Westside Music Festival a year in the making Ald. Michael Scott, who came up with the idea, explained his organizing process By LEE EDWARDS Contributing Reporter

The 2017 Chicago Westside Music Festival, held in Douglas Park over the weekend, was a success, said organizers of the annual event. That’s largely due to yearlong planning efforts, they indicated. Since the inaugural WSMF, the annual music festival has drawn crowds in the thousands to see some of the biggest names in R&B and hip-hop. Headliners have included acts like Bell Biv DeVoe, MC Lyte, Slick Rick, Syleena Johnson and Musiq Soulchild, among others. This year was no different, as Lil Mo, Vivian Green and Dru Hill thrilled attendees. And yet, as soon as the curtain closed on this year’s fest, the work to produce next year’s WSMF was already underway. Ald. Michael Scott, Jr. (24th Ward), who has been one of the primary organizers of the WSMF dating back to his tenure working with the Chicago Park District, called the WSMF his “brain child.” He said that he wanted to make the annual event a “cultural See MUSIC FESTIVAL on page 10

Fleming, 32, was an usher at the church. While Fleming was entering the house of worship on Sunday, Aug. 13, with his children, a group of men approached them and started shooting. Michael Swift, 46, was entering the church when he found himself in the line of fire. Both men were taken to Stroger and Mt. Sinai hospitals, respectively, where they were pronounced dead shortly after the shooting. Chicago Police Department Detective Division Commander Kevin Duffin said that the shooters were most likely targeting Fleming.

During a Monday morning press conference, Austin faith leaders, community activists and elected officials joined Friendship Baptist Church pastor Rev. Reginald Bachus on the steps where the men were gunned down a day before and strongly denounced the violence. After the conference, community leaders met in private to discuss strategies for dealing with the fallout of the shootings. And later that day, there was a prayer walk through the area where the shootings took

Dozens turnout for mural unveiling By XUEER ZHANG AustinTalks

Austin resident Tracey Showers is so proud of her 19-year-old daughter Madison Isidore for being part of the team that created a beautiful and inspiring mural at the intersection of Central Avenue and Lake Street. “She’s able to give back to the community in a way that she loves,” Showers said on the morning of Aug. 12 during the ribboncutting ceremony, where dozens of residents and parents gathered to cheer the completion of an 8-week art project. Fourteen high school and college art students from Austin and Oak Park made the vivid mural. “There’s a lot of traffic coming through here,” said Showers, who lives in North Austin with her daughter. “I think that would give them something to admire and feel good about the neighborhood.” The mural, named Wake Up, is on the north side of the Green Line Central station and across from Austin Town Hall. The mural is intended to provoke anyone who see is to think about the shared pursuit of dreams from the neighboring communities of Austin and Oak Park, said professional artist Carolyn Elaine of the Oak Park Area Arts Council. “We started out having a conversation

Drug kingpin sentenced to 37 years

Authorities say David Price often killed to protect West Side heroin empire By MICHAEL ROMAIN Editor

Earlier this month, a major drug trafficker, whose base was on the West Side, was sentenced to 37 years in prison by a federal judge. According to a statement released Aug. 11 by the U.S. Justice Department, David Price “operated a violent drug operation responsible for supplying more than 90 kilograms of heroin to numerous open-air markets.” Price used the profits from his drugdealing to purchase numerous luxury houses in Chicago and the suburbs, luxury vehicles and expensive jewelry and designer clothes. He often resorted to violence to protect his drug empire, including “personally murdering a former business partner

During the press conference, Duffin said that the shooting was “one of the more reprehensible scenes I’ve seen in my 35 years on the force.” The commander said that the shooting may have happened after a personal dispute between Fleming and his alleged assailants. “When the cycle of violence [comes to] our church, we’re in trouble,” said 15th District Commander Dwayne Betts. “We’ve come too far to turn back now. We need to stay the course.” The dismay and puzzlement over the shooting was echoed by Bachus, who said that churches should “be sanctuaries from violence.” Deputy Mayor Andrea Zopp, who attended the conference on behalf of Mayor Rahm Emanuel, also didn’t mince words when it came to expressing her outrage at the shootings. “On behalf of the Mayor Emanuel, I’m here to express our condolences and stand with the Friendship Baptist church,” she said. “[What happened on Sunday] is a violation. It is an office, and it’s time for us to hold together. Zopp promised that the shooters will be held accountable. But at the same time, she said, while punishing the perpetrators is important so is addressing the root causes of the violence. “We got to support investment in our

Although a federal jury convicted Price in 2014 on all 13 counts against him, he was sentenced on Aug. 10 by U.S. District Judge Harry D. Leinenweber. Price’s counts, according to the Justice Department statement, included “charges of heroin conspiracy, money laundering and illegally possessing an Uzi-style, semiautomatic pistol with an extended magazine.” In their sentencing memo, Assistant U.S. Attorneys Angel M. Krull and Erik Hogstrom called Price “a lifelong criminal” who became a millionaire “by pushing heroin on a suffering community, putting money, power, and unspeakable violence above his family, above his childhood friends, above his community, and above everything.” According to case records, Price — nicknamed “Shorty,” “Li’l Dave,” and “Hot Sauce” — ran his heroin distribution ring from 2005 until 2011. His group of coconspirators included Keith Carr, Rashid Bounds, Christopher Saunders, Greg Holden and James Brown.

The mayor is behind you and I’m behind you.” Andre Williams, an outreach worker at the Institute for Nonviolence Chicago, said that his organization was doing its part to mitigate the violence. “The whole team is on top of it,” he said. “We are going to talk to people and see what it was that [Fleming] did so bad they got him in the church.” Marcus Jones, 23, was walking down Jackson Boulevard with his dog Sunday morning, a path he often takes, when he saw his father’s hat and his uncle’s suit jacket scattered a few feet from the front door of Friendship Baptist Church. “It hurts, it literally hurts,” Jones said the night after the shooting as he sat on the front steps of the church, where his father, Swift, and his uncle, Fleming, were shot to death a day before by two gunmen. He suspects gang members were seeking retaliation against his family members. “Chicago is getting worse than what it was,” said Jones, who’s lived in Austin for five years. “Now I don’t feel safe living in this community.” Jones said that although his nephew and nieces were able to escape physical harm, everything has changed for them. “They are still grieving because they don’t know what is happening,” Jones said. “They came to me last night and said, ‘Where’s dad?’ And I sat down and explained to them: Dad is not here anymore.” CONTACT: michael@austinweeklynews.com

Carr, 35, whose records indicate he was Price’s cousin, was sentenced in 2016 to 20 years in prison for his part in the operation. Bounds and Saunders are currently serving prison terms of nearly 18 years each. Brown, 35, was wounded in a 2008 shooting that law enforcement officials stated was ordered by Price. Brown, the officials stated, had been cooperating with law enforcement and testified against Price at trial. Court documents show that on Dec. 8, 2011, Price “broke into Holden’s apartment in Woodbridge and shot him approximately 20 times while Holden was home with his two young daughters.” The two had been lifelong friends and business partners. At the time of his murder, Holden had been cooperating with law enforcement. According to records, the men operated a drug-trafficking business that supplied wholesale quantities to different areas on the West Side, including the intersections of Augusta and Keeler; Augusta and Lawler; Augusta and Laramie/Leamington; Kostner and Cortez/Thomas; and Iowa and Lamon. “Each drug spot had a direct supervisor,”

court records note. Carr, Brown, Saunders and Holder, among others, were direct supervisors. Those supervisors reportedly mixed the heroin supplied by Price with the sleeping pill Dormin, “thereby increasing the amount of the heroin mixture while decreasing its purity to a point at which it could be sold to users.” Price and other supervisors would mix and package the heroin to be distributed at an apartment located at 5242 W. Division. They also mixed and packaged the drug at apartments near Roosevelt and Central; Pine and Fulton; and Hirsch and Lorel, court records show. According to officials, Price used his drug profits to purchase or lease a string of luxury residences that included a South Michigan Avenue high-rise unit and houses in Naperville, Bolingbrook, Lombard, Brookfield, Darien and Country Club Hills. Last November, three Oak Park and River Forest High School teenagers started a small lawn care business. Around the same time, Tim Smyth invited a group of young people associated with the Austin-based nonprofit, Westside Health Authority, to clean his yard as a way to put them to work. Since then, Smythe has teamed up with the teenagers and Anthony Clark of Suburban Unity Alliance to form the Neighbors United LLC, a “landscaping, lawn care and maintenance business that employs at-risk young adults in the Oak Park and Austin communities,” according to a joint statement by Smythe and Clark. The two Oak Park residents said they joined forces after realizing that, if they combined their resources, they could create a “sustainable business that provides yearround employment for young adults looking for opportunity.” Through community donations and the sponsorship of Byline Bank, Neighbors United purchased a pickup truck for the growing business and have employed over 10 young adults who provide a range of ser-

Loretto Hospital opens new hearing health clinic By MICHAEL ROMAIN Editor

Patients of Loretto Hospital in Austin will now have access to more treatment options. In a statement released on Aug. 18, hospital officials announced the opening of a new hearing health clinic this month. “The new hearing health clinic will feature an onsite audiology service to provide diagnostic hearing evaluations, preventive care and treatment to individuals with undetected or untreated hearing loss,” according to the statement. Dr. Sonia Mehta, Loretto’s CEO and chief medical officer, added in the statement that hearing loss or degenerative hearing “is one of those medical issues that is often overlooked and can actually be the cause of a number of illnesses in patients, especially our aging population.” Loretto is partnering with the Americans for Better Hearing Foundation to operate the clinic, which will be staffed by a licensed audiology doctor and will offer audiology diagnoses, hearing aids and hearing aid batteries. The clinic will also offer hearing aid repair services. “This new partnership is our way of ensur-

ing that no matter what the diagnosis, our patients can achieve the comprehensive health care they need at Loretto,” said Mehta. The Loretto statement cited studies by the National Institute of Health, Johns Hopkins Medical Center and the National Council on Aging showing that “untreated hearing loss may contribute to other very serious medical conditions or overall poor physical health.” Untreated hearing loss, the statement added, “has been associated with up to a 500 percent increase in Alzheimer’s and dementia, a 300 percent increase in falls, and significant increases in depression, loneliness, anxiety, feelings of isolation, and a higher probability of hospitalization.” Patients with Medicaid and “most of the Medicaid Managed Care Organizations (MCOs)” will be completely covered at the clinic. The clinic will have a private payment option at Medicaid levels for those patients without coverage plans or insurance, the statement reads. Austin schools lose teachers, support staff after CPS cuts Education advocates say the cuts will further destabilize education climate By XUEER ZHANG AustinTalks

Austin schools will enter another year with fewer teachers and support staff amid other uncertainties caused by the ongoing school funding battle in Springfield. And black teachers and children with special needs will be among the hardest hit, West Side education advocates say. According to the school-by-school list released earlier this month by Chicago Public Schools, 16 out of 19 Austin neighborhood schools will lose teachers, classroom assistants and/or security staff in the upcoming school year. In all, Austin schools will see 47 layoffs (21 teachers and 26 support personnel) by Sept. 5, when classes start. “These are teacher assistants, school clerks, and they are overwhelmingly black women who more than likely live in the community which they serve,” said Brandon Johnson, an organizer with the Chicago Teachers Union and Austin resident. “The mayor’s budget once again reflects his effort to remove the last good paying op-

portunities for black people to exist in Chicago,” Johnson said. The presence of adults in classrooms and school buildings is essential to maintain a dynamic environment for students, Johnson said; removing them is going to have a “tremendous negative impact on the security and culture of that building.” And as for the teachers being laid off, Johnson said: “The students may be looking forward to having that teacher the next year; and maybe their sister and brother had that teacher.” Joseph Lovett will see the biggest staffing cuts on the West Side, with three teachers and four support staffers laid off and an overall funding loss of 9 percent, while Ellington Elementary will lose five teachers and one support staffer due to an 8 percent budget cut. Both Lovett and Ellington are top-rated schools in CPS. Douglass Academy, whose budget was reduced by almost 20 percent, is expected to lose three teachers. Spencer Elementary will lose five personnel — one teacher and four support staff, including a security guard and a paraprofessional who provides technological support, said Austin resident Jeffery Blackwell, a 19year diverse learners teacher at Spencer. “These persons have been at the school for a long [time],” Blackwell said, calling the cuts discouraging.

“We need a lot of support staff to help our kids get the opportunities that they need,” he said. “But it’s just hard with all of the politics and the budget cuts going on. I don’t know how we are gonna pick up the slack.” The only three Austin schools spared from teacher and staffer loss are Howe Elementary School, Catalyst Circle Rock and Plato Learning Academy. Citywide, CPS is expected to lay off 956 school staffers, including 356 teachers and 600 school-based support personnel. “While this process occurs every year due to the natural movement of students, programmatic changes and shifting student needs, there are fewer teacher layoffs this year than any year since at least 2007,” CPS spokesman Michael Passman said in a statement. District-wide, CPS will lay off 2 percent of its teachers and 6 percent of its support personnel following a $43 million funding reduction compared to last year. The school layoffs will hurt Austin’s already struggling economy, union official Johnson said; the area has about a 30 percent unemployment rate. “A support staff person loses her job, that’s now one less black person working in Austin,” he said. State and city leaders aren’t helping make the situation better but exacerbating the funding crisis, advocates say.

“The governor is heartless, and he’s using the poor children for his political ideology,” said Dwayne Truss, a longtime West Side education advocate and adviser to Raise Your Hand. “He has no desire to educate poor black and brown children. Period.” The school funding formula that Gov. Bruce Rauner is pushing will further destabilize CPS’ already underfunded and inequitable system, Truss said. Part of his plan is a tax credit scholarship program, labeled a voucher plan by its opponents. It would give individuals or businesses tax credits for donations they make to private schools that charge tuition, according to Raise Your Hand. That would mean more tax revenue being diverted to private institutions from public schools, Truss said. “We need additional, consistent funding, so our schools are going to sustain,” he said. “It’s not enough for our schools to operate without music and art teachers and librarians.” The budget crisis has also caused the average class sizes to climb higher over the past few years, with one-third of the K-2 classrooms having more than 29 students last year, according to the CTU. I

I’ve invented a four-letter word: FIMI

have a rating system. It can be used both for the actions of our politicians and to refer to them specifically. I call it FIMI. In case you’re wondering, FIMI stands for: fool, idiot, moron, and imbecile. You can also change the ending so it can be used as an adjective to refer to their actions as well: foolish, idiotic, moronic and imbecilic. Normally I only need to use one of those words when discussing something our local politicians have done. However, the recently enacted “sweetened drink tax” has me using my invented four-letter word toward them in every fashion! As you read the names of those who voted for the tax, try calling them one of the names in FIMI and see how well it fits. Those who voted for the tax (Queen Sugar Toni Preckwrinkle was the tie-breaker) include Luis Arroyo, Jerry Butler, John Daley, Chuy Garcia, Stanley Moore, Edward Moody, Deborah Sims and Larry Suffredin. Every last one of them should lose their upcoming re-election bid as they have proven to be FIMI to the nth degree! It is estimated that Cook County (CC) has just over five million people living in it. It is “the big dog” when compared to the collar counties of Lake, DuPage, Will, McHenry, Kane and Lake County, Indiana. What CC and the city of Chicago should be doing is cutting taxes so that those folks living in the surrounding areas flock to Chicago to spend money here because our taxes are the lowest around. There is only so much money that can be wrung from the pockets of CC residents. However, the number of people we should be attracting to come and voluntarily spend money in CC and Chicago is endless. Chicago has always been the lure. The notion of partying in downtown Naperville or

Winnetka doesn’t have the same flavor as partying in downtown Chicago, Lincoln Park, Old Town, Hyde Park or taking in a game at Wrigley Field, Sox Park or the United Center. Our lakefront is such a draw that no other place along Lake Michigan can compete with us. There is so much to see and do in this city that we should be overrun with visitors. From the plethora of fine dining restaurants to the endless variety of nighttime and daytime activities, Chicago should be booming with visitors spending money and paying a reasonable tax rate. But our FIMI politicians, in their greed for self-aggrandizement, have done all they could to discourage people from coming here. This is not the 1950s or ’60s or even the ’70s and ’80s. People can easily leave this county to shop or choose not to come here and shop. Many CC residents are doing the former — myself included! I will not pay a nickel on every bottle of water and I surely won’t pay a penny an ounce so that CC workers can receive raises and fill their pension bucket. Many of us who labored in private industry don’t have a pension and it is time that CC and city workers invest in a 401K like the rest of us poor slobs. The county allows their workers to retire at age 55 and in today’s world that is like age 40! It is time for a mass restructuring of county government and the election of at least eight new members beginning with the primary election on March 20, 2018. Replacing the current president is a must. The “pop tax” is the final straw! On Election Day, take a straw and a can or bottle of soda to the voting booth as both a protest and acknowledgement that CC voters will not allow the bloodsucking FIMIs to continue. If voters don’t revolt, I’m sure the air tax will be next.

Chicago Avenue focus of beautification effort

The Austin Beautification Initiative is an outgrowth of Chicago Ave.’s recent designation as a Special Service Area By LEE EDWARDS Contributing Reporter

Several West Side nonprofits have partnered to form the Austin Beautification Initiative, a multiphase project designed to modernize, improve and beautify a portion of Chicago Avenue. The organizations that are part of the collaborative effort include the Good Neighbor Campaign, and the Westside Health Authority Youth’s employment division. According to Yemisi Dinkins, director of finance and economic development for the Westside Health Authority and the director of business and programs for Special Service Area 72 (also known as Austin Village 72 Chicago) — the West Side’s only business improvement district. Business improvement districts are areas that levy special taxes on businesses within their confines in order to pay for different beautification initiatives, such as holiday decorations and roadway enhancements. The ABI is funded through a portion of the return on property taxes received from the special service area. WHA functions as the service provider for this area 72. Additional funds for the ABI will come from revenue streams other than the property tax. Dinkins said she hopes the ABI will en-

A SUCCESS: The Westside Music Festival, held over the weekend at Douglas Park, featured artists like Vivian Green and Lil’ Mo. he expected the crowd to be around 10,000. “The artists are chosen with the highest degree of intentionality, so with this being a family friendly festival we do our best to try and blend old and new and what we find is that a sweet spot is a lot of hip-hop and R&B,” said Cory Croft, a WCF spokesperson. “A lot of the artists from the 90’s and the early 2000’s are really in the sweet spot for us to blend what we find to be several generations to come and join the festival.” Croft noted that the selection of the award winning Dru Hill coincides with their 20th anniversary. Local artists were given the opportunity to showcase their talent at the WSMF prior to the headliners. Scott said that WCF solicited artists via Facebook from across the city to

submit music for consideration by industry professionals and members of the WCF board. This year, Dej Monae, Marcus Mack, Kilika Tabron, Matt B., and Yohan were selected. The funds generated from the WSMF will benefit the WCF, according to Scott. Scott was pragmatic about the impact the revenue raised would have on the community. “There is enough need across the board in North Lawndale where we could raise millions of millions of dollars and it still would not be enough,” said Scott.
