New affordable housing comes to East Garfield Park The Harvest Homes Affordable Housing is the first development of its kind in decades, say officials By MICHAEL ROMAIN Editor
A new 36-unit affordable housing complex opened on July 30 in East Garfield Park. The Harvest Homes Affordable Housing development, at 3512-46 W. Fifth Ave., comprises four, three story buildings that were constructed at a cost of $14.1 million. Construction started in 2015 on what was formerly a vacant lot. Mayor Rahm Emanuel and Ald. Jason Ervin (28th) were among city officials and community leaders on hand at last Sunday’s grand opening ceremony, according to a statement released by the mayor’s office. “Harvest Homes demonstrate the city’s strong commitment to the development of affordable and high-quality housing options for neighborhood residents, Emanuel said. “I want to thank the many partners who came together to make this project a reality.” The housing complex, which was developed by People’s Community Development Association of Chicago Inc. and The NHP Foundation. According to a statement released by PCDAC, Harvest Homes is the first new affordable housing complex built in East Garfield Park in three decades. See AFFORDABLE HOUSING on page 4

After beating breast cancer eight years ago Barbara Bates, a Chicago fashion designer, has since made helping black and Latino
women fight breast cancer a personal goal. Since 2014 the 62-year-old North Lawndale resident has sponsored the Walk Where You Live 5K Run/Walk to raise money for the Barbara Bates Foundation Women’s Imaging Center at Mt. Sinai Hospital, 1500 S. Fairfield Ave. The annual event starts at 8:30 a.m. on Saturday, Aug. 19 at Douglas Park, 1401 S. Sacramento Drive. Online registration is available for $50 at barbarbatesfoundation.org and participants must arrive by 7:30 a.m. In 2016, about 300 people participated in the run, according to Bates, who added she

expects attendance to be higher this year. “It rained last year so attendance was low but this year, if the weather cooperates, I am hoping for a much bigger crowd,” said Bates, who lives across the street from Mt. Sinai. “Thanks to sponsors, I was able to donate $15,000 to Mt. Sugary drink lawsuit tossed
A Cook County judge on July 28 dismissed a lawsuit brought by the Illinois Retail Merchants Association (IRMA) aimed at stopping a one-cent-per-ounce tax on sugary beverages. The tax will go into effect on Aug. 2, according to a press release from Cook County Board President Toni Preckwinkle. The ruling, announced Friday afternoon, comes about a month after the new tax, passed in November 2016, was to be implemented. Friday’s decision is the latest twist in a weeks-long legal battle. The IRMA filed a temporary restraining order on June 27, arguing the tax violated the Illinois Constitution and was too vague. A Cook County Circuit Court granted the order on June 30. A subsequent appeal by the county was dismissed on July 10. “We are disappointed with today’s ruling,” Rob Karr, president and CEO of IRMA, said in a press release. “We are exploring all legal options.” “We believed all along that our ordinance was carefully drafted and met pertinent constitutional tests,” Preckwinkle said in the Cook County press release. “The delay in implementing the tax caused by the merchants’ lawsuit forced us to put into motion cost-saving measures to cope with this revenue loss, which currently is at least $17 million. Until we are able to fully implement and collect revenues from this tax, we will continue to review our financial position and make ad-
justments accordingly.” Preckwinkle went on to say retailers should have been prepared for the tax, which passed in November 2016. The statement did not acknowledge the multiple clarifications the county has issued since its passage. When asked by the Review in an email if the IRMA plans to appeal the ruling, Ryan McLaughlin, an IRMA spokesperson, wrote “Our statement speaks of itself.” In a statement released on July 28, Cook County Commissioner Richard Boykin (1st), who voted against the tax and whose district includes large parts of the West Side, said that, “given today’s dismissal of the lawsuit against the Sweetened Beverage Tax, there is now nothing to prevent President Preckwinkle from rescinding layoff notices and choosing to collaborate, rather than intimidate, when it comes to our budget process going forward.”

Harvest Homes, which includes units that range from two- to four-bedroom apartments, is open to residents who earn up to 60 percent of area median income, according to the city’s statement. That translates to between $22,000 and $60,000 in annual household income, according to PCDAC’s website. “This project will bring modern and affordable housing to East Garfield Park,” said Er-
vin. “By investing in new housing and amenities for our residents we can build a strong future for the West Side and all of Chicago.” Richard Burns, the CEO and president of NHPF, said that East Garfield Park “is a remarkable component of the revitalization of Chicago’s West Side.” “Replacing vacant lots with safe, quality housing not only attracts new residents, but strengthens the sense of community in the neighborhood as well. With quick access to the Garfield Park Conservatory and expressway, the neighborhood is becoming an attractive place to relocate for those seeking affordable housing in Chicago.” The mayor’s statement explained that the new project included $1 million in Tax Increment Financing (TIF) support and around “$1.4 million in low-income housing and donation tax credits that generated $12.7 million in equity for the project. Other funding sources include a grant from the Federal Home Loan Bank and a private mortgage loan,” the city explained.

West Side nonprofit gets $4.5M grant The Safer Foundation will use the money to help the formerly incarcerated find work By TERRY DEAN AustinTalks
The West Side’s Safer Foundation is receiving a $4.5 million federal grant to help formerly incarcerated individuals find work. In all, the U.S. Department of Labor awarded about $73 million to 32 nonprofits nationwide, including to North Lawndalebased Safer Foundation. “We know that private sector employment breaks the cycle of recidivism, and reducing recidivism is reducing crime,” Victor Dickson, the foundation’s CEO, said earlier this month at a press conference announcing the grant. The federal grants target communities with high crime and poverty rates, according to the Labor Department. Dickson said his organization will use the money to expand its existing programs, which includes job training, education and employment placement. The grant is not only a welcome sign to organizations but the former inmates they serve, said U.S. Rep. Danny Davis, a sponsor of federal “Second Chance” legislation that helps former inmates re-enter society. Unemployment, crime and poverty rates remain high in North Lawndale and other West Side communities where most of the state’s inmates return upon release, the Austin congressman said. Some 30,000 inmates are released from state prisons each year, with nearly half returning to the city of Chicago, according to Illinois Department of Corrections data. In 2014, the department reported that most of
those inmates returned to zip codes on the South and West sides. And they’re often returning to communities where little has changed in terms poverty and crime. North Lawndale and Austin have a 19 and 21 percent unemployment rate respectively, according to data from the city. West Garfield’s is among the highest in the city at 25 percent; East Garfield’s is 16 percent. Those communities have also racked up 95 of the city’s roughly 400 homicides so far this year, according to police data compiled by Chicago Tribune. “We’re not saying the grant will cure all of these ills,” Davis said. “But it will keep [former inmates] from going back. You will learn how to live and become an asset to that community rather than a burden.” The Safer Foundation announced the grant award July 16 at its Adult Transition Center, 2839 W. Fillmore, which is one of two work release centers serving roughly 500 inmates who have two years left on their sentences. “Our goal,” Dickson said, “is to provide them with a comprehensive set of services to reconnect them with their families and prepare them for employment.” CONTACT: austintalks.org@gmail.com

Douglass to open next year but long-term fate uncertain The high school’s budget may depend on Springfield

Douglass Academy High School will be open this fall, but its long-term fate remains uncertain. While its enrollment continues to decline, it is expected to receive more than 100 students—enough to keep it open for at least another school year. But beyond that, its future will depend on how many students will actually wind up staying enrolled, which Chicago Public Schools won’t know until later this fall. There is also the question of funding. Because its enrollment declined, its budget has been cut. If Illinois Governor Bruce Rauner vetoes the portion of this year’s education funding and the Illinois General Assembly fails to override it, Douglass may get even less than that. Douglass High School started out as a middle school, but it was converted into a high school in 2007, as part of the Renaissance 2010 plan. As part of the same plan, Austin High School was closed and its campus became home VOISE Academy magnet school and two charter schools—Austin Polytechnical Academy and Austin Entrepreneurship & Business Academy. Over the last few years, Douglass saw continuous drops in enrollment. In 2015, the Austin Community Action Council, an organization made up on community members, CPS teachers and staff, and parents, proposed turning Austin High School back into a neighborhood school and keeping Douglass High School open so long as its enrollment doesn’t dip below 270. Since then, CPS approved the first part of the plan, and Douglass’ enrollment threshold was lowered to 100. During the 2016-2017 school year, the school had 151 students. According to the 2017-2018 school budgets, Douglass is expected to have 132 students – enough for it to say open this year. And because CPS bases each school’s budget on the number of the students expected to attend, Douglass is getting $1,574,190—$374,142 less than last school year. Long-time Austin community activist Cata Truss, whose husband, Dwayne Truss, sits on the Austin Community Action Council, said that she isn’t sure what would happen beyond that. “Right now, they are still trying to get the students they need,” she said. “They won’t really know until November.” Because CPS makes school budgets based on the number of the students expected to attend, Douglass is getting $1,574,190 $374,142 less than last school year. STILL ON THE BRINK: Douglass Academy High School in Austin will open next year, but it’s long-term future is still precarious. assumption that Illinois will pass Senate Bill 1, which creates a new funding formula for all school districts in the state. It would give the district more funding for regular education expenses, as well as $220 million to help the district cover its pension obligations. The state of Illinois covers the school district portion of the pension obligations for every school district in the state except CPS. In spite of that, Rauner threatened to use his amendatory veto power to remove that portion of SB1. When a governor makes an amendatory veto, the Illinois General Assembly has 15 days to either override the veto, approve the amended version or do nothing, which would automatically kill the bill. Because the recently approved Illinois state budget requires for SB1 or some other “evidencebased education funding formula” to be in place in order for schools to get any state funding, the bill’s death could mean that CPS and other schools won’t get any state funding whatsoever. For the past two months, Illinois Senate President John Cullerton (6th) has refused to send SB1 to Rauner. On July 28, he announced that he would send the bill to the governor on July 31. This newspaper asked CPS whether the district has any back-up plan in the event Rauner makes the amendatory veto and the General Assembly fails to override it. In response, the district sent out a statement by CPS spokesperson Emily Bittner. It didn’t address the question directly, simply saying that CPS urged Rauner to sign SB1 as

it is. “Illinois is last in the nation in education funding, and Senate Bill 1 reforms a broken system by giving 268 school districts more per pupil funding than Chicago,” Bittner stated. “That’s why superintendents across the state support it.” In a July 20 statement, CPS indicated that it plans to open on time regardless of what happens with SB1, something that Bittner reiterated in her statement. “[Rauner’s] obsession with punishing Chicago’s minority students is jeopardizing the opening of schools throughout Illinois, but he will not succeed in closing the doors at CPS,” she stated. Neither statement elaborated on where CPS would get funds to make that happen. Austin Weekly News reached out to Dr. Abdul Muhammad, the school’s recently appointed interim principal, to see how the budget reduction would affect the school. Helping minority women fight breast cancer is something Bates said she needs to do. “I want to become a resource for black women battling breast cancer,” added Bates. “Research shows that while more white women develop breast cancer, black and Latino women are the ones dying from it.” The mother of two adult sons also plans to do a meet-and-greet with the community from 8 a.m. to 10 a.m. on Saturday, Aug. 5 at MacArthur’s restaurant, 5412 W. Madison St. “I want to get to know my fellow residents and I want them to get to know me. That’s why I felt it was important to have a meet and greet before the run,” she said. “This will be an opportunity for women to ask me questions about the center and how I beat cancer.” According to Dianne Hunter, a spokeswoman for Mt. Sinai Hospital, the Women’s Imaging Center should be up and running by January 2018. Karen Teitelbaum, president and CEO of Sinai Health System, Dr. Richard Kim, chairman of the Mount Sinai Hospital Department of Radiology, and Debra Wesley, executive vice president for community outreach at Sinai, will all participate in the race. Upon completion, the center will provide breast cancer programs and services to black women who otherwise would not have access to such services, explained Bates. “Our goal remains to engage more community members in our efforts, and call attention to the disparities that exist in treating women of color who suffer from breast cancer.” CONTACT: wreporter@yahoo.com

‘Phony’ Preckwinkle and her sugary drink tax
W
ell the judge has ruled that the sugary drink tax which had been on hold is legit and it can begin today, Aug. 2. That is also the day that I will never buy another pop in this county. When government goes from “taxation without representation” as it did during the Boston Tea Party to our current system of “representation solely by over-taxation,” it is time for a Cook County Pop Party! Consumers and voters should be up in arms that Luis Arroyo, Jerry Butler, John Daley, Chuy Garcia, Edward Moody, Stanley Moor,; Deborah Sims and Larry Suffredin all voted for the tax. The board vote was tied and Board President Toni “Phony” Preckwrinkle was the tiebreaker. Those do-nothing board members have overstepped their bounds and their fiduciary responsibility to us taxpayers. We can reward them with an opportunity to seek employment elsewhere as we vote them out of office. That is the only message that politicians who come seeking your vote every two or four years understand. Otherwise they don’t give a damn! When the idea for the tax was first proposed before the board, there were many in the audience in support of it. Those supporters professed that the tax was going to create a healthier community—except there is one caveat to that imagery. Link Card holders are exempt from the tax. So those who are on the public dole for their food can still buy the unhealthy pop and chips and don’t have to pay what they rest of us will be forced to pay. That is discrimination against those of us who don’t qualify for food assistance. I have contended even before this tax was implemented that if an item qualifies as a high tax one, the Link Card should not be paying for it. State lawmakers should address this issue, but they, just like the county board, are too trifling. Many of them don’t deserve reelection and in a later column I will write why. As taxpayers, we should be demanding a forensic audit of exactly what this county needs and what is pure pork. County workers are paid better than state workers and since the Demoncracks are the ones in charge,
how much of what this county does is waste? Do we really need certain positions filled? How much of the free medical service is going to people in this country illegally? The ability to tax taxpayers doesn’t make us an endless source of revenue when the goal should be less taxes and responsible usage of our tax dollars. I plan on purchasing my soda in DuPage, Lake or Kane Counties. When I do, I’m going to take a snapshot of the receipt and put it on Phony Preckwrinkle’s Facebook page. It will be a reminder that she ran to remove Todd Stroger from the seat over a penny sales tax and in the end, she implemented the exact same tax and has now taxed us even more. How much will the sugary drink tax affect business? Somehow I have the feeling that businesses located near Cook County’s border won’t be selling any pop as residents refuse to pay the exorbitant amount. Anyone who lived through the years of watching politicians over-tax cigarettes know that it never generated the revenue that the politicians predicted. But they did it anyway with no fear of reprisal. I expect that come March 20, 2018, those folks will get a reward that they never saw coming by voters supporting their challengers and removing them all from office. CONTACT: westside2day@yahoo.com

ComEd looks to get more youths into STEM

Each year, ComEd’s Icebox Derby program seeks to encourage elementary and high school girls to pursue careers in science, technology, engineering or mathematics (STEM), and this year’s 30 participants include students from the West Side. Vanessa Nieto is a 17-year-old senior at St. Ignatius College Prep on the Near West Side who likes math and said she wants to be a mechanical engineer. “I like creating crafts and I also like math. I did an engineering apprenticeship already and being part of this program will help me develop my engineering skills,” she said. “I know this is a male dominated field but I want to change that after I graduate from college.” A kickoff party was held last week in Humboldt Park for students and their families, who heard words of encouragement from former participants now serving as program mentors, and from ComEd President and CEO Anne Parmaggiore. While women make up 50 percent of the U.S. population only, they only occupy 24 percent of STEM careers, according to Parmaggiore. “That’s an underrepresentation of women,” contends Parmaggiore. “The Icebox Derby was designed to get young women interested in STEM careers.” One participant, Lesly Dspinoza, said she likes science and wants to become a nurse. The 17-year-old senior at ITW

I have always been interested in science and this program is a great start for my career as a nurse,” said Dspinoza. Parmaggiore explained that more STEM programs are needed for youths, especially girls and minorities. “The youths are our future at ComEd. We want our kids to be able to compete in the 21st Century economy, which is very technology oriented,” Parmaggiore said. “And we want
to make sure Chicago is right up in creating STEM (science, technology, engineering and mathematics) stars.” Over the next two weeks, participants will work in groups of six to build a go-kart from a refrigerator, and each student will receive a $1,000 scholarship, while the members of the winning group will receive a $1,500 scholarship. The program, which includes eight black students this year, is for girls between 13- and 18-years-old and will end on Aug. 12, when participants will race their newly-built cars at a 3 p.m. outdoor event at the Daley Center, 50 W. Washington St. Vade Reese, 13, is an eighth-grader at Stem Magnet Academy in North Lawndale and wants to become an engineer, said she appreciates the program “because I like to build things my way.” She added that STEM is important for future generations because it is needed to do so many things. “You need engineers to improve buildings, design stuff like cars and fix things that go wrong,” said Reese. “And if you’re going to fix something you might as well do it your way.” Since its 2013 inception, 120 girls have participated in the Icebox Derby program, according to ComEd officials. But besides its Icebox Derby program for girls, ComEd also offers a Solar Spotlight program during Black History Month and Hispanic Heritage Month, which awards scholarships to participants. Founded in 2016, the program was designed to create awareness and interest in STEM education and careers among black and Latino high school students. ComEd officials said the program provides students with a hands-on STEM experience, allowing them to work with mentors and outside experts to learn more about solar energy and build solar cells. Austin Coming Together held the first of the three planned community summits to find out what the community residents, business owners and community activists want in the Austin Quality of Life Plan. The planning process is spearheaded by Austin Coming Together, with Local Initiatives Support Corporation (LISC) Chicago providing funding and support. The idea is to create a plan based on what residents want to see in Austin and that various community stakeholders can work together to carry out. During the July 29 community summit, the ideas were split into categories based on subject area. Over the next few months, teams of volunteers will work to figure out how those ideas can be implemented. That work, in turn, will form the basis of the Austin Quality of Life plan. Clark called for greater community collaboration. “[Community organizations need to collaborate and pull their money together,” he said. “Right now, you have competing organizations competing for one grant. This doesn’t benefit the community.” In the end, the group agreed to submit two suggestions. One was to do a community needs assessment and the other was to create local opportunities for jobs and education. All of the suggestions from the groups were placed on a wall and then sorted out based on topics. Ideas under “Planning and Organizing” included increasing civic engagement, collaborating with local politicians and civic leaders to enhance community programs, creating monthly community events, beautifying the community and holding elected officials accountable for the community’s economic conditions.
