Police, local orgs identify how domestic violence correlates with trends in community violence

Over the summer, the Austin area has seen a slight increase in shootings when compared to last year’s historic downtrend. But differing from common assumptions, this trend is not caused by gang-related violence. This summer, the 15th Chicago Police District has identified at least a dozen incidents, including shooting incidents and homicides, rooted in domestic conflicts, what they call domestic-nexus incidents.
“In a district, you always have to know and understand the why [behind crime statistics], said Andre Parham, 15th district commander.
“A domestic nexus [incident], is very hard to predict,” Parham said, adding that unlike some domestic violence cases, there is not always a precedent of an abusive relationship that could help the police department intervene before violence further escalates.
Domestic nexus incidents are different from domestic violence in the way they’re categorized, but they also require a different response from the police depar tment, he said. The Chicago

intersection of Chicago and Cicero avenues. This is something Malcolm Crawford, head of the Austin African American Business Networking Association (AAABNA) has long advocated as part of a broader vision of revitalizing Chicago Avenue as the “Soul City Corridor,” the commercial and cultural hub of Austin’s Black community.
This spring, DCASE chose Williams to design the two structures, and he and the department have been working on the preliminary design. His works tend to feature prominent symbols and interplay of light and shadow. During the July 22 monthly stakeholders meeting organized by AAABNA, Williams shared some potential symbols and asked for feedback.
The attendees said they liked his use of Adinkra symbols, metaphor-laden designs that originated in what is now Ghana. They also suggested using more symbols related to kids and teens. Crawford urged Williams to pay attention to ideas and concepts that have already been developing, so that he doesn’t duplicate what’s already there and cover the same ground.
AAABNA has been holding stakeholder meetings on the third Friday of the month to update residents on Chicago Avenue improvements and other major projects. The meetings are held over Zoom and open to the public. The meeting information is only shared via AAABNA’s official newsletter, and residents can use a sign-up form on the association website’s front page.

Williams is also conscious of the kind of shadows his pieces create.
During the July 22 meeting, he said he doesn’t have a gateway design he could share, because he and DCASE were still hashing out the details. Williams did share symbols and logos he was thinking about including in the gateways
“It seems a bit early to share the design right now, because so many elements are in flux, so I want to share some of the symbols that we’re using in the structure, and just get some feedback, and, you know, get a feel for some of the changes that I might make as we get closer to sharing the design” he said.
The symbols included several traditional Adinkra symbols. Some, like the Sankofa bird and the Dwenini ram’s horns symbols, are already painted on several Westside Health Authority buildings at the other end of the corridor. Other symbols Williams proposed included a Black Power fist, musicians playing instruments, a symbol of two hands holding up a home to illustrate the importance of Black homeownership, and a silhouette of a man in a graduation cap, among others.
“In [my] initial proposal, there were some ideas about celebrating music, celebrating food,” Williams said. “There was a big in-

Morris Reed, CEO of Westside Health Authority, said he likes the Sankofa bird symbol, and that his only concern was the gateways would use too many symbols, making the design too “busy.”
“The creative, simple way would be best, and one that I would recommend,” he said.
Williams responded that he was hoping to narrow down the symbols to what best represents the community
Vanessa Stokes, who runs the health authority’s Special Service Area 72 at the east end of the corridor, echoed some of Reed’s comments.
“I just want to kind of first say that I think -- I like the way you’re going with this,” she said. “I would have to say I’m leaning toward the Adinkra symbols [because] the Adinkra symbols really resonate.”
Austin artist Toni Ruppert, who DCASE previously chose as a community “artist in residence,” said she liked the “diversity” of symbols Williams suggested.
“The symbolism is working here because it’s a snapshot as you’re driving past the gateway,” she said. “[It should be] just a snapshot of what the community needs and the important things to the community, and you have a lot of diverse symbols. And I like the diversity of the symbols, to be honest.”
Crawford cautioned Williams that he should be mindful of what came before and urged him to incorporate ideas and concepts that are already there.

‘ is ain’t over,’ Loretto workers say as negotiations continue
Labor leaders, including Chicago Teachers Union president, join picket line

Loretto Hospital’s healthcare workers continue to strike for better wages and staffing at the West Side “safety-net” hospital. Contract negotiations resumed between the union and management over the weekend, after being stalled last week.
In the latest negotiations, both parties were unable to reach an agreement, union representatives said on Aug 7, as the strike entered its eighth day. Union representatives said over the weekend they came “closer to an agreement” but the hospital management “still refuses to invest fair wages in its workers.” But the union is not backing down on their demands, asking management to use the public funds it receives to pay workers fairly.
Last week, union representatives said management had not provided another contract proposal since July 30. Outside the hospital on Aug. 3, workers and union representatives rallied with support of elected officials and other unions. They demanded Loretto management be accountable and transparent about the public dollars it receives, including $10 million
in state funds for staff recruitment and retention.
“What’s not clear is why Loretto is refusing to do the right thing,” union President Greg Kelley said, saying that low wages contribute to understaffing. Three deaths are attributabl to staffing issues, he said.
“Loretto keeps saying it’s about money,” said Carla Haskins a certified nursing assistant. “It’s more than about the money it’s about staffing, it’s about safety. It’s about awareness.”
Workers called out hospital board members and leaders of the long-embattled hospital, questioning why management was willing to spend $1 million dollars in a contract to temporarily staff the hospital while they strike.
“That could’ve been us,” Haskins said.
The healthcare workers’ strike on the West Side garnered the attention of other labor leaders, who joined them Aug. 3 to demand a fair contract. Chicago Teachers Union members stood in solidarity with Loretto’s workers as President Stacey Davis Gates called on Loretto’s management to remember the power of the teachers’ union.
“These are the workers who said, ‘Brandon is better,’ and now he’s in the fifth floor [of city hall in the Chicago mayor’s office].” Davis Gates said. “If you don’t get it, we can all shut it down.”

Hatchery, Grubhub team up on West Side

Grubhub, an online food delivery platform, is teaming up with East Garfield Park’s The
Hatchery food incubator to provide business grants, run a pitch competition that would let a winner use one of The Hatchery’s private kitchens for free and help teach the burgeoning entrepreneurs the business skills they need to succeed.
The Hatchery, 135 N. Kedzie Ave., is a business incubator geared toward restaurateurs, caterers, bakers and other food-related businesses. Members get to take advantage of coaching services, kitchens and food storage.
The partnership is part of Chicago-based Grubhub’s efforts to give back to their home city. While they have worked with organizations and initiatives that have a West Side presence, this is the first time they teamed up with a West Side-based organization.
The Hatchery was established by the Industrial Council of Nearwest Chicago (ICNC) because its long-running business incubator at 320 N. Damen Ave. wasn’t best-equipped to support food businesses. It wanted to put
the new incubator in an area that needed development, physically closer to West Side entrepreneurs who would benefit from its services.
Since opening in December 2018, it has offered workshops and classes to the general public. Members get wraparound supportive services, including classes to teach them the ins and outs of starting, marketing and managing a food business, as well as how to navigate the city licensing process. Members can use shared kitchens and, after using them for 34 hours, they are eligible to rent out one of 56 private kitchens that they can customize as they see fit. Members also benefit from on-site food storage facilities, meeting rooms and event spaces

Well it’s been three months, give or take, since Mayor Brandon Johnson took office. There was a lot of hoopla when he won. Young, for mer educator and mouthpiece for the Chicago Teachers Union, for mer Cook County Board commissioner, a Westsider, and an Austin resident to boot, the expectations for him were high Brandon pulled off what many never expected to happen. In a runoff with Paul Vallas, which had Black folks picking sides and not automatically going with the Black candidate, his win was astonishing. At the same time, expectations for his perfor mance were just as high once he took of fice. Even I must admit that his inauguration speech was compelling. He said a lot of the right thing with the right tone. Thus, mine and everyone else’s high expectations are justified.
But for someone who has only been in office for about three months, he’s been missing where it matters. His visibility has been selective and he has not been available to the press with the same openness as his predecessor. The for mer mayor was in the
memberships and free shared kitchen use time.”
When The Ha tchery was still being built, one of the concerns residents and community activists raised was how much it would benefit West Siders. Shmulik said The Hatchery has 3 to 4 cohorts a year, and West Siders make up 34% of the current cohort. She said that the majority of the members live in Chicago. 66% of the cohort are women, and 62% are classified as Black, Indigenous, People of Color (BIPOC).
As part of the partnershi p, Grubhub will be holding a pitch contest, with the winner getting to use one of The Hatchery’s private kitchens for free and get a stipend to buy kitchen equipment to suit their needs –which Shmulik described as a $50,000 value Liz Bosone, Grubhub’s vice president of restaurant success, said they were still developing the contest rules, but that they aim to have the rules set by mid-September, with the goal of holding the contest in early November

Brandon has performed a disap pearing act, which makes me worried for the next three years and nine months of his ter m. He finally held a news conference after the latest “teen takeover” at Roosevelt Road and Canal Street. When a reporter described the melee as a “mob action,” Brandon equated the ter m mob to calling our young people miniature versions of Al Capone. He wants us to use verbiage that is very careful in how we describe the behaviors of those unruly young people. But as an elder who grew up in the city, during some of the most turbulent times in its history, I’m going to call it as I see it. And “mob action” is very polite compared to how I would describe them.

Do those same young people use such parsed language when they speak with one another? I doubt it. All one has to do is listen to the music being drilled into them. When they are encouraging each other to loot and destroy a business, when they are jumping on and damaging cars, when their butts are up in the air twerking, when they use a fire extinguisher as a weapon, those are not the actions and behaviors of kind words. And labeling them with kind ter minology does not change the behaviors they are displaying. Even the interim police chief used language sending the message that what those young people were up to was basically OK.
If they need a wakeup call, they should have been arrested and their cellphones confiscated until their court date, where they should be expected to pay a fine and do real community service. Several Saturdays and Sundays wearing orange jumpsuits and picking up litter would send a better message
Summer is not over. Brandon will be met with more of these takeovers if the response continues to be the current gentle tap on the hand being proffered. One only has to look at what happened in New York City this past week where a thousand young people rioted because someone decided to offer a giveaway without being a sanctioned event.
Brandon needs to come out from wherever he’s hiding and be more visible to these young people. If he is to be their biggest advocate, they need to understand what he expects and he needs to state those expectations clearly

Finally, Grubhub will finance member scholarships and grants to members looking to buy kitchen equipment. Shmulik said that this will go a long way toward expanding the membership pool and reducing the financial strain.
According to Grubhub spokesperson Sabina Nura, all of this comes down to $300,000 worth of investments over the next 12 months – but the company is into this partnership for the long haul.
“[Grubhub] looks forward to maintaining a long-term relationship with the Hatchery as they focus on creating opportunities fo people in the hospitality industry, especially on Chicago’s West Side,” she said.

Police Department classifies incidents following internal and FBI crime re porting criteria. When it comes to domestic violence, the police department follows the Illinois Domestic Violence Act, which provides special protection under the law for victims of domestic violence. Under that act, domestic violence is defined as abuse, which can take the form of physical abuse, harassment, intimidation and interference with personal liberty.
Who is the victim of such abuse determines what cases are categorized as domestic violence. Under the state act, domestic violence victims can be spouses or for mer spouses, parents, children or stepchildren, other persons related by blood or mar riage, persons who share or for merly shared a common dwelling, persons who have or had a dating or engagement relationship and persons with disabilities and their caregivers.
Such a broad definition covers many scenarios, but there are still instances of incidents that don’t classify as domestic violence but have a domestic nexus. For example, there was a local shooting incident where a woman’s ex-boyfriend, also the father of her child, shot her new boyfriend.

Nestled in the 10-acre North Austin community center, the Christian-based church continues to serve as a refuge for migrant f amilies from Venezuela, Ecuador, Nicaragua and other countries. As previously re ported, in 2022 the church volunteered to help the city’s Office of Emergency Management receive migrants bused from Texas. Later, it turned most of the building’s third floor into a temporary shelter for f amilies, housing up to 100 individuals at some points.
Many of them have now found permanent housing in nearby areas but continue to lean on the North Austin church as they seek to stabilize themselves and star t a new life.
“Our church is relatively small, but we have large ef forts,” JohnEric Zayas, associate pastor said, adding up to 150 people attend a re gular Sunday service.
community violence, but really the emphasis of that is the underlying domestic violence issue, rooted in manipulation, power and control,” said Carol Gall, executive director of nonprofit Sarah’s Inn which is based in Forest Park.
This is a common thread between domestic nexus cases and domestic violence cases. And, domestic nexus violence also contributes to overall community violence, including gun violence.
“There is an uptick in domestic violence where guns are used in,” said Tara Dabney, director of development and communications at the Institute for Nonviolence Chicago.
Identifying domestic violence or domestic-nexus cases comes with challenges. They may require additional investigation, intelligence or cooperation from victims who refuse to share more information out of fear or stigma.
Yet, it is important to understand what is happening in order to provide timely services to victims. In the case described earlier, the woman was not hurt in the shooting incident but is still at risk, even if the crime was not classified as domestic violence.
Understanding how domestic violence correlates to community violence is also key for the police department to create effective policing strategies. It is also fundamental for organizations working to prevent gun violence in Chicago’s communities, a “symptom of a greater problem” caused by systemic racism, poverty and
disinvestment in communities.
“But domestic violence is also a root, it has a power and control dynamics…” Dabney said. “It’s important to understand the root causes when violence occurs so we can really address and mitigate the trauma that’s underlying that violence.”
Some of these responses include wellness programs of fered by the Institute of Nonviolence Chicago.
“We’ve really increased our behavioral health and wellness work and using a social emotional learning model and cognitive behavioral interventions to help those who have experienced incredibly high levels of trauma,” Dabney said. “We believe that is a key form of prevention … with community violence, often what we see is that those who are perpetrating violence have very often experienced violence or extreme trauma throughout their life cycle.”
In the Austin area, numerous community organizations, including faith leaders, grassroot organizations and the police department partner to provide services to victims of domestic violence and domestic-nexus incidents. A police officer is the domestic violence liaison who follows up with victims to ensure they are safe and refer them to service providers. Each case is different, but overall, victims in both of these categories may need a wide number of services that range from a 24/7 service line to counseling, legal counseling, financial support, housing, childcare, family services and job placement. When needed, the police department also helps victims
get legal protections, like court protection orders.
Through an ongoing partnership, the Institute of Nonviolence Chicago and Sarah’s Inn staf f work collaboratively to intervene and support victims of domestic or domestic-nexus violence. If victims ag ree, they can be referred to Sarah’s Inn to create a safety plan, get counseling, access financial support services and if needed, relocate.
“We’ve done a lot of cross-training, so we’ve trained their staf f in nonviolence and they trained our staf f in domestic violence, Dabney said. “So we can see if there is an undercurrent of domestic violence that might be the root cause of what’s seen as community violence.”
Other prevention ef for ts include outreach ef for ts and events, distributing information, visiting schools and other strategies to help community members identify violence and how to escape it. As community organization leaders know, to address community violence, it is key to understand it can overlap with domestic and domestic-related violence and provide resources to prevent it.
“What we know is that folks are more likely to seek help and stay engaged in services, the sooner they are reached,” Dabney said.

Fto students who come from the Austin neighborhood. Our mission is to contribute to the lives of Chicago-area students through free one-to-one tutoring and academic enrichment opportunities enhanced by caring, mentoring relationships. We strive to help our students improve their foundational reading and math skills, provide homework help, and foster enduring relationships. Our tutors are dedicated volunteers who primarily come from the Oak Park area.
We are currently accepting new students in grades Kindergarten through 8th to the program! Students attend tutoring one night per week on either a Monday (Oak
