West Sider Shelbert Ramsey never thought a simple traffic stop could leave him in a desperate legal fight to stay out of Ramsey,prison. 37, was driving through West Garfield Park one afternoon last summer when he saw an old friend and pulled over briefly to say hello, he said. When he pulled away a few seconds later, he saw police lights flashing behind him. “Their reason for pulling me over was for obstruction oftraffic. There was no one behind me, no one around me. The grants re present an investment into 68 community groups with a track record of preventing gun crime using strategies including street outreach and intervention, case management, victims services and workforce development. The funding, suppor ted by the federal American Rescue Plan, is aimed at supporting initiatives that “address the root causes of violence and crime in our communities,” PreckwinkleThirty-ssaid.even of the grants went to West and South side org anizations. “Those working at the community level are best poised to of fer the support our at risk neighbors need to avoid becoming in volved in gun violence,” Preckwinkle said. “Violence prevention is about facilitating healing, building peace and providing sup por t and resources for our historically underinvested communities.”

Food pantries serving the West Side include:

Longtime Austin resident Melmein visits the pantry every Wednesday He usually finds onions, pineapple, potatoes, corn, apples, oranges, pears and celery, among other fruits and vegetables The meat options can include chicken nuggets or hamburger patties, but “the most important thing” are the milk and eggs, he said. “It’s beautiful, you know, having such a large variety to choose from … it’s [enough for] a full course meal,” said Melmein, who asked that he not be fully identified because he doesn’t want people knowing he’s visiting the food pantry every week. Jehovah Jireh also operates a mobile food pantry that visits areas where food assistance is needed most, said Austin Coming To gether’s lead organizer Ethan Ramsay.

Beyond Hunger also operates a brick-and mortar pantry at First United Church of Oak Park, 848 Lake St., where Austin residents can get free food. The only requirements are that residents bring a photo ID and proof of address. Home-bound individuals who cannot go to the pantry can have a family member or friend pick up food on their behalf if they complete a proxy form available here.

Each month, Beyond Hunger delivers about 55 pounds of food to each of the 35 Austin households they serve. Ber nacet hopes to expand the program to 70 households. As inflation continues to increase the cost of food and transportation, it becomes challenging to serve more people At the same time, the number of people experiencing food insecurity continues to rise. Before the pandemic, the home delivery program served about 65 households city wide Now, it serves about 300 households, and that number will likely increase, Ber nacetBeysaid.ondHunger relies on donations to buy most of the fresh food from wholesale and local vendors like Forty Acres Fresh Market. And it stocks most of its shelf items thanks to its partnership with the Chicago Greater Food“WhenDepository.itcomes to us helping the community, we do put a lot of care into it,” Ber nacet said. “There is some food that we don’t accept at Beyond Hunger because we know that it may not meet nutritional standards that we believe people deserve.”

“The way we look at food insecurity is actually focusing more on nutrition insecurity,” Ber nacet said. While each resident picks the food they would like to receive, Beyond Hunger in cludes fresh items like meat, dairy products and fresh produce to ensure people receive nutritious food. “Most of the food we provide [is] diabetic friendly,” Ber nacet said. “There are certain foods that we just cannot remove from our grocery lists [because of client interest] we can never remove mac and cheese from our clients as much as we want to.”

Rising prices are forcing more and more people to turn to pantries, which are feeling the growing demand

Food pantries respond to rising need on West Side tivities to reach residents who can’t travel. “We’re coming together to figure out how can we be more coordinated in how we de liver food to residents in the community,” Ramsey said. This summer, Westside Health Authority and the Good Neighbor Campaign has been offering free lunches to children in their Kids Cafe program on Mondays, Wednesdays and Fridays from 12 to 2 p.m. at 5437 W. Division St.

The mobile food pantry goes to hot spots or areas with high-criminal activity. Bady said he identifies these areas with help from the 15th District CAPS office. These hot spots temporarily tur n into “safe havens,” the pastorTsaid.hepop-ups help residents like Melmein, who saw a pop-up at the cor ner of Madison Street and Lotus Avenue, then lear ned about the brick-and-mortar pantry.

By PASC AL SABINO Block Club Chicago A woman has filed a med ical malpractice lawsuit against a West Side hospital, saying doctors conducted a sterilization procedure on her without her consent last year. Lourdes Maldonado filed the lawsuit in June against Mount Sinai Hospital in North Lawndale in Cook County Circuit Court. Doctors conducted the sterilization surgery im mediately after Maldonado gave birth via an emer gency cesarean section in spring 2021, according to the suit. Maldonado never signed any infor med consent form nor verbally agreed to the procedure, according to the lawsuit. By the time doctors realized they were not supposed to operate on Maldonado, they had already completed a tubal ligation on one of her fallopian tubes, according to the lawsuit. Doctors didn’t check to verify whether Maldonado requested the sterilization until after one of her tubes had already been tied, ac cording to the lawsuit. Adam Zayed, Maldonado’s attor ney, said the procedure was “a violation of the basic principals underlying surgery.”

Physicians at Mount Sinai were halfway through tubal ligation when they realized the woman never requested the procedure, according to her lawsuit

The surgery tur ned what was supposed to be one of the happiest days of Maldonado’s life into a nightmare, Zayed said. Maldonado wants to grow her family but now fears she will be unable to conceive, Zayed said. “There was no planning. There was no attempt to get consent, and the doctor went ahead and did it. The absurdity of that is re ally quite profound,” Zayed said. “It’s something nobody expects, and for somebody who just had a baby … that is particularly shocking.”Physicians at Sinai infor med Maldonad about the mishap as soon as she woke from the surgery, Zayed said. However, the hospital’s insurance company has so far been “unwilling to consider justice for Lourde he said. A spokesperson for Sinai doors,” spokesperson Olivia Ar ns said in a statement. Maldonado is suing so Sinai will “take accountabil ity for the situation” and to ensure the hospital raises its standards so “this does not happen to any other women in Chicago,” ZayedSincesaid.the unwanted surgery in May 2021, Maldonado has been unsuccessful in her at tempts to get pregnant and grow her family, Zayed said. While it is sometimes possible to undo a tubal ligation, the procedure has risks and is it is not always successful. Maldonado “is not a person who is feeling great about additional surgeries and procedures on her abdomen,” Zayed said. [She] was shocked and confused about what happened. And that’s part of why she may not be interested in having additional procedures in the future.”

TRAFFIC STOPS Disproportionatelyapplied from page 1

He had a valid Fire ar m Owner Identification card that he had recently renewed, though his Concealed Car ry License had been revoked without his knowledge when his FOID card had briefly lapsed during the pandemic, he said. Of ficers found the lapsed concealed car ry license when they ran Ramsey’s driver’s license and ar rested him after they found the gun. He was jailed for three days and charged with unauthorized use of a weapon, a felony that carries a penalty of up to three years in prison. Prosecutors eventually dropped the case against Ramsey But he said it was traumatizing to be ar rested and incarcerated after a traf fic stop that he felt happened only because he is Black. “It’s ter rible … because you’ve got these people who can really play with your life, take you from your family, your job and throw you in jail for nothing. Then when you get out of jail, you don’t have anything. You’ve got a record, and you can’t get anything,” Ramsey said.According to data the Chicago Police De par tment is required to re port to state re gulators, traf fic stops like this are extremely rare

The Police De par tment re por ted in 2021 that of ficers searched drivers in only about 1 percent of all traf fic stops, and found weapons in one-tenth of 1 percent of those stops.But Ramsey’s traf fic stop and gun ar rest weren’ t re por ted to the state — and neither were thousands of other traf fic stops that ended in gun possession ar rests since 2014, according to an analysis by Block Club Chicago and In justice Watch. CPD re por ted finding weapons in only 388 traf fic stops in 2021, according to data re por ted to the state as par t of the Illinois Traf fic Stop Study. But our analysis of gun ar rests that year found that more than 2,300 people were ar rested on gun charges and also cited for a minor traf fic violation during the same encounter, indicating that the ar rest likely star ted with a traf fic stop. Chicago police of ficials did not respond to specific questions about the data discrepancies sent on multiple occasions over the past several months A Police De par tment spokesperson wrote in an emailed statement that the “Chicago Police De part ment is continuously working to strengthen its data collection and analysis. By improving our data collection, we can identify patter ns that can help inform training and de par tment policy development.”Thedata discrepancies are coming to light at a time when the total number of traf fic stops Chicago police re por ted to the state has risen exponentially, from just 85,000 in 2015 to more than 600,000 in 2019, before dipping again to about 350,000 per year since the star t of the COVID-19 pandemic. Black drivers were pulled over at five times the rate of white drivers in 2021, according to the traffic stop study data. But the under re por ted stops, searches and gun ar rests sug gest the impact of traf fic stops is weighing even more heavily on Black drivers than the traf fic stop study data suggest. About 85 percent of the adults ar rested on gun possession charges and cited for a traf fic violation in 2021 were Black.Rickey Hendon, a for mer state senator who helped write the traf fic stop study le gislation, said the data discrepancies dangerously shroud the true racial disparities of the Chicago Police De part ment’s tactics

Austin Weekly News, August 17, 2022 7 an stops, which led to a decrease in those stops, also known as “stop-and-frisk.” But if officers are re porting only a small fraction of traffic stop arrests, it also means Chicago police leadership may be making strate gic decisions based on wildly inaccu rate data, Yohnka said. “If officers can seize guns in a traffic stop and then never re port the traffic stop, the leadership has no way to form strategies to influence public safety because they have no idea what’s actually going on,” Yohnka said. The inaccurate data is “a missed opportunity of police management to see what’s going on the street and also a missed opportunity for the public to understand how they’ re policed,” he said. Traffic stops and gun arrests both up sharply At the same time the number of traffic stops by Chicago police has spiked, so has the number of gun possession arrests. In 2014, Chicago police arrested about 2,500 adults on gun possession charges. By 2020, gun arrests had more than doubled to over 5,500, with the vast majority of those considered nonviolent gun cases by prosecutors since the gun was never fired. An increasing proportion of those arrests stem from traffic stops, according to our analysis of gun possession arrests with an accompanying traffic citation. Elgie Sims Jr., who spear headed efforts to make the traffic stop study permanent, said the inaccuracies in the data reveal an institutional resistance to change and the inability of police lead ers to bring the department into compli ance with the law. “You can’t train away someone’s racist heart. What you can do is provide a mirror for an individual to see the biases that they have and the negative impacts that that can have on those interactions,” Sims said. Ramsey said when officers selectively pull over drivers as a way offinding weap ons rather than to promote road safety, it destroys trust in the police “I try to avoid [police] as much as possible,” Ramsey said. “I don’t want them to see me, and I don’t want to see them. And it’s terrible for me as a taxpaying citizen [who] ain’t never been in trouble, don’t have a record, to feel like that about police officers.”Thiskind ofenforcement also affects many people like Ramsey, who are at tempting to be in compliance with gun regulations, rather than people actually involved in gun violence, he said. “They’re just making up illegal reasons to pull people over. What Do You Need To Carry A Gun In Illinois?

Illinois residents need a valid Firearm Owner’s Identification card to buy and own a gun. A FOID cardholder can have a gun at their home, but they aren’t able to carry their gun on their person unless it is unloaded and ke pt in an enclosed case or a gun box. Any person convicted ofa felony or certain misdemeanors, like domestic battery, is ineligible for a FOID card. There are also re strictions on individuals with certain mental health needs. To legally carry a gun, a person needs to get a concealed carry license. A concealed carry license allows a person to carry a loaded handgun in public. The process for getting a concealed carry license is much stricter, and it requires a person to already have a FOID card. Any violent misdemeanor makes a person ineligible for a concealed carry license. Drug convictions, driving under the influence and alcohol abuse can also make a person ineligible. A concealed carry license also requires 16 hours of concealed carry gun training.

Bethany Carbajal, Strider Foundation’s school logistics specialist, said that their goal is to teach as many kindergarteners as possible how to bike, no matter where they live — something that, she said, is more im portant than ever as fewer and fewer kids are“We’activere providing the knowledge and a positive foundation and a life-long skill,” she said. “[Biking] increases strength, independence and even awareness; improves mental and social wellbeing; and increases balance and safety.” Carbajal said that Piccolo applied on July 18, and Spencer’s application is further down the line. Rodriguez said that he reached out to the Strider Foundation, because he wants to get the kids biking. “In the communities of color, we don’t have the resources the more af fluent schools have,” he added. According to the Chicago Public Schools data, Piccolo’s student body is 59.5% Hispanic and 29.6% Black. In addition, 93.4% of all students are low-income and 40% of the students have limited English-language proficiency. Spencer’s student body is 95.4% Black and 2.2% Hispanic. “In a working-class community of color, where obesity is high and healthy habits are not encouraged, a bike is the smallest gift promoting self-care that an organization can give,” Rodrigue z said. He feels that learning how to bike benefits kids in many ways. Cycling improves their coordination and physical fitness, and expands how far they can travel. The expanded travel, in turn, expands their worldview and the sense of what’s possibl e, he said. “The bike chains are the only chains that can liberate us,” Rodriguez said. “We expect for these bikes to [give] more freedom for students and, hopefull y, with thi s cycling knowledge, they will be able to expand their horizons and explore other places they’ve never been to.” Carbajal said that the school requested 20 bikes, so they have to raise at least $5,542.52 and they have about a year to raise it. I’d say each bag held over a hundred pounds of rock The man took 20 of the bags away, but left nine. And after repeatedly calling the man to get the final nine bags, my friend was frustrated because she just wanted them goneSince I needed rocks for my now rede signed backyard, I told her I would take the rocks. I took my own black bags and divided the rocks into second and third bags because they were so heavy. On my last trip home with the rocks, there was a young gentleman who stopped his car and asked if I needed help getting them out of the car and onto the back sidewalk. And I admitted I did. And he lifted those rocks like they were nothing. So to the young gentleman driving that Jeep, thank you so very much! I ended up spending over two weeks cleaning those rocks because they were covered with dirt, dried grass clippings and other miscellaneous garbage. I dug up the dirt from in front of the wall, added a double layer of landscape fabric and slowly but surely added buckets of clean rocks to that area. American Descendents of Slaves Chicago also is pushing for reparations for Black de scendants of slaves. (According to its Twitter page, it is not affiliated with the controversial group ADOS.) Watson, president of Freedmen Descendants of Chicago for merly ADOS, participated in last year’s “We Want to Live” walk to urge the White House to declare violence a health crisis. According to ABC7 Chicago, the “walk” was led by Pastor Williams. Watson said Ford donated to this effort last year and was a key player in getting Illinois Gov. J.B. Pritzker to sign the health equity law HB 158 in April 2021. Williams has also joined Ford several times to speak about the ongoing violence faced by Black communities in Chicago, including a statewide tour in 2018 that sought to hear the people’s thoughts on violence. If Ford, who’s served in the Illinois House since 2007, gets drafted, he will be the 10th candidate to join the race against Lightfoot, who was elected in 2019. The latest candidate to get into the race, Ald. Sophia King (4th), announced her candidacy this week through a campaign video, as reported by WBEZ.

Home ownership has a middle name. It’s called “continuous work.” For the past couple of years, I’ve had work done on my house that has caused both my front and back yards to not get the care they needed. When the steps to my bungalow almost collapsed last year, I had to have new steps poured and new side walls built. I was left with a bunch of old bricks that I preferred not to throw away. So I ended up lining the front of my house with those bricks. I also had some brick pavers. I ended up paving the little bit of yard between my front walkway and my neighbor’s gangway. I will not miss having to mow that little piece of grass. I left about a foot of dirt so that I can still have a flower bed on that side I planted about a hundred tulip bulbs, and this spring, it was absolutely enjoyable to watch all the different tulip colors slowly emerge from the ground. As the tulips died back, I had zinnia flower seeds, which I sowed, and now they have grown into a beautiful floral border for the sidewalk.Ilaidin a bunch of grass seed and my front yard is green, although there is still a significant amount of weeds in it. I will be spending time using weed-and feed to kill the unwanted green growth. But it’s looking very nice out front and the hard work I put into it is paying off. I also decided that since the front yard was coming along so nicely, I should tackle the backyard. Years ago, I built a retaining wall. It’s the perfect seating area should I have a large gathering, but it’s also difficult to get the lawn mower to cut the grass in front of it. So I decided to take on a new project. I decided that rocks in front of the wall would be my updated look.At the same time, a friend who lives way south in Park Forest decided she no longer wanted the rocks that were in front of her house. She hired a man and he dug up 29 black bags of rocks.
