Chicago mourns North Lawndale’s native son Cook County Commissioner Robert Steele died on June 19 at 55 By MICHAEL ROMAIN Editor

Chicagoans are mourning the loss of Cook County Commissioner Robert Steele (2nd), who died unexpectedly on June 19 at the age of 55. Steele, a Type-2 diabetic, had been recovering from pneumonia. A lifelong resident of North Lawndale, Steele became commissioner of the 2nd District, which covers Chicago’s Loop and a significant portion of the West Side, in 2006 — the year Steele’s mother, Bobbie Steele, served a stint as Cook County board president. When Bobbie retired that year, Robert was appointed to replace her and serve out her term, to which she had just been re-elected. Before his tenure as a county commissioner, Steele had been a community outreach manager for the Chicago Park District and executive director of the Lawndale Business & Local Development Corporation. During his time on the county board, Steele was president pro-tempore, heading up meetings when Cook County Board President Toni Preckwinkle was absent. W. Side NAACP seeks pause on Emmet project The organization says more community input is needed By TERRY DEAN AustinTalks

The Westside Branch NAACP wants the proposed Emmet School health care campus put on hold until more community input is received about the project.

The organization has requested more details and clarity about the plan to build an all-purpose health care center at the closed Emmet School building at 5500 W. Madison. The project’s backers include PCC Community Wellness Center, Sinai Health System, and Cook County Health and Hospitals Systems. The Westside branch has expressed concerns about the project’s transparency as well as its impact on existing health care facilities in Austin and other West Side communities.

Until those questions are thoroughly answered, the organization wants all movement on the project temporarily suspended. “We should have some say in what’s being presented to us as a community,” said Karl Brinson, the branch’s president. The organization is also pushing for a detailed “Community Benefits Agreement” to hold developers to their promise of hiring West Siders as contractors and

Richard Boykin and Tom Dart discuss violence By ABBY LEE HOOD AustinTalks

Cook County Sheriff Tom Dart and Cook County Commissioner Richard Boykin teamed up earlier this week to discuss mental health and gun violence in a live Twitter town hall. AustinTalks (AT) moderated the conversation, asking the elected officials questions sent in by community members online using the hashtags #AskBoykin and #AskDart. The following summary of the live chat has been edited for clarity: AT: Why this topic now? Why is it so important to you personally? Boykin: Because the safety of the people I represent is my No. 1 priority. Dart: When the criminal justice system is this broken, it’s wrong from both moral and fiscal standpoints, destroys and bankrupts our communities. AT: Let’s talk mental health and gun violence. How do they intersect, and can you tackle violence with healthcare? Boykin: I think that gun violence is a public health issue. A lot of people pulling the trigger suffer from mental illness. Dart: Every minute cops spend addressing untreated mental illness is a minute they’re unable to address to ongoing gun violence.

AT: With limited funding, how can those with mental illness get help? Boykin: We need to expand community mental health clinics and utilize closed schools to treat people. Dart: Unfortunately, the only treatment many of these people get is in my jail. Shameful. Lucky to have partnerships with organizations like NAMI Chicago (National Alliance on Mental Illness). Dart: [We] must reach vulnerable young men on the front end, before the point of no return. See our new SAVE program in the jail. AT: Finally, what if any, advantages does Chicago have at its disposal to combat mental health and gun violence problems? Boykin: We have [Cook County Health and Hospitals System] that’s actually doing research right now on gun violence and [the] most compassionate sheriff, Tom Dart, in the nation. Complaints mount about West Side grocery store Shoppers decry Leamington Foods on Roosevelt Road for low quality, inferior service By IGOR STUDENKOV Contributing Reporter

During community meeting held last month at Douglas Park Fieldhouse, 1401 S Sacramento Dr., and organized by Ald. Michael Scott (24th), a number of residents complained about service and inferior selection at Homan Square’s Leamington Foods, 3240 W. Roosevelt Rd. Owner Ken Cassaico admitted that there were issues, but he said that much of the problems were due to him trying to pay for a space that’s too large for his needs. He said he’s been working with his landlord, the Matanky Realty Group, to reduce the space by half and that he would use the savings to improve service and inventory. But many of his critics weren’t satisfied with that explanation, arguing that whatever issues he may be facing, the community deserved better than what it was getting. As the meeting got underway, Scott acknowledged that there was ‘”a lot of frustration” about the store in the community. “I want the reality company to hear your concerns, so we can come to a solution,” the alderman said. Cassaico explained that he took over the location from Dominick’s, which closed all of its stores in 2014. He was approached by the city about taking over the location. As Cassaico explained, there were challenges, such as the fact that that there were no blueprints for the space, so they had to work “off the cuff.” Even so, they worked to reopen the space as Leamington Foods as quickly as they could, something that they deserved credit for, Scott said. “I wanted to keep in mind that it was a quick turnaround for Dominick’s,” the alderman said. “Leamington was asked to fill the void. We had only one grocery store in the community and the city couldn’t get anyone else to hold that [spot].” Terry Cox, the senior vice president at Matanky, explained that Cassaico had to deal with utility bills and maintenance for more space than he needed. Matanky was willing to work with him, cutting the space in half so that he could reduce expenses. Cassaico said he would reinvest the savings back into the store. “When it happens, it will be more compact and easier to maintain,” he said. “I [currently] have no money left over to do what I probably need to do.” He also mentioned that he is working with

a new wholesaler, so the quality of the food in general should improve. Scott mentioned that his office has received a number of complaints about Leamington’s. “I received a number of complaints. The floors aren’t as clean as they need to be, [complaints about] quality of food, [particularly] vegetables, in the store,” he said. Scott explained that one thing he wanted to avoid was having Cassaico leave the neighborhood altogether. “We can’t get anyone else to take that property. I don’t have anyone else lining up to take the property,” he said. “Now, there are problems, there are issues, and I want to hear from you what the issues are. If we shrink the [store space], maybe there’s an opportunity for other grocery stores to come in.” During the meeting, Cassaico addressed some residents’ concerns head-on, such as why shoppers couldn’t take shopping carts out of the store. “After $15,000 of lost shopping carts, I

I could no longer lose money on shopping carts.” Other issues that were raised during the meeting were the quality of produce, the lack of seafood and fish options, as well as the fact that shoppers can’t get cash back. Cassaico responded that the new wholesaler should address the produce issue, and that he admitted that fresh fish was “one department that was overlooked.” “I intend to stay,” Cassaico said, which he kept reiterating during the meeting. “I want to stay.” “He would get a lot more people to buy the food if the quality was good,” said resident Mary Jones. Brinson added that such an agreement, which would include other details, should exist not only for Emmet but any development projects on the West Side. “When folk come in stating that they’d like to do some things on our behalf, I think we should have some ownership on those projects that come into the community,” Brinson said. “This is very important for our community that’s lacking in resources to develop a lot of the stuff we would like to see happen, and that we know needs to happen. The Westside Branch has voiced these and other concerns to developers, Brinson said. The organization sits on the 11-member Emmet School Redevelopment Committee, which formed last November. The branch has voiced concerns about the process during its seven months of operation, Brinson said. The organization was the only “no” vote when the committee voted to support or reject the project. Brinson said the commit-

tee’s intent was good, but it should have included more voices. Phyllis Logan, a vice president with the Westside Branch, said her organization always wanted more transparency. “We’re pushing for a Community Benefits Agreement, and it needs to be inclusive of the community. In a CBA, the community has a benefit, as well as the for-profit or nonprofit entity,” Logan said. The $20 million project would replace the school building, which CPS shuttered in 2013, with a health care campus offering such things as a day care center, senior center and behavioral health. The Westside Branch is also concerned about the $75,000 bid price Chicago Public Schools received for Emmet. This and many other issues need to be addressed, Westside Branch members insist. “A push and reset is needed,” said Dwayne Truss, a Westside Branch member and community organizer. “Let’s not move forward until the process can be corrected. And part of the process is this Community Benefits Agreement that’s solid, that’s going to benefit workers and businesses.” A study on how the health care campus will impact existing businesses in the area is also needed, Truss said.

Brinson added that his organization will continue to work with developers, insisting his group is not against redeveloping Emmet or any other closed Austin school. In all, CPS shut four schools in 2013. Ald. Chris Taliaferro (29th) said he agrees that a strong Community Benefits Agreement is needed, adding that the Emmet project would not move forward without one. Taliaferro, however, disagrees that the community has not been fully informed about the project. It’s been a topic at his regularly monthly meetings since it was made public at a community meeting last October at Austin Town Hall. Before that, when PCC first approached him, it was just an idea and not a proposal, Taliaferro said. When PCC and its other partners came back with a formal proposal, it was brought to the community, Taliaferro said. “The only thing I told them is: ‘When you come to the community, be prepared.’ They came very prepared with slides and renderings, and as a result, one of the comments was that it was a done deal, and I said that it wasn’t a done deal.” As for questions about the committee’s makeup, Taliaferro said the group was formed as a result of the meeting and included people who expressed interest in wanting to join. “This was not a hand-picked committee.

This process was not derived from any closeddoor conversations,” Taliaferro said, adding that the Austin Chamber of Commerce was among the groups on the committee. “These are groups that are very active in Austin, and not all of them were for it. But as time progressed, it was an independent process, and some changed their minds and some didn’t,” Taliaferro said. As for the $75,000 bid price for Emmet, the alderman acknowledged the price is “relatively low.” The price came up during at a June 14 community meeting about the project. Taliaferro, who was among the 100 or so in attendance, said that was the first time he had learned of the price. The alderman noted that Emmet has been practically gutted and attracted squatters since it closed four years ago. “When looking at the total price, I take into consideration the condition of the school,” Taliaferro said. And concerning any skepticism about the project developers’ commitment to Austin, Taliaferro stressed: “It is my insistence that any promises made are kept. Thousands mobilize for day of sprucing up West Side

Volunteers with Chicago Cares cleaned up Al Raby, other sites across city By IGOR STUDENKOV Contributing Reporter

On the early morning of Saturday, June 24, about 5,000 volunteers fanned out across the city, including the West Side. During Chicago Cares’ annual Day of Service, volunteers from various companies and organizations clean up and improve schools, parks, care facilities and other buildings that serve the public. The locations vary each year, depending on which institutions applied and which ones were selected for cleaning. This year, volunteers went to several West Side locations, including Austin’s Lorraine Hansberry Apartments, a senior public housing development located at 5670 W. Lake St.; Galewood’s Joseph Lovett Elementary School, 6333 W. Bloomingdale Ave; East Garfield Park’s Al Raby High School, 3545 W. Fulton Blvd.; Breakthrough Urban Ministries, 402 N Saint Louis Ave.; and Garfield Park Conservatory, 300 N Central Park Ave. Chicago Cares is a downtown-based organization that works to recruit volunteers for service projects all over Chicago. The Day of Service, also known as the Chicago Serve-athon, is their largest initiative in terms of the sheer number of people involved. According to Al Raby Principal Dr. Femi Skanes, any school and other organization

that wish to take part needs to apply. She felt that having the volunteers clean up, paint and otherwise spruce up the school would benefit the students significantly. “The goal is to create an atmosphere that’s good for students and that makes the students feel welcome,” Skanes said. “We are just really grateful to have been selected, and we’re really excited to see what [the results] would be like.” For Al Raby, the volunteers came from three organizations — Northwestern Medicine healthcare network; Echo Global Logistics; a Carbini-Green based third party logistics provider; and Lockton, a West Loop based insurance brokerage firm. According Chicago Cares officials, there were 105 volunteers overall. As volunteers assembled in the school auditorium, Skanes went over Al Raby’s history. While the school was established since 2004, the building itself is much older. It was originally home to Lucy Flowers High School, a name that can still be seen on the signage above the auditorium, a mural on the first floor and in a few other decorative details. Skanes said that the current school was named after Albert Raby, a Chicago public school teacher who campaigned against school and housing segregation in the 1960s. “He was very, very committed to black kids on the West Side having stellar education,” she said. “And we’re very committed to them.” Each project was supervised by a volunteer leader. Volunteers put up mosaics and

A HAND-UP: Chicago Cares volunteers build benches for Al Raby High School on the West Side. murals, painted walls, repainted lines on the school parking lot, built wooden benches that would be installed around the school, did landscaping for the few patches of greenery on the school grounds, and sorted books in the library and the “book room,” the space where textbooks and other learning materials are stored. Kye-Anne Wilborn, Chicago Public Schools’ senior program manager for career and technical education, served as the overall volunteer leader. She told Austin Weekly News that she’s been involved with Chicago Cares since 1994. She echoed Skanes’ comments about how much of an impact the Share-a-thon had

on CPS schools over the years. “When a student gets a bright, shiny building, new murals on the walls, new furnishings — this makes them take pride in the building,” she said. “A lot of times, schools don’t have the manpower they need, so Chicago Cares comes in to fill the gaps.” Wilborn mentioned that she was no stranger to Al Raby. Her mother went to Lucy Flower High School has been a CPS employee since it reopened in its current form. But if there wasn’t a connection, she said that volunteering was important to her. “I’ve been volunteering since I was five years old,” Wilborn said. “My grandma taught me that service is the rent you pay for your time on earth. I follow that. I volunteer for a number of organizations but I get the most fulfillment from Chicago Cares.” Carnella Jones, of Calumet City, was one of the volunteers working in the book room. She said that a year ago she returned to volunteering with Chicago Cares after a long pause. “I enjoy it immensely,” she said. “I feel like I’m doing something very positive.” Theresa Watson, of Lincoln Park, was volunteering with Chicago Cares for the first time. “[I wanted to] help the community and bring awareness to schools that need more resources,” she said. Denise Mason takes on the world By MICHAEL ROMAIN Staff Reporter

A month ago, a call came into our newsroom from Denise Mason, a former resident of Liberty Square Apartments, a 66unit, 12-building affordable housing complex located in North Lawndale. She said she had a story to tell that everyone she had turned to in power — from the building’s property management company, Bonheur Realty Services Corporation, to her doctors — seemed to only want to tune out. Mason’s story is a mosaic with moving parts. It involves what appears to be a pattern of neglect on the part of Bonheur, which Mason says includes repeatedly ignoring her requests that something be done about mold and fecal matter that had shown up in her apartment from wet carpet that the company wouldn’t replace. It involves heart attacks, strokes and myriad other health complications that Mason and at least two other current residents of Liberty Square attribute, in part, to the mold. It involves the Chicago Housing Authority, the medical system, an alderman’s office, the city. There are claims and counterclaims

— all serious. In a series we’re calling, ‘Inside the news,’ Austin Weekly News is opening up our reporting process on Liberty Square and Mason’s predicament as it happens. We’ll show you the trove of documents Mason has kept throughout her ordeal, allow you to hear some of our recorded interviews, and show you photographs and FOIA requests and video clips as we try getting to the truth of the matter. Why I’m running for Congress

M

artin Luther King once famously stated, “If you can’t fly, then run; if you can’t run, then walk; if you can’t walk, then crawl; but whatever you do, you have to keep moving forward.” What Dr. King meant and what has be evident over time, is that the only way to fight for justice, is to continuously move forward in the direction of equal rights. Throughout American history, women, African Americans, Hispanic Americans, Asian Americans, disabled Americans, LGBTQ Americans, Muslim Americans, lower- to middle-class Americans, and undocumented immigrants, have moved forward in the fight for equality. In the midst of this fight, it is evident that many of our political leaders have lost their sense of direction. While the majority of our political representation continues to jostle for position moving toward the left or toward the right, very few have remembered to actually move forward — while some have moved backward. That is how we as Americans find ourselves fighting in 2017 for rights that should have been established and understood decades ago. No matter party affiliation, American voters can no longer afford to vote for and support political candidates who are focused on the direction of party and self over the direction of the people. Communities are in dire need of transformative leadership, tapping into grassroot efforts that focus on inspiring and motivating constituents to rally around common goals. As Americans, focusing on what makes us different has led to a revitalization of actions that are un-American. Transformative leaders are needed who are selfless and who are aligned with American values, which include equality, progress

and change. The current political establishment has not produced much in transformative leadership, or much in leadership period. The majority of politicians are individual actors, pursuing their selfinterests, and the interests of political action committees. The voice of the people is absent from decision-making. Though society is yelling, “Women’s Rights are Human Rights,” “Black Lives Matter,” “Science is Real,” “Let Them In,” “Si Se Puede,” “Marriage Equality,” “Fight for 15,” and “Equal Treatment and Equal Access,” those voices are being ignored. To those constituents who say, “This politician votes the right way,” simply voting the right way is no longer enough. America continues to be vulnerable and stagnant, while politicians hang their hats on voting records with little substance. It is going to take transformative leadership and strong grassroots movements to move us forward and influence national policy. As a Brand New Congress, Justice Democrats candidate, who supports not only with votes but in action, I am running because I truly believe, “no one is equal, until we all are equal!” We will reach that “all” by moving forward in the fight for Medicare for all, public education for all, living wages tied to inflation, supporting small businesses, closing loopholes, repealing Citizens United, investing in a green economy, criminal justice reform, and fighting for the rights of everyone and not just the 1 percent. Residents give input on 29th Ward’s menu money

Ald. Taliaferro’s participatory budgeting process is heating up By XUEER ZHANG AustinTalks

West Side residents turned out on June 14 for the first of three meetings to share their thoughts on how to spend some of the approximately $1.3 million “menu money” slated to be spent in the next year in the 29th Ward. “Austin is not a community where they are doing a lot of developments,” said Austin retiree Maria Sorrell, who suggested a community garden at the corner of Waller and Race avenues. If vacant lots can be turned into community gardens, she said they won’t become eyesores or even trash piles. Latrice Whitfield, 50, said she’d like to see an art tower on North Avenue that can represent the history of the ward. “We need more visual landmarks that show people where they are, so more people can feel proud of our history and reflect on its meaning,” said Whitfield, adding she has taken pictures of the site and would e-mail them to Ald. Chris Taliaferro’s office. The meeting is the first step in the 29th

Ward’s “participatory budgeting” — a process that allows residents to propose and vote on neighborhood projects they want to be funded. In most wards, that decision is made by the alderman without input from residents. “Some past projects have been banners, dog parks or exercise equipment in a park,” said Terry Redmond, who’s in charge of the ward’s participatory budgeting process. Projects should be permanent, require no upkeep, serve the public and be located in residential areas, she told about a dozen people who attended last week’s meeting. Participants are asked to fill out forms that include their proposed ward projects and where they should be located. Forms can be obtained at meetings being held this week and next – Rutherford-Sayre Park on June 21 and Columbus Park Refectory on June 28 – or at the alderman’s office. Redmond said attendance was lower than expected at the first meeting due to the heavy rain, but traffic on Facebook has been fairly good. “I think [the meeting at] Sayre is going to be a lot larger,” she said, adding the residents would be breaking into small groups to discuss projects if turnout is better. At the June 14 meeting, participants came up with more than 10 ideas, including building community parks at Massasoit, Mayfield and Division avenues, fixing the lockers in Austin

Town Hall and adding color changing lights on Central Avenue and Austin Boulevard. “The purpose of this assembly is to get input from the residents as to what kind of project they want to see throughout the ward,” Ald. Chris Taliaferro (29th) said in a telephone interview. “It’s an incredible way to keep the community involved.” Taliaferro wasn’t at last week’s meeting; instead he attended a community meeting about redeveloping the former Emmet School as a new health center at 5500 W. Madison Ave. The first-term alderman has set aside $500,000 from his aldermanic fund for projects to be developed in 2018. The alderman’s office will work with community representatives to develop those ideas into proposals by the end of August; have residents vote on the list in October; the winning ideas would be submitted to the city in February. Voting will be open to all 29th Ward residents who are 14 years old or older. “We are still going to have the discretion as to which infrastructure projects we should take care of when it comes to which street, which alley we will be paving or repaving,” Taliaferro said, referring to the remaining $800,000 menu money. “I want to continue to work on our roads and streets,” he said. Information from the Chicago Department of Transportation – along with citizen input – will help determine which streets are in the worst condition and most deserving of repair, he said. Some residents say the amount the alderman allotted for participatory budgeting is too small to make a real difference. “$500,000 is not really a lot of money,” Sorrell said. This is the second year Taliaferro is using participatory budgeting to decide how to spend part of his menu money; that was a campaign promise he made before defeating incumbent Ald. Deborah Graham two years ago. Due to urgent infrastructure needs on Chicago’s West Side, Taliaferro didn’t launch the process when he first took office in 2015 but waited until 2016 to set aside $700,000 for participatory budgeting. That year, most of the 10 projects voted

on by about 80 residents were funded: three community gardens, two pedestrian islands on North Avenue, two murals and exercise equipment at Amundsen Park. The mural at the intersection of Central Avenue and Lake Street has been completed, Taliaferro said, while other work is either being designed or under construction. Because of the relatively low voting turnout last year, Taliaferro is working with University of Illinois at Chicago’s Great Cities Institute — which has been providing information and training for other wards doing participatory budgeting since 2012 — to organize meetings, handle voting and enhance promotion. “It’s always important, in my opinion, to allow the community to participate in government process,” Taliaferro said, adding he was aware of the model initiated by Ald. Joe Moore (49th) before winning a seat on the Chicago City Council. Moore was the first alderman locally to adopt the participatory budgeting model. Since 2009, Moore has allocated about $1 million of his menu money each year in this manner. This year, a total of 2,911 residents cast their ballots (some of them online) in Moore’s North Side ward. They decided 64 percent of the $1 million would go to streets and alleys, with the rest going to trees, gardens and new benches. Taliaferro said he’s considering online voting in the 29th Ward. Ald. Emma Mitts (37th) did not respond to an interview request from AustinTalks to learn how she plans to spend her ward’s menu money; she has not used participatory budgeting. Nine out of the city’s 50 wards are using this model, with the 29th Ward being the only participatory budgeting ward on the West Side and the newest one citywide. Dick Simpson, a former North Side alderman who’s now a political science professor at the University of Illinois at Chicago, said participatory budgeting is necessary but not something many aldermen have adopted because it’s time consuming. “I think the aldermen who use it are more in touch with their constituents,” Simpson said. “And the projects in those wards have satisfied more people.” CONTACT: austintalks.org@gmail.com

the consequences that may occur from fighting for the issue, but when the solution comes, everyone who wasn’t a part of the struggle reaps the benefits because we used the term POC. That is a problem. I was in a meeting awhile back where the senior executive used the term to describe the workers in his department. As I glanced around the table, I saw a bunch of white faces. But because they had been born in Mexico, Chile, and Puerto Rico, they were automatically given the POC label. If someone explored the DNA ancestry for each individual, they would have been predominately European in makeup. I also think that black people are misled when the POC label is thrust upon us. George Zimmerman is POC, yet he had no qualms in shooting and killing Trayvon Martin. Same can be said of Jeronimo Yanez, who shot and killed Philando Castile. Or Nouman Raja, who shot and killed Corey Jones as he sat waiting for a tow truck. There was no POC love or connection in any of the above mentioned cases. So why, pray tell, does black leadership and others use the POC label? It is confusing and sends the wrong message. This columnist is officially rejecting the term “people of color.” I will not use it or be labeled by it. I am black — period. Just like whites are white — period. The simplifying of the label makes it easier for all to understand who we’re talking about when we say “black people.”

love language. I love the nuances that certain words add or take away from a meaning when they are used. One phrase that is beginning to generate a lot of controversy, and is a relatively new one in the current usage lexicon, is the term “people of color” to refer to black, brown, red and yellow people — in other words someone who is not white. On the surface, when I think back to the establishment of the NAACP (National Association for the Advancement of Colored People), the word “Colored” stands out. Its usage then didn’t refer to all the different groups that were in this country. In reality, those other groups, in terms of numbers, were so miniscule they barely registered. Colored people referred to black people — period. In my lifetime, the racial terminology describing the American descendants of enslaved Africans has ranged from “colored people” to “negro” to “black” and now to “African American.” Adding the term “people of color (POC)” only dilutes and confuses the issue. Even more amazing is how quickly some black people have picked up on the term and readily become the banner-carrier for it. When it is used, POC promotes visions of all sorts of different racial groups joined together as one. That is not the reality. What is especially frustrating is that when people use the terminology and then highlight issues that predominately affect black people, the lines are further blurred. What happens is that black people are allowed to fight for an issue and suffer
