About 17,065 parents voted in the spring elec tion, compared with 16,802 votes in 2020. Parent voters turned out at higher levels before the pandemic when 28,888 cast votes in 2018. The district has struggled with tepid participation in the last decade. After the 2020 election, about 900 seats remained unfilled — a situation that prompted a wave of ap pointments by administrators and members of local school councils. A few days shy of the district’s deadline this March, only 722 candidate applications had been submitted for 6,239 total positions on councils across 509 schools. About 307 schools had no candidates for open positions The district ultimately received enough candidates to reach a quorum at 485 of the 509Tschools.hedistrict hosted 100 engagement sessions to promote candidacy and elections. In all, 6,149 parents, students, and community members ran for seats during the April elec tion, compared with 5,910 people in 2020. The district added more seats for student representatives.

COLIN BOYLE/Block Club Chicago A wall of lockers at CPS Marshall Metro High School in Gar eld on Oct. 28, 2021. B.B.Q.

Data shows that at more than 100 schools, 40% of those seats are unfilled. According to the district, about 24 schools did not garner enough applicants to meet quorum and did not hold elections in the spring.

Erskine attributes the vacancies to barriers such as accessing applications and lacking information about LSC meetings.

Local School Councils, a facet of Chicago school gover nance since the first election in 1989, are elected every two years. The councils vote on the annual school budget, select and evaluate principals, and approve the school academic plan.

In 2021, the Illinois Legislature revised quorum requirements to make it easier for schools to fill vacancies. If the number of members falls below seven because of vacancies, four members are allowed to vote to fill outstanding vacancies.

“We see this as a critical organizing moment,” Erskine added, “We don’t know what we don’t know about the relationship be tween LSCs and elected boards —we’ve never had that in the city of Chicago.”

Local School Councils have at least 12 seats

CHOOL

The Office of Local School Council Relations will work with principals and a school’s LSC to fill vacancies in the fall. They also plan to address staff and student vacancies through an election process or polling their peers. The district said it would raise awareness about filling the remaining LSC vacanciesDuring a speech on Aug. 17 at City Club Chicago, CEO Pedro Martinez said the dis trict saw “the highest engagement in more than a decade in our LSC elections.” Marti nez added that there were both more candidates running for LSC positions and more peopleMorevoting.than110,700 voted for council candidates at nearly 500 schools this spring. That’s more than three times as many votes as in 2020, when about 35,066 voted Data shows that the largest turnout was among students, who cast 71,142 votes – a dra matic increase from the 2020 election when only 4,869 students cast a ballot. But parent and community voters only saw marginal increases of 2 to 3%, figures show.

It’s still possible for people interested in being on an LSC to fill these vacant seats Interested parents and community members can file nomination forms and participate in an interview or presentation during an LSC meeting. Afterward, LSC members will vote on whether to appoint a candidate to a vacant participatory democracy, providing a wide variety of stakeholders an opportunity to make important decisions about how students in their communities will be educat ed,” the district said in an emailed statement.

The councils traditionally comprise the school’s principal, six parents, two communi ty members, two teachers, one non-teaching staff, and one to three students. This year, for the first time in the district’s history, elementary students in the sixth grade were eligible to serve one-year terms on their school’s LSC.

Erskine said that parents and community members aren’t running at schools where there’s been an “erasure of the LSC,” and parents may not even know the time of the meetings.Sheadded that information isn’t getting to parents and community members, and apathy is setting in Instead of relying simply on individual ad ministrators to distribute LSC information, the district should be doing more such as robocalls and emails to ensure the infor mation on LSC meetings and elections is readily available to parents and community members, Erskine said.

South and West Side schools have the high est number of unfilled seats. Data shows that Garfield Park, Little Village, New City, Englewood, Roseland, Grand Crossing, and Chatham had the highest total number of vacancies across schools within each neigh borhoodGarfield Park has an average of about five vacancies per school, while Little Village and New City both averaged almost four vacancies per school in their neighborhood.

IFF also worked with the Foundation to re develop the original 14-story Sears Tower at 906 S. Homan Square. In 2018, they agreed to work together to redevelop vacant lots, build more affordable housing and attract busi nesses to Homan Square. Kevin Sutton, the Foundation’s executive director, said they’ve been trying to build affordable housing in that area since 2018.

8 Austin Weekly News, August 24, 2022 bring affordable housing for older residents and to address surging property values in the neighborhood that threaten to price out long time residents They’ll construct two homes on the two adjacent lots where the groundbreaking happened, and at 3654 W. Polk St. and 3439 W. Flournoy St. IFF expects to finish construc tion by August 2023. Community leaders created the nonprofit Foundation for Homan Square to redevelop the for mer Sears North Lawndale campus property. IFF is a Chicago-based lender that works with nonprofits, providing loans and helping with real estate development. According to IFF’s website, its collabora tion with the Foundation goes back to 2005, when the two organizations turned a de commissioned Sears campus power plant at 931 S. Homan Ave. into what is now the DRW College Prep high school.

The foundation’s advisory council wanted more affordable housing for people with dis abilities, and they wanted the nonprofit to do more work outside the historic Sears campus footprint.“Wewant to do what the community wants us to do, which is to acquire vacant lots and bring more housing to the community,” SuttonSixteensaid. out of 21 units will be subsidized, with the tenants paying no more than 30% of their annual income. IFF didn’t immediately respond to questions regarding the design specifics, includ ing how many they will build on each lot and how many units per lot would be affordable.

But the project designer IGMA Architects posted on Twitter in 2021 that each building would have between three and six units. All first-floor units would be wheelchair accessible. The project page mentioned that all units “will include universal design features that meet a wide range of disability ac commodations” but didn’t elaborate furtherAccording to IFF officials who at tended the ground breaking, the ac cessible housing project costs around $11 million, with around $5.7 million coming from the Il linois Housing Development Author ity’s Per manent Supportive Housing Development Program grant, which the Foundation got in 2020.

Ihaven’t ranted in a while. So let me get some of the observations that have been bugging me off my chest. Time is money and gas is expensive. I still resent that those of us headed southbound on Laramie can only make the left turn onto the Eisenhower Expressway with the green ar row. I feel like a target at 3 a.m., being the only car on the over pass and waiting for the green tur n signal. No traffic is coming northbound out of Cicero, and yet one is forced to wait for that left-tur n signal. I also hate in the suburbs where if you are not at the left-tur n signal in advance, it literally makes you wait several cycles, and spend a lot of time burning gas, before it finally gives the green tur n Speakingsignal. of gas, why do I pay membership for Sam’s Club only to have them utilize the slowest gas pumps in town? I am literally thinking it’s by design. All of them are bad, but the ones at the Cicero Sam’s Club are the worst.Isanybody paying attention to the cheesy new license plate stickers that Illinois has come up with? Yellow stickers that just say the number 23. I can imagine the number of thefts that are going to occur. I hadn’t been on north Central Avenue in a while. So imagine my shock when I saw the land that used to hold the Dominick’s at Addison and Central now contains both a CVS store and a brand new storage facility. The storage facility is huge and it looks like it’s four stories tall. Just how much junk are people holding onto that they end up paying a monthly fee just to store it? I’m also perplexed when I go to houses and the drive ways are filled with cars because the garage has become the storage place for all their extra things. America has a junk problem!

Second, I’ve been hanging out those dis posable fly trap bags that I got from a dis count store last year. You cut the opening at the top, pull out the little green tab, and fill it halfway with water. I hung it out back by my garage and within one day, I had at least an inch worth of flies in the bag. By day four, it was about six inches worth of flies. T he bag says it can hold 40,000 flies! Now I don’t know if all those flies would have just been around this area anyway or if the odor it used inside happened to attract all the flies in the area. But the number of dead flies I ended up seeing is humongousWecouldreally do a better job of being sanitary to eliminate both the rat and fly problems.

“We’ve had, not a ton, but a few [Austin residents] join us for workouts, and I would say it expanded my circle and my point of view of my community – it’s not just Oak Park, but the sur roundings,” said Champaneri.

“You do pushups with somebody, and you show these vulnerabilities — it opens up some friendships,” Andersson said. Osta said when his basement was flooded, he notified the group in their Slack channel and got a response within 45 minutes. He also said there had been many instances when the group rallied around members with other needs – from meals to moving furniture.“I’vebeen an amateur mover at times,” Osta said. “It’s nice to take a few minutes and be helpful to someone else. You know the favor will be returned. We help each other.”Champaneri said this spirit of mutual assistance expands to the community. F3 Oak Park volunteered at East Garfield Park based Breakthrough Urban Ministries, helping with food donation distribution and youth programs. The group has also volunteered at supportive housing facili ties on the West Side and with Beyond Hunger, the Oak Park nonprofit. Osta said they don’t want to stop there.

I don’t know about anybody else, but Chicago is now loaded with rabbits. Everywhere I go there are rabbits running around. Unlike the squirrels and the raccoons that tend to get hit by the cars, I’ve yet to see a rabbit lying dead in the middle of the road. I think the Austin area is starting to get a bunch of skunks as well. My son told me he encountered one as he came up the gangway. I’ve been noticing the stench for some timeChicagonow. really needs an ongoing campaign to address the issue of our two nuisance infestation prob lems. First, no matter the neighborhood, I have seen giant rats. I was on the North Side, and somebody had tossed a half-eaten pizza into the grassy area in front of their apartment building.
