the driver] hit a car. I looked up and it was a little boy. I was really upset. That boy was really young.”

The crash occurred near North Lawndale College Prep, 1615 S. Christiana Ave., as well as churches and a community garden, where there are lots of pedestrians during the day, a bystander named Dee said. Many young folks walk along 16th Street so they can “come to stores,” Dee said.

There are several crosswalks at 16th Street intersections between Kedzie and Homan avenues, though there are no stop signs to slow traffic. Despite the crosswalks, cars speed down that stretch of road “like a drag strip,” said Latanya S, who also witnessed the crash.

“A lot of people don’t obey the signs on the ground. They see a crosswalk but they could care less,” she said.

Speeding has been an issue along 16th Street for years, she said.

It “don’t matter what time of the day. It could be ice on the ground,” and people would still fly through the intersections, she said.

This weekend, hundreds of people marched in Lincoln Square to demand safer streets after the children’s deaths. A man who’d been at the march was killed just hours later when a driver hit him as he crossed the street.

Sheila Benson, a lifelong Lawndale resident, said reckless driving has been an issue in the area her entire life.

“It hurts my heart because it’s more kids getting hurt than anything,” Benson said.

It’s terrible. They drive through here like it’s a drag race. They ain’t giving our kids the time to live. “ “They need to slow down and drive right because you never know when somebody will run out into the street,” neighbor Matt Griggins said.

Residents who live in areas where there are issues with speeding and traffic safety “can’t wait until the next tragedy” to take action, said James Brooks, pastor of Harmony Community Church and CEO of Lawndale Christian Health Center.

Brooks lives nearby and came to the site of the crash once he heard about it to support neighbors mourning the tragedy.

Road infrastructure like traffic lights and speed bumps could help make the streets safer, Brooks said. Community members should also come together to have conversations about what safety features they need and how they can stop people from getting behind the wheel if they are inebriated, unlicensed or unwilling to follow traffic safety rules, Brooks said.

“It’s on us as a community to galvanize and be the change that we want to see,” Brooks said. “We noticed that speeding is happening; we gotta stay on it.”

The redevelopment of the historic Laramie State Bank, 5200 W. Chicago Ave. in Austin, is making strides toward getting full City Council approval after the proposal passed the Chicago Plan Commission June 16.

During the meeting where the proposal was approved, developers announced that they’ve made some changes to their initial design plans.

The Austin United Alliance develop-

ment team, which is made up of the Oak Park Regional Housing Center and the Heartland Alliance, was selected last year out of seven proposals. The basic concept is largely intact. The building would be renovated to include office space, retail and a bank branch, and a brand-new 78unit, six-story building with a public plaza would be built on vacant land adjacent to the building.

Developers said the proposal’s updates include a change to the mixed-use building’s exterior design. In order to make it closer to the height of the bank, the first-

floor parking garage was more visible from the street, the community room was moved closer to the plaza, and the plaza design will include swinging gates that will close at night, forming a fence.

The project is currently estimated to cost around $53 million, Oak Park Regional Housing Director Athena Williams said in a recent interview. A portion of the funding for the project is expected to come out of the Austin commercial TIF. The alliance members believe that cost may increase as inflation rises.

With the zoning changes having cleared the Plan Commission, the project was expected to go before the City Council’s Committee on Zoning on June 21. If it clears the zoning committee, it may go before the full City Council as soon as June 22. Both dates are after this publication’s print deadline.

Williams said the alliance hopes to start the project in the spring of 2023, with tenants moved in by 2025.

Out of the 78 units, 45 will have rents that are affordable to residents earning at least 60% of the Area Median Income (AMI) and six will be affordable to tenants earning at least 50% AMI. The rest will be marketrate.

AMI is set based on the average income for the entire Chicagoland area. According

to the most recent adjustment, 60% AMI is $43,800 for a tenant living alone and $50,040 for a two-person household. 50% AMI is $36,500 for one person and $41,700 for a twoperson household.

Williams told this newspaper that there are four banks interested in setting up shop in the bank building, but she didn’t go into further detail.

Williams said that the alliance will publish two newsletters and make regular updates during Ald. Emma Mitts’s (37th) regular monthly community meetings.

Mitts’ spokesperson A.L. Smith told the weekly that the meetings take place virtually on Thursdays. Williams said that a meeting is scheduled to take place on June 23 at Mitts’s office, and clarified that the updates would be quarterly rather than monthly.

Williams said that they recruited 20 street ambassadors to reach out to area block clubs to address public safety issues in the area.

“We’re working with artists and residents to put together an arts and culture committee, to not only work around Laramie Bank but to work with art in the [Chicago Avenue] corridor,” she said.

Bicyclists need common sense on the road

ears back, I was an avid bicyclist. I used to bike from Belmont and the lakefront all the way out to 83rd and Ingleside where a good friend lived. That was before bike lanes and all the other amenities that have been put on the streets. The only benefit that existed was that Lincoln Park did have a bike trail that went from the North Side to the South Side. But once I got to about 67th street, I would have to move over to the streets. And though I would do that probably every weekend, I never had a major incident. Why? Because common sense was prevalent in my biking skills.

Bike versus any motorized vehicle … bike loses. Fast forward to today and the city has added so many bike lanes that the average person riding is only average in their biking skills. The common-sense skill sets that used to be developed are missing as people expect to ride a bike with motorized vehicles like they would on a bike trail with nothing else.

A couple of weeks ago I was picking up a package at Leavitt and Eastwood. Eastwood runs westbound but coming down the street eastbound at a rapid pace was a grown man on a bicycle and a little kid on a motorized vehicle who was less than 2 feet off the ground. What struck me initially is how fast that little vehicle went, along with the fact of how low it was to the ground.

Days later I read the news story about

the little boy who was killed while riding, hit by a car. The driver of the car was not cited, which led me to presume that the folks I saw earlier were the same ones involved in the accident. And since the kid had no business riding in the street, it’s hard to fault the driver for the accident (and CPD did not ticket the driver).

That incident was followed by the one where the mother was riding her daughter on a bicycle. She came to a stop sign but then the information in the news report was not clear. A ComEd truck was parked blocking the bike lane. A semi- was also going down the road but it was unclear who had the right of way at the stop sign when both were going in the same direction. What is known is that somehow the mother lost her balance, the kid fell off the bicycle, and was run over by the truck.

Where is the common sense that would tell that parent to ride on the sidewalk even if you’re not supposed to? Especially in light of that being a dangerous and busy intersection? Especially when bicyclists can pick any street. They do not have to stick to a bike lane.

We need a more honest discussion about bicyclists and rules of the road.

Tragedies that don’t need to happen should not be whitewashed by simply blaming the villainous motorized vehicles when the truth may lie more in parents who are using poor judgment.

Last year, Evanston became by most media accounts the first municipality in America to pass a local reparations program. Now, momentum may be building in Oak Park among community members who are figuring out what it will take for the village of Oak Park to pass a reparations program of its own.

Last month, a group of Oak Park stakeholders called the Oak Park Reparations Task Force partnered with Dominican University in River Forest to facilitate a series of forums designed to get a sense of what Black residents of the village think about a municipal reparations program. The forums will help shape a survey that will go out to the village’s Black residents soon.

“The end goal is to present the village and other taxing bodies with a full report,” said Jacob Bucher, the dean of the College of Applied Social Sciences at Dominican, who helped facilitate the forums. He will work on administering the survey and will help draft the report.

Christian Harris, 31, who was born in Evanston, grew up in Oak Park and lives in North Lawndale, leads the Task Force, which has nine members whose ages range from 19 to 75, he said. Harris said the Task Force evolved out of the grassroots group Walk the Walk, which he co-founded with Danielle Morales and Chris Thomas in 2019.

The group’s mission is “to break down systemic barriers to equity through community bridging, demonstrative activism and grassroots initiatives,” according to its Facebook page. “Our efforts are inspired by the idea of creating a world that is free of barriers to equity or equality.”

On Feb. 22, 2021, Walk the Walk proposed a reparations resolution to the village board that would have created a low-interest real estate purchasing program for Black Oak Parkers, provided free financial literacy and homeownership classes for Black residents and created a Reparations Task Force that would have proposed even more recommendations, according to village minutes of the meeting.

The proposal called for the creation of a reparations fund paid for with 100 percent of the cannabis sales taxes, “up to $10 million annually,” and 40 percent of the village’s Affordable Housing Fund. In addition to the

“Oak Park government benefited from the sales and property tax revenue generated after the Black community was pushed out of their homes for the creation of a commercial district,” according to the Feb. 22, 2021 meeting minutes, which paraphrased the comments of Morales.

“Harlem and Lake is prime real estate today,” according to the minutes. “It is the Oak Park government’s responsibility to acknowledge this and repair the damage that was done. White Oak Parkers were allowed to build their wealth, Black Oak Parkers were not.”

Those were all aspects similar to Evanston’s Local Reparations Housing Program.

Launched in 2020, the program allows each recipient a $25,000 reparations payment that could be used on home repairs, a home purchase or mortgage assistance, according to the city’s website.

The Oak Park village board discussion last year, however, has not yet translated into any formal action by the village government on

the reparations proposal or the apology. “[After the board presentation in 2021] there was an election right around the corner, so we said, ‘Let’s hold off and see who is elected,” Harris recalled during an interview last week. “Unfortunately, two of the three Black candidates lost. Particularly, the two candidates who can trace their lineage to the time period of a lot of the atrocities we are trying to get repaired both lost their races.”

Instead of waiting for additional village action, Harris said, Walk the Walk decided to take matters into its own hands, forming the Task Force last summer.

The nine members of the Task Force, all Black residents and/or natives of Oak Park, were paid $1,000 for their participation, thanks to $15,000 from Euclid Avenue United Methodist Church’s Reparations Working Group, which provides seed funding to a variety of initiatives and causes led by Blacks in Oak Park.

“It was big for me not to ask Black people to do this work for free,” said Harris, an entrepreneur and former Oak Park library board member who ran unsuccessfully for the village board in 2019. “I know we can’t pay them what they should get paid, but we wanted to

give them something. The $1,000 stipend is for what would be a year of their time.”

The remaining $6,000 would go toward administering the survey, but Dominican University insisted on contributing its technical expertise at no cost. That balance may instead go toward marketing the survey, among other costs, Harris said.

“I think we have a responsibility to contribute our resources to the community,” Bucher said. “We are objective research partners in this. We’re not going in with an agenda or bias about what needs to happen. Our role is to collect data, so we can accurately reflect what the residents are voicing, but with that said, we hope the village will seek some changes.”

As they enter into this data collection phase, the Task Force and Dominican have a clearer sense of both the promise and perils of a local reparations program. For one, they have Evanston as both a model and an object lesson.

Since Evanston passed its local reparations program in 2021, criticisms have been raised about the amount of local input among Black residents and about whether the program is a sufficient enough response, given the scale of the past harm the city inflicted on its Black residents. There have also been a host of logistical quagmires, one of which WBEZ reported on in March.

Evanston’s reparations fund prioritizes Evanston residents considered “ancestors,” or anyone who lived in the city between 1919 and 1969. As of Jan. 13, the city had only approved 122 applicants qualifying as “ancestors.”

That leaves Black people like Northa Johnson, who grew up in Evanston in the 1950s, but had to leave the city after her father was denied a mortgage despite having a “good job, great credit [and] the G.I. Bill behind him.”

So instead of moving to a more spacious home in Evanston, the family bought a home in Gary.

“I think about what they deprived us of,” Johnson told WBEZ. “I had grandparents, uncles and aunts, cousins [in Evanston]. And when we moved to Gary, they kept us from going around the corner to visit family.”

Johnson, who currently lives in Chicago, doesn’t qualify for Evanston’s reparations fund, despite being directly affected by racist housing practices.

The city’s attorney has argued that using general funds for reparations might violate the Equal Protection Clause of the U.S. Constitution, according to a June 3 article by the Evanston Roundtable.

Harris said he’s aware of the complications and complexities of Evanston’s program. Last week, he said the Task Force has been holding ongoing meetings to discuss those issues. He said they’re poised to discuss the lineage question, in particular, this week.

“When we started the Task Force, we had more context with Evanston and some of the missteps they made,” Harris said.

The focus groups were an attempt to shore up community input before distributing the survey, he said, adding that 11 people registered to participate in the three scheduled focus groups, but only three people showed up.

“Overall, it was a pretty disappointing turnout, but the conversation we had with those two residents who showed up ended up being two hours long and they just really let it all out — to the point that Dominican said they have more than enough information on how residents are feeling based on that con-

Harris said the opinions on reparations from Black people he’s encountered both within and outside of Oak Park fall along a spectrum. There are those who fully support the idea of reparations and want it to be-

come a reality, those who think it’s “a noble cause,” but who think governments should prioritize more immediate problems like gun violence and poverty, and those who believe that, even if a reparations program materializes, it “won’t do any good.”

Bucher said one sentiment, in particular, that lingered in the focus group discussions was “hope,” but mixed with “earned skepticism or reservation that Oak Park’s village government will do anything” with whatever recommendations come out of the process.

“The folks were really appreciative of the Task Force leading this effort and pushing the conversation, but there was a lot of, ‘Well, we’ve seen and heard stuff before and never seen any action,’” Bucher said.

Indeed, before Evanston, many of the municipal measures related to reparations had been formal apologies for past injustice and symbolic support for federal measures, namely HR 40 — a bill that would establish a commission to study and develop reparation proposals for Black Americans.

When Harris presented to the village last year, virtually everyone on the board, including former the village president, Anan AbuTaleb, expressed support for federal action.

“On a national level, reparations is very black and white, but on a local level, it is a bit more muddied,” Harris said.

students and parents, teachers and community organizers who took to the streets in Wear Orange events across the county on June 3.

In Austin, young people used their voices to demand peace in their neighborhood at BUILD‘s Wear Orange community. Departing from Michele Clark, the protesters peacefully marched to Moore Park with a call to “put the guns down.” They were escorted by 15th Police District and Cook County sheriff ’s office vehicles.

“When we look out here, we see the representation of so many young people,” said Sgt. Jermaine Harris, who leads community policing strategies in the 15th, 11th and 10th police districts. “When we watch the news or we hear stories, we’re all told about the negative things that young people do … what we don’t always see is the great leaders [they are].”

At Moore Park, participants enjoyed music, food, sports and games. Several teens who attend BUILD’s mentorship and violence prevention programs participated in the free community event.

Hosting the event at one of Austin’s public parks highlighted the need for safe spaces that children and young people can use in their community. Charles Anderson, principal at Michele Clark High School, called on adults to come together to protect and lead youth toward positive paths.

“This world is not meant for our kids to not have a life. They shouldn’t have to stay at their house and never understand what we used to do when we were younger com-

ing outside, playing with each other [and] learning how to socialize,” Anderson said.

Some of the young participants of BUILD’s programs showcased their talents in a musical performance of Marvin Gaye’s song “What’s Going On?” and a spoken word performance by the same name.

Author Anaya Young demanded justice and accountability: “Tell me about the justice system, tell me about the gun violence, tell me about police brutality … At times, I’m fearful of being seen as a criminal, I am fearful of my life being taken away. But though I’m fearful, I also have hope.”

The event also showcased what BUILD does to prevent youth from engaging in violence, including their after-school programs, peace sports leagues and mentorship opportunities.

“We’re about peace, and we’re here to show the community what we’re about,” said Martin Anguiano, BUILD’s director of community engagement. “There are so many senseless killings to gun violence.”

West Suburban is currently owned by Californiabased Pipeline Health. HFSRB approval is important to advancing the ownership change, according to Pipeline Health spokesperson Jane Brust.

“This is not a done deal; this is an ongoing process,” said Brust. “The state review board approval this week was a huge step forward and we’re grateful that the board members acknowledge the importance of these hospitals to their communities.”

The transaction, valued at $92 million, will also include the sale of Weiss Memorial Hospital in Chicago’s Uptown neighborhood. Pipeline, which has made “significant improvements” worth $60 million to the hospitals, has committed to refunding $12 million from the sale back to West Sub and Weiss for further investment. An actual transition date has not yet been established.

Pipeline purchased the two hospitals in 2019, along

with Westlake Hospital in Melrose Park. The subsequent closing of Westlake Hospital by Pipeline, despite promising to improve the safety-net hospital, sparked ire from political officials and residents alike.

The souring of the health-care company’s community relationships following that broken promise to keep Westlake open has not been forgotten by Scaman.

“They did a lot of damage,” said the village president.

“The disappointment just resonated, and it’s stuck with people.”

Being headquartered in California, Scaman wonders if perhaps Pipeline did not work as hard as it could have to understand the Chicago-area communities it served.

She does not believe that will be the case for Resilience Healthcare as Prasad intends to live within or near the Oak Park community.

“Dr. Prasad is taking that time to understand what West Suburban means to the community,” she said.
