Taliaferro, Chicago alderman, loses judges race to attorney West Side alderman will run for reelection to city council

Attorney Aileen Bhandari is projected to win 11th Subcircuit judge race against Chicago Ald. Chris Taliaferro (29th) based on the preliminary results from Chicago Board of Elections and the Office of Cook County Clerk.

While Taliaferro led in the city portion of the subcircuit – which includes about half his ward – Bhandari did better in the suburbs, and the alderman’s lead in the city narrowed as the results came in. With no Republican or Independent opponents running for the seat, the victory in the June 28 primary amounts to a victory in general election.

Throughout the race, Taliaferro had the advantage in fundraising and received endorsements from several state Democratic party officials, while Bhandari touted two decades of legal experience. Taliaferro confirmed that he planned to run for re-election as a Chicago alderman next year. The 2022 remap largely kept his ward intact, so he would be facing similar constituents.

Bhandari worked for the Office of the Cook County State’s Attorney for the past 20 years. She started out with child support cases. After working in the Domestic Violence division, she went on to prosecute misdemeanor cases before going into Felony Review, serving as one of the legal professionals who decides whether a felony case has enough evidence to go to trial.

Most recently, Bhandari became the head of Community Justice Center West, 2650 S. California Ave., one of the four Community Justice Centers set up to serve Chicago and the suburbs. According to the program website, the centers “collaborate and partner with police, businesses, faith-based organizations, elected officials, schools, govern-

ment entities, social service agencies and community groups” to “not only prosecute cases but to solve public safety problems, prevent crime and improve the quality of life for communities.”

Circuit court judges are elected either at large or from a district known as a subcircuit. The latter is meant to give minority groups that would normally get underrepresented a chance to elect a judge that represents them. The 11th subcircuit includes Galewood and other parts of Austin north of North Avenue, the Chicago neighborhoods further North, the entirety of Oak Park and about half of Proviso Township, including most of Maywood, and portions of several northwestern suburbs.

Bhandari unsuccessfully ran for one of the at-large seats in 2020. She reflected that she underestimated just how large Cook County was, and she thought running for a subcircuit seat would be more manageable. The reality proved to be a bit more challenging.

“It just seems like a shorter time frame and a lot more to cover,” she said.

This newspaper caught up with Bhandari as she was passing out her campaign literature in front of the polling place in the Oak Park Public Library’s main branch, 834 Lake St. She said she was impressed by how informed Oak Park voters were.

“A lot of people here seem to have done their research, but some have not,” she

said. “Either way, it’s always nice to put a name to the face.”

Taliaferro wasn’t campaigning on June 28. A member of his household tested positive for COVID-19, and he said he was selfisolating out of an abundance of caution.

But his campaign signs blanketed Galewood, and his campaign workers were out at most polling places. The flyers touted endorsements from Gov. J.B. Pritzker, retiring Illinois Secretary of State Jesse White and Illinois Senate President Don Harmon.

Brandon Askew said he lives in the South Side’s Englewood neighborhood, but he got involved because his mother runs Tabitha House, an Austin addiction recovery facility, 500 N. Pine. As the day wore on, he joked with the voters and directed them to the polling place at Oak Park Township building.

“I love the energy, campaigning here,” Askew said. “I get to talk to people and get paid. [that person] can relate to me and I can relate to him.

Most voters who spoke to this newspaper said that they had no strong opinion on the judicial races. Dominick Foster, of Galewood, said that he researched the candidates a great deal, and he’s been following Taliaferro’s career since he was a police officer.

“I believe he’s qualified to be a judge,” he said. “He served well as an alderman of the 29th ward. He doesn’t have any scandals. I think he’s a man of integrity.”

Austin, said he’s known Davis since he was a Chicago alderman and has volunteered on his campaigns since that first congressional race in 1996. Evans said he didn’t think this most recent election would be so close.

“Usually, young people don’t vote,” he said. “So, I thought the senior citizens would have brought him in. I thought there would have been a much greater gap.”

Chicago Treasurer Melissa ConyearsErvin said she was confident that Davis would win, but added that the low voter turnout affected his margin of victory.

“It was just a very low turnout today and just about every race has been affected, because of that,” she said. “Because Congressman Davis is such a household name, he’s going to be fine, but this low voter turnout was tough.”

In addition to Collins, Davis faced a challenge from Denarvis Mendenhall, an Air Force veteran and compliance officer for the U.S. Food and Drug Administration.

Mendenhall had garnered about 2% of the vote, as of midnight Tuesday.

Collins, who also ran for the 7th District

congressional seat in 2020, was backed by a range of national organizations, including Indivisible, Justice Democrats and the National Organization for Women.

Davis secured endorsements from national politicians including President Joe Biden and U.S. House Speaker Nancy Pelosi, but Collins outspent him by nearly $140,000, according to campaign finance data from the Federal Elections Commission.

As with her campaign message last year, Collins ran as a fresh, more progressive alternative to the veteran Davis.

Forest Park Mayor Rory Hoskins, a Davis supporter who was at the congressman’s election night party, said he was discouraged about the response of some constituents to Davis’s campaign.

“A lot of people in Forest Park, they don’t say anything about Nancy Pelosi being in seniority,” he said. “She’s the congressman’s age and she’s been in Congress longer, but they want Davis to go.

“I took a friend of mine from Forest Park who supported Kina Collins to see Nancy Pelosi, when she came to see the congress-

man months ago. And this woman was very happy to see Nancy Pelosi, but her comment was, ‘I’m surprised she doesn’t have anything better to do than be here.’”

Tumia Rumero, Congressman Davis’s chief of staff said she wasn’t surprised that the election was so close, given the low turnout. She said internal polling had the congressman besting Collins by 20%, “but that was based on a higher turnout.”

She added that the low turnout may have been due, in part, to state officials pushing the election date back from March 15 to June 28.

“People thought that maybe they had already had the primary,” Rumero said.

In his remarks to supporters, Davis said he looks forward to helping Democrats stave off Republicans in the November midterm elections and is focusing on the Jan. 6 Commission investigation and the aftermath of the Supreme Court’s overturning of Roe v. Wade, among other issues.

“It’s been a hard fight, but the victory is sweet,” he said.

she wasn’t ready to declare victory until the final results are released, but if the current projections hold, she hopes that her qualifications were what made the difference.

As the results from the city came in Taliaferro was leading. The suburban results were delayed because some of the polling places opened late and had to stay open until 8 p.m., but, as the suburban results came in, Bhandari emerged as a clear leader. Meanwhile, Taliaferro’s edge in the city narrowed throughout the night. According to the preliminary results, Bhandari beat the alderman by 1,451 votes.

Bhandari said she was pleased with the way campaign panned out, describing Taliaferro as a “class act.”

“But the final results [do show I won], I’d say that I’m excited and thrilled to win the election,” Bhandari said. “I spoke to Ald. Taliaferro this morning. He ran a good campaign, and I wish him all best in his future endeavors.”

Taliaferro said that he conceded the race.

“Aileen ran a good race, and I congratulated her,” he said. “I think she’ll make a fine judge.”

Pritzker to call special session on reproductive rights Gov. Pritzker makes announcement hours after Supreme Court overturned Roe v. Wade

SPRINGFIELD – Gov. JB Pritzker will call a special session of the General Assembly in the coming weeks to focus on legislation to strengthen women’s access to abortion and other reproductive health services in Illinois.

Pritzker made that announcement June 24, just hours after the U.S. Supreme Court released an opinion overturning the landmark 1973 abortion rights case Roe v. Wade.

“We knew this day was coming,” Pritzker said at a hastily called news conference in Chicago. “The extremists on the Supreme Court have made an abhorrent decision, one rooted in partisanship, leaving an indelible stain on our nation.”

Pritzker had already been scheduled to hold a news conference Friday to highlight legislation he signed recently expanding access to medication that protects against HIV infection. But the Supreme Court’s decision, released shortly after 9 a.m., upended those plans and set off a flurry of reaction, both for and against the ruling.

“Today, Illinois Right to Life joins millions of Americans in celebrating the end of Roe v. Wade, the 1973 Supreme Court decision that has denied over 63 million preborn children their most fundamental right: life,” the Illinois Right to Life organization said in a statement. “With today’s ruling in Dobbs v. Jackson Women’s Health, states have regained the ability to protect preborn children and their mothers.”

Attorney General Kwame Raoul criticized the decision in a statement.

Illinois is among the states with laws already on the books protecting access to abortion. In 2018, the state adopted a law allowing public funding of abortion through its Medicaid program. And in 2019, lawmakers passed the sweeping Reproductive Health Act which, among other things, enshrines abortion access as a “fundamental right” in Illinois law.

Finally, during last year’s veto session, lawmakers passed a bill repealing the state’s Parental Notice of Abortion law, removing the last legal restriction on abortion in Illinois.

Friday’s Supreme Court decision will have no effect on those laws. In fact, Justice Brett Kavanaugh, in a concurring opinion, specifically pointed to Illinois and other states as being unaffected by the decision.

“Today’s decision therefore does not prevent the numerous States that readily allow abortion from continuing to readily allow abortion,” he wrote. “That includes, if they choose, the (friend of the court) States supporting the plaintiff in this Court: New York, California, Illinois, Maine, Massachusetts, Rhode Island, Vermont, Connect-

icut, New Jersey, Pennsylvania, Delaware, Maryland, Michigan, Wisconsin, Minnesota, New Mexico, Colorado, Nevada, Oregon, Washington, and Hawaii.”

But Illinois’ laws stand in stark contrast to those of some neighboring states that already had so-called “trigger laws” on the books that would either ban or severely restrict access to abortion upon reversal of Roe v. Wade.

“Let me make this explicit and clear to women throughout our state, throughout the Midwest and our nation – Illinois will be a safe haven for the exercise of your reproductive rights,” Pritzker said. “In Illinois, Roe v. Wade is still the law and it will remain the law as long as we have a pro-choice legislature and a pro-choice governor.”

It wasn’t immediately clear what types of legislation lawmakers would pursue in a special session.

One that is likely to come up, though, is House Bill 1464, which prohibits state regulators from revoking or suspending the license of a health care provider solely because they were sanctioned in another state for performing abortions. That measure passed the House this year but requires action in the state Senate.

Senate Republican Leader Dan McConchie, of Hawthorn Woods, suggested in a news release that Democrats may also try to pass legislation to offer public funding for out-of-state residents to receive abortion services in Illinois.

“Right now, Illinoisans can already get an abortion in all nine months of pregnancy for any reason and use taxpayer dollars to pay for it. But that’s not enough,” he said. “Now, they want us to help pay for out-of-state residents to travel to Illinois to receive abortions and even allow non-physicians here to perform them.”

The Supreme Court’s decision is also certain to cause political fallout in Illinois because it came just four days before the state’s June 28 primary elections, and it is certain to be a top-tier issue going into the Nov. 8 general elections.

“For this primary on Tuesday and November’s general election, game on. This is on the ballot,” Sen. Christina Pacione-Zayas, D-Chicago, said at the news conference.

Savion Mitchell, Prosser grad and aspiring manufacturer, talks preparing for future success

Savion Mitchell is an Austin resident and recent high school graduate with plans for college. The young man never thought that he would enjoy school, nevertheless pursue a higher education. As graduation season has come and gone, Mitchell is one of the local youth whose plans for the future now include pursuing a higher education.

His perspective on school and his life was changed once he entered the Chicago Public School’s Youth Apprenticeship program where he was placed in an engineering job.

Intended to create pipelines to higher education, Mitchell’s story reflects the program’s hope to give students a glimpse into what a career in a particular field may look like and provide support for them on the pathway to that career. Mitchell took some time from his class to share his story.

In the beginning of the year senioritis was really kicking in and I wanted to procrastinate on my schoolwork. Once I got into the program I got my grades together. My grades are better than they ever were before I got into the program.

This program made me realize there’s no time to waste. I’ve realized that my potential has no limit. I’m looking forward to exceeding my own expectations when I go on to college.

On how he got into the program Ms. Richard was literally going around asking kids if they want to join the work-study program. What caught my ear was when she said students in the program got to leave school early, so I applied. I was apprehensive at first, because there were lots of rounds of interviews. It was the first time I had to do an interview for anything, but it was a cool learning experience. I must have done good because I got in!

I like to work and get my hands dirty, but I never knew there were so many [career] paths in the trades. There are some really good jobs where you make really good money.

I wanted to be guaranteed a good job, so that’s

Before this program I had a middle school mentality. I was bullied a lot in school and was just distracted by that. I used to only be concerned with basketball. That’s it. I only did enough schoolwork to just scrape by. This program allowed me to challenge myself mentally and change my point of view.

It’s an excellent program. Not to gas it, but I want them to expand to reach more people in the Black and Brown community.

It prepares you for real life. On a regular day it takes me about an hour and a half to get there [to work]. I do standard work setup and work with the guys on the floor. They really help me improve my skills, which is great. I work best when I’m working hands on so they show me how to use the machines and tools, which I love. They show me how to change and maintain the tooling. I usually start at 4 p.m. and leave at 7 p.m.

I’m going to college six weeks early. I’ll continue to work at my current job site downtown.The program that I’m in [at Daley College] put together a whole schedule for me and helped chart out my courses. They gave me a plan to follow and laid everything out for me to see. I loved that and it just felt like a place where I’d get great support.

Advice to younger students Life can fly by. Put the work in now to set yourself up for success in the future. All the chilling is temporary. Things that seem so important now probably won’t be in a few years. Have fun but also think about your future. Change your mindset. Change your definition of pressure.

The Illinois Family Relief Plan, which was approved by state lawmakers in April, went into effect July 1.

The relief measure provides roughly $2 billion in gas tax, grocery tax and property tax relief for Illinois residents as inflation reaches record highs. In May, the annual inflation rate reached 8.6%, the highest level since 1981, according to the Bureau of Labor Statistics.

In a recent statement announcing the tax relief, Illinois House Speaker Emanuel “Chris” Welch (7th) said the plan “helps to ease inflationary pressures felt by families across this state at a time they need it most.”

Welch added that the state’s six credit upgrades, a reduction in backlog bills and an increased rainy day fund puts the state in a position to provide the relief.

In the statement, the Speaker’s office broke down the key benefits in the relief package.

“Groceries: The state’s 1% sales tax on groceries will be suspended July 1 through June 30, 2023, saving consumers $400 million.

“Gas: The state’s normally scheduled increase in the motor fuel tax will be delayed from July 1 to January 2023, saving consumers $70 million.

“School supplies: Sales taxes for qualified clothing and school-related items will

The relief package also “permanently expands the state’s earned income tax credit from 18% to 20% of the federal credit, while expanding the number of households covered. This puts an additional $100 million per year back into the pockets of working families who need it the most,” Welch said.

In addition to the tax relief aspects of the package, property tax rebates up to $300 will be issued for those homeowners who qualify for them and residents who made less than $200,000 in 2021 will receive $50 income tax rebates. Couples filing jointly who made less than $400,000 will receive $100.

Tax filers will also get $100 per dependent they claimed on their 2021 taxes, up to three dependents, Welch stated.

“These rebates will be automatically issued to an estimated 6.2 million taxpayers who qualify under the Family Relief Plan based on information included in their 2021 tax returns,” the Speaker explained.

“These rebates are expected to be sent beginning in mid-September. Eligible taxpayers who did not file their 2021 IL-1040 individual income tax returns but want to claim the rebates, can do so. The Department of Revenue will provide an online submission form at www.tax.illinois.gov.”

New Austin chamber head has plans for organization Khalilah Johnson to lead the revitalized local business advocacy organization

When Crystal Dyer, owner of Gone Again Travel & Tours travel agency, 5940 W. Chicago Ave., joined the Austin Chamber of Commerce Board of Directors in March 2021, the organization lost its city funding due to inactivity, the board was down to four members and one of the board members, Tina Augustus, was filling in as an interim executive director.

Since then, the chamber has expanded the board, hired a brand-new executive director, Khalilah Johnson, and is trying to get the city funding back. Chamber officials agree that the organization hasn’t been as active in the community as they should, and they want to try to do better.

They plan to do more regular networking events, improve marketing, help businesses apply for state grants and get certified as minority-owned businesses, which would open up contracting opportunities. Johnson said that she believes that, while the chamber alone can’t solve the structural issues affecting Austin businesses, she believes that supporting them and working with as many area organizations as possible would move the community forward.

Dyer said the chamber had not had a permanent executive director since Amara Enyia stepped down in 2019 after an unsuccessful campaign for mayor. By 2021, two board members had retired, leaving only three members: Dyer, Ed Coleman and Anthony Scott.

It was clear to them that something had to be done.

“The Austin chamber shouldn’t be just fluff, but really help the businesses grow” Dyer said. “And the chamber should be a catalyst for the community, so that there is a foundation for it to thrive.”

The board’s first priority was to bring on more board members who are “educated business leaders in their own fields.” In November 2021, they brought on eight board members, six of whom have stuck around.

They include Brad Cummings, publisher of the Voice Newspapers.

After Augustus left the chamber in January

to form her own organization, the Chicago West Side Chamber of Commerce, Johnson rose from a group of about five candidates as the person to replace Augustus. Johnson has master’s degrees in business and marketing, and has worked for Chicago Public Schools and the Chicago Transit Authority as a program development specialist.

Johnson said she was asked to apply for the director position by members of the chamber. Her family owns DLV Printing Service, an Austin screen-printing company at 5825 W. Corcoran Place, so she’s no stranger to the neighborhood’s business community.

On June 20, the chamber held a “Launch and Learn” event at L May Creations, 5936 W. Chicago Ave., to give area businesspeople a chance to meet Johnson and network.

Catherine Okoroh, a vice president of mortgage lending for Guaranteed Rate, said she met Johnson a few years ago and was impressed with how much Johnson talked about how she wants to better Austin.

“You’re the perfect person [for the position], because you care so much and you have no other motive,” Okoroh told Johnson at the June 20 event.

Dyer said the chamber is currently in the process of trying to get some city funding back, which could happen by 2023. In the meantime, she said that they are trying to be more proactive in their assistance to Austin businesses.

“Right now, we are in full force, with the new board and the new executive director,” Dyer said. “We have two employees, navigators, who are fully trained to answer their questions and direct them to the resources they need.”

The chamber is working with the Illinois Department of Economic Development and West Side Forward to hold business development workshops.

“We want to give [businesses and entrepreneurs] actual tools, instead of being just another organization with meetings,” Dyer said. “We’re going to give them critical tools to be great.”

Johnson said that the organization has been reaching out to business owners to identify their most pressing challenges and have found that access to capital and the need for physical spaces to operate are major issues.

“Let’s put the needs of community, the needs of the business owners first, and everything else will follow,” Johnson said.

3 boys killed in West Humboldt Park fire were trapped, officials say

Fire Department spokesperson said the boys’ mother, who suffered burns, managed to escape through a window

The three boys killed in a West Humboldt Park fire June 25 were trapped in the family’s basement apartment as the blaze engulfed their home, unable to get out because the apartment’s only exit was blocked by smoke and flames, officials said.

The boys’ mother managed to escape through a window, but the boys were stuck in the apartment, inhaling deadly smoke, until firefighters got to them, Fire Department spokesman Larry Langford said.

Jayden Cruz, 6, and Angel Rodriguez, 11, died of their injuries Monday, officials confirmed. Axel Cruz, 4, died early Sunday, fire officials said. A fourth child is hospitalized in “extremely critical” condition, Langford said.

The boys’ mother and a man believed to be her boyfriend were also hospitalized. Langford couldn’t provide an update on the two adults’ conditions, but said the mother suffered from facial burns and smoke inhalation.

“From the looks of mom’s injuries, she probably made an attempt to get the kids out, but was literally burned in the process,” Langford said.

The fire struck the family’s garden apartment in the 4000 block of West Potomac Avenue. Firefighters responded just after midnight, pulling the children from the burning building and performing CPR on them in the parkway outside the apartment building.

Crews entered from the side of the building and broke basement windows to get the children out because there was “only one way out,” fire officials said. All four kids were in full cardiac arrest, officials said.

“Our response time was about three minutes. If they called right away, it would probably be three to four minutes in that smoke, which is a long time to be breathing in smoke,” Langford said.

The boys’ mother and her boyfriend were outside the apartment building when firefighters arrived.
