Call for city to free up rainy-day funds, look for long-term solutions

The Leaders Network, a collaborative of West Side faith and community leaders, is urging the City of Chicago and the State of Illinois to investigate the Metropolitan Water Reclamation District of Greater Chicago’s (MWRD) handling of the July 2-3 flooding, make sure all affected West Siders are compensated for the flood damage and work on longer-term solutions to make sure that, the next time the West Side faces this much rainfall, it won’t be as damaging Two weeks after the west and southwest sides of Chicago and the western suburbs got as much as 8 to 9 inches of water, the flood damage remains a pressing concern as the water created mold, damaged personal belongings and, in some cases, damaged boilers, leaving some households without hot water.

On July 11, Gov. J.B. Pritzker issued a disaster proclamation for all of Cook County and several downstate counties impacted by flooding, allowing state agencies to send resources to the affected areas. A state disaster declaration is a prerequisite to a federal disaster declaration, which could send Federal Emergency Management Agency (FEMA) funding to the West Side Leaders Network heads said that, while they welcomed a state disaster declaration, they wanted to see more

Chicago SummerDance brings a neighborhood party to Austin Town Hall

On Wednesday, Aug. 2, Austin residents will see the park adjacent to Austin Town Hall, 5610 W. Lake St., turn into a lively dance floor for people of all ages practicing their best line dance steps.

ty as being a true summertime experience that feels like gathering with friends in the backyard for a barbecue,” said John Rich, theater and dance coordinator for the city’s Department of Cultural Af fairs and Special Events. This year, Front Porch Arts Center partnered with DCASE to create Austin’s SummerDance event, inviting Austin residents to get moving and dancing.

“Line dancing is the way that everybody can participate. You learn the dance as the music is playing,” Rich said. Starting at 4:30 p.m., attendees can participate in creative activities for all ages, including yard games. Attendees are also invited to paint on panels that will be used to create

“They’re still free dance lessons and there’s live music or a DJ but it has more of a neighborhood party vibe, or a small pop-up festival vibe,” Rich said. “And it was really key in that moment to think about co-creating these projects with neighborhood partners.”

Chicago SummerDance neighborhood events are an open invitation for families and people of all ages to lear n from professional dancers, listen to live music, celebrate their culture, meet their neighbors, enjoy creative activities and visit their local parks.

“Everyone is welcome regardless of how you think about yourself as a dancer,” Rich said. “It’s really a neighborhood party with dance. And we want everybody to dance, we want everybody to experience the joy from dance, but you don’t have to dance to come to the party.”

Want to improve public safety? Beat facilitators needed

Apply to become a liaison between community, business and police

The Chicago Police Department is calling on residents to become beat facilitators of their districts. Through the motto “Stand Up and Speak Out Chicago,” the department calls on community residents and business owners to work with the police to improve public safety in their areas Beat facilitators are residents or business owners of a specific police beat who volunteer to be the liaison between the community and the police. They work closely with each district’s office of community policing, also known as Chicago Alternative Policing Strategy to co-chair and help facilitate beat meetings. Beat facilitators re present the residents’ interests, identify community needs and communicate with residents, business owners and police of ficers in their beat. Thus, beat facilitators often reside or work in the beat they re present.

“We want to start Austin as [a community where] I’m not running the beat meetings, the community is,” said Sgt. Edgar Brown of the 15th Chicago Police District at a community policing faith-based meeting last week. “In my mind, I should n’t be running the beat meeting. I should be there to listen.”

To effectively organize its presence citywide, the Chicago Police Department has determined geographic and jurisdictional divisions that officers are assigned to patrol, also known as beats. Several beats make up a police district, led by a District Commander. The Austin neighborhood is covered by two police districts, the 15th Chicago Police District and the 25th Chicago Police District. Both districts regularly organize beat meetings to hear residents’ concerns and engage with community members through their corresponding community policing office. At beat meetings, beat facilitators help

facilitate the conversation, bring up issues and concerns that beat residents have and share resources. The goal is to inform police of the areas that residents have identified as priorities and learn about the efforts and strategies of the police department.

“Beat facilitators bring people together to discuss the issues, we help put what the community is asking for together, whatever stats you wanna see,” Brown said, adding the beat meetings are opportunities for residents to ask about the public safety trends and statistics in their beats.

As head of the 15th District Chicago Alternative Policing Strategy office, Brown works closely with Austin community members to address their concerns and implement programs that specifically address certain community groups’ needs, such as youth, faith leaders and senior citizens. As part of the CAPS office, less than a dozen police officers are assigned to specific duties. There is an officer assigned to domestic violence cases, helping connect victims with service providers and

addressing specific safety concerns, an officer assigned to maintain relationships with business owners and faith leaders, an officer assigned to address the needs of youth, an officer assigned to serve senior citizens, an officer assigned to be the block club liaison, and a couple of officers tasked to serve residents and youth more broadly Together, they build relationships with residents, facilitate resources and partner to keep residents infor med and engaged. The long-term goal is to increase trust and accountability between police officers and community members.

To become a beat facilitator, residents complete a written application, participate in a personal interview with the District Commander and undergo a personal background investigation. Beat facilitators commit to voluntarily co-chair beat meetings and fulfill their duties as beat facilitators. All beat facilitators receive training from the Chicago Police Department.

A House in Austin honors lives of generous Oak Park couple

Tom Johnson and Leslie Ann Jones will be memorialized with the planting of a tree and a room dedication

It’s been three years since Tom Johnson and Leslie Ann Jones were found murdered in their Oak Park home during the height of the COVID-19 lockdown, but their friends and family continue to find ways to honor the beloved and brilliant married couple by supporting causes that were near and dear to their hearts in life.

One such cause – ensuring children have loving, stable families – is the mission of the non-profit A House in Austin, the beneficiary of a new memorial for Johnson and Jones. In a ceremony July 22, a tree will be planted, and a room renamed in the couple’s honor at the non-profit’s Austin headquar ters at 533 N. Pine Ave.

The tree itself is a personal gift to the non-profit from the couple’s longtime friend John Tuhey, who chose to plant a dogwood in the front yard of a House in Austin. The arboreal specimen was selected to be viewed as a sign of renewal and

growth, not a symbol of the loss, which resonated with the non-profit’s leadership while also reflecting Johnson and Jones’s dreams for Chicago’s Austin neighborhood.

“Every year it will bloom, and we will be reminded of the couple and how much they cared about the Austin community, wanting to see it so much better than it currently is,” said Lynette Kelly-Bell, co-executive director of A House in Austin.

The tree will be covered in pink blossoms come spring, coinciding with the April 13 anniversary of Johnson’s and Jones’s deaths, which are still under investigation by the Oak Park Police Department. Tuhey wanted something beautiful and uplifting to mark that somber occasion.

“It flowers every year in spring, right around the time that they passed,” he said.

Tuhey, along with his wife Lisa, organized a wider gift to A House in Austin with the blessings of the couple’s sons. The agency’s parent education room is being renamed the “Fair Oaks Room” after Fair Oaks Avenue, the street Johnson and Jones lived on. The room is inte gral in the services the agency provides to its clients, serving as the location of the weekly parent chat and parent café support sessions. It’s also a space just for parents to carry out tasks that they might not be able to do elsewhere.

“Parents use the space individually to hang out, complete school assignments, secure employment through the use of our laptops,” said Kelly-Bell.

The room is connected to the non-profit’s kitchen, so it’s also used as the site of the non-profit’s healthy cooking classes. Parents often use it to meal prep before heading home.

Not directly naming the room after Johnson and Jones was an express wish of their children, according to Tuhey. The couple, despite their prolific law careers and long history of volunteer work, were humble and unassuming. Everyone involved believed the couple would not want their names to overshadow that of the organization’s and the work it does. Their names are only featured on the invitations to the upcoming ceremony in the hopes that they will draw in greater publicity and revenue for A House in Austin.

“They want A House in Austin to benefit from this gift,” Tuhey said of the sons Johnson and Jones did not have a connection to A House in Austin during their lives, but it was chosen as the beneficiary by their sons, one of whom volunteered with the organization in the past.

During their lives, Johnson and Jones fostered children through Hephzibah Children’s Association. Jones, who was also extremely passionate about public art in communities, spent several years on Hephzibah’s board of directors. Hephizbah’s

Both organizations received much attention following the couple’s passing and their sons wished to see the same level of consideration paid to A House in Austin, a local agency equally deserving that provides services for the benefit of the community, according to Tuhey. Charlie Johnson, one of the couple’s sons, told Wednesday Jour nal he and his brothers are “thrilled” with the work the non-profit does

“Providing support to young families is something our parents were very passionate about because investments in early life development produce even more well-rounded people,” said Johnson. “Especially in communities on Chicago’s West Side which have historically faced multiple systematic disadvantages.”

A House in Austin’s mission is to empower parents to address the cognitive, physical, social and emotional wellbeing of their children through programming that strengthens the family unit. It also provides education, assistance and childcare, as well as access to a kitchen and a laundry room, where clients can use washers and dryers free of charge

“It touches directly to people,” said Tuhey, just as Johnson and Jones directly touched the lives of so many people who knew and loved them.

A play written and performed by men in prison hopes to change state’s parole laws

Theatre Y worked with 12 men at Stateville Correctional Center to create the play

On July 18, 12 men shared their stories and danced their lives in an exclusive performance at the Stateville Correctional Center that invited lawmakers to reevaluate the parole system in Illinois. The men took the stage after a year of brainstorming, scriptwriting, rehearsing and preparing for a performance within the prison’s walls in partnership with Theatre Y.

“We have 5,000 people in Illinois buried alive,” Theatre Y’s artistic director, Melissa Lorraine, told the Austin Weekly News. In the state, people serving certain life sentences have no parole option as the state abolished traditional parole in 1978. Cu rently, about 5,000 people in prison are serving natural life sentences.

“It doesn’t matter how they serve their time; it doesn’t matter how many de grees they get -- and I work with men who have multiple master’s de grees. It’s irrelevant and immaterial.”

The play, titled “Not To Be,” is part of the work that Theatre Y does to serve men serving extreme sentences at the Stateville Co rectional Center near Joliet. It was written and performed by 12 men serving extreme life sentences who will not be released from prison despite their accomplishments Among them are, completing an education, record of good behavior and starting a nonprofit from inside the prison to advocate fo reinstating the parole system in Illinois.

Since 2018, the Lawndale-based theater incubator has brought arts to prison as part of a journey of healing, rehabilitation and activism to reinstate the parole system in Illinois. Theatre Y’s Prison Think Tank is the result of Lorraine’s commitment to bringing healing to people impacted by trauma, a “real burden of care” she felt after she embarked on her own healing journey after surviving a violent crime in 2017. To heal from post-traumatic stress disorder caused by the event, Lorraine attended a movement therapy boot camp in Serbia, one that was key in her healing and recovery but is often inaccessible to most people impacted by trauma.

“At first it seemed like I should offer it to other women. But then, based on everything I had learned about trauma, I really felt like the trauma of the harmed party is acknowledged by society and the trauma of the responsible party is almost never acknowledged.”

To participate in the healing of the responsible party and overcome her own fear of men, caused by the trauma incident she went through, Lorraine decided to offer movement therapy for trauma rehabilitation to people who are incarcerated.

“I did not, at the time, have any idea how much they would participate in my healing journey; how much I would need them for the full recovery,” she said. “But they really climbed in and became some of the most extraordinary friendships I’ve ever had.”

From the beginning of her work in prison, she became an advocate and ally for the men she works with, who also run the nonprofit “Parole Illinois” to advocate for the passage of a bill known as the Earned Reentry Bill. The bill would create a safe and fair mechanism to evaluate people with long sentences for early release from prison. As legislators often point to victims as the people who want to keep people in prison, Lorraine has often testified in front of legislators as “a quote/unquote victim that does not want to throw away the key.” Yet, the 12 men she worked with on “Not To Be” invited her to take a further leap of faith and co-create a piece of art that could change people’s minds.

The idea for the pl ay was to perfor m it at the prison and film it with the help of cinematographers Justin T. Jones and Karl Soderstrom. In the film, that Theater Y hopes to distribute as broadly as possible, viewers are in for a surprise.

“We can conceal the fact that they are incarcerated for a portion of the film until after they fall in love with the men, and then realize that, unfortunately, you’ll never have the privilege of knowing this person with our current laws because they will never be released.”

The script was co-developed by Lorraine and the group of 12 men, who anered some of the “36 Questions that Lead to Love” and weaved together their wers in a dialogue where each of the 12 men “speaks their own words the whole time.”

“We really sidestep the question of incarceration or their original crime altogether and just meet them as souls in world who have been disre garded entirely,” Lorraine said.

While the end goal of the performance is to bring change, the process has also been an experience of change, healing and growth for each of the men who have decided to share their story, one that is often judged as unforgivable by lawmakers and the public alike.

One of the challenges in the performance is that every man must do a “fiveminute life dance,” described by Lorraine as five minutes on stage where every person must physically embody their journey of life through movement. This process is challenging for some, natural for others and an active process of reflection and healing for all, she said.

“Some of them even said how do you expect me to dance 10 years in solitary confinement?”

In the process, some realized that “to dance your life is an active abolition act” and that the resistance that they feel is surrendering to the message that “they don’t have a life,” she said. But then, they realized that if they are interested in seeing their inmates’ life dance, then their own lives matter.

“Art is really the way to move public opinion,” Lorraine said.

from the city and the state. They argued the city hasn’t shown as much urgency to help residents as it should have, and they were determined to make sure the city follows through on any promises it makes. The Leaders Network argued the city had to investigate the possibility that MWRD held of f releasing water into Lake Michigan to spare the NASCAR street race happening near the lakefront at the time – a charge the district previously denied.

On July 2, MWRD didn’t reverse the flow of the Chicago River, sending some water into Lake Michigan, until that afternoon – by which point, many basements were already flooded. A number of Austin residents at public meetings and on social media said they felt that MWRD held of f to spare downtown and the North Side neighborhoods. In a press release issued shortly after the flooding, the district insisted that it tried to avoid the “tsunami effect” that would damage all the lakeshore neighborhoods – including the majority-Black South

Side neighborhoods.

Heads of the Leaders Network stopped short of saying they necessarily believed that – but they thought the possibility was worth investigating.

“We sent a letter to the Chicago City Council demanding an investigation, because many people were concerned that the West Side was sacrificed to save the NASCAR race,” said Rev. Ira Acree, Leaders Network co-chair.

“We simply want to know, as Chicagoans, what happened that day, why the decisions were made that day, and what led to the massive flooding,” said Leaders Network President David Cherry. “We need Chicago City Council to conduct hearings, and call people in, and call everybody, to have some [conversations].”

Cherry drew a contrast between “NASCAR racing through the streets” and “people on the West Side racing to save their lives.”

“People were swimming from the cars that were flooded in the viaducts, and they were in the race against time to get stuf f out of their basements,” he said. “In some cases, they were trying to save elderly residents who were living in the basements.”

There is a precedent for the City Council holding hearings about gover nment bodies that aren’t directly part of the city govern-

ment, such as the Chicago Transit Authority, Chicago Park District and Chicago Public Schools district. The difference is that, while those bodies are gover ned by boards that are either wholly or partially appointed by Chicago mayors, the MWRD board of commissioners is elected by voters.

“There were several testimonies, quite gut-wrenching testimonies about people losing [their belongings],” he said.

Acree described the meeting as “very tense and contentious,” and said that, at one point, Harmon stepped out of the room to call Pritzker to urge him to do something The senate president heard back from Pritzker about the emergency declaration later during the meeting, which, Acree said, improved the mood considerably. But he and Cherry said the Leaders Network will keep an eye on the situation and try to make sure the residents get the aid they’re entitled to.

“One of the things we need to be vigilant

about, is that there isn’t bureaucracy and red tape getting in the way of people who need it most,” Cherry said.

Pritzker’s disaster declaration explicitly waives some, but not all, state regulatory requirements that might slow down the process.

Leaders Network isn’t letting the city off the hook, either,

“Mayor Brandon Johnson should hold a vote in the city council regarding the release of some of the rainy-day fund money,” Acree said. “There’s [several] millions of dollars in the rainy-day fund, and what did we have in early July? A rainy day. It’s not rocket science.”

“We need all of our public officials, at the city, county and federal level to really show concern for the West Side,” Cherry said. “West Side residents are proud people who worked hard to obtain their homes, to beautify their homes, to make lives for themselves and their families, and [those] proud people right now need the support from the elected officials. It is critical that our public officials have utmost regard and urgency and give support for the West Side residents This flooding took place on July 2, that was 12 days ago [as of July 14], and the fact that people are trying to get help after 12 days, two weeks, that is unacceptable.”

Rev. Acree’s thoughts on Jesse Jackson’s retirement

It’s been my greatest pleasure to sit at the feet of one of Dr. King’s top protégés and learn how to be an effective civil rights advocate. I was privileged to serve as the Rainbow Push west president in the early 2000s. Even in Rev. Jackson’s retirement his legacy continues through the scores of ministers that he taught how to use their pulpits to shape public policy.

He’s personally invested so much in me, and I owe him a great debt of gratitude. I learned my relentless work ethic from this civil rights icon! I’ve traveled across the country with him, and I’ve witnessed him wake up at the crack of dawn reading newspapers from all across America. No one can analyze the issues of the day quite like him. Even today his body may be on the decline, but his mind is still razor sharp.

I personally want to thank him for teaching me a priceless principle, that regardless of the magnitude of the blows and hits you

take in life, that the ground is no place for a champion.

Few people in history can come close to matching the arc of Rev. Jackson’s life

From sit-ins in the early 1960s; to marching with Dr. King in Chicago and being with him when was assassinated in 1968; to his aggressive campaigning to elect Harold Washington as Chicago’s first Black mayor; to his own campaigns for president of the United States in 1984 and 1988 and for always being on the front lines of history. No one has registered more voters, no one has worked with more civil rights leaders and no private citizen has had more success with negotiating the release of American hostages from hostile territories than Rev. Jesse Louis Jackson Sr

A new school year starts on Au g. 21 fo r Chicago Public School students. To help Austin f amilies g et their k ids ready fo r school, Loretto Hospital, 645 S. Central Ave., offers free immunizations and physical exams for underinsured and uninsured Austin families

“Our children are the future of this community,” Tesa Anewishki, president and CEO of Loretto Hospital, said in a press release. “The ability to access required back-toschool physicals and immunizations should not be a barrier to their success.”

Under state mandate, students must present proof of required immunizations and physical exams upon enrollment or before Oct. 15. From July through September, Loretto Hospital offers free back-to-school immunizations and physical exams for Austin families living within the following ZIP codes: 60651, 60644, 60624, 60623 and 60612. Same-day and walk-in appointments are

available. Loretto of fers all required immunizations, except for polio. For additional information, call 833-TLH-LOVE.

Additionally, Austin residents will be able to access other free health evaluations at community events and locations throughout Austin. During the months of July, August and September, Loretto Hospital will participate in community events.
